We’re up against a lot. With hundreds of species going extinct every day, with the oceans being vacuumed of life, with the last vestiges of wild forests being felled or burned and the heart of the planet being torn up to poison the air, civilization is driving Earth towards biotic collapse. We can’t afford to waste time or energy with so much at stake; dismantling the society that is dismantling the planet is no easy task.

For more than 30 years now, the environmental movement has been working toward that end, yet in few (if any) circumstances have we been able to seriously dislodge the foundations of industrialism. Despite our best efforts, the species count continues to decline as the carbon continues to rise. Those we’re up against are well protected and have immense resources at hand to protect themselves from disruption.

Systems of power—such as patriarchy, white supremacy, capitalism, civilization—safeguard themselves through brute force. They react with overwhelming violence against those who oppose them. However, this isn’t the only tool available to those in power, and rarely is it the first to which they reach when they feel threatened. One of the more sinister and effective techniques is systemic misdirection.

Oppressive and destructive systems protect themselves first and foremost through disguise and deception. They hide their weaknesses and vulnerabilities, coaxing us into attacking dummy targets or symbols of their power, rather than the material structures that support their power. The results are ones we’re all familiar with (or should be): we focus our attention on specific symptoms of the problem rather than the underlying causes, and our efforts for political change are diffuse and uncoordinated, challenging only particular manifestations of larger oppressive power systems, rather than the systems themselves. We wander into a strategic dead-end, and energy is redirected into the system itself.

Breaking free of this misdirection-dynamic requires a thorough lifting-back of the veil that’s been draped over our eyes. It means focusing our efforts where they will be most effective, targeting critical nodes and bottlenecks within industrial systems to bring civilization down upon itself.

We need critical and strategic processes of target selection. One powerful tool towards this end is the CARVER Matrix. CARVER is an analytic formula used by militaries and security corporations for the selection of targets (and the identification of weak points). “CARVER” is an acronym for six different criteria: criticality, accessibility, recuperability, vulnerability, effect, and recognizability.

Criticality is an assessment of target value and is the primary consideration in CARVER and target selection. A target is critical if destruction, damage or disruption has significant impact on the operation of an entity; or more bluntly, ‘how important is this target to enemy operations?”  Different targets can be critical to different systems in different ways: physically (as in interstate transmission lines), economically (such as a stock exchange), politically, socially, etc.

It’s important to remember that nothing exists in a vacuum; society is made up of inter-related entities and institutions, and our targets will be as well. Thus the criticality of a potential target should be considered in the context of the way that target relates to larger systems. For example, there are thousands of electrical transmission substations all over the world, and hence they may initially seem non-critical. However, some substations carry a much greater load than others and are systemic bottlenecks, whose disabling would have ripple effects across entire regions. Criticality depends on several factors, including:

  • Time: How rapidly will the impact of the attack affect operations?
  • Quality: What percentage of output, production, or service will be curtailed by the attack?
  • Relativity: What will be affected in the systems of which the target is a component?

Accessibility refers to how feasible it is to reach the target with sufficient people and resources to accomplish the goal. What sorts of barriers or deterrents are in place, and how easily they can be overcome? Accessibility includes not only reaching a target, but the ability to get away as well.

Recuperability is a measure of how quickly the damage done to a target will be repaired, replaced or bypassed. Just about anything can be replaced or rebuilt, but some particular things are much more difficult, such as electrical transformers, few of which are manufactured in the U.S. and which take months to produce.

The fourth selection factor is vulnerability. Targets are vulnerable if one has the means to successfully damage, disable, or destroy them. In determining vulnerability, it’s important to compare the scale of what is necessary to disable the target to the capability of the “attacking element” to do so. For example, while an unguarded dam might seem a vulnerable target, if resisters had no means of bringing it down, it wouldn’t be considered vulnerable. Specifically, vulnerability depends on the nature & construction of the target, the amount & quality of damage required to disable it, and the available assets (personnel, funds, equipment, weapons, motivation, expertise, etc.).

Next is effect.  Effect considers the secondary and tertiary implications of attacking a target, including political, economic, social, and psychological effects. Put another way, this could be rephrased as “consider all the consequences of your actions.” How will those in power respond? How will the general populace respond? How will this affect future efforts?

Last is recognizability; will the attack be recognized as such, or might it be attributed to other factors (e.g. “It wasn’t arsonists that burned down the facility, it was an electrical fire”). Depending on the particular circumstances, this can cut either way; taking credit for an attack can bolster support and bring more attention to an issue, but it may also make actionists more vulnerable to repression. Recognizability also applies at a more individual level: were fingerprints or other evidence left at the site of the target through which the identity of the attackers can be determined?

Often, numerical values between 1 and 10 are given to each of the target selection criteria in the CARVER Matrix, and then totaled for each potential target. More generally, CARVER presents a critical framework for strategic planning and decision-making, helping us to avoid misdirected action.

It needs to be said that this sort of critical and calculated approach to resistance efforts applies to nonviolent & aboveground groups and operations as well as those that are militant or underground. Nonviolent resistance is too often distorted to fit romanticized ideas of a moral high ground, and is relegated to pure symbolism. But struggle (whether violent or nonviolent) isn’t about symbolic resistance; it’s about facing down the reality of power, identifying its lynchpins, and using force to disable or break them. The particular tactics we use determine the form the force will be applied in, but unless we identify and target the critical lynchpins, the daily destruction wrought upon the earth will continue unabated as we strike at the distractions dangled before us.

