A young wife smiles as she moves effortlessly through her day, assisted by gadgets that promised to eliminate drudgery and dirt. This was not a documentary—it was a vision, a fantasy, a sales pitch. At the time, only a small fraction of American households had electricity at all, and nearly 90% of rural families still relied on oil lamps, wood stoves, hand pumps, and washboards. But the message was clear: to be modern was to be electric—and anything less was a kind of failure.
At the dawn of the 20th century, electricity was still a symbol of wealth, not a tool of survival. Most urban households that had it used it only for lighting; refrigeration, electric stoves, or washing machines were luxuries among luxuries. In rural America, most farms and small towns remained off-grid through the 1920s. The electric grid simply didn’t go there. Private utilities, driven by profit, had no interest in building costly infrastructure where it wouldn’t quickly pay off.
And yet, propaganda told a different story. In magazines, World’s Fairs, and promotional pamphlets, electricity was shown as the cornerstone of health, cleanliness, efficiency, and modern womanhood. Electric appliances promised to save time, reduce labor, and lift families—especially women—into the new century. But this future was just out of reach for most people. A growing divide opened up: between those who lived by the rhythms of sun and fire, and those whose lives were quietly reshaped by the flick of a switch.
To live without electricity meant pumping water by hand, chopping and hauling wood for heat and cooking, cleaning clothes with a washboard, and preserving food with salt, smoke, or ice if you had it. It meant darkness after sundown unless you had oil or candles. These were difficult, time-consuming tasks—but also deeply embedded in older, place-based ways of life. People were less dependent on centralized systems. They mended clothes instead of buying new ones, and their food came from the land, not refrigerated trucks.
Yet the narrative of “progress” didn’t tolerate this complexity. By the 1920s and ‘30s, utilities and appliance manufacturers framed non-electric life as backward, dirty, and even unpatriotic. Their message: to be modern was to be electric.
This vision of electrified modernity wasn’t just implicit; it was relentlessly promoted through the dazzling spectacles of world’s fairs and the persuasive language of print advertising. Electricity was framed not only as a technological advance but as a moral and social imperative—a step toward cleanliness, order, and even national progress. At places like the 1904 St. Louis World’s Fair, entire palaces were built to glorify electricity, their glowing facades and futuristic interiors turning utility into fantasy. Meanwhile, companies like Western Electric and General Electric saturated early 20th-century magazines with ads that equated electric appliances with a better life—especially for women. These messages didn’t merely advertise products; they manufactured desire, anxiety, and aspiration. To remain in the dark was no longer quaint—it was backward.
At the 1904 St. Louis World’s Fair, the Palace of Electricity was more than an exhibit—it was theater. Illuminated by thousands of electric bulbs, the building itself was proof of concept: a monument to the power and promise of electrification. Inside, visitors encountered displays of the latest electric appliances and power systems, all framed as marvels of human ingenuity. Nearby, the Edison Storage Battery Company showcased innovations in energy storage, while massive dynamos hummed behind glass. The fair suggested not just that electricity was useful, but that it was destiny.

A 1910 issue of Popular Electricity magazine illustrated a physician using electric light in surgery, suggesting that even health depended on electrification. In a 1920 ad for the Hughes Electric Range, a beaming housewife is pictured relaxing while dinner “cooks itself,” thanks to the miracle of electricity. Likewise, a Western Electric ad from the same year explained how to build an “electrical housekeeping” system—one that offered freedom from drudgery, but only if the right appliances were purchased.
These messages targeted emotions as much as reason. They played on fears of being left behind, of being an inadequate housewife, of missing out on modernity. Electricity was no longer merely about illumination—it became a symbol of transformation. The more it was portrayed as essential to health, domestic happiness, and national strength, the more it took on the aura of inevitability. A home without electricity was not simply unequipped; it was a failure to progress. Through ads, exhibits, and films, electricity was sold not just as a convenience, but as a moral good.
And so the groundwork was laid—not only for mass electrification, but for the idea that to live well, one must live electrically.
Before the Toaster: Industry was the First Beneficiary of Electrification
While early 20th-century advertisements showed electricity as a miracle for housewives, the truth is that industry was the first and most powerful customer of the electric age. Long before homes had refrigerators or lightbulbs, factories were wiring up to electric motors, electric lighting, and eventually, entire assembly lines driven by centralized power. Electricity made manufacturing more flexible, more scalable, and less tied to water or steam—especially important in urban areas where land was tight and labor plentiful.
By the 1890s, industries like textiles, metalworking, paper mills, and mining were early adopters of electricity, replacing steam engines with electric motors that could power individual machines more efficiently. Instead of a single massive steam engine turning shafts and belts throughout a factory, electric motors allowed decentralized control and faster adaptation to different tasks. Electric lighting also extended working hours and improved productivity, particularly in winter months.
Electrification offered not just operational efficiency but competitive advantage—and companies knew it. By the 1910s and 1920s, large industrial users began lobbying both utilities and governments for better access to power, lower rates, and more reliable service. Their political and economic influence helped shape early utility regulation and infrastructure investment. Many state utility commissions were lobbied heavily by industrial users, who often negotiated bulk discounts and prioritized service reliability over residential expansion.
This dynamic led to a kind of two-tiered system: electrification for factories was seen as economically essential, while electrification for homes was framed as aspirational—or even optional. In rural areas especially, private utilities refused to extend lines unless they could first serve a profitable industrial customer nearby, like a lumber mill or mine.
Meanwhile, companies that produced electrical equipment—like General Electric, Westinghouse, and Allis-Chalmers—stood to gain enormously. They pushed for industrial electrification through trade shows, engineering conferences, and direct lobbying. Publications like Electrical World and Power magazine ran glowing stories about new industrial applications, highlighting speed, productivity, and cost savings. GE and Westinghouse didn’t just sell light bulbs and home gadgets—they also built turbines, dynamos, and entire systems for industrial-scale customers.
And industry didn’t just demand electricity—industry helped finance it. Many early power plants, particularly in the Midwest and Northeast, were built explicitly to serve one or more large factories, and only later expanded to provide residential service. These plants often operated on a model of “load factor optimization”: power usage by factories during the day and homes at night ensured a steady demand curve, which maximized profits.
By the 1920s, the logic was clear: industry came first, homes came second—but both served the larger vision of an electrified economy. And this industrial-first expansion became one of the justifications for public electrification programs in the 1930s. If electricity had become so essential to national productivity, how could it remain out of reach for most rural Americans?
Niagara Falls Power Plant: Built for Industry
In 1895, the Niagara Falls Power Company, led by industrialist Edward Dean Adams and with technological help from Westinghouse Electric and Nikola Tesla, completed the Adams Power Plant Transformer House—one of the first large-scale hydroelectric plants in the world.

This plant didn’t exist to power homes. Its primary purpose was to serve nearby industries: electrochemical, electrometallurgical, and manufacturing firms that required vast amounts of energy. The ability to harness hydropower made Niagara Falls a magnet for energy-intensive factories.
Founded in 1891, Carborundum relocated to Niagara Falls in 1895 to take advantage of the abundant hydroelectric power. They manufactured silicon carbide abrasives, known as “carborundum,” using electric furnaces that operated at high heat. The company was the second to contract with the Niagara Falls Power Company, underscoring the plant’s role in attracting energy-intensive industries.
The promise of abundant cheap power made Niagara Falls the world capital of electro-chemical and electro-metallurgical industries, which included such companies as the Aluminum Company of America (ALCOA), Carborundum (which developed the world’s hardest abrasive as well as graphite), Union Carbide, American Cyanamid, Auto-Lite Battery, and Occidental Petroleum. These were enterprises that depended upon abundant cheap power. At its industrial peak, in 1929, Niagara Falls was the leading manufacturer in the world of products using abrasives, carbon, chlorine, and ferro-alloys.
In the late 19th and early 20th centuries, Niagara Falls became a hub for industrial activity, primarily due to its abundant hydroelectric power. The establishment of the Niagara Falls Power Company in 1895 marked the beginning of large-scale electricity generation in the area. This readily available power attracted energy-intensive industries, including aluminum production, electrochemical manufacturing, and abrasives. Companies like the Pittsburgh Reduction Company (later Alcoa) and the Carborundum Company set up operations to capitalize on the cheap and plentiful electricity.
Even food companies jumped on the opportunity for abundant electricity. The founder of the Shredded Wheat Company (maker of both Shredded Wheat and Triscuit), Henry Perky, built a large factory directly at Niagara Falls, choosing the site precisely because of its access to cheap, abundant hydroelectric power. When the Triscuit cracker was first produced in 1903, the factory was powered entirely by electricity—a key marketing point. Early ads bragged that Triscuits were “Baked by Electricity,” which was a novel and futuristic idea at the time.
However, this rapid industrial growth came at a significant environmental cost. The freedom afforded to early industry in Niagara Falls meant that area waterways became dumps for chemicals and other toxic substances. By the 1920s, Niagara Falls was home to a dynamic and thriving chemical sector that produced vast amounts of industrial-grade chemicals via hydroelectric power. This included the production of chlorines, degreasers, explosives, pesticides, plastics, and myriad other chemical agents.
The success at Niagara set a precedent: electricity could fuel industrial expansion, and factories began lobbying for access to centralized electric power. States and cities recognized that electrification attracted investment, jobs, and tax revenue. This created political pressure to expand grids and build new generation capacity—not to homes first, but to industrial parks and cities with manufacturing bases.
The environmental impact was profound. In 1986, Canadian researchers discoveredthat the mist from the falls contained cancer-causing chemicals, leading both the U.S. and Canada to promise cleanup efforts. Moreover, the Love Canal neighborhood in Niagara Falls became infamous for being the site of one of the worst environmental disasters involving chemical wastes in U.S. history. The area was used as a dumping ground for nearly 22,000 tons of chemical waste, leading to severe health issues for residents and eventual evacuation of the area.
This historical example underscores the complex legacy of electrification—while it spurred industrial advancement and economic growth, it also led to environmental degradation and public health crises.
The Salesman of the Grid: Samuel Insull and the Corporate Vision of a Public Good
Even as electricity was still being marketed as a lifestyle upgrade—offering clean kitchens, lighted parlors, and “freedom from drudgery”—Samuel Insull was reshaping the electrical industry behind the scenes in ways that would bring electricity to both homes and factories on an unprecedented scale. A former secretary to Thomas Edison, Insull became the president of Chicago Edison (later Commonwealth Edison) and transformed the electric utility into a regional power empire. He championed centralized generation, long-distance transmission, and, most importantly, load diversity: the idea that combining industrial and residential customers would create a steadier, more profitable demand curve.
Industry, after all, consumed massive amounts of electricity during the day, while households peaked in the evenings. By blending these demands, utilities could justify larger power plants that ran closer to capacity around the clock—making electricity cheaper to produce per unit and more profitable to sell.
Insull’s holding companies and financial structures helped finance this expansion, often using consumer payments to support new infrastructure. This helped expand the grid outward—to serve not just wealthy homes and big factories, but small towns and middle-class neighborhoods. Electrification became a virtuous cycle: the more customers (especially industrial ones) you had, the more power you could afford to generate, which brought in more customers. The industrial appetite for power and the domestic aspiration for comfort were two sides of the same system.
By the early 20th century, Insull had consolidated dozens of smaller electric companies into massive holding corporations, effectively inventing the modern utility monopoly. His genius wasn’t technical but financial: he pioneered the use of long-term bonds and ratepayer-backed financing to build expansive infrastructure, including coal-fired power plants and transmission lines that could serve entire cities and suburbs.
Insull also understood that to secure profits, electricity had to become not a luxury, but a public necessity. He lobbied for—and helped shape—state-level utility commissions that regulated rates but guaranteed companies a return on investment. He promoted a pricing model in which larger customers subsidized smaller residential ones, making electricity seem affordable while expanding the customer base. In speeches and newspaper campaigns, Insull insisted that electricity was a public service best delivered by private enterprise—so long as that enterprise was shielded from competition and supported by the state.
But Insull’s vision had limits. His business model was urban, corporate, and capital-intensive. It thrived in cities where growth and profits were assured—but left rural America behind. Even by the late 1920s, nearly 90% of rural households still had no electricity, and private utilities had little interest in changing that. When Insull’s financial empire collapsed during the Great Depression—leaving thousands of investors penniless—it triggered a wave of backlash and set the stage for Roosevelt’s 1930s public electrification programs.
The failure of Insull’s empire didn’t just expose the risks of private monopolies; it also reframed electricity as too essential to be left entirely in corporate hands. If the promise of electrification was to reach beyond city limits, it would take more than advertising. It would take state power.
Electricity as a Public “Good”
Franklin D. Roosevelt’s New Deal ushered in that power—both literally and figuratively. Federal programs like the Tennessee Valley Authority (TVA), the Rural Electrification Administration (REA), and the Works Progress Administration (WPA) tackled electrification as a national mission. The TVA aimed to transform one of the poorest regions in the country through public power and flood control. The REA extended loans to rural cooperatives to build distribution lines where private utilities refused to go. The WPA, though more broadly focused on employment and infrastructure, supported the building of roads, dams, and even electric grids that tied into the new public utilities.
But these were not just engineering projects—they were nation-building efforts, wrapped in the language and imagery of progress. Government-sponsored films, posters, and exhibits cast electrification as a patriotic duty and a moral good. In The TVA at Work (1935), a TVA propaganda film, darkness and floods give way to light as electricity reaches the rural South, promising flood control, education, health, and hope.
Posters issued by the REA featured glowing farmhouses surrounded by darkness, their light a beacon of the federal government’s benevolence. Electrification was no longer a luxury product to be sold—it was a public right to be delivered. And propaganda helped recast the electric switch as not just a convenience, but a symbol of democratic progress.
In the early decades of the 20th century, the business of providing electricity was largely in private hands, dominated by powerful industrialists who operated in a fragmented and often exploitative landscape. Rates varied wildly, service was inconsistent, and rural areas were left behind entirely. Out of this chaos emerged a slow, contested movement to treat electricity not as a luxury good for profit but as a regulated public utility—something closer to a right.
Roosevelt’s electrification programs—especially the TVA and the REA—aimed to provide public benefits rather than private profit. But in reality, most rural Americans didn’t vote on where dams and coal-fired power plants would go, how the landscape would be transformed, or who would manage the power. The decision-making remained highly centralized, and the voice of the people was filtered through federal agencies, engineers, and bureaucrats. If this was democracy, it was a technocratic form—focused on distributing benefits, not sharing power.
Still, for many rural communities, the arrival of electricity felt like democratic inclusion: a recognition by the federal government that their lives mattered too. New Deal propaganda leaned into this feeling. Posters, pamphlets, and films portrayed electrification as a patriotic triumph—uniting the country, modernizing the nation, and bringing light to all Americans, not just the urban elite.
FDR fiercely criticized utility companies for their opposition to these efforts. In one speech, he called out their “selfish purposes,” accusing them of spreading propaganda and corrupting public education to protect their profits. His administration’s Public Utility Holding Company Act of 1935 was designed to break up massive utility holding companies, increase transparency, and limit the abusive practices that had flourished under Insull’s system.
By the end of the 1930s, electricity had changed in the eyes of the law and the public. It was no longer a commodity like soap or phonographs. It was essential—a regulated utility, under public scrutiny, increasingly expected to reach all people regardless of profit margins.
How Rural Communities Organized for Electricity
Reaching everyone required more than federal mandates; it required rural people—many of whom had never flipped a light switch—to believe electricity was not just possible, but necessary. New Deal propaganda didn’t just promote electrification; it made it feel like a patriotic obligation. In posters, films, and traveling exhibits, electricity was depicted as a force of national renewal, radiating from power plants and wires like sunlight over a darkened land. Farmers who had once relied on kerosene lanterns saw glowing visions of electric barns, modern kitchens, and clean, running water. The message was clear: this wasn’t charity—it was justice.
The REA offered low-interest loans to communities willing to organize themselves into cooperatives. But before wires could be strung, people had to organize—drawing maps, knocking on doors, pooling resources. That kind of coordination didn’t happen spontaneously. It was sparked, in large part, by persuasive media.
REA films like Power and the Land (1940) dramatized the transformation of farm life through electricity. Traveling REA agents brought these short films and illustrated pamphlets to town halls, church basements, and grange meetings, showing everyday people that their neighbors were already forming co-ops—and thriving. REA’s Rural Electrification News magazine featured testimonials from farm wives, who praised electric irons, cream separators, and the ability to read after sunset. Electrification wasn’t just about comfort; it was about dignity and opportunity.

