How the Saami Indigenous People Fended Off Gates-funded Geoengineering Experiment

We in DGR do not believe that there are any technological solutions to climate change. Technocrats like Bill Gates represent the insanity and human supremacy of this culture, believing that they can play God and engineer the planet. We consider this a very dangerous approach. The only real solution to climate change is a large scale ecological restoration.

The first ever stratospheric test of geoengineering technology, funded by Bill Gates, has been suspended under pressure from the indigenous people over whose heads it would take place, the Saami of northern Scandinavia. It may be moved back to the United States.

At the recommendation of the project’s Advisory Committee, the scheduled June test has been called off. That became public March 31.

When Bill Gates $4.5 million investment in geoengineering research came to light in 2010, one of the scientists he put in charge of the project, Ken Caldeira, said the money was not funding any field experiments. But as the project has grown and moved to Harvard, that line was crossed. In a first-of-a-kind test of geoengineering technologies in the stratosphere, the Stratospheric Controlled Perturbation Experiment – SCoPEx for short – intends to release around a kilogram of calcium carbonate, essentially chalk dust, from a propelled balloon-gondola rig 12 miles up. Particles would cover the equivalent of 11 football fields and test the material’s potential to block a portion of solar radiation, countering the heat-trapping effects of carbon dioxide. The June test would not have released any particles, only tried out the rig’s technologies.

Last December SCoPEx announced it was moving the rig test to Sweden because of the pandemic. It was to have been in Arizona and New Mexico.  The new test site was to be Swedish Space Corporation’s launch center at Kiruna near the Arctic Circle, the Saami homeland. Trouble was, nobody had talked to the Saami or anyone else in Sweden.

The Saami Council, which defends the rights of the reindeer-herding people from Norway to Russia, on Feb. 24 sent a letter to the SCoPEx Advisory Committee opposing not only the experiment, but the entire premise of geoengineering research outside an international consensus. It was co-signed by leaders of the Swedish Society for Nature Conservation, Friends of the Earth Sweden and Greenpeace Sweden. Environmental groups had previously weighed in on their own.

The Saami have reason to be concerned about what’s flying over their heads. Winds from the 1986 Chernobyl nuclear disaster dumped radiation on their villages and reindeer grazing lands. Thousands of animals had to be slaughtered, and decades later reindeer meat must still be tested for radiation. The Saami have also taken an active stance on climate, persuading Norway’s second largest pension fund to divest from fossil fuels.  And they showed up at Standing Rock in 2017 to support tribes resisting the oil-carrying Dakota Access Pipeline under the Missouri River.

HAZARDS MORAL AND OTHERWISE

The letter from the Saami and their allies economically summarizes the fundamental contradiction of the Harvard research and geoengineering experiments in general – private governing bodies assuming powers and making decisions of such immense potential impacts that democratic accountability is required.

Stratospheric Aerosol Injection (SAI), write the Saami and environmentalists, “entails risks of catastrophic consequences including . . . uncontrolled termination  . . . ” –  If it was stopped, the heat-trapping effect of carbon dioxide would kick back in and cause sudden heating, like a junkie having withdrawals from addiction – “and irreversible sociopolitical effects that could compromise the world’s necessary efforts to achieve zero-carbon societies.” In other words, geoengineering would provide an excuse for powerful interests to continue burning the fossil fuels that add to atmospheric CO2. By offering protection from risks it would reduce the incentive to eliminate them. This is known as moral hazard.  “There are therefore no acceptable reasons for allowing the SCoPEx project to be conducted either in Sweden or elsewhere.”

The ways research creates moral hazard is illustrated by Alex Lenferma, a South African climate analyst writing for the Carnegie Council. “David Keith (a lead in the Harvard project whom Gates tapped to help distribute his 2010 funding) tells us that geoengineering could be very inexpensive. According to him, it would cost just $10 billion (annually), or one ten-thousandth of global GDP, whereas its benefits could be more than 1 percent of global GDP—a return one thousand times greater than its cost. While Keith warns that solar geoengineering does not spare us the need to reduce emissions, other team members do not seem so convinced.

“Fellow Harvard teammate Richard Zeckhauser tells us that ‘solar geoengineering is the most promising technology we have today.’ It is so promising that Zeckhauser says he would be fine if we redirected some of our efforts from greenhouse gas emission reduction to geoengineering, a statement that borders on encouraging moral hazard . . . “

Research illustrates the dangers of moving ahead in a Wild West atmosphere of independent initiatives taken outside a global governance structure. Releasing solar shielding particles in the northern hemisphere alone could increase droughts in India and the Sahel of Africa even as it benefits the north. Jacob Pasztor, executive director of the Carnegie Climate Geoengineering Governance Initiative, told Carbon Brief, “If one country decided to put its own interests first – say the leader of that country thought ‘our country needs cooling down, let’s do some regional solar geoengineering’ – that could have potentially catastrophic effects in other parts of the world.”

Keith was the co-author of a 2020 modeling study that downplayed the danger. Previous studies showed solar shielding worsening climate impacts over 9% of the Earth’s land area. But if shielding aimed to reduce just half of warming it “would only exacerbate change over 1.3% of the land area,” said co-author Peter Irvine. “Our results suggest that when used at the right dose and alongside reductions in greenhouse gas emissions, stratospheric aerosol geoengineering could be useful for managing the impacts of climate change.”

“There is a real potential, maybe a significant potential, to reduce the risks of climate change this century – by a lot,” Keith said.

Research showing geoengineering could be cheap, reduce climate damage and have minimal impacts in “the right dose” has the appearance of making a case for geoengineering. Even though the scientists acknowledge uncertainty, such research at least entertains moral hazard. This is particularly so absent a framework of global governance or democratic accountability.

THE SAAMI CALL OUT HARVARD

The Saami and their allies took direct aim at the accountability issue and the Harvard-appointed Advisory Committee. It is worth quoting at length. There are “serious problems in terms of governance and decision-making in relation to SCoPEx. We find it remarkable that the project has gone so far as to establish an agreement with SSC (Swedish Space Corporation) on test flying without, as we understand, having applied for any permits or entered into any dialogue with either the Swedish government, its authorities, the Swedish research community, Swedish civil society, or the Saami people, despite the controversial nature of SCoPEx . . . “

“It is noteworthy that Harvard University considers it reasonable for a committee whose role it is to decide whether this controversial project should go ahead, to not have any representation from the intended host country, Sweden. Instead, the committee is composed of almost exclusively US citizens and/or residents. We note that SCoPEx ‘independent’ Advisory Committee appears to be extremely homogeneous, is far from representative and appointed through Harvard itself, without any inclusion of affected groups and without directly critical and non-US voices. “The SCoPEx project’s comment on its Advisory Committee’s draft ‘Engagement Process for SCoPEx’ highlights core issues and shows the project’s problematic approach to ethics, responsibility and decision making. The SCoPEx project states that no one research project should have to answer questions such as ‘Does solar geoengineering research or deployment pose a moral hazard? Is it ethical to deploy solar geoengineering, and who should decide? Can solar geoengineering deployment be governed, and can we trust that governance? Is research a slippery slope to deployment?’. The SCoPEx project states that under such requirements research would have to halt, and complains that this has not been the case for other areas of research, and therefore ‘should not be the burden for solar geoengineering research.’

“We state that precisely because of the extraordinary and particular risks associated with SAI, this technology and SCoPEx cannot be treated like other research. The type of key issues cited above must be considered first, and in forums that are significantly more representative and inclusive than the SCopEx Advisory Committee. Experimentation and technology development through projects such as SCoPEx must therefore be halted.

“We call on the SCoPEx Advisory Committee as well as SSC to recognise these shortcomings, and to cancel the planned test flight in Kiruna. The SCoPEx plans for Kiruna constitute a real moral hazard . . . Stratospheric Aerosol Injection research and technology development have implications for the whole world, and must not be advanced in the absence of full, global consensus on its acceptability.”

HARVARD RETREATS

Indigenous and environmental opposition has backed SSC and Advisory Committee down. On March 31, MIT Technology review reported that the SSC had withdrawn from the project, and the committee in “an unexpected move” advised suspending the June test. The group said it has begun a public engagement process to “help the committee understand Swedish and Indigenous perspectives and make an informed and responsive recommendation about the equipment test flights in Sweden.”  SCoPEx principal investigator Frank Keutsch said flights will be suspended until the committee can make a recommendation “based on robust public engagement in Sweden that is broadly inclusive of indigenous populations . . . “

It is likely tests will not be conducted before 2022 and not in Sweden. With the pandemic abating the tests may return to the U.S.

