Protesters in China force cancellation of industrial waste pipeline

Officials in eastern China have cancelled a planned industrial waste pipeline project after up to 1,000 environmental demonstrators occupied a government office, overturned cars, destroyed computers and beat police officers.

The demonstration in the city of Qidong was the latest in a string of protests sparked by fears of environmental degradation.

Zhang Guohua, mayor of the eastern city of Nantong, announced the cancellation of the pipeline, which would have emptied waste water from a Japanese-owned paper factory via the coastal town of Qidong into the sea. It is the second industrial project to be cancelled in a month.

The decision came hours after about 1,000 protesters marched through the city of Qidong, about one hour north of Shanghai, shouting slogans against the pipeline.

Several protesters entered the city government’s main building and were seen smashing computers, overturning desks and throwing documents out of the windows to loud cheers from the crowd. Five cars and one minibus were also upended, according to Reuters reporters at the scene.

At least two police officers were dragged into the crowd at the government office and punched and beaten bloody.

Environmental worries have stoked calls for expanded rights for citizens and greater consultation in the tightly controlled one-party state and come before a once-in-a-decade leadership transition this year.

The protest followed similar demonstrations against projects in the Sichuan town of Shifang earlier this month and in the cities of Dalian in the north-east and Haimen in southern Guangdong province in the past year.

The government in Shifang halted a multimillion-pound copper alloy plant project because it said there was insufficient public understanding and support after teargas was used to disperse protesters.

The Chinese government has vowed to clean up China’s skies and waterways and increasingly tried to appear responsive to complaints about pollution.

But environmental disputes pit citizens against local officials, whose aim is to lure fresh investment and revenue into their areas.

Indigenous authorities in Brazil detain three Belo Monte dam engineers

Three engineers employed by Norte Energia, S.A (NESA), the company building the Belo Monte Dam on Brazil’s Xingu river, were detained Tuesday by Juruna and Arara tribal authorities in the remote village of Muratu after the company failed to live up to promised mitigation measures aimed at reducing the dam’s devastating impacts on local communities.

The incident occurred yesterday as Norte Energia sought to reach agreement with tribal leaders over measures to allegedly mitigate adverse impacts stemming from construction of earthen cofferdams on the Xingu river. The authorities report that the engineers are being prohibited from leaving the village but there is no use of force or violence. The dams are blocking navigation of small boats used by indigenous peoples and other local communities, especially to reach the town of Altamira, an important center for accessing markets, basic health care, education and other services.

In Tuesday’s meeting, Norte Energia representatives presented a proposal for a system for transportation of indigenous vessels around the site where cofferdams are blocking boat traffic. Tribal leaders interrupted the meeting, arguing that the proposal was ludicrous, and that such discussions would not proceed while a long list of legally required actions to mitigate and compensate the adverse impacts of Belo Monte continues to be ignored by NESA. A first phase of the earthen dams has already had negative consequences for indigenous peoples, especially on water quality and devastation of fisheries.

“Nobody understood anything that the technicians said, and they didn’t have any answers to our questions,” explained Giliarde Juruna, a leader of the Juruna tribe from the Paquiçamba territory immediately downstream from the dam. “They didn’t know how to respond when we asked them how we would bathe or how we would navigate on the river, or even how the project had changed since they presented it to us last year. In the end, the engineers agreed that our complaints were justified.”

“There was a climate of total disbelief on behalf of the tribes, since Norte Energia recognized it had yet to implement the vast majority of the legally-required measures to minimize the impacts of the project on their lands,” explained Thais Santi of the Federal Public Prosecutor’s Office in Altamira, who was an observer at the meeting. “At a certain level, even the engineers recognized that the dam is an absurdity, that the consultation was a sham, and that the mitigation projects presented by the company’s technical team didn’t make any sense,” noted Santi.

According to tribal leaders, the engineers will remain under detention until Norte Energia and government agencies have fully carried out promises to mitigate and compensate adverse impacts of Belo Monte, not only in relation to boat traffic, but also in terms of water quality, sanitation, and protection of their territories and natural resources.

On Monday, the Federal Public Prosecutors’ Office filed a lawsuit calling for the immediate suspension of the construction license for Belo Monte, granted in June 2011 by the federal environmental agency, IBAMA. Citing an abundance of evidence, including reports produced by IBAMA and municipal governments and well-documented complaints files by local indigenous leaders and NGOs, the lawsuit demands that project construction at Belo Monte be immediately halted, given the chronic non-compliance of Norte Energia with legally-required mitigation and compensation measures.

