Editor’s Note: Taking the context of Maryland’s forests, the following piece analyses how the mainstream environmental movement and pro-industry management actors have used deliberately misinterpreting to outright creation of information to justify commercial activities at the expense of forests. Industrial deforestation is harmful for the forests and the planet. The fact that this obvious piece of information should even be stated to educated adults affirms the successful (and deceitful) framing of biomass as an environmentally friendly way out of climate crisis. The same goes for deep sea mining.

Most would agree that we live in an age of multiple compounding catastrophes, planetary in scale. There is controversy, however, regarding their interrelationships as well as their causes. That controversy is largely manufactured. In the following pages I will describe the state of “forestry” in the state of Maryland, USA, and connect that to regional, national, and international stirrings of which we should all be aware. I will continue to examine connections between international conservation organizations, the co-optation of the environmental movement, the youth climate movement, and the financialization of nature. Full disclosure. I am writing this to human beings on behalf of all the non-human beings and those yet unborn who are recognized as objects to be converted to capital or otherwise used by the dominant culture. I am not a capitalist. I am a human being. I occupy unceded land of unrecognized peoples which is characterized by poisoned air, water and soil, devastated forest ecosystems, decapitated mountains, and collapsing biodiversity. I am of this earth. It is to the land, water and all of life that I direct my affection and gratitude as well as my loyalty.
Last winter, amid deep concerns about the present mass extinction and an unshakeable feeling of helplessness, I began to search for answers and ecological allies. I compiled a running list of local, regional, national, and international organizations that seemed to have at least some interest in the environment. The list quickly swelled to hundreds of entries. I attempted to assess the organizations based upon their mission, values, goals, publications and other such things. I hoped that the best of the best of these groups could be brought together around ecological restoration and the long-term benefits of clean air, water, healthy soil supporting vigorous growth of food and medicine, and rebounding biodiversity throughout our Appalachian homeland. Progress was and continues to be slow. Along the way, I encountered an open stakeholder consultation (survey) regarding a risk assessment of Maryland’s forests. As an ethnobotanist with special interests in forest ecology and stewardship, Indigenous societies and their traditional ecological knowledge, symbiotic relationships, and intergenerational sustainability, I realize that my unique perspectives could be helpful to the team conducting the assessment. I proceeded to submit thought provoking responses to each question. Because the consultation period was exceedingly brief and outreach to stakeholders was weak at best, and because the wording of the questions felt out of alignment with the purported purpose of the survey, I sensed that something was awry. So I saved my answers and resolved to stay abreast of developments.
Summer came around, I became busy, and the risk assessment survey faded from my mind until a friend recently emailed me a draft of the document along with notice of a second stakeholder consultation and the question: should we respond? This friend happens to own land registered in the Maryland Tree Farm Program. The selective outreach to forest landowners with large acreage was an indication as to who is and who is not considered a “stakeholder” by the committee.
After reviewing the Consultation Draft: A Sustainability Risk Assessment of Maryland’s Forests I felt sick. Low to Negligible was the risk assignment for every single criteria. I re-read the document – section by section – noting the ambiguity, legalese and industry jargon, lack of definitions, contradictory statements, false claims, poorly referenced and questionable sources, and more. Have you heard of greenwashing? Every tactic was represented in the 82 page document. Naturally, then, I tracked down and reviewed many of the referenced materials and I then investigated the contributors and funders of the report.

Additionally, it is helpful to note that the project development lead and essential supporters each operate independent consultancies that: offer “technical and strategic support in navigating complex forest sustainability and climate issues,” “provide(s) services in natural resource economics and international trade,” and “produced a comprehensive data research study for the Dutch Biomass Certification Foundation on the North American forest sector,” according to their websites.
Noting, furthemore, that on the Advisory Committee sits a member of the Maryland Forests Association (MFA). On their website they state: “We are proud to represent forest product businesses, forest landowners, loggers and anyone with an interest in Maryland’s forests…” They also state: “Currently, Maryland’s Renewable Energy Portfolio Standard uses a limiting definition of qualifying biomass that makes it difficult for wood to compete against other forms of renewable energy,” oh yes, and this extraordinarily deceptive bit from a recent publication, There’s More to our Forests than Trees:
When the tree dies, it decays and releases carbon dioxide and methane back into the atmosphere. However, we can postpone this process and extend the duration of carbon storage. If we harvest the tree and build a house or even make a chair with the wood, the carbon remains stored in these products for far longer than the life of the tree itself! This has tremendous implications for addressing the growing levels of carbon dioxide, which lead to increased warming of the earth’s atmosphere. It means harvesting trees for long-term uses helps mitigate climate change. We can even take advantage of the fact that trees sequester carbon at different rates throughout their lifespan to maximize the carbon storage potential. Trees are more active in sequestering carbon when they are younger. As forests age, growth slows down and so does their ability to store carbon. At some point, a stand of trees reaches an equilibrium where the growth and carbon-storing ability equals the trees that die and release carbon each year. Thus, a younger, more vigorous stand of trees stores carbon at a much higher rate than an older one.
Just in case you were convinced by that last bit, my studies in botany and forest ecology support the following finding:
“In 2014, a study published in Nature by an international team of researchers led by Nathan Stephenson, a forest ecologist with the United States Geographical Survey, found that a typical tree’s growth continues to accelerate (emphasis mine) throughout its lifetime, which in the coastal temperate rainforest can be 800 years or more.
Stephenson and his team compiled growth measurements of 673,046 trees belonging to 403 tree species from tropical, subtropical and temperate regions across six continents. They found that the growth rate for most species “increased continuously” as they aged.
“This finding contradicts the usual assumption that tree growth eventually declines as trees get older and bigger,” Stephenson says. “It also means that big, old trees are better at absorbing carbon from the atmosphere than has been commonly assumed.” (Tall and old or dense and young: Which kind of forest is better for the climate?).
