The word strike comes from eighteenth-century English sailors, who struck (removed) their ship’s sails and refused to go to sea, but the concept of a workers’ strike dates back to ancient Egypt.3 It became a popular tactic during the industrial revolution, parallel to the rise of labor unions and the proliferation of crowded and dangerous factories.
Historical strikes were not solely acts of omission. Capitalists went to great lengths to violently prevent or end strikes that cost them money, so they became more than pickets or marches; they were often pitched battles, with strikers on one side, police and hired goons on the other. This should be no surprise; any effective action against those in power will trigger a forceful, and likely violent, response. Hence, historical strikers often had a pragmatic attitude toward the use of violence. Even if opposed to violence, historical strikers planned to defend themselves out of necessity.
The May 1968 student protests and general strike in France—which rallied ten million people, two-thirds of the French workforce—forced the government to dissolve and call elections, (as well as triggering extensive police brutality). The 1980 Gdansk Shipyard strike in Poland sparked a series of strikes across the country and contributed to the fall of Communism in Eastern Europe; strike leader Lech Walesa won the Nobel Peace Prize and was later elected president of Poland. General strikes were common in Spain in the early twentieth century, especially in the years leading up to the civil war and anarchist revolution.
Boycotts and embargoes have been crucial in many struggles: from boycotts of slave-produced goods in the US, to civil rights struggles and the Montgomery bus boycott in the name of civil rights, to the antiapartheid boycotts; to company-specific boycotts of Nestlé, Ford, or Philip Morris.
The practice of boycotting predates the name itself. Captain Charles Boycott was the agent of an absentee landlord in Ireland in 1880. Captain Boycott evicted tenants who had demanded rent reductions, so the community fought back by socially and economically isolating him. People refused to work for him, sell things to him, or trade with him—the postman even refused to deliver his mail. The British government was forced to bring in fifty outside workers to undertake the harvest, and protected the workers with one thousand police. This show of force meant that it cost over ₤10,000 to harvest ₤350 of potatoes.4 Boycott fled to England, and his name entered the lexicon.
As we have discussed, consumer spending is a small lever for resistance movements, since most spending is done by corporations, governments, and other institutions. If we ignore the obligatory food, housing, and health care, Americans spend around $2.7 trillion dollars per year on their clothing, insurance, transportation, and other expenses.5 Government spending might be $4.4 trillion, with corporations spending $1 trillion on marketing alone.6Discretionary consumer spending is small, and even if a boycott were effective against a corporation, the state would bail out that corporation with tax money, as they’ve made clear.
But there’s no question that boycotts can be very effective in specific situations. The original example of Captain Boycott shows some conditions that lead to successful action: the participation of an entire community, the use of additional force beyond economic measures, and the context of a geographically limited social and economic realm. Such actions helped lead to what Irish labor agitator and politician Michael Davitt called “the fall of feudalism in Ireland.”7
Of course there are exceptional circumstances. When the winter’s load of chicken feed arrived on the farm today, the mayor was driving the delivery truck, nosing carefully through a herd of curious cattle. But most people don’t take deliveries from their elected officials, and—with apologies to Mayor Jim—the mayors of tiny islands don’t wield much power on a global scale.
Indeed, corporate globalization has wrought a much different situation than the old rural arrangement. There is no single community that can be unified to offer a solid front of resistance. When corporations encounter trouble from labor or simply want to pay lower wages, they move their operations elsewhere. And those in power are so segregated from the rest of us socially, economically, culturally, and physically that enforcing social shaming or shunning is almost impossible.
Even if we want to be optimistic and say that a large number of people could decide to engage in a boycott of the biggest ten corporations, it’s completely reasonable to expect that if a boycott seriously threatened the interests of those in power, they would simply make the boycott illegal.
In fact, the United States already has several antiboycott laws on the books, dating from the 1970s. The US Bureau of Industry and Security’s Office of Antiboycott Compliance explains that these laws were meant “to encourage, and in specified cases, require US firms to refuse to participate in foreign boycotts that the United States does not sanction.” The laws prohibit businesses from participating in boycotts, and from sharing information which can aid boycotters. In addition, inquiries must be reported to the government. For example, the Kansas City Star reports that a company based in Kansas City was fined $6,000 for answering a customer’s question about whether their product contained materials made in Israel (which it did not) and for failing to report that inquiry to the Bureau of Industry and Security.8 American law allows the bureau to fine businesses “up to $50,000, or five times the value” of the products in question. The laws don’t just apply to corporations, but are intended “to counteract the participation of US citizens” in boycotts and embargoes “which run counter to US policy.”9
Certainly, large numbers of committed people can use boycotts to exert major pressure on governments or corporations that can result in policy changes. But boycotts alone are unlikely to result in major structural overhauls to capitalism or civilization at large, and will certainly not result in their overthrow.
Like the strike and the boycott, tax refusal has a long history. Rebellions have erupted and wars have been waged over taxes; from the British colonial “hut taxes” to the Boston Tea Party.10 Even if taxation is not the cause of a war, tax refusal is likely to play a part, either as a way of resisting unjust wars (as the Quakers have historically done) or as part of a revolutionary struggle (as in a German revolution in which Karl Marx proclaimed, “Refusal to pay taxes is the primary duty of the citizen!”).11
The success of tax refusal is usually low, partly because people already try to avoid taxes for nonpolitical reasons. In the US, 41 percent of adults do not pay federal income tax to begin with, so it’s reasonable to conclude that the government could absorb (or compensate for) even high levels of tax refusal.12
Even though tax refusal will not bring down civilization, there are times when it could be especially decisive. Regional or local governments on the verge of bankruptcy may be forced to close prisons or stop funding new infrastructure in order to save costs, and organized tax resistance could help drive such trends while diverting money to grassroots social or ecological programs.
