A windmill blade knocks the head off a Cooper’s hawk interrupting the late afternoon peace in Spring Valley, just outside Ely, Nevada.
The blade tosses the hawk’s body onto yellow gravel the power company spread, over living soil, in circles around their windmills.
The ever-present Great Basin breeze, who usually whispers with a soothing tone through pinyon needles, juniper branches, and sage tops, becomes angry. Grazing cows pause their chewing and look up to consider the scene.
Heads of cheat grass poke through the gravel, only to droop with sorrow for the splayed feathers and twisted wings at their feet. Taller than cheat grass and crowding around the gravel’s edge, crested wheatgrass shakes and shutters with horror in the wind.
The collision’s suddenness and the sickening sound of the blade striking the hawk’s small skull breaks my awareness open with a pop. I seep across the valley floor. I mingle with the wounds on the land and recognize pain in places I previously overlooked. The windmills, the invasive plants, the cows, and the empty scars on the foothills marking pinyon-juniper clearcuts are all evidence of violence.
The gravel at my feet is the remains of stones and boulders that were exploded and crushed, loaded into trucks, and transported to Spring Valley as part of Pattern Energy’s Spring Valley Wind Farm project. Windmill construction means so much involves land clearances, building maintenance roads, and operation of fossil-fuel intensive heavy machinery.
Before the gravel was dumped and the construction project started, the ground I stand on was covered in a complex mosaic of lichens, mosses, microfungi, green algae, and cyanobacteria that biologists call a “biological soil crust.”
Across the Great Basin, biological soil crusts are integral to protecting soil surfaces from erosion. They are also vulnerable to disturbance by construction projects like the one that brought the windmills here. The lichen components of these disturbed crusts can take 245 years to recover. Far worse, soil losses due to erosion following mechanical disturbances can take 5,000 to 10,000 years to naturally reform in arid regions.
The windmills that tower above me fill the air with a buzzing, mechanical sound. Built only four miles from a colony of millions of Mexican free-tailed bats at the Rose Guano Cave, the windmills killed 533 bats in 2013, triple the amount allowed by federal regulations. The majority of these bats are killed by barotrauma. Rapid or excessive air pressure change, produced by windmills, causes internal hemorrhaging. In less abstract language, the bats’ lungs explode.
Both cheatgrass and crested wheatgrass are invasive species. Global shipping routes, which have long been tools of colonialism, brought cheatgrass to North America through contaminated grain seed, straw packing material, and soil used as ballast in ships. Cheatgrass outcompetes native grasses for water and nutrients. It drops seeds in early summer before native grasses and then drys out to become highly flammable.
When wildfires rip through areas cheatgrass has invaded, native grasses are destroyed without seeding. In the fall, after native grasses have burned, cheatgrass seeds germinate and cheatgrass dominance expands. This dominance has been disastrous for the Great Basin. Fire return intervals have gone from between 60-110 years in sagebrush-dominated systems to less than 5 years under cheatgrass dominance.
While cheatgrass was imported by accident, crested wheatgrass was imported from Asia in 1898. By the 1890s, Great Basin rangelands were depleted of water, soil, and economically useful vegetation. Ranchers needed cheap feed for their livestock and crested wheatgrass provided it. It outcompetes native grasses, grows in tight bunches that choke out other species, quickly forms a monoculture, and reduces the variety of plant and wildlife species in places it takes hold. Worst of all, crested wheatgrass supports a destructive ranching industry that should have collapsed decades ago.
Ranching is one of the most ecologically destructive activities in the Great Basin. Livestock grazing depletes water supplies, causes soil erosion, and eliminates the countless trillions of small plants forming the base of the complex food web supporting all life in the region. Ranchers have nearly killed off all the top carnivores on western rangelands and jealously guard their animals against the re-introduction of “unacceptable species” like grizzly bears and wolves.
Ranchers, always searching for new rangeland, encourage government agencies like the Bureau of Land Management (BLM) and the US Forest Service (USFS) to clear-cut forests and remove sagebrush to encourage the growth of graze for their livestock. In the hills north of the wind farm, pinyon pines and junipers lie in mangled piles where they were “chained.”
Chaining is the preferred method for destroying forests here. To chain a forest is to stretch a US Navy battleship anchor chain between two crawler tractors which are then driven parallel to each other while ripping up every living thing in their path.

Nevada Highway 893 runs to my left along the west side of the valley. If I followed the road north a few miles, I would run into one of the Southern Nevada Water Authority’s (SNWA) test wells. SNWA installed these wells in the preparation of its Clark, Lincoln, and White Pine Counties Groundwater Development Project that would drain Spring Valley of water and, then, transport the water by pipeline to support Las Vegas’ growing population.
Fortunately, the project has been successfully stalled in court by determined grassroots activists. But, if SNWA eventually prevails, Spring Valley will quickly dry up and little life, endemic or invasive, will survive here.

The reminders of violence I encounter in Spring Valley reflect global problems. Windmills are a symptom of the dominant culture’s addiction to energy. The roads here will carry you to highways, highways to interstates, and interstates to airports.