And people did. Between 1935 and 1940, rural electrification—driven by this blend of policy and persuasion—expanded rapidly. By 1940, more than 1.5 million rural homes had electricity, up from barely 300,000 just five years earlier. The wires came not just because the government built them, but because people demanded them, formed cooperatives, and rewired their lives around a new kind of infrastructure—one they now believed they deserved.
When FDR created the REA in 1935, fewer than 10% of rural homes had electricity. By 1953, just under two decades after the REA’s launch, over 90% of U.S. farms had electric service, much of it delivered through cooperatives that had become symbols of rural self-determination.
The Federal Power Act
In 1935, the same year Roosevelt signed executive orders establishing the Rural Electrification Administration, Congress passed the Federal Power Act—an often-overlooked but foundational shift in how electricity was governed in the United States. At the time, only about 60% of American homes had electricity, and the vast majority of rural households remained off the grid. Industry was rapidly becoming reliant on continuous, 24/7 electric power to run increasingly complex machinery and production lines, making reliable electricity essential not just for homes but for the nation’s economic engine.
The Act expanded the jurisdiction of the Federal Power Commission, granting it authority to regulate interstate transmission and wholesale sales of electricity. This marked a decisive move away from the era of laissez-faire monopolies toward public oversight. Industry players, eager for dependable and affordable power to sustain growth and competition, played a subtle but important role in pushing for federal regulation that would stabilize the market and ensure widespread, reliable access. The Act framed electricity not as a luxury commodity but as a vital service that required accountability and coordination. In tandem with the New Deal electrification programs, it laid the legal groundwork for treating electricity as a public good—setting the stage for how electricity would be mobilized, mythologized, and mass-produced during wartime.
Electricity as Patriotic Duty
By the end of the 1930s, electricity had changed in the eyes of the law and the public. It was no longer a commodity like soap or phonographs. It was essential—a regulated utility, under public scrutiny, increasingly expected to reach all people regardless of profit margins.
But as the nation edged closer to war, the story of electricity changed again. The gleaming kitchens and “eighth wonder of the world” dams of New Deal posters gave way to a new message: power meant patriotism. Electricity was no longer just a household convenience or symbol of rural uplift—it was fuel for victory.
Even before the U.S. formally entered World War II, government and industry launched campaigns urging Americans to think of their energy use as a form of service. Factories were electrified at full tilt to produce planes, tanks, and munitions. Wartime posters and advertisements called on citizens to “Do Your Part”—to conserve power at home so it could be redirected to the front. Lights left on unnecessarily weren’t just wasteful; they were unpatriotic.
One striking 1942 poster from the U.S. Office of War Information featured a light switch with the message: “Switch off that light! Less light—more planes.” Another encouraged energy conservation by asking people to switch lights off promptly because “coal is vital to victory” (at this time 56% total electricity on U.S. grids was generated by coal).
For women, especially, electricity was again positioned as a moral responsibility. Earlier ads had promised electric gadgets to free housewives from drudgery; now, propaganda reminded them that their efficient use of electric appliances was part of the national war strategy. The same infrastructure built by New Deal programs now helped turn the rural power grid into an engine of military supply.
Electricity had become inseparable from national identity and survival. To use it wisely was to serve the country. To waste it was to betray the war effort. This was no longer a story of gadgets and progress—it was a story of sacrifice, duty, and unity under the banner of light.
Nowhere was this message clearer than in the materials produced by the Bonneville Power Administration (BPA), which managed the massive hydroelectric output of the Columbia River dams in the Pacific Northwest. In the early 1940s, the BPA commissioned a series of posters to dramatize the link between public power and wartime production. One of the most iconic, “Bonneville Fights Time,” shows a welder in a protective mask, sparks flying, framed by dynamic lines of electricity and stylized clock hands. The message: electric power enabled faster, more precise welding—crucial for shipbuilding, aircraft, and munitions production.
The poster’s bold composition connected modernist design with national urgency. Bonneville’s electricity wasn’t just flowing to light bulbs—it was flowing to the war factories of the Pacific coast, to the shipyards of Portland and Seattle, and to the aluminum plants that turned hydroelectric power into lightweight warplanes. These images promoted more than technical efficiency; they sold a vision of democratized power mobilized for total war.
Through such propaganda, the promise of public power was reimagined—not just as a civic good, but as a weapon that could help win World War II.
Electrifying the American Dream
When the war ended, the messaging around electricity shifted again—from sacrifice to surplus. Wartime rationing gave way to a marketing explosion, and the same electrified infrastructure that had powered victory was now poised to power prosperity. With factories retooled for peace-time commerce, and veterans returning with GI Bill benefits and dreams of suburban life, the home became the new front line of American identity—and electric gadgets were its weaponry.
The postwar boom fused electricity with consumption, convenience, and class mobility. Advertisements no longer asked families to conserve power for the troops; they encouraged them to buy electric dishwashers, toasters, vacuum cleaners, televisions. Owning a full suite of appliances became a marker of success, a tangible reward for patriotism and patience. Electricity was no longer just a utility—it was the lifeblood of modern living, sold with the same glamour and intensity once reserved for luxury cars or perfumes.
Utilities and manufacturers teamed up to keep the vision alive. The Live Better Electrically campaign, launched in 1956 and endorsed by celebrities like Ronald Reagan, urged Americans to “go all-electric”—not just for lighting and appliances, but for heating, cooking, and even air conditioning. The campaign painted a glowing picture of total electrification, backed by images of smiling housewives, sparkling kitchens, and obedient gadgets. In one ad, a mother proudly paints a heart on her electric range as her children and husband laugh and smile. The future, once uncertain, had been domesticated.
Nowhere was the all-electric ideal more vividly branded than in the Gold Medallion Home, a product of The Live Better Electrically campaign. These homes were awarded a literal gold medallion by utilities if they met a full checklist: electric heat, electric water heater, electric kitchen appliances, and sufficient wiring to support a future of plugged-in living. Promoted through glossy ads and celebrity endorsements, the Medallion Home symbolized upward mobility, domestic modernity, and patriotic participation in a high-energy future. It was a propaganda campaign that blurred the line between consumer aspiration and infrastructure planning. Today’s “electrify everything” efforts—encouraging heat pumps, EVs, induction stoves, and smart panels—echo this strategy. Once again, homes are being refashioned as sites of technological virtue and national progress, marketed through a familiar mix of lifestyle promise and utility coordination. The medallion has changed shape, but the message remains: the future lives here.
This was propaganda of abundance. And behind it was an unspoken truth: electrification had won. What had once been sold as fantasy—glimpsed in world’s fair palaces or GE films—was now embedded in daily life. The flick of a switch no longer symbolized hope. It had become habit.
Ruralite
Ruralite magazine serves as the flagship publication of Pioneer Utility Resources, a not-for-profit communications cooperative to serve the rural electric cooperatives (or co-ops) across the western United States. It was—and remains—a shared publication platform for dozens of small, locally owned utility co-ops that formed in the wake of the REA.
Each electric co-op—often based in small towns or rural counties—can customize part of the magazine with local news, board updates, outage reports, and community features. But the bulk of the magazine is centrally produced, offering ready-made content: stories about electric living, energy efficiency, co-op values, new technologies, and the benefits of belonging to a cooperative utility system.
In this sense, Ruralite functions as a kind of regional PR organ: a hybrid of lifestyle magazine, customer newsletter, and soft-sell propaganda tool. It is funded by and distributed through electric co-ops themselves, landing monthly in the homes of hundreds of thousands of rural residents.
Though it debuted in 1954—well after the apex of New Deal electrification programs—Ruralite can be seen as a direct descendant of that era’s propaganda infrastructure, repackaged for peacetime and consumer prosperity. The TVA had its posters, the REA had its pamphlets, and Ruralite had glossy photo spreads of farm wives with gleaming electric ranges.
Where New Deal propaganda had rallied Americans to support rural electrification as a national project of fairness and modernity, Ruralite shifted the tone toward comfort, aspiration, and consumer loyalty. Ruralite framed rural electrification not as catching up to the cities, but as leading the way in a new era—one where rural values, ingenuity, and resourcefulness would power the country forward. In this way, co-ops and their members became symbols of progress, not just beneficiaries of it.
This was propaganda not by posters or patriotic slogans, but through community storytelling. Ruralite grounded its messaging in local personalities, recipes, and relatable anecdotes, while embedding calls to adopt more appliances, update homes, and trust in the local co-op as a benevolent, forward-looking institution.

Today, Ruralite remains rooted in local storytelling, but its tone aligns more with contemporary consumer lifestyle media. Sustainability, renewables, and energy efficiency now appear alongside nostalgic rural features and recipes. Yet despite the modern packaging, the core narrative remains consistent: electricity is integral to the good life. That through-line—from a beacon of modernization to a pillar of local identity—demonstrates how the publication has adapted without abandoning its propagandistic roots.
In the current energy landscape, Ruralite plays a quiet but significant role in advancing the “electrify everything” agenda—the 21st-century push to decarbonize buildings, transportation, and infrastructure by transitioning away from fossil fuels to electric systems.
While Ruralite doesn’t use overtly political language, it steadily normalizes new electric technologies like heat pumps, EVs, induction stoves, and solar arrays. Features on homeowners who upgraded to electric water heaters, profiles of co-ops launching EV charging stations, or DIY guides for energy audits all reinforce the idea that the electric future is practical, responsible, and here. The message is aspirational but grounded in small-town pragmatism: this isn’t Silicon Valley hype—it’s your neighbor electrifying their barn or replacing a propane furnace or reminiscing about life without electricity.
Ruralite continues the legacy of New Deal-era propaganda by promoting ever-greater electricity use—now through electric vehicles and heat pumps instead of fridges and space heaters—reinforcing the idea that progress always means more power, more consumption, and more infrastructure. Its storytelling still serves a strategic function—ensuring electricity remains not just accepted, but desired, in every American home.
Postwar Peak and Decline of Electrification Propaganda
By the 1960s, most American homes—urban and rural—had been electrified. The major battle to electrify the country was won. As a result, the overt electrification-as-progress propaganda that had dominated the New Deal era and postwar boom faded. Electricity became mundane: a background utility, no longer something that needed to be sold as revolutionary.
During the 1970s and early 1980s, the focus of public discourse shifted toward energy crises and conservation. Rather than expanding electrification, the government and utilities started encouraging Americans to use less, not more—a notable, if temporary, reversal. The 1973 oil shock, Three Mile Island (1979), and rising distrust in institutions tempered the earlier utopian energy messaging.

However, electrification propaganda never vanished entirely. It just narrowed. Publications like Ruralite and utility co-ops continued localized campaigns, pushing upgrades (like electric water heaters or electric stoves) in rural areas and maintaining a cultural narrative of electric life as modern and efficient.
The Renewables-Era Revival of Electrification Propaganda
In the late 1990s and especially the 2000s, a new wave of electrification propaganda began to emerge, but this time under the banner of climate action. Instead of promoting electricity as luxury or convenience, the new message was: electrify everything to save the planet.
This “green” electrification push encourages:
Electric vehicles (EVs) to replace gasoline cars
Heat pumps to replace fossil fuel heating systems
Induction stoves over gas ranges
Grid modernization and massive renewable build-outs (wind, solar, batteries)

The messaging echoes earlier propaganda in tone—glossy, optimistic, often uncritical—but reframes the moral purpose: not modernization for its own sake, but decarbonization. The tools remain similar: media campaigns, federal incentives, public-private partnerships, and co-op publications like Ruralite, which has evolved to reflect this new narrative.

Modern utility outreach events like co-op utility Orcas Power and Light Cooperative’s (OPALCO) EV Jamboree—where electric vehicles are showcased, test drives offered, and electrification is framed as exciting and inevitable—echo the strategies of the REA’s mid-century traveling circuses. Just as the REA brought portable demonstrations of electric appliances and farm equipment to rural fairs to sell the promise of a brighter, cleaner, more efficient life, today’s utilities stage events to generate enthusiasm for electric vehicles, heat pumps, and smart appliances. In both cases, the goal is not just education but persuasion—selling a future tied to deeper dependence on the electric grid.