“It’s an outrage that Norte Energia has been allowed to continue construction for over a year while ignoring basic measures they are obliged to carry out in order to avoid or minimize impacts on affected communities. The developer is ignoring the impacts the project is already having on indigenous people, and in the process, running roughshod over their rights,” said Brent Millikan of International Rivers.

Last month, over 300 indigenous people from 9 tribes occupied the Belo Monte Dam construction site on the final day of the United Nations Rio+20 conference, maintaining the occupation for 21 days until Norte Energia stated it had reached an agreement with the occupiers. The tribal leaders involved in yesterday’s action claim that an agreement was never reached, and that the developer has instead created divisions among the communities.

Norte Energia consortium, while technically a “private” enterprise, is dominated by the Brazilian state-owned energy conglomerate Eletrobras. Major investments come from the public employee pension funds of Petrobras, Banco do Brasil and Caixa Econômica Federal, all entities under government control. The mining giant Vale, privatized in the mid-1990s but still highly influenced by the Brazilian government, recently purchased a 9% stake in the NESA consortium. Eighty percent of project financing for Belo Monte’s mushrooming budget, currently estimated at US$12 billion, comes from BNDES, the government-controlled development bank, financed by worker taxes and Brazilian treasury bonds.

Native Americans’ resistance to the westward expansion of Europeans took two forms. One was violence. The other was accommodation. Neither worked. Their land was stolen, their communities were decimated, their women and children were gunned down and the environment was ravaged. There was no legal recourse. There was no justice. There never is for the oppressed. And as we face similar forces of predatory, unchecked corporate power intent on ruthless exploitation and stripping us of legal and physical protection, we must confront how we will respond.

The ideologues of rapacious capitalism, like members of a primitive cult, chant the false mantra that natural resources and expansion are infinite. They dismiss calls for equitable distribution as unnecessary. They say that all will soon share in the “expanding” wealth, which in fact is swiftly diminishing. And as the whole demented project unravels, the elites flee like roaches to their sanctuaries. At the very end, it all will come down like a house of cards.

Civilizations in the final stages of decay are dominated by elites out of touch with reality. Societies strain harder and harder to sustain the decadent opulence of the ruling class, even as it destroys the foundations of productivity and wealth. Karl Marx was correct when he called unregulated capitalism “a machine for demolishing limits.” This failure to impose limits cannibalizes natural resources and human communities. This time, the difference is that when we go the whole planet will go with us. Catastrophic climate change is inevitable. Arctic ice is in terminal decline. There will soon be so much heat trapped in the atmosphere that any attempt to scale back carbon emissions will make no difference. Droughts. Floods. Heat waves. Killer hurricanes and tornados. Power outages. Freak weather. Rising sea levels. Crop destruction. Food shortages. Plagues.

ExxonMobil, BP and the coal and natural gas companies—like the colonial buffalo hunters who left thousands of carcasses rotting in the sun after stripping away the hides, and in some cases carrying away only the tongues—will never impose rational limits on themselves. They will exploit, like the hustlers before them who eliminated the animals that sustained the native peoples of the Great Plains, until there is nothing left to exploit. Collective suicide is never factored into quarterly profit reports. Forget all those virtuous words they taught you in school about our system of government. The real words to describe American power are “plunder,” “fraud,” “criminality,” “deceit,” “murder” and “repression.”

Those native communities that were most accommodating to the European colonists, such as the peaceful California tribes—the Chilulas, Chimarikos, Urebures, Nipewais and Alonas, along with a hundred other bands—were the first to be destroyed. And while I do not advocate violence, indeed will seek every way to avoid it, I have no intention of accommodating corporate power whether it hides behind the mask of Barack Obama or Mitt Romney. At the same time, I have to acknowledge that resistance may ultimately be in vain. Yet to resist is to say something about us as human beings. It keeps alive the possibility of hope, even as all empirical evidence points to inevitable destruction. It makes victory, however remote, possible. And it makes life a little more difficult for the ruling class, which satisfies the very human emotion of vengeance.

