- 534 political activists were assassinated across Colombia between 2011 and 2015, around 17 percent of them indigenous-rights or environmental activists.
- A report by the London-based NGO Justice for Colombia documented activist killings across the country between 2011 and 2015.
- On average two activists were killed per week over the five year period, according to the report.
- The figures are “at least” numbers that highlight areas of the country that require increased monitoring to obtain realistic figures; the actual number of killings is likely much higher, according to a Justice for Colombia representative.
- While many assassinations remain unsolved due to corruption or the state’s inability to carry out effective investigations, human-rights watchdogs say the majority is orchestrated by paramilitary groups.
In the oil-rich department of Casanare in eastern Colombia, Daniel Abril Fuentes was known as a campesino leader, defender of human rights, and constant critic of the oil interests he saw as a threat to his community and environment. Now, eight months after being shot dead outside a bakery in his native municipality of Trinidad, Abril’s name appears next to more than 500 others in a briefing documenting the assassinations of political activists in Colombia.
Published in April by the London-based NGO Justice for Colombia (JFC), the briefing lists 534 political activists who were assassinated across the country between 2011 and 2015. Of these, 83 were indigenous-rights activists and 10 were environmental activists — a total of more than 17 percent. On average two activists were killed per week over the five year period.
“These are horrifying figures, and seeing the names written out makes it more real. But this overall picture of political activists being killed [in Colombia] on a regular basis, unfortunately, isn’t a surprise to us, because it’s what we hear about every week,” Hasan Dodwell, JFC’s Campaigns Officer, told Mongabay.
The country is on the cusp of ending five decades of internal conflict between the state and leftist guerrillas, and violence between the two sides has steadily deescalated since peace talks began in 2012. However, contrary to this trend and the country’s declining homicide rate, data shows that murders of activists are actually increasing and are largely carried out by right-wing paramilitary groups, representatives of local organizations, including the human-rights monitor Programa Somos Defensores, told Mongabay.

The JFC briefing collates information published by five different Colombian organizations, Programa Somos Defensores among them. According to Dodwell it represents just a snapshot of reality in which threats and attacks are carried out with impunity. The actual number of activists killed is likely to be much higher, he said.
As the briefing shows, Colombian activists are often targeted for their work against the expansion of natural-resource exploitation projects, according to Dodwell. An analysis this year by Irish NGO Front Line Defenders corroborates that assertion, finding that 41 percent of activist assassinations in Latin America are linked to the defense of the environment, land, or indigenous rights.
A more focused violence
The JFC briefing documents assassinations in 26 of Colombia’s 32 departments. Of these, Antioquia in the northwest had the highest number of activists killed, followed by Cauca, Valle del Cauca, and Nariño in the west, and then Cordoba in the northwest.
Carlos Guevara, communications coordinator for Programa Somos Defensores, told Mongabay that while these have been key zones in the internal conflict, the high number of attacks on activists is largely driven by economic interests. These include the cultivation of illicit crops and illegal gold mining — an industry the government regards as rivaling the drug trade in terms of revenue and the threat it poses.
Dodwell from JFC agreed, adding that the decades-long internal conflict has normalized violence in these areas and is now used as a façade for silencing activists.
“Generally, the conflict is being used as an excuse or platform for the murders of political activists. For example, peasant activists are targeted a lot as they are often defending their right to the land. And this is the concern: the peace process might be able to bring an end to the armed conflict but much, much more needs to be done to bring an end to the political violence,” he said.
Guevara described how the shift in violence across the country is creating an increasingly dangerous situation for activists.
“Civilian rights violations directly derived from the armed conflict have decreased drastically,” Guevara said. “But what we see now is that the violence is becoming a phenomenon that is more localized and focused. It is now being more effectively directed at community leaders.”
Much like Daniel Abril in Casanare, Adelina Gómez Gaviria was reportedly gunned down for her stance against illegal mining in the western department of Cauca. At 36, Gaviria was known as a charismatic community leader with a local land-rights group who had organized a Mining and Environmental Forum that was attended by more than 1,200 local campesinos and indigenous people. After receiving death threats by phone warning her to stop her activist work, Gaviria was shot dead and her 13-year-old son wounded in 2013.
According to Guevara, the departments of Valle del Cauca and Cauca are seeing a particularly strong intensification in violence as activists there push a human-rights agenda.

“These regions contribute the most to these figures, both in attacks and deaths of activists, because they have become laboratories for peace. Civil society there is talking more and more about peace in zones where they face real enemies,” he said.
Continuing influence of paramilitary groups
While many assassinations remain unsolved due to corruption or the state’s inability to carry out effective investigations, Guevara asserted that the majority is orchestrated by paramilitary groups.
Although these groups officially laid down their arms under an agreement with the government in 2006, many local rights groups highlight their ongoing activity. However, the government does not officially recognize their existence. Instead it has relabeled them as BaCrim (for bandas criminales; “criminal groups” in English) so as not to undermine the 2006 demobilization process.
“Paramilitary groups, neo-paramilitary groups, BaCrim, or whatever you want to call them, are the biggest threat to activists. In our [recent] report we identify that they are responsible for 63 percent of attacks this year alone. Last year they also had a high percentage; they almost always have the highest percentage,” said Guevara.
Yet the state’s reluctance to recognize the existence of these groups makes it difficult to focus attention on them and protect activists, he added.
“There are far right sectors in the country that are hiding under the facade of BaCrim, and they have been doing so for years, such as the Aguilas Negras,” he said, referring to a paramilitary group active in drug trafficking. “But for the state, the Aguilas Negras do not exist. So I can’t explain how in the last five years they’ve threatened more than 800 activists.”
The quarterly report Guevara mentioned analyzed 113 reported aggressions against human rights defenders in Colombia between January and March of this year. It documents a total of 19 activists assassinated during that period, two of them environmental activists. The report notes that although the number of aggressions decreased in comparison to the same period last year, the number of activists killed remained the same.