One of the most striking revivals is the push for nuclear power, long dormant after public backlash in the 1980s. Once considered politically radioactive and dangerous, nuclear is now rebranded as a clean energy savior. The Biden administration has supported small modular reactor (SMR) development and extended funding for existing nuclear plants. More recently, President Donald Trump announced plans to reinvest in nuclear infrastructure, positioning it as a strategic national asset and imperative for national security and industry. The messaging is clear: nuclear is back, and it’s being sold not just as a technology, but as a patriotic imperative.
The Green Delusion and the Digital Demand: Modern Propaganda for an Electrified Future
In the 21st century, electrification propaganda has been reborn—not as a tool to bring light to rural homes or sell refrigerators, but as a moral and technological mandate. This time, it’s cloaked in the language of sustainability, innovation, and decarbonization. Utilities, tech giants, and government agencies now present an electrified future as inevitable and ethical. But beneath the rhetoric lies a powerful continuity with the past: electricity must still be sold to the public, and propaganda remains the vehicle of persuasion.
The contemporary campaign is driven by a potent mix of actors. Investor-owned utilities plaster their websites with wind turbines and solar panels, promoting the idea that they are leading the charge toward a cleaner future. Federal and state governments offer rebates and incentives for EVs, solar panels, heat pumps, and induction stoves, framing these changes not only as personal upgrades, but as civic duties. Corporate giants like Google, Microsoft, and Amazon amplify the message, touting their commitment to “100% renewable” operations—while quietly brokering deals for bespoke gas and nuclear plants to keep their operations online, and selling their digital services to fossil fuels companies.
Deceptive practices are proliferating alongside the expansion of renewable energy infrastructure. Companies developing utility-scale solar projects often mislead communities about the scale, impact, and permanence of proposed developments—if they engage with them at all. Local residents frequently report being excluded from the planning process, receiving vague or misleading information, or being outright lied to about how the projects will alter their environment. As Dunlap et al. document in their paper ‘A Dead Sea of Solar Panels:” Solar Enclosure, Extractivism and the Progressive Degradation of the California Desert, such tactics are not anomalies but part of a systemic pattern:
[W]e would flat out ask them [the company] questions and their answers were not honest … [it] led me to believe they really didn’t care about us. They had charts of where lines were going to be, and later, we found out that it wasn’t necessarily the truthful proposal. And you’re thinking: ‘why do you have to deceive us?’

These projects, framed publicly as green progress, often mask an extractive logic—one that mirrors the practices of fossil fuel development, only cloaked in the language of sustainability.
At the heart of this new energy push lies a paradox: the renewable future requires more electricity than ever before. Electrifying transportation, heating, and industry demands a massive expansion of grid infrastructure—new transmission lines, more generation, and more raw materials. But increasingly, the driver of this expansion is data.
Artificial intelligence, cloud computing, and cryptocurrency mining are extraordinarily power-hungry. Modern AI models require vast data centers, each consuming megawatts of electricity—often 24/7. In his May 2025 Executive Order promoting nuclear energy, President Donald Trump made this explicit: “Advanced nuclear reactors will power data centers, AI infrastructure, and critical defense operations.” Here, electricity isn’t just framed as a public good—it’s a strategic asset. The demand for clean, constant energy is now justified not by light bulbs or quality of life, but by national security and economic dominance in the digital age.
This shift has profound implications. The public is once again being asked to accept massive infrastructure projects—new power generation plants and transmission corridors, subsidies for private companies, and increased energy bills—as the price of progress. Utilities and politicians assure us that this growth is green, even as the material and ecological costs of building out renewables and data infrastructure are hidden from view. The new propaganda is sleeker, data-driven, and more morally charged—but at its core, it performs the same function as its 20th-century predecessors: to justify a massive increase in power use.
A particularly insidious thread in this new wave of propaganda is the claim that artificial intelligence will “solve” climate change. This narrative, repeated by CEOs, media outlets, and government officials, frames AI as a kind of techno-savior: capable of optimizing energy use, designing better renewables, and fixing broken supply chains. But while these applications are technically possible, they are marginal compared to the staggering energy footprint of building and running large-scale AI systems. Training a single frontier model can consume as much power as a small town.Once operational, the server farms that host these models run 24/7, devouring electricity and water—often in drought-prone areas—and prompting utilities to fire up old coal and gas plants to meet projected demand.
Under the guise of “solving” the climate crisis, the AI boom is accelerating it. And just like earlier propaganda campaigns, the messaging is carefully crafted: press releases about “green AI” and “green-by-AI” along with glossy reports touting efficiency gains distract from the physical realities of extraction, combustion, and carbon emissions. The promise of virtual solutions is being used to justify real-world expansion of energy-intensive infrastructure. If previous generations were sold the dream of electrified domestic bliss, today’s consumers are being sold a dream of digital salvation—packaged in clean fonts and cloud metaphors, but grounded in the same old logic of growth at all costs.
The Material Reality of “Electrify Everything”
While the language of “smart grids,” “clean energy,” and “electrify everything” suggests a sleek, seamless transition to a more sustainable future, the material realities tell a very different story. Every CPU chip, electric vehicle, solar panel, wind turbine, and smart meter is built from a global chain of extractive processes—mined lithium, cobalt, copper, rare earth elements, steel, silicon, and more—often sourced under environmentally destructive and socially exploitative conditions. Expanding the grid to support these technologies requires not just energy but immense physical infrastructure: transmission lines slicing through forests and deserts, substations and data centers devouring land and power, and constant maintenance of an aging, overstretched network.
Yet this reality is largely absent from public-facing narratives. Instead, we’re fed slogans like “energy humanism” and “clean electrification”—terms that obscure the industrial scale and catastrophic impacts of what’s being proposed. Like the early electrification propaganda that portrayed hydropower as endlessly abundant and benevolent (salmon and rivers be damned), today’s messaging continues to erase the costs of extraction, land use, and energy consumption, promoting technological salvation without acknowledging the planetary toll.

The scale of extraction required to electrify everything is staggering. According to the International Energy Agency (IEA), reaching global climate goals by 2040 could require a massive increase in demand for minerals like lithium, cobalt, and nickel. For lithium alone, the World Bank estimates production must at least quadruple by 2040 to meet EV and battery storage needs. Copper—essential for wiring and grid infrastructure—faces a predicted shortfall of 6 million metric tons per year by 2031, even as global demand continues to surge with data centers, EVs, and electrification programs.

Mining companies have seized the moment to rebrand themselves as climate heroes. Lithium Americas, which plans to operate the massive Thacker Pass lithium mine in Nevada, is described as “a cornerstone for the clean energy transition” and touts itself as a boon for local employment, even while the company destroys thousands of acres of critical habitat. The company promises jobs, school funding, and tax revenue—classic propaganda borrowed from 20th-century industrial playbooks. But local resistance, including from communities like the Fort McDermitt Paiute and Shoshone Tribe, underscores the deeper truth: these projects degrade ecosystems, threaten sacred sites, and deplete water resources in arid regions.
Another mining giant, Rio Tinto, has aggressively marketed its “green” copper and lithium projects in Serbia, Australia, and the U.S. as “supporting the green energy revolution,” while downplaying community opposition, pollution risks, and the company’s long history of environmental destruction. Their PR materials highlight “sustainable mining,” “low-carbon futures,” and “partnering with communities,” despite persistent local protests and growing global awareness of mining’s high environmental costs.
What’s missing from these narratives is any serious reckoning with the energy required to mine, transport, refine, and manufacture these materials, along with the energy needed to power the growing web of electrified infrastructure. As the demand for data centers, EV fleets, AI training clusters, and smart grids accelerates, we are rapidly expanding industrialization in the name of sustainability, substituting fossil extractivism with mineral extractivism rather than questioning the ever-increasing energy and material throughput of modern society.
Across the U.S., utilities are aggressively promoting electric vehicles, heat pumps, and “smart” appliances as part of their electrification campaigns—often framed as climate solutions. Pacific Gas & Electric (PG&E) in California, for example, offers rebates on EVs and encourages members to electrify their homes and transportation. Yet at the very same time, utilities like PG&E also warn that the electric grid is under strain and must expand dramatically to meet rising demand. This contradiction is rarely acknowledged. Instead, utilities position grid expansion as inevitable and green, framing it as “modernization” or “resilience.” What’s omitted is that electrifying everything doesn’t reduce energy use—it shifts and increases it, requiring vast new infrastructure, more centralized control, and continued extractivism.
The public is told that using more electricity will save the planet, while being asked to accept more pollution and destroyed environments along with new transmission lines, substations, and higher rates to pay for it all.
From Luxury to Necessity: Total Dependence on a Fragile Grid
The stability of the electricity grid requires electricity supply to constantly meet electricity demand, which in turn, requires numerous entities that operate different components of the grid to coordinate with each other.
Over the last century, electricity has shifted from a shimmering novelty to an unspoken necessity—so deeply embedded in daily life that its absence feels like a crisis. This transformation did not happen organically; it was engineered through decades of propaganda, from World’s Fairs and government-backed campaigns to glossy co-op magazines and modern “electrify everything” initiatives. What began as a promise of convenience became a system of total dependence.

Today, every layer of modern life—communication, healthcare, finance, water delivery, food preservation, transportation, and farming—relies on a constant, invisible stream of electrons. Yet the grid that supplies them is increasingly strained and precarious. As utilities push electric vehicles, heat pumps, and AI-fueled growth, and states (like Washington State) offer tax incentives to electricity-hungry industries, they simultaneously warn that the grid must expand rapidly to avoid collapse. The public is told this expansion is progress. But the more electrified our lives become, the more vulnerable we are to its failures.
This was laid bare in March 2024, when a massive blackout in Spain left over two million people without power and seven dead. Train systems halted. ATMs stopped working. Hospitals ran on limited backup power. Food spoiled, water systems faltered, and thousands were stranded in elevators and subways. The cause? A chain of technical failures made worse by infrastructure stretched thin by new demands and the rapid expansion of renewables. Spanish officials called it a “wake-up call.” But for many, it was a terrifying glimpse into just how brittle the electric scaffolding of modern life has become.
Contrast that with life just 130 years ago, when the vast majority of Americans lived without electricity. Homes were lit by kerosene and heated by wood. Water was drawn from wells. Food was preserved with salt or root cellars. Communities were far more self-reliant, and daily life, while harder in some ways, was not exposed to the singular point of failure that defines today’s electrified society.
Before widespread electrification, communities were more tightly knit by necessity. Without the conveniences of refrigeration, electric heating, or instant communication, people relied on one another. Neighbors shared food, labor, stories, and tools. Social life centered around common spaces—markets, churches, schools, porches. Mutual aid was not a political slogan but a basic survival strategy. Electricity helped alleviate certain physical burdens, but it also enabled a more atomized existence: private appliances replace shared labor, television and now Netflix replace neighborhood gatherings, and online connection supplants physical community.
The electrification of everything, sold as liberation, has created a new form of total dependence. We have not simply added electricity to our lives—we have rewired life itself to require it. And as the grid stretches to accommodate AI servers, data centers, electric fleets, and “smart” everything, the question we must ask is no longer how much we can electrify—but how much failure we can endure.
It’s hard to imagine life today without electricity—yet just 130 years ago, almost no one had it, and communities thrived in very different ways. Our deepening dependence on the grid is not simply our choice; technologies like AI and massive data centers are being imposed upon us, often without real consent or public debate.
As we barrel toward ecological collapse—pervasive pollution, climate chaos, biodiversity loss, and the sixth mass extinction—our blind faith in endless electrification risks bringing us back to a state not unlike that distant past, but under far more desperate circumstances. Now more than ever, we must question the costs we ignore and face the difficult truth: the future we’re building may demand everything we take for granted, and then some.