It took the Saami and environmental allies calling out the Harvard project and the Advisory Committee to begin a consultation process. That it came as an afterthought underscores the basic point. In geoengineering as with so many crucial issues, private institutions and individuals are acting as de facto governments, making decisions potentially affecting billions of people without democratic accountability.  Harvard, the premier university in the U.S. and the world, is a preeminent case in point. Resistant to campaigns for fossil fuel divestment, it is researching technologies that could diminish the drive to end fossil fuel burning. A poster for moral hazard. To move toward the first stratospheric experiment of highly controversial geoengineering technology in a foreign country without thinking to consult the country’s civil society, let alone indigenous people over whose lands you will conduct that experiment, evidences a certain HAA-VUD “we-know-better-than-you” arrogance.  It is the essence of private government over democratic accountability.

SHOULD SCIENTISTS LEAD?

Announcement of the suspension came only days after release of a National Academy of Sciences report calling for a program of geoengineering research.

“This proposal is dangerous,” wrote Frank Bierrman, Utrecht University professor of global governance and founder of the Earth System Governance Project. “Solar geoengineering technologies remain speculative and assume a level of understanding of the planetary system that does not exist. Numerous studies have pointed to the risks especially for developing countries and vulnerable populations if anything goes wrong with ‘hacking the climate’. Most importantly, the governance challenges of solar geoengineering are unsurmountable in today’s global political system.”

“The NAS report’s vision for global governance is clear: it is the United States that should lead the way, at least for now. Other countries are invited to join, but there is no indication that the NAS authors envision to place geoengineering technology under global control with a binding veto power for those countries in the Global South that are most vulnerable . . . Instead, the vision of the NAS report seems to be that scientists should lead, especially US scientists. Based on that, a global network of experts could autonomously govern research. It is widely known, however – and acknowledged by the NAS report itself – that this global research community is vastly skewed in favour of a few industrialized countries. Research governance by experts is governance by the Global North, with some ‘consultation’ of others on the side. It is, as I argued earlier, a ‘rich man’s solution’.

Penn State Climatologist Michael Mann, a member of the NAS, issued his own concerns. “A report like this is as much about the policy message it conveys as it is about the scientific assessment, for it will be used immediately by policy advocates. And here I’m honestly troubled at the fodder it provides for mis-framing of the risks . . . the report itself, in my view, really puts a thumb on the scales. It falls victim to the moral hazard that I warn about in The New Climate War  . . . “

Mann quotes from the widely acclaimed new book,  “A fundamental problem with geoengineering is that it presents what is known as a moral hazard, namely, a scenario in which one party (e.g., the fossil fuel industry) promotes actions that are risky for another party (e.g., the rest of us), but seemingly advantageous to itself. Geoengineering provides a potential crutch for beneficiaries of our continued dependence on fossil fuels. Why threaten our economy with draconian regulations on carbon when we have a cheap alternative? The two main problems with that argument are that (1) climate change poses a far greater threat to our economy than decarbonization, and (2) geoengineering is hardly cheap – it comes with great potential harm.”

GATES: ENGINEERING OVER POLITICS

Gates has made several other geoengineering plays. He joined with Microsoft’s old chief technology officer, Nathan Myhrvold, and his company, Intellectual Ventures, in which Gates is an investor, on a 2008 geoengineering patent application that envisions using cold sea water to tamp down hurricane intensities.  In 2010 he announced an investment in Sea Spray, a company researching a technology that would spray seawater into the atmosphere to seed sunlight-reflecting white clouds. Gates also funded David Keith to create a company that captures CO2 directly from the atmosphere. Carbon Engineering has built a plant in British Columbia and plans another with partner Occidental Petroleum in the Permian Basin of Texas, one of the fracking centers of the continent. CO2’s current market is for enhancing oil recovery by pumping it into wells. Chevron and BHP are other oil company investors in Carbon Engineering, as is Alberta tar sands financier N. Murray Edwards.

Criticism of Gates’ investments ranges well beyond geoengineering to the disproportionate influence his foundation exerts in global health and development as well as education policy. The foundation’s support for industrialized agriculture models in Africa and the teach-to-test-oriented “Common Core” plan for U.S. education have come under scrutiny. Critical reviews of his new book, How to Avoid a Climate Disaster, have called out his focus on technology as opposed to political solutions.

Wrote climate activist Bill McKibben in his New York Times review, “ . . . politics . . .  is where Gates really wears blinders. ‘I think more like an engineer than a political scientist,’ he says proudly — but that means he can write an entire book about the ‘climate disaster’ without discussing the role that the fossil fuel industry played, and continues to play, in preventing action . . . That’s why we’ve wasted almost three decades of scientific warning. ‘I don’t have a solution to the politics of climate change,’ Gates writes, but in fact he does: He founded, and his foundation is a shareholder in, a company that has donated money to exactly the politicians who are in the pocket of big oil. A Bloomberg analysis last fall found that Microsoft had given only a third of its contributions to ‘climate-friendly’ politicians.”

NOBODY’S SMART ENOUGH ON THEIR OWN

In today’s world, money and power are being super-concentrated, aggregating to massive corporations, wealthy individuals such as Gates, and influential institutions such as Harvard. There is a tendency, especially among the successful, to believe their success translates into broad insight on how the world should be managed.  With their money, resources and prestige, they speak with the loudest voices, often drowning out others.

But no matter how brilliant or even well intentioned we may be, each one of us human beings is limited by our own perspectives. We all have blind spots. We all make mistakes. The greater our reach, the more injurious the potential impact. That is the downfall of the private governance structures becoming ever more powerful in the world. Inclusive frameworks of democratic accountability are required to gain the widest range of knowledge and insights, reflect the broadest interests, and avoid pitfalls.

The Saami, speaking with the growing moral authority of the indigenous, along with their environmental allies, have brought a crucial voice to the geoengineering table. That they were not asked their views, but had to raise their voice, says everything about the flawed assumptions of private government. This is true for the range of challenges confronting our world. It is nowhere truer than in a field with such global and potentially catastrophic impacts as geoengineering.

Green Energy vs. Wild Nature

The documentary “Planet of the Humans” generated a lot of criticism. This contributed to its removal on the 25th of May from YouTube over a four-second copyright infringement.

“Renewable energy isn’t perfect,” they all say, “but it’s an improvement over the fossil-fuels now being used.” These thoroughly civilized writers share the desire to continue techno-industrial society, thus missing the core problem of Technology.

Each of them writes with the assumption of a need for continued electrical power, forgetting that electricity is very recent in human existence and unnecessary for human life. Electricity is severely detrimental to the proliferation of wild Nature, of which humans are but one species.

So honed-in to defending renewable energy’s “efficiency” and affordability are the film’s detractors, they do not ‘see the woods for the trees’. Cathy Cowan Becker’s rebuke of the film is one of the better critiques, but through all its numerous citations of the documentary’s supposed statistical errors it really amounts only to having found some typos.

The main point consistently being missed, writes the film’s director Jeff Gibbs (responding to claims of “old data”), is that “solar, wind, and electric technologies are not something separate from a giant fossil-fuel based industrial civilization; they are one and the same.” The critics miss this point. Technologies are burning polluting fuels and fouling the atmosphere with carbon dioxide. Other technologies also cause harm.

The essential problem is that technology always comes to exist in exchange for a sacrifice of wild Nature. It always has unforeseen and unforeseeable consequences which inevitably impinge upon naturally-occurring freedoms for humans and non-humans. Even a superficial look over the history of technological advancement reveals precisely this. This holds true for the ‘green energy tech’. As noted by Becker, the closing scenes of the documentary show orangutan-habitat destruction due to industrial scale food manufacturing. This atrocity which will only be remedied through a dramatic decline in the demand for and production of civilized-manufactured foods; by the collapse of industrial civilization.

The degree to which we face, accept and embrace the collapse of civilization, regardless of the hardships it may entail, demonstrates the degree of our love for (and defence of) wild Nature.

In hopes of impeding rampant consumption of our Earth, Becker puts forth five common economist-suggested assessments of growth and success, but each of these trite suggestions are undeniably vague: “good jobs, well-being, environment, fairness, and health”. They can all be judged subjectively (as met or unmet), so they’re useless.

Like the wise who pull out the roots rather than hack the branches (paraphrasing H.D. Thoreau), we must aim efforts on one grand goal – that is, saving Nature beyond human control — even if it isn’t as easily achieved as less-effective alternatives we might be allowed to enact (e.g., minimal pollution regulations, the Green New Deal, subsidized contraceptives, et cetera). That goal should be the forced collapse of the worldwide industrial-technological system (industrial civilization) which creates the problems plaguing us. That is the only single goal which will adequately resolve our dilemma.