There is virtually nowhere left on Earth that is inaccessible to humans with the privilege, power, and desire to go wherever they will. To gain this accessibility, these humans are so thoroughly poisoning the atmosphere with greenhouse gas emissions global temperatures are rising.
Invasive species – cows, cheat grass, crested wheatgrass, European settlers – are colonizers. They each colonize in their own way. The cows replace elk, pronghorn, wolves, and bears. The grasses eliminate natives by hoarding nutrients and water. They reproduce unsustainably and establish monocultures. When that doesn’t work, they burn the natives out. And, the settlers do the same.
The violence of civilized life becomes too obvious to ignore and the land’s pain threatens to overwhelm me. Despair accompanies these moments. When all I see is violence, it is easy to conclude that violence is all there is, all there ever was, and all there ever will be. Claims I’ve heard repeated countless times echo through my mind.
Humans are selfish. This is just what we do. We will kill ourselves, but the planet will recover…eventually. Humans have been butchering each other for centuries and we’ll butcher each other for centuries more if we don’t destroy the world first.
I stand paralyzed under a windmill, with a decapitated hawk at my feet, struggling through my thoughts for who knows how long, when the blue feathers of a pinyon jay catch my eye. At first, it’s the simple beauty of her color that attracts my attention. But, it’s the strangeness of the phenomenon that keeps my attention.
Rows of windmills form the wind farm. I stand under the northernmost row and about one hundred yards separate the rows. The jay lands on a barbed wire fence post about halfway between the row I’m standing under and the first row south of me. Her presence is strange for two reasons. First, pinyon jays prefer to live in pinyon-juniper forests and there are no trees for a mile in either direction. Second, pinyon jays are very intelligent, and she must have known that to brave the circling windmill blades is to brave the same death the Cooper’s hawk just experienced or the barotrauma so many bats experience.
The despair I felt a few moments ago is fading. As I approach the jay I see her picking through a pinyon pine cone. She picks deftly at it before she pulls a pine nut from the brown folds of the cone. It’s not until she lifts her head, with the pine nut in her beak, that I understand.

Pine nuts represent the friendship humans and pinyon-juniper forests have shared for thousands of years. Pinyon charcoal and seed coats have been found in the 6,000-year-old Gatecliff Shelter in central Nevada. Pinyon seed coats have been found with 3,000-year-old artifacts in Hogup Cave in northwestern Utah. Many of the Fremont culture’s ruins (circa 1000 AD) in eastern Utah also show pinyon use.
Pine nuts are symbols of true sustainability. I’ve heard many traditional, indigenous people explain that sustainability requires making decisions with the succeeding seven generations in mind. When the health of the seventh future generation guides your relationship with the land, overpopulation, drawdown, pollution, and most forms of extraction become unthinkable. European settlers arrived to find indigenous peoples in the Great Basin, like so many indigenous peoples around the world, living in cultures that existed for centuries in balance with the land.
And, the pine nut made these cultures possible.
The Washoe, Paiute, and Shoshone all developed cultures centered on pine nuts. Pinyon pine expert, Ronald Lanner notes, “Just as life on the plains was fitted to the habits of the buffalo, life in the Great Basin was fitted to the homely, thin-shelled nut of the singleleaf pinyon.” Pinyons give their nuts freely and harvesting them involves no damage to the trees. In fact, pine nuts are seeds. Animals who collect and gather the seeds – like pinyon jays, rats, mice, and humans – help the trees reproduce.
It’s a beautiful relationship: pinyon pines offer animals food, and animals offer pinyon pines regeneration. At a time when the survival of life on Earth depends upon humans embracing their role as animals, the relationship the Washoe, Paiute, and Shoshone built with pinyon pines serves as a model for the world.
Relying on the research of American Museum of Natural History archaeologist David Hurst Thomas, Lanner describes the central role the annual pinyon festival played in Western Shoshone life. He writes, “…when pinyon harvest time arrived, Shoshone bands would come together at a prearranged site. There they would harvest nuts, conduct communal rabbit drives, and hold an annual festival. The pinyon festival was the social highlight of the year and was often attended by several hundred people. At night…there was dancing…There was gambling among men and courting among the young. Marriages were arranged and sexual liaisons conducted.”
Pine nut crops, like all natural processes, are subject to variation. There are good yields and bad yields. Human cultures dependent on the land are constantly confronted with a choice. Either humans can tighten their belts and reduce their populations voluntarily. Or, they can exploit the land, stealing resources from the future to meet the needs of the present.
Lanner describes how Western Shoshone sustainability was maintained, “…the pinyon festival was used as an opportunity for regulating the future size and distribution of Shoshone populations. If at the festival the intelligence from all areas foretold a failure of next year’s crop, then measures could be taken to avoid mass starvation…Births could be limited by sexual abstinence or abortion. One or more twins could be killed at birth, as could illegitimate children…The sick and the old could be abandoned. A widow might be killed and buried beside her husband.”
Some of these measures may seem harsh to us today. But, when we consider the violence necessary to sustain today’s civilized, human populations, we will realize that some of these difficult decisions are what true sustainability looks like. Killing a twin or abandoning the sick is small violence compared to the mass violence of deforestation, anthropogenic desertification, and climate change.