Let’s take that infamous PropOrNot List article apart, along with the growing social media censorship surrounding it, and this whole subject of alternative media being “infiltrated” by “Russian Propaganda”—just to clear the missile strewn air a wee bit insofar as that may be possible what with hardened silos on either side.
The List article begins with the not-so-subtle subtitle “An Initial Set of Sites That Reliably Echo Russian Propaganda.” Let’s stop right there and ask: what is propaganda?
“Propaganda is information that is not objective and is used primarily to influence an audience and further an agenda, often by presenting facts selectively to encourage a particular synthesis or perception, or using loaded language to produce an emotional rather than a rational response to the information that is presented. Propaganda is often associated with material prepared by governments, but activist groups, companies and the media can also produce propaganda.”
Let’s accept that definition, because what we are talking about here is not merely what’s defined, but a full-scale, bona fide propaganda war. The List article itself satisfies this definition of propaganda in every detail, and admits as much, obliquely:
“Americans have the right to echo, repeat, be used by, and refer their audiences to Russian official and semi-official state media, including ‘fake news’ propaganda—just as we have the right to analyze and highlight that, without fear or favor.”
They’re writing US Government propaganda, and they know it—which is not to say it is untrue for that reason alone.
The fact that a piece of writing is propaganda simply has no bearing on its veracity. Let that concept sink in. Propaganda may be shoddy and obvious, but effective propaganda relies on at least a modicum of truth as a platform for its persuasive agenda, and it stands to reason that, given a democracy and freedom of speech, which is to say absent the use of force, suppression and censorship, there should ultimately be a winner in a propaganda war: the side with the preponderance of veracity. False constructs can only survive so long before collapsing of their own dead weight.
One can well argue that all writing, whether by assertion or by omission, whether deliberate or coincidental, is propaganda. A children’s fairy tale is propaganda insofar as it redirects the readers consciousness away from the systemic evils of the real world and encourages acceptance of the status quo. Every Op-Ed or opinion piece in every publication on earth which argues against a systemic evil is likewise propaganda against that system.
Here, the Russophobic propaganda of The List presents facts selectively to encourage a particular perception, using loaded language to influence the reader and to further the American deep state’s anti-Russian propaganda. It does not matter whether or not the authors have a contract with the FBI or the CIA or the DHS to do so, or whether they freely choose to echo, repeat, be used by and refer the reader to official anti-Russia bias of the official American propaganda machine. They surely cannot make any plausible claim to “objectivity.” The List is as cynically calculated a propaganda hit piece as anything in Russia’s bag of tricks. Naturally enough, in the blind box of US propaganda talking points, only content which originates from Russia is propaganda. Are they stupid, or just how stupid do they think we are?
As for the use of loaded language to produce an emotional rather than a rational response, The List effectively seeks to shame you by framing you as a dupe, a stooge, a tool, an agent, and quite possibly a traitor if you share a piece of Russian propaganda with which you happen to thoroughly agree, and which presents an argument you believe others will benefit from reading. To an avid reader, it is of no consequence whether the behavior of a website or one or more of its writers is dogmatically or opportunistically regurgitating Russian propaganda, any more than if it were UK propaganda, or Chinese, or Israeli, or German, or Palestinian, or American.
One may take some intellectual pride in being an equal opportunity reader of propaganda, and in disseminating that which makes a compelling claim with which one, with an open mind, thoroughly agrees. Some struggle to form an opinion, too many others merely join in whatever peerage choir surrounds them. For some of us, however, text fairly withers under our gaze and gives up its propagandist ghost immediately without struggle, so content can be weighed on its merits. Far too many, especially in propaganda-saturated countries like North Korea and America, lack the basic ability to separate bias from truth, weigh opposing sides of an issue, and thus properly form a balanced opinion. That does not stop them from having one, unfortunately. The fact is that challenging ideas provoke a painful cognitive dissonance, the mind tends to close, and if it does, argument turns pointless, tribal belligerence and hatefulness set in, and intellectual rigor mortis follows. Thus it is with dogmatic capitalism in all of its guises and forms, and the guises and forms of all dogmatism, political or religious. A side is taken, an enemy is born. Let loose the dogs of hatred and war.
A great many patriotic Americans genuinely hate capitalism, morally, intellectually and emotionally, and suffer daily having to live effectively imprisoned in what is to them a transparently sick, brutal culture. Poverty is undeniably a gulag whatever one’s politics. Jobs are too often experienced as enslavement for survival. “America, my America, I have no choice but thee…” —while pretty much any country in Europe, despite being utterly capitalist, seems to those condemned to America’s barbaric culture like an oasis of civilization in comparison.
Persuasive writing demands “loaded language to produce an emotional rather than a rational response.” Persuasive writing, indeed, all purposeful writing, is therefore propaganda. As a writer, feel free to call me a propagandist, hopefully an effective and entertaining one, no less so for employing the imagination and Eros in storytelling.
Where The List becomes offensive is in blurring the distinctions between propaganda, disinformation, and fake news. Again, propaganda is most often true, if only a partial, one-sided truth, sincerely or cynically employed as bait to alter your Weltanschauung. It is rarely malicious disinformation, and almost never a factual hoax that will inevitably backfire. However, The List offers not a single example of actual factual disinformation, defined as false information that is intended to mislead, nor a single example of fake news, defined as made-up “facts” written and published with the intent to mislead in order to damage an agency, entity, or person. Sure, propaganda, disinformation and fake news can overlap, as do fiction and fact, but please do show us at least some example, beyond your say so, of deliberately spreading false facts or a manufactured news hoax with malevolent intent, that is false beyond disagreeing, perhaps even vehemently, with your capitalist fundamentalism. If such examples can be found, they will be found among the the right-wing junk news sites on the The List, nary a single one from the intellectual left outlets maliciously lumped in with them.
Despite the gravity of this attack on free speech in social media and its dangerously biased anti-Russia fear mongering, one may be hard-pressed to read The List (“Your Friendly Neighborhood Propaganda Identification Service Since 2016” ) without laughing all the way through. The transparency of its distortions, the barefaced and shameless pro-capitalist propaganda piece that it is, is ultimately more risible than frightening. One can hardly help being reminded of the Christmas ditty, “Making a list, checking it twice—gonna find out who’s naughty and nice…Santa Claus is coming to town…”
A great many of the alternative news outlets on The List‘s list, most likely including the one where the words you’re now reading are published, may well be on your regular reading list as they are on mine. I have not once encountered a deliberate factual falsehood, or a fabricated factual hoax. That’s not to say there is not a wide range in the quality of the writing, the editing is often lax or non-existent, the text error-prone, some little more than emotional ranting to the choir, some very few I wish weren’t there, at least in their current incarnation—but it is laughably blatant propaganda to tar every author published in The List‘s outlets as witting or unwitting Russian agents regurgitating malicious factual hoodwinking.
The light in which capitalist behavior is cast by the anti-capitalist perspective may seem shockingly untrue, and cause the capitalist true believer some uncomfortable dissonance, but these are mere matters of opinion about the nature of the facts, not the facts themselves. “The US military aggression…” may well be a loaded phrase about some American military action, but it is an opinion of that action, not an intentional lie or a National Enquirer-style hoax about some event that may not even have taken place. More and more in American society, people of every background are encountering other people “who live in a completely different world…” simply because they actually do!
The Russian government uses propaganda just as the American government does. Indeed, at least 28 governments do, America, UK and Russia foremost among them. Here are some snippets from Armies of Cyber-Troops Manipulating Public Opinion:
“The Computational Propaganda Research Project (COMPROP) investigates the interaction of algorithms, automation and politics. This work includes analysis of how tools like social media bots are used to manipulate public opinion by amplifying or repressing political content, disinformation, hate speech, junk or fake news.
In their most recent report COMPROP have identified how organizations, often with public money, have created a system to help ‘define and manage what is in the best interest of the public.’
COMPROP have compared such organizations across 28 countries…”
The COMPROP report goes on to expose the following:
“- The earliest reports of organized social media manipulation emerged in 2010, and by 2017 there are details on such organizations in 28 countries, including the US and UK.
– Looking across the 28 countries, every authoritarian regime has social media campaigns targeting their own populations, while only a few of them target foreign publics. In contrast, almost every democracy in this sample has organized social media campaigns that target foreign publics, while political-party-supported campaigns target domestic voters.
– Authoritarian regimes are not the only or even the best at organized social media manipulation. The earliest reports of government involvement in nudging public opinion involve democracies, and new innovations in political communication technologies often come from political parties and arise during high-profile elections.
– Over time, the primary mode for organizing cyber troops has gone from involving military units that experiment with manipulating public opinion over social media networks to strategic communication firms that take contracts from governments for social media campaigns.”
The phrase that stands out in all of the above, which otherwise comes as no surprise whatsoever, is that COMPROP has identified how organizations, often with public money, have created a system to help “define and manage what is in the best interest of the public…” That is rich, isn’t it? Propagandists on all sides, here both the Russians and the jingoist authors of The List, are just doing what’s in the public’s best interest, which is to say they are making your mind up for you in advance because, silly child, you don’t know what’s good for you.
However, behind this big brotherly solicitude on behalf of our “best interest” there is always an implicit threat, and often an explicit one—enter the United States government:

U.S. Sen. John Thune (R-S.D.), chairman of the Senate Committee on Commerce, Science, and Transportation, today chaired a hearing titled, “Terrorism and Social Media: Is Big Tech Doing Enough?” The hearing examined the steps social media platforms are taking to combat the spread of extremist propaganda over the internet. During the hearing, Thune questioned witnesses from Twitter, YouTube, and Facebook on how they are working to better identify and remove extremist content online.”
Here’s an excerpt from Thune’s opening remarks:
“These [social media] services have thrived online because of the freedom made possible by the uniquely American guarantee of free speech, and by a light touch regulatory policy. But, as is so often the case, enemies of our way of life have sought to take advantage of our freedoms to advance hateful causes.”
There is a skillful dog whistle just out of hearing in that statement, a call to lump say, every leftist journalist retweeting a critique of capitalism together with masked head-chopping ISIS propagandists. As for the “hateful cause” dumpster, if you think about it, what might not be tossed in there? It would be a shorter list to find causes which do not hate what is perceived as evil in the world, whether politics or religion or some ungodly combination of the two.
You will find a great many strange bedfellows in the “hateful” dumpster, too. Indeed, many Americans regard the ideology [theology?] of the Republican Party as a “hate crime” in and of itself, in much the same way that Republican anti-Islamists view that theology as hateful; and Republicans surely do themselves hate people and things, like Muslims and Islam, rather a lot, quite openly and without reservation, and that on behalf of a great many other causes solely in their own private vested class interest, the public interest be damned. Ditto die-hard Democrats, one must hasten to add.
There is not likely an American alive today who does not honestly and deeply hate at least something about capitalism, at least some of the time, and a great many Americans feel utterly betrayed and victimized but do not recognize the culprit to call it out as capitalism per se. There are others still who understand the capitalist system all too well, and loathe it utterly and consistently, most if not all of the time, whether propelled intellectually by study, emotionally by experience, or morally bearing witness to its endless, cynical, and systemic rot.
Most anti-capitalists can begrudgingly admit to a few things that capitalism gets right, like freedom of speech, including the rapidly shrinking freedom to utterly despise capitalism in all of its guises and forms. Communism, where it still purports to exist, as in China, has much to learn from capitalism in that single regard. Free speech is just vacant hot air venting until it becomes organized into a movement and an electoral force, a difficult thing to do, but only then does it achieve moral force in a society, and become in fact a survival mechanism for that society. To suppress it is tantamount to national suicide.
We propagandists are busy trying to bring about exactly that transformation from hot air to moral force. The “hate” of the anti-capitalist generally proceeds in fact from love of humankind, particularly those most abused by capitalism, though nearly everyone, including the idle rich (though they may not know it) are to some degree its victim. On the other hand, the hate of the capitalist generally proceeds from contempt of humankind, especially the great unwashed masses, as well as from the very real arrogance of an imagined superiority.
The American propaganda machine seems to assume, correctly if tragically, that we are thoroughly indoctrinated into its domestic propaganda, and even if we are not, we have no choice but to work “for the man” in order to survive, and that in effect achieves all the self-censorship and mind control the powers that be could ever hope for via mainstream propaganda. Foreign policy, however, seems to be another matter, and that is where the US propaganda machine knocks itself out trying to convince Americans, and the rest of the world, that its interventions and wars are just, humanitarian, and necessary given the “evil axis” of China and Russia and nations like Iran and Syria and Cuba and Venezuela in their orbit.
In terms of foreign policy, American mainstream media is the most powerful arm of the US propaganda machine, with scarcely a breach in its wall of support for “Pax Americana” and the whole can of ideological worms which that entails. Even Bernie Sanders, an eloquent spokesman for America’s domestic woes—indeed, he echoes and seemingly regurgitates much of what one may find in Russian propaganda outlets such as Russia Today and Sputnik with regard to US domestic policy—even he seems to buy into mainstream American foreign policy myths. (Perhaps that is why he is not singled out for criticism along with independent leftist publications online?)
The American political and media establishment would seem to consider domestic policy—outside of our pathetic dollar-denominated duopoly elections mind you—as fair game for foreign opposition, but US foreign policy, including our own propaganda interventions in Russia and around the world under the “jurisdiction” of the CIA—not so much. And it is apparently not so much what Russian propaganda is saying about our foreign policy, but the bare fact that it is the Russians who are saying it. What is that if not Russophobia? Or some bizarre kind of nationalist or ethnic prejudice? It’s not like Russia is any longer a communist country locked in existential battle with the United States, on the contrary:
“We are currently in some sort of crisis of capitalism, as the concentration of wealth continues apace and the general population of western countries increasingly feel insecure, exploited and alienated. It is still very hard for voices that reject the neoliberal establishment view to get a media platform, but Russia does provide comparatively small platforms in the West – like Russia Today and Radio Sputnik – which allow greater democratic freedom than western media in the range of views they invite to be expressed. So the ultra-wealthy, their politician servants and media lackeys view Russia as some kind of threat to the dominance of neo-liberalism .
There are a number of ironies to this, not least the very real deficiencies in Russia’s domestic democracy and media plurality, and the fact Russia has an even worse oligarchic capitalism than the West and has a 1% completely integrated with their Western counterparts. But despite these ironies, the Western 1% perceive Russia as some sort of threat to their dominance. This leads in to the intellectually risible attempts to prove that Russia somehow “fixed” Trump’s election, for which no solid evidence can ever be adduced as it did not happen; but nevertheless vast resources continue to be spent in trying.”
Thus we have a propaganda war with both sides pointing at the other and proclaiming, “Fake News!”
Yes certainly the perspective cuts both ways—a far lengthier list of American mass media outlets spewing forth pro-capitalist propaganda and US jingoism, often government-supplied, could surely be compiled. Most mainstream media regularly dispenses, not only propaganda, but disinformation—especially via the omission of facts—as well as using loaded language to make a predominantly emotional appeal, and in a few extreme cases outright factual hoax news can be found, as in funky pro-capitalist stalwarts like the National Enquirer and some Tea Party publications. An Oxford University study notes:
“The [Donald] Trump Support group consumes the highest volume of junk news sources on Twitter, and spreads more junk news sources, than all the other groups put together. This pattern is repeated on Facebook, where the Hard Conservatives group consumed the highest proportion of junk news.”
Celebrity, escapist, and “junk” news coverage in general, whether or not it is actually fabricated news, fills up a consciousness that might otherwise encounter something meaningful, instead of a fantasy confirmation of the great American delusion: “I am not an exploited proletariat, I am temporarily embarrassed millionaire” (to paraphrase John Steinbeck). Celebrity culture in particular is a broad hoax perpetrated on Americans in that it hogs the cultural news, occupying virtually the whole cultural space. All escapist media, whether print or film, serve the deflective and tranquilizing purposes of propaganda.
So, where do we stand? If everything is propaganda, then nothing is? Is it then just a matter of distinguishing quality propaganda from the shameless and shallow kind? Don’t you have to pick a side eventually?
The government of the United States, as a creature of its corporate lords, is ratcheting up the pressure on the public to pick a side so they can acquire absolute hegemony over your thinking, and harass or terrorize you if you resist. Can they really be so afraid of truth on the fringes of media? It certainly does look so. House and Senate intelligence committee leaders have pressured social media executives to compile lists of accounts within their services which disseminate “Russian Propaganda,” and to their shame the technology companies have enthusiastically complied.
Twitter, Google and Facebook representatives have been summoned before the Senate Commerce Committee, like wayward school children to the principle’s office, to be chided on their laxity in keeping the hegemony of American propaganda intact for “the public good.” And they have acceded to this pressure without question.
Here’s the letter Twitter has sent out to offending accounts like our own EpiphanyOnWallStreet @NineInchBride account, which opposed both “Shillary Clinton” and “Donald tRump” in equal measure in 2016:

People look to Twitter for useful, timely, and appropriate information. We are taking active steps to stop malicious accounts and Tweets from spreading, and we are determined to keep ahead of the tactics of bad actors. For example, in recent months we have developed new techniques to identify accounts manipulating our platform, have improved our process for challenging suspicious accounts, and have introduced new measures designed to identify and take action on coordinated malicious activity. People come to Twitter to see what’s happening in the world. We are committed to making it the best place to do that and to being transparent with the people who use and trust our platform.

