COVID made DSM tempting for some Pacific Island Nations

Editor’s note: The statement in the article’s headline –that the temptation of allowing deep sea mining(DSM) “could be a problem”– seems ironic. There is no doubt that deep sea mining is extremely dangerous and destructive to oceanic ecosystems which are already serverly stressed  by overfishing and global warming. Apart from that, we all know that most of the profit will go to multinational cooperations, not to the island’s inhabitants.

While most Pacific Island nations have escaped the worst of COVID-19, a cornerstone of their economies, tourism, has taken a big hit. By June 2020, visitor arrivals in Fiji, Samoa, Tonga and Vanuatu had completely ceased, as borders were closed and even internal travel restricted. In Fiji, where tourism generated about 40% of GDP before the pandemic, the economy contracted by 19% in 2020.

One economic alternative lies just offshore. The Clarion-Clipperton Zone (CCZ) is a deep-sea trench spanning 4.5 million square kilometres in the central Pacific Ocean between Hawaii and Mexico. On its seabed are potato-sized rocks called polymetallic nodules which contain nickel, copper, cobalt and manganese. These formed over centuries through the accumulation of iron and manganese around debris such as shells or sharks’ teeth.

There are estimated to be around 21 billion tonnes of manganese nodules in this trench alone, and demand for these metals is likely to skyrocket as the world ramps up the development of batteries for electric vehicles and renewable power grids.

While much of the CCZ lies beneath the high seas where no single state has control, it’s adjacent to the exclusive economic zones of several Pacific island states, including the Cook Islands, Kiribati, Nauru and Tonga. Lacking the means to search for the metals themselves, these states have sponsored mining companies to take out licences with the International Seabed Authority (ISA), which is responsible for sustainably managing the seabed in international waters. This would allow these companies to explore the seabed and determine how viable mining is likely to be, and its potential environmental impact.

To date, ISA has approved 19 exploration contracts, 17 of which are in the CCZ. A Canadian company, The Metals Company (formerly DeepGreen Metals) has contracts with Tonga, Nauru and Kiribati.

With so little known about the biodiversity of this largely unexplored part of the ocean, it’s difficult to accurately predict how deep-sea mining will affect species here. Environmental organisations and scientists have argued for a moratorium on mining until more extensive research can be done.

 

Some Pacific islanders, including The Alliance of Solwara Warriors, representing indigenous communities in the Bismark and Solomon Seas of Papua New Guinea, have protested the lack of information given to local communities about the potential impact of mining. In April 2021, Pacific civil society groups wrote to the British government seeking support for a moratorium. Meanwhile, a former president of Kiribati, Anote Tong, has described deep-sea mining as “inevitable” and urged businesses to figure out how to do it safely.

 

But time is running out. Seven exploratory licences are due to expire in 2021, making it imperative that either a moratorium is adopted internationally, or the ISA adopts a legal framework for determining the conditions under which extractive mining can take place.

From exploration to extraction

Work towards this framework has been ongoing since 2014. Despite this, the 168 nations of the ISA assembly have yet to agree a code for regulating extractive mining contracts. The ISA’s ambition to reach an agreement in 2020 was derailed by the pandemic, and it’s unclear whether meetings will go ahead in 2021. It’s likely that exploratory contracts will expire in the meantime, increasing pressure on the ISA from mining companies and those states sponsoring them to grant exploitation licences. Exploratory licences are regulated by the ISA. Without an agreed code, extractive ones are not.

Even if a consensus were reached, enforcing environmental safeguards would be difficult. Pinpointing responsibility for the source of any pollution or environmental damage is tricky when mining takes place in such deep water. There are also few, if any, physical boundaries between one mining area and another. The effects of mining on different ecosystems and habitats might take time to manifest.

International consensus on a moratorium is unlikely too. Mining companies have ploughed a lot of money into developing technology for operating at these depths. They will want to see a return on that, and so will their investors. States which have sponsored mining contracts – including some Pacific islands – will want to reap the royalties they have been promised.

Pacific island states find themselves on the horns of a dilemma. They are among the countries most vulnerable to climate change and so support strong action. But unless alternatives are found, the developed world’s green transition will probably accelerate demand for metals resting peacefully in the deepest parts of the ocean surrounding these islands. It will be the people here who will bear the costs of deep-sea mining undertaken without sufficient caution, not the drivers of electric cars in the global north.The Conversation

We thought climate catastrophe the main danger. Now we know there is another. A double-whammy ecological crisis threatens collapse into dystopian chaos.

“Pathogens, a great and terrible global threat to human and many a non-human alike, [are] as much a Sword of Damocles hovering above civilisation as climate change.”

Evolutionary epidemiologist Rob Wallace wrote this in 2015. But he and many colleagues have been issuing increasingly urgent warnings since the 1990s that globalised agribusiness is breeding and spreading new, deadly, fast-transmission viruses.

