Editor’s Note: One of the indicators of the success of any movement is the level of oppression by the powerful. The protests against logging at Fairy Creek on Vancouver Island, Canada, are an illustration of this. Fairy Creek is home to old-growth forests and has been targeted by forest product industries. Two years ago, activists joined hands with indigenous people to protest the logging. Now renewed efforts to protect the old-growth forests have been met with force by the RCMP. We thank Brenda Norrell for permission to repost this piece.
The last time the world was watching Fairy Creek, we witnessed the largest act of civil disobedience in Canadian history. Well over 1,000 Indigenous and non-Indigenous forest defenders were arrested by the RCMP over months of tense standoffs in 2021 as activists sought to halt the logging of rare ancient trees.
The courts hammered that movement, with charges and bail conditions keeping many away, and the tussle in the trees went dormant for most of the last two years.
Until now.
A new blockade, led by Indigenous youth and supported by non-Indigenous allies, has just been erected on a key bridge crossing an arterial logging road. The RCMP’s specialized tactical team that responds to land defense actions is present and surveilling the camp. A raid could come any day, and having media on the ground is of crucial importance to keep tabs on police and document the latest developments as land defenders seek to protect their unceded territories from old-growth logging.
Brandi Morin, an Indigenous journalist and author who has won a number of major awards, including a Canadian Digital Publishing Award and an Edward R. Murrow award in the U.S., is getting there to bring you the story from Fairy Creek’s new front lines.
She’ll be joined by World Press Photo of the Year-winning photojournalist Amber Bracken, reuniting a dream team that last joined forces to tell the story of First Nations communities fleeing wildfires in Alberta.
Latest crackdowns by RCMP

Three forest protectors were arrested on Tuesday [August 15] protecting the old-growth forests west of Victoria, as Canada continues to target Native people with police operatives protecting the interest of destructive industries. The police ops are British Columbia’s C-IRG, the Community Industry Response Group.
Mourning the invasion of the militarized police squad who arrested the forest defenders, who were his guests, Pacheedaht First Nation Elder Bill Jones said,
“We are at the end times of our great forests.”
Cree journalist Brandi Morin, and photojournalist Amber Bracken, were there.
Morin said,
“The militarized RCMP of the C-IRG unit was also at the Savage Patch raid yesterday. At 6: am Amber and I saw some of them loading their gear to Lake Cowichan and then we raced out to the blockade, cause the raid was on its way.
“Turns out these guys hiked in behind the bridge where the old growth area is, tore the owl structure down and threw the wood in the river below. And then were guarding the bridge.”
Calling on the international community, Peace Brigades International Canada said,
“We draw the attention of the international community to the RCMP C-IRG raid against land defenders and allies protecting old-growth forest on Pacheedaht territory in Canada.”
Cree journalist Brandi Morin said,
“RCMP C-IRG unit raided and dismantled the Savage Patch blockade to protect old-growth forests from being logged this morning. Three land defenders were arrested including Uncle Ricco, Cree Matriarch, and two settler supporters.”
Morin described the Canadian police raid on Tuesday,
“RCMP Sgt. Charney grabbed me after he and others threatened me with arrest when I refused to follow their media exclusion zones during the C-IRG Unit raid of the Savage Patch blockade against old growth logging. I did, however, inform them that I knew of my rights as a journalist and their exclusion zones are illegal.”
The Supreme Court of British Columbia ruled in 2021 in its Fairy Creek decision:
“Exclusion zones, checkpoints, searches, and restrictions on media members clearly interfere with important liberties, including freedom of movement, freedom of expression (including freedom of the press), and freedom of peaceful assembly.”
RCMP’s federal watchdog agency opened a probe into the operations of the C-IRG, a special unit that polices protests against resource extraction in British Columbia, CBC reports.
“Due to the increasing amount of indigenous-led anti-resource extraction movements in British Columbia, the Community-Industry Response Group was born. C-IRG is unique to British Columbia. They are militarized, have no budget limit, and the officers get paid handsomely to force pipelines, mines, dams, and logging through unceded indigenous territories, without consent. This is just another extension of the RCMP’s original task – to remove and separate people from the land and enforce colonial rule. They do not keep us safe, they protect capital.”