15 Realities of our Global Environmental Crisis

- Industrial civilization is not, and can never be, sustainable.
Any social system based on the use of non-renewable resources is by definition unsustainable. Non-renewable means it will eventually run out. If you hyper-exploit your non-renewable surroundings, you will deplete them and die. Even for your renewable surroundings like trees, if you exploit them faster than they can regenerate, you will deplete them and die. This is precisely what civilization has been doing for its 10,000-year campaign – running through soil, rivers, and forests as well as metal, coal, and oil.
- Industrial civilization is causing a global collapse of life.
Due to industrial civilization’s insatiable appetite for growth, we have exceeded the planet’s carrying capacity. Once the carrying capacity of an area is surpassed, the ecological community is severely damages, and the longer the overshoot lasts, the worse the damage, until the population eventually collapses. This collapse is happening now. Every 24 hours up to 200 species become extinct. 90% of the large fish in the oceans are gone. 98% of native forests, 99% of wetlands, and 99% of native grasslands have been wiped out in the US.

- Industrial civilization is based on and requires ongoing systematic violence to operate.
This way of life is based on the perceived right of the powerful to take whatever resources they want. All land on which industrial civilization is now based on land that was taken by force from its original inhabitants, and shaped using processes – industrial forestry, mining, smelting – that violently shape the world to industrial ends. Traditional communities do not often voluntarily give up or sell resources on which their communities and homes are based and do not willingly allow their landbases to be damaged so that other resources – gold, oil, and so on – can be extracted. It follows that those who want the resources will do what they can to acquire these resources by any means necessary. Resource extraction cannot be accomplished without force and exploitation.
- In order for the world as we know it to exist on a day-to-day basis, a vast and growing degree of destruction and death must occur.
Industrialization is a process of taking entire communities of living beings and turning them into commodities and dead zones. Trace every industrial artifact back to its source and you find the same devastation: mining, clear-cuts, dams, agriculture, and now tar sands, mountaintop removal, and wind farms. These atrocities, and others like them, happen all around us, every day, just to keep things running normally. There is no kinder, greener version of industrial civilization that will do the trick of leaving us a living planet.
- This way of being is not natural.
Humans and their immediate evolutionary predecessors lived sustainably for at least a million years. It is not “human nature” to destroy one’s habitat. The “centralization of political power, the separation of classes, the lifetime division of labor, the mechanization of production, the magnification of military power, the economic exploitation of the weak, and the universal introduction of slavery and forced labor for both industrial and military purposes”[1] are only chief features of civilization, and are constant throughout its history.
- Industrial civilization is only possible with cheap energy.
The only reason industrial processes such as large-scale agriculture and mining even function is because of cheap oil; without that, industrial processes go back to depending on slavery and serfdom, as in most of the history of civilization.
- Peak oil, and hence the era of cheap oil, has passed.
Peak oil is the point at which oil production hits its maximum rate. Peak oil has passed and extraction will decline from this point onwards. This rapid decline in the availability of global energy will result in increasing economic disruption and upset. The increasing cost and decreasing supply of energy will undermine manufacturing and transportation and cause global economic turmoil. Individuals, companies, and even states will go bankrupt. International trade will nosedive because of a global depression. The poor will be unable to cope with the increasing cost of basic goods, and eventually the financial limits will result in large-scale energy-intensive manufacturing becoming impossible – resulting in, among other things – the collapse of agricultural infrastructure, and the associated transportation and distribution network.
At this point in time, there are no good short-term outcomes for global human society. The collapse of industrial civilization is inevitable, with or without our input, it’s just a matter of time. The problem is that every day the gears of this destructive system continue grinding is another day it wages war on the natural world. With up to 200 species and more than 80,000 acres of rainforest being wiped out daily as just some of the atrocities occurring systematically to keep our lifestyles afloat, the sooner this collapse is induced the better.
- “Green technologies” and “renewable energy” are not sustainable and will not save the planet.
Solar panels and wind turbines aren’t made out of nothing. These “green” technologies are made out of metals, plastics, and chemicals. These products have been mined out of the ground, transported vast distances, processed and manufactured in big factories, and require regular maintenance. Each of these stages causes widespread environmental destruction, and each of these stages is only possible with the mass use of cheap energy from fossil fuels. Neither fossil fuels nor mined minerals will ever be sustainable; by definition, they will run out. Even recycled materials must undergo extremely energy-intensive production processes before they can be reused.[2]

- Personal consumption habits will not save the planet.
Consumer culture and the capitalist mindset have taught us to substitute acts of personal consumption for organized political resistance. Personal consumption habits — changing light bulbs, going vegan, shorter showers, recycling, taking public transport — have nothing to do with shifting power away from corporations, or stopping the growth economy that is destroying the planet. Besides, 90% of the water used by humans is used by agriculture and industry. Three quarters of energy is consumed and 95% of waste is produced by commercial, industrial, corporate, agricultural and military industries. By blaming the individual, we are accepting capitalism’s redefinition of us from citizens to consumers, reducing our potential forms of resistance to consuming and not consuming.
- There will not be a mass voluntary transformation to a sane and sustainable way of living.
The current material systems of power make any chance of significant social or political reform impossible. Those in power get too many benefits from destroying the planet to allow systematic changes which would reduce their privilege. Keeping this system running is worth more to them than the human and non-human lives destroyed by the extraction, processing, and utilization of natural resources.
- We are afraid.
The primary reason we don’t resist is because we are afraid. We know if we act decisively to protect the places and creatures we love or if we act decisively to stop corporate exploitation of the poor, that those in power will come down on us with the full power of the state. We can talk all we want about how we live in a democracy, and we can talk all we want about the consent of the governed. But what it really comes down to is that if you effectively oppose the will of those in power, they will try to kill you. We need to make that explicit so we can face the situation we’re in: those in power are killing the planet and they are exploiting the poor, and we are not stopping them because we are afraid. This is how authoritarian regimes and abusers work: they make their victims and bystanders afraid to act.
- If we only fight within the system, we lose.
Things will not suddenly change by using the same approaches we’ve been using for the past 30 years. When nothing is working to stop or even slow the destruction’s acceleration, then it is time to change your strategy. Until now, most of our tactics and discourse (whether civil disobedience, writing letters and books, carrying signs, protecting small patches of forest, filing lawsuits, or conducting scientific research) remain firmly embedded in whatever actions are authorized by the overarching structures that permit the destruction in the first place.

