Biofuel company charged with bulldozing Asian elephant habitat

A biofuel plantation near Yala National Park has landed Lanka Orex Leasing Company PLC (LOLC) in Sri Lanka’s highest court. Environmentalists say the company is illegally bulldozing Asian elephant habitat, including scrubland and tree stands, near the buffer zone of Yala National Park for gliricidia (Gliricidia sepium) biofuel plantation.

“This is going to be a permanent cultivation within the home range of few elephant herds,” Vimukthi Weeratunga, Environmental Foundation Limited (EFL)’s head of operations and environmental scientist, told mongabay.com. “When we take the elephant land by developing this area, elephants will move to nearby villages to raid crop as they cannot use this area for their normal activities. This is exactly the way that human-elephant conflict increased in the other parts of Sri Lanka.”

Located near the buffer zone of Yala National Park, Weetatunga states that company never conducted an environmental impact assessment (EIA), transgressing Sri Lankan law. In addition, the Sri Lanka’s Forest Department has repeatedly denied leasing the land to the company in local press, instead it gave 500 hectares (1,250 acres) to local dairy farmers for rearing cattle. Lanka Orex Leasing Company PLC was merely supposed to provide “technical assistance” to the farmers.

The site in question is currently used by smallscale farmers for cattle and farming, but Weetatunga says that this doesn’t mean the ecosystem is degraded. Instead, he says smallscale farming and livestock in the area are actually important for elephants as opposed to a monoculture plantation.

“Shifting cultivation is a traditional farming practice by clearing some scrubland and leave after the harvest for forest to re-grow. This practice is ideal for elephants to thrive as they get high quality fodder after people leave to regrow,” he explains. Between 2,000 and 4,500 Asian elephants (Elephas maximus) roam Sri Lanka’s forests. The species is currently listed as Endangered by the IUCN Red List.

The area in question is home to many other species as well, including leopards, fishing cats, sloth bears, pangolins, and a large variety of birds.

Many have noted in Sri Lankan press the irony of destroying elephant habitat, including forest lands, for so-called green energy made from biofuels. Gliricidia is a woody plant that can be burned in a biofuel power plant.

The Environmental Foundation Limited (EFL) is currently awaiting a court date next month with Lanka Orex Leasing Company over the habitat clearing.

“We are asking [for an] injunction of current activities,” Weetatunga says. “We are also seeking compensation for their action if we win the case.”

Last year, environmentalists in Sri Lanka caught U.S. food giant Dole clearing forest in Somawathiya National Park for a banana plantation. Dole denied it was inside the park for months, but finally abandoned the project after threat of lawsuit.

Like many Southeast Asian countries, Sri Lankan is currently undergoing a tension between large-scale industrial projects, such as monoculture plantations, and local farming and conservation efforts.

Study finds 19% of reptile species in danger of extinction

Nearly one in five of the world’s estimated 10,000 species of lizards, snakes, turtles, crocodiles and other reptiles are threatened with extinction, according to a study conducted by 200 experts.

But the risk of extinction was found to be unevenly spread throughout the extremely diverse group of animals. According to the paper, an alarming 50% of all freshwater turtles are close to extinction, possibly because they are traded on international markets.

The study, published by the Zoological Society of London in conjunction with the IUCN species survival commission, is the first of its kind summarising the global conservation status of reptiles, and used 1,500 randomly selected reptiles worldwide.

Out of the estimated 19% of reptiles threatened with extinction, in order of magnitude of danger, 12% are classified as critically endangered, 41% endangered and 47% vulnerable.

Three species were found to be possibly extinct. One, a jungle runner lizard, Ameiva vittata, has only ever been recorded in one part of Bolivia. In Haiti, six of the nine species of anolis lizard included in this study have an elevated risk of extinction, due to extensive deforestation affecting the country.

The spread of farming and deforestation in tropical regions represents two of the greatest threats to reptiles, says the paper.

Ethiopian military killing, repressing indigenous people threatened by megadam

Human rights abuses in Ethiopia’s Lower Omo valley are said to be rampant, with tribal leaders imprisoned, dozens of people killed and troops cracking down on dissent ahead of the building of a massive dam, which is forcing the relocation of some of the most remote tribes in Africa.

The valley, a Unesco world heritage site renowned for its isolated cultures and ethnic groups, is home to 200,000 pastoralist farmers including the Kwegu, Bodi, Mutsi and Nyangatom tribes. These groups all depend on the Omo river, which flows through their traditional land on its way to Lake Turkana in Kenya.

But their way of life, which has remained largely unchanged in thousands of years, is now being devastated by the Ethiopian government’s plans to turn the Omo valley into a powerhouse of large commercial farming. Malaysian, Indian and other foreign companies have been allocated vast areas of land and water resources to grow palm oils, cereals and other crops.

So far, says US-based Oakland Institute in a new report, 445,000 hectares (1.1m acres) have been earmarked for plantations, which will be irrigated by the $2bn (about £1.3bn) Gibe dam. This is expected to eventually double the energy capacity of Ethiopia, storing water in a large lake that will feed irrigation projects.