The pinyon jay in Spring Valley shows me both a pine nut and the history of human sustainability. Even though Spring Valley, with the rest of the world, currently reflects too much human violence, the vast majority of human history reflects true sustainability. Modern humans have existed for 200,000 years. For the vast majority of that time, most of us lived in cultures similar to the Western Shoshone. We must not forget where we come from.
Meanwhile, ecological collapse intensifies. Violence against the natural world is so pervasive it must be considered a war. Perceiving this war hurts. The pain offers us two choices: endurance or cure. Either the pain is inevitable, an unavoidable fact of life that must be endured. Or, the cause of the pain can be treated and healed.
The pervasiveness of violence tempts us to conclude that it is inevitable. When everywhere we look, we are met with human destruction, it is easy to believe that humans are inherently destructive. This is one reason why the dominant culture destroys the natural world so zealously. If violence is inevitable, there is no reason to stop it.
This is also why the dominant culture works to destroy those non-humans we’ve formed ancient friendships with. If the dominant culture eradicates bison, it destroys our memory of how to live sustainably on the Great Plains. If the dominant culture eradicates salmon, it destroys our memory of how to live sustainably in the Pacific Northwest. If the dominant culture eradicates pinyon-juniper forests, it destroys our memory of how to live sustainably in the Great Basin.
There is a war being waged on the natural world and wars are fought with weapons. The pinyon jay brings me a weapon against the despair I feel recognizing pervasive violence in Spring Valley. She shows me that the violence is not inevitable. She shows me the path to true sustainability, and in doing so, shows me the path to peace.

Last Tuesday, in the shadow of Yellowstone’s Electric Peak, I watched National Park Service employees herd, prod, shock, immobilize, poke, and corral bison that had only shortly before spent their lives roaming wild. That day, 45 animals were shipped for slaughter and 62 “processed” in preparation for being sent to death next week. So far this winter, almost 1,000 out of a total of roughly 5,500 bison have been sentenced to death by government agents or dispatched by hunters.
The killing of Yellowstone’s buffalo is far from over. The carnage is escalating as winter drags on and buffalo, desperate for food, leave Yellowstone Park for lower elevation grasslands north in Montana’s Gardiner basin. Hundreds more buffalo could be sent to slaughter by the time spring green-up occurs, when buffalo return to graze in the protected core of the Park. A total of 1,400 or more Yellowstone bison could be killed, not including the animals (possibly hundreds) that otherwise do not survive harsh late-winter conditions.
It is important to note that these are not just any bison, but members of the largest free-ranging bison herd in the country, and the most genetically pure of any left in the world. In most other places buffalo have been interbred with domestic cattle. Perhaps most importantly, Yellowstone has the only herd left that still serves something akin to the ecological role that it played when Europeans first arrived and 30-88 million bison thundered across the plains of what is now the western United States.
How is it that this harassment and torture of bison is happening inside a national park, which is presumably all about preservation?
The extent to which Park Service personnel work to keep their violence towards buffalo out of the public eye is perhaps emblematic of a conflicted conscience and cognizance that something is morally wrong. But a lawsuit brought last year by journalist Christopher Ketcham and Stephany Seay, Communications Director of the Buffalo Field Campaign, (BFC) requires the agency to now show the media what it is doing. I can say that witnessing the Park Service-administered treatment of buffalo is not for the faint of heart.
With the help of poles and electric cattle prods, bison after bison was forced from a small pen into a hydraulic squeeze chute, where it bucked and thrashed and bellowed, in a crazed panic. Each bison was squeezed so hard inside the metal cage that most finally stopped bucking, at which point a metal bar pinned its head up to the side of the chute. Through the slats in the chute, you could see their tongues hanging out, and their eyes bulging. Their hoarse breathing was audible, even from 20 yards away. Many had blood on their coats as a result of injuries from the horns of other distressed bison—a direct consequence of being stampeded, slammed up against each other, and pushed between pens along a maze of metal-reinforced alleys. Some of the younger bison literally tore their own horns off against the cages and bars. If there is a hell in the bison world, this must be it.
While pinned in the chute, Park technicians drew blood and checked teeth, weighed them, then released them into holding pens.
A few yearling calves escaped the ordeal because the chute was too big to effectively contain and immobilize them. These were waved through. Still, none of the bison we saw will likely escape slaughter.
The chute’s brand name, “The Silencer,” had been deliberately painted over with an inane reminder of the year, “2016-2017,” perhaps in case we journalists were to attempt substituting photos of atrocities perpetrated during previous years for the atrocities perpetrated while we were there.
From a catwalk above the pens, I could see a group of yearling calves, all with smears of blood on their bodies from rubbing up against one calf whose horn had been torn off. They looked up at me in terror and alarm. I was helpless to do anything except bear witness. I felt that these youngsters were owed a profound apology.
In a matter of days, these calves will be gutted, dressed and hung in White’s Meat Processing in Ronan, Montana. According to the federal Humane Methods of Slaughter Act, the process entails literally sending animals to a gas chamber, after which they are “stunned, shackled, hoisted, thrown, cast, or cut.”