“Whenever the legislators endeavor to take away and destroy the property of the people, or to reduce them to slavery under arbitrary power,” wrote the philosopher John Locke, “they put themselves into a state of war with the people who are thereupon absolved from any further obedience.”

The European colonists signed, and ignored, some 400 treaties with native tribes. They enticed the native leaders into accords, always to seize land, and then repeated the betrayal again and again and again until there was nothing left to steal. Chiefs such as Black Kettle who believed the white men did not fare much better than those who did not. Black Kettle, who outside his lodge often flew a huge American flag given to him in Washington as a sign of friendship, was shot dead by soldiers of George Armstrong Custer in November 1868 along with his wife and more than 100 other Cheyenne in his encampment on the Washita River.

The white men “made us many promises, more than I can remember,” Chief Red Cloud said in old age, “but they kept but one. They promised to take our land, and they took it.”

Native societies, in which people redistributed wealth to gain respect, and in which those who hoarded were detested, upheld a communal ethic that had to be obliterated and replaced with the greed, ceaseless exploitation and cult of the self that fuel capitalist expansion. Lewis Henry Morgan in his book “League of the Iroquois,” written in 1851 after he lived among them, noted that the Iroquois’ “whole civil policy was averse to the concentration of power in the hands of any single individual, but inclined to the opposite principle of division among a number of equals. …” This was a way of relating to each other, as well as to the natural world, that was an anathema to the European colonizers.

Those who exploit do so through layers of deceit. They hire charming and eloquent interlocutors. How many more times do you want to be lied to by Barack Obama? What is this penchant for self-delusion that makes us unable to see that we are being sold into bondage? Why do we trust those who do not deserve our trust? Why are we repeatedly seduced? The promised closure of Guantanamo. The public option in health care. Reforming the Patriot Act. Environmental protection. Restoring habeas corpus. Regulating Wall Street. Ending the wars. Jobs. Defending labor rights. I could go on.

There are few resistance figures in American history as noble as Crazy Horse. He led, long after he knew that ultimate defeat was inevitable, the most effective revolt on the plains, wiping out Custer and his men on the Little Big Horn. “Even the most basic outline of his life shows how great he was,” Ian Frazier writes in his book “Great Plains,” “because he remained himself from the moment of his birth to the moment he died; because he knew exactly where he wanted to live, and never left; because he may have surrendered, but he was never defeated in battle; because, although he was killed, even the Army admitted he was never captured; because he was so free that he didn’t know what a jail looked like.” His “dislike of the oncoming civilization was prophetic,” Frazier writes. “He never met the President” and “never rode on a train, slept in a boarding house, ate at a table.” And “unlike many people all over the world, when he met white men he was not diminished by the encounter.”

Crazy Horse was bayoneted to death on Sept. 5, 1877, after being tricked into walking toward the jail at Fort Robinson in Nebraska. The moment he understood the trap he pulled out a knife and fought back. Gen. Phil Sheridan had intended to ship Crazy Horse to the Dry Tortugas, a group of small islands in the Gulf of Mexico, where a U.S. Army garrison ran a prison with cells dug out of the coral. Crazy Horse, even when dying, refused to lie on the white man’s cot. He insisted on being placed on the floor. Armed soldiers stood by until he died. And when he breathed his last, Touch the Clouds, Crazy Horse’s seven-foot-tall Miniconjou friend, pointed to the blanket that covered the chief’s body and said, “This is the lodge of Crazy Horse.” His grieving parents buried Crazy Horse in an undisclosed location. Legend says that his bones turned to rocks and his joints to flint. His ferocity of spirit remains a guiding light for all who seek lives of defiance.

Film Review: The Wind That Shakes the Barley

Based in 1920’s British-occupied Ireland, this film is the absolute best I’ve seen in terms of what a serious, militant resistance movement might look like.

It follows a chapter of the IRA (Irish Republican Army) as they recruit, build, and train an armed resistance movement to force the British–who had murdered and humiliated them for generations–from their homeland.

 But, they didn’t stop with the British. A large faction of the Irish people signed a treaty with the crown to create a new “Irish Free State”, which meant their independence was meaningful only to the extent of the whims of the British. To fight for real justice and freedom for all people–not just the ruling class–the resistance movement had to battle amongst fellow Irish.