More than 2,000 soldiers are said to have been drafted into the area downstream of the dam and most of the Omo valley is now off limits to foreigners. But evidence collected in the last few months by an Oakland researcher, suggests that relocations, killings and repression are now common.

“I was walking peacefully in my field when soldiers began shooting me for no good reason. I was shot with a bullet in my knee. That day 11 people were killed and the soldiers threw four bodies off Dima village bridge. They were eaten by hyenas,” one man said.

“Here in Koka, the roads that we the Suri people have built were destroyed by the plantation’s trucks. Nothing is done to help us,” said another. “They diverted the water to their fields and there is nothing left for us to drink. We have no choice but to go to the mountains. It is dangerous now.”

The report is impossible to verify, but it reinforces other accounts of human rights violations in the area.

The government, which denies human rights abuses, claims that 150,000 jobs will be created by the plantations, but the Oakland researcher could find little evidence of people employed.

“In Suri, the government is said to have cleared much of the grass and trees to allow the Malaysian investors to establish their plantations. Water has been diverted leaving the Suri with nothing for their cattle,” says the report.

“Entire families had to leave their land. The elderly could often not walk any more, they were suffering so badly. We are threatened by famine, we have less milk, less maize. Without good pastures we are nothing. The military hunts us so we flee into the forest,” one tribesman said.

According to Kenyan NGO Friends of Lake Turkana, more than 60 Suri people were killed last May. “Following the violation of their rights, the Suri took arms an engaged the government forces. The government killed 54 Suri in the marketplace in Maji; it is estimated that 65 people died in the massacre. Suri people are being arrested randomly and sentenced to 18, 20 and 25 years in prison for obscure crimes.

According to the report, every bulldozer operated by a Malaysian plantation company is now guarded by several soldiers. This follows the alleged killing of 17 people near the plantation in October 2012.

“Four Suri chiefs were thrown into prison in August. Visits are forbidden,” one Suri tribesman told the researcher, who has asked to remain anonymous. “We fear the worst.”

New report shows “green” biofuels made from palm oil accelerating climate change

Growing oil palm to make ‘green’ biofuels in the tropics could be accelerating the effects of climate change, say scientists.

Researchers from Bangor University found the creation of oil palm plantations are releasing prehistoric sources of carbon dioxide back into the atmosphere.

The findings throw into doubt hopes that biofuels grown in the tropics could help cut greenhouse gas emissions.

Working as part of an international team, the north Wales scientists looked at how the deforestation of peat-swamps in Malaysia, to make way for oil palm trees, is releasing carbon which has been locked away for thousands of years.

It is feared this carbon will be attacked by microbes and produce the greenhouse gas, carbon dioxide. The Bangor researchers say the ancient carbon comes from deep in the soil, which as the effects of deforestation take hold, breaks down and dissolves into the nearby watercourses.

When describing their work which appears in Nature, Prof Chris Freeman commented: “We first noticed that the ditches draining areas converted to palm oil plantations were loaded with unusually high levels of dissolved carbon back in 1995, but it was not until my researcher Dr Tim Jones took samples to measure the age of that carbon that we realised we were onto something important”. Dr Jones added “We were amazed to discover that the samples from Malaysian oil palm plantations contained the oldest soil-derived dissolved organic carbon ever recorded.”

The Bangor University researchers measured the water leaching from channels in palm oil plantations in the Malaysian peninsular which were originally Peatland Swamp Forest. There are approximately 28,000 km2 of industrial plantations in peninsular Malaysia, Sumatra and Borneo with even more planned, making them a major contributor to peatswamp deforestation in the region. Prof Freeman commented; “Our results are yet another reminder that when we disturb intact peatswamps and convert them to industrial biofuel plantations, we risk adding to the very problem that we are trying to solve”

Prof Freeman added: “We have known for some time that in South East Asia, oil palm plantations were a major threat to biodiversity, including the habitat for orang-utans, and that the drainage could release huge amounts of carbon dioxide during the fires seen there in recent years. But this discovery of a “hidden” new source of problems in the waters draining these peatlands is a reminder that these fragile ecosystems really are in need of conservation.”

Widely used pesticides can kill frogs within an hour, new research has revealed, suggesting the chemicals are playing a significant and previously unknown role in the catastrophic global decline of amphibians.

The scientists behind the study said it was both “astonishing” and “alarming” that common pesticides could be so toxic at the doses approved by regulatory authorities, adding to growing criticism of how pesticides are tested.

“You would not think products registered on the market would have such a toxic effect,” said Carsten Brühl, at the University of Koblenz-Landau in Germany. “It is the simplest effect you can think of: you spray the amphibian with the pesticide and it is dead. That should translate into a dramatic effect on populations.”

Trenton Garner, an ecologist at the Zoological Society of London, said: “This is a valuable addition to the substantial body of literature detailing how existing standards for the use of agricultural pesticides, herbicides and fertilisers are inadequate for the protection of biodiversity.”