The double-speak is one up on Orwell’s 1984: “Information Quality Initiative” is used for intimidation and the implied threat of censorship for speaking truth to power, while “the public good” is here again invoked “to detect and prevent bad actors from abusing our platform.” If you follow their blog link you’ll find several offensive but ultimately iinnocuous tweets by such “bad actors” specifically regarding the election of 2016, which, as commonplace as these or similar tweets are among real Americans, compel one to believe the days of free speech in America are woefully numbered. According to twitter, our account has been so foolish as to retweet one or more of the accurate comics unfavorable to Clinton.
“If we do not believe in freedom of speech for those we despise, we do not believe in it at all,” as Chomsky has so ably pointed out. That’s democracy, the worst of systems—but for all the others. All voices have the right to be heard, no matter how sick or depraved. These will surely fall by the wayside in the course of time, and the idea that some aggregate of these shallow, tasteless efforts at exciting right-wing nut jobs to vote for Trump has actually led to putting the scoundrel in office is risible at best, at worst a naked excuse for forcible intimidation and suppression of free speech in America.
It is worth noting that the Russians only preferred Trump, as did so many Americans, because Clinton was perceived to be the worse war-monger. For the Russians she was plainly a greater existential threat to them, but also, I suspect, the Russians foresaw the degrading spectacle of a Trump presidency, and the laughing stock militarist America would become in the eyes of the world. It is also worth highlighting that their propaganda, being not only hysterically anti-Clinton, but preposterously pro-Trump, has exposed itself to the American left as utterly authoritarian by aligning with the capitalist obscenity that is Donald Trump.
This friendly “big brother” alert “for your information only” from Twitter management, under pressure from the Senate Commerce Committee, is itself “anti-propaganda” propaganda just as The List article is, and uses much of the same language in its defense. The recent Mueller indictments of Russian Twitter-bot propagandists show that “witting or unwitting stooges of Russian propaganda” surely do exist, especially within America’s political right oddly enough, but there is not likely a single anti-capitalist (i.e. “left”) American writer within these grey-listed publications or among these censured social media accounts, and ultimately, even the content promulgated by ideological “stooges” may contain valid arguments insofar as they go. It seems the problem for American propaganda is not that there exists Russian propaganda, but that their modest effort is effectively stealing its own native right wing audience and base out from under them. That is unacceptable.
On the other hand, it would surprise me not at all to learn there are Russians who can extract some truthful perspective from the CIA’s hypocritical critique of the Russian capitalist oligarchy via the Voice of America and similar propaganda incursions into their domestic culture, just as Americans can learn and grow in their understanding of the root of America’s evils from Russia’s exportation of anti-capitalist (or even anti-Clinton) propaganda, hypocritical as it may be given their capitalist (and militarist) autocracy at home. Let information flow freely without advantage or disadvantage, that’s the only way democracy can work.
Many if not most of the publications on The List feature sterling and thoroughly American leftist writers, often with an internationalist perspective, and none of these writers are “unwittingly” regurgitating Russian “propaganda” that is not painfully and incisively true from their own perspective. This simple fact is clear and bears repeating: If the truth about capitalism is sown by a hireling of the Russian government, it is no less true. If a lie about capitalism is sown by American mainstream media it is no less a lie.
American culture places an extreme emphasis on the right to hold an opinion with next to none on the actual ability to form one. We are, as a people, uneducated for democracy, which is to a large extent why we do not have one, and why the powers that be feel obliged to rely on censorship: people can’t be trusted to think for themselves. If Americans have neither the moral nor intellectual capacity to distinguish truth from lies, good argument from cheesy propaganda, enter the “anti-propaganda” propagandist and “censor-as-a-public-service” to tell them what to believe.
Thankfully there is a large and ever growing number of Americans with no such moral or intellectual deficit, who have educated themselves for democracy since the system does not. It is the abject betrayal of mainstream media, including National Public Radio, the Public Broadcasting System and other purportedly civic non-profit media venues, which fails to provide a viable platform for the legitimate American anti-capitalist voice, that in turn gives rise to the profusion of non-commercial alternative news outlets noted in The List.
Twitter’s email is, in no uncertain terms, a chilling tap on the shoulder from FISA-abusing deep state security agencies evangelizing the Russophobic rhetoric from The List: Is It Propaganda Or Not?—which, despite the question mark, has plainly decided that it is, not only “propaganda,” but disinformation and cynically constructed “fake news” master-minded by evil Russians using silly, gullible you as their stooge and mouthpiece. You’re on the naughty list.
Recently Twitter has been busy catching up with Google and Facebook’s algorithmic censorship based on this infamous List. Not only have they stooped to the scare tactic of the above warning letter, but now they are overtly deleting or suspending more and more accounts under the guise of their being Russian bots—or supportive of them. They have also taken to playing this clever game of “zeroing out” an account’s Following list as a punishment to certain accounts. This causes your followers to unfollow you in return as they become aware you have “unfollowed” them, which is what Twitter has done to you. (Don’t fall for it. If you follow an account and suddenly you find their Following list drops to zero, don’t unfollow, unless you want to be Twitter’s “stooge.” Their Following list will be reinstated at some point later on with you still in it.)
Now that some 677,775 US Twitter accounts have been singled out to receive this “we’re watching you” email—coal in the stocking from our malevolent corporate Santa Claus (incidentally, make of it what you will, that number is a hair under 1% of the current 69 million active users in the US). If these users persist in opposing mainstream media’s jingoism with critical truth from the only sources extant—Russian or otherwise—what then is next? A Pinochet-like “virtual disappearance” of all 677,775 voices on the Twitter platform?
We’ve got your number, they’re plainly telling us, we can kill your account in a blink if we choose, and feel patriotic about doing so. Perhaps they’ll be supplying government security agencies with your account data, if they are not already, which may or may not produce a knock on your door by FBI or DHS agents some quiet evening—curious about something you tweeted yesterday, or a year ago… (A native-born American citizen, I was myself visited one quiet evening, not by two or three, but a gang of four FBI agents on a fishing expedition over a separate but similar First Amendment issue…this sort of scare tactic, an abysmal waste of taxpayer money, is already going on!)
America tragically seeks to become a closed-mind, a pro-capitalist and anti-Russian hegemony, the “marketplace of ideas” be damned no less here within our cynical duopoly than in North Korea, China, or the former Soviet Union.
The answer to abusive authority is to refuse to buy into their threats, veiled or explicit. They threaten because they are themselves fearful. Laugh out loud at their “best interest of the public” propaganda (this drives them crazy). Tell them flat out you refuse to live in fear of them or to join them in complicity. Howl against their algorithms, demand the government cease leaning on these corporations for ever greater thought-policing.
Whether writer or reader, declare yourself a truth seeker, wherever that takes you, whatever its source. Make The List your reading list! Read and tweet and share its articles widely. Should micro-blogging and alternative news sharing on social media prove no longer viable, we shall find or found other means to be heard.

Data centers are forecast to account for up to 12% of all U.S. electricity demand by 2028. They currently use about 4% of all electricity.
Historically, costs for new power plants, power lines and other infrastructure is paid for by all customers under the belief that everyone benefits from those investments.
‘But the staggering power demands of data centers defy this assumption,’ the report argues.”
AI burns through a lot of resources. And thanks to a paradox first identified way back in the 1860s, even a more energy-efficient AI is likely to simply mean more energy is used in the long run.
For most users, “large language models” such as OpenAI’s ChatGPT work like intuitive search engines. But unlike regular web-searches that find and retrieve data from anywhere along a global network of servers, AI models return data they’ve generated from scratch. Like powering up a nuclear reactor to use a calculator, this tailored process is very inefficient.
“This move is part of a national trend. The data center industry is booming all over, from Virginia to Texas to Oregon, and utilities across the country are responding by building new fossil fuel resources or delaying retirements, all at a time when scientists agree that cutting fossil fuel emissions is more urgent than ever. More than 9,000 MW of fossil fuel generation slated for closure has been delayed or is at risk of delay, and more than 10,800 MW of new fossil fuel generation has been planned, according to the sustainability research and policy center Frontier Group.
The backslide into fossil fuels is alarming to environmental and consumer advocates, and not only because it stands to slow down climate action and extend the harmful effects of fossil fuel use. Some also question the purported growth in demand — meaning utilities could be doubling down on climate-warming coal and gas to meet energy demand that won’t actually materialize.”
Another set of companies lost large fractions of their stock valuations: U.S. power, utility and natural gas companies. Electric utilities like Constellation, Vistra and Talen had gained stock value on the basis of the argument that there would be a major increase in demand for energy due to data centers and AI, allowing them to invest in new power plants and expensive nuclear projects (such as small modular reactor), and profit from this process. [The other source of revenue, at least in the case of Constellation, was government largesse.] The much lower energy demand from DeepSeek, at least as reported, renders these plans questionable at best.
Remembering Past Ranfare
But we have been here before. Consider, for example, the arguments made for building the V. C. Summer nuclear project in South Carolina. That project came out of the hype cycle during the first decade of this century, during one of the many so-called nuclear renaissances that have been regularly announced since the 1980s. [In 1985, for example, Oak Ridge National Laboratory Director Alvin Weinberg predicted such a renaissance and a second nuclear era—that is yet to materialize.] During the hype cycle in the first decade of this century, utility companies proposed constructing more than 30 reactors, of which only four proceeded to construction. Two of these reactors were in South Carolina.
As with most nuclear projects, public funding was critical. The funding came through the 2005 Energy Policy Act, the main legislative outcome from President George W. Bush’s push for nuclear power, which offered several incentives, including production tax credits that were valued at approximately $2.2 billion for V. C. Summer.
The justification offered by the CEO of the South Carolina Electric & Gas Company to the state’s Public Service Commission was the expectation that the company’s energy sales would increase by 22 percent between 2006 and 2016, and by nearly 30 percent by 2019. In fact, South Carolina Electric & Gas Company’s energy sales declined by 3 percent by the time 2016 rolled in. [Such mistakes are standard in the history of nuclear power. In the 1970s, the U.S. Atomic Energy Commission and utility companies were projecting that “about one thousand large nuclear power reactors” would be built “by the year 2000 and about two thousand, mostly breeder reactors, by 2010” on the basis of the grossly exaggerated estimates of how rapidly electricity production would grow during the same period. It turned out that “utilities were projecting four to nine times more electric power would be produced in the United States by nuclear power in 2000 than actually happened”.] In the case of South Carolina, the wrong projection about energy sales was the basis of the $9 billion plus spent on the abandoned V. C. Summer project.
The Racket Continues
With no sense of shame for that failure, one of the two companies involved in that fiasco recently expressed an interest in selling this project. On January 22, Santee Cooper’s President and CEO wrote, “We are seeing renewed interest in nuclear energy, fueled by advanced manufacturing investments, AI-driven data center demand, and the tech industry’s zero-carbon targets…Considering the long timelines required to bring new nuclear units online, Santee Cooper has a unique opportunity to explore options for Summer Units 2 and 3 and their related assets that could allow someone to generate reliable, carbon emissions-free electricity on a meaningfully shortened timeline”.
A couple of numbers to put those claims about timelines in perspective: the average nuclear reactor takes about 10 years to go from the beginning of construction—usually marked by when concrete is poured into the ground—to when it starts generating electricity. But one cannot go from deciding to build a reactor to pouring concrete in the ground overnight. It takes about five to ten years needed before the physical activities involved in building a reactor to obtain the environmental permits, and the safety evaluations, carry out public hearings (at least where they are held), and, most importantly, raise the tens of billions of dollars needed. Thus, even the “meaningfully shortened timeline” will mean upwards of a decade.
Going by the aftermath of the Deepseek, the AI and data center driven energy demand bubble seems to have crashed on a timeline far shorter than even that supposedly “meaningfully shortened timeline”. There is good reason to expect that this AI bubble wasn’t going to last, for there was no real business case to allow for the investment of billions. What DeepSeek did was to also show that the billions weren’t needed. As Emily Bender, a computer scientist who co-authored the famous paper about large language models that coined the term stochastic parrots, put it: “The emperor still has no clothes, but it’s very distressing to the emperor that their non-clothes can be made so much more cheaply.”
But utility companies are not giving up. At a recent meeting organized by the Nuclear Energy Institute, the lobbying organization for the nuclear industry, the Chief Financial Officer of Constellation Energy, the company owning the most nuclear reactors in the United States, admitted that the DeepSeek announcement “wasn’t a fun day” but maintained that it does not “change the demand outlook for power from the data economy. It’s going to come.” Likewise, during an “earnings call” earlier in February, Duke Energy President Harry Sideris maintained that data center hyperscalers are “full speed ahead”.
Looking Deeper
Such repetition, even in the face of profound questions about whether such a growth will occur, is to be expected, for it is key to the stock price evaluations and market capitalizations of these companies. The constant reiteration of the need for more and more electricity and other resources also adopts other narrative devices shown to be effective in a wide variety of settings, for example, pointing to the possibility that China would take the lead in some technological field or the other, and explicitly or implicitly arguing how utterly unacceptable that state of affairs would be. Never asking whether it even matters who wins this race for AI. These tropes and assertions about running out of power contribute to creating the economic equivalent of what Stuart Hall termed “moral panic”, thus allowing possible opposition to be overruled.
One effect of this slew of propaganda has been the near silence on the question of whether such growth of data centers or AI is desirable, even though there is ample evidence of the enormous environmental impacts of developing AI and building hyperscale data centers. Or for that matter the desirability of nuclear power.
As Lewis Mumford once despaired: “our technocrats are so committed to the worship of the sacred cow of technology that they say in effect: Let the machine prevail, though the earth be poisoned, the air be polluted, the food and water be contaminated, and mankind itself be condemned to a dreary and useless life, on a planet no more fit to support life than the sterile surface of the moon”.
But, of course, we live in a time of monsters. At a time when the levers of power are wielded by a megalomaniac who would like to colonize Mars, and despoil its already sterile environment.
Previously, anthropogenic ecological overshoot has been identified as a fundamental cause of the myriad symptoms we see around the globe today from biodiversity loss and ocean acidification to the disturbing rise in novel entities and climate change. In the present paper, we have examined this more deeply, and explore the behavioural drivers of overshoot, providing evidence that overshoot is itself a symptom of a deeper, more subversive modern crisis of human behaviour. We work to name and frame this crisis as ‘the Human Behavioural Crisis’ and propose the crisis be recognised globally as a critical intervention point for tackling ecological overshoot. We demonstrate how current interventions are largely physical, resource intensive, slow-moving and focused on addressing the symptoms of ecological overshoot (such as climate change) rather than the distal cause (maladaptive behaviours). We argue that even in the best-case scenarios, symptom-level interventions are unlikely to avoid catastrophe or achieve more than ephemeral progress. We explore three drivers of the behavioural crisis in depth: economic growth; marketing; and pronatalism. These three drivers directly impact the three ‘levers’ of overshoot: consumption, waste and population. We demonstrate how the maladaptive behaviours of overshoot stemming from these three drivers have been catalysed and perpetuated by the intentional exploitation of previously adaptive human impulses. In the final sections of this paper, we propose an interdisciplinary emergency response to the behavioural crisis by, amongst other things, the shifting of social norms relating to reproduction, consumption and waste. We seek to highlight a critical disconnect that is an ongoing societal gulf in communication between those that know such as scientists working within limits to growth, and those members of the citizenry, largely influenced by social scientists and industry, that must act.