Today, we mourn once again as the militarized police squad raided our peaceful and Indigenous-led camp near Fairy Creek on Trunk Road 11. Again, these brave people were there on my unceded land as my guests, guests who had come to protect what’s left of the old growth forests. Once again, they put themselves on teh line after hearing that the NDP government had approved several cutblocks up that forestry road. Some of those cutblocks include old-growth forests.
We cannot keep cutting our great Mother Earth like this. Once these great forests are gone, they are gone forever. We set up these camps as a last resort. The government refused to change their forestry polices and Tal Cedar has stated in their forest “stewardship” plan that they will harvest every last old-growth tree available to them. The loss of every tree is an affront to my Indigenous rights, sovereignty and title, as it is to every Indigenous person. It is also a loss to all peoples as we are as once and we must learn to stand together as one.
I say again, the forest is my cathedral and my place of spiritual meditation. Government and industry cannot come to my lands and destroy my cathedral and expect us to do nothing.
I say thank you to all those forest defenders who built the amazing screech owl sculpture on the bridge and held the camp.
Thank you to all those who donated and supported the camp.
And I applaud the three brave forest defenders who were arrested and released today. I admire your courage in facing the relentless force of the dozens of CIRG officers who showed up to destroy your camp and arrest you.
I also remind government and industry that it is laughable to charge us with offenses and call us conspirators when we are at the end times of our great forests.
We will continue to do what we can to protect out great Mother Earth.

Editor’s note: In Atlanta City, local people are protesting a proposed police training facility. The project includes a mock metropolis, and is proposed to be built on the lands of Weelaunee Forest. Protestors have camped in the Forest. Clashes with the police led to one being killed over a month ago. This article discusses different aspects of the Cop City.
In September 2021, the Atlanta City Council passed legislation to build a $90 million police training facility, despite overwhelming opposition from the Atlanta community. The compound would include a mock city complete with houses, a school, a gas station, a bank, and a community centre; it would also feature a Black Hawk landing pad, shooting ranges, and a bomb testing site.
At 85 acres, it would be the largest police training facility in the United States. If constructed, it will be a rehearsal space for cops from all over the country and the world to practice urban warfighting with the latest military technologies.
Cop City—euphemistically and offensively called a “Public Safety Training Center” by its proponents—carries within it a confluence of catastrophes, including police brutality, militarism, racism, environmental damage, gentrification, and corporate profiteering.
Police militarisation
Police forces in the United States have always been militarised. There is a perpetual pipeline between the US military and police forces in terms of equipment and personnel. But more than that, both institutions seek domination and control over populations that are not part of, or act in opposition to, the political and economic elite.
The US police, which began as “slave patrols” to capture enslaved Black people escaping plantations, have white supremacy and capitalist interests embedded in their function. Regardless of diversity, training, or other reforms, the police seek to cage or control those perceived as a threat to the country’s racialised, capitalist order. The US military, meanwhile, asserts itself as a global police force to enforce this same order abroad. Its pursuit of a “national security state” and “full spectrum dominance” guide its actions in seeking to dominate the world.
The US military already trains militarised forces globally. Its infamous School of the Americas is one example, and its but the US military runs training operations for police and soldiers around the world. US police also already participate in military trainings, including with the Israel Defense Forces. As an organizer with Jewish Voice for Peace notes, “The exchanges refine and enhance the militarization rooted in American policing with Israeli tactics and technology of occupation and apartheid that are being tested on Palestinians on a daily basis.”
Cop City would be part of this cycle of exporting and importing violence in preparation for suppression of dissent as the world burns. The creation of this kind of compound is an escalation in the violence against those who are marginalised by the state, as well as an attack on the planet’s well-being.
Environmental impacts
In addition to the extreme carbon footprint of US militarism, Cop City would actively destroy wetlands and forest. Its construction would result in bulldozing a large part of the Weelaunee Forest, otherwise known as the South River Forest. This land is essential for environmental well-being, especially as the climate crisis worsens.