Amphibians are the best example of the great extinction of species currently under way, as they are the most threatened and rapidly declining vertebrate group. More than a third of all amphibians are included in the IUCN “red list” of endangered species, with loss of habitat, climate change and disease posing the biggest threats.

Brühl had previously studied how easily frogs can absorb pesticides through their permeable skins, which they can breathe through when underwater. But pesticides are not required to be tested on amphibians, said Brühl: “We could only find one study for one pesticide that was using an exposure likely to occur on farmland.”

His team chose widely used fungicides, herbicides and insecticides. The most striking results were for a fungicide called pyraclostrobin, sold as the product Headline by the manufacturer BASF and used on 90 different crops across the world. It killed all the common European frogs used as test animals within an hour when applied at the rate recommended on the label. Other fungicides, herbicides and insecticides also showed acute toxicity, even when applied at just 10% of the label rate, with the insecticide dimethoate, for example, killing 40% of animals within a week.

The study, published on Thursday in Scientific Reports [will be live after embargo], concluded: “The observation of acute mortality in a vertebrate group caused by commercially available pesticides at recommended field rates is astonishing, since 50 years after the publication of Rachel Carson’s Silent Spring one would have thought that the development of refined risk-assessment procedures would make such effects virtually impossible.”

A BASF spokesman disputed the findings: “This study was performed under laboratory ‘worst-case’ conditions. Under normal agricultural conditions amphibians are not exposed to such pesticide concentrations. According to our knowledge, no significant impact on amphibian populations has been reported despite the widespread and global use of the fungicide pyraclostrobin.”

Brühl said the method, a single spray directly on to the frogs, sometimes at just 10% of the label rate, was a “realistic worst-case” scenario. He added that in the field, multiple sprays of a variety of pesticides was likely and that chemicals might run off into ponds where frogs lived.

Sandra Bell, Friends of the Earth’s nature campaigner, said: “From frogs to bees, there is mounting evidence that the pesticide bombardment of our farmland is having a major impact on our precious wildlife. Strong action is urgently needed to get farmers off the chemical treadmill.

“As well as banning the most toxic products, governments must set clear targets for reducing all pesticides and ensure farmers have safe and thoroughly tested alternatives.”

Earlier this month, the world’s most widely used insecticide was for the first time officially labelled an “unacceptable” danger to bees feeding on flowering crops, by the European Food Safety Agency. The agency had previously stated that current “simplistic” regulations contained “major weaknesses”.

“There is an urgency to address [the amphibian issue] as pesticides will be applied again soon because it’s spring, and that’s when we have all these migrations to ponds,” said Brühl.

“We don’t have any data from the wild about dead frogs because no one is looking for them – and if you don’t look, you don’t find. But the pesticides are very widely used and so have the potential to have a significant effect on populations.”

Report finds that agriculture is directly driving 80% of global deforestation

A new synthesis on drivers of deforestation and forest degradation was published during the Bangkok climate change negotiations in September by researchers from Canada and from Wageningen University, Netherlands. The report stresses the importance of knowing what drives deforestation and forest degradation, in order to be able to design and monitor effective REDD+ policies to halt it.

Agriculture is estimated to be the direct driver for around 80% of deforestation worldwide. In Latin America, commercial agriculture is the main direct driver, responsible for 2/3 of all cut forests, while in Africa and tropical Asia commercial agriculture and subsistence agriculture both account for one third of deforestation. Mining, infrastructure and urban expansion are important but less prominent drivers worldwide. It is concluded that economic growth based on the export of primary commodities and an increasing demand for timber and agricultural products in a globalizing economy are critical indirect drivers.

Degradation of forest means a decrease in quality of forest, and is in over 70% of cases caused by (commercial) timber extraction and logging activities in Latin America and tropical and sub-tropical Asia. In Africa, fuel wood collection, charcoal production, and, to a lesser extent, livestock grazing in forests are the most important drivers of degradation.

The synthesis report ‘Drivers of Deforestation and Forest Degradation’ sums up currently available knowledge from the literature on drivers, worldwide and by country, and gives recommendations to policymakers involved in the on-going international climate negotiations, as well as country-level plans and interventions. The viability of REDD+ depends on altering business-as-usual activity in sectors currently driving greenhouse gas emissions from forests, it is concluded. The report distinguishes between direct drivers, that directly cause deforestation and forest degradation, and indirect drivers, forces at the background such as changing market prices, population growth or policies and governance.

The report concludes it is important for forested tropical countries to regularly assess and monitor drivers of deforestation and forest degradation, in order to be able to design effective REDD+ policies. The types of drivers have great influence on the forest carbon impacts and the choice of data sources and methods used to measure them. Also, understanding forest change patterns and underlying causes are important for developing forest reference (emission) levels, necessary for REDD+ implementation.

Countries largely define REDD+ strategies and interventions to deal with national and local scale drivers, but face problems addressing international drivers and acknowledge that international pressure will increase. The report offers solutions for how countries can decouple economic growth from deforestation, investigating the range of options countries have to address drivers at various scales.
