Water seems deceptively simple and is easy to take for granted. It has no color, taste or smell and is one of the most plentiful chemical compounds on Earth. Recycled endlessly through the biosphere in its various forms, it is fundamental to keeping our planet’s operating system intact, and has done so for millions of years.
Water is life. Earth’s oceans are where life likely originated, and freshwater is essential for plants and animals to persist and thrive. It is basic to all human development. But as our 21st-century world gallops ahead, we are vastly manipulating the water cycle at an unprecedented rate and scale to meet the ever-growing needs of an exploding population.
By 2030, we will have built enough dams to alter 93% of the world’s rivers. Estimates vary, but we already use around 90% of the planet’s freshwater to grow our food. More than half of us now live in cities, but by 2050 a projected 68% of the world’s nearly 8 billion people will reside in urban areas. That metropolitan lifestyle will require astronomical amounts of water — extracted, treated, and piped over large distances. Humanity also prevents much rainwater from easily infiltrating underground, reducing aquifers, as we pave over immense areas with impermeable concrete and asphalt.
But these easily visible changes are only the proverbial tip of the iceberg. Researchers are shining new light on sweeping human alterations to Earth’s water cycle, many playing out in processes largely unseen. In the Anthropocene — the unofficial name for the current human-influenced unit of geologic time — we are already pushing one of Earth’s most fundamental and foundational systems, the hydrological cycle, toward the breaking point.
Trouble is, we don’t yet know when this threshold may be reached, or what the precise consequences will be. Scientists are resolutely seeking answers.

Water cycle basics
The hydrological cycle is powered by the sun and flows through eternal inhalations and exhalations of water in different states, as it is exchanged between the atmosphere and the planet. Liquid water from oceans, lakes and rivers rises via evaporation into the sky, to form water vapor, an important greenhouse gas that, like carbon dioxide, helps insulate the planet to maintain that “just right” temperature to maintain life as we know it.
Atmospheric water vapor then changes to liquid, falling to earth as precipitation. It then flows as runoff again across the landscape, and what doesn’t go back into waterbodies, settles into soils, to be taken up by plants and released via transpiration as vapor skyward. A large amount of freshwater is also locked in glaciers and icecaps.
Within this cycle, there are constant complex interactions between what scientists call blue and green water. Blue water includes rivers, lakes, reservoirs and renewable groundwater stores. Green water is defined as terrestrial precipitation, evaporation and soil moisture.

A fully functioning hydrological cycle, with balanced supplies and flows of blue and green water, is essential to terrestrial and aquatic ecosystems, human food availability and production, and our energy security.
It also regulates Earth’s weather and influences climate. Atmospheric temperature, for example, is dependent on evaporation and condensation. That’s because as water evaporates, it absorbs energy and cools the local environment, and as it condenses, it releases energy and warms the world. Throughout the Holocene geological epoch, a relatively stable water cycle helped maintain balanced temperatures and conditions able to support civilization.
However, in the Anthropocene, human activity has impacted the water cycle, the climate and ecosystems. For one, as more human-produced CO2 and methane build up in the atmosphere, more solar energy is held by the planet, causing global warming. And the hotter the air, the greater the quantity of water vapor the atmosphere can hold. That’s bad news because water vapor is itself a powerful greenhouse gas, greatly increasing the warming.
As our anthropogenic manipulation of the water cycle escalates on a global scale, we urgently need a holistic way to monitor these modifications and understand their impacts. Yet, the topic has not received the urgent scientific attention it requires. “To the best of our knowledge, there is no study comprehensively investigating whether human modifications of the water cycle have led, could be leading, or will lead to planetary‐scale regime shifts in the Earth system,” researchers noted in a 2020 paper on the role of the water cycle in maintaining fundamental Earth functioning.
One key concern of scientists: If severe hydrological shifts occur in too many regions, or in key regions that greatly influence the water cycle or water availability (such as the Amazon), then that could provoke shifts in other regions, in a global chain reaction, says study co-author Dieter Gerten, working group leader and Earth modeling coordinator at the Potsdam Institute for Climate Impact Research in Germany.
“Conceptually we know that there must be a limit for how much we can disturb the [hydrological] system before we start feeling serious impacts on the Earth system and then, by extension, to humanity,” says one of the paper’s other co-authors, Miina Porkka, a postdoctoral researcher at the Water and Development Group at Aalto University in Finland.
International researchers under the auspices of the Stockholm Resilience Centre have been hammering away at answering these questions. They had to start with the basics. One big problem to date has been scientists’ lack of a metric for quantifying serious water cycle alterations. How do we even measure changes to the water cycle?
“It gets complicated,” says Gerten, who has been involved in the research to bring a global perspective to local water management since 2009, as conducted under the Planetary Boundaries Framework; Gerten is also a professor of global change climatology and hydrology at Humboldt University of Berlin.

Measuring change: Blue water
The Planetary Boundaries Framework defines a safe operating space for humanity as represented by nine natural global processes that, if severely destabilized, could disrupt Earth’s operating system and threaten life and civilization. The freshwater planetary boundary presents one such threshold, and scientists are working to define a global limit to anthropogenic water cycle modifications.
Initially, in 2009, river flow was used to try and measure the boundary threshold, Gerten explains, because blue water in all its forms was seen to integrate the three largest anthropogenic manipulations of the water cycle: human impacts on precipitation patterns, modifications of soil moisture by land use and land cover; and water withdrawals for human use.
This research used a simple calculation of the global sum of the average annual surface water flow in rivers, with an assumed 30% of that accessible water needing to be protected. This “freshwater use” boundary was set at 4,000 cubic kilometers (960 cubic miles) per year of blue water consumption. This is at the lower limit of a 4,000-6,000 km3 (960-1,440 mi3) annual range designated as a danger zone that takes us “too close to the risk of blue and green water-induced thresholds that could have deleterious or even catastrophic impacts on the Earth System,” researchers wrote in a 2020 paper that evaluated the water planetary boundary.

With only an estimated 2,600 km3 (624 mi3) of water withdrawn annually at the time of the study, scientists concluded we were still in the safe zone. However, “That [conclusion] was immediately criticized,” Gerten says, in part because scientists were already seeing ample regional water-related problems. Another criticism argued that the measure of blue water alone did not reflect all types of human interference with the water cycle and Earth system.
Gerten later led work that proposed quantifying the boundary by assessing the amount of streamflow needed to maintain environmental flow requirements in all river basins on Earth. This approach had the advantage of recognizing regionally transgressed limits and thereby deduced a global value.
According to this newer calculation, the freshwater use planetary boundary should be set much lower, at about 2,800 km3 (672 mi3), Gerten says, which means humanity is already much closer to the danger zone than previously thought. “Water is more limited on Planet Earth than we think,” Gerten cautions.

Redefining the freshwater boundary: Green water
Over time, a consortium of researchers was formed to deeply scrutinize the freshwater boundary. This resulted in follow-up work in 2019 and 2020 proposing that the freshwater boundary be divided into sub-boundaries related to major stores of freshwater: namely atmospheric water, frozen water, groundwater, soil moisture, and surface water.
Since then, scientists simplified their approach further. “Even though we are talking about very complex matters,” Porkka says, the boundary definition, to be useful as a metric, needed to stay “relatively simple.”
The most recent and sweeping reassessment of the freshwater planetary boundary was published in 2022. “Our suggestion is to … change the name from ‘freshwater use planetary boundary’ to ‘freshwater change planetary boundary,’” says study lead author Lan Wang-Erlandsson from the Stockholm Resilience Centre. “Then, to have two components,” she adds, “One for green water, and one for blue water.”
“Water has so many functions in the Earth system, and many of them happen invisibly via green water,” Gerten explains. “We don’t see it and we don’t feel it. That’s why [green water] has been neglected over decades. The focus has been on river flows and groundwater because we can see it, feel it, use it, and touch it. But [as a result] a big share of the water cycle has been overlooked.”