Through conscientious objection people refuse to engage in military service, or, in some cases, accept only noncombatant roles in the military. Occasionally these are people who are already in the military who have had a change of heart.
Although conscientious objection has certainly saved people from having to kill, it doesn’t always save people from dying or the risk of death, since the punishments or alternative jobs like mining or bomb disposal are also inherently dangerous. It’s unlikely that conscientious objection has ever ended a war or even caused significant troop shortages. Governments short of troops usually enact or increase conscription to fill out the ranks. Where alternative service programs have existed, the conscientious objectors have usually done traditional masculine work, like farming and logging, thus freeing up other men to go to war. Conscientious objection alone is unlikely to be an effective form of resistance against war or governments.
For those already in the military, mutiny and insubordination are the chief available acts of omission. In theory, soldiers have the right, even obligation, to refuse illegal orders. In practice, individual soldiers rarely defy the coercion of their superiors and their units. And refusing an illegal order only works when an atrocity is illegal at the time; war criminals at Nuremberg argued that there were no laws against what they did.
Since individual insubordination may result in severe punishment, military personnel sometimes join together to mutiny. But large-scale refusal of orders is almost unheard of because of the culture, indoctrination, and threat of punishment in the military (there are notable exceptions, like the mutiny on the Russian battleship Potemkin or the mass mutinies of Russian soldiers during the February Revolution). Perhaps a greater cause for hope is the potential that military personnel, who often have very useful skill sets, will join more active resistance groups.
Shunning and shaming are sometimes used for severe social transgressions and wrongdoing, such as domestic or child abuse, or rape. These tactics are more likely to be effective in close-knit or low-density communities, which are not as common in the modern and urbanized world, although particular communities (such as enclaves of immigrants) may also be set apart for language or cultural reasons. The effect of shunning can be vastly increased in situations like that of Captain Boycott, in which social relations are also economic relations. However, since most economic transactions (either employment or consumption) are mediated by large, faceless corporations and alienated labor, this is rarely possible in the modern day.
Shunning requires a majority to be effective, so it’s not a tool that can be used to bring down civilization, although it can still be used to discourage wrongdoing within communities, including activist communities.
Civil disobedience, the refusal to follow unjust laws and customs, is a fundamental act of omission. It has led to genuine successes, as in the civil rights campaign in Birmingham, Alabama. In the 1960s Birmingham was among the most racially segregated cities in the US, with segregation legally required and vigorously enforced.13 The Commissioner of Public Safety was “arch-segregationist” Bull Connor, a vicious racist even by the standards of the time.14Persecution of black people by the police and other institutions was especially bad. The local government went to great lengths to try to quash any change; for example, when courts ruled segregation of city parks unlawful, the city closed the parks. However, civil rights activists, including Martin Luther King Jr., were able to conduct a successful antisegregation campaign and turn this particularly nasty situation into a victory.
The Birmingham campaign used many different tactics, which gave it flexibility and strength. It began with a series of economic boycotts against businesses that promoted or tolerated segregation. Starting in 1962, these boycotts targeted downtown businesses and decreased sales by as much as 40 percent.15 Black organizers patrolled for people breaking the boycott. When they found black people shopping in a target store, they confronted them publically and shamed them into participating in the boycott, even destroying purchased merchandise. When several businesses took down their segregation signs, Commissioner Connor threatened to revoke their business licenses.16
The next step in the civil disobedience campaign was “Project C,” the systematic violation of segregation laws. Organizers timed walking distances between the campaign headquarters and various targets, and conducted reconnaissance of segregated lunch counters, all-white churches, stores, federal buildings, and so on.17 The campaign participants then staged sit-ins at the various buildings, libraries, and lunch counters (or, in the case of the white churches, kneel-ins). Businesses mostly refused to serve the protesters, some of whom were spat on by white customers, and hundreds of the protesters were arrested. Some observers, black and white, considered Project C to be an extremist approach, and criticized King and the protesters for not simply sticking to negotiation. “Wasteful and worthless,” proclaimed the city’s black newspaper.18 A statement by eight white clergymen called the demonstrations “unwise and untimely,” and wrote that such protests “incite to hatred and violence” when black people should focus on “working peacefully.”19 (Of course, they blamed the victim. Of course, they cautioned that an action like sitting down in a deli and ordering a sandwich is only “technically peaceful” and warned against such “extreme measures.” And, of course, it’s never the right time, is it?)
The city promptly obtained an injunction against the protests and quadrupled the bail for arrestees to $1,200 per person (more than $8,000 in 2010 currency).20 But the protests continued, and two days later fifty people were arrested, including Martin Luther King Jr. Instead of paying bail for King, the organizers allowed the police to keep him in prison to draw attention to the struggle. National attention meant the expansion of boycotts; national retail chains started to suffer, and their bosses put pressure on the White House to deal with the situation.
Despite the attention, the campaign began to run out of protesters willing to risk arrest. So they used a controversial plan called the “Children’s Crusade,” recruiting young students to join in the protests.21Organizers held workshops to show films of other protests and to help the young people deal with their fear of jail and police dogs. On May 2, 1963, more than a thousand students skipped school to join the protest, some scaling the walls around their school after a principal attempted to lock them in.22 Six hundred of them, some as young as eight, were arrested.
Firehoses and police dogs were used against the marching students. The now-iconic images of this violence drew immense sympathy for the protesters and galvanized the black community in Birmingham. The situation came to a head on May 7, 1963, when thousands of protestors flooded the streets and all business ceased; the city was essentially defeated.23 Business leaders were the first to support the protestors’ demands, and soon the politicians (under pressure from President Kennedy) had no choice but to capitulate and agree to a compromise with King and the other organizers.