- Dismantling industrial civilization is the only rational, permanent solution.
Our strategies until now have failed because neither our violent nor nonviolent responses are attempts to rid us of industrial civilization itself. By allowing the framing conditions to remain, we guarantee a continuation of the behaviors these framing conditions necessitate. If we do not put a halt to it, civilization will continue to immiserate the vast majority of humans and to degrade the planet until it (civilization, and probably the planet) collapses. The longer we wait for civilization to crash – or we ourselves bring it down – the messier will be the crash, and the worse things will be for those humans and nonhumans who live during it, and for those who come after.
- Militant resistance works.
Study of past social insurgencies and resistance movements shows that specific types of asymmetric warfare strategies are extremely effective.
- We must build a culture of resistance.
Some things, including a living planet, that are worth fighting for at any cost, when other means of stopping the abuses have been exhausted. One of the good things about industrial civilization being so ubiquitously destructive, is that no matter where you look – no matter what your gifts, no matter where your heart lies – there’s desperately important work to be done. Some of us need to file timber sales appeals and lawsuits. Some need to help family farmers or work on other sustainable agriculture issues. Some need to work on rape crisis hot lines, or at battered women’s shelters. Some need to work on fair trade, or on stopping international trade altogether. Some of us need to take down dams, oil pipelines, mining equipment, and electrical infrastructure.
We need to fight for what we love, fight harder than we have ever thought we could fight, because the bottom line is that any option in which industrial civilization remains, results in a dead planet.

The Miskitu people (pop. 185,000) live in Muskitia, a rainforest region that stretches along the Central American Caribbean coast from Black River, Honduras to just south of Bluefields, Nicaragua. Two-thirds of Muskitia and the Miskitu people reside in Nicaragua. The Miskitu people in Nicaragua today are in a crisis situation. Armed mestizo colonists are attacking their communities, pillaging and confiscating their rainforest lands. This article is a cry for help.
The Miskitu people have legal ownership of their lands guaranteed by Nicaraguan Law 445, the ILO Convention 169, and the UN Declaration on the Rights of Indigenous People. Yet, mestizo colonists (called, colonos) from the interior and Pacific coast have invaded, and now illegally occupy, nearly half of their lands. In September 2015, violence over land conflicts erupted in the Miskitu territories of Wangki Twi-Tasba Raya and Li Aubra. These territories are located near the Coco or Wangki River, the international border between Nicaragua and Honduras.
Since September, mestizo colonists with automatic weapons have killed, injured, and kidnapped more than 80 Miskitu men with impunity. In fear for their lives, between 1-2,000 Miskitu refugees have fled to Waspam and Puerto Cabezas-Bilwi and Honduran border communities. The refugees–mainly women, children, and elders–are suffering from starvation and lack medical supplies. Children have not attended school for six months. Meanwhile, periodic attacks continue on Miskitu communities in Wangki Twi-Tasba Raya.
Much of the violence now occurring revolves around article 59 of the Communal Property Law (law 445). Article 59 requires the Nicaraguan state to complete saneamiento, the cleansing or the removal of colonists and industries from Indigenous and Afro-descendant territories. The current Nicaraguan government publically agreed to saneamiento but has not responded. Similarly, the government still has not provided protection to the Miskitu communities under attack or assistance to the refugees. As a result of the government’s delayed reaction to the crisis, the Miskitu people now suspect the Sandinista (FSLN) state to be complicit with the colonists’ invasion of their Indigenous territories.
In a separate but related issue, the FSLN government passed the Canal Law (Act 840) that approved the Chinese-backed (HKND) inter-oceanic canal to cut through the ancestral homeland of the Indigenous and Afro-descendant peoples along the Nicaraguan Caribbean coast. Tensions are rising over Indigenous territoriality and land rights, especially between the Miskitu people and President Daniel Ortega’s Sandinista government. The tense situation over land rights today bares eerie similarities to the war-torn years of the 1980s in Nicaragua, when Ortega first served as President (1985-1990) and the Miskitu fought as counter-revolutionary warriors in the Contra war within the Sandinista revolution (1979-1990).

As a US anthropologist who has worked for over twenty years with the Honduran and Nicaraguan Miskitu people, I had the opportunity to attend the 2016 United Nations Permanent Forum on Indigenous Issues (May 9-20). On Thursday, May 12, I recorded Miskitu leader Brooklyn Rivera’s intervention in the session, “Dialogue with Indigenous Peoples.” Rivera has served as the Líder Máximo (literally, Highest Leader) of the Nicaraguan Miskitu people for over 30 years; after rising to power as a military leader in the revolution and war, Rivera in 1987 founded and became the long-term director of the Indigenous organization Yatama (Yapti Tasba Masraka Nanih Aslatakanka/Sons of Mother Earth). Special thanks to Costa Rican anthropologist Fernando Montero (ABD, Columbia) for transcribing Rivera’s United Nations intervention in Spanish and translating it to the English below.