This new proxy is appealing because it is directly influenced by human pressures with change over time measurable. In turn, soil moisture directly impacts a range of large-scale ecological, climatic, biogeochemical and hydrological dynamics.
Using this novel green water boundary transgression criteria, scientists detected a major hydrological departure from the baseline set during the Holocene. And the evidence for such a departure is overwhelming: Researchers found “unprecedented areas [of Earth] with root-zone soil moisture anomalies,” indicating an exit from the so-called “safe zone.”
A second criteria, Earth Systems Resilience, was also instituted. Researchers evaluated the state of regional climate systems (ranging from monsoons to land carbon sinks and large biomes) to see which have seen enhanced changes in their process rates, resulting in ripple effects that could destabilize the Earth system, Wang-Erlandsson explains.

A transgressed freshwater change boundary
Unfortunately, examples of compromised Earth System Resilience transgressions are rife across the planet.
Take the Amazon Rainforest, for instance. It is now understood that carbon uptake likely peaked there in the 1990s, with a sequestration decline since then driven by escalating climate change and fires, along with global demand for agricultural commodities, which spurred extensive Amazon forest clearing, bringing major land-use change. More recently, African tropical forests have passed their carbon uptake peak.
When these vast biomes and natural systems are put under extreme multiple stressors, the effects can self-amplify and lead to greater, more rapid, rates of change, Wang-Erlandsson says: In South America, this combination of stressors, particularly deforestation and climate change, is inducing intensifying drought, which is now leading to cascading perturbations in living systems. Scientists now think the rainforest biome, stable for thousands of years, is reaching a tipping point, and could quickly transition to seasonal forest, or even a degraded savanna. This shift could lead to the transformation of the South American monsoon system, and a permanent state of reduced rainfall and impoverished biodiversity.
But what starts in the Amazon won’t likely stay there: The rainforest’s destruction will release massive amounts of carbon, intensifying climate change, potentially leading to climate and ecological tipping points in other biomes.

Another concerning example (although debated) of an Earth system shift is the suggestion of a weakening carbon fertilization process, in which higher atmospheric carbon concentrations result in speeded-up photosynthesis as plants try to improve water efficiency in the face of drought. It is thought that this effect is happening already, brought on by limitations in nutrient and soil moisture availability.
In drylands, climate change and ecosystem degradation are triggering vicious cycles of infiltration capacity loss — a decrease in soil moisture and moisture recycling, resulting in increasing desertification and biodiversity loss. In polar permafrost regions, soil moisture saturation could accelerate thawing, generating dangerous methane emissions. Methane is a greenhouse gas far more powerful than carbon dioxide.
Alarmed by the water cycle’s departure from the Holocene baseline, and noting “worrying” signs of low Earth System Resilience, researchers early in 2022 declared the green water boundary to be “considerably transgressed.” The situation, they said, will likely worsen before any reversals in the trend will be observed. “Green water modifications are now causing rising Earth system risks at a scale that modern civilizations might not have ever faced,” the study states.
We don’t yet know what the planetary-scale impacts will ultimately be, but, Porkka says, we have an idea of how impacts could be felt in different parts of the world.

Disastrous extreme weather events
Regional extreme events, including floods and mega droughts, are already occurring, Porkka notes. Examples are to be found on every continent.
On Africa’s southeast coast, as just one example: the World Weather Attribution (WWA) network of scientists has found that human-induced climate change has increased the likelihood and intensity of heavy rainfall associated with tropical cyclones. The group based their findings on an analysis of tropical storms Ana and Batisrai, which battered parts of Madagascar, Mozambique, Malawi and Zimbabwe in early 2022. Both cyclonic systems brought devastating floods that caused severe humanitarian impacts, including many deaths and injuries and large-scale damage to infrastructure. These sorts of extreme weather events put great pressure on socioeconomic and political institutions, and could easily destabilize struggling developing nations.
Of the top 10 climate disasters, those causing the largest human losses during that period were droughts (650,000 deaths), storms (577,232), floods (58,700), and extreme temperature (55,736 deaths). In economic terms, the top 10 events included storms (costing $521 billion) and floods ($115 billion).

Porkka points out, however, that freshwater system destabilization impacts can be more subtle than extreme events. Widespread irrigation of croplands, for example, can increase evaporation to such a high degree that even distant precipitation patterns are altered. Part of the problem is that we do not know if consequences like these are negative or positive.
“[W]e know that we’re changing the [hydrological] system in fundamental ways and, once we do, we don’t really know how the impacts accumulate,” says Porkka.
While many riddles remain, scientists now feel they have a reliable metric for accurately tracking transgressions of the freshwater change boundary. “The prime question was what the key variables are, and I think that is relatively solid now with soil moisture [green water] and river flows [blue water],” Gerten says. “The next questions are, where exactly to put the boundaries, and what happens if they are transgressed?”
Based on these findings, researchers are calling for urgent action: “The current global trends and trajectories of increasing water use, deforestation, land degradation, soil erosion, atmospheric pollution, and climate change need to be promptly halted and reversed to increase the chances of remaining in [Earth’s] safe operating space.”
That’s a tall order, and no matter humanity’s actions, we don’t know how things will play out. “Water is so fundamental and elemental, and at the same time, so varied,” Gerten says, and there is no silver bullet for solving our hydrological problems.