Introduction
Modern humans and millions of other species face an unprecedented number of existential threats due to anthropogenic impacts exceeding our planet’s boundaries. We are in dangerous territory with instability in the known realms of biosphere integrity, land system change and novel entities such as plastics and synthetic toxins, climate change, freshwater change and biogeochemical flows.
Considering the dynamic, closed and interconnected nature of Earth’s systems together, these threats pose an increasingly catastrophic risk to all complex life on Earth. Many scientists privately believe it to be already too late to avoid the tipping points that will trigger devastating and irreversible feedback loops.
It is increasingly acknowledged that all of these threats are symptoms of anthropogenic ecological overshoot. Overshoot is defined as the human consumption of natural resources at rates faster than they can be replenished, and entropic waste production in excess of the Earth’s assimilative and processing capacity.
In this paper, we explore the behavioural drivers of overshoot, providing evidence that overshoot is itself a symptom of a deeper, more subversive modern crisis of human behaviour. We work to name and frame this crisis as ‘the Human Behavioural Crisis’ and propose the crisis be recognised globally as a critical intervention point for tackling ecological overshoot. In the final sections of this paper, we propose an interdisciplinary emergency response to the behavioural crisis by, amongst other things, the shifting of social norms relating to reproduction, consumption and waste. We seek to highlight a critical disconnect that is an ongoing societal gulf in communication between those that know such as scientists working within limits to growth, and those members of the citizenry, largely influenced by social scientists and industry, that must act.
Scientists working in limits to growth must join forces with social scientists not only in academia but critically with the non-academic practitioners of applied social and behavioural science. Not only are such practitioners demonstrated masters in the theory of driving behaviour change but crucially also masters of the practical implementation of that theory in the real world.
Lastly, we will provide a possible frame through which to view our species’ ability to consciously drive large-scale behavioural change as an opportunity unavailable to most other species. An implementation of such a framework limiting widespread maladaptive behavioural manipulation may ensure human appetites remain within planetary boundaries, and be key in unlocking a truly prosperous and sustainable future for H. sapiens on Earth.
This paper is not intended to be an exhaustive roadmap to address the behavioural crisis, instead it should be taken as a call to action for interdisciplinary collaboration to achieve just that.
Scope
In this paper, aside from reproductive behaviours which we mention below, our focus is largely confined to socially constructed attitudes, values and behaviours that encourage unnecessary personal consumption, and which have led the world into a state of overshoot.
This focus is critical because, to date, a mere quarter of humanity – the wealthy quarter – is responsible for 74% of excess energy and material use. This, when taken alone, is sufficient to propel the human enterprise into overshoot.
Meanwhile, the quarter of the global population who live below the USD $3.65 poverty line, and the almost half, 47%, who live below the USD $6.85 poverty line9 aspire to achieve equivalent high-end lifestyles, encouraged, in part, by the constant barrage of advertising. To achieve this would certainly increase greenhouse gas emissions, deplete many essential renewable resources from fish-stocks to arable soils and strain global life-support to breaking point, including the risk of triggering runaway hothouse Earth conditions.
We acknowledge that there are many other relevant behaviours and considerations, including genetic pre-dispositions to consume, the role of temporal, spatial and social discounting, socio-political factors (e.g. status hierarchies) and even addiction to conspicuous consumption.
Repeated rewarding experiences help shape the synaptic circuits of the developing brain, predisposing the individual to seek out similar experiences that reinforce the already preformed circuits and to deny or reject contrary inclinations or information.11
We also acknowledge that part of our focus, on media and marketing manipulation, is just one example of how intentional behavioural manipulation undermines planetary and social health. There certainly are other examples – such as how firms and governments limit more sustainable options either by design or consequence. In essence, power dynamics in society underlie the manipulation of needs, wants and desires. This is crucial for understanding how our human predisposition for potentially maladaptive behaviours has been twisted to become actually maladaptive. While we humans are fully capable of regulating ourselves, power dynamics in societies often overcome this. Better understanding this within different societies, and how it perpetuates our ‘polycrises’, will help us move into a wiser and more sustainable civilisation.
In regards to reproductive behaviours, population growth plays, and will continue to play, a significant role in ecological overshoot. Across the globe, the middle class is the fastest-growing segment of the population, projected to grow another billion to reach 5 billion by 2030. Over the coming decades, the majority of projected population growth will be concentrated in the developing world, where the average standard of living must be raised through increases in per-capita consumption. As a result, however, their ecological footprints are likely to increase towards those of the Global North.
Proponents of ‘green growth’ may argue that there is a way to avoid this, however, ‘the burden of proof rests on decoupling advocates’.
To avoid ecological breakdown ‘incrementalist propositions along the lines of green growth and green consumerism are inadequate. The ideals of sufficiency, material thresholds and economic equality that underpin the current modelling are incompatible with the economic norms of the present, where unemployment and vast inequalities are systematic requirements, waste is often considered economically efficient (due to brand-protection, planned obsolescence, etc.) and the indefinite pursuit of economic growth is necessary for political and economic stability’.
Even the relatively conservative IPCC views population growth as a significant factor in climate change (a single symptom of ecological overshoot). Additionally, a recent paper found that population growth has cancelled out most climate gains from renewables and efficiency from the last three decades. For these reasons and more, we have not gone into detail on certain aspects of population dynamics. Instead, we have rooted this paper in ecological economics where population – at any level – plays an important role.
We call for additional research to develop a full understanding of the many dimensions of the behavioural crisis and how we can best address it.
Previous scientists’ warnings
The initial ‘World Scientists’ Warning to Humanity’ was published in 1992, starkly emphasising the collision between human demands and the regenerative capacity of the biosphere. It was followed by a further report, ‘World Scientists’ Warning to Humanity: A Second Notice’ which confirmed that the intervening 25 years had merely accelerated environmental destruction driven by a global population increasing by more than 40% – some 2 billion humans. The ‘World Scientists’ Warning of a Climate Emergency’ report, so far endorsed by 14,859 scientists from 158 countries, proposed a range of measures for restoring and protecting natural ecosystems, conserving energy, reducing pollutants, reducing food waste, adopting more plant-based diets, stabilising population and reforming the global economy.
Subsequent warnings from the scientific community have added to the evidence of overshoot including insect extinctions, the impact of climate change on microorganisms, the freshwater biodiversity crisis, endangered food webs, invasive alien species, the degradation of large lakes, the illegal/unsustainable wildlife trade, the role of affluence, tree extinctions, an imperilled ocean, and population growth as a specific driver. These papers are gathered on the Alliance of World Scientists website.
Despite so many warnings, there has been a marked lack of action, driving several of us to co-author a ‘World Scientists’ Warnings into Action, Local to Global’ paper, so far endorsed by over 3,000 scientists from more than 110 nations, to set out a framework for concrete action to curb our hyper-consumption of resources. This paper focused on the same six key issues (energy, pollutants, nature, food systems, population and the economy, plus governance and leadership), and on three timelines to 2026, 2030 and 2050. None of the key issues identified by the authors are isolated problems; they are all symptoms of human ecological overshoot.
In the present paper, we contend that an underlying behavioural crisis lies at the root of ‘overshoot’ and probe the implications for humanity if we are to retain a habitable planet and civilisation. While human behaviours were implicit in the various world scientists’ warnings, we believe they need explicit attention and concerted emergency action in order to avoid a ghastly future.
Human behaviour drives overshoot
The main drivers of anthropogenic ecological overshoot are human behaviours and cultures relating to consumption and population dynamics. These two factors are mathematically, though certainly not linearly, related. Like other species, H. sapiens is capable of exponential population growth (positive feedback) but until recently, major expansions of the human enterprise, including increases in consumption and waste, were held in check by negative feedback – e.g. resource shortages, competition and disease – which naturally curbed continued population growth.
H. sapiens took around 250,000 years to reach a global population of 1 billion in 1820, and just over 200 years to go from 1 billion to 8 billion. This was largely made possible by our species’ access to cheap, easy, exosomatic energy, mainly fossil fuels. Fossil fuels enabled us to reduce negative feedback (e.g. food shortages) and thus delay and evade the consequences of surpassing natural limits. In that same 200 year period, fossil energy (FF) use increased 1300-fold, fueling a 100-fold increase in real gross world product, i.e. consumption, and the human enterprise is still expanding exponentially. We are arguably in the late boom phase of a one-off boom-bust cycle that is driving us rapidly beyond the safe harbour of planetary boundaries towards chaotic collapse and worse.