Socialism alone is no answer.

The control of a governing class in Cuba, China, and Bolivarian Venezuela are provided at the sacrifice of wild Nature and by human’s dissociation from Her. Cuba imports oil for the same reason that Venezuela pumps and burns and exports its own crude reserves, which is to  — at best —  deliver a better quality of civilized (read: unnatural, subordinated) life.

Mao’s ‘Four Pests’ extermination campaign was explicitly designed to improve living for China’s assimilated humans at the expense of the non-human “pests”. The government’s horrendous South-North water re-routing project might ‘benefit’ 100M people by diverting 44.8 billion cubic meters of water, but only at the expense of non-humans who will henceforth be deprived of the pre-existing natural waterflow.

You can’t make a techno-industrial-power and economic-growth omelette without breaking Nature.

Capitalism is clearly incompatible with the continuation of wild Nature; copper, gold and lithium are taken from Nature, and can land be seized and converted to allow palm oil or chocolate or beef to be grown?

This does not mean that alternative economic systems which perpetuate a reliance upon (or subservience to) industrial technology will abandon the game of amassing technological power and instead let Nature thrive, uncontrolled and wild: Whatever else can be said of the self-proclaimed socialist nations, they are indisputably seeking economic growth just as much as the capitalist countries, the very concept being predicated upon the transformation of free Nature into uses designated exclusively for Civilized humans.

Everyone knows that a better material “standard of living” as judged by Civilized measures is not provided when people live freely to engage with Nature, beyond civilization’s economics, foraging and hunting so long as they and their tribes are capable of it — and dying without immediate high-tech medical interventions, too. Rather, technology demands that Nature must be conformed and adjusted and as reward for this civilized people will be given more damaging comforts and detrimental conveniences: indoor plumbing, heating and cooling, refrigeration, rapid long-distance transportation, “healthcare” (to repair the body of the most apparent damages caused by civilization). Benjamin Franklin noted in 1753 that the natives don’t seem to prefer civilization, and even his fellow Whites who’d been among the Indians were more inclined to return to them after being ‘rescued’ — an odd reality to reconcile with the notion of its improving living conditions.

Living in Balance

The occasional lack of food for humans in any region is just one of the realities of life on Earth.

It isn’t unfair or unjust when there is a drought, or when the large game animals move, and a tribe no longer has food in that area and has to migrate. That doesn’t harm our entire species, though agricultural food has indeed hurt human health, just as its land takeovers eradicate entire species. Nor is it a tragedy or insufferable cruelty when conditions don’t allow for menstruation or offspring-conception or infant-nursing. It is simply the law of the land, something which all other creatures experience when being provided-for by Nature — and also being limited by it.

To live this way, accepting the good and also the bad, would be humanity living among and with Nature, not exceptional, nor beyond its ways of operating. Ending the techno-industrial system will take the modern agricultural system with it — thereby mostly re-wilding the biosphere and freeing most of an imprisoned Nature.

To sustain oneself on fresh forage and local wild game is the healthiest diet we can have, and the mental dexterity and physical exertion required easily surpasses the routine, apportioned exercising performed at a gym. One can look to numerous beneficial facets of the nomadic forager-hunter lifestyle in contrast to the detriment of sedentary city-dwelling, even in the earliest days of agrarian culture.

While clans living in Nature are indeed subject to the caprices of “the gods” or the chance (mis)fortunes of natural weather (and simple bad luck) they are not subjected to market fluctuations depriving them of a meal, nor do they suffer from faraway chain-of-supply disruptions, as we in Civilization are burdened with. With ‘only’ 10,000–12,000 years of full-time agriculture delivering constant food surplus, we’ve managed to transform the Earth. Hasn’t it been long enough now, don’t we have 20/20 hindsight to see that it isn’t working?

For all our years of constantly feeding people we keep generating more people, Do we want to undertake yet another intervention and set about altering that ancient, deeply-embedded natural inclination to have children rather than simply end the relatively far more recent means by which we produce food surpluses to yield global population growth (and deforestation)?

Power Plants and Destruction

Becker mentions legal requirements of environmental-impact review for any proposed new power plant; of course, even if nothing bad ever resulted at any places given approval, it is inconceivable that any agency would rule the majority of power plants detrimental to their local environs and order them shuttered — the nation’s electricity-generating simply won’t be ended without a revolutionary movement to force it, because the technological system demands that electrical power be delivered, regardless of the consequences to Nature (and people).

Moreover, the laws today can (and do) change tomorrow. It seems like every year of this President has generated an outcry about his nullifying EPA regulations which were enacted under the last President. Do we continue to gamble the future of humanity and all the rest of Nature on reversible legal policies? Any policy which restricts a specific technological means will eventually break under the push of technology overall; for permanent prevention of damaging technological impacts, the technical ability must be totally removed from existence. This is one reason why coal has not disappeared, though market forces in some areas have diminished its appeal (profitability).

All the frequent mentions by ‘green tech’ cheerleaders that coal plants are closing in the USA or Europe give the false impression that coal will no longer be torn from Earth and burned; in reality, it’s being sold by everyone to anyone who’ll buy it, providing “economic growth” and “increased standard of living” in exchange for its usage, definitely polluting the air and adding mercury to the oceans and undoubtedly increasing their rate of material consumption (as mentioned earlier), but only potentially (and not evidently) diminishing their population growth.

Renewable Energy Doesn’t Displace Fossil Fuels

Effectively, renewables simply add a non-emitting source for electrical power rather than replace any existing fuels.

While there is a baseless hope, or a theory or prediction, that wind- and solar-generated energy will supplant the dirty fuels presently used most, there is absolutely no guarantee of this; were it to happen, it would be contrary to all history of industrial fuels: the access to crude oil (and later refined diesel) did not end the usage of coal, nor did the utilization of oil and gasoline prevent the development of uses for and extraction of natural gas. (Similarly, natural materials which had little utility decades ago have since been put to industrial uses and so are now valued, resulting in the increased destruction or alteration of vast swaths of wild Nature in order to obtain those resource deposits.)

So not only has techno-industrial society sought out and laid claim to all available coal, oil, and natural gas accessible beneath our planet’s surface, but now it wants to take the sunlight which lands on the surface and the wind which flows over it, too. Was it forgotten that evolved organisms currently utilize the sunlight which falls on them, or do these non-humans not matter if consideration of them limits Civilization staying electrified?

Electricity and expendable fuel consumption has gotten more efficient, but has electricity demand ever diminished in all the time of transition between different fuels? Of course not, and the Jevons Paradox informs us that efficiency increases always bring consumption increases.

That ‘renewables’ are becoming cheaper and renewable-powered machines more efficient may sound good, but the only real limit on consumption is imposed by price. If solar energy is generated for at least one-third of every day, and wind the same, and it’s incredibly cheap because it’s unlimited, its use will inevitably be maximized, not only by individuals leaving the lights or A/C running but also with flying and driving all around the planet. The problems of this inhuman technological movement and the land-contouring it brings (and largely requires) go far beyond its levels of CO2 released now, but the prevailing thought would be “Well it’s not polluting” or “But it’s not costing us”, or “At least it’s not fossil-fuel powered”.

Power Corrupts

Let’s disregard the horrible things that industry and government would do with limitless, non-polluting electrical energy.

Even still, residential and individuals’ uses of electricity are incidental to power plants’ generation of it; industrial demand exceeds residential by magnitudes, and is in fact the reason power plants are operated. If renewables can actually provide for all present residential use, the demand will not cease at this present level. And what will fuel industry’s demand? Hydrocarbons while they are available, but further development and deployment of the renewable-energy technologies would go on, because the addicted are never sated.

Even if that entails ‘only’ more solar panels and windmills and no further use of coal, gas, or oil, the ‘green tech’ would be interrupting the natural flow and fall of wind and sunlight upon our Earth, a characteristic of life here conservatively estimated at billions of years old. Is that audacious, hubristic entitlement of Civilization not shameful, and potentially (if not probably or obviously) perilous? Some critics of the documentary falsely claim that the film advocates fossil fuels, while others bemoan that it gives the fossil-fuels industry ‘ammunition’.

With only a bit of checking we can see the true priorities of the film’s attackers. For example, Ketan Joshi’s website reveals his bona fides for discussing ‘renewable energy’ — disqualifications to any claims of being out to save Nature: “I did a science degree at Sydney University, and since I was a teenager I’ve loved science, technology, philosophy and psychology. I worked in the renewable energy industry for about eight years…”

While his page greets visitors with a picture of a robot, he does not at all mention a love for wild Nature, only his work for the (oxymoronic) ‘green tech’ industry, which has gone from professional to pro bono. In any case, it doesn’t indicate a loss of ethics or giving aid to the hydrocarbon industry to agree with Exxon that 2+2=4, it is merely an undeniable truth to be recognized by all parties; to cite some promotion of the film by fossil-fuel loyalists is simply casting the shadow of a bogeyman in order to darken a truth which ought to be recognized by opponents.