The meat will be distributed to Indian people, which is better than most alternatives, but hardly the point. These wild beings, the product of millions of years of evolution, uniquely adapted to the harsh conditions of Yellowstone, and members of a close-knit herd, will be killed for no reason except to placate tough-minded stockmen and their ideologue allies (read: Trump’s core supporters).
As in the case of grizzly bears and wolves, management of buffalo caters primarily to a minority of well-heeled and politically well-connected agriculture interests at the expense of the broader public, who flock to Yellowstone to see these rare and iconic animals in the flesh. More on this later.
There seems to be no regard for the fact that bison have been on this landscape since the Ice Age, or that they survived the worst that the forces of nature could throw at them – except Europeans and our guns. Their ancestors evolved with giant short-faced bears, sabre tooth cats, dire wolves, woolly mammoths and ice-age camels. All these animals are gone now, but a remnant of bison is still with us.
Yellowstone bison are descendants of just 23 animals that had survived the slaughters of the 1800s. All this begs the question: why are we persecuting these animals again? And why is the Park Service, which helped bring them back from the brink, so intimately involved in their deaths?
Atrocities in Yellowstone Park
It baffles me that the National Park Service is leading current efforts to capture and send to slaughter buffalo that are simply poised to roam north into the Gardiner Basin – as bighorn sheep, elk, deer, pronghorn, wolves and bears do. This behavior is natural. Even though buffalo are well-equipped with huge heads for shoveling deep snow to uncover grass, roaming downhill to more clement climes is the path of least resistance when snow is deep, or when thick ice prevents bison from reaching the grass below.
With the Park Service’s help, the state of Montana will probably reach its goal of killing 1,400 Yellowstone’s buffalo. Although the Park Service estimates that forage in Yellowstone could support 5,000-7,000 buffalo, an outdated bison management plan uses an antiquated target of 3,000 animals. Further, a 2000 court-mediated settlement agreement of a lawsuit filed by Montana’s Department of Livestock against the Park Service gives the state and its powerful livestock industry inordinate influence over bison management, even it appears, inside a national park.
It was noteworthy that no one from Montana’s livestock industry or State Department of Livestock participated in the tour I was on. Why bother, when Park Service employees seemed more than happy to do their dirty work and field the tough questions from reporters — despite the fact that this work is antithetical to the Park Service’s mission of protecting natural resources.
Having worked as a wildlife advocate for over 30 years in the political pressure cooker that is Greater Yellowstone, I can only imagine the conversations among Park officials. “Maybe our willingness to kill so many will buy good will from the state in the revision of the bison plan.” Or: “our hands are tied, especially under the new Secretary of Interior Ryan Zinke,” a former Montana Congressman with strong ties to industry. Or: “if we kill 1,400 bison this year, we might buy a reprieve of several years before a similar out-migration of bison would necessitate significant killing again.”
All humans share the unique ability to rationalize activities that feel inherently wrong. I doubt that many of the Park employees engaged in this debacle had imagined that their job description could include sending to death wildlife that they had been entrusted to protect.
Last year, Yellowstone Park proposed shipping some animals that would have been otherwise killed to a quarantine facility on the Fort Peck Indian Reservation in northern Montana. There is presently only one such facility authorized to take Yellowstone bison, located 30 miles north of Yellowstone near the hamlet of Corwin Springs. There, USDA’s Animal Plant Health Inspection Service (APHIS) kills 50% or so of the captive buffalo that test positive for the disease brucellosis—which is the putative cause for the entire capture, containment, and slaughter program. (More on this later).
Over time, the caged sub-population is “cleansed” of the disease, but there is no chance of returning home. Nor will this — or any other method proposed so far — purge the entire population of the disease.
Needless-to-say, the Park’s proposal to send bison to Fort Peck’s facility is stridently opposed by livestock organizations, but supported by some conservationists and Tribes. Two weeks ago, Republican state legislators killed a bill that would have authorized the shipping of Yellowstone buffalo to Fort Peck. There is no doubt that regressives in the livestock industry have the upper hand, and will not make even modest concessions to those who have more altruistic and public-minded values.
Buffalo Management: The Ruse of Cleansing the Land of Disease
You commonly hear that the killing and expensive quarantine of buffalo is to protect cattle from the disease brucellosis, which is carried by buffalo. (Paradoxically, bison originally contracted the disease from European cows). But this rationale turns out to be bogus. Although buffalo do carry brucellosis and could theoretically transmit the disease to cattle, they have never been known to do so in the wild. In fact, there are only a handful of cattle near where the buffalo migrate in winter – and none of these cows are on public lands.
By contrast, elk, which are 25 times more numerous than buffalo and interact with cattle far more often, have transmitted brucellosis to cows on at least 6 documented occasions, most recently in November, 2015 (link). Yet nothing is being done about the elk “problem”, in part because elk are sportmens’ darlings and generate at least $11 million annually in state hunting revenues in Montana. Something deeper, even pathologic, lies beneath disparities between how bison and elk are treated.
If brucellosis were a real problem, the livestock industry would be advocating more consistent policies and taking the elk disease threat seriously. But such is not the case, which suggests that the hype about brucellosis in bison is really cover for something else.