But no resistance comes without reprisals. Martin Luther King Jr.’s house was bombed. So was a hotel he was staying at. His brother’s house was bombed. Protest leader Fred Shuttlesworth’s house was bombed. The home of an NAACP attorney was bombed.24 Some blamed the KKK, but no one was caught. A few months later the KKK bombed a Baptist church, killing four girls.25
And the compromise was controversial. Some felt that King had made a deal too soon, that the terms were less than even the moderate demands. In any case, the victorious campaign in Birmingham is widely regarded as a watershed for the civil rights movement, and a model for success.
Let’s compare the goals of Birmingham with our goals in this book. The Birmingham success was achieved because the black protestors wanted to participate in economy and government. Indeed, that was the crux of the struggle, to be able to participate more actively and equally in the economy, in government, and in civil society. Because they were so numerous (they made up about one-third of the city’s population) and because they were so driven, their threat of selective withdrawal from the economy was very powerful (I almost wrote “persuasive,” but the point is that they stopped relying on persuasion alone).
But what if you don’t want to participate in capitalism or in the US government? What if you don’t even want those things to exist? Boycotts aren’t very persuasive to business leaders if the boycotts are intended to be permanent. The Birmingham civil rights activists forced those in power to change the law by penalizing their behavior, by increasing the cost of business as usual to the point where it became easier and more economically viable for government to accede to their demands.
There’s no doubt that we can try to apply the same approach in our situation. We can apply penalties to bad behavior, both on community and global scales. But the dominant culture functions by taking more than it gives back, by being unsustainable. In order to get people to change, we would have to apply a penalty proportionally massive. To try to persuade those in power to make serious change is folly; it’s effectively impossible to make truly sustainable decisions within the framework of the dominant system. And persuasion can only work on people, whereas we are dealing with massive social machines like corporations, which are functionally sociopathic.
In any case, what we call civil disobedience perhaps is the prototypical act of omission, and a requirement for more than a few acts of commission. Refusing to follow an unjust law is one step on the way to working more actively against it.

“Chestnuts roasting on an open fire, Jack Frost nipping at your nose…” We don’t even have to provide the score for you to hear this song clearly in your head. “The Christmas Song” written in 1945 by Bob Wells and Mel Tormé is a classic. However, by that time in history, the American chestnut (Castanea dentata) trees had almost completely vanished. They had fallen victim to an airborne fungus introduced by the import of an ornamental chestnut from Japan.
This was an epic loss. Before Europeans clearcut huge swaths of eastern woodland forests, chestnut saplings and large sheets of bark were used to build naturally strong and weather resistant Longhouses for the Haudenasaunee and many other tribes. And in most cases, it was done without killing the trees. The leaves provided medicine for countless generations who lived up and down the eastern seaboard. The nuts were ground into flour, boiled, and eaten raw.
But American chestnut trees were quickly targeted as the wood of choice beginning with the first boat-load of immigrants. They dominated the forests of the New World and were felled to build ships, settlements, and furniture. Huge beams were cut for dwellings of all sizes. The wood was dense, naturally rot resistant, and prized by woodworkers across the North American continent. The nuts were roasted and ground into flour for cakes, puddings, and breads.
Today, chestnuts are still a staple during the holidays and winter months, and the majority of these come from European or Chinese stock.
There is no question why decades of dedicated and extensive research has been done to return the American chestnut to the forests it once dominated. The most promising to date has been the conventional breeding techniques done to combine the disease resistance of a Chinese variety with surviving American chestnut trees to produce a hybrid that will be unaffected by the airborne fungus that still lives on other tree species.
But is our meddling risking further damage to already fragile ecosystems that have since compensated for the loss of the American chestnut tree? And how should we go about reintroducing it? Conventional wisdom would indicate that any reintroduction in a natural setting should be done slowly, with changes monitored closely, outcomes assessed, with contingency plans in place to quickly address any negative consequences.

The development of a hardy 100% American chestnut backcross has also shown promise, but conventional breeding takes time, time that geneticists claim we don’t have. But rushing this delicate and complex process in order to begin the reintroduction of this once king of the forest is classic human hubris.
Learn From Our Mistakes?
It was, in the early years, the rush to salvage-log the wood from an estimated 3-million American chestnut trees, whether they were sick or not, that may have unwittingly destroyed trees resistant to the fungus. If more time was taken or even possible to assess the situation, we might have avoided the near loss of these trees. Young American chestnuts remain scattered throughout the forests of the east, though few make it to maturity. These are the ones that researchers from the State University of New York College of Environmental Science and Forestry (SUNY/ESF) will be cross pollinating (contaminating) with their genetically engineered (GE) version.
Deregulation of the GE American Chestnut
William Powell, lead American chestnut scientist at SUNY/ESF recently announced his team is almost ready to apply for Federal deregulation to allow them to distribute their GE trees, free of charge, in hopes they will be planted in great numbers. Some of these GE trees, modified with a wheat gene, will be planted near surviving disease resistant non-GMO American chestnut trees. The goal is for the GE tree to cross pollinate with the others and create the next generations of disease-resistant offspring.
Powell and his team hope that the government agencies charged with reviewing their research results will modify the process to make it much easier to obtain permission to release novel GMOs like their GE chestnut. And with government agencies now managed by anti-regulation leadership coming directly from industry boardrooms and research facilities, chances are good that requirements for scientific review or public input will greatly diminish– at our peril.