The Non-Profit Industrial Complex

If we only scratch the surface of why the hydrocarbons defenders might advance this film which critiques ‘green energy’, we can see how their view actually aligns with the criticism of the documentary by prominent professional ‘green’ leaders.

At best, the environmentalists reveal that they agree with the point being made by the Oil, Coal, & Gas lobbyists who say, “If solar and wind won’t do any better, you might as well stick with what you’ve got — you certainly don’t want to give up electricity!”

This is precisely what liberals like Bill McKibben and Naomi Klein and Josh Fox are all worried about,that people will so value the maddening and addictive technological garbage of the modern era that they will simply settle for baking the planet to death. But not only do humans not need any of the electrified stuff we daily engage with, it actually worsens our lives, dividing us from connecting with Nature and even other people, physically, face-to-face, in-person.

For 200,000 years humans just like us lived in small groups, deeply connected to their people, relying upon and aiding their fellows, competing against outsiders (thus giving each one well-balanced traits for making allies and facing enemies, ensuring security and confronting threats, developing wholly with both offense and defense ).

Yet, only 220 years after the first use of electric power, most people who think themselves environmentalists are now debating whether the use of windmills or solar panels can suffice for providing enough electricity (an unnecessary extravagance) to make it worthwhile to stop using fossil fuels and thereby avoid destroying our only lifeboat in the sea of the entire Milky Way. And when the insanity of that is challenged, when “Planet of the Humans” says we need to pull the needle out and clean up, get sober and face reality, the reaction is to shout down the messenger.

Infinite Electricity

Think about what would be done with infinite electricity, based on what has been and is now being done already.

We need to have electricity (without the CO2) so that video games and “binge watching” can continue? So that aerial drones (for surveillance or assassinations) don’t need to land for refueling? So that cyber-bullying and fake news and child porn can proliferate despite all controls attempted?

If this is raising the ‘standard of living’, why do we have so many unhappy people who kill themselves (and, increasingly, others before themselves)? The 40,000 annual suicides in America are surely only a fraction of all the people miserably unsatisfied by life in fast-paced techno-industrial civilization who don’t succeed in attempting to end their lives; how many more are medicated into accepting their discontentment? When will we reclaim our dignity as a species that survived for at least a couple hundred millennia but are clearly unable to cope with modern conditions, and also blind or hopeless to altering them?

People existing in Nature rarely become so miserable and seek to end their lives. This is a unique attribute of the civilized. Facing challenges and working diligently to overcome adversities is rewarding and builds confidence, just as it provides its own intrinsic value to people.

Civilization is what the renowned Desmond Morris referred to as “The Human Zoo” with the title of his 1969 book.

Simply imagine for a minute, eating only the foods our species is adapted to, which you (or a close friend who lives among you) have obtained, and being with your children; imagine children of all ages playing together, each of them acquiring every skill and material item they need to live well, simply from being in the suitable natural environs to which they are adapted, and being around their parents and emulating them; imagine getting intimately acquainted with your bioregion, not being crowded like industrial-agriculture’s chicken in a growing-warehouse.

Imagine being free from the psychological toll of potential annihilation via nuclear conflict, being free of worries over the forecast of (induced) sea-level rise, or not suffering a tech-facilitated viral contagion greatly worsened by heavily-polluted air (not merely the ‘greenhouse gases’).

Imagine shedding the burden of existential crisis because we actually stop the worsening potentials of Technology, which grows more autonomous by the day due to the vile works of lauded scientists and technicians.

Modern Existential Fear

Even those involved in Technology’s advance are seriously worried about it, but feel powerless to stop it, because they will not look to revolution which is required. And for being milquetoast and servile to the technological system, Bill McKibben, a most prominent advocate of renewable energy, gets to soak up the limelight and be heralded as an environmentalist leader. He often has grand platforms (Rolling Stone, frequently, and recently “60 Minutes”) to extol the talking points of the Green Energy industry (for which he volunteers), in addition to deflecting valid criticisms which might otherwise awaken sincere but misdirected people.

Were he to take a more oppositional, or boldly confrontational position against the menace of further technological progress. McKibben would be marginalized and replaced by another figurehead for false hopes of a techno-salvation to come. McKibben — who on May 6th, 2020 declared that one of rural America’s biggest problems is a lack of consistent and reliable WiFi signals — measures quite poorly against even the timid academic-philosopher class who at least named the enemy as Technology itself: Martin Heidegger, Jacques Ellul, Lewis Mumford, Neil Postman, Chellis Glendinning; while none of them were brave enough to unequivocally state that only a revolutionary movement will be able to depose technoindustrial civilization and free all the inhabitants of Earth from the controls imposed by Technology, at the very least they recognized the primary source of the problem.

This documentary also does so, in the seventeenth minute, when its director’s narration rhetorically asks:

“Is it possible for machines built by industrial civilization to save us from industrial civilization?”

Only if they are used disruptively, against the continuation of techno-industrial mass-society and to allow the revival of wild Nature.

The Green “Misleadership” Class

The so-called ‘green leadership’ offered within technological society will never point attention at industrial civilization itself. The cabal of professional ‘Greens’ primarily act as steam-valves to relieve any serious tension or resentment against technology, a sentiment which has constantly increased due to the knowledge — both reported and personally felt — of the ever-worsening destruction of Nature, in addition to the misery of modern humans enduring techno-industrial society.

“The idea that societies could collectively decide to embrace rapid foundational changes to transportation, housing, energy, agriculture, forestry, and more — precisely what is needed to avert climate breakdown — is not something for which most of us have any living reference.” — Naomi Klein, April 2019

When she wrote those words, Klein had in mind merely that a popular movement be developed to press for enactment of legislation which is itself only vaguely imagined by the Green New Deal resolution of the US House of Representatives. She was not thinking of revolutionary action, which is never advanced by a mass of millions, nor the revolutionary sentiment which can’t be satisfied with legislative appeasement from the existing powers.

Naomi Klein is not a revolutionary, not in spirit or thought. If we are to save the wonderful spirit of free and wild Nature, that caretaker of all beings on Earth, we need to understand that the green leaders put forth by the technological system are the most reactionary and conservative of environmentalists to be found. Their prominence serves as misdirection for those who are truly fed-up with the killing of Nature, those who live with and deeply love the land they are acquainted with, those unwilling to watch the natural world be sacrificed for the sake of civilized greed.

Rather than putting hopes and prayers into some new technology which might deliver the ‘Diet Coke’ fix for techno-industrial society — that is, all the same “great” benefits with none of the currently-known downsides — we need only hopeful optimism that our commitment and effort can make successful a revolution against the technological system. Indeed, while many a Leftist is inherently a pessimist, defeated before they even begin, truly the only reason that revolution seems not to be possible is that it is not thought to be possible.

When people stop awaiting a savior (whether man or machine) and begin to see and believe that revolution can indeed be undertaken and achieved, then in reality it can be.

A Modern Eco-Sabotage Manifesto

The woman places an arrow on her bow, draws to her cheek, and fires.

The arrow arcs over a high-voltage electrical transmission line, carrying a non-conductive rope. She jogs to her arrow, and begins to reel in the rope. As she pulls it over the lines, a conductive cable is revealed to be attached to its end. As the cable bridges the three-phase power lines, a short-circuit ripples down the lines. Miles away, an aluminum smelter grinds to a halt.

This is the opening of the new film Woman at War from director Benedikt Erlingsson. The film follows a one-woman ecosabotage campaign against the Icelandic aluminum industry.

Whenever I watch a film, especially a film grappling with the ecological crisis, I expect it to disappoint me. Ethan Hawke’s First Reformed, for example, started with a promising premise and then veered into self-flagellation and misogyny.

Woman at War, however, did not disappoint. Halldóra Geirharðsdóttir gives a masterful performance as Halla, a happy middle-aged woman who appears content with her life as a choir director in an Icelandic city. She moves about her life with grace and serenity, riding her bicycle through the streets, swimming in the ocean, and talking with her sister and other friends.

But Halla leads a double life. Her apparently tranquil existence hides her true mission, a campaign against heavy industry that is destroying Iceland. A portrait of Nelson Mandela hangs on her wall at home, a constant reminder that yesterday’s terrorists may become the freedom fighters of history. This is, no doubt, a reference to the ANC sabotage campaigns that Mandela helped to lead in Apartheid South Africa beginning in 1961.