Al Goertzl, president of Seneca Creek (a shadowy corporation with a benign name that has no website and pumps out reports justifying the exploitation of forests) who is featured in MFA’s Faces of Forestry, wouldn’t know the difference, he identifies as a forest economist. In another publication marketing North American Forests he is credited with the statements: “There exists a low risk that U.S. hardwoods are produced from controversial sources as defined in the Chain of Custody standard of the Program for the Endorsement of Forest Certification (PEFC).” and “The U.S. hardwood-producing region can be considered low risk for illegal and non-sustainable hardwood sourcing as a result of public and private regulatory and non-regulatory programs.” The report then closes with this shocker: “SUSTAINABILITY MEANS USING NORTH AMERICAN HARDWOODS.”
Why are forest-pimps conducting the risk assessment upon which future decisions critical to the long-term survival of our native ecosystem will be based? What is really going on here?
A noteworthy find from Forest2Market helps to clarify things:
“Europe’s largest single source of renewable energy is sustainable biomass, which is a cornerstone of the EU’s low-carbon energy transition […] For the last decade, forest resources in the US South have helped to meet these goals—as they will in the future. This heavily forested region exported over <7 million metric tons of sustainable wood pellets in 2021 – primarily to the EU and UK – and is on pace to exceed that number in 2022 (emphasis mine) due to the ongoing war in Ukraine, which has pinched trade flows of industrial wood pellets from Russia, Belarus and Ukraine.”
Sustainability means using North American hardwoods.
If it has not yet become clear, the stakeholder consultation for the forest sustainability risk assessment document which inspired this piece was but a small, local, component of an elaborate sham enabling the world to burn and otherwise consume the forests of entire continents – in comfort and with the guilt-neutralizing reassurance that: carbon is captured, rivers are purified, forests are healthy and expanding, biodiversity is thriving and protected, and “the rights of Indigenous and Traditional Peoples are upheld” as a result of our consumption. (FSC-NRA-USA, p71) That is the first phase of the plan – manufacturing / feigning consent. Next the regulatory hurdles must be eliminated or circumvented. Cue the Landscape Management Plan (LMP).
“Taken together, the actions taken by AFF [American Forest Foundation] over the implementation period have effectively set the stage for the implementation of a future DBC project to promote and expand SDE+1 qualifying certification systems for family landowners in the Southeast US and North America, generally.”
“As outlined in our proposal, research by AFF and others has demonstrated that the chief barrier for most landowners to participating in forest certification is the requirement to have a forest management plan. To address this significant challenge, AFF has developed an innovative tool, the Landscape Management Plan (LMP). An LMP is a document produced through a multi-stakeholder process that identifies, based on an analysis of geospatial data and existing regional conservation plans, forest conservation priorities at a landscape scale and management actions that can be applied at a parcel scale. This approach also utilizes publicly available datasets on a range of forest resources, including forest types, soils, threatened and endangered species, cultural resources and others, as well as social data regarding landowner motivations and practices. As a document, it meets all of the requirements for ATFS certification and is fully supported by PEFC and could be used in support of other programs such as other certification systems, alongside ATFS. Once an LMP has been developed for a region, and once foresters are trained in its use, the LMP allows landowners to use the landscape plan and derive a customized set of conservation practices to implement on their properties. This eliminates the need for a forester to write a complete individualized plan, saving the forester time and the landowner money. The forester is able to devote the time he or she would have spent writing the plan interacting with the landowner and making specific management recommendations, and / or visiting additional landowners.
With DBC support, AFF sought to leverage two existing LMPs in Alabama and Florida and successfully expanded certification in those states. In addition, AFF combined DBC funds with pre-existing commitments to contract with forestry consultants to design new LMPs in Arkansas and Louisiana. DBC grant funds were used to cover LMP activities between July 1, 2018 and December 31, 2018 for these states, namely stakeholder engagement, two stakeholder workshops (one in each state Arkansas and Louisiana) and staffing.” (American Forest Foundation, 2, 7).
It is clear that global interests / morally bankrupt humans have been busy ignoring the advice of scientists, altering definitions, removing barriers to standardization / certification, and manufacturing consent; thus enabling the widespread burning of wood / biomass (read: earth’s remaining forests) to be recognized as renewable, clean, green-energy. Imagine: mining forests as the solution to deforestation, biodiversity loss, pollution, climate change, and economic stagnation. Meanwhile, mountains are scalped, rivers are poisoned, forests are gutted, biological diversity is annihilated, and the future of all life on earth is sold under the guise of sustainability.
Sustainability means USING North American hardwoods!
The perpetual mining of forests is merely one “natural climate solution” promising diminishing returns for Life on earth. While the rush is on to secure the necessary public consent (but not of the free, prior, and informed variety) to convert the forests of the world into clean energy (sawdust pellets) and novel materials, halfway around the planet and 5 kilometers below the surface of the Pacific another “nature based solution” that will utterly devastate marine ecosystems and further endanger life on earth – deep sea mining (DSM) – is employing the same strategy. Like the numerous other institutions that are formally entrusted with the protection of forests, water, air, biodiversity, and human rights, deep sea mining is overseen by an institution which has contradictory directives – to protect and to exploit. The International Seabed Authority (ISA) has already issued 17 exploration contracts and will begin issuing 30-year exploitation contracts across the 1.7 million square mile Clarion-Clipperton zone by 2024 – despite widespread calls for a ban / moratorium and fears of apocalyptic planetary repercussions. After decades of environmental protection measures enacted by thousands of agencies and institutions throwing countless billions at the “problems,” every indicator of planetary health that I am aware of has declined. It follows, then, that these institutions are incapable of exercising caution, acting ethically, protecting ecosystems, biodiversity or indigenous peoples, holding thieves, murderers and polluters accountable, or even respecting their own regulatory processes. Haeckel sums up industry regulation nicely in a recent nature article regarding the nascent DSM industry:
“…Amid this dearth of data, the ISA is pushing to finish its regulations next year. Its council met this month in Kingston, Jamaica, to work through a draft of the mining code, which covers all aspects — environmental, administrative and financial — of how the industry will operate. The ISA says that it is listening to scientists and incorporating their advice as it develops the regulations. “This is the most preparation that we’ve ever done for any industrial activity,” says Michael Lodge, the ISA’s secretary-general, who sees the mining code as giving general guidance, with room to develop more progressive standards over time.
And many scientists agree. “This is much better than we have acted in the past on oil and gas production, deforestation or disposal of nuclear waste,” says Matthias Haeckel, a biogeochemist at the GEOMAR Helmholtz Centre for Ocean Research Kiel in Germany.” (Seabed Mining Is Coming — Bringing Mineral Riches and Fears of Epic Extinctions).