Stop Cop City forest defenders explain, “The wetlands within the forest help to mitigate the risk of dangerous flooding, and provide breeding grounds for amphibians and migration sites for wading birds…. Over 150 species call the Weelaunee Forest home, including river otters and white-tailed deer and Carolina wrens and salamanders.”
Furthermore, “The extensive tree canopy keeps the surrounding areas cooler (something hugely important as the risk of fatal heatwaves grows with each passing year), captures and stores carbon dioxide from the air, and acts as a natural filter that mitigates air pollution.” The forest’s canopy is already diminishing. Cop City would raze many acres more.
Racial injustice
In addition to the environmental destruction, Cop City also imposes further racialised violence upon land that has seen more than its share of pain.
The proposed site for Cop City is in a majority Black area of DeKalb County, on land that was once stolen from Muscogee-Creek people, that was then used as a plantation during slavery, and then as a prison form where incarcerated, mostly Black, people were forced to work on projects for the city of Atlanta.
Building a massive police facility where police will be trained to use military equipment and urban warfighting techniques in a predominantly Black area is a nightmare for residents, especially in the midst of relentless police brutality against Black and other communities of colour across the United States.
Corporate interests
But part of the interest in the site for this project is likely precisely because it is in a predominantly Black neighbourhood. The construction of projects like this are often tied to gentrification. As Atlanta has been tapped to host games in the 2026 World Cup and is seeking to host the 2024 Democratic National Convention, being able to offer the “security” afforded by a heavily-militarised police force is meant as a selling point.
Cop City has significant backing from the Atlanta Police Foundation, which is a private-public partnership and a major player in local politics. The Nationreports, “Its executive board is a veritable who’s who of corporate power and inherited wealth. Last year, the foundation expended large sums of its donors’ money lobbying for police expansion.”
The Foundation has leveraged its corporate backers—from Delta Airlines to the Waffle House—to raise two-thirds of the costs of constructing Cop City. The other third will be paid for by taxpayers. The Foundation has also relied upon the captured local media to manufacture consent for the project. The Atlanta Journal-Constitution, the city’s so-called paper of record, is owned by Cox Enterprises. The CEO of Cox Enterprises is Alex Taylor, who is leading the fundraising drive for Cop City. Thus, the paper of record has only ever recorded the support for Cop City from corporate elites.
Organising to Stop Cop City
Organisers in Atlanta have opposed Cop City since the beginning. They signed petitions, engaged in protest, and contributed 17 hours’ worth of commentary to public hearings at City Hall. After the plans for Cop City were approved, an even broader movement formed to defend the forest against destruction. Some have taken up residence in the forest while others have continued organising against the corporate backers across the country.
In December 2022, a joint police task force violently arrested six forest defenders and charged them with “domestic terrorism”. Then, on 18 January 2023, Georgia State Police marched into the forest and killed a nonviolent forest defender, Manuel “Tortuguita” Terán. The circumstances of this police killing of a climate activist are highly suspicious, as no body camera footage is available and the police have refused to release the names of the officers involved. An independent autopsy has confirmed that police shot Tort thirteen times. Since then, over ten more individuals have been arrested and charged with domestic terrorism, despite the fact that they are only accused with trespassing.
Tort’s killing comes on the heels of the most lethal year on record for police killing civilians. It marks the first known killing of an environmental activist by police in the United States. As noted in The Nation, the policing of protests is “structurally skewed in favor of the police—and, according to multiple studies, systematically biased against Black Lives Matter and the political left.”
On 31 January 2023, the Mayor of Atlanta announced that the permits have been approved to begin destruction of the forest. Police are preparing to do another sweep against forest defenders. On 6 February, heavily armed police raided the forest to clear it out and escort accompanied construction workers—at the same time that Tortuguita’s family held a press conference demanding answers for their killing.