In this paper, we use the term ‘behavioural crisis’ specifically to mean the consequences of the innate suite of human behaviours that were once adaptive in early hominid evolution, but have now been exploited to serve the global industrial economy. This exploitation has accumulated financial capital – sometimes to absurd levels – for investors and shareholders, and generated manufactured capital (‘human-made mass’) that now exceeds the biomass of all living things on Earth. Significantly manipulated by the marketing industry, which several of us represent, these behaviours have now brought humanity to the point where their sheer scale – through our numbers, appetites and technologies – is driving ecological overshoot and threatening the fabric of complex life on earth.
These behaviours are related to our previously highly adaptive, but now self-defeating, impulses to:
• seek pleasure and avoid pain;
• acquire, amass and defend resources from competitors;
• display dominance, status or sex appeal through size, beauty, physicality, aggression and/or ornamentation;
• procrastinate rather than act whenever action does not have an immediate survival benefit particularly for ourselves, close relatives and our home territories (humans are innate temporal, social and spatial discounters).
Many of our continuing environmental and societal challenges arise from these hijacked impulses. In a global economy that strives to create and meet burgeoning demand, rather than fairly and judiciously apportioning supply, these behaviours are collectively highly maladaptive, even suicidal for humanity.
Drivers of overshoot behaviour
The evolutionary drive to acquire resources is by no means exclusive to the human animal. In H. sapiens however, the behaviours of overshoot are now actively promoted and exacerbated by social, economic and political norms largely through the intentional, almost completely unimpeded exploitation of human psychological predispositions and biases. Here, we explore what we consider to be three critical drivers in the creation and continuation of the human behavioural crisis.
Economic growth
Economists define the ‘economy’ as all those organised activities and behaviours associated with the production, allocation, exchange and consumption of the valuable (scarce) goods and services required to meet the needs and wants of the participating population. But this is a simplistic, limited definition. An ecologist might describe the economy as that set of behaviours and activities by which humans interact with their biophysical environment (the ecosphere) to acquire the material resources required for life, and to dispose of the waste materials that result from both our biological and industrial metabolisms. Economic accounts should therefore record all the energy and material ‘throughput’ from the natural world through the human subsystem and back into nature; they should even account for those produced goods that do not enter formal markets, as these add to gross material consumption. In other words, human economic behaviour helps define the human ecological niche, the role H. sapiensplays in interacting with, and altering the structure, function and species composition of, the ecosystems of which we are a part. From this perspective, economics really should be human ecology. But it is not.
Today’s dominant neoliberal economics conceives of the economy as a self-generating ‘circular-flow of exchange (monetary) value’ that operates separately from, and essentially independent of, the natural environment. We generally measure the scale of economic activity in terms of gross national product, i.e. the abstract monetary value of final goods and services produced in a country in a specified time period. Physical natural resources (i.e. ‘the environment’) are seen as merely one of several interchangeable ‘factors of production;’ should a particular resource become scarce, we need only increase the input of other factors (capital, labour, knowledge) or depend on rising prices to stimulate some engineer to find a substitute.
The same simplistic thinking conceives of humans as self-interested utility maximisers (i.e. ‘consumers’) with unlimited material demands and no attachment to family or community. It was easy for modern techno-industrial society to make the leap from believing that the economy is untethered from nature, people essentially insatiable and human ingenuity unbounded, to accepting the notion of unlimited economic growth fostered by continuous technological progress. This helps explain why real gross world product has ballooned 100-fold, and average per capita income (consumption) has increased by a factor of 14 (twice that in wealthy countries) since the early 1800s.
Interestingly, most people seem unaware that this explosion was made possible not only by improving population health but, more importantly, through technologies that use fossil fuels – coal, oil and natural gas. Fossil energy is still the dominant means – 81% of primary energy in 2022 – by which humans acquire sufficient food and other resources to grow and maintain the human enterprise. Between 1800 and 2021, global FF use increased by a factor of 1,402, from just 97 TWh to 136,018 TWh. The average world citizen today uses 175 times as much FF as his/her counterpart in 1800. Remarkably, we humans have burned half the FFs ever consumed and emitted half our total fossil carbon wastes in just the past 30 years
Marketing
Up until the early twentieth century, marketers focused on functional differentiation.
The effectiveness of their work was largely contingent on its ability to ‘spotlight’ functional reasons to buy specific products when people needed them. In essence, the role of marketing was to connect functionally differentiated products with willing buyers. As markets matured, however, competition intensified, and businesses looked to find better ways to differentiate themselves beyond the purely functional.
Around this time, Sigmund Freud’s nephew, Edward Bernays, began experimenting with his uncle’s psychoanalysis work to develop techniques for widespread behavioural manipulation. Bernays later termed this The Engineering of Consent, describing it as the ‘use of an engineering approach – that is, action based only on thorough knowledge of the situation and on the application of scientific principles and tried practices to the task of getting people to support ideas and programs’. Bernays successfully commercialised his work and is commonly regarded as one of the founders of the public relations industry. This novel approach, along with others developed in advertising agencies around the globe, proved highly influential on the way products were marketed and sold to consumers.
Suddenly, marketing effectiveness was no longer determined by its ability to ‘raise awareness’ or harvest existing demand but by its ability to deepen and diversify the needs and wants that could be met through personal consumption. This paradigm shift meant that business growth was no longer constrained by people’s mere biological requirements, it could instead be unlocked by attaching greater meaning to an effectively infinite number of market offerings.
In this brave new world of unchecked business growth, multinationals were no longer marketing hygienic toothpaste, but a mint-flavoured confidence boost – a maintenance purchase was suddenly something that could make you feel more attractive. Cars were no longer being sold based on their functional superiority (i.e. space, speed, comfort, price), but by what they suggested about you as a person (i.e. status, sexiness, rebelliousness, appetite for adventure).
In an era saturated by brands and marketing, consumption has become less reflective of our physical needs and more reflective of our runaway psychology. For example, we may buy to boost our mood, reinforce our identity or elevate our social status above others.
The targeting of consumers has become increasingly effective through the collection and use of data and analytics. The collection and sale of individuals’ personal data is rampant. Unsurprisingly, tech giants like Google and Facebook are amongst the most active in this space. These companies track and sell not only what consumers view online but also their real-world locations through what is known as RTB (Real-Time Bidding).
In the US, users’ personal online data is tracked and shared 294 billion times each day (for your average American, that’s 747 times per day). In Europe, that figure was found to be 197 billion times (Google alone shares this personal data about its German users 19.6 million times per minute). Combined that’s 178 trillion times per annum. All this leads to incredibly detailed data about individual user behaviours and preferences. In fact, a 2017 report found that by the time a US child reaches 13 years old, Ad Tech companies hold an average of 72 million data points on that child.
The subsequent egregious overconsumption, which in combination with the resulting creation of waste, disproportionately multiplied by population, gives the wealthy a far greater negative environmental impact than the poor. Individuals with incomes in the top 10% are now responsible for 25–43% of environmental impact and 47% of CO2 emissions, while the bottom 10% contribute just 3–5% of environmental impact, and the bottom 50% contribute only 10% of CO2 emissions. A recent report found the top 20 wealthiest individuals on Earth produce 8000 times the carbon emissions of the poorest billion people.
For sustainability, reductions in FF and material consumption between 40% and 90% are necessary. This may seem unattainable without a proportionate loss in living standards; however, affluent countries exist far beyond sufficiency. In fact, ‘the drastic increases in societies’ energy use seen in recent decades have, beyond a certain point, had no benefit for the well-being of their populations – social returns on energy consumption per capita become increasingly marginal’. As such, multiple studies now demonstrate per-capita energy consumption in many affluent countries could be decreased substantially and quality living standards still maintained.
Pronatalism
Reproductive decision-making is assumed to be a largely personal choice, free from the constraints of cultural and institutional norms. As a result, discussion of reproduction as it relates to environmental degradation and ecological overshoot is often met with concern regarding impingement of people’s personal desires, rights and actions. However, human reproductive behaviours, like most other behaviours, are greatly influenced by cultural norms and institutional policies and deserve to be investigated critically.
Pronatalism is a set of social and institutional pressures placed on people to have children, often driven by forces such as patriarchy, religion, nationalism, militarism and capitalism. Pronatalism exerts enormous influence on people and their choices.
• Positive feedback is often expressed through glorification of motherhood and large families, financial incentives and subsidies for childbearing, including through assisted reproductive technologies.
• Negative feedback is expressed through stigmatisation of use of contraceptives, abortion and lifepaths that do not fit dominant cultural narratives, such as single adults, childless and childfree people, LGBTQIA+ people, adoptive families, those who regret parenthood or those who do not have the ‘right’ number of children.
Depending on the degree of patriarchal and institutional control in a given culture, stigma can take the form of physical and emotional abuse, divorce, economic marginalisation and social ostracisation. The degree of policing individual parenting choices strongly determines the degree of conformity by individuals in a culture or community. This explains why women’s stated preferences for number and timing of children vary in accordance with the norms of the community in which they reside.
Anthropological studies of later hunter-gathering societies as well as evidence of very early agricultural groups show that the shift to settlement societies led to a systematic diminution of female status, as women went from being active gatherers of food to being relegated to the home sphere, as males dominated the fields. The subsequent rise in population, cities and tribal conflict over land and power created the need for more laborers and warriors, which raised the value of women as child bearers to the exclusion of other roles, thereby underpinning the beginnings of pronatalism.
Due to the dangers associated with pregnancy and childbirth, as well as the laborious process of child-rearing, certain ‘social devices’ had to be employed to make reproduction appear more desirable, thereby population increase would offset the wastage of war and disease. Social devices including the institutions of law, religion, media, education and medicine were used to promote and reinforce the universal idealisation of pregnancy and motherhood.
Over the last 200 years, improvements in public health, medicine, disease control and sanitation – all of which occurred on the back of fossil-fuelled industrialisation – significantly lowered the risk of dying, especially amongst children, leading to unprecedented growth in the human population. Pronatalism remains deeply embedded within institutional policies and norms that glorify and reward reproduction to serve external demographic goals – capitalism, religion, ethnocentrism and militarism amongst others.
Despite great advances in gender equality and opportunities for women in education and the economy over the last several decades, pronatalism remains a strong pillar in many societies. Most religious traditions have strong pronatalist teachings and scriptural mandates to ‘be fruitful and multiply’, further buttressed through misinformation about contraceptives and abortion, and proscriptions on their use. Economists, political leaders and corporate elites regularly argue that keeping fertility high ensures a steady supply of workers, consumers and taxpayers, while generating a larger pool of potential inventors.
Neoliberal economic interests are also enacted through popular media and culture that perpetuate pronatalist narratives. From product advertising and women’s magazines glorifying motherhood, and celebrity gossip fixation on the ‘biological clock’ and ‘baby bump’, to popular movies and television programmes that use pregnancy to ‘complete’ the character arc of a protagonist. The marketing, media and entertainment industries exert an enormous influence on people’s reproductive decision-making.
Meanwhile, neoliberal feminism – feminism of the privileged colonised by neoliberal ideology – seeks to advance political goals and enhance market value and has only reinforced the mandatory-motherhood narrative by advocating for women to ‘have it all’, a goal unattainable for the majority of women around the world. This new form of feminism has conveniently been exploited by the assisted reproductive technology industry, growing annually by 9%, with projected growth to a global $41 billion industry by 2026 to market medically dubious technologies such as egg freezing to increasingly younger women.
Concerns about overpopulation in this century led authorities and advocates to institute campaigns and policies to reduce fertility rates. The majority of these policies, which employed measures to combat pronatalism by providing women the means to control their own fertility through access to education and family planning, proved extremely effective. Countries as diverse as Thailand, Indonesia and Iran saw their fertility rates drop from over six to under two in a matter of decades. On the other hand, coercive policies such as China’s one-child policy, and forced abortion and sterilisation campaigns in Puerto Rico and India, not only led to egregious violations of human and reproductive rights but they also backfired. They created the disastrous legacy of tainting all family-planning campaigns – including the majority that have focused on liberating women – with the blemish of coercion. These draconian measures not only led to widespread suspicion of any efforts towards population reduction and stabilisation but they also had the opposite effect of strengthening and legitimising the centuries-old form of reproductive control: pronatalism. Currently, half of all pregnancies globally are unintended and 257 million women are unable to manage their own fertility due to oppressive pronatalist norms within their communities.
Given that the number of children that women desire is largely a social construct within a hegemonic framework of pronatalism, we must create a new cultural landscape that illuminates the fertility levels that women anywhere in the world might truly desire outside this construct. Fertility trends in every geography where women have greater reproductive autonomy point towards a tendency for smaller families – a choice that has been described as women’s ‘latent desire’ for no or few children.
Addressing population growth, and the pronatalism that drives it, must become central to norm-shifting efforts in order to elevate reproductive rights while also promoting planetary health.
Tackling the behavioural crisis
Current interventions at the symptom-level often do more to maintain the status quo than to address the drivers of ecological overshoot. Accepted approaches are generally technological interventions requiring immense amounts of raw materials and generating proportional ecological damage. For example, the much-hyped wholesale transition of our energy systems from fossil fuels to renewables would require daunting levels of raw material and fossil fuels in a futile struggle to meet humanity’s ever-growing demands. Even if successful – which is not likely – the energy transition would address only a single symptom of ecological overshoot, likely worsening other symptoms significantly in the process. As noted earlier, it is humanity’s access to cheap, convenient energy that has allowed us to overshoot many planetary boundaries. Would anything else change simply because we substitute one form of energy for another?
Conversely, interventions addressing the behavioural crisis shift the focus from treating symptoms to treating the core cultural causes. Prioritising psycho-behavioural change over technological interventions may also have greater potential to relieve anthropogenic pressures on Earth. It would certainly greatly reduce the fossil fuels and material extraction required to maintain the human enterprise. An example of an intervention at this level could be the intentional creation of new social norms for self-identity to change human behaviours relating to consumption, population and waste.
Paradoxically, the marketing, media and entertainment industries complicit in the creation and exacerbation of the behavioural crisis, may just be our best chance at avoiding ecological catastrophe. Storytelling shapes appetites and norms: in this paper, we focus largely on the marketing industry, but we believe it important to highlight the potential of the media and entertainment industries for addressing the behavioural crisis also. Modelling behaviour through entertainment can be an extremely powerful way of driving behavioural change. A real-world example of this can be seen through the telenovelas created by the Population Media Centre. PMC’s broadcasts have been remarkably successful in changing reproductive behaviours in many countries through the role modelling of small family norms, delaying marriage until adulthood, female education and the use of family planning. In Ethiopia, pre and post-broadcast quantitative surveys found that listeners were 5.4 times more likely than non-listeners to know at least three family planning methods. Married women who were listeners increased current use of modern family planning methods from 14% to 40%, while use amongst non-listeners increased less than half of that.
It is also worth noting that when it comes to addressing maladaptive behaviours in the current paradigm, there appears to be a focus on raising awareness and education under the arguable assumption that this will lead to the desired behavioural changes. While awareness and education certainly have important roles to play in combating ecological overshoot, they are relatively ineffective at driving behavioural change. Can the same behavioural mechanisms that built and fuelled our immense appetites bring them back within planetary limits to growth?
Lessons from the marketing industry
For more than 100 years, marketers, and recently behavioural scientists, have become proficient at influencing human desires, particularly consumer behaviour. The frameworks of persuasion they have developed could help bring humanity, and countless other species, back to safe harbour by reducing per capita consumption through the celebration of lives of sufficiency, and setting healthy reproductive norms, all without triggering feelings of loss or regret in the general populace.
Though good marketing may seem like black magic, and the exclusive domain of a select number of creative ‘gurus’, it is actually an accessible and highly replicable system of proven practices and principles crafted to influence behaviour.
Broadly speaking, marketers strive to influence individuals’ felt wants and purchasing patterns in one of two key ways: by changing an individual’s perceptions of a product or by changing the social context in which specific forms of consumption take place. It follows that the same strategies can be put to use to redirect consumers’ behaviour rather than reinforcing the present consumption-based crisis. An individual’s belief about a product or service’s value relies heavily on how it is ‘framed’.
Tversky and Kahneman have extensively demonstrated this framing effect, showing that people’s choices can be predictably shifted, not through changing the choices themselves, but by changing what consumers perceive as the salient qualities of available choices. For instance, advertising a yoghurt as 98% Fat Free is much more compelling than promoting the same product as containing only 2% milk-fat. Similarly, people who would be turned off by the promotion of a vegan diet may be completely receptive to the same regime when it is advertised as a plant-based or cholesterol-free diet.
Of the many ways to frame a new behavioural choice, the most successful will offer a clear and relevant benefit to switching. It is not, for instance, as effective to sell nicotine patches merely as a means to quit smoking as it is to promote them in terms of concrete personal benefits (e.g. better relationships, improved health, longer life, etc.). In short, if we were to effectively address the crisis of human behaviour, the desirable alternative behaviours (e.g. flying less, driving less, wasting less, having fewer children) must be creatively framed in ways that accentuate the benefits to the individual rather than highlight their personal sacrifices.
Human behaviour – like that of many other animals – is not driven merely by individual perceptions and values but also by the social context and system in which it occurs. In regards to the former, we act in ways that advertise our wealth, sexual prowess or social status. Much like the peacock with its ornate tail or the stotting Springbok, humans have developed species-specific signals to demonstrate particular attributes or qualities to others.
While the intent of these signals remains largely the same across cultures and over time (i.e. to establish status, attractiveness, dominance, trustworthiness, etc.) the physical means of expression is constantly changing (e.g. from precious gold, silk or ivory in preindustrial times to the prestige automobiles and expensive sound equipment in the 1980s, to the high-end computers, iPhones and understated Airpods of the 2000s). By better understanding what values and qualities people are trying to signal about themselves, we can design alternative perceptual framing that results in dramatically altered behaviour. For example, in one highly successful Australian road safety campaign, a team of marketers was able to effectively reframe the meaning of dangerous high-speed driving from signalling ‘masculine bravery’ to signalling ‘masculine insecurity’. Similarly, between 1979 and 2012, strategic efforts were made to reduce the practice of driving while under the influence of alcohol in the UK. Through decades of targeted marketing, community advocacy and police enforcement, the dangerous behaviour was successfully transformed from exceptionally commonplace (i.e. performed by over half the male driving population) to exceptionally rare (i.e. viewed as unacceptable by 92% of the population).
This idea of signalling becomes particularly significant in light of the disproportionately negative impact that wealthy people have on the ecosphere through ‘conspicuous consumption’. While wasteful excess has historically been a reliable cross-cultural signal of social status, there is now promising evidence that this too is amenable to change in response to increasing eco-consciousness. Recent studies have pointed to a counter-signalling effect amongst wealthier populations, wherein more status is actually conferred to those who consciously try to impress by consuming less (e.g. driving modest cars, taking transit, wearing clothes from the thrift store, etc.). By developing ways to positively socialise responsible behaviour, we can help people maintain their sense of self-worth and social status while reducing their contribution to ecological overshoot.
Although social norms may be shifting slightly in the right direction amongst the wealthy, such a values revolution is unlikely to occur in a time frame rapid enough to restore humanity to a survivable limits to growth scenario. In order to effect the rapid changes necessary to secure our long-term survival, we must consider how marketing, behavioural science and other direct instruments of social influence, including but not limited to the media and entertainment industries, might be used in an emergency response to accelerate the process. At the same time, we must find ways to support the billions of individuals who are greatly in need of increases in consumption to do so without inducing further planetary harm.
While the stigmatisation of ‘driving under the influence’ took decades, recent developments in social networks theory have shown that comparable changes are possible within a timescale of years. With a concerted, multidisciplinary effort by the aforementioned industries, radical change would likely be possible even sooner. The concept of the social ‘tipping point’ shows that as a belief or value spreads through a population, there is a catalytic threshold beyond which there is accelerated widespread adoption of that belief. Evidence suggests that this ‘tipping point’ can occur after just 25% of a study population has accepted the belief as a new norm. This finding may be highly relevant to negate our behavioural crisis in an effective time frame.
Conceivably, there may be a ‘tipping point’ in social acceptance of the values associated with degrowth, where they are likely to become positively reinforced through various forms of media and entertainment without conscious participation. We urgently call for an emergency, concerted, multidisciplinary effort to target the populations and value levers most likely to produce the threshold effect, and catalyse rapid global adoption of new consumption, reproduction and waste norms congruent with the survival of complex life on Earth.
Directing and policing widespread behaviour manipulation
Behavioural manipulation has been intentionally used for nefarious purposes before, and as we’ve just explored, has played a critical role in the creation of the behavioural crisis and consequential ecological overshoot. Eco-centric behaviour is the heart of any sustainable future humanity might wish to achieve. Moreover, we are at a crossroads, with three paths ahead:
• We can choose to continue using behavioural manipulation to deepen our dilemma,
• We can choose to ignore it and leave it to chance, or
• We can use an opportunity that almost no other species has had and consciously steer our collective behaviours to conform to the natural laws that bind all life on Earth.
This raises ethical questions, for example, who is worthy of wielding such power? At present, the answer is anyone with the necessary influence or financial means to exploit it. However, we should not entrust this to any individual human, company, government or industry. Instead, any continued use of widespread behavioural manipulation should be firmly bound by, and anchored within a framework built upon the laws of the natural world, as well as the science on limits to growth.
We urgently call for increased interdisciplinary work to be carried out in directing, understanding and policing widespread behaviour manipulation.
Conclusion
In summary, the evidence indicates that anthropogenic ecological overshoot stems from a crisis of maladaptive human behaviours. While the behaviours generating overshoot were once adaptive for H. sapiens, they have been distorted and extended to the point where they now threaten the fabric of complex life on Earth. Simply, we are trapped in a system built to encourage growth and appetites that will end us.
The current emphasis for overshoot intervention is resource intensive (e.g. the global transition to renewable energy) and single-symptom focused. Indeed, most mainstream attention and investment is directed towards mitigating and adapting to climate change. Even if this narrow intervention is successful, it will not resolve the meta-crisis of ecological overshoot, in fact, with many of the current resource-intensive interventions, it is likely to make matters worse. Psychological interventions are likely to prove far less resource-intensive and more effective than physical ones.
• We call for increased attention on the behavioural crisis as a critical intervention point for addressing overshoot and its myriad symptoms.
• We advocate increased interdisciplinary collaboration between the social and behavioural science theorists and practitioners, advised by scientists working on limits to growth and planetary boundaries.
• We call for additional research to develop a full understanding of the many dimensions of the behavioural crisis (including the overwhelming influence of power structures) and how we can best address it.
• We call for an emergency, concerted, multidisciplinary effort to target the populations and value levers most likely to produce rapid global adoption of new consumption, reproduction and waste norms congruent with the survival of complex life on Earth.
• We call for increased interdisciplinary work to be carried out in directing, understanding and policing widespread behaviour manipulation.
The clock is ticking not only because the health of the natural systems upon which we are utterly dependent is deteriorating but also because broadscale interventions are only possible when a society holds together and is capable of coherent action. As the effects of overshoot worsen, the likelihood of societal breakdown increases. We still have an opportunity to be proactive and utilise the intact systems we have in place to deliver a framework for shifting social norms and other necessities for addressing the behavioural crisis. However, the day may come when societal breakdown will make intervention impossible, locking the planet into an unguided recovery that may salvage much of ‘nature’ but be inhospitable to human life.
Editor’s note: We can no longer continue to deny the evidence. We are living through the end stage of the Pyrocene. We have hit rock bottom and are seeking solutions from anywhere else but to slow down. Unfortunately, the necessary change will not come from us, rather something external will bring us down. Ancestral Future’, a book by Ailton Krenak, the first Indigenous person elected to join the Academia Brasileira de Letras (Brazilian Academy of Letters), was published in English on July 30, 2024.
An Indigenous leader, environmentalist, philosopher, poet and writer, Krenak advocates for a paradigm shift away from modern Western notions of progress, development and unrestrained economic growth that are the root cause of global challenges like climate change and biodiversity loss.
He says he believes we can change course and that several possible sustainable futures exist if humanity reconnects with ancient wisdom, recognizes Earth as a living organism and lives in harmony with nature.
In this interview, Krenak discusses his newly translated book and what he thinks our possible futures look like.
For decades, scientists have been warning that the world is heading toward catastrophic scenarios due to climate change. But Ailton Krenak refuses to think about an apocalypse. On the contrary, he argues that there are several possible futures — but they will only be achievable when we realize that “being is more important than having.”
For the Brazilian Indigenous leader, environmentalist, philosopher, poet and writer, Western society is facing an urgent need for a paradigm shift that challenges the ideas of progress and development themselves.
“I’m not a pessimist, but I’m sure that the only way to move forward in this world is to reconnect with ancient wisdom. We have long been divorced from this living organism that is the Earth,” Krenak said in an interview with Mongabay.
Born in Itabirinha, in the state of Minas Gerais, the 71-year-old Indigenous leader has been a prominent figure and an advocate for Indigenous rights for decades. In the late ‘80s, he became famous for his appearance at Brazil’s National Constituent Assembly, where he functioned as a representative of Indigenous peoples in constitutional debates.
While giving his speech at the Congress in 1987, he stood on a platform, in front of those who threatened the land rights and culture of Indigenous peoples, and painted his face in black jenipapo paste (from the genipap fruit, Genipa americana). It was a form of protest against the setbacks and violent attacks on his rights and those of his Krenak relatives by the Brazilian dictatorship. The following year, a new Constitution was put into law, establishing fundamental rights for Brazil’s Indigenous peoples for the first time in history.
From then on, Krenak’s efforts to raise awareness around the world about the need to rescue ancestral values intensified. His profound ideas have been disseminated through lectures, educational courses and articles. He has been awarded with honorary doctorates from three esteemed Brazilian universities, published more than 15 books — some of them have been translated into more than 13 languages. And, in 2024, he became the first Indigenous person elected to join the Academia Brasileira de Letras (Brazilian Academy of Letters).
Well known for thinking outside the box and being provocative, Krenak has a deeply skeptical view of capitalist progress and agues it devalues the natural world. He says he believes humanity is facing an urgent need to reconnect with the biocentric approach that dethrones humanity from its pedestal and roots us back to our origin. This is the main argument of his most recent book, Ancestral Future. Published in Portuguese in 2022, it is a compilation of five essays in which Krenak deals with the preservation of rivers as a way of conserving the future. The English translation of the book is now available and was published on July 30.
To mark the new release of his translated book, Mongabay spoke with the Indigenous academic by phone for more than an hour about spirituality, modern Western society, ancestral values and his ideas for possible futures.
Mongabay: In your books and lectures, you advocate for an eco-centric perspective that recognizes intrinsic value in all life forms and seeks to de-emphasize human prominence. This is similar to how many Indigenous peoples live, but it is very distant from modern Western mentality, which centers humans and treats nature primarily as a resource. Why do you believe this radical paradigm shift in the Western world is so urgent and necessary?
Ailton Krenak: We are all experiencing a rupture in our sense of belonging to life. We are now perceiving everything as a threat: rains, floods, temperatures. But we don’t realize that what we are experiencing is the fever of the planet. This is the Earth responding to human actions that have long placed us at the center. It is what scientists define as the ‘Anthropocene,’ a theory suggesting that human activities have profoundly altered the functioning of the planet and that could mark a new geological era.
This scares us because we’re not accustomed to not having control over the planet. We struggle to accept that the Earth is a living, intelligent organism that cannot be subjected to anthropocentric logic. Yet, this reality asserts itself, and that’s why we live in constant tension. What we are experiencing today is a phenomenon of the 21st century, arising because we treated the 20th century as if it were a period where we could be on an industrial binge on the planet.