In his testimony when he was sentenced, Mandela describes his reasoning: “I do not deny that I planned sabotage,” he said. “I did not plan it in a spirit of recklessness nor because I have any love of violence. I planned it as a result of a calm and sober assessment of the political situation that had arisen after many years of tyranny, exploitation and oppression of my people by the whites.”

The same reasoning is true for eco-saboteurs today. In the era of climate chaos and government inaction, “extreme” acts like ecosabotage are not extreme at all. They are, in fact, some of the most reasonable responses imaginable.

The argument for sabotage in Woman at War is as undeniably real as the industry it tackles. Iceland’s abundant geothermal energy and hydropower extraction give it very low electricity prices, and has made it a global hot spot for aluminum smelting. The three aluminum smelters in Iceland use a full 73 percent of all electricity generated in the country.

Their power is supplied by geothermal energy harvesting facilities as well as a highly controversial hydroelectric dam that was opposed by environmental and community groups in the courts, via protest, and with direct action and ecosabotage. The smelters themselves are major polluters linked to birth defects, cancer, and bone deformations in nearby communities.

In the film, Halla’s attacks are not spontaneous. Like Mandela, she has obviously conducted a rigorous assessment of the situation. Her actions are meticulously planned. She receives intelligence from a friend high in the Icelandic government. She operates carefully, intelligently, implementing reasonable security precautions while avoiding wholesale paranoia.

At one point, Halla evades her face being recorded by a drone by wearing a Nelson Mandela mask, in an echo of Mandela’s words in his book Long Walk to Freedom: “Living underground requires a seismic psychological shift,” Mandela wrote. “One has to plan every action, however small and seemingly insignificant. Nothing is innocent. Everything is questioned. You cannot be yourself; you must fully inhabit whatever role you have assumed… The key to being underground is to be invisible.”

Like any effective underground figure, she follows the maxim that “Clandestine operational activity must be compartment[aliz]ed, it must be planned, it must be short in duration, and it must be rehearsed (or at least, composed of habitual actions).”

Rebecca Solnit, who has written some wonderful things, critiques Woman at War, writing that “our largest problems won’t be solved by heroes.” But Solnit then lauds Bill McKibben, founder of 350.org, an organization which (like the entire American environmental movement) has failed to stop even the growth of fossil fuel burning. McKibben’s entire approach hinges on a transition to green technology that, as I explain in my forthcoming book Bright Green Lies, has thus far failed to reduce emissions even by a fraction.

In contrast, eco-sabotage groups like MEND (the Movement for the Emancipation of the Niger Delta) have reduced oil output in Nigeria, Africa’s largest producer, by up to 40 percent on a sustained basis.

So which approach is really effective? Show me a country in which mass action has significantly reduced carbon emissions, and perhaps Solnit’s argument would hold more weight. Just two people conducting eco-sabotage against the Dakota Access Pipeline (DAPL) were nearly as effective in slowing the construction as tens of thousands were at Standing Rock. Imagine if a few more people had joined them. And a few more. And more.

As director Benedikt Erlingsson said of Halla in a recent interview, “She’s not a terrorist, she’s not creating terror, she’s not harming people. She’s only sabotaging structures. But she is doing what all fighters have been doing: for non-violent protest to work, it always needs to have an economic fist.”

Petitioning those in power to change things simply isn’t working. To have a chance of planetary survival, we need the most direct of direct actions.

Practically, there are a few lessons to be learned from Woman at War. For example, the film showcases perhaps the high end of effectiveness for a single saboteur. By acting in coordinated groups or securely linked cells, a larger number of people could be more effective. Additionally, the film shows the importance of building a culture of resistance. Halla is saved early on by a nearby farmer who detests the transmission lines and police crisscrossing the land his family has lived on for a thousand years. This element shows the importance of building a support network that can house, feed, transport, and otherwise support underground resistance—and won’t ask too many questions.

There is much to love about this film. Aesthetically, it is beautifully done. The music is superb. The Icelandic tundra, glaciers, rivers, hot springs, and stones are a presence all their own, and Halla inhabits this landscape throughout, repeatedly pressing her face into the thick moss as if into the embrace of a dear friend. She also demonstrates quite clearly that, in an asymmetric struggle, bushcrafts, physical fitness, and wilderness travel skills are a serious advantage for clandestine eco-resistance.

Woman at War bypasses American sexualization, casting a strong female lead acting on her own terms, without a hint of objectification. It even tackles prison well, showing that (to quote Mandela once again) “The challenge for every prisoner, particularly every political prisoner, is how to survive prison intact, how to emerge from prison undiminished, how to conserve and even replenish one’s beliefs.”

Ending a movie like this is hard. In reality, revolutionary work is likely to end with prison time, death, or international exile. But Woman at War closes deftly, in the same way it tackles tricky topics like morality, jobs, and family. Halla visits Ukraine to adopt a young girl, and on her return to the airport, is forced to carry her through a slowly-rising flood that has blocked the road. It is tranquil but daunting slow-moving emergency submerging the entire world. A fitting metaphor, then, for the theme of the entire film.

As I finish writing this review, spring is in full bloom. The birds are singing outside my small cabin in the Oregon woods. But I know that the slow-moving floods of climate change, species extinction, toxification, overpopulation, habitat destruction, and refugees are rising. Year by year, we are slipping into a nightmare. Woman at War is not exactly a template, but it is a great beginning point for a movement that could save us from the worst of what is coming, if only we are ready to listen.

The Legal System Will Not Save the Planet

The problem with putting a price on nature

I love the cover of the New York Times Magazine, by Pablo Delcan, for this week’s big story, “The Problem with Putting a Price on the End of the World.”

The article discusses the challenge with pricing carbon emissions properly so that we use less fossil fuels: because fossil fuels are so fundamental to every aspect of how we live in this modern culture, to price emissions higher means bringing a world of hurt to people who just want to be able to afford a home, or to commute to work, or put the next meal on the table.

The basic problem with pricing carbon as a solution to climate change is not, as the article states (and most people like to claim), that it is a “market failure”.

The problem is that pricing carbon doesn’t address the underlying issue: that our modern culture is inherently unsustainable, no matter how much we pay for the energy to run it.

The article argues that pricing carbon leads to a sluggish economy, which is bad.

No, what’s bad is the economy, period. Our modern economy is based on continual growth. We can’t “fix” the economy; we have to abolish it. Eliminate it. And to do that we need a vision of what is to replace it (and no, not “clean energy”!!) — because without a vision, people just get angry when they can no longer afford the necessities of life.

Unfortunately but unsurprisingly, this article pins hopes for the future on “clean” energy (something that doesn’t actually exist), and a growth economy based on renewables, within the framing of shifting away from fossil fuels not because carbon is expensive, but because renewables are a better, cheaper option, cause less pollution and less carbon, and will create jobs (i.e., basically the same argument as The Green New Deal). This approach simply changes the energy source that runs our unsustainable economy; it doesn’t change the underlying problem: the economy and the way we live our lives because of that economy.

Fighting for the Rights of Southern Resident Orcas

On December 18, 2018, the Center for Biological Diversity and the Wild Fish Conservancy threatened the Trump administration with a lawsuit under the Endangered Species Act (ESA) for allowing salmon fisheries to take too many salmon, which the critically endangered Southern Resident orcas depend on for food.

The impulse to protect the orcas is a good one. Southern Resident orcas are struggling to survive — only 75 remain. According to the statement by the Center for Biological Diversity and Wild Fish Conservancy, “The primary threats to Southern Resident killer whales are starvation from lack of adequate prey (predominantly Chinook salmon), vessel noise …that interferes with … foraging … and toxic contaminants that bioaccumulate in the orcas’ fat.”

You probably assume, when reading that list of primary threats to the orcas, that the threatened lawsuit would demand an end to these harmful activities. But it doesn’t. Instead, the organizations are merely asking the National Marine Fisheries Service — the agency responsible for issuing permits to Pacific coast fisheries — to deal with alleged violations of the ESA.

The Center for Biological Diversity and the Wild Fish Conservancy aren’t asking that activities harmful to Chinook salmon, and consequently to the Southern Resident orcas, be stopped. They aren’t asking for noisy vessels that disturb the whales’ foraging behaviors to be prohibited. They aren’t even asking for an end to the toxic contaminants that accumulate in the whales’ fat.

Why aren’t they asking for any of these things? Because under American law they aren’t allowed to ask for them.

All they are asking is that these harmful activities receive the proper permits.