But Cop City is not an inevitability; organisers are clear that it can—and must—be stopped. They explain that the mayor can cancel the lease, and they urge City Council to pass an ordinance doing so. The contractors and the corporate backers could be compelled to pull out of the projects.
How to take action
In their book Rehearsals for Living, Robyn Maynard and Leanne Betasamosake Simpson write about living in ways we want the world to be, such as through mutual aid and relationality. Cop City is the antithesis to this. It is a space for cops to rehearse militarised oppression and violence.
This will impact all our movements. Whether you are working on climate change, police violence, economic or social justice, racial justice, housing rights, disarmament and demilitarisation, etc., the training grounds at Cop City are meant to oppress you. Stopping Cop City is not just the responsibility of those living in Atlanta. All our struggles for a livable world are bound up in this struggle.
There are many ways to take action to Stop Cop City, including:
* Contact the contractors and subcontractors working on Cop City and tell them to pull out of the project (there has been some success with this already, showing that it’s an extremely useful technique to stigmatise work on this facility);
* Donate to the Atlanta Solidarity Fund to help bail out arrested protesters and fund the legal effort to challenge the repression of this movement; and
* Organise or join an event for the Global Week of Solidarity from 19–26 February 2023.

Editor’s note: Land defenders, especially indigenous land defenders, are at risk across the world, more so in some places than others. In their fight to protect their communities and their land, they directly confront structures of power, challenging the powerful’s sense of entitlement. In order to maintain the status quo, the powerful employ any means necessary to silence the resistors. In some places, this may take the form of political and legal attack, in others, this may lead to murder. Either way, the objective of such repression is not merely to silence one voice, but to set an example, to shut down those hundreds of voices which may have been raised in resistance. This strategy has been used through history.
Even so, resistance lives on. Where the repression becomes strong, defenders find new ways to adapt to their political situation and to continue fighting the powerful. Statistics say that one land defender is killed every two days. While it is necessary to hold the states accountable for these unlawful killings, it is also important for defenders to take measures to protect themselves. This may include being familiar with the laws of one’s region, or to learn self-defense, or whatever is appropriate for one’s situation. Following rules of security culture may help in increasing security for defenders.
“I could tell you that, around the world, three people are killed every week while trying to protect their land, their environment, from extractive forces. I could tell you that this has been going on for decades, with the numbers killed in recent years hitting over 200 each year. And I could tell you, as this report does, that a further 200 defenders were murdered in the last year alone. But these numbers are not made real until you hear some of the names of those who died.” – Dr. Vandana Shiva
In Brazil, two Yanomami children drowned after getting sucked into a dredging machine used by illegal gold miners. A 14 year old Pataxó child was shot in the head during a conflict over land in the northeastern Bahia state. A Guarani Kaiowá person was killed by military police during a clash over a farm the Guarani had reclaimed from settlers. “There has been an increase in the amount of conflict – socio and environmental conflict – in our lands,” said Dinamam Tuxá, of the Articulation of Indigenous Peoples of Brazil (APIB), Brazil’s largest coalition of Indigenous groups. ”It’s destroying communities and it’s destroying our forests.”
Between 2011 and 2021, at least 342 land defenders were killed in Brazil – more than any other country – and roughly a third of those murdered were Indigenous or Afro-descendant. That’s according to a new report by Global Witness, an international human rights group, that documents over 1,700 killings of land and environment defenders globally during the same time period. The report says that on average, a land defender is killed every other day, but suggests that those numbers are likely an undercount and paints a grim picture of violence directed at communities fighting resource extraction, land grabs, and climate change.

“All over the world, Indigenous peoples, environmental activists, and other land and environmental defenders risk their lives for the fight against climate change and biodiversity loss,” reads the report. “They play a crucial role as a first line of defense against ecological collapse, yet are under attack themselves facing violence, criminalisation and harassment perpetuated by repressive governments and companies prioritizing profit over human and environmental harm.”
After Brazil, the Philippines and Colombia recorded the most killings: 270 and 322, respectively. Together all three countries make up more than half of the attacks recorded in the global report.