English Version
My name is Brooklyn Rivera. I am both a son and the highest leader of the Miskitu people of the Nicaraguan Muskitia. As we know, the rights of Indigenous peoples are essentially human rights. According to Article 1 of the UN Declaration on the Rights of Indigenous Peoples, Indigenous people have the right, both as peoples and as individuals, to the full enjoyment of their human rights and fundamental liberties. In my country of Nicaragua, the rights of Indigenous people have suffered severe setbacks in the last several years. Indeed, the current Sandinista government–contrary to its rhetoric in international forums and in flagrant violation of the rights of Indigenous peoples–freely acts against Indigenous peoples, advancing a consistent policy of aggression and internal colonialism.
Consider the following within the specific sphere of Indigenous peoples’ rights: the government imposes violence against our communities by means of settlers who invade ancestral territories, carrying out armed attacks, murders, kidnappings, rape, and displacement, producing refugees, most of whom are women, children, and people of old age. All this occurs in the face of governmental and institutional passivity, even complicity. Moreover, the Nicaraguan government is currently implementing a policy of militarization in our communities and fishing territories, committing murders such as that of our brother and leader Mario Lehman last September. In like manner, the government is overtly trampling on our communities’ right to ancestral autonomy by interfering with the election of their leaders according to their own practices and customs, devoting itself to destroying the structure and traditional procedures of our communities with the aim of replacing them with the so-called Sandinista Leadership Committees, part of their party structure. In this way they create and impose a spurious and noxious structure parallel to Indigenous authorities. You will understand that, by applying this policy, the government and the ruling party are fomenting division within families and communities, destroying their social fabric, cultural values and [imposing] heightened suffering and poverty. In addition, in open violation of the right to work, the Sandinista government denies jobs and government positions to Indigenous professionals and technicians, demanding that they become members of their party before considering them for these positions.
With regard to the sphere of the environment of our peoples in Nicaragua, I must first point out the dispossession of lands and territories suffered by Miskitu communities perpetrated by cattle ranchers, mining companies, and wealthy sectors linked to the government and the ruling party, who use settlers as spearheads. In this invasion, armed settlers arrive in our lands, advance the agricultural frontier, occupy extensions of territory, and destroy the habitats and ecosystems of Indigenous peoples, preying on their fauna, flora, and marine ecology. Needless to say, this extractivist policy involves the looting of ancestral communal resources such as forests, flora, mineral resources, water resources, and land itself with the illegal land sales in which settlers participate. I must also mention the promotion of megaprojects such as the interoceanic canal and the Tumarin hydroelectric dam in Awaltara, both of which violate Indigenous peoples’ right to prior, free, and informed consent. These megaprojects render entire communities vulnerable to disappearing along with their culture and language. This is the case of the Rama people, a small, vulnerable people in danger of extinction who reside in the Southern Moskitia. In the face of this crude reality and despite its demonstrated lack of political will and its disrespect for international laws and institutions—not to mention my own arbitrary, illegal expulsion from the National Parliament—once again we demand from the Nicaraguan government:
1. The immediate application of the recommendations issued last December by the UN Special Rapporteur on the Rights of Indigenous Peoples, in reference to the cleansing [“saneamiento”] of Indigenous territories and the protection of our communities in the face of settler invasion;
2. The immediate enactment of the precautionary measures suggested by the OAS’ Human Rights Commission on behalf of the Indigenous communities in the regions of Tasba Raya and Wangki Li Auhbra (location in the municipality of Waspam), approved in October 2015 and expanded in January 2016;
3. The immediate launch of a process of genuine dialogue and negotiation with Indigenous peoples via their organizations and leaders to reach real solutions based on respect for Indigenous peoples and the recognition of their dignity, as outlined in existing frameworks;
4. Finally, the immediate restitution of the undersigned as legislator, in accordance with his status as a popularly elected official put in power thanks to the votes of Indigenous peoples, whose constitutional and legal rights were violated with my arbitrary and illegal expulsion from Parliament.
I end my intervention by asking all participants, especially the Indigenous peoples in this forum, to engage in active solidarity with the Indigenous peoples of Nicaragua and their organizations as they resist and demand dignity, rights, and justice from the Sandinista government in Nicaragua.