Right now, laws like the Endangered Species Act are the main legal means for protecting threatened species and habitat in the United States. But these laws only allow us to challenge permit applications and ask that projects complete the permit process.

While it may hard to believe, these permits are designed to give permission to cause harm. Regulatory agencies only regulate the amount of harm that takes place. They do not, and cannot, stop ecocide. Instead they allow for softer, sometimes slower versions of ecocide.

To understand this, it helps to know a bit about how the Endangered Species Act actually works. The Act prohibits any person, including any federal agency, from “taking” an endangered species without proper authorization. “Take” is defined as: “to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct.”

You might expect that the Act completely prohibits any activity that “takes” an endangered species. But it doesn’t. Under the Act, federal agencies may harm members of an endangered species as long as the activity is “not likely to jeopardize the continued existence of any endangered species.”

While that may sound more promising, it isn’t. When a proposed action is likely to jeopardize an endangered species, the agency can then issue an Incidental Take Statement (ITS), which merely sets a limit on the number of individuals of an endangered species that can be taken.

In other words, a species that has already endured so much destruction can legally be further harmed if that harm is in compliance with certain terms and the correct forms are filled out.

or the resource is land taken from indigenous cultures and from wild animals for wind farms and solar farms…

or the resource is iron ore, copper, gold, coal, oil, gas, or sand taken from the land, taken from indigenous cultures and the poor for corporations and the rich people who run them…

or the resource is fresh clean water and fresh clean air, taken from us all by corporations to use as the dumping ground for their pollution, as commerce reigns supreme and supreme courts grant corporations more rights than people…

all oppression is related to resource extraction.

The arrow arcs over a high-voltage electrical transmission line, carrying a non-conductive rope. She jogs to her arrow, and begins to reel in the rope. As she pulls it over the lines, a conductive cable is revealed to be attached to its end. As the cable bridges the three-phase power lines, a short-circuit ripples down the lines. Miles away, an aluminum smelter grinds to a halt.

This is the opening of the new film Woman at War from director Benedikt Erlingsson. The film follows a one-woman ecosabotage campaign against the Icelandic aluminum industry.

Whenever I watch a film, especially a film grappling with the ecological crisis, I expect it to disappoint me. Ethan Hawke’s First Reformed, for example, started with a promising premise and then veered into self-flagellation and misogyny.

Woman at War, however, did not disappoint. Halldóra Geirharðsdóttir gives a masterful performance as Halla, a happy middle-aged woman who appears content with her life as a choir director in an Icelandic city. She moves about her life with grace and serenity, riding her bicycle through the streets, swimming in the ocean, and talking with her sister and other friends.

But Halla leads a double life. Her apparently tranquil existence hides her true mission, a campaign against heavy industry that is destroying Iceland. A portrait of Nelson Mandela hangs on her wall at home, a constant reminder that yesterday’s terrorists may become the freedom fighters of history. This is, no doubt, a reference to the ANC sabotage campaigns that Mandela helped to lead in Apartheid South Africa beginning in 1961.

In his testimony when he was sentenced, Mandela describes his reasoning: “I do not deny that I planned sabotage,” he said. “I did not plan it in a spirit of recklessness nor because I have any love of violence. I planned it as a result of a calm and sober assessment of the political situation that had arisen after many years of tyranny, exploitation and oppression of my people by the whites.”

The same reasoning is true for eco-saboteurs today. In the era of climate chaos and government inaction, “extreme” acts like ecosabotage are not extreme at all. They are, in fact, some of the most reasonable responses imaginable.

The argument for sabotage in Woman at War is as undeniably real as the industry it tackles. Iceland’s abundant geothermal energy and hydropower extraction give it very low electricity prices, and has made it a global hot spot for aluminum smelting. The three aluminum smelters in Iceland use a full 73 percent of all electricity generated in the country.

Their power is supplied by geothermal energy harvesting facilities as well as a highly controversial hydroelectric dam that was opposed by environmental and community groups in the courts, via protest, and with direct action and ecosabotage. The smelters themselves are major polluters linked to birth defects, cancer, and bone deformations in nearby communities.

In the film, Halla’s attacks are not spontaneous. Like Mandela, she has obviously conducted a rigorous assessment of the situation. Her actions are meticulously planned. She receives intelligence from a friend high in the Icelandic government. She operates carefully, intelligently, implementing reasonable security precautions while avoiding wholesale paranoia.

At one point, Halla evades her face being recorded by a drone by wearing a Nelson Mandela mask, in an echo of Mandela’s words in his book Long Walk to Freedom: “Living underground requires a seismic psychological shift,” Mandela wrote. “One has to plan every action, however small and seemingly insignificant. Nothing is innocent. Everything is questioned. You cannot be yourself; you must fully inhabit whatever role you have assumed… The key to being underground is to be invisible.”

Like any effective underground figure, she follows the maxim that “Clandestine operational activity must be compartment[aliz]ed, it must be planned, it must be short in duration, and it must be rehearsed (or at least, composed of habitual actions).”

Rebecca Solnit, who has written some wonderful things, critiques Woman at War, writing that “our largest problems won’t be solved by heroes.” But Solnit then lauds Bill McKibben, founder of 350.org, an organization which (like the entire American environmental movement) has failed to stop even the growth of fossil fuel burning. McKibben’s entire approach hinges on a transition to green technology that, as I explain in my forthcoming book Bright Green Lies, has thus far failed to reduce emissions even by a fraction.

In contrast, eco-sabotage groups like MEND (the Movement for the Emancipation of the Niger Delta) have reduced oil output in Nigeria, Africa’s largest producer, by up to 40 percent on a sustained basis.

So which approach is really effective? Show me a country in which mass action has significantly reduced carbon emissions, and perhaps Solnit’s argument would hold more weight. Just two people conducting eco-sabotage against the Dakota Access Pipeline (DAPL) were nearly as effective in slowing the construction as tens of thousands were at Standing Rock. Imagine if a few more people had joined them. And a few more. And more.

As director Benedikt Erlingsson said of Halla in a recent interview, “She’s not a terrorist, she’s not creating terror, she’s not harming people. She’s only sabotaging structures. But she is doing what all fighters have been doing: for non-violent protest to work, it always needs to have an economic fist.”

Petitioning those in power to change things simply isn’t working. To have a chance of planetary survival, we need the most direct of direct actions.

Practically, there are a few lessons to be learned from Woman at War. For example, the film showcases perhaps the high end of effectiveness for a single saboteur. By acting in coordinated groups or securely linked cells, a larger number of people could be more effective. Additionally, the film shows the importance of building a culture of resistance. Halla is saved early on by a nearby farmer who detests the transmission lines and police crisscrossing the land his family has lived on for a thousand years. This element shows the importance of building a support network that can house, feed, transport, and otherwise support underground resistance—and won’t ask too many questions.

There is much to love about this film. Aesthetically, it is beautifully done. The music is superb. The Icelandic tundra, glaciers, rivers, hot springs, and stones are a presence all their own, and Halla inhabits this landscape throughout, repeatedly pressing her face into the thick moss as if into the embrace of a dear friend. She also demonstrates quite clearly that, in an asymmetric struggle, bushcrafts, physical fitness, and wilderness travel skills are a serious advantage for clandestine eco-resistance.

Woman at War bypasses American sexualization, casting a strong female lead acting on her own terms, without a hint of objectification. It even tackles prison well, showing that (to quote Mandela once again) “The challenge for every prisoner, particularly every political prisoner, is how to survive prison intact, how to emerge from prison undiminished, how to conserve and even replenish one’s beliefs.”

Ending a movie like this is hard. In reality, revolutionary work is likely to end with prison time, death, or international exile. But Woman at War closes deftly, in the same way it tackles tricky topics like morality, jobs, and family. Halla visits Ukraine to adopt a young girl, and on her return to the airport, is forced to carry her through a slowly-rising flood that has blocked the road. It is tranquil but daunting slow-moving emergency submerging the entire world. A fitting metaphor, then, for the theme of the entire film.

As I finish writing this review, spring is in full bloom. The birds are singing outside my small cabin in the Oregon woods. But I know that the slow-moving floods of climate change, species extinction, toxification, overpopulation, habitat destruction, and refugees are rising. Year by year, we are slipping into a nightmare. Woman at War is not exactly a template, but it is a great beginning point for a movement that could save us from the worst of what is coming, if only we are ready to listen.

A Manifesto for a World in Crisis

THE SITUATION

Our world is in crisis. Species extinction, topsoil loss, deforestation, rising seas, ocean acidification, global warming. It’s no exaggeration to say that the dominant culture is killing the planet. At the same time, societies around the world are staggeringly unjust. Neocolonialism builds up empires on the backs of indigenous peoples, sweatshop workers, unpaid and underpaid women, and the bodies of our nonhuman kin.