Of course, this “New Deal for Nature” requires “decarbonization” while producing billions of new electric cars, solar panels, wind mills, and hydroelectric dams. The metals for all the new batteries and techno-solutions have to come from somewhere, right? According to Global Sea Mineral Resources:
“Sustainable development, the growth of urban infrastructure and clean energy transition are combining to put enormous pressure on metal supplies.
Over the next 30 years the global population is set to expand by two billion people. That’s double the current populations of North, Central and South America combined. By 2050, 66 percent of us will live in cities. To support this swelling urban population, a city the size of Dubai will need to be built every month until the end of the century. This is a staggering statistic. At the same time, there is the urgent need to decarbonise the planet’s energy and transport systems. To achieve this, the world needs millions more wind turbines, solar panels and electric vehicle batteries.
Urban infrastructure and clean energy technologies are extremely metal intensive and extracting metal from our planet comes at a cost. Often rainforests have to be cleared, mountains flattened, communities displaced and huge amounts of waste – much of it toxic – generated.
That is why we are looking at the deep sea as a potential alternative source of metals.”
Did you notice how there is scarcely room to imagine other possibilities (such as reducing our material and energy consumption, reorganizing our societies within the context of our ecosystems, voluntarily decreasing our reproductive rate, and sharing resources) within that narrative?
Do you still wonder why the processes of approving seabed mining in international waters and certifying an entire continent’s forests industry to be sustainable seem so similar? They are elements of the same scheme: a strategy to accumulate record profits through the valuation and exploitation of nature – aided and abetted by the non-profit industrial complex.
“The non-profit industrial complex (or the NPIC) is a system of relationships between: the State (or local and federal governments), the owning classes, foundations, and non-profit/NGO social service & social justice organizations that results in the surveillance, control, derailment, and everyday management of political movements.
The state uses non-profits to: monitor and control social justice movements; divert public monies into private hands through foundations; manage and control dissent in order to make the world safe for capitalism; redirect activist energies into career-based modes of organizing instead of mass-based organizing capable of actually transforming society; allow corporations to mask their exploitative and colonial work practices through “philanthropic” work; and encourage social movements to model themselves after capitalist structures rather than to challenge them.” (Beyond the Non-Profit Industrial Complex | INCITE!).
The emergence of the NPIC has profoundly influenced the trajectory of global capitalism largely by inventing new conservation and the youth climate movement –
The “movement” that evades all systemic drivers of climate change and ecological devastation (militarism, capitalism, imperialism, colonialism, patriarchy, etc.). […] The very same NGOs which set the Natural Capital agenda and protocols (via the Natural Capital Coalition, which has absorbed TEEB2) – with the Nature Conservancy and We Mean Business at the helm, are also the architects of the term “natural climate solutions”. (THE MANUFACTURING OF GRETA THUNBERG – FOR CONSENT: NATURAL CLIMATE MANIPULATIONS [VOLUME II, ACT VI]).
In the words of artist Hiroyuki Hamada:
“What’s infuriating about manipulations by the Non Profit Industrial Complex is that they harvest the goodwill of the people, especially young people. They target those who were not given the skills and knowledge to truly think for themselves by institutions which are designed to serve the ruling class. Capitalism operates systematically and structurally like a cage to raise domesticated animals. Those organizations and their projects which operate under false slogans of humanity in order to prop up the hierarchy of money and violence are fast becoming some of the most crucial elements of the invisible cage of corporatism, colonialism and militarism.” (THE MANUFACTURING OF GRETA THUNBERG – FOR CONSENT: THE GREEN NEW DEAL IS THE TROJAN HORSE FOR THE FINANCIALIZATION OF NATURE [ACT V]).
We must understand that the false solutions proposed by these institutions will suck the remaining life out of this planet before you can say fourth industrial revolution.
“That is, the privatization, commodification, and objectification of nature, global in scale. That is, emerging markets and land acquisitions. That is, “payments for ecosystem services”. That is the financialization of nature, the corporate coup d’état of the commons that has finally come to wait on our doorstep.” (THE MANUFACTURING OF GRETA THUNBERG – FOR CONSENT: NATURAL CLIMATE MANIPULATIONS [VOLUME II, ACT VI].
An important point must never get lost amongst the swirling jargon, human-supremacy and unbridled greed: If we do not drastically reduce our material and energy consumption – rapidly – then We (that is, all living beings on the planet including humans) have no future.
In summary, decades of social engineering have set the stage for the blitzkrieg underway against our life-giving and sustaining mother planet in the name of sustainability industrial civilization. The success of the present assault requires the systematic division, distraction, discouragement, detention, and demonization (reinforced by powerful disinformation) and ultimately the destruction of all those who would resist. Remember also: capital, religion, race, gender, class, ideology, occupation, private property, and so forth, these are weapons of oppression wielded against us by the dominant patriarchal, colonizing, ecocidal, empire. That is not who We are. Our causes, our struggles, and our futures are one. Unless we refuse to play by their rules and coordinate our efforts, We will soon lose all that can be lost.

Editor’s Note: Saplings cannot replace mature forests, with their hundreds of years of biodiversity and carbon sequestration. The biomass industry is destroying mature forests with a promise of planting saplings. Even if it had come from “waste wood,” huge amounts of energy is still involved in cutting, chipping, transporting and manufacturing of biomass pellets. Adding to that is the emissions involved in the actual burning. Biomass manufacturing is not green, clean or renewable. The sooner we stop doing it, the better.
On December 5, 2022, Mongabay featured a story by journalist Justin Catanoso in which the first ever biomass industry insider came forward as a whistleblower and discredited the green sustainability claims made by Enviva — the world’s largest maker of wood pellets for energy.
On December 15, citing that article and recent scientific evidence that Enviva contributes to deforestation in the U.S. Southeast, The Netherlands decided it will stop paying subsidies to any biomass company found to be untruthful in its wood pellet production methods. The Netherlands currently offers sizable subsidies to Enviva.
Precisely how The Netherlands decision will impact biomass subsidies in the long run is unclear. Nor is it known how this decision may impact the EU’s Sustainable Biomass Program (SBP) certification process, which critics say is inherently weak and unreliable.