For too long our movements have fallen prey to poor target selection or misdirection. When we’re not too busy fighting defensive battles, we focus our energies on those entities which are either entirely non-critical to the function of industrialism or are invulnerable given our capacity for action. And the world burns while we spin our wheels.

The forces we’re up against are ruthless and calculated; they’ll do whatever they can to keep us ineffective, and when that fails, they bring down all the repressive force of which they’re capable. If we’re to be successful in stopping industrial civilization, we’ll have to identify and undermine its critical support systems. We don’t have much time, which is why we can’t afford to waste it on actions, targets or strategies that don’t move us tangibly closer to our goals.

Within the radical environmental movement, it is widely acknowledged and rightly accepted that we have little time left before the earth is driven into catastrophic and runaway biotic collapse. We know that civilization is predicated on the slow dismemberment of the planet’s life support systems—a dismemberment that is increasing in speed as more efficient and devastating technologies are developed. We know that for a healthy, living world to survive, industrial civilization cannot.

It is also acknowledged (although perhaps less widely) that we are incredibly outnumbered and outgunned, so to speak. People aren’t exactly lining up around the block to join the movement, and when was the last time any of our campaigns weren’t starved for funds? We don’t have many people or resources at our disposal, and if we’re honest with ourselves, we know that isn’t changing anytime soon.

Due to these limitations, which should be glaringly (if dishearteningly) obvious to anyone involved with radical organizations or movements, we need to take extra care in devising how we chose to allocate the energy and resources we do have. With so much at stake and so little time to muster decisive action, we cannot afford to put time and effort into strategies and actions that are ineffective.

Additionally, in devising our strategies and tactics, we need to accommodate those personnel and resource limitations: a strategy that requires more people or more resources (or both) than are actually available to us is a recipe for quick failure. As obvious as this should be, these sorts of strategic considerations seem to be mysteriously absent from the radical movement*.

Of course, simply because these conversations aren’t happening doesn’t mean that there isn’t an unspoken strategy, a framework within which we operate by default. While this may not be articulated explicitly, our actions form a collective strategic template.

By and large, the strategy of the environmental movement is one of attrition, a slow battle with the goal of wearing down the institutions & forces of environmental degradation until they cease to function. Whether by default or perceived lack of alternatives, this has been accepted as an unquestioned strategy for the overwhelming majority of those of us in the environmental movement. This is a mistake which could cost us the planet if not revisited and corrected.

A strategy of attrition is one in which you wear down an opponent’s resources, personnel, and will to fight to the point of collapse. As a strategy, it intends one of two outcomes: through the continual depletion of the aforementioned resources, the enemy suffers unacceptable losses and surrenders or capitulates out of hopelessness; or, the enemy is worn down over time to the point that it is incapable of function and operation.

One classic example of attrition and exhaustion strategy being implemented is that of Ulysses Grant’s campaign against the Confederacy in the later part of the American Civil War. Grant attacked and pushed the Confederate army continuously, despite horrific losses, with the theory that the greater manpower and resources of the Union would overwhelm the Confederacy—which would prove correct.

In the context of the modern environmental movement, this strategy looks only slightly different.

Again, there is no articulated grand strategy within the environmental movement—whether we’re talking about the entire spectrum or just the radical side of things, there is no defined plan for success. However, our work, campaigns, initiatives and actions fit rather snugly into the box of attrition strategy: we focus on one atrocity at a time—one timber sale, one power plant, one pipeline, one copper mine—doing our best to eliminate one threat at a time. These targets aren’t selected based on their criticality or importance to the function of civilization or industrialism, but are selected by what might be best described as reactionary opportunism.

And that makes sense: remember we’re vastly outweighed in every way imaginable by those in power, and time is quickly running out. With 200 species going extinct every day, the sense of urgency that drives us to try and win any victory we can is understandable and compelling.

Unfortunately, this mix of passion and earnestness has led the environmental movement into a strategic netherworld. If our goal is to stop the destruction of the planet, we would do well to turn a critical eye toward the systems that are responsible for that destruction, identify the lynchpins within them, and organize to disable and destroy them.

Instead, we wander blindly in every which direction, striking out wildly, hoping that enough of our glancing blows find a target to wear the systems down to the point of collapse. But this strategy fails to account for the power & resource imbalance between “us” and “them”, as well as the time frame for action.

To address the first shortcoming: those in power—those who benefit from and drive industrial extraction & production—have near limitless resources at their disposal to pursue their sadistic goals, whereas things look decidedly different for those of us who fight for life. Every day, millions—billions—of humans go to work within the industrial economy, and in doing so, wage war against the planet. Those of us on the other side of the war don’t have—and can’t compete with—that kind of loyalty or support. China is still building one new coal-fired power plant every week, and worldwide, coal plants are being erected “left and right”1.

How many coal plants did we shut down this week? The week prior?

For a strategy of attrition to be viable or effective, we need to be disrupting, dismantling or retiring industrial infrastructure as quickly or quicker than it can be constructed and repaired. At this point, we’re lucky if we can stop new projects, new developments, new strip mines, timber-harvest-plans, oil & gas fields, etc., much less drawdown those already in operation.