Powell and his team, along with researchers from North Carolina State University, have spent considerable time with stakeholders from the Oneida Nation in New York State. They, along with their brother nations of the Haudenasaunee, hold vast swaths of eastern woodland areas where a majority of the wheat-altered GE chestnuts could be planted. Support for this plan has been mixed. Traditional elders remind us that communication with these natural entities is a key element in medicinal efficacy. By changing its genetic makeup it is a totally different and foreign organism. Tom Goldtooth, an elder and executive director of the Indigenous Environmental Network has said that GE trees have no soul. Others, however, are cautiously optimistic and are taking a wait and see approach.

GE Chestnuts Have Far Reaching Consequences
Deregulation of this tree could very well become the first step to public acceptance of other GE trees. But the deployment of any GE trees conveys a great risk for the destruction of biodiversity wherever GE trees are grown. Whether planted willy-nilly in the forest with no controls, as in the plan to reintroduce the American chestnut or in vast, water-intensive industrial plantations, like ArborGen’s GE freeze-tolerant eucalyptus trees are predicted to cause great harm.
Under the guise of protecting remaining natural forests, biotech and related industries are running public misinformation campaigns that make ambitious and largely false claims. Proposals include the biological manipulation of trees and forest fauna to combat the damaging effects of disease, drought, and related symptoms of climate change. Large regions of the country are witnessing widespread die-offs of oaks, ash, and hemlock from non-native pests and microorganisms. Diseases we could have avoided if not for an ever-expanding system of economic globalization that embraces trade in whole logs and wood chips.

Millions of acres of tropical and subtropical forests and rainforests in the global south have been and continue to be destroyed. Tree plantations are rapidly replacing these primeval forests. These plantations are harvested every 5 to 7 years for wood chips, pulp or charcoal. They are doused in toxic agrochemicals to control pests and competing vegetation–risking human health and polluting groundwater, streams and rivers. Could this be the real future of “restoring” the GE American Chestnut?
Genetically engineered trees haven’t been properly studied and by inserting these foreign trees into an ecosystem we risk unwanted and unpredictable damage to plants, insects, animals, soils, water, and the foundational bacterial and fungal organisms that create a healthy ecosystem.
In regard to the GE American chestnut, it is possible that they will live for centuries like their wild predecessors. During a tree’s life cycle they produce pollen year after year that can travel for miles, via wind and pollinators, and seeds (nuts) that are distributed unchecked across a wide area. Genes activate and deactivate in response to environmental stresses leading to unpredictable consequences. Besides which, there have been no long-term studies on the effects on humans or animals consuming the GE chestnuts–not to mention what happens when GE American chestnuts contaminate existing non-GE and organic chestnut orchards.
The process of inserting foreign DNA into an organism, or even non-transgenic genetic manipulations like CRISPR, causes permanent damage to the genome that leads to unanticipated and unpredictable mutations which have unanticipated and unpredictable impacts on the delicate web of biodiversity in forest ecosystems. All the studies on GE chestnut should be made widely available so the public can see for themselves what is and is not being taken into consideration regarding the release of GE trees into the environment. Already the Earth is suffering the effects of unchecked climate change. Why should we add to the risk the future collapse of natural systems that have sustained life on this planet because of ill-advised meddling with tree genomes? We must subscribe to the tenets of the Precautionary Principle when it comes to risking irreversible damage to what we barely understand to begin with.

There is a painful rift among self-described environmentalists in Vermont, a divide that is particularly evident in the debate on industrial wind. In the past, battle lines were usually drawn between business interests wanting to “develop” the land, and environmentalists seeking to protect it. Today, however, the most ardent advocates of industrial buildout in Vermont’s most fragile ecosystems are environmental organizations. So what is happening?
According to former New York Times foreign correspondent Chris Hedges, this change is symptomatic of a broader shift that has taken shape over many years. In his book “Death of the Liberal Class,” Hedges looks at the failure of the Left to defend the values it espouses – a fundamental disconnect between belief and action that has been corrupting to the Left and disastrous for society as a whole. Among other things, he argues, it has turned liberal establishments into mouthpieces for the power elite.
Historically, the liberal class acted as watchdog against the abuses of capitalism and its elites. But over the last century, Hedges claims, it has traded that role for a comfortable “seat at the table” and inclusion in “the club.” This Faustian bargain has created a power vacuum – one that has often been filled by right-wing totalitarian elements (think Nazi Germany and fascist Italy) that rise to prominence by ridiculing and betraying the values that liberals claim to champion.
Caving in to the seduction of careerism, prestige and comforts, the liberal class curtailed its critique of unfettered capitalism, globalization and educational institutions, and silenced the radicals and iconoclasts that gave it moral guidance – “the roots of creative and bold thought that would keep it from being subsumed completely by the power elite.” In other words, “the liberal class sold its soul.”
From education to labor to agriculture and environmentalism, this moral vacuum continues to grow because the public sphere has been abandoned by those who fear being labeled pariahs. Among the consequences, Hedges says, is an inability to take effective action on climate change. This is because few environmentalists are willing to step out of the mainstream to challenge its root causes – economic growth, the profit system, and the market-driven treadmill of consumption.
Hedges’ perspective clarifies a lot. It explains why so many environmental organizations push for “renewable” additions to the nation’s energy supply, rather than a reduction of energy use. It explains why they rant and rail against fossil fuel companies, while studiously averting their eyes from the corporate growth machine as a whole. In their thrall to wealthy donors and “green” developers (some of whom sit on their boards), they’ve traded their concern about the natural world for something called “sustainability” – which means keeping the current exploitive system going.