Also in December, Australia became the first major nation to reverse its designation of forest biomass as a renewable energy source, raising questions about how parties to the UN Paris agreement can support opposing renewable energy policies, especially regarding biomass — a problem for COP28 negotiators to resolve in 2023.
Prompted by exclusive reporting from Mongabay, the House of Representatives in The Netherlands’s Parliament has approved a motion that compels its government to stop paying subsidies to wood-pellet manufacturers found to be untruthful in their wood-harvesting practices.
On December 14, the Dutch House, by a 150-114 vote, approved a motion introduced by Rep. Lammert van Raan of Amsterdam, a member of the progressive Party for the Animals. In his motion, van Raan noted that up to €9.5 billion ($10 billion) have been reserved by the government through 2032 to subsidize the purchase of domestic and foreign-produced wood pellets for energy and heat generation.
“The risk of fraud with sustainability certification of biomass is significant,” van Raan wrote. Then, in reference to a Mongabay story published December 5, he added: “A whistleblower who worked at Enviva, the biggest maker of wood pellets, has reported that all of Enviva’s green claims are incorrect [and] according to an important recent scientific study… Enviva contributes to deforestation in the southeastern U.S.”
Van Raan concluded his motion by writing that the House “calls on the government to ensure that all subsidies do not end up at parties that cheat with sustainability certification.”
The approved motion requires the Dutch government to seek a higher level of proof under the third-party Sustainable Biomass Program (SBP) certification process. Enviva already participates in the SBP, but critics note that the certification process is inherently weak and unreliable, especially regarding the climate and biodiversity impacts of tree harvesting.
Van Raan’s motion seeks to address such problems as the SBP standards used by the European Union are not seen as adequately holding pellet manufacturers accountable for their harvest practices. NGOs and journalists have shown, for example, that clear cutting of native, biodiverse forests are common industry practices, yet such harvests are still certified as sustainable. The Netherlands’ challenge is to make the SBP process more rigorous and transparent. And if those higher standards aren’t met, pellet makers like Enviva could lose millions in subsidies.
Whistleblower speaks out
The Mongabay story that precipitated the Dutch motion featured the first employee from within the multibillion-dollar global wood pellet manufacturing industry to ever speak out publicly. The whistleblower, a high-ranking Enviva plant official who declined to be named, told Mongabay that Enviva’s claims of using mostly treetops, limbs and wood waste to produce pellets were false, as were other sustainable policy claims.
“We take giant, whole trees. We don’t care where they come from,” said the whistleblower, who no longer works for Enviva. “The notion of sustainably managed forests is nonsense. We can’t get wood into the mills fast enough.”
Mongabay confirmed many of the whistleblower’s allegations in November when this reporter observed firsthand a forest clearcut in eastern North Carolina where nearly half the trees from a 52-acre industrial site were chipped and transported to an Enviva pellet-making plant. Also, a recent study by the Southern Environmental Law Center illustrated how Enviva’s tree harvesting since opening its first plant in 2011 in North Carolina is contributing to net deforestation in coastal North Carolina and southern Virginia.
In response, Enviva told Mongabay it stood by its public assertions regarding the sustainability of its wood-harvesting practices. The company also said it believed the whistleblower was not credible in his allegations.
Global doubts over biomass as a renewable energy source
In April, The Netherlands voted to stop subsidizing wood pellets for about 50 new heat-generating, wood-burning plants. But existing plants (200 for heat, and four for energy that co-fire with wood pellets and coal) still receive subsidies of nearly €600 million annually ($635 million). In 2021, The Netherlands imported 1.2 million metric tons of wood pellets from the southeastern U.S., much of that coming from Enviva.
The move by the Dutch to hold pellet makers accountable for their sustainable harvest claims — a first in the European Union — comes at the same time the biomass industry suffered its first global setback. On December 15, Australia amended its renewable energy policy to exclude woody biomass from native forests as a renewable energy source. That decision essentially blocks the biomass industry, which has no presence in Australia, from getting started there.
More trouble may lie ahead for Enviva. A Seattle-based law firm, Hagens Berman, is seeking plaintiffs in a possible class-action lawsuit against the Maryland-based public company.
The law firm is recruiting Enviva investors who believe they have been harmed financially by what the attorneys call greenwashing — appealing to investors because of Enviva’s ESG (Environment Social Governance) credentials, when in fact the company is allegedly harming the environment and contributing to climate change.
Enviva denies these allegations as well. Hagens Berman has set a January 3, 2023 deadline for plaintiffs to come forward.
The growing unease of governments toward biomass as a subsidized renewable energy source comes after years of pressure from scientists and forest advocates who have presented evidence and argued that burning forests to make energy is dirtier than coal, while also harming ecosystems and reducing forest carbon storage capacity — even as the climate and biodiversity crises intensify.
Mongabay has reported on biomass since 2014 with more than 60 articles, while other media outlets have increasingly brought attention to the topic.
Activists have pressed hard for years to put a biomass discussion on the agenda at annual UN climate summits, to no avail, but are encouraged by events in The Netherlands and Australia. They say they remain hopeful that actions by policymakers will soon match growing public opposition to using forest wood for energy in a climate crisis.

Despite all the renewable energy investments and installations, actual global greenhouse gas emissions keep increasing. That’s largely due to economic growth: While renewable energy supplies have expanded in recent years, world energy usage has ballooned even more—with the difference being supplied by fossil fuels. The more the world economy grows, the harder it is for additions of renewable energy to turn the tide by actually replacing energy from fossil fuels, rather than just adding to it.
The notion of voluntarily reining in economic growth in order to minimize climate change and make it easier to replace fossil fuels is political anathema not just in the rich countries, whose people have gotten used to consuming at extraordinarily high rates, but even more so in poorer countries, which have been promised the opportunity to “develop.”
After all, it is the rich countries that have been responsible for the great majority of past emissions (which are driving climate change presently); indeed, these countries got rich largely by the industrial activity of which carbon emissions were a byproduct. Now it is the world’s poorest nations that are experiencing the brunt of the impacts of climate change caused by the world’s richest. It’s neither sustainable nor just to perpetuate the exploitation of land, resources, and labor in the less industrialized countries, as well as historically exploited communities in the rich countries, to maintain both the lifestyles and expectations of further growth of the wealthy minority.