Como se establece en el artículo 1 de la Declaración de la ONU sobre los Pueblos Indígenas, los indígenas tienen derecho como pueblos o como individuos al disfrute pleno de todos sus derechos humanos y las libertades fundamentales. El país de donde vengo yo, Nicaragua, en los últimos años ha experimentado un grave retroceso en el ejercicio de los derechos de nuestros pueblos indígenas, recogido en el marco legal interno y externo del país. En efecto, el actual gobierno sandinista, contrario a su retórica en los foros internacionales y en abierta violación de los derechos de los pueblos indígenas reconocidos en la Constitución Política y en las demás leyes y los instrumentos internacionales suscritos, se dedica a actuar libremente en su contra impulsando toda una política de agresión y colonialismo interno.
Veamos: en el ámbito específico de los derechos humanos de nuestros pueblos indígenas, a través de los colonos invasores de los territorios ancestrales, impone una situación de violencia en contra de nuestras comunidades mediante ataques armados, cometiendo asesinatos, secuestros, violaciones y desplazamentos, produciendo refugiados, mayormente niños, mujeres y ancianos. Todo esto ocurre ante la pasividad y aun la complicidad del gobierno y sus instituciones. Más aún, el gobierno nicaragüense implementa una política de militarización de las comunidades y las áreas de pesca, en las que cometen asesinatos como en el caso del crimen del hermano dirigente Mario Lehman ocurrido en el mes de septiembre pasado. De la misma forma, el gobierno aplica un abierto atropello al derecho de autonomía ancestral de nuestras comunidades en la elección de sus autoridades basada en los usos y costumbres, cuando a través de sus turbas partidarias y con el acompañamiento de sus policías y hasta de militares, aún así sin el mínimo respeto a las leyes y formas organizativas propias, se empecina en destruir la estructura y los procedimientos tradicionales de nuestras comunidades con el fin de sustituirlos con los llamados Comités de Liderazgo Sandinista, una estructura de su partido en el poder, creando e imponiendo así una estructura espuria y nociva, paralela a las autoridades indígenas. Como comprenderán, aplicando esta política el gobierno y su partido crean división entre las familias y comunidades, destruyendo sus tejidos sociales, valores culturales y mayor sufrimiento y pobreza. Además, el gobierno sandinista en abierta discriminación al derecho al trabajo, niega a los profesionales y técnicos de los pueblos indígenas el derecho al trabajo cuando exige que debe convertir a ser miembro de su partido para ocupar cargos o empleo en el país.
En relación al ámbito del medio ambiente de nuestros pueblos en Nicaragua, debo iniciar señalando el despojo de las tierras y territorios que sufren las comunidades en la Mosquitia de parte de los terratenientes ganaderos, empresas mineras y grupos adinerados vinculados al gobierno y a su partido, utilizando a los colonos como punta de lanza. En la invasión, los colonos armados llegan a nuestras tierras, aplican un avance agropecuario, ocupan extensiones de territorio y destruyen los hábitats y los ecosistemas de los pueblos indígenas, cometiendo depredaciones ambientales en su fauna, flora y entorno marino. Lógicamente, con esta política extractivista pasa por el saqueo de los bienes comunales ancestrales tales como los bosques, la flora, los recursos mineros, los recursos hídricos y la misma tierra con el tráfico ilegal de parte de los colonos. También aquí debo mencionar el impulso de los megaproyectos tales como el canal interocéanico y el hidroeléctrico Tumarín en Awaltara, en ambos casos violentando el derecho al consentimiento previo, libre e informado de los pueblos, impulsan sus megaproyectos en los que exponen la desaparición de comunidades enteras junto con su cultura y su idioma. Tal es el caso del pueblo Rama, pueblo pequeño, vulnerable y en proceso de extinción, ubicado en la Mosquitia Sur. Ante esta cruda realidad y a pesar de su falta de voluntad política demostrada y de su irrespeto a las leyes y las instituciones internacionales, así como de mi expulsión arbitrario e ilegal del Parlamento Nacional, como un esfuerzo de solución al conflicto impuesto, una vez más exigimos al gobierno nicaragüense:
- La inmediata aplicación de las recomendaciones de la Relatora Especial de las Naciones Unidas sobre los Derechos de los Pueblos Indígenas, emitidas en el mes de diciembre pasado, referentes al cumplimiento de la etapa de saneamiento de los territorios y de la protección de nuestras comunidades ante la invasión de los colonos;
- El inmediato cumplimiento de las medidas cautelares presentadas de parte de la Comisión de Derechos Humanos de la OEA a favor de las comunidades indígenas de la zona de Tasba Raya y de Wangki Li Auhbra en el municipio de Waspam, y abrobadas en el mes de octubre 2015 y ampliadas en enero de 2016;
- La inmediata apertura de un proceso genuino de diálogo y negociaciones con los pueblos indígenas a través de sus organizaciones y líderes que conduzcan a unas soluciones reales basadas en el respeto y el reconocimiento de la dignidad y los derechos de nuestros pueblos reconocidos en las normativas;
- Finalmente, la restitución inmediata del suscrito como legislador electo popularmente con los votos de sus pueblos indígenas, violentando mis derechos constitucionales y legales con el despojo arbitrario e ilegal cometido durante mi expulsión del Parlamento.
Termino mi intervención requiriendo a todas y todos los participantes, mayormente a los pueblos indígenas de este foro, una solidaridad activa con los pueblos indígenas y sus organizaciones en Nicaragua en el marco de su resistencia y demanda de dignidad, derecho y justicia ante el gobierno sandinista en Nicaragua.

This is the final installment of “The Guardians of Mother Earth,” Intercontinental Cry’s four-part series examining the Indigenous U’wa struggle for peace in Colombia.
The vast wetland savanna called Los Llanos stretches thousands of miles into Venezuela but it begins on the U’wa’s traditional territory at the base of the foothills below the cloud forests and paramos surrounding the sacred mountain Zizuma. For the last few years the worst fears of local environmentalists fighting on this forgotten frontline of climate change have come true: excessive exploitation of (though maybe that’s redundant since the categories already give a way to find stories about indigenous issuespetroleum in the Casanare region on the eastern border of the U’wa resguardo helped cause the desertification of large tracts of land in the swamps and grasslands across the province. An estimated 20,000 animals have died of thirst as traditional water holes evaporated and cracked under the strain of complete ecosystem collapse. Now, the only sign of life in places that once teemed with native species such as capybaras, deer, foxes, fish, turtles and reptiles, is the occasional vulture.
As Highway 66 snakes around the base of the mountain range, it passes several fortified military outposts guarding bridges and monitoring the flow of traffic towards Cubará in the Boyacá Frontier District. These bridges that once conquered the massive flows streaming down from the paramos above the clouds in the west now overlook small streams of water between riverbed boulders as Colombia plunges into a severe drought.