This is true across the whole spectrum of activism and the environmental movement. On the more liberal side of things for example, take Bill McKibben and 350.org’s newest campaign, an initiative to get universities, cites, and churches/synagogues/mosques to divest from fossil fuel companies. The idea is essentially to slowly bleed money away from the fossil fuel industry, modeled after the divestment campaigns of the anti-apartheid movement. Unfortunately, the fossil fuel industry isn’t exactly hurting for investors, and it certainly isn’t reliant upon money from university endowment funds for its survival. Equally problematic, industrial civilization requires fossil fuels to function, and hence these companies already have the support and subsidies of governments around the world—do we think they’ll suddenly abandon their undying support for these companies? And besides, a slow drain on their stock prices must be balanced against the record profits being made in the industry: do we really think that this outweighs the capital available to the industry?

The same is true of many of the most radical actions taken in defense of earth, such as that of the Earth Liberation Front (ELF). Their first (and arguably primary) goal was/is “To cause maximum economic damage to a given entity that is profiting off the destruction of the natural environment.”2 That’s great, and there’s certainly nothing wrong with causing maximum economic damage to those that profit from the degradation of the earth, in and of itself. But what is the realistic extent of “maximum economic damage”, and what is the capacity of those entities to absorb it? For example, although the ELF claims to have caused hundreds of millions of dollars in damage, every year companies lose more than that due to employees playing fantasy football at work. Absurdities of industrial capitalism aside, the point should be clear; the capacity of our movement to effect significant change through compounded economic damage is severely outweighed by the damage the system does to itself, and also by its ability to absorb that damage.

All of which is to say that 200 species went extinct today, and there hasn’t been a single peer-reviewed study put out in the last 30 years that showed a living system not in decline: for us to be satisfied with slightly diminished industry profits or anything less than a complete end to the death machine of industrial civilization is unconscionable.

None of this is to say that 350.org or the ELF aren’t worthwhile organizations who’ve done good things. This is not a critique of those groups in particular, because countless other organizations share the same strategic flaws; it’s a critique of the movement as a whole that continues to produces the same strategic inadequacies.

And then there’s the second problem presented by an attrition model: time. Attrition affects the greatest damage over a long period of time. Unfortunately, we don’t have much time. As previously mentioned, 200 species vanish into the endless night of extinction every day; 90 percent of large ocean fish are gone, the old growth forests are gone, the prairies and grasslands are gone, the wetlands and riparian areas are gone, the clean freshwater is gone. Every year, the predictions put out by climatologists and modelers are more severe, and every year they say the previous year’s predictions were underestimates. The Energy Information Administration says we have five years to stop the proliferation of fossil fuel infrastructure if we are to avoid runaway climate change (and some say this is overly optimistic)3. If we had decades or centuries in which to slowly erode and turn the tide against industrialism, then perhaps we could consider a strategy of attrition. But we don’t have that time.

To reiterate, this isn’t a strategic model that holds any real hope for the earth.

Smart strategic planning starts with an honest assessment of the time, people, and resources available to our cause, and moves forward within those constraints. We don’t have much time at all; the priority at this point is to bring down civilization as quickly as possible. We don’t have many people either, and can’t realistically expect many to join us; the rewards and distractions—the bread and roses—provided in exchange for loyalty to the established systems of power mean we will always be few and that we will never persuade the majority. Finally, our resources are also incredibly limited, and hence we need to focus on using them in ways that accrue the greatest lasting impact.

Given these limitations, it should be clear that a strategy of attrition is more than unwise; it’s fatal for both us and the rest of the planet. Working within the framework created by the available time, people and resources, and with the goal of physically dismantling the key infrastructure of civilization, the strategy with the greatest chance of success is one of targeted militant strikes against key industrial bottlenecks. As opposed to the slow grind of attrition, this would be a quick series of attacks at decisive locations; rather than waiting for the building to be eroded away by wind and rain, collapse the structural supports of the building itself; we would opt instead for a strategy of decisive ecological warefare.

Many of us put all the energy and passion we have into our work, and dedicate our lives to the struggle. But that won’t be enough. We’re up against a globalized death machine that is skinning the planet alive and cooking the remains; we will never be successful if we put our efforts into trying to dent their profit margins. Burning SUVs and vandalizing billboards have an important role to play in developing a serious culture of resistance (as does organizing students), but we can’t afford to pretend those sorts actions are meaningful or threatening blows to the industrial superstructure.

Time is short. If we’re to be effective, we need to move beyond half thought-out strategies of attrition that try to compete with the resources of those in power. We need to devise strategies that use the resources available to decisively disable and dismantle the infrastructures that enable their destruction and power.

*This isn’t to say that there is no strategic thinking, planning, or action at all; many organizations are very smart and savvy in undertaking specific actions and campaigns. The issue isn’t a lack of strategy in particular situations or campaigns, but comprehensively of the entire environmental movement as a whole.

Time is Short: Twenty Years of Sabotage & Agenda 21

It is important to note that this analysis and perspective is not meant to be authoritative on, nor instructive towards the objectives, organization and operation of Agenda 21; those are always their own to determine, as they see fit. This is definitively an outsider’s perspective, gleaned from publicly available information, and is undoubtedly lacking insight in various ways. Apologies for such inadequacies.