In the Philippines, Indigenous and local environmental activists have been fighting huge infrastructure projects like the Kaliwa Dam and the Oceana Gold Mine, both of which Indigenous leaders say threaten their land and the environment. According to Global Witness, over 40% of the defenders killed in the Philippines were Indigenous peoples.
“It’s clear that the government has not taken this crisis seriously,” said Jon Bonifacio, national coordinator at Palikasan People’s Network for the Environment. “This statistic has not been recognized in any way by the Philippine government, despite the crucial role environmental defenders play in the fight against climate change.”
According to Global Witness, those statistics are uncertain due to a lack of free press and other independent monitoring systems around the world and other types of violence are also not counted in the report. “We know that beyond killings, many defenders and communities also experience attempts to silence them, with tactics like death threats, surveillance, sexual violence, or criminalization – and that these kinds of attacks are even less well reported,” Global Witness said.
An April report from the nonprofit Business and Human Rights Resource Centre documented some of those other tactics, tracking 3,800 attacks, including killings, beatings, and death threats, against land defenders since January 2015. But even those numbers aren’t the complete picture. “We know the problem is much more severe than these figures indicate,” Christen Dobson, senior program manager for the BHRRC and an author of the report said at the time.
The Global Witness report’s authors say governments should enforce laws that already protect land defenders, pass new laws if necessary, and hold companies to international human rights standards. Global Witness also says companies should respect international human rights like free, prior, and informed consent, implement zero-tolerance policies for attacks on land defenders, and adopt a rights-based approach to combating climate change. The report specifically calls on the European Union to strengthen its proposed corporate sustainability due diligence law by adding a climate framework and more accountability measures for financial institutions.
While international advocacy offers some hope for Indigenous leaders on the front lines, those leaders also know that they have to keep fighting to protect their land, lives, and environment. In Brazil, resistance to Indigenous land demarcation and advocacy for resource extraction in the Amazon pushed by President Jair Bolsonaro, has led to record deforestation in the Amazon since he took office in 2019. Dinamam Tuxá and other Indigenous leaders in Brazil are hopeful that the upcoming presidential election may lead to change, but remain skeptical. Luiz Inácio Lula da Silva, the former president and current leading candidate, has promised better treatment for Indigenous peoples in Brazil but Tuxá says that Indigenous peoples cannot rest all their hopes on politicians.
“President Lula would not solve the problems of Indigenous peoples,” Tuxá said. “Regardless of who gets elected we will continue to protest, we will continue to show up.”
“Joannah Stutchbury loved trees, practiced permaculture, was an environmentalist, and bravely advocated for the environment, with a fiery and unwavering passion.” And she was wonderfully crazy and full of life and joy to be alive. She was shot dead on her way home in the outskirts of Nairobi, Kenya, in July 2021. “

Australian-Canadian mining firm OceanaGold was recently granted a renewal of its permit to mine gold and copper in the northern Philippines.
The mine has faced years of opposition from area residents, mostly Indigenous people, who say it has scarred their land and threatens the water systems they depend on.
In 2019, when the company’s previous mining permit expired, protesters mounted barricades to block activity at the mine.
This year, restrictions put in place to curb the spread of COVID-19 have hampered their ability to organize.
NUEVA VIZCAYA, Philippines – Community leader Eduardo Ananayo says he wept when heard the Philippine government had renewed its mining agreement with Australian-Canadian company OceanaGold Corporation this past July.
“We felt betrayed by the government who we thought was there to protect us. Why did they side with the foreigners instead of us Indigenous people?” asks the Tuwali elder, who leads the Didipio Earth Savers Multi-Purpose Association (DESAMA), one of several organizations protesting the gold and copper mining operation.
OceanaGold holds a “financial or technical assistance agreement” (FTAA) issued by the Philippine government, which allows a wholly foreign-owned mining company to operate in the country. Its previous permit expired in 2019. The successful renewal, which came despite persistent opposition from both residents and the local government, allows the mining firm to continue operations until 2044.