Seventeen years ago, in the final week of April, 1999, an international event was organized known as U’wa Solidarity Week. It was the early days of climate change awareness when the world was just beginning to understand Global Warming and its potentially devastating effects on the planet. The international campaign against the oil multinational Occidental Petroleum had hit critical-mass after the kidnapping and assassination of Terry Freitas, the 24 year old co-founder of the U’wa Defense Working Group, and the two renowned native american activists Lahe’enda’e Gay and Ingrid Washinawatok, by FARC guerillas in eastern Colombia. Protests against Occidental Petroleum in support of the U’wa were being held in eight cities across the United States as well as in London, Hamburg, Lima and Nairobi. Meanwhile, in the background, the burgeoning power of a very young cyber-network called the Internet had created a space for the remote U’wa nation, heralding a new age of activism that facilitated vital connections between grassroots indigenous movements and environmental activists abroad.
Berito traveled to Los Angeles with another U’wa leader, Mr. Nuniwa, where the two men were received by organizations such as Rainforest Action Network, Project Underground, Amazon Watch and half a dozen other groups that planned to converge on Occidental Petroleum’s Annual Shareholder Meeting on friday, April 30th, 17 years ago.
At a dinner before the shareholder meeting the two U’wa leaders held hands to say grace with the two-dozen American activists around a feast of primarily vegan salads and vegetarian stews for the activists and dishes of meat for the chiefs. With the assassination of the American activists still painfully fresh in the minds of the the protest movement, the U’wa leaders proclaimed that after his death Terry Freitas had visited the dreams of the Werjayá, the shamanic healers of the U’wa in charge of communicating with the superior powers that flow through nature. In the dream Freitas was clutching a white snail shell, a symbol of spiritual purity and peacemaking, and the Werjayá declared the apparition of a god. The two U’wa leaders Berito and Nuniwa invoked their ancestors at the dinner table and summoned the spirit of Terence Freitas.
The following Wednesday, halfway through U’wa Solidarity Week, about 200 or so people marched from the University of California, where Freitas had studied, to Occidental’s headquarters a mile away. Many of the protestors were led away by the police.
“Why don’t they just finish us off for good, so we don’t have to struggle?” Berito told the Wall Street Journal, while his colleague Mr. Nuniwa expressed surprise that their march lasted as long as it did, considering the extremely aggressive tendencies of Colombia’s riot police.
The movement placed an advertisement in the New York Times — endorsed by Sierra Club, the National Wildlife Federation, Friends of the Earth, Oilwatch, Oxfam-America, Earthjustice Legal Defense Fund, the Center for International Environmental Law and others — warning Occidental shareholders of the political and environmental risks of the mining project: “U’wa territory will not be spared the oil wars raging in the nearby Arauca area, where a violent attack on Oxy’s pipeline occurs every eight days. Meanwhile, those familiar with U’wa culture warn that their suicide pact must be taken seriously. U’wa oral histories recount an event four hundred years ago, when an U’wa band leaped from a cliff rather than submit to the Conquistadors.”
As protestors picketed the building hosting the shareholder meeting, inside Occidental’s chairman and CEO Ray Irani, seethed as the U’wa leader Berito lectured him for 45 minutes. Berito sang a sacred song in the U’wa tongue which he told protestors the previous night at dinner would be about “Mother Ocean and her breath, the wind, which sweeps up our words to the gods.” The 1,000 or so shareholders in attendance applauded the U’wa leader. Chairman Irani’s response was to declare: “The fact of the matter is your problems should be discussed with the Colombian government, not here… It doesn’t matter what Occidental does or doesn’t do.”

The Sinsinawa Dominican nuns, who held 100 Oxy shares, proposed that the oil multinational hire an independent firm to analyze the potential impact on the company’s stock if the U’wa people’s pledge to commit mass-suicide was fullfilled. The proposal, which Terry Freitas had helped draft, went on to win approval from 13 percent of Oxy shareholders, totaling over 40,000,000 shares, exceeding the expectations of the activists and forcing those opposed to consider the consequences.
After the meeting, Chairman Irani and the other directors made a stealthy exit out a side door where their limousines waited on the opposite side of the building to the protestors. Irani told the Wall Street Journal, “The U’wa use these activists very effectively.” Meanwhile Oxy Vice President Lawrence Meriage complained that the campaign was a concoction of certain activists up in the Bay Area and suggested the U’wa were being manipulated by U.S. environmentalists dead set against oil exploration, as well as the Colombian guerrillas that his company helped finance since the 1980’s. “We feel as a company that we’re caught in the middle,” said Mr. Meriage.
“We demand an announcement by Occidental that it is canceling its project on our ancestral land,” said Berito, “There is nothing else left for the company to do.”
As outrage over Occidental Petroleum’s behaviour in Colombia continued to grow, the oil multinational pushed ahead with their plans to exploit the petroleum block on U’wa territory. The next year, in February 2000, several hundred indigenous people and thousands of Colombians mobilized to block roads and prevent heavy machinery from arriving at the drilling site. The demonstration ended in tragedy as Colombian security forces violently dispersed the protestors with beatings and tear-gas leading to the tragic death of three U’wa children who drowned in the river while trying to flee government troops.
Occidental Petroleum pulled out of petroleum block on U’wa territory in May 2002, 10 years after the U’wa first threatened to commit mass suicide in protest. That same month, as senior members of the U.S. government publicly rallied against the FARC for the “terrorist murder” of Freitas, Gay and Washinawatok, President George H.W. Bush proposed $98 million in military aid to the Colombian government to protect Occidental Petroleum’s Caño-Limon-Covenas oil pipeline.
“We are dismayed to see the Administration’s cynical and exploitative use of Terence’s murder to justify further U.S. military aid to the Colombian armed forces,” friends and family of Freitas stated in response to the President’s proposal. “Employing Terence’s death as a means to continue perpetuating violence in Colombia grossly contradicts everything Terence believed in.”
“This isn’t about corporate welfare, it’s not about protecting Oxy,” a State Department official said. “It’s a security argument, not a U.S. economic interests argument.” The $4 million dollars that Occidental spent lobbying the U.S. government, however, certainly paid off for the company.
As the U’wa struggle slowly faded from the consciousness of the international community, the oil wars in eastern Colombia continued to escalate with the $98 million injection of U.S. military aid. Despite the U.S. State Department designating the AUC – the United Self-Defense Forces of Colombia – as a terrorist group in 2001, these paramilitary death squads formed the vanguard of the Colombian Army’s surge into the ELN stronghold of Arauca province, along the Caño-Limon-Covenas pipeline.
The Colombian army, meanwhile, received additional funds totaling billions of dollars coinciding with the kidnapping and execution of thousands of Colombian civilians, whose bodies were then dressed up in guerrilla uniforms to artificially inflate body counts, a crime known as the “scandal of false positive.” Between 2000 and 2010 the Colombian military kidnapped and executed 164 civilians in Arauca, 122 in Boyaca, 301 in Norte de Santander, 209 in Casanare, the four provinces bordering the U’wa Nation’s territory.
Occidental Petroleum’s direct financial and logistical support to the Colombian military included a specialized meeting room inside the Oxy-fortified compound for the 18th Brigade that operates in Arauca and the Boyacá Fronteir District of Cubara with the mandate of protecting the Cano-Limon-Covenas. Commander César Oswaldo Morales of the military’s 18th Brigade was imprisoned in 2012 for kidnapping and executing civilians years earlier in northern Colombia.
In an effort to deescalate the war, an agreement between the government and right-wing paramilitaries saw the AUC begin to lay down arms in 2003. The demobilization, which is widely viewed as a failure, led to the rise of neo-paramilitary groups called BACRIM that continue to threaten and target the civilian population and indigenous people who protest the contamination of their lands and waters by oil operations in the region.
In 2006, the BACRIM inflicted a reign of terror in the Catacumbo region of Norte de Santander, displacing 8,000 civilians over a few months to the north of the U’wa resguardo’s border. It was the same year that Colombia’s Interior Ministry cleared the way for state-run Ecopetrol to begin new explorations in the U’wa territory on behalf of the Spanish oil giant RepSol, as well as on another site inside U’wa territory to the west of the Gibraltar drilling site.
There is not a pipeline on the planet that has been bombed as many times as the Caño-Limo-Covenas. It is an engineering marvel that reaches deep beneath the war-torn province of Arauca and stretches 780 kms (480 miles) across the country to the Caribbean and the effluent discharged into the rivers and lakes that surround the oil well make them no longer fit for human consumption. The several hundred bombings that have ruptured the length and breadth of the pipeline have also polluted 1,625 miles of rivers with thick cancerous crude, leaving a devastating legacy for the local indigenous and rural populations.