Discoveries in the fields of human origins, paleoanthropology, cognitive science, and behavioral biology have accelerated in the past few decades. We occasionally bump into news reports that new findings have revolutionary implications for how humanity lives today—but the information for the most part is still packed obscurely in the worlds of science and academia.
Some experts have tried to make the work more accessible, but Deborah Barsky’s new book, Human Prehistory: Exploring the Past to Understand the Future (Cambridge University Press, 2022), is one of the most authoritative yet. The breadth and synthesis of the work are impressive, and Barsky’s highly original analysis on the subject—from the beginnings of culture to how humanity began to be alienated from the natural world—keeps the reader engaged throughout.
Long before Jane Goodall began telling the world we would do well to study our evolutionary origins and genetic cousins, it was a well-established philosophical creed that things go better for humanity the more we try to know ourselves.
Barsky, a researcher at the Catalan Institute of Human Paleoecology and Social Evolution and associate professor at the Open University of Catalonia (UOC) and Rovira i Virgili University in Tarragona, Spain, who came to this field through her decades of studying ancient stone tool technologies, writes early in her book that lessons learned from the remote past could guide our species toward a brighter future, but “that so much of the information that is amassed by prehistoric archeologists remains inaccessible to many people” and “appears far removed from our daily lives.” I reached out to Barsky in the early stage of her book launch to learn more.
Jan Ritch-Frel: What would you suggest a person consider as they hold a 450,000-year-old handaxe for the first time?
Deborah Barsky: I think everyone feels a deep-seated reverence when touching or holding such an ancient tool. Handaxes in particular carry so many powerful implications, including on the symbolic level. You have to imagine that these tear-shaped tools—the ultimate symbol of the Acheulian—appeared in Africa some 1.75 million years ago and that our ancestors continued creating and re-creating this same shape from that point onwards for more than a million and a half years!
These tools are the first ones recognized as having been made in accordance with a planned mental image. And they have an aesthetic quality, in that they present both bilateral and bifacial symmetry. Some handaxes were made in precious or even visually pleasing rock matrices and were shaped with great care and dexterity according to techniques developed in the longest-enduring cultural norm known to humankind.
And yet, in spite of so many years of studying handaxes, we still understand little about what they were used for, how they were used, and, perhaps most importantly, whether or not they carry with them some kind of symbolic significance that escapes us. There is no doubt that the human capacity to communicate through symbolism has been hugely transformative for our species.
Today we live in a world totally dependent on shared symbolic thought processes, where such constructs as national identity, monetary value, religion, and tradition, for example, have become essential to our survival. Complex educational systems have been created to initiate our children into mastering these constructed realities, integrating them as fully as possible into this system to favor their survival within the masses of our globalized world. In the handaxe we can see the first manifestations of this adaptive choice: to invest in developing symbolic thought. That choice has led us into the digital revolution that contemporary society is now undergoing. Yet, where all of this will lead us remains uncertain.
JRF: Your book shows that it is more helpful to us if we consider the human story and evolution as less of a straight line and more so as one that branches in different ways across time and geography. How can we explain the past to ourselves in a clear and useful way to understand the present?
DB: One of the first things I tell my students is that in the field of human prehistory, one must grow accustomed to information that is in a constant state of flux, as it changes in pace with new discoveries that are being made on nearly a daily basis.
It is also important to recognize that the pieces composing the puzzle of the human story are fragmentary, so that information is constantly changing as we fill in the gaps and ameliorate our capacity to interpret it. Although we favor scientific interpretations in all cases, we cannot escape the fact that our ideas are shaped by our own historical context—a situation that has impeded correct explanations of the archeological record in the past.
One example of this is our knowledge of the human family that has grown exponentially in the last quarter of a century thanks to new discoveries being made throughout the world. Our own genus, Homo, for example, now includes at least five new species, discovered only in this interim.
Meanwhile, genetic studies are taking major steps in advancing the ways we study ancient humans, helping to establish reliable reconstructions of the (now very bushy) family tree, and concretizing the fact that over millions of years multiple hominin species shared the same territories. This situation continued up until the later Paleolithic, when our own species interacted and even reproduced together with other hominins, as in the case of our encounters with the Neandertals in Eurasia, for example.
While there is much conjecture about this situation, we actually know little about the nature of these encounters: whether they were peaceful or violent; whether different hominins transmitted their technological know-how, shared territorial resources together, or decimated one another, perhaps engendering the first warlike behaviors.
One thing is sure: Homo sapiens remains the last representative of this long line of hominin ancestors and now demonstrates unprecedented planetary domination. Is this a Darwinian success story? Or is it a one-way ticket to the sixth extinction event—the first to be caused by humans—as we move into the Anthropocene Epoch?
In my book, I try to communicate this knowledge to readers so that they can better understand how past events have shaped not only our physical beings but also our inner worlds and the symbolic worlds we share with each other. It is only if we can understand when and how these important events took place—actually identify the tendencies and put them into perspective for what they truly are—that we will finally be the masters of our own destiny. Then we will be able to make choices on the levels that really count—not only for ourselves but also for all life on the planet. Our technologies have undoubtedly alienated us from these realities, and it may be our destiny to continue to pursue life on digital and globalized levels. We can’t undo the present, but we can most certainly use this accumulated knowledge and technological capacity to create far more sustainable and “humane” lifeways.
JRF: How did you come to believe that stone toolmaking was the culprit for how we became alienated from the world we live in?
DB: My PhD research at Perpignan University in France was on the lithic assemblages from the Caune de l’Arago cave site in southern France, a site with numerous Acheulian habitation floors that have been dated to between 690,000 and 90,000 years ago. During the course of my doctoral research, I was given the exceptional opportunity to work on some older African and Eurasian sites. I began to actively collaborate in international and multidisciplinary teamwork (in the field and in the laboratory) and to study some of the oldest stone toolkits known to humankind in different areas of the world. This experience was an important turning point for me that subsequently shaped my career as I oriented my research more and more toward understanding these “first technologies.”
More recently, as a researcher at the Catalan Institute of Human Paleoecology and Social Evolution (IPHES-CERCA) in Tarragona, Spain, I continue to investigate the emergence of ancient human culture, in particular through the study of a number of major archeological sites attributed to the so-called “Oldowan” technocomplex (after the eponymous Olduvai Gorge Bed I sites in Tanzania). My teaching experience at the Open University of Catalonia (UOC) and Rovira i Virgili University (Tarragona) helped me to articulate my findings through discussions and to further my research with students and colleagues.
Such ancient tool kits, some of which date to more than 2 million years ago, were made by the hands of hominins who were very different from ourselves, in a world that was very distinct from our own. They provide a window of opportunity through which to observe some of the cognitive processes employed by the early humans who made and used them. As I expanded my research, I discovered the surprising complexity of ancient stone toolmaking, eventually concluding that it was at the root of a major behavioral bifurcation that would utterly alter the evolutionary pathways taken by humankind.
Early hominins recognizing the advantages provided by toolmaking made the unconscious choice to invest more heavily in it, even as they gained time for more inventiveness. Oldowan tool kits are poorly standardized and contain large pounding implements, alongside small sharp-edged flakes that were certainly useful, among other things, for obtaining viscera and meat resources from animals that were scavenged as hominins competed with other large carnivores present in the paleolandscapes in which they lived. As hominins began to expand their technological know-how, successful resourcing of such protein-rich food was ideal for feeding the developing and energy-expensive brain.
Meanwhile, increased leisure time fueled human inventiveness, and stone tool production—and its associated behaviors—grew ever more complex, eventually requiring relatively heavy investments into teaching these technologies to enable them to pass onwards into each successive generation. This, in turn, established the foundations for the highly beneficial process of cumulative learning that was later coupled with symbolic thought processes such as language that would ultimately favor our capacity for exponential development. This also had huge implications, for example, in terms of the first inklings of what we call “tradition”—ways to make and do things—that are indeed the very building blocks of culture. In addition, neuroscientific experiments undertaken to study the brain synapses involved during toolmaking processes show that at least some basic forms of language were likely needed in order to communicate the technologies required to manufacture the more complex tools of the Acheulian (for example, handaxes).
Moreover, researchers have demonstrated that the areas of the brain activated during toolmaking are the same as those employed during abstract thought processes, including language and volumetric planning. I think that it is clear from this that the Oldowan can be seen as the start of a process that would eventually lead to the massive technosocial database that humanity now embraces and that continues to expand ever further in each successive generation, in a spiral of exponential technological and social creativity.
JRF: Did something indicate to you at the outset of your career that archeology and the study of human origins have a vital message for humanity now? You describe a conceptual process in yourbook whereby through studying our past, humanity can learn to “build up more viable and durable structural entities and behaviors in harmony with the environment and innocuous to other life forms.”
DB: I think most people who pursue a career in archeology do so because they feel passionate about exploring the human story in a tangible, scientific way. The first step, described in the introductory chapters of my book, is choosing from an ever-widening array of disciplines that contribute to the field today. From the onset, I was fascinated by the emergence and subsequent transformation of early technologies into culture. The first 3 million years of the human archeological record are almost exclusively represented by stone tools. These stone artifacts are complemented by other kinds of tools—especially in the later periods of the Paleolithic when bone, antler, and ivory artifacts were common—alongside art and relatively clear habitational structures.
It is one thing to analyze a given set of stone tools made by long-extinct hominin cousins and quite another to ask what their transposed significance to contemporary society might be.
As I began to explore these questions more profoundly, numerous concrete applications did finally come to the fore, thus underpinning how data obtained from the prehistoric register is applicable when considering issues such as racism, climate change, and social inequality that plague the modern globalized world.
In my opinion, the invention and subsequent development of technology was the inflection point from which humanity was to diverge towards an alternative pathway from all other life forms on Earth. We now hold the responsibility to wield this power in ways that will be beneficial and sustainable to all life.