It doesn’t take much to sink a ship.

The physics of buoyancy are somewhat precarious; thousands of pounds of iron & steel, carefully shaped to stay balanced and afloat. The smallest rupture in the hull can drag all the sophisticated design and calculations to cold and watery depths. In some instances, one may not even need to create a rupture, so much as expand existing weak-points—like the salt water intake valve—to submerge a vessel.

That simple technique has become the calling card for a mysterious organization in Norway, which has been targeting the country’s whaling fleet since 1996. They’re called Agenda 21, the name being a reference to the 1992 UN Conference on the Environment in Rio de Janeiro, which proposed an international “sustainable development” program under the name Agenda 21. To date, they’ve claimed responsibility for the sinking of 6 commercial whaling ships.

The style has been more or less identical in each of the attacks: the group scouts a ship, boards at night, and opens the salt water intake valve in the engine room. They’ve been more successful in some instances than in others; in a 2010 attack, a ship alarm alerted the captain the ship was flooding, and the sabotage was discovered before the vessel had fully sunk. Nonetheless, they’ve been engaged in a campaign of underground direct action for close to two decades, and have maintained effective security; to the police who have investigated the actions, Agenda 21 is as mysterious today as it was when it emerged in 1996.

The story of Agenda 21 goes back to before the genesis of the group itself, to 1986, when the International Whaling Commission set a moratorium on commercial whaling around the world. Norway objected to the ban, and international politics being the absurdity that they are, suddenly the rule didn’t apply to the Scandinavian country. Paul Watson, of the Sea Shepherd Conservation Society, then threatened to sink any Norwegian vessel that violated the moratorium. The Sea Shepherds made good on their promise too: in 1992, they sank the whaler Nybraena, and two years later in 1994, they sank the Senet.

Agenda 21 (A21) is said to have taken over the effort in 1996, when they sank the Elin-Toril; it is unclear whether this was a coordinated take-over of the campaign by local Sea Shepherd supporters, or figurative language, but Watson and the Sea Shepherds say they don’t know anyone involved in A21.

The next attack came two years later, in 1998. The whaling ship Morild was scuttled, and A21 claimed responsibility, and was credited with the action.

There weren’t any subsequent attacks for a number of years, until August of 2007, when the group sunk the Willassen Senior in Svolvaer, causing more than £2,000,000 in damage, bankrupting the whaler.

Less than two years later, Agenda 21 struck again. In an effort to pre-empt the whalers, the group sunk the Skarbakk, a commercial whaling vessel docked in Henningsvaer in late April, shortly before the whaling season began in 2009. This action saw a marked increase in media coverage, especially foreign media, with reports, articles, and the group’s communique being published on alternative websites in the U.K. and the U.S. The Sea Shepherds also issued a press release praising the action and Agenda 21; Paul Watson compared the individuals involved to those who resisted Nazi occupation of Norway 60 years prior, and added, “The Agenda 21 team did an excellent job: no injuries, no evidence, no mistakes, and no more whaling. These are results that we can appreciate and admire.”

In A21’s own words, “We came to Henningsvaer. We saw the Skarbakk. We sank the bastard.”

The 2009 sinking of the Skarbakk began a string of more frequent attacks. Only a year after the action in Henningsvaer, A21 struck again; “Norway announced an increased quota of minke whales so we decided to increase our quota of sunken whalers.”

The target was the Sofie, docked in Svolvaer (only a “stone’s throw” from where the Willassen Senior had been when it fell prey to A21 in 2007). On the evening of April 2nd, members of Agenda 21 snuck on board the vessel, and (according to the communique issued afterwards) “[e]ntry was made through the wheelhouse. The engine room was accessed by removing the locked door from its frame using axe and crowbar. Two sea valves were opened fully submerging the engine and electrical systems.”

Unfortunately, as previously mentioned, an alarm alerted the ship’s owner who was asleep in his nearby home, and the fire department arrived before the vessel was entirely submerged. However, both the engine room and electrical equipment were put securely to rest under several feet of water. Apparently undeterred, the owner vowed to repair the damage and be hunting whales in less than a month, but whether or not he succeeded in his sadistic intentions is unconfirmed.

The repeated actions have certainly hurt the industry, and after the Sofie attack, the head of one whaling organization complained to the Norwegian Broadcasting Corporation, “It is outrageous that this can be done year after year without anyone being caught!”

There was a final attack, in October of 2011. The whaling boat Onsoyvaeringen was found on the morning of October 6th, with its bow in the air. The night before, Agenda 21 boarded the ship and opened repurposed one of the valves to let water into the ship, rather than keeping it out. In the communique issued after the action by A21, Onsoyvaeringen was said to have been the last whaling ship in Oslofjord. The statement also indicated the continued resolve of A21 to bring a permanent end to whaling in Norway by any means necessary and to continued escalation, reiterating that any vessels planning on whaling would be targets and that as Norway increases the Minke whale quota, A21 will step up its attacks.

Agenda 21 remains at large, as it has been for 16 years. It is difficult to talk about their organization and function, because they’ve done such an impeccable job of keeping any knowledge of themselves—other than their name and their actions—secret. However, there are still lessons to be learned and new insights to be gleaned in regards to strategic underground action.