From the perspective of people in less-industrialized nations, it’s natural to want to consume more, which only seems fair. But that translates to more global economic growth, and a harder time replacing fossil fuels with renewables globally. China is the exemplar of this conundrum: Over the past three decades, the world’s most populous nation lifted hundreds of millions of its people out of poverty, but in the process became the world’s biggest producer and consumer of coal.
The Materials Dilemma
Also posing an enormous difficulty for a societal switch from fossil fuels to renewable energy sources is our increasing need for minerals and metals. The World Bank, the IEA, the IMF, and McKinsey and Company have all issued reports in the last couple of years warning of this growing problem. Vast quantities of minerals and metals will be required not just for making solar panels and wind turbines, but also for batteries, electric vehicles, and new industrial equipment that runs on electricity rather than carbon-based fuels.
Some of these materials are already showing signs of increasing scarcity: According to the World Economic Forum, the average cost of producing copper has risen by over 300 percent in recent years, while copper ore grade has dropped by 30 percent.
Optimistic assessments of the materials challenge suggest there are enough global reserves for a one-time build-out of all the new devices and infrastructure needed (assuming some substitutions, with, for example, lithium for batteries eventually being replaced by more abundant elements like iron). But what is society to do as that first generation of devices and infrastructure ages and requires replacement?
Circular Economy: A Mirage?
Hence the rather sudden and widespread interest in the creation of a circular economy in which everything is recycled endlessly. Unfortunately, as economist Nicholas Georgescu-Roegen discovered in his pioneering work on entropy, recycling is always incomplete and always costs energy. Materials typically degrade during each cycle of use, and some material is wasted in the recycling process.
A French preliminary analysis of the energy transition that assumed maximum possible recycling found that a materials supply crisis could be delayed by up to three centuries. But will the circular economy (itself an enormous undertaking and a distant goal) arrive in time to buy industrial civilization those extra 300 years? Or will we run out of critical materials in just the next few decades in our frantic effort to build as many renewable energy devices as we can in as short a time as possible?
The latter outcome seems more likely if pessimistic resource estimates turn out to be accurate. Simon Michaux of the Finnish Geological Survey finds that “[g]lobal reserves are not large enough to supply enough metals to build the renewable non-fossil fuels industrial system … Mineral deposit discovery has been declining for many metals. The grade of processed ore for many of the industrial metals has been decreasing over time, resulting in declining mineral processing yield. This has the implication of the increase in mining energy consumption per unit of metal.”
Steel prices are already trending higher, and lithium supplies may prove to be a bottleneck to rapidly increasing battery production. Even sand is getting scarce: Only certain grades of the stuff are useful in making concrete (which anchors wind turbines) or silicon (which is essential for solar panels). More sand is consumed yearly than any other material besides water, and some climate scientists have identified it as a key sustainability challenge this century. Predictably, as deposits are depleted, sand is becoming more of a geopolitical flashpoint, with China recently embargoing sand shipments to Taiwan with the intention of crippling Taiwan’s ability to manufacture semiconductor devices such as cell phones.
To Reduce Risk, Reduce Scale
During the fossil fuel era, the global economy depended on ever-increasing rates of extracting and burning coal, oil, and natural gas. The renewables era (if it indeed comes into being) will be founded upon the large-scale extraction of minerals and metals for panels, turbines, batteries, and other infrastructure, which will require periodic replacement.
These two economic eras imply different risks: The fossil fuel regime risked depletion and pollution (notably atmospheric carbon pollution leading to climate change); the renewables regime will likewise risk depletion (from mining minerals and metals) and pollution (from dumping old panels, turbines, and batteries, and from various manufacturing processes), but with diminished vulnerability to climate change. The only way to lessen risk altogether would be to reduce substantially society’s scale of energy and materials usage—but very few policymakers or climate advocacy organizations are exploring that possibility.
Climate Change Hobbles Efforts to Combat Climate Change
As daunting as they are, the financial, political, and material challenges to the energy transition don’t exhaust the list of potential barriers. Climate change itself is also hampering the energy transition—which, of course, is being undertaken to avert climate change.
During the summer of 2022, China experienced its most intense heat wave in six decades. It impacted a wide region, from central Sichuan Province to coastal Jiangsu, with temperatures often topping 40 degrees Celsius, or 104 degrees Fahrenheit, and reaching a record 113 degrees in Chongqing on August 18. At the same time, a drought-induced power crisis forced Contemporary Amperex Technology Co., the world’s top battery maker, to close manufacturing plants in China’s Sichuan province. Supplies of crucial parts to Tesla and Toyota were temporarily cut off.
Meanwhile, a similarly grim story unfolded in Germany, as a record drought reduced the water flow in the Rhine River to levels that crippled European trade, halting shipments of diesel and coal, and threatening the operations of both hydroelectric and nuclear power plants.
A study published in February 2022 in the journal Water found that droughts (which are becoming more frequent and severe with climate change) could create challenges for U.S. hydropower in Montana, Nevada, Texas, Arizona, California, Arkansas, and Oklahoma.
Meanwhile, French nuclear plants that rely on the Rhône River for cooling water have had to shut down repeatedly. If reactors expel water downstream that’s too hot, aquatic life is wiped out as a result. So, during the sweltering 2022 summer, Électricité de France (EDF) powered down reactors not only along the Rhône but also on a second major river in the south, the Garonne. Altogether, France’s nuclear power output has been cut by nearly 50 percent during the summer of 2022. Similar drought- and heat-related shutdowns happened in 2018 and 2019.
Heavy rain and flooding can also pose risks for both hydro and nuclear power—which together currently provide roughly four times as much low-carbon electricity globally as wind and solar combined. In March 2019, severe flooding in southern and western Africa, following Cyclone Idai, damaged two major hydro plants in Malawi, cutting off power to parts of the country for several days.
Wind turbines and solar panels also rely on the weather and are therefore also vulnerable to extremes. Cold, cloudy days with virtually no wind spell trouble for regions heavily reliant on renewable energy. Freak storms can damage solar panels, and high temperatures reduce panels’ efficiency. Hurricanes and storm surges can cripple offshore wind farms.