It also makes clear why Vermont environmental organizations like the Vermont Public Interest Research Group and the Vermont Natural Resources Council – as well as the state’s political leadership – have lobbied so aggressively to prevent residents from having a say regarding energy development in their towns. By denying citizens the ability to defend the ecosystems in which they live, these groups are betraying not only the public, but the natural world they claim to represent. Meanwhile, these purported champions of social justice turn their backs as corporations like Green Mountain Power make Vermonters’ homes unlivable for the sake of “green” energy.
Hedges’ perspective also explains why environmental celebrity Bill McKibben advocates the buildout of industrial wind in our last natural spaces – energy development that would feed the very economy he once exposed as the source of our environmental problems. Behind the green curtain are what McKibben calls his “friends on Wall Street,” whom he consults for advice on largely empty PR stunts designed to convince the public that something is being accomplished, while leaving the engines of economic “progress” intact. Lauded as the world’s “Most Important Environmental Writer” by Time magazine, McKibben’s seat at the table of the elites is secured.
In this way the “watchdogs” have been effectively muzzled: now they actually help the powerful maintain control, by blocking the possibility for systemic solutions to emerge.
Environmentalism has suffered dearly at the hand of this disabled Left. It is no longer about the protection of our wild places from the voracious appetite of industrial capitalism: it is instead about maintaining the comfort levels that Americans feel entitled to without completely devouring the resources needed (at least for now). Based on image, fakery and betrayal, it supports the profit system while allowing those in power to appear “green.” This myopic, empty endeavor may be profitable for a few, but its consequences for the planet as a whole are fatal.
Despite the platitudes of its corporate and government backers, industrial wind has not reduced Vermont’s carbon emissions. Its intermittent nature makes it dependent on gas-fired power plants that inefficiently ramp up and down with the vicissitudes of the wind. Worse, it has been exposed as a Renewable Energy Credit shell game that disguises and enables the burning of fossil fuels elsewhere. It also destroys the healthy natural places we need as carbon “sinks,” degrades wildlife habitat, kills bats and eagles, pollutes headwaters, fills valuable wetlands, polarizes communities, and makes people sick – all so we can continue the meaningless acts of consumption that feed our economic system.
Advocates for industrial wind say we need to make sacrifices. True enough. But where those sacrifices come from is at the heart of our dilemma. The sacrifices need to come from the bloated human economy and those that profit from it, not from the land base.
We are often told that we must be “realistic.” In other words, we should accept that the artificial construct of industrial capitalism – with its cars, gadgets, mobility and financial imperatives – is reality. But this, too, is a Faustian bargain: in exchange we lose our ability to experience the sacred in the natural world, and put ourselves on the path to extinction.
A friend of mine from India tells a story about driving an old Volkswagen beetle from California to Virginia during his first year in the United States. In a freak ice storm in Texas he skidded off the road, leaving his car with a cracked windshield and badly dented doors and fenders. When he reached Virginia he took the car to a body shop for a repair estimate. The proprietor took one look at it and said, “it’s totaled.” My Indian friend was bewildered: “How can it be totaled? I just drove it from Texas!”
My friend’s confusion was understandable. While “totaled” sounds like a mechanical term, it’s actually an economic one: if the cost of repairs is more than the car will be worth afterwards, the only economically ‘rational’ choice is to drive it to the junkyard and buy another one.
In the ‘throwaway societies’ of the industrialized world, this is an increasingly common scenario: the cost of repairing faulty stereos, appliances, power tools, and high-tech devices often exceeds the price of buying new. Among the long-term results are growing piles of e-waste, overflowing landfills, and the squandering of resources and energy. It’s one reason that the average American generates over 70% more solid waste today than in 1960.[1] And e-waste – the most toxic component of household detritus – is growing almost 7 times faster than other forms of waste. Despite recycling efforts, an estimated 140 million cell phones – containing $60 million worth of precious metals and a host of toxic materials – are dumped in US landfills annually.[2]
Along with these environmental costs, there are also economic impacts. Not so long ago, most American towns had shoe repair businesses, jewelers who fixed watches and clocks, tailors who mended and altered clothes, and ‘fixit’ businesses that refurbished toasters, TVs, radios, and dozens of other household appliances. Today, most of these businesses are gone. “It’s a dying trade,” said the owner of a New Hampshire appliance repair shop. “Lower-end appliances which you can buy for $200 to $300 are basically throwaway appliances.”[3] The story is similar for other repair trades: in the 1940s, for example, the US was home to about 60,000 shoe repair businesses, a number that has dwindled to less than one-tenth as many today.[4]
One reason for this trend is globalization. Corporations have relocated their manufacturing operations to low-wage countries, making goods artificially cheap when sold in higher-wage countries. When those goods need to be repaired, they can’t be sent back to China or Bangladesh – they have to be fixed where wages are higher, and repairs are therefore more expensive. My friend was confused about the status of his car because the opposite situation holds in India: labor is cheap and imported goods expensive, and no one would dream of junking a car that could be fixed.
It’s tempting to write off the decline of repair in the West as collateral damage – just another unintended cost of globalization – but the evidence suggests that it’s actually an intended consequence. To see why, it’s helpful to look at the particular needs of capital in the global growth economy – needs that led to the creation of the consumer culture just over a century ago.
When the first Model T rolled off Henry Ford’s assembly line in 1910, industrialists understood that the technique could be applied not just to cars, but to almost any manufactured good, making mass production possible on a previously unimaginable scale. The profit potential was almost limitless, but there was a catch: there was no point producing millions of items – no matter how cheaply – if there weren’t enough buyers for them. And in the early part of the 20th century, the majority of the population – working class, rural, and diverse – had little disposable income, a wide range of tastes, and values that stressed frugality and self-reliance. The market for manufactured goods was largely limited to the middle and upper classes, groups too small to absorb the output of full throttle mass production.