FALSE SOLUTIONS

We do not trust electoral politics, NGOs/non-profits, or foundations. Change must come from the grassroots, but the masses can be led astray. False solutions abound in the of vague reforms, half-measures, and technologies that only strengthen empire.

REVOLUTION

We aim for nothing less than total liberation from extractive economics (including capitalism and socialism), white supremacy, patriarchy, colonialism, industrialism, and the culture of empire that we call civilization. This is a war for survival, and we’re losing. We aim to turn the tide. We mean to win. Some will end up in prison. Some will die. This is the price of justice. Revolution will not be tranquil or easy.

STRATEGY

Our main strategy is to build a revolutionary culture that supports outright destruction of the dominant culture (empire/industrial civilization). Specifically, we promote a strategy informed by the history of guerilla warfare that entails coordinated underground cells using sabotage to destroy global energy, transportation, communications, trade, and finance systems. The goal is to stop the global economy, not to harm individuals or the people. We recognize the value in other strategies such as mass movements, building alternatives, and changing laws, but these methods have little chance of stopping or significantly altering the course of global empire.

THE FUTURE

There are countless thousands of examples of land-based, sustainable, just human cultures, the majority of them indigenous. When the global economy collapses, we will need to live this way once again. The people will need to help the land heal by dismantling the vestiges of this system and stewarding toxic waste such as nuclear plants into dormancy. Low-energy societies will thrive in the ruins of civilization. They will face their own challenges, as all people do, but they will be strong if we protect their ability to exist by removing threats to the planet.

IDENTITY POLITICS

The experiences of those who have suffered systematic oppression can never be fully understood by those who have not. We value and lift up those leaders who have true vision and skill, not figureheads or puppets. Being a member of an oppressed group does not automatically lead to wisdom. Anti-oppression politics form the bedrock of our human morality, but our goal is not political correctness; it is revolution.

RACISM AND PATRIARCHY

Racism and patriarchy both exist to further power and domination by turning large groups of people into exploitable others. These toxic ideologies deeply influence our culture and prop up empire by providing a steady stream of cheap and free labor, children to serve as the next generation of consumers and soldiers, and stereotypes to manipulate the population with. As the oppression of women and people of color is so wrapped up in the global industrial economy (via mass media, pornography, the prison-industrial system, housing, etc.), we see dismantling empire as critical to the dismantling of the concrete systems of power enforcing racism and patriarchy.

IMMIGRATION

The global economy creates millions of refugees each year via wars, trade, and propaganda. Most immigration happens because people’s land or livelihoods have been destroyed. Ideally, people should be allowed to live in their homes on land that is healthy and can support their community. Therefore, the best way to address the immigration “problem” is to bring down the global empire. We must stop the problem at the source.

HOW WE WORK

We must be tenacious, smart, strategic, careful, bold, and self-reflective. We must be unapologetic and non-compromising. We’ve got to sacrifice. Those who are ready have to get together and do the tedious work of organizing and building organizations and communities, engaging in political struggles, and carrying out realistic strategies for success. We don’t hope to be effective, we plan to make it happen.

LOYALTY

Throughout history, repressive and counterrevolutionary forces have worked to drive wedges into communities of resistance. Never forget COINTELPRO. Our protection lies in a fierce, forgiving loyalty to those who resist

FBI Contacts DGR member in Oregon

[Story] On Friday, September 7th, Deep Green Resistance member Max Wilbert was contacted by the FBI in regards to his political organizing.

The agent, who identified himself as “Special Agent Michael” from the Seattle Field Office of the FBI, said he was calling “about something [Wilbert] wrote online” in response to “tips submitted to a public tip line.” The same agent also left a card at a family member’s house over the weekend.

Wilbert followed established security culture protocols, a set of best-practices for activists and revolutionaries, by refusing to answer any questions and referring the agent to contact a lawyer.

This is the third time Wilbert has been contacted by the FBI in regards to his organizing. In prior instances in 2014 and 2016, he also declined to answer any questions.

The earlier phone calls were part of a coordinated operation targeting DGR members across multiple US states, in which more than a dozen DGR members and presumed associates were called on the phone or visited at their home or work. FBI agents also intimidated family members and followed activists in cars during this sweep.

Members including Wilbert have also been detained and then turned away at the Canadian border, where a lawyer working with the group similarly faced what The Guardian called “repeated interrogations.”

As Wilbert said in 2016, “This government uses intimidation and violence because these tactics are brutally effective. For me and the people I work with, we expect pushback. That doesn’t make it easy, but in a way, this sort of attention validates the fact that our strategy represents a real threat to the system of power in this country. They’re scared of us because we have a plan to hit them where it hurts.”

Deep Green Resistance advocates a revolutionary environmentalism and calls for forcefully dismantling global capitalism. The organization is well known to the FBI. In fact, members have been told that the book the movement is based on is on the bookshelves at FBI training academy near Quantico, Virginia.

The organization based on the book was created in 2011 and has members located around the world. Their website is available in more than 20 languages and members have been involved in a wide range of protest, resistance, and ecology movements.

The FBI has a long history of surveillance and disruption of organizations working against capitalism and racism. From intimidation and assassination (MLK, Fred Hampton) to more subtle interventions (see COINTELPRO) to destroy the social glue of resistance communities, the FBI has engaged in illegal and undemocratic activity for decades. This is a global trend as well. State security forces from South Africa to China have worked to undermine movements for justice consistently for decades.

DGR expects further state repression against itself and other groups that advocate threatening strategies, but refuses to be intimidated. In fact, they see state repression as a validation. “When she heard I had been called by the FBI, my aunt told me that my grandfather would have said, ‘He must be doing something right,’” Wilbert says.

Rights for Nature Update

[Story] No one is more responsible for the facilitation of life in the American West than the Colorado River. But, headlines across the West warn that the Colorado River is at record low levels and water shortages are inevitable. These headlines are hardly new and many concerned people question whether traditional tactics will truly protect the river.

My name is Will Falk  and I am a writer and lawyer. In the fall of 2017, I helped to file the first-ever federal rights of nature lawsuit  seeking rights for the Colorado River because American law currently fails to protect the natural world. American law fails because it protects corporate rights over the rights of human and nonhuman communities while defining nature as property. Nature, defined as property, is consumed and destroyed. Until nature’s rights are protected over corporate rights, ecological collapse will continue.

Rights of nature are a new judicial framework gaining momentum around the world that would revolutionize humanity’s relationship with the natural world. Rights of nature would give major natural communities like the Colorado River the rights to exist, flourish, regenerate, and naturally evolve while giving humans who depend on these communities the right to sue on behalf of the river.

The Colorado River will not be safe until humans truly understand the destruction being wrought on her. Eye-witness accounts will help humans understand the dire situation the river is in. To understand how the Colorado River’s rights to exist, flourish, regenerate, and naturally evolve can be enforced, we need firsthand accounts describing how these rights are being violated. This is why, after the lawsuit was filed, photographer Michelle McCarron   and I began traveling with the river to give on-the-ground reports  about the river’s health while the lawsuit was pending. Unfortunately, the Colorado Attorney General threatened participants with sanctions for filing the lawsuit and it was dismissed. The Colorado River story we began was left half-finished.

It has never been more important that the Colorado River’s story be completely told. It has never been more important that rights of nature be demanded. Michelle and I are still working on the Colorado River’s story. The Colorado River speaks, and we will not stop until we know her voice has been heard. We recently published a small part of the story with Voices for Biodiversity , but we’ve only been able to travel about half the length of the river. We need help with travel costs.

Specifically, your support will provide us with money for gas, food, and supplies to finish traveling the length of the Colorado River. We will visit the Hoover Dam, Imperial National Wildlife Refuge, major cities who depend on the river like Los Angeles, Las Vegas, and Phoenix as well as meet with First Nations who have lived with the river for generations. Additionally, we hope to travel to the Colorado River delta where vaquita porpoises, the world’s most endangered cetacean, are struggling for their species’ survival. In fact, only a dozen vaquita survive and, in all likelihood, they will be extinct by this time next year. We’ve passed the 1.5º C threshold

The MCC carbon clock demonstrates just how much carbon can be released into the atmosphere if global warming shall be limited to 1.5°C, or 2°C with high probability. By selecting a choice of temperature targets and estimates, you can see how much time remains in each scenario.