There’s no proof so far for bellicose violence until it comes to the Neolithic age around 12,000 years BC. Only from the times people became sedentary and had unequal access to ressources, archaeologists discovered ancient remains of weapons of war.
That’s somehow good news, because the narrative of humans being evil by force of their genes can likely be false, which means we can liberate ourselves from the excuse of being “only humans” and instead actively abolishing a culture of war and terrorism to create a new world where we’d be inspired by our ancestors and sitting calmly at the fire.
The famous American astronomer Carl Sagan once said, “You have to know the past to understand the present.” But can we ever know the history of human origins well enough to understand why humans wage large-scale acts of appalling cruelty on other members of our own species? In January 2024, the Geneva Academy was monitoring no less than 110 armed conflicts globally. While not all of these reach mainstream media outlets, each is equally horrific in terms of the physical violence and mental cruelty we inflict on each other.Chimpanzees, our closest living relatives, are known to partake in violent intra-specific skirmishes, typically to preserve privileged access to resources in response to breaches in territorial boundaries. But only humans engage so extensively in large-scale warfare.Do massive acts of intra- or interpopulational violence conform with Darwinian precepts of natural selection, or is this something we do as a competitive response to the stresses of living in such large populations? Looking back in time can help us find answers to such questions. Evidence preserved in the archeological record can tell us about when and under what conditions the preludes to warlike behaviors emerged in the past. Scientific reasoning can then transform this information into viable hypotheses that we can use to understand ourselves in today’s world.As archeologists continue to unearth new fossil evidence at an increasing rate, so too are they piecing together the human story as one of complex interactions played out by (a growing number of) different species of the genus Homo that lived during the tens of thousands of years preceding the emergence—and eventual global dominance—of our own species: Homo sapiens. In fact, scientists have recognized more than a dozen (now extinct) species of Homo that thrived over the millennia, sometimes sharing the same landscapes and occasionally even interbreeding with one another. Millions of years of hybridization is written into the genomes of modern human populations.Although we know very little about what these paleo-encounters might have been like, progress in science and technology is helping archeologists to find ways to piece together the puzzle of interspecific human relationships that occurred so long ago and that contributed to making us who we are today. In spite of these advances, the fossil record remains very fragmentary, especially concerning the older phases of human evolution.First consider Homo, or H. habilis, so-named because a significant increase in stone tool-making is recognized following its emergence some 2.8 million years ago in East Africa. The evidence for the beginnings of this transformational event that would set off the spiraling evolutionary history of human technological prowess is relatively sparse. But such ancient (Oldowan) toolkits do become more abundant from this time forward, at first in Africa, and then into the confines of Eurasia by around 1.8 million years ago. Throughout this period, different kinds of hominins adopted and innovated stone tool making, socializing it into normalized behavior by teaching it to their young and transforming it into a cutting-edge survival strategy. We clearly observe the positive repercussions of this major advancement in our evolutionary history from the expanding increases in both the number of archeological sites and their geographical spread. Unevenly through time, occurrences of Oldowan sites throughout the Old World begin to yield more numerous artifacts, attesting to the progressive demographic trends associated with tool-making hominins.Tool-making was a highly effective adaptive strategy that allowed early Homo species (like H. georgicus and H. antecessor) to define their own niches within multiple environmental contexts, successfully competing for resources with large carnivorous animals. Early humans used stone tools to access the protein-rich meat, viscera, and bone marrow from large herbivore carcasses, nourishing their energy-expensive brains. The latter show significant increases in volume and organizational complexity throughout this time period.But were these early humans also competing with one another? So far (and keeping in mind the scarcity of skeletal remains dating to this period) the paleoanthropological record has not revealed signs of intraspecific violence suffered by Oldowan peoples. Their core-and-flake technologies and simple pounding tools do not include items that could be defined as functional armaments. While a lack of evidence does not constitute proof, we might consider recent estimates in paleodemography, backed by innovative digitized modelization methods and an increasing pool of genetic data that indicates relatively low population densities during the Oldowan.Isolated groups consisted of few individuals, organized perhaps into clan-like social entities, widely spread over vast, resource-rich territories. These hominins invested in developing technological and social skills, cooperating with one another to adapt to new challenges posed by the changing environmental conditions that characterized the onset of the Quaternary period some 2.5 million years ago. Complex socialization processes evolved to perfect and share the capacity for technological competence, abilities that had important repercussions on the configuration of the brain that would eventually set humanity apart from other kinds of primates. Technology became inexorably linked to cognitive and social advances, fueling a symbiotic process now firmly established between anatomical and technological evolution.By around one million years ago, Oldowan-producing peoples had been replaced by the technologically more advanced Acheulian hominins, globally attributed to H. erectussensu lato. This phase of human evolution lasted nearly one and a half million years (globally from 1.75 to around 350,000 years ago) and is marked by highly significant techno-behavioral revolutions whose inception is traced back to Africa. Groundbreaking technologies like fire-making emerged during the Acheulian, as did elaborate stone production methods requiring complex volumetric planning and advanced technical skills. Tools became standardized into specifically designed models, signaling cultural diversity that varied geographically, creating the first land-linked morpho-technological traditions. Ever-greater social investment was required to learn and share the techniques needed to manipulate these technologies, as tools were converted into culture and technical aptitude into innovation.In spite of marked increases in site frequencies and artifact densities throughout the Middle Pleistocene, incidences of interspecific violence are rarely documented and no large-scale violent events have been recognized so far. Were some Acheulian tools suitable for waging inter-populational conflicts? In the later phases of the Acheulian, pointed stone tools with signs of hafting and even wooden spears appear in some sites. But were these sophisticated tool kits limited to hunting? Or might they also have served for other purposes?Culture evolves through a process I like to refer to as “technoselection” that in many ways can be likened to biological natural selection. In prehistory, technological systems are characterized by sets of morphotypes that reflect a specific stage of cognitive competence. Within these broad defining categories, however, we can recognize some anomalies or idiosyncratic techno-forms that can be defined as potential latent within a given system. As with natural selection, potential is recognized as structural anomalies that may be selected for under specific circumstances and then developed into new or even revolutionary technologies, converted through inventiveness. Should they prove advantageous to deal with the challenges at hand, these innovative technologies are adopted and developed further, expanding upon the existing foundational know-how and creating increasingly larger sets of material culture. Foundational material culture therefore exists in a state of exponential growth, as each phase is built upon the preceding one in a cumulative process perceived as acceleration.I have already suggested elsewhere that the advanced degree of cultural complexity attained by the Late Acheulian, together with the capacity to produce fire, empowered hominins to adapt their nomadic lifestyles within more constrained territorial ranges. Thick depositional sequences containing evidence of successive living floors recorded in the caves of Eurasia show that hominins were returning cyclically to the same areas, most likely in pace with seasonal climate change and the migrational pathways of the animals they preyed upon. As a result, humans established strong links with the specific regions within which they roamed. More restrictive ranging caused idiosyncrasies to appear within the material and behavioral cultural repertoires of each group: specific ways of making and doing. As they lived and died in lands that were becoming their own, so too did they construct territorial identities that were in contrast with those of groups living in neighboring areas. As cultural productions multiplied, so did these imagined cultural “differences” sharpen, engendering the distinguishing notions of “us” and “them.”Even more significant perhaps was the emergence and consolidation of symbolic thought processes visible, for example, in cultural manifestations whose careful manufacture took tool-making into a whole new realm of aesthetic concerns rarely observed in earlier toolkits. By around 400,000 years ago in Eurasia, pre-Neandertals and then Neandertal peoples were conferring special treatment to their dead, sometimes even depositing them with other objects suggestive of nascent spiritual practices. These would eventually develop into highly diverse social practices, like ritual and taboo. Cultural diversity was the keystone for new systems of belief that reinforced imagined differences separating territorially distinct groups.Anatomically modern humans (H. sapiens) appeared on the scene some 300,000 years ago in Africa and spread subsequently into lands already occupied by other culturally and spiritually advanced species of Homo. While maintaining a nomadic existence, these hominins were undergoing transformational demographic trends that resulted in more frequent interpopulation encounters. This factor, combined with the growing array of material and behavioral manifestations of culture (reflected by artifact multiplicity) provided a repository from which hominin groups stood in contrast with one another. At the same time, the mounting importance of symbolic behaviors in regulating hominin lifestyles contributed to reinforcing both real (anatomic) and imagined (cultural) variances. Intergroup encounters favored cultural exchange, inspiring innovation and driving spiraling techno-social complexity. In addition, they provided opportunities for sexual exchanges necessary for broadening gene pool diversity and avoiding inbreeding. At the same time, a higher number of individuals within each group would have prompted social hierarchization as a strategy to ensure the survival of each unit.
If large-scale human violence is difficult to identify in the Paleolithic record, it is common in later, proto-historic iconography. Evidence for warlike behavior (accumulations of corpses bearing signs of humanly-induced trauma) appear towards the end of the Pleistocene and after the onset of the Neolithic Period (nearly 12,000 years ago) in different parts of the world, perhaps in relation to new pressures due to climate change. Arguably, sedentary lifestyles and plant and animal domestication—hallmarks of the Neolithic—reset social and cultural norms of hunter-gatherer societies. Additionally, it may be that the amassing and storing of goods caused new inter-relational paradigms to take form, with individuals fulfilling different roles in relation to their capacities to benefit the group to which they belonged. The capacity to elaborate an abstract, symbolic worldview transformed land and resources into property and goods that “belonged” to one or another social unit, in relation to claims on the lands upon which they lived and from which they reaped the benefits. The written documents of the first literate civilizations, relating mainly to the quantification of goods, are revelatory of the effects of this transformational period of intensified production, hoarding and exchange. Differences inherent to the kinds of resources available in environmentally diverse parts of the world solidified unequal access to the kinds of goods invested with “value” by developing civilizations and dictated the nature of the technologies that would be expanded for their exploitation. Trading networks were established and interconnectedness favored improvements in technologies and nascent communication networks, stimulating competition to obtain more, better, faster.
From this vast overview, we can now more clearly see how the emergence of the notion of “others” that arose in the later phases of the Lower Paleolithic was key for kindling the kinds of behavioral tendencies required for preserving the production-consumption mentality borne after the Neolithic and still in effect in today’s overpopulated capitalist world.
Evolution is not a linear process and culture is a multifaceted phenomenon, but it is the degree to which we have advanced technology that sets us apart from all other living beings on the planet. War is not pre-programmed in our species, nor is it a fatality in our modern, globalized existence. Archeology teaches us that it is a behavior grounded in our own manufactured perception of “difference” between peoples living in distinct areas of the world with unequal access to resources. A social unit will adopt warlike behavior as a response to resource scarcity or other kinds of external challenges (for example, territorial encroachment by an ‘alien’ social unit). Finding solutions to eradicating large-scale warfare thus begins with using our technologies to create equality among all peoples, rather than developing harmful weapons of destruction.
From the emergence of early Homo, natural selection and technoselection have developed in synchronicity through time, transforming discrete structural anomalies into evolutionary strategies in unpredictable and interdependent ways. The big difference between these two processes at play in human evolution is that the former is guided by laws of universal equilibrium established over millions of years, while the latter exists in a state of exponential change that is outside of the stabilizing laws of nature.
Human technologies are transitive in the sense that they can be adapted to serve for different purposes in distinct timeframes or by diverse social entities. Many objects can be transformed into weapons. In the modern world plagued by terrorism, for example, simple home-made explosives, airplanes, drones, or vans can be transformed into formidable weapons, while incredibly advanced technologies can be used to increase our capacity to inflict desensitized and dehumanized destruction on levels never before attained.
Meanwhile, our advanced communication venues serve to share selected global events of warfare numbing the public into passive acceptance. While it is difficult to determine the exact point in time when humans selected large-scale warfare as a viable behavioral trait, co-opting their astounding technological prowess as a strategy to compete with each other in response to unprecedented demographic growth, there may yet be time for us to modify this trajectory toward resiliency, cooperation, and exchange.