Advertising was the first means by which industry sought to scale up consumption to match the tremendous leaps in production. Although simple advertisements had been around for generations, they were hardly more sophisticated than classified ads today. Borrowing from the insights of Freud, the new advertising focused less on the product itself than on the vanity and insecurities of potential customers. As historian Stuart Ewen points out, advertising helped to replace long-standing American values stressing thrift with new norms based on conspicuous consumption. Advertising, now national in scope, also helped to erase regional and ethnic differences among America’s diverse local populations, thereby imposing mass tastes suited to mass production. Through increasingly sophisticated and effective marketing techniques, Ewen says, “excessiveness replaced thrift as a social value”, and entire populations were invested with “a psychic desire to consume.” [5]
In other words, the modern consumer culture was born – not as a response to innate human greed or customer demand, but to the needs of industrial capital.
During the Great Depression, consumption failed to keep pace with production. In a vicious circle, overproduction led to idled factories, workers lost their jobs, and demand for factory output fell further. In this crisis of capitalism, not even clever advertising could stimulate consumption sufficiently to break the cycle.
In 1932, a novel solution was advanced by a real estate broker name Bernard London. His pamphlet, “Ending the Depression through Planned Obsolescence” applauded the consumerist attitudes that advertising created during the 1920s, a time when “the American people did not wait until the last possible bit of use had been extracted from every commodity. They replaced old articles with new for reasons of fashion and up-to-dateness. They gave up old homes and old automobiles long before they were worn out.” [6] In order to circumvent the values of thrift and frugality that had resurfaced during the Depression, London argued that the government should “chart the obsolescence of capital and consumption goods at the time of their production… After the allotted time had expired, these things would be legally ‘dead’ and would be controlled by the duly appointed governmental agency and destroyed.”[7] The need to replace these ‘dead’ products would ensure that demand would forever remain high, and that the public – no matter how thrifty or satisfied with their material lot – would continue to consume.
London’s ideas did not catch on immediately, and the Depression eventually ended when the idle factories were converted to munitions and armaments production for World War II. But the concept of planned obsolescence did not go away. After the War its biggest champion was industrial designer Brooks Stevens, who saw it not as a government program but as an integral feature of design and marketing. “Unlike the European approach of the past where they tried to make the very best product and make it last forever,” he said, “the approach in America is one of making the American consumer unhappy with the product he has enjoyed the use of…, and [making him want to] obtain the newest product with the newest possible look.”[8]
Brooks’ strategy was embraced throughout the corporate world, and is still in force today. Coupled with advertising aimed at making consumers feel inadequate and insecure if they don’t have the latest products or currently fashionable clothes, the riddle of matching consumption to ever-increasing production was solved.
The constant replacement of otherwise serviceable goods for no other reason than “up-to-dateness” is most clear at the apex of the garment industry, tellingly known as the “fashion” industry. Thanks to a constant barrage of media and advertising messages, even young children fear being ostracized if they wear clothes that aren’t “cool” enough. Women in particular have been made to feel that they will be undervalued if their clothes aren’t sufficiently trendy. It’s not just advertising that transmits these messages. One of the storylines in an episode of the 90s sit-com “Seinfeld”, for example, involves a woman who commits the faux pas of wearing the same dress on several occasions, making her the object of much canned laughter.[9]
Obsolescence has been a particularly powerful force in the high-tech world, where the limited lifespan of digital devices is more often the result of “innovation” than malfunction. With computing power doubling every 18 months for several decades (a phenomenon so reliable it is known as Moore’s Law) digital products quickly become obsolete: as one tech writer put it, “in two years your new smartphone could be little more than a paperweight”.[10] With marketers bombarding the public with ads claiming that this generation of smartphone is the ultimate in speed and functionality, the typical cell phone user purchases a new phone every 21 months.[11] Needless to say, this is great for the bottom line of high-tech businesses, but terrible for the environment.
Innovation may be the primary means by which high-tech goods are made obsolete, but manufacturers are not above using other methods. Apple, for example, intentionally makes its products difficult to repair except by Apple itself, in part by refusing to provide repair information about its products. Since the cost of in-house repair often approaches the cost of a new product, Apple is assured of a healthy stream of revenue no matter what the customer decides to do.
Apple has gone even further. In a class-action lawsuit against the company, it was revealed that the company’s iPhone 6 devices were programmed to cease functioning – known as being “bricked” – when users have them repaired at unauthorized (and less expensive) repair shops. “They never disclosed that your phone could be bricked after basic repairs,” said a lawyer for the complainants. “Apple was going to … force all its consumers to buy new products simply because they went to a repair shop.”[12]
In response to this corporate skulduggery, a number of states have tried to pass “fair repair” laws that would help independent repair shops get the parts and diagnostic tools they need, as well as schematics of how the devices are put together. One such law has already been passed in Massachusetts to facilitate independent car repair, and farmers in Nebraska are working to pass a similar law for farm equipment. But except for the Massachusetts law, heavy lobbying from manufacturers – from Apple and IBM to farm equipment giant John Deere – has so far stymied the passage of right-to-repair laws.[13]
From the grassroots, another response has been the rise of non-profit “repair cafés”. The first was organized in Amsterdam in 2009, and today there are more than 1,300 worldwide, each with tools and materials to help people repair clothes, furniture, electrical appliances, bicycles, crockery, toys, and more – along with skilled volunteers who can provide help if needed.[14] These local initiatives not only strengthen the values of thrift and self-reliance intentionally eroded by consumerism, they help connect people to their community, scale back the use of scarce resources and energy, and reduce the amount of toxic materials dumped in landfills.