“That will not dampen our resistance,” Ananayo says. “We will not let all our years of struggle go to waste.” Around 4,000 indigenous people living in the villages of Didipio and Alimit, in Kasibu town, Nueva Vizcaya province, have mounted strong opposition to the mine: first against Arimco Mining Corporation, which obtained the initial mining rights in 1994, and then against OceanaGold, which acquired the FTAA in 2006.
OceanaGold’s mine claim spans 27,000 hectares (66,700 acres), straddling the provinces of Nueva Vizcaya and Quirino, some 270 kilometers (170 miles) northeast of the Philippine capital, Manila. The concession is believed to hold 1.41 million ounces of gold and 169,400 tons of copper, enough to keep the mine running for another two decades.
Opponents of the project say it threatens the local water system, which is critical to the community’s survival, to their agricultural livelihoods, and to the surrounding ecosystems.
Immense volumes of water are used to process mineral ores, leading to both water pollution and depletion. In addition, both open-pit and underground mining (which OceanaGold shifted to as of 2015) can disrupt the natural underground water systems that feed springs and creeks.
Protesters also decry what they say is the company’s disregard for the land rights of the Indigenous people, and the wide open-pit and abandoned untillable farmlands that they consider a permanent scarring of their natural landscape.
A history of resistance
Since the 1990s, Indigenous peoples in Didipio have resisted attempts to mine their lands.
The area was originally settled by the Indigenous Bugkalot, but was later occupied through peaceful agreements by the Tuwali and Ayangan of Ifugao province and the Kalanguya and Ibaloy of Benguet in the 1950s. This means that although they belong to recognized Indigenous communities, the residents are not regarded as ancestral domain holders. This precludes them from asserting the need for a free, prior and informed consent (FPIC) process under the Philippine Indigenous Peoples Rights Act.
With a semitemperate weather, Didipio was an ideal place for rice and vegetable agriculture because of the abundance of water coming from numerous springs and creeks from the forest, Ananayo says.
The Dinauyan and Surong rivers, which cut across the village, were not only abundant with fish but also nuggets of gold, which locals traditionally pan, Ananayo recalls. “After tending our farms, we would go pan for gold which we sell to buy other necessities.”
But in the early 2000s, OceanaGold pushed through with its operation, despite resistance from the community and the municipal and provincial government. To begin excavating its open-pit mine, OceanaGold demolished at least 187 houses in June 2008. According to a 2011 report by the Philippine Commission on Human Rights (CHR), a constitutionally mandated body, this demolition was violent and was carried out without the legally required permits or relocation and compensation agreements. The evictions, the commission said, also amounted to a violation of the Indigenous community’s right to “manifest their culture and identity.”
“Some people were still cooking breakfast while others were still sleeping when Oceana [OceanaGold] bulldozed their houses,” recalls Myrna Duyan, also a resident of Didipio. Company security officers even shot a man for trying to save his neighbor’s house, she says.
Following its investigation, the CHR recommended the government “consider the probable withdrawal” of OceanaGold’s FTAA due to gross violations of human rights related to the 2008 demolition. But no official action was taken.
Instead, by 2013 OceanaGold had completely demolished Dinkidi Hill, inverting it into a vast open-pit mine. Since then, Duyan says, the water systems across Didipio started to recede significantly.
As of October 2021, Duyan says that at least a dozen water pumps and springs have dried up in the community immediately surrounding the mine, forcing residents to travel at least a mile (1.6 kilometers) to fetch water for household use.
Other residents have given up tracts of farmland, as there is not enough irrigation to sustain crops. Duyan says her own father was forced to abandon their farm in Upper Bakbakan, a district in Didipio, when water became totally scarce in 2017.
The area where the water is drying up is part of the headwaters of the Addalam River, a major tributary of the Cagayan River, the longest in the Philippines. The Addalam irrigates rice paddies in downstream Isabela and Cagayan provinces, known as the rice-producing heartland of the northern Philippines.
The proximity of the mine to the community is also worrisome, since the center of the open pit is just 1 km (0.6 mi) from the edge of the community. When OceanaGold conducts rock blasting underground, the earth trembles as if an earthquake happened, Ananayo says.