The transition from fossil fuel to renewables faces an uphill battle. Still, this switch is an essential stopgap strategy to keep electricity grids up and running, at least on a minimal scale, as civilization inevitably turns away from a depleting store of oil and gas. The world has become so dependent on grid power for communications, finance, and the preservation of technical, scientific, and cultural knowledge that, if the grids were to go down permanently and soon, it is likely that billions of people would die, and the survivors would be culturally destitute. In essence, we need renewables for a controlled soft landing. But the harsh reality is that, for now, and in the foreseeable future, the energy transition is not going well and has poor overall prospects.
We need a realistic plan for energy descent, instead of foolish dreams of eternal consumer abundance by means other than fossil fuels. Currently, politically rooted insistence on continued economic growth is discouraging truth-telling and serious planning for how to live well with less.

The Green Scare is the set of tactics used by FBI in the early twenty-first century to discredit and persecute the radical environmental movement. The following article discusses the Green Scare, putting it in context of the recent demise of Dave Foreman, a found of Earth First! and an early target of Green Scare.
Dave Foreman, whose vision spawned a radical wave of the US environmental movement, passed away this week at the age of 74 in Albuquerque, New Mexico. He was controversial, he was stubborn, but he wasn’t one to compromise the fight to save wilderness and open space. The following piece on Foreman’s foray with federal law enforcement first appeared in our book, The Big Heat: Earth on the Brink. – Jeffrey St. Clair & Joshua Frank
Dave Foreman, co-founder of Earth First!, awoke at five in the morning on May 30, 1989, to the sound of three FBI agents shouting his name in his Tucson, Arizona home. Foreman’s wife Nancy answered the door frantically and was shoved aside by brawny FBI agents as they raced toward their master bedroom where her husband was sound asleep, naked under the sheets, with plugs jammed in his ears to drown out the noise of their neighbor’s barking Doberman pincher. By the time Foreman came to, the agents were surrounding his bed in bulletproof vests wielding .357 Magnums.
He immediately thought of the murder of Fred Hampton in Chicago, expecting to be shot in cold blood. But as Foreman put it, “Being a nice, middle-class honky male, they can’t get away with that stuff quite as easily as they could with Fred, or with all the Native people on the Pine Ridge Reservation back in the early 70s.”
So instead of firing off a few rounds, they jerked a dazed Foreman from his slumber, let him pull on a pair of shorts, and hauled him outside where they threw him in the back of an unmarked vehicle. It took over six hours before Foreman even knew why he had been accosted by Federal agents.
Foreman’s arrest was the culmination of three years and two million tax dollars spent in an attempt to frame a few Earth First! activists for conspiring to damage government and private property. The FBI infiltrated Earth First! groups in several states with informants and undercover agent-provocateurs. Over 500 hours of tape recordings of meetings, events, and casual conversations had been amassed. Phones had been tapped and homes were broken into. The FBI was doing its best to intimidate radical environmentalists across the country, marking them as a potential threat to national security.
It was the FBI’s first case of Green Scare.
The day before Foreman was yanked from bed and lugged into the warm Arizona morning, two so-called co-conspirators, biologist Marc Baker and antinuclear activist Mark Davis were arrested by some 50 agents on horseback and on foot, with a helicopter hovering above as they stood at the base of a power line tower in the middle of desert country in Wenden, Arizona, 200 miles northwest of Foreman’s home. The next day Peg Millet, a self-described “redneck woman for wilderness,” was arrested at a nearby Planned Parenthood where she worked. Millet earlier evaded the FBI’s dragnet.
Driven to the site by an undercover FBI agent, the entire episode, as Foreman put it, was the agent’s conception. Foreman, described by the bureau as the guru and financier of the operation, was also pegged for having thought up the whole elaborate scheme, despite the fact that their evidence was thin.
Back in the 1970s, the FBI issued a memo to their field offices stating that when attempting to break up dissident groups, the most effective route was to forget about hard intelligence or facts. Simply make a few arrests and hold a public press conference. Charges could later be dropped. It didn’t matter; by the time the news hit the airwaves and was printed up in the local newspapers, the damage had already been done.
It was the FBI’s assertion that the action stopped by the arrests under that Arizona power line in late May 1989, was to be a test run for a much grander plot involving Davis, Baker, Millet, and the group’s leader, Dave Foreman. The FBI charged the four with the intent to damage electrical transmission lines that lead to the Rocky Flats nuclear weapons facility in Colorado.
“The big lie that the FBI pushed at their press conference the day after the arrests were that we were a bunch of terrorists conspiring to cut the power lines into the Palo Verde and Diablo Canyon nuclear facilities in order to cause a nuclear meltdown and threaten public health and safety,” explained Foreman.
In the late 1980s, the FBI launched operation THERMCON in response to an act of sabotage of the Arizona Snowbowl ski lift near Flagstaff, Arizona that occurred in October 1987, allegedly by Davis, Millet, and Baker. Acting under the quirky name, Evan Mecham Eco-Terrorist International Conspiracy (EMETIC) — the eco-saboteurs wrecked several of the company’s ski lifts, claiming that structures were cutting into areas of significant biological importance.
This was not the first act the group claimed responsibility for. A year prior EMETIC sent a letter declaring they inflicted damage at the Fairfield Snow Bowl near Flagstaff. The group’s letter also included a jovial threat to “chain the Fairfield CEO to a tree at the 10,000-foot level and feed him shrubs and roots until he understands the suicidal folly of treating the planet primarily as a tool for making money.”
The group used an acetylene torch to cut bolts from several of the lift’s support towers, making them inoperable. Upon receiving the letter, the Arizona ski resort was forced to shut down the lift in order to do repairs, which rang up to over $50,000.
But the big allegations heaved at these eco-saboteurs weren’t for dislodging a few bolts at a quaint ski resort in the heart of the Arizona mountains, or for inconveniencing a few ski bums from their daily excursions. No, the big charges were levied at the group for allegedly plotting to disrupt the functions of the Rocky Flats nuclear facility hundreds of miles away. Ironically, at the moment of their arrests, the FBI was simultaneously looking into public health concerns due to an illegal radioactive waste leak at the nuclear power site, which led Earth First! activist Mike Roselle to quip, “ [the FBI] would have discharged its duty better by assisting in a conspiracy to cut power to Rocky Flats, instead of trying to stop one.”