This particular environmental disaster is a symptom of a larger problem in Colombia with roots that reach deeper into a much darker cause. Across the country indigenous men, women and children from tribal nations both large and small are being murdered and displaced to make way for mega-mining projects. In the Sierra Nevada mountains, the Kankuamo Indigenous Peoples were the victim of twin arson attacks on separate religious temples two days after they canceled consultations with the government to oppose 400 mining projects in the region that will affect 100,000 indigenous people. In the northern state of La Guajira, the multinational el Cerrajon mine is diverting 17 million liters of river water daily during a severe drought that has decimated rural people’s livestock and responsible for indigenous Wayuu children dying of thirst.
For the Wounaan Peoples on the pacific coast, 63 families have been displaced in the past year as petroleum exploration takes place on their ancestral lands. “We know that the peace process will open the way for megaprojects that bring international investments into our territory,” said one member of the Wounaan, “therefore we know that true peace will not come. For Indigenous Peoples the violence will not end with the peace process.”
The ability of the Colombian government to hold multinationals to account for crimes against the civilian population, Indigenous Peoples and the environment is limited while the country attempts to rebuild its crippled economy and frail state institutions after half a century of war. Despite this, predatory multinationals are currently suing the Colombian government for billions of dollars whenever it attempts to protect the environment: such as the $16.5 billion lawsuit that U.S. Tobie Mining and Energy launched against the government when it declared an area in the Amazon rainforest a National Park, where the U.S. company owns a mining concession; or the lawsuits launched by multinationals protesting the new law banning mining in the country’s paramos.
Seventeen years after her murder, Washinawatok’s words in her essay “On Working Towards Peace” now seem increasingly prophetic: “The roots of war and violence go deep, into the Earth herself. As an indigenous woman, I wish to simply state that until we make peace with Earth, there will be no peace in the human community.”

“In the late 90’s the U’wa struggle against Occidental Petroleum resonated with progressive social movements that were fighting corporate domination, the multilateral financial institutions like the World Bank and free trade agreements like NAFTA,” said Andrew Miller, Director of Advocacy at Amazon Watch. “The core U’wa messages have not changed, and once again we see synergies within the global conversations about climate change and the growing movement to keep fossil fuels in the ground.”
It was the multiple bomb attacks on the Caño-Limon-Covenas inside U’wa territory in March and April 2014, which not only showcased the indigenous nation’s vulnerability but also its strength. The subsequent 40-day protest in which petroleum engineers were prevented from accessing the bomb-site to fix the ruptured pipe cost the Colombian government $130 million dollars. The concessions that the state proceeded to make to the U’wa in exchange for stopping the protest included the dismantling of the gas exploration project in Magallanes; other points in the agreement have since been ignored.
A year later, the pipeline was bombed again on U’wa territory, contaminating the Cubogón and Arauca rivers and creating an environmental emergency that left the entire state of Arauca downstream without water. The Colombian government had still not fulfilled its side of the deal leading 40 organizations to sign an open letter to President Santos reminding him of the agreement.
At the end of March, 2016, two weeks after another twin-bomb attack on the Caño-Limon-Covenas, and only days after the U’wa mobilization surrounding the Cocuy National Park received the threatening photograph of the armed-sheep, Amazon Watch issued its highest red-alert to warn its network of concerned global citizens of the dangers facing the protestors. The International Urgent Action has so far received 5,000 signatures from people around the world supporting the U’wa’s demand of a direct dialogue with Colombia’s former Minister of Environment.
The requests were ignored; however, just two weeks ago, on April 25th, President Santos replaced the minister with Luis Gilberto Murillo, the former Governor of Choco province, who is himself a victim of the war after being kidnapped by paramilitaries. The new Minister for Environment is now presented with the opportunity to mend relations with the U’wa Peoples by handing over the administration of the Cocuy National Park, an act that would protect its precious ecosystems while providing a source of income to the communities via sustainable and responsible tourism. The government’s obligations under Colombian law, however, do not end there. The U’wa still urgently need access to better health-care facilities and clean drinking water to prevent the spread of tuberculosis and dysentery — two basic human rights that the international community can pressure President Santos to fulfill.
As the U’wa leader Berito recovers from tuberculosis in his wooden shack in the cloud forests on the eastern border of the United U’wa Resguardo, he is content at having officially changed his name late last year. The indigenous leader passed IC an original copy of his signed and stamped identification papers, issued to him a year earlier when he traveled to Bogotá to change his name from Roberto Cobaria, the name arbitrarily placed on him by Catholic missionaries. Now, the Colombian government must recognize him by the same name his people call him – Berito KuwarU’wa KuwarU’wa – the wise and powerful Werjayá whose life work has been to guide the people who know how to think and speak through the most violent and longest running armed conflict on the South American continent.
In the coming weeks or months when the FARC and Colombian government are expected to finalize a historic peace agreement, the war will not be over for the U’wa people. The Paramilitaries eventually dispersed, more BACRIM may be imprisoned, most of the FARC will probably demobilize, the ELN may lay down arms, the state military might be disciplined with court-martials, but the Colombian government will never give up its relentless thirst for the sacred blood of Mother Earth underneath the ancestral lands of the U’wa. Once again the U’wa are cornered on all sides with their backs against a cliff, but the question remains if the indigenous group will jump or if they will be pushed.