We appreciate the organizers for talking about colonization and commodification of the natural world. Human civilization has de-personified the natural world and nonhumans, stripping them of their inherent dignity and rights. Historically, it have treated indigenous people in the same way. Therefore, we understand the need for decolonization of indigenous people, nonhumans and natural world.
Yet, decolonization is not a simple issue anymore, as is exemplified by an increasing number of indigenous peoples opting to lease their ancestral land for mining companies. This has created a blurring of lines between colonizers and colonized. It is not enough to just return the captured land back to its original custodians. It is also important for the formerly colonized to remove the colonizing mentality of civilization, to return to a lifestyle in harmony with the land, and to restore their status as custodians of the land, rather than to replace the settlers as the “owners” of the land. Only then can we claim to have finally decolonized.

We Are all in this Together Symposium seeks to reposition environmental stewardship and humanities disciplines within an eco-centric framework. Through a series of three virtual events, we are planning to explore the concepts of land “ownership,” and the importance of honoring nature’s more-than-human guardians. The events will first address the settler colonial history, which has brought us to this point of crisis. Then, we will invite the speakers to explore alternatives that honor the needs and interests of all ecosystems. Together, the speakers will join with audiences to consider how to shift the exploitative paradigm that currently dominates and build a future that protects and respects the life of all ecosystems and communities.

Standing up for the Guardians of the Natural World

This event will grapple with the history of colonization and commodification of the more-than-human world, drawing the connection between settler colonial conception of private property, and the current climate crisis. We will also delve into how we can all shift away from this destructive paradigm and acknowledge the “Rights,” spirit and agency of Land.
The event will address how communities have, since time immemorial, honored and protected the spirits of the natural world. From communities standing up to defend the guardians of mountains to water guardians that advocate for the spirits of rivers, humans have long acknowledged the existence of the beings who don’t fit into the western empirical conception of nature. These beliefs were and are the foundation of humans’ relationship with the ecosystems they inhabit. In these times of crisis, the event will delve into the historical roots of these relationships, and the importance of celebrating these ancestral worldviews.
This event will focus on how more-than-human beings (such as Trees, Wolves and Eels) are fulfilling their roles and responsibilities towards the ecosystems they call home, while playing their part in maintaining an ecosystem balance that keeps all life flourishing. While the program will delve into the historical nature of these relationships, it will also address how we, humans, can act reciprocally and honor/protect these guardians of water and life.