Mongabay: Do you mean by ‘living irresponsibly’?
Ailton Krenak: Yes. The 20th century was very prosperous. The world experienced what the United Nations and other major organizations called global development, which resulted in the term ‘globalization.’ We spent the 20th century euphoric with this idea of a global village. But no one paid attention that if harm came to this village, everyone would be affected. The idea of a single global economy resulted in finance capitalism, which we experience today, which is an unsustainable way of living.
It’s frightening to observe that today, wealth isn’t where valuable things are. It’s not where rivers, mountains or forests are. It’s in large cities, in major industries. We’ve become accustomed to a false sense of well-being.
This Western worldview is very different, for example, from that of the Indigenous peoples of the Andes mountains in South America. They have been living for centuries under the concept of buen vivir or ‘good living,’ questioning the prevalent economic development narratives and recognizing humans as part of the natural world. Good Living is a translation of the Quechan phrase sumaq kawsay. Sumaq means plenitude and kawsay means living. This is what I call a cosmovision, a lifestyle that considers only what the land has to offer us in the place we live in. For many peoples, this perspective has been sufficient for thousands of years. The idea of wealth is perceived differently — not from the experience of having things, but from belonging to a place. I see life on Earth as a cosmic dance. But this is only possible in communities that have this ancestral wisdom, that have managed to persevere with the Earth.
Mongabay: And why have modern Western societies moved so far away from this way of life?
Ailton Krenak: Western society has long been divorced from this living organism that is the Earth. This divorce from interconnection with Mother Earth has left us orphans. While humanity is moving away from its place, a bunch of big corporations are taking over and subjugating the planet: destroying forests, mountains and turning everything into merchandise.
In the West, what we experience is the constant stimulus to have, to buy, but not to be. If we look at human history, we see that it is impossible for everyone to have everything. When a few have a lot, thousands of others are materially poor. This is very easy to understand but very difficult to accept. Propaganda does that to us. More than a hundred years ago, when Henry Ford discovered that he could awaken everyone’s desire to own a car, he made the first billboard of a car with a slogan that said something like, ‘You will have one.’ That was the most disgraceful promise anyone has ever made to humanity. Fordism created the illusion that we can mass-produce the world. We have become a huge crowd of people wanting the same things.
I honestly don’t know if we will be able to reeducate ourselves for a world where what matters is life and the quality of life. It is not the clothes you wear or how much money you can show off. We are hostages of a broad and socially experienced condition that is an illusion. This results in tragedies, and they are everywhere. A river that you destroy never comes back. A mountain that you cut down to make laminate turns into a plain.

Mongabay: What are the premises of this ‘ancestral way of life’ that need to be rescued to create possible futures?
Ailton Krenak: These cosmovisions are not theories, they cannot be presented in a literary work or in a document because they represent a way of being in the world. A collective way of living. If we were to answer in one sentence, it would be: We must learn to live with only what is necessary. In the children’s story The Jungle Book, all the creatures in the forest talk. At one point, the bear says to the boy that lives in the forest, ‘Only what is necessary, only what is necessary.’ It is beautiful because children understand what is necessary, but adults often do not. When we become adults, we go beyond the limits of what is necessary; we think we can force the Earth to give us what we want, not what it can sustainably provide. The phrase ‘only what is necessary’ is the first thing we will have to relearn. We have drawers to store everything we do not need. Maybe the first step is to imagine a world without drawers.
Mongabay: In 2024, you were elected to the Brazilian Academy of Letters and became the first Indigenous person to occupy a chair at the century-old institution. Do you consider this to be a sign that Indigenous culture and thoughts are beginning to be valued?
Ailton Krenak: I believe so. Indigenous literature is not only gaining relevance in Brazil but is also being translated in various countries. I believe this is likely because the Western repertoire has been exhausted. I see this movement as a desire to find some way out, a desire to think about the future. It’s as if we have hit rock bottom and are seeking solutions elsewhere.
For a long time, Brazilian educational institutions were subservient to European knowledge and literature. The majority still seek to transplant dominant thinking here. Brazil has not managed to shake off its ‘mongrel complex’ [an inferiority complex Brazilians feel in relation to the rest of the world] and continues to wait for a white boss to come and teach people how to live, even within the forest. Everyone, except for the deniers, knows that our modern relationship with nature is leading us to very difficult experiences in the coming years due to rising global temperatures.
If we are already highly vulnerable with current climate conditions, imagine when we reach temperatures unbearable for human life? We are undergoing changes that were not planned. We are experiencing a disruption within ourselves that was not programmed. If we wish to envision a future possibility, we need to put a limit on our relentless pursuit of development, of technology at any cost. This drive has been encouraged since childhood. You no longer see children building their own toys. In most schools, childhood is being shaped for a dystopian future, where toys are even influenced by the military industry. You see children playing with guns made out of plastic, pretending to kill each other. How can we cultivate a future like this? I understand that the world is realizing this is unsustainable and searching elsewhere for future possibilities.

Mongabay: Is it obsolete to think about economic development and growth in today’s world? Or can a cosmovision complement the idea of economic development?
Ailton Krenak: The planet’s economic development is what is destroying life on Earth. We do not need economic development anymore. The wealth of the world is at least 8-10 times bigger than what we actually need. There are about 110 armed conflicts happening worldwide because the military industry needs to produce weapons. War is what boosts the economy the most in the world. It’s not life, it’s war. We invest trillions in war, not in protecting biodiversity. The discourse of progress and development is foolish because if you ask where humans will get water and food for everyone, they will tell you it’s from the land, as there’s no other place to get it from. Yet, they persist in ignoring adequate policies for land access.
Before talking about more development, it would be necessary to consider greater engagement with environmental issues, territorial issues, land management and the privatization, destruction and degradation of river basins. Otherwise, it is unsustainable. This paradigm shift is needed. I thought humanity would begin to reconsider the idea of development and globalization after the tragedy of the COVID-19 pandemic because, as a global event, it paralyzed everyone. I thought we would emerge as better human beings from this horror. But I am impressed by how we have worsened.
Mongabay: How do we change this paradigm? The signs are all there that we are heading for trouble, yet it seems that nothing much is happening.
Ailton Krenak: We should be skeptical of any expert, philosopher or global leader who claims to have a solution, because it’s a lie. It took us a long time to build the scenario we find ourselves in, and we won’t be able to undo it with a magic wand. If we had learned anything from the pandemic, which was a global experience, we would have changed our behavior. For example, greenhouse gas emissions would have decreased. But nothing has changed.
That’s why I fear that what will provoke this change that we need will be something external, it will not come from us. It could be another virus, an extreme weather event. Something that collapses our ability to move, our ability to live as we do now. Perhaps then we will undergo a cognitive rupture that stops us from being this consumerist metastasis and leads us to experience another way of living. I believe we have reached our limit and will be thrust into a different situation, a different reality. This could be very tragic though.
Mongabay: This seems like a rather pessimistic view …
Ailton Krenak: Yeah, it seems like we’ve gathered here to talk about the apocalypse. I don’t want to nurture that feeling within myself, nor do I want to cultivate it in others as if it were a declaration of surrender, but we can’t continue to deny the evidence. If we have climate events altering the weather, why should we continue to overspend on things nobody needs? When I published the bookIdeas to Delay the End of the World, I announced my distrust of the idea that development and progress would be the path to the future. I explained that a biocentric vision — an ethical perspective that holds every life as sacred — would be a path to the future.
But for that, we need to renounce the materialistic apparatus that surrounds us. Today, life has become solely focused on consumption, on economic growth at any cost. When I denounce this kind of end of the world, I’m not renouncing hope. But I also don’t want to promote a ‘placebo hope,’ one where you pat someone on the shoulder and say everything will be fine. It won’t be fine. We’re going to get worse for a while. But after that, we can improve, as long as we learn to renounce.
Mongabay: You say we will get worse for a while. Yet, you insist on the idea of possible futures. Do you really believe this is possible?
Ailton Krenak: Our planet is so wonderful. We cannot lose sight of the fact that life is everywhere. No one is a separate cocoon in the cosmos living this experience alone. You experience this with all the organisms that are in the planet’s biosphere. It is as if we were diluted in everything. We need to relearn how to walk softly on the Earth. When we learn to walk like this, we will experience wonder and nothing else will be needed. We must accept Nature’s invitation to dance with life. If we could have an organic mindset, which connects us with bees, ants, the grass that grows, the trees that shake in the wind, that shed their leaves and bring forth new shoots, we would understand that everything is constantly sprouting, growing, dying, being born.
Homo sapiens is the only animal that wants to be eternalized, wants to mummify itself, wants this monoculture way of eating the world. The Earth, Gaia, Pachamama, this living organism is intelligent, and we will have to negotiate with it our possible way out of this hole we have dug. Perhaps the answer lies in the capacity for affection, for embracing all other nonhuman beings.
Mongabay: When you close your eyes, what future do you see?
Ailton Krenak: When I’m on my land, cleaning the yard, I meditate. I detach from the harshness of daily life, close my eyes, and imagine a landscape where waters emerge from the mountains and form small streams. I become such a tiny organism that I dissolve into water. In this place, the concept of future isn’t something you problematize. You experience being the future. This is the ancestral future.