At a more systemic level, there’s an urgent need to rein in corporate power by re-regulating trade and finance. Deregulatory ‘free trade’ treaties have given corporations the ability to locate their operations anywhere in the world, contributing to the skewed pricing that makes it cheaper to buy new products than to repair older ones. These treaties also make it easier for corporations to penetrate not just the economies of the global South, but the psyches of their populations – helping to turn billions of more self-reliant people into insecure consumers greedy for the standardized, mass-produced goods of corporate industry. The spread of the consumer culture may help global capital meet its need for endless growth, but it will surely destroy the biosphere: our planet cannot possibly sustain 7 billion people consuming at the insane rate we do in the ‘developed’ world – and yet that goal is implicit in the logic of the global economy.
We also need to oppose – with words and deeds – the forces of consumerism in our own communities. The global consumer culture is not only the engine of climate change, species die-off, ocean dead zones, and many other assaults on the biosphere, it ultimately fails to meet real human needs. The price of the consumer culture is not measured in the cheap commodities that fill our homes and then, all too soon, the nearest landfill. Its real cost is measured in eating disorders, an epidemic of depression, heightened social conflict, and rising rates of addiction – not just to opioids, but to ‘shopping’, video games, and the internet.
It’s time to envision – and take steps to create – an economy that doesn’t destroy people and the planet just to satisfy the growth imperatives of global capital.
While misogyny, racism, and ethnic taunts were conspicuous signposts on Donald Trump’s path to the White House, much of that road was paved with “populist”, “anti-establishment” and “anti-globalization” rhetoric. Trump’s inaugural address featured numerous populist lines (e.g. “What truly matters is not which party controls our government, but whether our government is controlled by the people”), attacks on the status quo (“The establishment protected itself, not the citizens of our country”), and barbs aimed at globalization (“One by one, the factories shuttered and left our shores, with not even a thought about the millions upon millions of American workers left behind.”)
Are these themes accurate predictors of how Mr. Trump and his administration will govern for the next four years?
Hardly. Long before the election, it was widely pointed out that the populist platitudes issuing from the silver-spooned mouth of a billionaire plutocrat represented little more than elite hucksterism. [1] Of course, post-election, the band of fellow billionaire corporate rascals and knaves Trump assembled for his cabinet and close advisors should have put an end to this fatuous ‘anti-establishment’, ‘populist’ charade once and for all. As one observer noted, “Trump’s cabinet has begun to resemble a kind of cross between the Fortune 500 rich list, a financier’s reunion party and a military junta.” [2]
What about Trump as an ‘anti-globalization’ crusader? Apart from the inconvenient fact that his own loot was built upon global outsourcing and the exploitation of cheap labor abroad for which ‘globalization’ is shorthand, the fact is that a “former Chamber [of Commerce] lobbyist who has publicly defended NAFTA and outsourcing more generally was appointed to Trump’s transition team dealing with trade policy.” [3] Did anyone really buy the notion that the swaddled child of corporate globalization had morphed into a working-class hero battling the ravages of that same globalization?
Some of Trump’s voters were undoubtedly among those who have been economically marginalized by globalization and wealth inequality – the common folk on whose behalf populism historically emerged. No doubt some allowed Trump’s populist, anti-globalization legerdemain to blind them to his scapegoating of fellow displaced working-class victims of globalization – aka immigrants from non-European countries. That these constituted the majority of his voters, however, is questionable. As Jeet Heer argued convincingly back in August,
“Rather than a populist, Trump is the voice of aggrieved privilege—of those who already are doing well but feel threatened by social change from below, whether in the form of Hispanic immigrants or uppity women. … Far from being a defender of the little people against the elites, Trump plays to the anxiety of those who fear that their status is being challenged by people they regard as their social inferiors.” [4]
In other words, Donald Trump is no populist, but an “authoritarian bigot”[5], and his election represents the victory of the rich – and a victory for corporate globalization. He is “not an outlier, but instead the essence of unrestrained capitalism.” [6] (To be clear, this should in no way be read as an implicit endorsement of the neoliberal Democratic Party, whose economic and trade policies are largely pro-corporate as well.)
To see Trump as an anti-globalization crusader is to misunderstand one of the main structural features of globalization itself: the concentration of wealth by fewer and fewer corporations and the consequent widening of the gulf between rich and poor. According to a recent report, [7] here are some relevant trends from 1980 to 2013 – roughly the period of hyper globalization:
Corporate net profits increased about 70 percent;
Three-quarters of this increase went to the largest corporations (those with over $1 billion in annual sales);
Just 10 percent of publicly listed companies account for 80 percent of corporate profits; the top quintile earns 90 percent;
Two-thirds of 2013 global profits were captured by corporations from rich, industrialized countries;
During this period in these same “rich countries”, labor’s share of national income has plummeted. Needless to say, labor in poorer countries has not fared better – indeed, exploitation of labor’s “cheapness” in the poorer countries is the sine qua non of this spasm of corporate profits.