Gerry Spence climbed into his private jet in Jackson, Wyoming estate almost immediately upon hearing about the FBI arrest of Dave Foreman in Arizona. Spence had made a name for himself among environmental activists in the late-1970s for his case against energy company Kerr-McGee, when he provided legal services to the family of former employee Karen Silkwood, who died suspiciously after she charged the company with environmental abuses at one of their most productive nuclear facilities. Silkwood, who made plutonium pellets for nuclear reactors, had been assigned by her union to investigate health and safety concerns at a Kerr-McGee plant near Crescent, Oklahoma. In her monitoring of the facility, Silkwood found dozens of evident regulatory violations, including faulty respiratory equipment as well as many cases of workers being exposed to radioactive material.
Silkwood went public after her employer ignored her and her union’s concerns, even going as far as to testify to the Atomic Energy Commission (AEC) about the issues, claiming that regulations were sidestepped in an attempt to up the speed of production. She also claimed that workers had been mishandling nuclear fuel rods, but the company has covered up the incidences by falsifying inspection reports.
On the night of November 13, 1974, Silkwood left a union meeting in Crescent with documents in hand to drive to Oklahoma City where she was to meet and discuss Kerr-McGee’s alleged violations with a union official and two New York Times reporters. She never made it. Silkwood’s body was found the next day in the driver’s seat of her car on the side of the road, stuck in a culvert. She was pronounced dead on the scene and no documents were found in her vehicle.
An independent private investigation revealed that Silkwood was in full control of her car when it was struck from behind and forced off to the side of the road. According to the private investigators, the steering wheel of her car was bent in a manner that showed conclusively that Silkwood was prepared for the blow of the accident as it occurred. She had not been asleep at the wheel as investigators initially thought. The coroner concluded she had not died as a result of the accident, but possibly from suffocation.
No arrests or charges were ever made. Silkwood’s children and father filed a lawsuit against Kerr-McGee on behalf of her estate. Gerry Spence was their lead attorney. An autopsy of Silkwood’s body showed extremely high levels of plutonium contamination. Lawyers for Kerr-McGee argued first that the levels found were in the normal range. but after evidence was presented to the contrary, they were forced to argue that Silkwood had likely poisoned herself.
Spence had been victorious. Kerr-McGee’s defense was caught in a series of unavoidable contradictions. Silkwood’s body was laden with poison as a result of her work at the nuclear facility. In her death, Spence vindicated her well-documented claims. The initial jury verdict was for the company to pay $505,000 in damages and $10,000,000 in punitive damages. Kerr-McGee appealed and drastically reduced the jury’s verdict, but the initial ruling was later upheld by the Supreme Court. On the way to a retrial, the company agreed to pay $1.38 million to the Silkwood estate.
Gerry Spence was not cowed by the antics of the Kerr-McGee Corporation, and when he agreed to take on Dave Foreman’s case pro-bono, justice seemed to be on the horizon for Earth First! activists as well.
“Picture a little guy out there hacking at a dead steel pole, an inanimate object, with a blowtorch. He’s considered a criminal,” said Spence, explaining how he planned to steer the narrative of Foreman’s pending trial. “Now see the image of a beautiful, living, 400-year-old-tree, with an inanimate object hacking away at it. This non-living thing is corporate America, but the corporate executives are not considered criminals at all.”
Like so many of the FBI charges brought against radical activists throughout the years, the case against Dave Foreman was less exciting than the investigation that led up to his arrest. The bureau had done its best to make Foreman and Earth First! out to be the most threatening activists in America.
Spence was not impressed and in fact argued as much, stating the scope of the FBI’s operation THERMCON was “very similar to the procedures the FBI used during the 1960s against dissident groups.” Spence was right. Similar to the movement disruption exemplified by COINTELPRO against Martin Luther King Jr., the Black Panthers, and the American Indian Movement, the FBI’s crackdown on Earth First! in the late 1980s had many alarming parallels to the agency of old.
“Essentially what we need to understand is that the Federal Bureau of Investigation, which was formed during the Palmer Raids in 1921, was set up from the very beginning to inhibit internal political dissent. They rarely go after criminals. They’re thought police,” said Foreman of the FBI’s motives for targeting environmentalists. “Let’s face it, that’s what the whole government is. Foreman’s first law of government reads that the purpose of the state, and all its constituent elements, is the defense of an entrenched economic elite and philosophical orthodoxy. Thankfully, there’s a corollary to that law—they aren’t always very smart and competent in carrying out their plans.”
The man who was paid to infiltrate Earth First! under the guise of THERMCON was anything but competent. Special agent Michael A. Fain, stationed in the FBI’s Phoenix office, befriended Peg Millet and began attending Earth First! meetings in the area. Fain, who went by the alias, Mike Tait, posed as a Vietnam vet who dabbled in construction and gave up booze after his military service. On more than one occasion, while wearing a wire, Fain had tried to entice members of Earth First! in different acts of vandalism. They repeatedly refused.
During pre-trial evidence discovery, the defense was allowed to listen to hours of Fain’s wire-tapings, when they found that the not-so-careful agent inadvertently forgot to turn off his recorder. Fain, while having a conversation with two other agents at a Burger King after a brief meeting with Foreman, spoke about the status of his investigation, exclaiming, “I don’t really look for them to be doing a lot of hurting people… [Dave Foreman] isn’t really the guy we need to pop — I mean in terms of an actual perpetrator. This is the guy we need to pop to send a message. And that’s all we’re really doing… Uh-oh! We don’t need that on tape! Hoo boy!”
Here the FBI was publicly vilifying these Earth First!ers, while privately admitting that they posed no real threat. “[The agency is acting] as if [its] dealing with the most dangerous, violent terrorists that the country’s ever known,” explained Spence at the time. “And what we are really dealing with is ordinary, decent human beings who are trying to call the attention of America to the fact that the Earth is dying.”
The FBI’s rationale for targeting Foreman was purely political as he was one of the most prominent and well-spoken radical environmentalists of the time. Despite their claims that they were not directly targeting Earth First! or Foreman, and were instead investigating threats of sabotage of power lines that led to a nuclear power plant — their public indictment painted quite a different story.