In fact, what we have is a cabal of stockmen, state veterinarians, legislators, and employees of the Board of Livestock using paranoia over “disease ridden” buffalo to perpetuate political control and an archaic, regressive mindset obsessed with dominating the natural world. These bad actors aim at nothing less than keeping the West under their thumb, perpetuating a regime that was instituted under the banner of Manifest Destiny. This despite the fact that the region’s economic and cultural health depends increasingly upon amenities rooted in wildlife and public lands.
Mary Meagher, longtime bison biologist in Yellowstone Park, put it this way: ”Brucellosis is a smoke screen. The real issue is that ranchers do not want bison out on the land.” (link)
In furtherance of their agenda, the livestock industry has adopted the bizarre and extreme position of tolerating “no risk” of brucellosis in the case of buffalo, no matter what the cost, which is borne mainly by taxpayers—a classic case of subsidies for a coddled special interest. Dare we call them welfare ranchers?
The Park Service’s Cowboy Culture?
In keeping with the narrative of bison as diseased livestock, it was interesting to see that most of the 12 involved Park Service employees (including only one woman) played the part of cowboy in this week’s bison “processing.” They could have passed as cowhands anywhere in the West, with their silk scarves and chaps. Four galloped their horses, all in a row, waving their right arms in unison as if on a movie set, to run bison from a larger holding area into smaller pens. It struck me they may have been watching too many Hollywood westerns.
But this is the National Park Service, not the Department of Livestock. Is it easier to distance yourself from the nasty business of sending wild buffalo to slaughter if done in the persona of a cowboy? Does the task somehow become more romantic, less brutal?
Only the head of the operation, Brian Helm, who bore the military-style title of “Incident Commander,” seemed to be truly enjoying himself. Of all the techs, Brian was most cowboy in his dress and demeanor. His chaps had fancy leather fringe. He stood on top of the catwalk above “the Silencer” and gestured dramatically with white-gloved hands, signaling to the other techs how much tighter the neck bar needed to be; whether it was time to draw blood, check teeth, or lift the animal to get a weight; what gender the animal was and in which pen they should be herded. He seemed the conductor of an orchestra that played a sort of buffalo requiem.

Every operation has one who seems to relish the job of its commander, even if the work is brutal and cruel. In the course of human history, we have demonstrated time and again, how easy it is for humans to normalize the unthinkable—especially if you include a fancy-dress outfit.
The Killing Fields: No End In Sight
The current killing program is authorized by the 2000 Interagency Bison Management Plan. Although outdated, government agencies are far from revising the plan. Yellowstone Park’s bison biologist Rick Wallen reported that the agencies cannot agree on objectives, let alone a range of alternatives for analysis. A planning process started in 2015 appears, for now, dead in the water. Wallen thinks the plan might take 10 years or so to complete. This means that the Park Service would need to strive in the meantime to maintain the current population target of 3,000 bison and to continue the cycle of killing.
Of all the intractable wildlife debates in Yellowstone, including wolves and grizzlies, perhaps the most stuck and regressive surrounds buffalo. Yes, things may be incrementally improving, as we were told, since the days when bison numbers hovered near zero. But this is the 21st century, and Yellowstone’s buffalo deserve better.
Fortunately, there are a few examples of where buffalo are being better treated when they step outside the Park into Montana’s non-park lands.
Progress at Horse Butte
As of last year, wild bison are being accommodated to the west of the Park on Horse Butte, a peninsula in Hebgen Lake. Bison can now roam on Horse Butte year round, and have their babies in peace.
Here a majority of landowners made it clear to Montana Governor Steve Bullock that they wanted wild bison to be able to roam on their private land. They expressly opposed armed Department of Livestock thugs on horseback trespassing and harassing animals on land they own. Moreover, there are no cows there after a grazing allotment had been retired.
This is a shining example of what can be done to co-exist with bison elsewhere in Greater Yellowstone. There are a number of residents of the Gardiner and the Taylor Fork area, who also embrace a kinder, gentler approach to managing bison, and would welcome them on their land.
The good folks at the Buffalo Field Campaign (BFC) need to be credited with much of the hard work reaching out to and helping organize landowners on Horse Butte.
Buffalo Field Campaign: Defending Buffalo 24-7
My friends at BFC (link) have been on the ground fighting for buffalo and documenting the mistreatment of these animals since 1997. BFC’s strategies and tactics are extraordinary — certainly different than any other environmental organization in the region. First, they work closely with Native Americans who also see buffalo as sacred yet maligned creatures.
Second, they rely heavily on volunteers who are out on the ground every day observing buffalo and the activities of hunters and managers. Over 5,000 volunteers have cut their teeth in conservation working with BFC. Numerous of these campaigners have moved on to positions of leadership in other conservation groups.
Third, BFC is one of the few groups that signs on young people, who are critical to shaping the future of wildlife and wildlands conservation, which is rapidly greying. By contrast, most other organizations tend to rely almost exclusively on professional staff. These staff tend to cycle between groups, which perpetuates a kind of “group think.”