To operate successfully for so long demonstrate an undeniable conviction as an organization, but also a careful patience, a keenness that ensures action is effective rather than simply self-actualizing and serves as a counterweight to the (often) blind urgency that strong conviction can fuel.

However, others have questioned whether Agenda 21 has been effective in the fight to end commercial whaling, or whether the organization has been just another group using glorified tactics but making little material difference. Critics point to reports that the numbers of whales killed in the summer season haven’t declined, or that there is a surplus of whaling ships and simply too few processing centers for the meat.

These are important considerations, and critical reflection on ourselves and the effectiveness of our particular strategies is absolutely vital if our movements are to be successful. This is true whether our goal is to end whaling in a particular region, restore grasslands, destroy institutional racism, or dismantle civilization.

A simple breakdown of Agenda 21’s strategy (as I interpret it based on their actions and their public statements) is that at the core, they are fighting a battle of attrition (this seems to be the unconsciously preferred strategy of most activists—liberals and radicals alike—and is a separate discussion in itself), in which they hope to wear down the ability of their enemy (the Norwegian commercial whaling fleet) to operate. In order to be successful in a war of attrition, one must damage and deplete the enemy’s resources quicker than the enemy can replace them. Eventually, this drawdown reaches a critical point, and the enemy loses the ability to function as a force. This leaves us with two important factors to consider: first, how A21 draws down the resources of the commercial fleet, and secondly, the speed with which the fleet is able to replace those resources.

Obviously, A21’s preferred tactic is sinking commercial whaling vessels. The technique which they use to do this is simple, and seems relatively simple and to cost them little (in terms of time, technical knowledge, money, etc.). However, there are some additional, smaller ways in which the sinking of these ships may sap the resources and capacity of the whaling fleet: the attacks have seriously raised insurance premiums for whaling boats, and may discourage investors from fronting the capital for new whaling ships. They’re both smaller, and perhaps less directly measurable effects, but they’re impacts A21 has mentioned explicitly in their communiques.

As for the fleet itself, the most important fact to note is that the entire Norwegian fleet consists of less than two dozen ships: in 2012, only 18 ships participated in the whale hunt, one less than last year. This small fleet-size makes the loss of a ship a significant blow for the industry, much more serious and detrimental than a smashed window or graffiti on a storefront would be, and creates a (rare) situation that lends itself to a strategy of attrition.

It’s not necessarily possible to draw a clear line on whether Agenda 21 is definitively effective or not. Given that the number of whales hunted hasn’t significantly declined or changed, it would be hard to say A21 is close to bringing commercial whaling in Norway to a close. But at the same time, we cannot deny that there are 7 fewer vessels hunting for whales each summer due to A21. Perhaps it would be more appropriate to say that the A21 strategy has very real potential, and for Agenda 21 to ultimately be successful in winning their war of attrition against the whaling industry will require that they escalate the frequency of their actions to impose a fatal (for the industry) drawdown. If the reports of bottlenecks at the over-stressed processing facilities are true, they would represent another vulnerable node. If anything were to happen to those processing facilities resulting in their being temporarily or permanently shut down, the difficulties facing the industry wound undoubtedly be compounded, and the system as a whole would be further disrupted.

In any case, the story of Agenda 21 is a hopeful and promising one. And like all stories of resistance, it’s one that needs to be told. History is full of stories of people, even if only a few of them, organizing to find collective strength and shatter systems of abusive and destructive power that only months before seemed invincible. Those stories are taking place right now, around the world. We need to listen to them, learn from them, find our connection and meaning in them, and share them. We need to tell these stories of resistance, because resistance is a story; whether of mysterious folks scuttling ships on a spring evening so Minke whales can swim free, or Indian women training each other in self-defense and dealing retribution to abusers and batterers, or indigenous and Chicano neighborhoods marching on and scattering a Columbus Day march, or masked groups torching transmission substations to blackout the death culture of civilization: it’s a story larger than ourselves. We need to tell those stories, and then live them out.

Why are we losing?

Why, after 40 years of struggle, education, petitions, letters to the editor, reusable coffee mugs, marches, protests, direct action and even sabotage, are we still losing?  Why do mountains, old growth and glaciers keep disappearing? Why are children born with 200 toxic compounds in their bodies? Why do the levels of carbon in the atmosphere continue to rise as the species count plummets? And why is the trend accelerating?

Is it because civilization functions by destroying landbases, vacuuming them up and turning living communities into dead objects? Is it because people are scared to fight back, or don’t want to lose the privileges and material prosperity afforded to them by this arrangement of power? Is it because those doing the destroying have nearly inexhaustible resources at their disposal?

There are many factors over which we have no control, to be sure. But that’s no reason for us to focus on what we can’t change, instead of what we can.

And above all else, what we do have control over is our own strategy; our plan to achieve that most necessary goal of stopping industrial civilization from destroying the planet. We do not have control over what the majority of people think or do, we do not have control over what those in power think or do, we do not have control over the amount of time we have, we do not have control over the devastating rate of biotic collapse, but we do have control over how we choose to fight back.

Yet the strategies we’ve chosen to pursue as a movement haven’t worked at all. This is true whether we talk about idealist strategies of converting “the masses”, isolated individuals and communities withdrawing from mainstream culture, reformist attempts to “green” capitalism, or spontaneously inspired popular uprising. None of these have been effective. In fact, one could argue that by diverting energy back into supporting industrialism and capitalism (both of which are functionally at odds with a living world), many of the popular strategies have actually helped those in power to solidify their domination and hegemony.