Cracks can be seen in the walls and floors of many houses, as well as the community school, which the villagers attribute to the blasting.
“With their continuing operations, this will surely worsen. Nearby communities should also expect losing their waters,” Ananayo says.
Gold panners have also been stopped from panning in their traditional spots, Duyan says. Even those far downstream of the mine have had to stop after experiencing skin irritation from the river water, a phenomenon they attribute to the chemicals seeping from OceanaGold’s tailings dam.
At one time, Ananayo says, the company hired a “military man” who destroyed the residents’ sluice boxes along the river and threatened to hurt those who planned to resume panning.
“They accuse us of stealing from them by panning, but this is our land! How can we steal something we own?” Ananayo says.
OceanaGold did not grant Mongabay’s request for an interview, and instead directed Mongabay via email to visit its website “for more information.”
People’s barricades
Following the expiration of OceanaGold’s FTAA in June 2019, residents of Didipio set up “people’s barricades” along the gravel roads leading to both of the mine site’s entrances, halting the entry of OceanaGold’s fuel tankers and service vehicles.
Ananayo says they resorted to such means after numerous petitions and letters asking government agencies and national officials to intervene resulted in nothing. (The regional office of the Department of Environment and Natural Resources, which is responsible for regulating mining, did not respond to Mongabay’s request for comments.)
The opposition became even more emboldened with Nueva Vizcaya Governor Carlos Padilla’s vocal support: “[OceanaGold] no longer have the right to operate,” Padilla told local media in July 2019. “If they have no right to the land, then they have no right to continue enriching themselves from the land.”
Ananayo says the barricades have been the site of altercations between villagers and workers trying to bring in fuel and other materials for the mine’s operations. Violence escalated on April 6, 2020, when three oil tankers escorted by at least 100 policemen forced their way into the mine site from the northeast road.
Residents immediately gathered to form a human barricade along the road. Some sat down, others lay down on the gravel road, and others still tried to go under the tanker trucks. But the police, armed with riot shields and sticks, beat the protesters and shoved them to the side of the road. Witnesses said other policemen stood guard with their heavy rifles.
Duyan was struck on her foot, resulting in the loss of her toenails, while Ananayo was hit in the face. Rolando Pulido, at the time the chair of DESAMA, was stripped down to his underwear, beaten, and detained overnight at the police station.
Trauma from the event has led other residents to “lie low” for fear of an even greater impunity, Duyan says. But she says she remains undeterred. “Of course, we fear for our lives, but we will not let it conquer us. God is watching over us.”
Pandemic restrictions
With the rise in the number of coronavirus cases in the Philippines this year, protesters abandoned their barricade posts in compliance with local health protocols and regulations. They even avoided holding physical meetings to avoid the risk of local transmission, Duyan says.
It was during this period, when lockdowns and economic distress hampered the community’s ability to organize, that OceanaGold’s contract was renewed. “We are already suffering a lot from the effects of COVID and they included yet another burden on top,” Duyan says.
Duyan says OceanaGold has taken advantage of the restrictions imposed by the government to curb the pandemic. With no hindrance, its vehicles can now freely go in and out of the mine site, Duyan says. Hundreds of people from outside Didipio also frequently enter the community to apply for jobs after the company posted announcements for job openings. “Now we also have health security issues, since each of those people could be carriers of COVID,” Duyan says.
COVID-19 restrictions have also halted consultations and visits from NGOs and advocacy groups who are helping the community in their struggle against the mine. Ananayo says the community relies heavily on organizations like the Legal Rights and Natural Resources Center and Alyansa Tigil Mina (Alliance to Stop Mining) to provide pro bono assistance in legal actions and in understanding court and administrative processes.
“We’ve lost hope on government agencies because we have not seen them advocate our cause,” Ananayo says.
Information relayed to DESAMA by sympathetic OceanaGold employees indicates that the company will resume operations in December. This October, Duyan says, seven passenger vans loaded with blasting materials were seen entering the well-guarded mine compound.