Few other groups share BFC’s commitment to documenting what is happening in the field. Over the years, I have seen a sad trend in conservation that increasingly emphasizes a kind of “professionalism” that prioritizes political cleverness and certain in-office technical skills over observation and deep immersion in the natural world.
I honestly cannot imagine how the hardy warriors who volunteer with BFC survive bearing witness to the atrocities perpetrated on buffalo, and counting the dead – over 8,000 since the group was founded. The BFC community lives communally and frugally in cabins near West Yellowstone and Gardiner, where they keep an eye on the buffalo every day, no matter how bitter the cold. Maybe they do so well because they are a bit like buffalo themselves: tough and stubborn.
On the day of the tour, Stephany Seay, a BFC stalwart, seemed to mirror the turmoil of the buffalo. (Listen to a great interview on Grizzly Times with Stephany here). Uncharacteristically quiet, her weathered face showed pain, grief, outrage. She had seen so many more buffalo dead, or dispatched to death, than I ever will – or hope to. Even as she snapped photos, part of her seemed to be dying with the buffalo.
Up on the catwalk, above the din of a buffalo heaving herself against the metallic cage, Brian Helm with white gloves flashing, stands as Stephany’s opposite. As Mike Wright wrote in the Bozeman Chronicle story on the tour, “it was just another day in the Park at the Stephens Creek Capture Facility,” (link) implying that the “processing” of the buffalo had become routine.
But routinizing brutal behavior desensitizes people to the import of their actions. Have those involved in processing bison for the Park Service become inured to the practice of killing? How can the broader public hope for kinder treatment of buffalo if agency personnel see killing as an acceptable solution to “the problem,” as defined by the livestock organizations that do not want “diseased” buffalo to leave the Park?

YELLOWSTONE NATIONAL PARK / GARDINER, MONTANA: Yellowstone National Park has initiated wild bison capture operations in their Stephens Creek bison trap, and plans to send hundreds to slaughter in coming weeks. Yellowstone asserts that these actions are necessary to appease Montana’s livestock industry which claims wild bison pose a threat. Bison were recently bestowed with the honor of being designated as the United States’ National Mammal.
“Bison were recently granted national mammal status by the U.S. Congress because they embody such monumental significance in this country, as a symbol of the wild, untamed land, as the true shapers and stewards of native grasslands and prairie communities, and for their profound cultural importance to many indigenous tribes,” said Stephany Seay of Buffalo Field Campaign. “Yet here we have the supposed care-takers of the country’s last wild, migratory herds shipping them to slaughter to cater to the whims of producers of an invasive species – the domestic cow.”
Bison once roamed most of North America, numbering tens of millions strong. They were nearly driven to extinction in an effort to subjugate Native Peoples and to clear the land for livestock grazing. Yellowstone National Park boasts the last stronghold of continuously wild American buffalo in North America. The roughly 600,000 bison who exist in the country today are largely privately owned and ranched as domestic livestock, or intensively managed on public lands. The migratory wildlife species is ecologically extinct throughout its native range, with Yellowstone and small fractions of neighboring Montana being the last place they continue to survive.
Capture operations at Yellowstone’s Stephens Creek bison trap began Saturday, January 7, 2017. BFC field patrols in the Gardiner Basin report that forty-four wild buffalo are currently being held. Yellowstone and other bison managers plan to slaughter or domesticate — if a controversial quarantine plan is approved — upwards of 1300 wild bison this winter, all in an effort to appease the powerful Montana livestock industry. Livestock interests claim that wild bison may pose a threat of spreading the livestock bacteria brucellosis back to cattle, something that has never happened in the wild. Livestock proponents also claim that Yellowstone’s bison population is too numerous for the land base, yet Yellowstone’s grasslands are thriving, and wild buffalo have never come close to overreaching sustainability within the Park.
“Montana’s livestock lobby continues to play deadly political games with this keystone species which is not in the least guilty of the crimes cattlemen blame them with,” said Seay. “In truth, invasive cattle have left death, pollution, and destruction in their wake across the lands of the West, and only wild, migratory buffalo can heal these injuries. Only wild buffalo can restore the grasslands and prairie communities, which are some of the most threatened habitats in the world.”
In addition to capture, wild buffalo face other fatal dangers if they migrate out of Yellowstone’s boundary into Montana. Like other migratory ungulates bison must leave the park in order to survive Yellowstone country’s harsh winters. Less than a mile from Yellowstone’s trap, just outside the boundary, hunters wait, ready to shoot any who leave the park.
Capture operations are going to interfere significantly with state and treaty hunting, which is currently in full swing. Wild buffalo are being hunted along Yellowstone’s border by hunters who hold Montana tags, and by four Native tribes — the Confederated Salish & Kootenai, Nez Perce, Shoshone Bannock, and the Umatilla Confederacy — who hunt buffalo under treaty right. Hunters are upset that Yellowstone has begun capturing so early, and most are adamantly opposed to the capture and slaughter of wild, migratory buffalo.
“In one direction lies the trap, in the other the gun, and these attacks last for months on end without respite,” said BFC’s Seay.