If we hope to ever make a real material difference, to seriously disrupt and dismantle the operation of the industrial machine, we need to start thinking, planning, and acting strategically. If we don’t, we will continue to stumble around blindly in circles, re-hashing the same failed plans and ideas over and over again—and the world burns.

Fortunately, there is a wealth of strategic advice and doctrine available to learn from. There is much of value that we can discover from those who have been the best at using strategy—predominantly militaries—and although we have decidedly different objections and convictions than them, the underlining principles are essentially the same.

There are virtual libraries of this sort of information, but the ‘Nine Principles of War & Strategy’ is a great basic primer on good strategy. The list outlines nine simple strategic principles, tools for strategic analysis that can serve as a foundation for establishing strategy and devising operations.

Objective: Direct all operations toward a clearly defined, decisive and attainable objective. A clear goal is a pre-requisite to devising a strategy. A decisive objective is one that will have a clear impact on the larger strategy and struggle; there is no point pursuing a goal of questionable or little value. And obviously, the objective itself must be attainable; otherwise efforts toward it are a waste of time, energy and risk.

Offensive: Seize, retain and exploit the initiative. To seize the initiative is to determine the course, place and nature of the battle or conflict. Seizing the initiative positions the fight on our terms, forcing them to react to us.

Mass: Concentrate the effects of combat power or force at the decisive place and time. Resistance groups engaging in asymmetric conflict have limited numbers and a limited force, especially compared to those in power; we must engage where we are strong and they are weak, and strike when and where we have overwhelming or decisive force, and maneuver instead of engaging when we are outmatched.

Economy of Force: Allocate minimum force to secondary efforts. Economy of force requires that all personnel are performing important tasks that tangibly help achieve mass and accomplish the objective, regardless of whether they are engaged in decisive operations or not.

Maneuver: Place the enemy in a disadvantageous position through the flexible application of combat power. This may mean concentrating forces; it may mean dispersing them, moving them, or hiding them. In all cases, it hinges on mobility and flexibility, which are essential for asymmetric conflict. This flexibility is necessary to keep the enemy off balance, allowing resisters to retain the initiative. It is used to exploit successes, to preserve freedom of action, and to reduce vulnerability. It continually poses new problems for the enemy by rendering their actions ineffective.

Unity of Command: For every objective, ensure unity of effort under one responsible commander. This is where some streams of anarchist thought come up against millennia of strategic advice and experience. No strategy can be implemented nor decisions made by consensus under dangerous or emergency circumstances. That’s why the anarchist columns in the Spanish Civil War had officers even though they despised rulers. A group may make strategic or operational decisions by any method it desires, but when it comes to on-the-ground implementation and emergency situations, some form of hierarchy is required to take more serious action.

Security: Never permit the enemy to acquire an unexpected advantage. Knowledge and understanding of enemy strategy, tactics, doctrine, and staff planning improve the detailed planning of adequate security measures. When fighting in a panopticon, this principle becomes even more important. Security is a cornerstone of strategy as well as of organization.

Surprise: Strike the enemy at a time or place or in a manner for which they are unprepared. By seeking surprise, forces can achieve success well out of proportion to the effort expended. Surprise can be in tempo, size of force, direction or location of main effort, and timing. This is key to asymmetric conflict—and again, not especially compatible with open or participatory decision making. Resistance movements are almost always outnumbered, which means they have to use surprise and agility to strike and accomplish their objectives before those in power can marshal an overpowering response.

Simplicity: Prepare clear, uncomplicated plans and clear, concise directives to ensure thorough understanding. The plan or strategy must be clear and direct for easy understanding and the simpler it is, the more reliably it can be implemented by multiple coordinating groups.

Of course, these principles don’t apply the same way in every situation, and aren’t meant to constitute a checklist.

Yet when we compare these principles to the popular strategies put forward by the environmental movement, their absence is striking. There is no critical analysis or serious planning.

We are in the middle of a war, a war against life. But we don’t seem to remember that fact. Or if we remember it, we don’t act accordingly. That needs to stop. The stakes could not be higher; everything worth loving is being killed. Living in this dire reality, it is our duty to fight back, by any means necessary.

Those in power have no qualms about the use of explosives to blow up mountains; we shouldn’t have any about the use of explosives to blow up dams and transmission lines. Those in power also have no qualms about devising and implementing effective strategy, we shouldn’t have any qualms about doing so ourselves.

Again, lest we forget; we are in the middle of a war; if we don’t act like it, then we’re doomed to failure. If we want to stop losing, if we want to stop the last vestiges of old growth and wetlands from disappearing, the ancient glaciers from melting, we need to develop strong and serious strategies to win. And we need to put them into action.

Time is Short: Cyber-sabotage in Saudi Arabia

Civilization is not a static force. It has metastasized across the world by accelerating its own development, by transforming the blood and corpses of its victims into new weapons with which to wage its relentless war against all life

Grasslands become grain monocultures feeding armies, conquering forests and mountains that become ships and swords that kill other cultures, conquering more forests and mountains, whose trees and minerals are turned into timber mills and trains, going forth to dam rivers, turning the relentless fluidity of their being to electricity to smelt iron and steel and aluminum, which in turn become guns and ocean tankers, which expand this superstructure ever further, tirelessly taking in what little wild remains, absorbing everything and everyone into this accelerating death march.