“The U’wa people are reaching out at a national and international level to ask for the unconditional assistance to our struggle that dates back many years,” Berito announced in 2014, before he became sick. “We refuse to be silent and we are going to mobilize ourselves and once again engage in protest actions against the extraction of oil which will damage our Mother Earth.”

At least four people were killed after police opened fire at a massive protest of several thousand villagers in Bangladesh Monday, April 4th, reported the Phulbari Solidarity Group.
“This is a terrible tragedy and major news. It is the largest loss of life at an anti-coal protest in Bangladesh since the tragic deaths in the August 26, 2006 killings at Phulbari, Bangladesh, where three people were killed and 200 injured by paramilitaries. It is the worst overall loss of life in anti-coal protests worldwide since the killings of six people in Jharkhand, India, at two protests in April 2011,” noted Ted Nace, the editor of Coal Swarm.
Professor Anu Muhammd, the Member Secretary of the National Committee to Protect Oil, Gas, Mineral Resources, Power and Port in Bangladesh, noted: “The villagers in Bashkhali have been loud against the destructive plans of S. Alam Group for months because the company wants to build two coal-fired power plants in the area by evicting thousands of villagers and landowners. The coal-businessmen of S. Alam Group, financed by two Chinese firms — SEPCOIII Electric Power and HTG, were fully aware of the strong opposition to the coal-power plant.”
According to the Daily Star, in December 2013, S Alam Group, struck an agreement with SEPCO3 Electric Power Construction Corporation of China to set up a coal-fired power plant in Banshkhali district of Chittagong, Bangladesh. On February 16 this year, the government signed power purchase agreements with two private joint ventures led by S Alam Group to buy electricity at Tk 6.61 per kilowatt-hour from two projects with power generation capacity of 1,224MW. S Alam Group and their Chinese backers plan to initiate the power plant by November 2019 across a 600-acre site. No consultation has taken place with communities members who would be affected. The project will require an investment of $2.4 billion of which $1.75 billion will come from Chinese lenders.
Abu Ahmed was a witness to the police violence, himself being shot in his leg. He said that the villagers had been holding peaceful protests for days after S. Alam, the local conglomerate behind the project, started purchasing land for the plants in the village, which lies on the edge of the Bay of Bengal. But the government did not pay attention to the village protests and the district administration remained silent for months. This led the villagers to stage a mass protest which turned into the worst tragedy in the history of coal in Bangladesh. The government of Bangaldesh announced on April 9 that work at the $2.4 billion power plant would be suspended for 15 days, while it carries out an assessment of the plant’s environmental impact, led by Bangladeshi and foreign scientists.
The plans for coal mine join a laundry list of other planned coal projects being pursued by the government of Bangladesh and foreign investors, despite huge opposition from communities, international coalitions, human rights experts, and environmentalists. Phulbari coal project, in Northeastern Bangladesh, is one infamous case that has lead to massive protests over the 8 years since it was first proposed by GCM resources, a British-based company. Ongoing mobilizations by communities on the ground have been successful in preventing the licensing of the coal mine, and resulted in plummeting financial loss for GCM, who failed to conduct adequate social and environmental impact studies and gain the free, prior, informed consent of the communities at various stages of the project’s life.
As a rapidly developing country, Bangaldesh has a strong demand for electricity, but communities are not willing to accept development at the cost of losing their lands and livelihoods.
In an op-ed in the Dhaka Tribune, Professor Muhammed argued, “Tension and resistance will be certainties if a so-called development projects like this are implemented forcefully and through fraudulent activities and corruption. People will not accept any project that goes against the locals’ interests or may harm the national interests or is taken up without maintaining transparency.”
Bangladesh has made plans to ramp up its coal production, with the goal of setting up 25 coal-fired power plants by 2022. However this lies in conflict with its goals to curb carbon emissions in line with the climate treaty negotiations agreed to in Paris in 2015 known was the COP 21 agreement, to limit global temperature rise to 2 degrees Celsius.
An analysis by the Climate Action Tracker presented at the COP 21 found that attempts to keep global warming to 2 degrees will be wildly off course if existing plans for coal-fire plants are carried out, as coal is the world’s single biggest contributor to global warming. Just by allowing the 2,440 coal-fired power stations that are currently planned would cause emissions rates four times higher than the 2-degree target by 2030. Without a single new coal plant, allowing existing coal plants to continue operating would lead to emissions rates 150 percent higher than what is consistent with a 2-degree target.
Bangladesh was part of a coalition of developing countries who argued for rich countries, who carry more responsibility for climate change, to carry more of the financial burden that developing countries would incur in order to leapfrog past dirty fossil fuels like coal.