While BFC does not agree with the way buffalo hunting is currently taking place, given the limited landscape, small buffalo population, and firing line-style, we do hope that we will strengthen our common ground with hunters and bolster solidarity efforts aimed at ending the trapping of wild buffalo for good. Unfortunately, the limited landscape where buffalo are allowed to roam facilitates highly unethical hunting practices which not only manifest in the gunning down of wild buffalo at Yellowstone’s borders, but forces the buffalo to flee back into Yellowstone and become trapped by park officials.
“Buffalo are bottled up in the Gardiner Basin and have no escape. Hunters at the Park’s boundary are in competition with each other, and also in a race against the trap,” BFC’s campaign coordinator Mike Mease. “In the midst of such management madness, wild buffalo have nowhere in the Gardiner Basin where they aren’t being shot by hunters or captured for slaughter by Yellowstone officials.”
At a fundamental level, Montana and its livestock industry are responsible for the buffalo slaughter. Buffalo Field Campaign is working to change and challenge the status quo of the Interagency Bison Management Plan. Wild bison advocates must work to repeal MCA 81-2-120 and remove the Montana Department of Livestock’s authority over wild buffalo, and also insist on a new plan that respects wild buffalo like wild elk in Montana.
“Any action that does not fight this intolerance and excessive killing, or that fails to advocate for the buffalo’s ability to live freely on the lands that are their birthright, poses a threat to the buffalo’s long term survival and evolutionary potential,” said Stephany Seay. “Montana has played its cards so slyly that they aren’t feeling much of the heat anymore; instead, all the entities who should be the strongest allies for wild buffalo — Native Peoples, subsistence hunters, Yellowstone National Park, buffalo advocates — are pointing fingers at each other. It’s the same old game of divide and conquer.”
Buffalo Field Campaign exists to protect the natural habitat of wild migratory buffalo and native wildlife, to stop the slaughter and harassment of America’s last wild buffalo, and to work with people of all nations to honor the sacredness of wild buffalo.

A contingent of at least 1,000 indigenous Wixárika (Huichol) people in the Western Sierra Madre are gearing up to take back their lands after a legal decision in a decade-long land dispute with neighboring ranchers who have held the land for more than a century.
Ranchers who have been in possession of the 10,000 hectares in question for generations say the seizure is unlawful and that they will not hand over the land — setting the scene for a showdown that observers fear may end in violence.
Leaders of the Wixárika community of San Sebastian Teponahuaxtlán have announced their plans to accompany the authorities of the federal agricultural tribunal to carry out an enforcement action on the first parcel, a 184-hectare ranch in the state of Nayarit, on Sept. 22, and called on state and federal law enforcement officials to send police forces to prevent a conflict. Until the time of publication, neither the Nayarit nor the federal authorities had agreed to send police to maintain order, so both parties are hoping for the best but preparing for the worst.

“We’re hoping they’ll accept the decision which is now law: that they lost the trial. They had the opportunity to legally prove that they really had the documentation and they didn’t have it,” said Miguel Vázquez Torres, president of the communal lands commission of San Sebastian. He is aware of the potential for violence, he said, “but the community is not going to sit with its hands crossed. We are prepared.”
Ranchers have titles to the land that go back to the early 1900s — but San Sebastian has the original grant from the Spanish crown that dates to 1717, and is backed by a 1953 presidential resolution. In all, 10,000 hectares is at stake, for a total of 47 different claims. The agrarian court has ruled in favor of San Sebastian in 13 of those cases; the remainder are still in process.
Rosa Carmen Dominguez Macarty, an attorney representing some of the ranchers of Huajimic, disputes the version presented by Wixarika attorneys, saying that only two of the sentences are definitive, and that all the rest are still under appeal. The ranchers are appealing the 1953 presidential resolution, saying it is based on a document that is invalid.
“It’s a social injustice,” she said. “These are very simple people; they are fathers, they are mothers who work the land themselves, and that’s how they support their families. It would be really sad if through the government’s disregard, something unpleasant were to happen.”
Vázquez said that two families who have no land have already been granted permission by the community assembly to establish homesteads on the parcel and that the assembly plans to send a rotating contingent of community residents to stand guard for several months — “as long as it’s necessary so that the families can feel safe and comfortable.” The long-term plan, he said, is to establish another settlement in the area, as San Sebastian’s existing towns are becoming overcrowded.
Dominguez argued that the local inhabitants have worked the land for generations and turned it into a highly productive area. Local residents suspect the Huicholes have another ulterior motive for taking back the land, which they have never worked: to exploit the mineral deposits that supposedly lie beneath.

Complicating matters is that San Sebastian lies in the state of Jalisco, while the contested land lies in Nayarit, where the ranchers have been outspoken in their opposition to the court decision and have been organizing in resistance to the return of the land to the Wixárika.
“Jalisco vs. Nayarit: Blood will run,” screamed one headline in a Nayarit newspaper. Meanwhile, Nayarit Gov. Roberto Sandoval reportedly has sent messages of support to ranchers.
“The governor promised us that while he is in office, we would not have to turn over a single meter of land to the Huichols,” one of the landowners told local reporter Agustín Del Castillo of Milenio newspaper.