And yet, as the world is tied and bound tighter into this brutal arrangement, civilization (and especially industrialism) becomes more and more vulnerable, more open and fragile to disruption and destruction.

This brittleness is exemplified by the near-total dependence of the industrial economy on “advanced” technology, and the internet. This dependency upon a decentralized and accessible system that is poorly regulated and controlled—at least compared to other physical structures, like the offices of the same corporations— presents a potential point of powerful leverage against the operation of civilization.

Activists and resisters around the world are beginning to realize this, and seize the opportunity it presents to groups engaged in asymmetric forces against destruction.

Such as in Saudi Arabia; from a recent article in the New York Times;

“On Aug. 15, more than 55,000 Saudi Aramco [described as the world’s most valuable company] employees stayed home from work to prepare for one of Islam’s holiest nights of the year — Lailat al Qadr, or the Night of Power — celebrating the revelation of the Koran to Muhammad.

That morning, at 11:08, a person with privileged access to the Saudi state-owned oil company’s computers, unleashed a computer virus to initiate what is regarded as among the most destructive acts of computer sabotage on a company to date. The virus erased data on three-quarters of Aramco’s corporate PCs — documents, spreadsheets, e-mails, files — replacing all of it with an image of a burning American flag.”

This attack presents a good example of targeting a systemic weak point within the infrastructure of Saudi Aramco and maximizing impact through effective use of systems disruption: destroying three-fourths of corporate data will have impacts that last for weeks, and inhibit the company’s operation for some time. In fact, the attack leveraged the company’s response against itself:

“Immediately after the attack, Aramco was forced to shut down the company’s internal corporate network, disabling employees’ e-mail and Internet access, to stop the virus from spreading.”

The cyber-sabotage also highlights the importance of careful planning and timing.

“The hackers picked the one day of the year they knew they could inflict the most damage…”

This smart and strategic approach to action planning is something that is too often overlooked, ignored, or dismissed entirely. Yet for resistance to be effective, it must follow the same principles. Rather than striking at weak points to cripple the operation or function of industrial activity, attacks are typically made against symbolic or superficial targets, leaving the operation of the brutal industrial machine unscathed. We cannot continue to stumble with strategic blindness, lashing out all but randomly, and no more than hoping to hit the mark.

Again, civilization is not a static force: every hour, more forests, prairies, mountains and species are destroyed and extirpated. Every hour, civilization is pulled further into biotic collapse. We are out of time. With everything at stake, we are not only justified in using any means necessary to bring down civilization; it is our moral mandate as living beings to do so. But for that resistance to truly be meaningful and effective, it must also be smart. It cannot be reactive and sporadic, but strategic and coordinated; designed not just to inflict damage or dent profit margins, but to disable the fundamental support-systems that sustain industrial civilization and bring it all to a screeching halt.

This is one reason why cyber-sabotage has such potential as a tactic to be used in dismantling industrial civilization. Most, if not all, of the critical systems that sustain it are by now reliant upon computer networks, which as the Saudi Aramco attack demonstrates, are very vulnerable to disruption.

Online attacks also lend themselves as a tactic to asymmetric forces, and allow a very small group of people to carry out decisive, coordinated strikes from a distance, rather than requiring people on the ground to coordinate across the country to achieve a similar effect.

Civilization’s relentless growth and accelerating technology-spiral has rendered murder and death across the planet on a scale that would be unimaginable if it weren’t the horrific reality we now find ourselves in. But this process of unceasing centralization and control has also become its weakness, and for all its imposing gigantism, the tower of civilization is incredibly unstable, and now begins to sway precariously. It’s time to push with all our might, and topple it once and for all.

Learning to leverage key systems against themselves is crucial to the success of a militant resistance movement, and ultimately is at the core of any effective strategy to disable the function of industrial civilization and ultimately to dismantle it. Cyber-sabotage presents a vital opportunity to use the dynamics of industrial operations—such as the complete dependency of the electric grid or oil refineries upon complex computer systems—to accomplish that most fundamental and necessary goal.

Time is Short: Systems Disruption and Strategic Militancy

The industrial machine dismantling the planet is incredibly vast, made as it is of the activity of hundreds of millions—billions—of people. Chainsaws and feller-bunchers topple forests, dams and canals drain wetlands and kill rivers, excavators tear apart mountains, dragnets scrape the ocean(s) sterile, the prairies plowed and paved over, and everything everywhere poisoned as we erase the genetic code of nature.

As civilization pushes the planet towards complete biotic collapse—speeding at the murderous pace of two hundred species a day—resistance becomes a mandate. Having seen the depressing failure of traditional & legal courses of action at slowing, never mind stopping, this death march, we are left with militant underground resistance as our only real hope for success.

While such resistance has been gaining speed worldwide in recent decades, much of the underground action taken thus far in defense of earth (at least in industrialized countries) has not been aimed or designed to cripple or stop industrial civilization. Actions have largely been defensive and reactive, with strikes against targets that—while primary causes of ecocide—aren’t critical to the larger function of industrialism or civilization.