Call for help
With general elections coming up in May 2022, Duyan says the stance of politicians on large-scale mining will decide whom they will campaign and vote for.
“We will use this election to vote officials who truly champion our cause and will help us stop Oceana’s operations,” she says.
Following the inaction of the government in response to the illegal demolition of houses in 2008 and the violent dispersal of protesters in April 2020, Ananayo says protesting residents feel that even state forces and government agencies have become instruments to further oppress them. OceanaGold, Ananyo adds, has become well-versed in burnishing its image outside Didipio, with many local news outlets portraying the company as a responsible miner.
Ananayo says the community needs any help they can muster, even from outside the country. “I hope people will notice our voices here in Didipio,” he says. “We settled here peacefully long before mining prospectors came. We will fight for our lands.”

WET’SUWET’EN TERRITORY, SMITHERS, BC: Twenty people who were arrested in a two-day violent raid on Wet’suwet’en territory are appearing at BC Supreme Court in Prince George today at 11 am. Those arrested include Gidimt’en Checkpoint spokesperson Sleydo’ and Dinï ze’ Woos’s daughter Jocelyn Alec, as well as two journalists.
Those arrested are all facing charges of civil contempt for breaching the terms of a BC Supreme Court injunction granted to Coastal GasLink (CGL). CGL is seeking a number of conditions of release, including denying many arrestees access to a vast area of Wet’suwet’en territories. The proposed ‘exclusion zone’ is the whole Morice West Forest Service Road or any other areas accessed by the Morice Forest Service Road. Wet’suwet’en people (as determined by CGL) may be exempt from the exclusion zone for “cultural activities” (as defined by the RCMP), while being subjected to ‘culture-free zones’ around CGL work sites.
CGL is also asking Sleydo’ to provide documentation to “prove” she is Wet’suwet’en, and is seeking conditions that would bar her from returning to her home on Wet’suwet’en Yintah where her, her husband Cody Merriman (Haida nation, who was also arrested), and her three children live. CGL is also challenging Chief Woos’s daughter Jocelyn Alec’s status as a Wet’suwet’en person because she has Indian Act status with her mother’s First Nation. The Indian Act is patriarchal and does not determine identity or belonging to a community.
According to Jen Wickham, media coordinator of Gidimt’en Checkpoint: “Coastal GasLink’s proposed conditions of release are punitive, unreasonable and, in targeting Sleydo’ and Jocelyn, completely racist and sexist. Allowing a private corporation to determine two Indigenous womens’ identities and allowing this corporation to deny our inherent rights to be Wet’suwet’en on our territory is a very dangerous precedent. This is the colonial gendered violence that is the root of the crisis of MMIWG2S. Even though Coastal GasLink is trying to intimidate us through the colonial court system, we are Wet’suwet’en Strong. Under the governance of our Hereditary Chiefs, there will be no pipeline on our Yintah.”
In granting an injunction to Coastal GasLink, Justice Church recognized that the Wet’suwet’en are “posing significant constitutional questions” but said that “this is not the venue for that analysis.” However, the 1997 Supreme Court of Canada Delgamuukw-Gisdaywa ruling clearly affirmed that Aboriginal title – the right to exclusively use and occupy land – has never been extinguished across 55,000 square kilometers of Wet’suwet’en and Gitxsan territories.
States Grand Chief Stewart Phillip, President of the Union of BC Indian Chiefs: “Industry’s reliance on the racist and oppressive legal weapon of injunctions is a way to maintain the continued dispossession and criminalization of Indigenous peoples. Indigenous peoples should not have to comply with industry and government decisions that deny our Indigenous rights. By dragging us through court and using injunctions against us, our Indigenous rights are being violated and are given less consideration than climate-destroying corporations. We are calling for the release of all Wet’suwet’en land defenders, and for BC and Canada to uphold Indigenous Title and Rights and institute a moratorium on fossil fuel expansion in the wake of clear and present climate catastrophe – including LNG which is not clean energy and is a non-renewable fossil fuel.”