All people interested in a living planet–and the resistance movement it will take to make that a reality–should watch this film. The courage found within every one forming their amazing culture of resistance–militant and non; including those who set up alternative courts, sang traditional songs and speak the traditional Gaelic language, open their homes for members of the resistance–is more than i have ever experienced, yet exactly what is needed in our current crisis. Those who fought back endured torture, murder, and the destruction of their communities. Yet, they still fought because they were guided by love and by what is right.

It’s time we fight back. Watch this film and discuss it with those you love, with your comrades. The next question becomes: How?

Mob sexually assaults women demonstrating against harassment in Egypt

A mob of hundreds of men assaulted women holding a march demanding an end to sexual harassment Friday, with the attackers overwhelming the male guardians and groping and molesting several of the female marchers in Cairo’s Tahrir Square.

From the ferocity of the assault, some of the victims said it appeared to have been an organized attempt to drive women out of demonstrations and trample on the pro-democracy protest movement.

The attack follows smaller scale assaults on women this week in Tahrir, the epicenter of the uprising that forced Hosni Mubarak to step down last year. Thousands have been gathering in the square this week in protests over a variety of issues — mainly over worries that presidential elections this month will secure the continued rule by elements of Mubarak’s regime backed by the ruling military.

Earlier in the week, an Associated Press reporter witnessed around 200 men assault a woman who eventually fainted before men trying to help could reach her.

Friday’s march was called to demand an end to sexual assaults. Around 50 women participated, surrounded by a larger group of male supporters who joined hands to form a protective ring around them. The protesters carried posters saying, “The people want to cut the hand of the sexual harasser,” and chanted, “The Egyptian girl says it loudly, harassment is barbaric.”

After the marchers entered a crowded corner of the square, a group of men waded into the women, heckling them and groping them. The male supporters tried to fend them off, and it turned into a melee involving a mob of hundreds.

The marchers tried to flee while the attackers chased them and male supporters tried to protect them. But the attackers persisted, cornering several women against a metal sidewalk railing, including an Associated Press reporter, shoving their hands down their clothes and trying to grab their bags. The male supporters fought back, swinging belts and fists and throwing water.

Eventually, the women were able to reach refuge in a nearby building with the mob still outside until they finally got out to safety.

“After what I saw and heard today. I am furious at so many things. Why beat a girl and strip her off? Why?” wrote Sally Zohney, one of the organizers of the event on Twitter.

The persistence of the attack raised the belief of many that it was intentional, though who orchestrated it was unclear.

Stand Your Ground defense refused to woman who scared off abusive husband with gun

Nowadays the words “Stand Your Ground” have almost become synonymous with “no fair” and “unjust,” due mostly to the non-arrest of George Zimmerman the night he shot Trayvon Martin and that law that protected him up until just last week.

But the cases of John McNeil and now Marissa Alexander have highlighted the inconsistencies in the law’s application.

According to a blogsite pleading her case, in 2010, Alexander found herself in a violent confrontation with her husband. Her husband already had a history of abuse towards her and other women in the past, causing Alexander to place an injunction for protection against violence on him.

On this day in particular Alexander says that her husband, unprovoked, assaulted her in the bathroom of her home. She managed to get out of his grasp and ran to her car in the garage to leave, but realized that she didn’t have her keys. She was also unable to open the garage door to get out because of a mechanical malfunction.

At this point, she was very fearful for her life, but knew that she had to at least get her cell phone to call for help. That’s when she grabbed a gun, for which she had a concealed weapon permit. When she walked back into the kitchen area, she saw her husband again, who was supposed to be leaving through another door with his two sons (her stepsons). When he saw her, she says he screamed “bitch, I’ll kill you” and charged at her. She then pointed her weapon at the ceiling, turned her head and shot in the air. That scared her husband off.

But, he promptly called the police and told them that she shot the gun at him and his sons. She was taken to jail where she has been sitting ever since.

Alexander has been trying to use Florida’s Stand Your Ground laws to defend her actions, but to no avail. A judge ruled that Alexander was actually in the wrong, saying that she could have exited to safety through one of the other doors or windows in the house instead of crossing paths with her husband in the kitchen.

“I am a law abiding citizen and I take great pride in my liberty, rights, and privileges as one,” pleads Alexander on the blogsite telling her story. ” I have vehemently proclaimed my innocence and my actions that day.  The enigma I face since that fateful day I was charged through trial, does the law cover and apply to me too?”