As Martin Hart-Landsberg explains in his summary of the report, “the rise in corporate profits has been largely underpinned by a globalization process that has shifted industrial production to lower wage third world countries, especially China; undermined wages and working conditions by pitting workers from different communities and countries against each other; and pressured core country governments to dramatically lower corporate taxes, reduce business regulations, privatize public assets and services, and slash public spending on social programs.” [8]
This strategy has not “helped lift hundreds of millions to escape poverty over the past few decades”, as is repeatedly, unquestioningly claimed in the mainstream media. [9] As scholar Jason Hickel has shown, such a claim rests on propagandistic World Bank-sponsored poverty statistics; if poverty were to be measured more accurately, “We would see that about 4.2 billion people live in poverty today. That’s more than four times what the World Bank would have us believe, and more than 60% of humanity. And the number has risen sharply since 1980, with nearly 1 billion people added to the ranks of the poor over the past 35 years.” [10]
Additionally, inequality has reached nauseating heights: the latest analysis by Oxfam shows that “Eight men own the same wealth as the 3.6 billion people who make up the poorest half of humanity.” [11] Globalization – an abbreviated way of describing the worldwide evisceration of regulations hampering corporate profits and the institutionalization of those that enhance them – is an engine of extreme inequality and corporate power, within and between countries, full stop. It is not cosmopolitanism, humanism, global solidarity, multicultural understanding and tolerance, or any of the other noble liberal virtues claimed for it by its votaries. In fact, while a ‘borderless’ world was seen as the pinnacle of the globalization project, physical barriers at the world’s borders have actually increased by nearly 50 percent since 2000 [12] – with the US, India and Israel alone building an astounding 5,700 km of barriers. [13]
Widespread hostility towards globalization by the working class in ‘rich countries’ is understandable and justified. The problem is that this animosity is being misdirected against fellow working-class victims of corporate profiteering (“immigrants”, “the Chinese”), and not against the banks and corporations that are the source of working-class misery. This is the strange creature called ‘right-wing anti-globalization’, or, ‘right-wing populism’ – concepts that seem rather contradictory insofar as right-wing politics is about defending and strengthening status quo arrangements of power, privilege and hierarchy. Anti-globalization, on the other hand, is about challenging the gross inequality and injustice of the status quo; and populism – historically at least – is supposed to be about advancing the interests of common people and creating a more egalitarian society. [14]
Nonetheless, it is common in the mainstream media for ‘anti-globalization’ to appear on the ugly right-wing and reactionary side of a simplified binary ledger of political ideologies. It is listed, almost automatically, alongside such distasteful qualities as “inward-looking” and “anti-immigrant”, while the opposite side is ascribed noble qualities like “tolerance” and “solidarity”. This is merely a recycling of the popular (and very much corporate-sponsored) notion of globalization-as-humanizing-global-village. This Thomas Friedman-esque framing works to deflate the would-be critic of corporate globalization by threatening to tar her by association with reactionaries and xenophobes.
To accede to this binary framing would be a grave error, since it further empowers the existing system of corporate exploitation and wealth concentration. However, because there is undeniably an element of the anti-immigrant, xenophobic right that is also – at least rhetorically – anti-globalization, it is absolutely essential for the left to articulate in the clearest terms possible an anti-globalization stance rooted in international solidarity, intercultural openness and exchange, environmental justice, pluralism, fraternity, solidarity, and love, and to continually expose the fact that globalization is intolerant of differences in its relentless dissemination of a global consumer monoculture. In other words, the right should not be allowed to hijack the anti-globalization discourse, and contaminate and confuse it with racist, anti-immigrant sentiment, nor let localization – the best alternative to globalization – become equated with nativism, nationalism, xenophobia etc. It is unfortunate that we have to do this, since peoples’ movements against globalization and for decentralization/re-localization have already clearly drawn this distinction, indeed emerged in large measure in opposition to global injustice. But do it we must, since the corporate media is happily using the rise of the right-wing to discredit the spirited, leftist opposition to globalization that has stalled such corporate power grabs as TPP, CETA, and TTIP.
Should the left make common cause with those on the right when it comes to opposing globalization, irrespective of our profound opposition to the rest of the rightist agenda? Can we hold our noses and engage with this strange bedfellow to slay our ‘common’ foe, globalization? I do not think so. Not only is right-wing anti-globalization based on a deeply flawed and internally incoherent analysis, more importantly the political expediency of the implicit message – “as long as you join us in opposing corporate free trade treaties, your xenophobia, racism et al. can be temporarily ignored and tacitly tolerated” – is noxious and inexcusable.
Fortunately, a number of writers and activists have already been busy on the critical project of framing an inclusive anti-globalization stance. Chris Smaje, agrarian and writer of the Small Farm Future blog in the UK has spelled out a vision of “left agrarian populism” that is genuinely anti-establishment and pro-people (all people), is based on and strengthens local economies, and is fiercely internationalist. [15] Localist and internationalist? Yes. Localization of economic activity is, perhaps counter-intuitively, supportive of greater global collaboration, understanding, compassion and intellectual-cultural exchange, while corporate-controlled economic globalization has hardened, and even produced, cultural/national friction and competition.
Political theorist Chantal Mouffe has similarly acknowledged the right-wing hijacking of legitimate political discontentment against corporate elitism across Europe, the answer to which, she says, must involve “the construction of another people, promoting a progressive populist movement that is receptive to those democratic aspirations and orients them toward a defense of equality and social justice. Conceived in a progressive way, populism, far from being a perversion of democracy, constitutes the most adequate political force to recover it and expand it in today’s Europe.” [16]
Degrowth scholar-activists Francois Schneider and Filka Sekulova have, in line with Smaje’s left-green localism-populism, articulated the important concept of ‘open-localism’ or ‘cosmopolitan localism’. “Open-localism”, they write, “does not create borders, and cherishes diversity locally. It implies reducing the distance between consumer and producers … being sensitive to what we can see and feel, while being cosmopolitan”. [17] These visions, and many other related ones, provide an important foundation for social justice and environmental activists to build upon in boldly reclaiming the anti-globalization narrative and resistance in these difficult times.