Stop Eco City – Indonesian mega-project threatens local communities
Indonesian officials want to evict 7500 indigenous villagers from their homes on Indonesian Island Rempang near Singapore to make way for an industrial and tourism hub called Rempang Eco City. With this 17.000 hectar project the Indonesian government aims for $26.6 billion in investment by 2080 and for creating 35.000 Jobs.
Local residents and advocates oppose the eviction and take part in mass protests. They say that the development will remove them from their traditional fishing communities. A part of the mega-project will be the construction of a Chinese glass factory: Xinyi Glass – the world’s largest producer of glass and solar panels.
Environmental activists fear that Eco City, just like the mentioned Cop City, will harm the environment. On the Archipelago one hour by boat from Singapore the shorelines contain silica sand and quartz sand which will be used as raw materials for producing solar panels. This is one of several development projects by Indonesia’s president with the goal of increasing Indonesia’s GDP and global competitiveness.
Chris Hedges:
When police in Atlanta stormed a music festival in March being held by activists protesting Cop City, the proposed $90 million police and firefighter training center that would be built on forest land, 23 of the activists were arrested and one, Tortuguita, a 26-year-old Indigenous environmental activist and community organizer was shot and killed. Those who were arrested were accused of carrying out acts of vandalism and arson at a Cop City construction site over a mile from the music festival under Georgia’s domestic terror statute, although none of the arrest warrants tie any of the defendants directly to any illegal acts.
Cop City is yet another complex designed by the corporate state to train police in urban warfare. The plans include military-grade training facilities, a mock city to practice urban warfare, explosives, testing areas, dozens of shooting ranges, and a Black Hawk helicopter landing pad. “It is a war base where police will learn military-like maneuvers to kill Black people and control our bodies and movements,” Kwame Olufemi of Community Movement Builders points out. “The facility includes shooting ranges, plans for bomb testing, and will practice tear gas deployment. They are practicing how to make sure poor and working class people stay in line so when the police kill us in the streets again like they did to Rashard Brooks in 2020, they can control our protests and community response to how they continually murder our people,” he said.
But just as ominous as the militarization of domestic police forces and training complexes to turn police into internal armies of occupation is the use of terrorism laws to charge and imprison activists, protestors and dissidents. Former Chicago Tribune reporter Will Potter, in his book, Green is the New Red, documents how terrorism laws are used to crush dissent, especially dissent carried out by animal rights and environmental activists. He likens the campaign to McCarthyism in the 1950s and warns that we are on the cusp of cementing into place a police state.
Potter, who became a vegan when he was a student at the University of Texas, participated in a canvassing campaign organized by a group called Stop Huntingdon Animal Cruelty while working at the Tribune. The goal was to close down the laboratory of Huntingdon Life Sciences, which still uses animals for testing. The organizers were arrested for trespassing, and then Potter got a firsthand look at what was happening to civil liberties in the United States. Two FBI agents appeared at Potter’s apartment demanding information about the group. If he refused to cooperate, he was told his name would be included on the domestic terrorist list. Potter would eventually leave the paper to report on the government’s intimidation of activists, including nonviolent activists who spoke out against the corporate state and the seizure of political and economic power by the 1%. Joining me to discuss the Orwellian world being erected around us is Will Potter.
You open the book in the Chicago Tribune newsroom. We both come out of the newspaper industry. I think we both worked at one point in the Dallas Morning News, and there’s a story, you’re sent out to cover the killing of a child. And I think for those who don’t come out of that environment, they don’t understand the cynicism, maybe even numbness that takes place in those newsrooms and how difficult that is if you actually care. I mean, I always say there’s two types of reporters, the ones who care and the ones who don’t. That’s the real divide in a newsroom. It’s not politics. But let’s just open with that since we both come from that environment.
Will Potter:
Yeah, I think that’s a great observation. I mean, it’s something that journalists, we rarely ever talk about. That kind of environment is one in which in order to survive just the onslaught of daily news and blood and guts and violence and kind of despair that comes with it, you have to really get a hardened shell. And I think that’s kind of fetishized a little bit in journalism. We embrace that machismo and just kind of push full steam ahead without acknowledging trauma and acknowledging some of these things that we encounter. And that’s certainly an environment I felt I encountered at multiple newspapers. Like you said, I think like a lot of people, you go into news with ideas about making a difference in the world, educating the public, allowing and creating an environment for change and social change to happen. But it can be quite crushing and cynical, as well.
Chris Hedges:
Well, those news organizations will beat that out of you if you let them.
Will Potter:
Very quickly.
Chris Hedges:
Very quickly. Exactly. Let’s talk about the Huntingdon Labs. You were just handing out leaflets, I think, or something. I mean, it was pretty innocuous.
Will Potter:
Yeah.
Chris Hedges:
Explain what it was, why it’s important, and then I want to go in, because this was a pivotal moment in the animal rights movement.
Will Potter:
It was. This was a pivotal campaign, and in that moment when the FBI agents came to my door, that time period was pivotal in the campaign, also. And so as a little bit of background, this laboratory had been exposed multiple times by undercover investigators working with groups like PETA, and they had documented egregious acts of cruelty, things like punching beagle puppies repeatedly in the face because the technicians were frustrated at their small veins to get an injection or dissecting a monkey that was still alive. And all of this was caught on video and was used in a very savvy way to mobilize and push forward this emerging movement.
What was different about this campaign compared to other animal rights or other protest campaigns is they operated quite differently. I mean, they were not intended on having signs and banners outside of the laboratory because they knew the lab didn’t care. The people in the lab didn’t care and the people investing in this lab didn’t care. So they started targeting the finances of this company. They went after everyone from UPS to toilet paper suppliers. Anyone who had business in any way with the laboratory was the target of protests. Sometimes this was kind of spontaneous demonstrations, sometimes this was as simple as people anonymously putting stickers or wheat paste or breaking out a window. I mean, the campaign was really that diverse, from these really kind of small, seemingly insignificant acts of sabotage or even harassment to mass protests outside the laboratories.
What happened is that it was so incredibly successful internationally that it brought the campaign near bankruptcy. And as that was happening, these corporations mobilized their allies in Congress and they worked together behind closed doors in order to label these protest groups as terrorists and ultimately to convict them and send them to prison as terrorists, as well.
Chris Hedges:
And we should be clear, so Huntingdon, which still exists under another name, but it’s Envigo I think is who bought up-
Will Potter:
That’s right.
Chris Hedges:
Right. So at the time, it was killing between 71,000 and 180,000 animals a year, and these animals were being killed to test for household cleaners, cosmetics, pharmaceuticals, pesticides, and food ingredients for major companies such as Procter and Gamble, Colgate, Palmolive. In the book, you write about the two kind of major organizations that confront of animal activists. One is the underground organization, that’s groups like Animal Liberation Front, and then the aboveground groups. And the underground groups I think at one point invaded the labs and caused significant damage. And the aboveground groups, the ones who ended up being prosecuted, engaged in nonviolent activity and organizing. But the relationship between those two groups, we’ll get into it later, but the ones who engaged in nonviolent traditional organizing ended up in essence being charged for the crimes of the underground organizers, even though they had nothing to do with it. But talk about those relationships.
Will Potter:
That’s really the heart of this entire protest campaign and the heart of why I think this case sets such a dangerous precedent for social movements. In the sixties in the anti-war movement, there was a phrase among activists that, “We didn’t do it but we dug it,” meaning I was not engaged or I don’t know who was engaged in illegal protest activity against the war, but it was loosely in the name of the same cause and it was nonviolent, and so I will support it. And that was the mentality of Stop Huntingdon Animal Cruelty. And specifically they ran a website, and on this website everything related to the campaign was published. Everything from those stickerings and wheat pastings that I mentioned all the way up to groups like the Animal Liberation Front doing things like stealing animals from laboratories and breaking into facilities connected to HLS, and also property destruction, vandalism, sabotage. In the scheme of this protest movement, though, there were no targeting of human beings. I mean, this is something that Animal Liberation Front has made sure of for decades and something the organizers of SHAC were very passionate about.
Chris Hedges:
SHAC, by the way, is Stop Huntingdon Animal Cruelty.
Will Potter:
That’s right.
Chris Hedges:
That’s the organization that was organized to confront Huntingdon.
Will Potter:
They’re the ones who were organizing this protest campaign. And really by organizing, the government said this was a couple of people in a house in Philadelphia and in New Jersey that were running a website. And as news came in on the website, there was a real intensity around this at the time. I mean, this was kind of pre-social media. In a lot of ways, I would argue this was one of the first digital campaigns of this new era that relied heavily and even almost exclusively on online organizing. And so what the government argued, as you indicated, is that by the SHAC organizers, by the aboveground lawful groups saying through their words and their website that they support the ideology of those crimes and they also support people doing them, they thought that this was all legitimate in the name of this struggle, the government argued that this created a conspiracy and that conspiracy created an environment that allowed the illegal activity to take place.
So in other words, the people who ran the website were never accused at any point of doing any of the illegal things that were on the website or for that matter, the legal things that were on the website, but the government in this ambitious court case argued that they needed to be held responsible for creating a criminal conspiracy under the Animal Enterprise Protection Act. So these activists were convicted of animal enterprise terrorism, is the name of the charge, conspiracy to commit that and conspiracy to violate the telecommunications law, which means that they were collaborating across state lines in order to protest this multinational company.
Chris Hedges:
So in your book, you write that the reason terrorism laws, this of course was in the wake of 9/11, the reason terrorism laws were employed against animal rights activists was because the corporations were being hurt. And they essentially prodded the political leadership in both parties, beholden to corporate money, of course, to declare these kinds of activities, even nonviolent activities, as acts of terrorism. They also, through tremendous resources, surveillance resources at these groups, I think if I remember correctly, in your book you say it’s the longest criminal investigation by the FBI in US history or something. You write about a woman, her name, she went by the name Anna. Her real name was Zoe Elizabeth Voss, a paid FBI informant. We saw this with Muslims after 9/11, where she provided the money, the logistics, at one point a cabin that the FBI wired to essentially prod people to discuss carrying out a bombing that never took place.