Indeed, it’s no accident that the conflict crosses state lines, according to anthropologist Paul Liffman, author of the book Huichol Territory and the Mexican Nation.
“In fact that’s the deep history of Jalisco and Nayarit,” Liffman said in a recent interview. “Nayarit was part of Jalisco, and it separated in 1917, in part for the ranchers who wanted more political autonomy and also wanted to kick out the Indians.”
During the early years of the 20th century, the government encouraged settlers to make land claims on apparently abandoned land. It was during that period that major encroachment began to occur on Wixárika land, and the courts granted titles based on the erroneous assumption (or pretext, as Liffman says) that the land was unoccupied.
Tensions have flared periodically since the land was taken but the Wixárika had no legal recourse until the government created an agrarian court system in the 1990s, said Ruben Avila Tena, the attorney representing the community of San Sebastian. Soon afterwards that community began a legal process of reclaiming its land.
Jalisco law enforcement has agreed to be present, but only up to the state line; thus far the Wixárika leadership has received no such assurances from the Nayarit authorities, nor from the federal government.
“I’m not sure what the Jalisco police can do, besides cheering them on from the other side of the border,” commented Avila Tena. “It’s actually a very worrisome situation.”
Avila said sources in the Agrarian Tribunal have told them that the Nayarit police have no intention of supporting the Wixárika on Sept. 22. Agrarian Magistrate Aldo Saul Muñoz López spoke to this reporter by telephone but said he could not grant an interview by telephone, only in person in the Tribunal regional offices in Tepic, Nayarit.
“We did what corresponds to us as a federal tribunal, we notified all of the relevant authorities of Nayarit. If they don’t respond, it’s something that escapes my authority,” said Muñoz López, but would not give further information by phone.
Liffman likened the current conflict in San Sebastian with one that arose in the 1950s under the Huichol leader Pedro de Haro. Haro built a movement that ultimately procured the 1953 presidential resolution confirming that San Sebastian was the legal owner of the land. But as in the present case, the government didn’t provide any enforcement mechanism, and the local residents refused to give up the land. A band of armed Huichols took the matter into their own hands and marched to the Canyon of Camotlán, where they reportedly burned down a farm, drove out local residents and reclaimed the land.

Santos de la Cruz Carrillo, a Wixárika leader and also an attorney on San Sebastian’s legal team, said the community has been urging the federal authorities to attend to this case for five years under a program that would offer financial compensation to the current landholders.
“It’s been five years since the community of San Sebastian asked the federal government to attend to this situation, to support the landholders with compensation”, said de la Cruz. “But the ranchers showed no interest in the compensation; they always said they want the land, so the community chose to take possession.”
Finally, in a meeting in March of this year, an official with that program told San Sebastian authorities that there was no money to pay restitution to the ranchers. That’s when they made the decision to move ahead with the process of retaking the lands, said Avila.
The Wixárika authorities have done everything in their power to seek compensation for the ranchers in the hope that a conflict could be avoided, said Avila. “This case was decided in their favor more than two years ago,” he stressed. “The community didn’t want it to be enforced like this, they were trying to get the federal government to indemnify the landholders. When they couldn’t do that anymore, they said, it can’t be helped, we will have to ask the tribunal to enforce the law.”
Liffman warned that the situation was not to be taken lightly; the area has changed radically since the times of Pedro de Haro, he said, with a significant amount of drug production now occurring throughout the territory.
“The region has become much more heavily armed,” he said. “San Sebastian has been the most violently disputed area in the sierra over the past several years…. it’s big-scale transnational narcos now, it’s not just some ranchers with pistols on their belts. So if it does come to that, it could be a bloodbath.”
The Paraguayan government has failed to act to protect a group of uncontacted tribal people, despite having been ordered to do so in February of this year.
Several major ranching corporations are clearing forest to raise cattle in the Chaco, which is losing an average of 14 million trees per month. Deforestation continues and bulldozers have recently been heard on Ayoreo land.
Local organizations GAT and OPIT have been trying to persuade the government to act on the Commission’s demands but the government has so far done very little.
One Ayoreo told Survival: “We don’t want to lose our land. It’s where our fathers and grandparents lived and where our relatives live now. We want our children and grandchildren to grow up in the land of our ancestors. We are claiming this land.’’
Companies destroying the Chaco include Carlos Casado S.A. (a subsidiary of Spanish construction company Grupo San José), River Plate S.A, and Yaguarete Porá S.A, a Brazilian beef company. Yaguarete previously received Survival International’s “Greenwashing of the year” award for trying to brand an area it had heavily deforested as a “nature reserve.”
Evidence proves that tribal territories are the best barrier to deforestation and therefore the best way to protect the Chaco is to uphold the Ayoreo’s land rights. Uncontacted tribes are also the best guardians of their environment. Their knowledge is irreplaceable and has been developed over thousands of years.
Survival’s Director Stephen Corry said: “Unless Paraguay takes rapid action, the Ayoreo will become another statistic in the ongoing genocide of South America’s uncontacted peoples. The situation couldn’t be more serious: the Ayoreo face catastrophe unless their land and forest is protected from these rapacious foreign companies.”