While the courage of anyone who puts themselves on the line, risking their life and freedom in defense life, is undeniable and praiseworthy, we need more than piecemeal resistance: we need to prevent the function of industrial civilization. We don’t need to strike at the most obvious targets; we need to disable the critical support systems, to crumble the foundation of industrial civilization.

Because for all its awful horror, and despite its gargantuan sprawl, it is incredibly fragile. It is dependent on several very brittle systems (specifically electricity and oil) to sustain itself on even a daily level. These systems underlie all other industrial activity, at one level or another, and without their undisrupted operation, nothing else could function.

By disrupting these systems, that machine of industrial civilization can be brought to a screeching (and with preservation, irreversible) halt. By striking at critical nodes within the systems that sustain and enable industrial civilization, a serious militant resistance movement could seriously disrupt these systems. With some coordination, it could collapse them entirely, leveling the foundation of the oppressive & murderous social structure itself.

This process of strategically selecting and attacking targets and coordinating strikes to sabotage entire global systems is known as ‘systems disruption’. The idea is to leverage the structure and dynamics of the system against itself; identifying and attacking structural weak points, nodes that are critical to functionality, specific bottlenecks in the industrial process without which the larger system cannot function. Striking at these points yields the maximum impact of any attack on a system, and by coordinating attacks to strike at multiple, interconnected and interdependent nodes, a small force can disrupt or disable entire industrial superstructures, such as a national electric grid or international oil extraction/transportation/refining/distribution system.

Done correctly, this process is similar to that of explosive demolition, wherein massive, multi-story buildings are brought tumbling down in several seconds by carefully placed explosives. The idea is not to blow the building to dust, which would not only require countless explosives, but would also endanger everything around it. Instead, by analyzing the construction and structure of the building, workers identify specific locations at which to place explosives, and carefully time the blasts to collapse the structure in on itself.

Continuing the metaphor, by strategically selecting appropriate nodes in the system, success can be achieved with the minimal resources necessary. Consider the amount of explosives necessary to blast apart a building entirely versus the amount needed to destroy key foundational supports. The same is true of dismantling the superstructure of civilization as compared to disabling the key support systems that prop it up: refined liquid fossil fuels for transportation and electricity to power industrial activity. By allowing a small force with limited resources to topple disproportionately large and complex systems through precise attacks, systems disruption is a perfect offensive doctrine for asymmetric forces, and must be part of any smart anti-civilization underground resistance.

Also, in the same way that a proper building demolition collapses the structure in on itself without damaging anything around it, by attacking properly selected nodes, an underground resistance could collapse civilization in on itself, minimizing damage done to the planet (and oppressed humans). Rather than a protracted bloody struggle of attrition (whose success would be dubious), coordinated and decisive systems disruption would effectively pull the plug.

The doctrine of systems disruption has been used around the world in countless conflicts for the very simple (and very compelling) reason that it is incredibly effective.

In the Niger Delta, militants from the Movement for the Emancipation of the Niger Delta used effective systems disruption to cripple the oil industry. By coordinating strikes against specific pipelines, pumping stations, and oil platforms, the resisters in the Delta shut down 40 percent of oil output, and in one series of attacks, this margin was increased to 80 percent of production.

Using the same doctrine, resistance forces in Iraq limited oil production by 70 percent. By carefully selecting vulnerable and vitally important nodes within the oil infrastructure system, a small force has been able to disable a national oil production system.

It’s time earth defense movements adopted similar convictions of strategic rigor. The electrical and oil systems are not only crucial to the hourly function of civilization; they are incredibly vulnerable to systems disruption. Both of these systems are designed for efficiency, a design constraint that yields configurations that are ripe for coordinated disruption.

For example, one report estimated that a loss of only 10-20 electrical substations could shut down 60 percent of power distribution, potentially for weeks.

These systems are very inflexible, and if struck with the right force in the right place, they would cease to function entirely. Often, these systemic fulcrums aren’t the places or nodes we might expect. In general, these bottlenecks—whose disruption or disabling yields the maximum impact on the rest of the system—fall into one or more of several categories: they are highly connected or cluster-connection nodes; they are high-load nodes, meaning they experience a lot of traffic, relative to other nodes in the system; or are sources of systemic flow, such as a power plant.

In systems as complex as those that sustain industrial civilization, there won’t be a single keystone piece of infrastructure the disabling of which would collapse the whole system. Rather, there will be a number of such bottlenecks. Striking any of them would be beneficial, but coordinating decisive attacks against multiple such nodes will have an exponential effect, and can cause cascading failures within the system.

These sort of strategic attacks—those that coordinate strikes against weak points and manipulate system dynamics to turn small attacks into large events, disrupting and disabling key industrial systems—are what give those standing against planetary murder the best chance of success. All smart strategic planning starts from the basis of what people, resources, and time is available, and then formulates a strategy within those constraints.

As a movement, radical earth-defense doesn’t have the resources or the numbers of people necessary to engage in open battles with those in power, nor the time to wait for civilization to collapse on its own. By operating along principles of asymmetric struggle, and using coordinated attacks against bottlenecks, an underground resistance could destroy civilization’s ability to function. In no uncertain terms, a relatively small number of people, placing the charges in just the right spots, could bring down civilization, just like a ten-story office building.