“Mr. Foreman is the worst of the group,” Assistant U.S. Attorney Roger Dokken announced to the court. “He sneaks around in the background … I don’t like to use the analogy of a Mafia boss, but they never do anything either. They just sent their munchkins out to do it.”
But agent Michael Fain’s on-tape gaffes were simply too much for the prosecution to manage, and the case against Foreman, having been deferred almost seven years, was finally reduced in 1996 to a single misdemeanor and a meager $250 in fines. The $2 million the FBI wasted tracking Earth First! over the latter part of the 1980s had only been nominally successful. Yet the alleged ringleader was still free. Unfortunately, the FBI may have gotten exactly what they wanted all along. Dave Foreman later stepped down as spokesman to Earth First! and inherited quite a different role in the environmental movement — one of invisibility and near silence.
Peg Millet, Mark Davis, and Marc Baker were all sentenced separately in 1991 for their involvement in their group EMETIC’s acts of ecotage against the expansion of Arizona Snowbowl. Davis got 6 years and $19,821 in restitution. Millet only 3 years, with the same fine, while Baker only received 6 months and a $5,000 fine.
Little did these activists know that their capture and subsequent arraignments were only the beginning. THERMCON’s crackdown of Earth First! would prove to be a dry-run for the Federal Bureau of Investigations.
Editor’s note: Fossil fuels are highly polluting, their extraction is linked to human rights abuses, and their continued use is killing the planet. Renewable energy production will exacerbate mining threats to biodiversity
Researchers have warned that mining threats to biodiversity caused by renewable energy production could surpass those averted by climate change mitigation.
A University of Queensland study found protected areas, key biodiversity areas and the world’s remaining wilderness would be under growing pressure from mining the minerals required for a clean energy transition.
UQ’s Dr. Laura Sonter said renewable energy production was material-intensive—much more so than fossil fuels—and mining these materials would increase as fossil fuels were phased out.
“Our study shows that mining the materials needed for renewable energy such as lithium, cobalt, copper, nickel and aluminum will create further pressure on the biodiversity located in mineral-rich landscapes,” Dr. Sonter said.
The research team mapped the world’s mining areas, according to an extensive database of 62,381 pre-operational, operational and closed mining properties, targeting 40 different commodities.
They found that areas with potential mining activity covered 50 million square kilometers of the planet—35 percent of the Earth’s terrestrial land surface excluding Antarctica—and many of these areas coincided with places critical for biodiversity conservation.
“Almost 10 percent of all mining areas occur within currently protected sites, with plenty of other mining occurring within or nearby sites deemed a priority for future conservation of many species,” Dr. Sonter said.
“In terms of mining areas targeting materials needed specifically for renewable energy production, the story is not much better. We found that 82 percent of mining areas target materials needed for renewable energy production, of which, 12 percent coincide with protected areas, 7 percent with key biodiversity areas and 14 percent with wilderness. And, of the mining areas that overlapped protected areas and wilderness, those that targeted materials for renewable energy contained a greater density of mines than the mining areas that targeted other materials.”
Professor James Watson, from UQ’s Center for Biodiversity and Conservation Science and the Wildlife Conservation Society, said the impacts of a green energy future on biodiversity were not considered in international climate policies.
“New mining threats aren’t seriously addressed in current global discussions about the post-2020 United Nation’s Strategic Plan for Biodiversity,” Professor Watson said.
The research team said careful strategic planning was urgently needed.
“Mining threats to biodiversity will increase as more mines target materials for renewable energy production,” Dr. Sonter said.
“Combine this risk with the extensive spatial footprint of renewable energy infrastructure, and the risks become even more concerning.”

“Our study shows that mining the materials needed for renewable energy such as lithium, cobalt, copper, nickel and aluminum will create further pressure on the biodiversity located in mineral-rich landscapes,” Dr. Sonter said.
The research team mapped the world’s mining areas, according to an extensive database of 62,381 pre-operational, operational and closed mining properties, targeting 40 different commodities.
They found that areas with potential mining activity covered 50 million square kilometers of the planet—35 percent of the Earth’s terrestrial land surface excluding Antarctica—and many of these areas coincided with places critical for biodiversity conservation.
“Almost 10 percent of all mining areas occur within currently protected sites, with plenty of other mining occurring within or nearby sites deemed a priority for future conservation of many species,” Dr. Sonter said.
“In terms of mining areas targeting materials needed specifically for renewable energy production, the story is not much better. We found that 82 percent of mining areas target materials needed for renewable energy production, of which, 12 percent coincide with protected areas, 7 percent with key biodiversity areas and 14 percent with wilderness. And, of the mining areas that overlapped protected areas and wilderness, those that targeted materials for renewable energy contained a greater density of mines than the mining areas that targeted other materials.”
Professor James Watson, from UQ’s Center for Biodiversity and Conservation Science and the Wildlife Conservation Society, said the impacts of a green energy future on biodiversity were not considered in international climate policies.
“New mining threats aren’t seriously addressed in current global discussions about the post-2020 United Nation’s Strategic Plan for Biodiversity,” Professor Watson said.
The research team said careful strategic planning was urgently needed.
“Mining threats to biodiversity will increase as more mines target materials for renewable energy production,” Dr. Sonter said.
“Combine this risk with the extensive spatial footprint of renewable energy infrastructure, and the risks become even more concerning.”

A growing and more affluent human population is expected to increase the demand for resources and to accelerate habitat modification, but by how much and where remains unknown. Here we project and aggregate global spatial patterns of expected urban and agricultural expansion, conventional and unconventional oil and gas, coal, solar, wind, biofuels and mining development. Cumulatively, these threats place at risk 20% of the remaining global natural lands (19.68 million km2) and could result in half of the world’s biomes becoming >50% converted while doubling and tripling the extent of land converted in South America and Africa, respectively. Regionally, substantial shifts in land conversion could occur in Southern and Western South America, Central and Eastern Africa, and the Central Rocky Mountains of North America. With only 5% of the Earth’s at-risk natural lands under strict legal protection, estimating and proactively mitigating multi-sector development risk is critical for curtailing the further substantial loss of nature.