There’s this one poor 26-year-old kid who kind of falls for her and it was entrapment. I think he ended up spending a decade in prison, but the FBI withheld 2,500 pages of evidence. And so he got a what, a 20-year sentence roughly and served 10. You write that the FBI is estimated to have had 15,000 informants in these environmental and animal rights groups. Let’s talk about the tactics that were employed against these groups.
Will Potter:
I think the most important tactic is the recognition of the power of language. And that’s something that began really in the 1980s when industry groups made up, I mean they actually invented the term ecoterrorism and they were quite proud of it. And for the next several decades, as you know, there was an international focus on terrorism in a very different context. So in that time through the eighties and nineties, there wasn’t a lot of headway on these corporate efforts. I mean, there were gains being made, without a doubt, but what I found in my research is that after September 11th, the infrastructure and the strategies that were being developed and honed for decades leading up to 9/11 were implemented incredibly quickly and boldly after the attack, to the point where as first responders were still trying to clear survivors from the rubble after 9/11, you had multiple members of Congress speculating that the terrorist attacks were the work of environmentalists or animal rights activists. I mean, that’s the kind of climate that these groups created.
In that climate where the unreasonable becomes reasonable, where you’re blaming nonviolent groups or saboteurs for the most costly loss of life in US history, in that environment, they were able to kind of manipulate other structures to push this agenda. And what I would kind of summarize is that they really did this in three ways. There were three parts to their playbook. There were legal efforts, there were legislative efforts such as creating new terrorism laws and new protest restrictions, and then there was what I would call extra legal or operating outside of the law. And that’s where some of these informant tactics come in.
The FBI has been called to the carpet multiple times by their Inspector General’s office and oversight boards for the rampant misuse of informants. And that certainly has taken place in the animal rights and environmental movements, but this has also been corporate-driven, as in corporations hiring private investigators in mercenary firms that operate outside of the very little restrictions that the FBI has to pursue activists and to create dossiers on them. We’ve seen this not just in the campaigns we’ve talked about so far, but also in things like the Standing Rock protest and the Keystone Pipeline protests where these major corporations are sitting down, and I literally have some of the documents showing it, that they give PowerPoint presentations to law enforcement. They identify protestors, they recommend prison sentences in specific criminal statutes that can be used to go after their opposition. At really every step of the way, these corporate groups have sat down and worked in lockstep with the FBI and with those mercenary companies.
Chris Hedges:
Yeah. Well, you talk about fusion centers, so these are state programs that essentially collate or put together information coming from various law enforcement agencies, but they also work, as you point out in the book, with these corporate security firms. When I went to Standing Rock or you couldn’t, they blocked the roads, and the people blocking the roads were wearing Kevlar vests and carrying long-barrelled weapons with no identification. They were private security drawn from police, drawn from military. And so there’s this kind of centrifugal force where all of these entities are coming together to target these activists with tremendous amounts of resources. The film The Animal People is a documentary about this campaign, and in that documentary you show or there’s an attempt to show the staggering kind of sums of money and manpower that’s been put in to crush these groups.
Will Potter:
Oh, the amount of resources is just, it’s unbelievable. I mean, as you all with this show, you’re monitoring social movements and protest campaigns and you know how little resources these activists have. And so as one of the defendants, one of the protestors put it, when you see those court papers that say the United States versus Will or versus Chris or whatever it is, it really is that full weight of the US government combined with the full weight of the corporate state. In addition to some of the things you’ve mentioned like how this was the largest domestic terrorism investigation in US history, they’ve thrown just an ungodly amount of money into making these policies happen.
One thing that I would throw out is when these activists were awaiting prison sentences on the Huntingdon campaign, so they were already convicted under this ambitious previous law called the Animal Enterprise Protection Act. They were already being sentenced to prison as terrorists for a protest campaign. And politicians and members of Congress and also these corporate representatives were simultaneously arguing, “Our hands are tied. We need more power, we need more money, we need more funding, police resources.” And like you said, I think you put it quite well, that there is this kind of centrifugal force that emerges of this revolving door of state agencies and private sector, and really that’s what’s happened with this issue. Those forces together have worked over the last several decades to turn nonviolent protestors into the FBI’s, “Number one domestic terrorism threat.” And it’s really because of their money and influence.
Chris Hedges:
They also have twisted the courts. Maybe you can talk about the terrorism enhancement laws. These can add 20 years to sentences. They can, in some cases, quadruple sentences. And let’s be clear, these are nonviolent crimes.
Will Potter:
And this was something, the terrorism enhancement is something that was passed by Congress after the Oklahoma City bombings by right wing groups who killed, up until that time, was the most civilians that had ever been targeted. So in this kind of specter of fear of violence, that’s when this provision was passed. And instead, it’s been deployed to elevate the sentences of nonviolent environmental protestors that were convicted, for instance, as part of the Earth Liberation front. Those sentences not only are exacerbated by the terrorism enhancement, but it also redefines who these prisoners are.
I saw that personally visiting prisoners after they’ve been sentenced, and also in my interviews with countless former prisoners, that their experience once they’ve been classified that way is quite different. These activists in general have very little priors. They have no serious criminal history, and yet after being sentenced for their protest activity, they can end up in medium or even maximum security facilities. They are called red tagged by the BOP, by the Bureau of Prisons, and red carded. That means they have to sometimes carry and wear a large red card identifying them as a high risk terrorism inmate. They’re treated differently by guards, they’re singled out.
The ramifications of this in terms of from a human rights perspective extend far beyond just the disproportionate and I would call malicious sentencing of these protestors. It really redefines them. And I think that’s, to me, one of the most surprising takeaways of this language of terrorism is that even though it began as a public relations maneuver, it’s completely taken on a life of its own to the point where it’s worked its way into bureaucracies within power that kind of self-replicate these systems after people have even been convicted.
Chris Hedges:
Well, they’re put in management control units. I went out to Marion, Illinois, and I know you went out there as well in the book, which replaced Alcatraz as the kind of supermax prison. Now we have in Florence the kind of latest iteration of that. But I went out to visit Daniel Hale, who leaked the drone papers, and he, again, it’s a nonviolent crime. In fact, he shouldn’t even be in prison, but he, like these activists, was placed in a high security prison in the middle of farmland, the middle of nowhere, but in a special, highly restrictive unit. And that’s what’s happened to many of these activists.
Will Potter:
To be clear, I think when people, in my experience, start hearing about things like this, there’s a tendency to either think one, that can’t be true because this is the United States, or similarly, something like, “Well, this only happens in X, Y, or Z other country that has a disdain for human rights.” And the truth is that there’s actually a long history of using political prisons in the United States in these types of cases, including for social movements that we now regard by members of Congress even in these kind of heroic terms, the anti-war movement, the Black liberation Movement, the American Indian movement, all have been targeted. And many of those protestors ended up in experimental prisons.
What’s I think significant here is these communications management units were opened as clearly, explicitly political prisons for political prisoners, targeting prisoners because of their communications and their ideology. People were sent there because of their, “Anti-corporate and anti-government beliefs,” according to government documents. And as this is happening, it further codifies and cements political repression. It is stabilizing and really introducing what are quite extreme tactics of destroying and subverting social movements, and has turned them into something that’s now part of the official government apparatus. And these CMUs, these secretive prisons are now being codified into the law, and they are receiving more and more prisoners every year. What started as an, “Extreme response by the government for dangerous and violent prisoners,” is now being used against people that are very far from that. And I think that’s the mission creep that we see and that you’re really pointing to here.
Chris Hedges:
Yeah. We just have a few minutes left right in there about the loyalty oaths that mainstream environmental groups, Sierra Club, Greenpeace, National Wildlife Federation, were kind of called upon to denounce these underground groups, which unfortunately most of them rapidly did or quite willingly did. But let’s talk about where we are now. This has created the foundation for a very frightening kind of police state where any kind of dissent becomes terrorism. And that’s why I opened with the incident in Cop City.
Will Potter:
And that’s exactly why I’ve been following Cop City so closely as well, because the dynamics that we’ve talked about are really starkly on display in that campaign. Not just the repressive tactics, but the movement tactics, as well. I mean, it’s a similar dynamic to that Huntingdon Life Sciences campaign where in the Cop City protest, you have people that are protesting, writing letters, working with church groups, running websites, doing free concerts like you mentioned, offering free childcare, food, all of these kind of multiple aspects of movement organizing. And then you also have people that have sabotaged property and broken the law.
And what the state has done in this case is argue that all of it, the entire campaign is reflective of domestic terrorism, anarchism and threats to public safety. So that dynamic is still at play. So is that, I think it’s right to call a loyalty oath that’s being put on mainstream organizations. If you run a national group, it’s understandable why it would be tempting to come out and publicly condemn someone who vandalized a bulldozer because you run a nonprofit, you have donations and staff, and you’re not involved in protest activity like that, and you certainly don’t want to be at risk threatened by the FBI. And that’s the type of fear that they prey into.
And what happens, though, is when more mainstream and established groups start making public comments about the radicals with Cop City or the Anarchists, which is the kind of classic boogeyman that has rolled out, it drives a wedge. And I think in terms of state repression, the intention is to drive a wedge between these social movements inside themselves, between the aboveground and the more radical groups, and then to drive a wedge between Cop City protestors and everyone else in the more liberal or mainstream left. And they do that by really tightening the screws on mainstream organizations that have something to lose.
Chris Hedges:
Yeah. Although as you point out in your book, these nonviolent protestors ultimately get charged for acts they did not commit. I’m not going to go into the details. People should read the book and watch The Animal People, the documentary, but they weren’t even physically there. They didn’t even know these things were happening in many cases, but they’re charged.
Will Potter:
In the Cop City case, it gets even more just kind of surreal. I mean, you have bond hearings where protestors are being denied and police are pointing to mud on their shoes as evidence-
Chris Hedges:
Right, right, right.
Will Potter:

That’s right, muddy clothes.
Will Potter:
Muddy clothes, black hoodies. The raids of some of these activists that happened recently in Georgia, the warrant, I have to tell you, I don’t think either of us would look very good if we were raided, Chris. I mean, our bookshelves can be quite incriminating. And that’s the type of stuff that they’re listing in these warrants and then dragging into court as evidence of illegal activity. And I think that’s why it’s so important for mainstream organizations to fight back militantly against what is happening right now. Staying silent has never protected social justice groups from political repression like this, period. Historically, it has never worked. It has never worked to try to cozy up to corporations or to politicians hoping that they’re not going to be targeted in the backlash, because what happens every single time is at the point you become truly effective, at the point you become a true threat to business as usual is when the full weight of that apparatus is deployed.
So I think that what we’re seeing in Cop City, I’m not going to say I’m I optimistic or hopeful yet. I mean, I am a journalist after all, but it is quite inspiring, I’ll say, to see church groups, community groups, and the diversity of voices that have come out against Cop City. And to me, I think that’s really the best defense that we can have against these tactics is bringing everyone under the tent and saying very loudly that we’re part of this same movement, the same cause, and we’re not going to be singled out as terrorists to stop us.
Chris Hedges:

So in this second part, I want to ask you about the underground/aboveground groups. I was very involved in the Occupy movement and very critical of the black bloc and critical of property destruction, because I thought it was effectively used by the police and the state to demonize the Occupy movement. And it didn’t achieve much, especially in cities like Oakland, where throwing a trash can through a window in a Oakland is… Ishmael Reed, who lives in Oakland said, “If they want to throw a trash can through a window, why don’t they go up to La Jolla where the rich people live and throw a trash can through,” Mitt Romney apparently has some kind of estate up there, his place.
So I’ve always been very critical. The other thing, and I think this is captured in your book, and it was something that I often said to Occupy activists, is you just go back and read COINTELPRO. That’s kind of the primer on how it works. They have so many resources that the only effective strategy is transparency and the kind of the azan provokatörs, they love the black bloc because they could cover their faces so they couldn’t be identified. But you’re much more forgiving to the underground groups. But I just wanted you to address that.
Will Potter:
Yeah, I think those are valid critiques. I feel like the more I’ve been immersed in this for so many years now, the more I’ve kind of come to believe one, how little I know about ultimately what tactics work and what don’t, but to a greater point, seeing the response of the FBI and the state to a wide range of protest activity. So I think that the argument could be made that seeing property destruction like you see in a black bloc protest, it could give the immediate pretext in that moment for a political crackdown on those groups of spreading to other movements at that time. But what I’ve seen more broadly is that the repression that activists experience seems to have very little to do with the legality or the tenor of their actual tactics, if that makes sense.
So for instance, the underground groups who have done things like break into laboratories, steal animals, burn down buildings, I mean, at some cases these are very serious property crimes that someone could have been hurt. But what we’ve seen in the last few years is the FBI and the industry, I guess on the animal rights side of things more broadly, has focused on national groups. They’ve been much more concerned with undercover investigators in criminalizing photography and people that document animal abuse on farms.
And so I guess to respond to your question, I see that there is kind of a spectrum that exists in protest activity, and really the determining factor of whether any of that activity is going to be hit with intense state repression is whether it starts moving the needle. I feel a little bit naive, I’ll admit, in the last few years to see how quickly, rapidly and forcefully these tactics have been deployed against activists who had no sensible connection whatsoever to anything illegal. Right? I mean, for years, that’s what they said in going after the Animal Liberation Front and Earth Liberation Front. “We have to crack down on these radicals. We have to go after the black bloc.”
And what we’re seeing is that the FBI seems much less concerned with that on the whole right now than it does about true movement building. So I don’t know where this goes from here. I don’t know if those tactics are going away. I feel like anytime that there is a heavy-handed or a violent response from the state, we might see protest tactics like that, but we’re also seeing in Cop City, I think a lot more sophistication and movement creation and bringing lots of different people together and not, I guess I’ll say not turning some people off with some of those tactics that you mentioned.
Chris Hedges:
I want to talk about what’s happened. At the end, the movement, the Stop Huntingdon Animal Cruelty Movement does cripple the lab, but it’s bailed out, and then eventually it merges with other laboratories, Harlan Labs, NDA Analytics, et cetera, and creates this new super company, Envigo. What’s the lesson from that?
Will Potter:
Well, it’s kind of a similar story from your time in Occupy, right? That they’re too big to fail. That’s what the industry said with HLS, with vivisection industry, but also just all these diverse industries that have something to do with animals rallied behind them because they said, “If HLS falls, if this lab falls, everybody’s going to be vulnerable.” And I think that kind of too big to fail mentality is what caused people to rally behind such an abusive, corrupt facility as this one. And it also really speaks to just the overwhelming power of these industries.
My work focuses on political repression, which is pretty dark and depressing beat, but you also see the strength of social movements. And in this case, the industry was absolutely terrified about a protest campaign that was being run by a half a dozen people, allegedly in the United States with a couple of computers and who were bringing a multinational company to the point where it’s kicked off the New York Stock Exchange and kicked down to the pink sheets in the market makers. I mean, this was the power of this movement, and it just rattled them to their core. And I think that fear is still there. I mean, that’s why we still, there isn’t a campaign like this happening right now, but I think you’re still seeing this level of repression and kind of paranoia by corporations because they know it’s possible and they know this is always right around the corner.
Chris Hedges:
Well, they also know what they’re doing, which is why they hide it.
Will Potter:
Oh, without a doubt. Without a doubt. Jon Stewart used to do a good bit on his show called Evil or Stupid, where he would debate something and be like, “Oh, this is happening because they’re so horribly evil.” And then the other guy would say, “Oh no, it’s because they’re so stupid.” And I kind of do that a lot with this issue, but I think I firmly come down on the side of evil. I have to say that after seeing this for so long, there is nothing unintentional about any of these maneuvers. There’s some people that are just following orders. But as you mentioned with the SHAC case, when that was happening in New Jersey, Chris Christie was one of the people that was really trying to make a name off of it, just to give you an idea. And these are political opportunists. They’ve used this war on activism to make a name for themselves as being tough on crime or tough on terrorism and to catapult their careers.
I think we’re still going to be seeing that for quite some time. In the fallout of January 6th and the rise of fascist groups internationally, more and more people are going to be fighting back because we don’t have a choice but to fight back against it. And I think that state apparatus is going to be employed against them, as well.
Chris Hedges:

Stop Eco City – an Indonesian megaproject threatens local communities
Indonesian officials want to evict 7500 indigenous villagers from their homes on Indonesian Island Rempang near Singapore to make way for an industrial and tourism hub called Rempang Eco City. With this 17.000 hectar project the Indonesian government aims for $26.6billion in investment by 2080 and for creating 35.000 Jobs.
Local residents and advocates oppose the eviction and took part in mass protests. They say that the development will remove them from their traditional fishing communities. A part of the Eco City will be the construction of a Chinese glass factory: Xinyi Glass – the world’s largest producer of glass and solar panels.
Environmental activists fear that Eco City, just like the above mentioned Cop City, will harm the environment. On the Archipelago one hour by boat from Singapore the shorelines contain silica sand and quartz sand which will be used as raw materials for producing solar panels. This is one of several development projects by Indonesia’s president with the goal of increasing Indonesia’s GDP and global competitiveness.