Disclaimer: The numbers are based on the latest Assessment Report (AR5) of the IPCC. It is very likely that these numbers will be updated after the release of the IPCC’s Special Report on 1.5 Degrees. This will then be considered here accordingly. [These are likely significantly conservative]

Privacy Recommendations for Revolutionaries

Lately, I have been writing a series of introductory articles on the importance of skills and equipment for revolutionaries. Part of my thesis is that gaining skills and gathering equipment is important not only for practical reasons, but also because it opens up new possibilities and removes barriers in our thinking that we didn’t even know were there.

The situation is similar when it comes to digital communication.

We all know that we live in a world of ubiquitous surveillance. Most of us walk around every day with a phone in our pockets that is constantly tracking our location and sending that data to corporations, who bundle it and sell it to the highest bidder. All our web traffic is monitored and recorded, as are our phone calls, text messages, emails, video chat calls, and so on.

Political dissidents are an especially high-priority target.

This surveillance leads to a form of self-censorship whereby we don’t discuss important topics essential to developing resistance organizations and planning and carrying our revolutionary actions.

The only final solution is to dismantle the surveillance system and the institutions (capitalism, patriarchy, empire-culture, civilization) that depend on and lead to it. But pending that outcome, we can fight back in other ways. Here are a series of concrete recommendations for upping your privacy and security game.

Once again, this is an introduction to this topic, and isn’t meant to be comprehensive. Do your own research and be cautious.

Use a VPN or Tor for everyday web browsing

A VPN, or Virtual Private Network, adds a reasonable level of privacy and security to everyday web browsing. Look for a well-regarded platform that doesn’t keep any logs and is not based in the United States or in the territory of close allies. These are cheap and essential in the age when net neutrality is dead, and one subscription can work for multiple devices (laptop, tablet, phone, etc.). Take one hour to purchase and start using a VPN as a priority action.

To bring your security to a higher level, use Tor Browser. Tor is not only essential for high risk online activities, but for normalizing privacy for everyone using the web. It’s easy to use side by side with your regular web browser.

Encrypt data

Almost all phones, tablets, and computers now have simple disk encryption built-in. Enable this function on all your devices. Use strong passwords/passphrases. If you have a habit of forgetting passwords, use a password manager to organize your data. Don’t use the same password for multiple accounts.

Use secure chat/call apps

Today there are multiple easy-to-use, free apps for encrypted communication. These include Signal and Wire. Download these apps and use them instead of standard phone calls, text messages, and video chat whenever possible. These apps are well-regarded in the professional security community and your data should be inaccessible to eavesdroppers.

Keep your devices secure

All your encryption is worthless without physical security. If you leave your computer sitting in a hotel room, a state agent can gain access, open your computer case with a screwdriver, and install a keylogger inside. Next time you login, that device can send your passphrase to the agent, and your security is compromised.

This is just one example of a physical attack.

Keep your devices inside your control at all times. Don’t let strangers or people you don’t trust fully use your devices. If the state does gain access to your device, consider keeping that device disconnected from the internet, wiping all your data, selling it, and buying a new one (as I did after my laptop was searched at the U.S./Canada border).

Don’t share all location data

As I mentioned above, all cell phones (including “dumbphones”) track your exact location any time there is service, and share that information with your service provider and any partners/law enforcement agencies. Consider as well that most smartphones have ~6 microphones in them.

The solutions to this are simple. First, consider leaving your phone at home or in another location. Leave it off as much as possible, and in the bottom of a bag or other location where sound is muffled and eavesdropping is not possible. It is not overkill to purchase a “faraday bag” which blocks all radio waves in and out of your device. These can be purchased cheaply and allow you to carry your phone with you privately, only removing it in innocuous locations when you wish to use it.

Cover cameras

Any cameras in internet/cell-network connected devices can be hacked. Cover them with tape or stickers unless they are actively in use.

Other recommendations

Corporations sell data and provide it to government agencies without warrants or probable cause regularly. In general, your data will be much safer if you use non-corporate products, or only corporate products that are zero-data services.

For example, use Firefox (with privacy-enhancing add-ons such as uBlock Origin, Decentraleyes, Disable WebRTC, HTTPS Everywhere, Privacy Badger, NoScript, etc.) instead of Chrome or Safari. Use OpenStreetMap instead of Google Maps. Use DuckDuckGo instead of Google for search.

Conclusion

As I’ve already said, this is just a beginning. While these recommendations will help improve your privacy, they are not foolproof. Attacks and defense methods are always changing. However, the weakest link in most secure computer systems is the human element. Install software updates, use methods recommended by trustworthy privacy advocates, and use common sense. Remember that the goal here is freedom of action, not perfection.

Organizational Structures

Within both aboveground and underground activism there are several templates for basic organizational structures. These structures have been used by every resistance group in history, although not all groups have chosen the approach best suited for their situations and objec­tives. It is important to understand the pros, cons, and capabilities of the spectrum of different organizations that comprise effective resist­ance movements.

The simplest “unit” of resistance is the individual. Individuals are highly limited in their resistance activities. Aboveground individuals (Figure 8-Ib) are usually limited to personal acts like alterations in diet, material consumption, or spirituality, which, as we’ve said, don’t match the scope of our problems. It’s true that individual aboveground activists can affect big changes at times, but they usually work by engaging other people or institutions. Underground individuals (Figure 8-la) may have to worry about security less, in that they don’t have anyone who can betray their secrets under interrogation; but nor do they have anyone to watch their back. Underground individuals are also limited in their actions, although they can engage in sabotage (and even assassination, as all by himself Georg Elser almost assassinated Hitler).

Individual actions may not qualify as resistance. Julian Jackson wrote on this subject in his important history of the German Occupation of France: “The Resistance was increasingly sustained by hostility of the mass of the population towards the Occupation, but not all acts of indi­vidual hostility can be characterized as resistance, although they are the necessary precondition of it. A distinction needs to be drawn between dis­sidence and resistance.” This distinction is a crucial one for us to make as well.

Jackson continues, “Workers who evaded [compulsory labor], or Jews who escaped the round-ups, or peasants who withheld their pro­ duce from the Germans, were transgressing the law, and their actions were subversive of authority. But they were not resisters in the same way as those who organized the escape of [forced laborers] and Jews. Contesting or disobeying a law on an individual basis is not the same as challenging the authority that makes those laws.'”

Of course, one’s options for resistance are greatly expanded in a group.

The most basic organizational unit is the affinity group. A group of fewer than a dozen people is a good compromise between groups too large to be socially functional, and too small to carry out important tasks. The activist’s affinity group has a mirror in the underground cell, and in the military squad. Groups this size are small enough for participatory decision making to take place, or in the case of a hierarchical group, for orders to be relayed quickly and easily.

The underground affinity group (Figure 8-2a, shown here with a dis­tinct leader) has many benefits for the members. Members can specialize in different areas of expertise, pool their efforts, work together toward shared goals, and watch each others’ backs. The group . can also offer social and emotional support that is much needed for people working underground. Because they do not have direct rela­tionships with other movements or underground groups, they can be relatively secure. However, due to their close working relationships, if one member of the group is compromised, the entire affinity group is likely to be compromised. The more members are in the group, the more risk involved (and the more different relationships to deal with). Also because the affinity group is limited in size, it is limited in terms of the size of objectives it can go after, and their geographic range.

Aboveground affinity groups ( Figure 8-2b) share many of the same clear benefits of a small-scale, deliberate community. However, they may rely more on outside relationships, both for friends and fellow activists. Members may also easily belong to more than one affinity group to follow their own interests and passions. This is not the case with underground groups-members must belong only to one affinity group or they are putting all groups at risk.

The obvious benefit of multiple overlapping aboveground groups is the formation of larger movements or “mesh” networks (Figure 8-3b). These larger, diverse groups are better able to get a lot done, although sometimes they can have coordination or unity problems if they grow beyond a certain size. In naturally forming social networks, each member of the group is likely to be only a few degrees of separation from any other person. This can be fantastic for sharing information or finding new contacts. However, for a group concerned about security issues, this type of organization is a disaster. If any individual were compromised, that person could easily compromise large numbers of people. Even if some members of the network can’t be compromised, the sheer number of connections between people makes it easy to just bypass the people who can’t be compromised. The kind of decentral­ized network that makes social networks so robust is a security nightmare.

Underground groups that want to bring larger numbers of people into the organization must take a different approach. A security-con­scious underground network will largely consist of a number of different cells with limited connections to other cells (Figure 8-3a). One person in a cell would know all of the members in that cell, as well as a single member in another cell or two. This allows coordination and shared information between cells. This network is “compartmentalized.” Like all underground groups, it has a firewall between itself and the above­ ground. But there are also different, internal firewalls between sections.