The urgency around pandemics began to ramp up around the same time calls for climate action became mainstream. Many of us have been focused on the climate emergency – and nothing here should be taken to imply we were wrong – but the last year has taught a sharp lesson: deadly pathogens pose an equally menacing threat to human civilisation.

Catastrophe

Since the first United Nations COP conference on global warming in 1995, the climate emergency has got much worse. Carbon emissions have accelerated from 26 billion tonnes in 1995 to 37 billion tonnes in 2018. Atmospheric concentrations have risen from 350ppm in 1990 to 410ppm today. Half the increase in average global temperatures since the Industrial Revolution has occurred since 1995. The average volume of Arctic sea-ice has roughly halved in the last 40 years. Whatever the metric, the same story.

The effects are all around us. More frequent and more intense heat-waves are causing increases in wildfires, droughts, and desertification. Rising and warming seas are causing heavier rainfall, more serious flooding, more frequent mega-storms, and the inundation of coastal areas. These changes are driving the world’s sixth mass extinction, with species loss running at 1,000 times the normal rate. Climate change is destroying livelihoods, increasing disease, displacing people.

We stand on the brink of critical tipping-points when incremental shifts lead to sudden and irreversible lurches in the Earth’s ecosystem. Among the potential tipping-points are: abrupt collapse of the West Antarctic ice-sheet; abrupt collapse of the East Antarctic ice-sheet; abrupt collapse of the Greenland ice-sheet; thawing of Arctic permafrost and release of methane gas; rapid deforestation of the Amazon; and failure of the Atlantic Gulf Stream. Some scientists fear a ‘global cascade’ of interacting tipping-points.

The failure of the global political elite is systemic. It is not that we do not know what to do. It is not that the wrong policies have been adopted. It is that the economic and geopolitical system – the current world order – cannot deliver the radical action necessary.

The OECD (Organisation for Economic Co-operation and Development), representing the world’s leading industrial economies, considered the pre-pandemic global growth rate of three percent to have been too low. Yet such annual growth rate means a doubling in the size of the world economy every quarter century.

The fossil-fuel corporations plan to extract twice the amount of coal, oil, and gas between now and 2030 than can be burned if we are to restrict global temperature rise to the 1.5ºC ‘aim’ of the Paris Agreement.

This ‘aim’ is not ambitious enough: most climate scientists predict severe damage to the Earth’s eco-system with this level of warming. But even this ‘aim’ falls well below the ‘pledges’ of the COP participants, which, even if implemented, are expected to result in a disastrous 3ºC of global warming. Many leading scientists think we are heading for at least 4ºC of global warming.

Metabolic

The term ‘metabolic rift’ has been used by some radical commentators, like John Bellamy Foster, to describe what is happening. I prefer ‘rupture’ because it better captures the violence of a corporate capitalist system that is out of control and tearing apart human societies and natural ecosystems.

Metabolism is a scientific word to do with how chemical changes reconfigure energy and sustain life. All of us need to get science-wise, to understand what is happening to our planet, to get a handle on what I am calling the ‘Dual Metabolic Rupture’.

Humans are part of Nature. On the one hand, we are animals with material needs and organic form. On the other, our actions impact upon the rest of Nature, sometimes degrading it, sometimes remodelling it, always having an effect.

All the products of human labour are therefore part of Nature. Everything we do to provide ourselves with a livelihood involves drawing upon the resources of Nature and refashioning them into new forms.

These processes are not reversible, but they may be repeatable. If a glacier melts because the temperature rises, the water of which it is formed flows away. If a new glacier forms in the same place when the temperature falls again, it must be comprised of another body of water. In Nature, as in Society, everything is process and motion.

The energy involved in natural processes is a constant: it can be endlessly recycled, but it cannot be destroyed, so whatever you do, it will still be there in one form or another. This is one of the basic laws of physics (known as ‘the First Law of Thermodynamics’).

It follows that human beings may interact with Nature in ways that are ‘renewable’ or ‘sustainable’ – where energy is recycled in essentially repetitive ways – or in other ways that cause a metabolic ‘rupture’ or ‘rift’ – where energy is reconstituted as a destructive force.

Let us take two contrasting examples. A hoe-cultivator who harvests a garden plot of cassava, feeds the tubers and leaves to her pigs, and then lets them roam to manure the plot, is engaged in a recycling of energy that is ecologically sustainable.

Corporations that extract oil, refine it into petroleum, and then sell it to other corporations to burn in jet engines are doing something quite different: theirs is not a renewable process, but a release of carbon waste into the atmosphere and a permanent remodelling of the Earth’s metabolism.

The basic rhythms of pre-capitalist societies were determined by the cycle of the seasons. But capitalism is a system of competitive capital accumulation hard-wired by the profit motive for exponential growth.

The former were always essentially local or regional, so that what happened in one place had limited impact in others: the latter is now a fully globalised system which has the whole of humanity and the entire global environment in its grasp.

In the end, it is simple: it is the profit machine that is polluting our atmosphere, warming our planet, and destroying our ecosystems.

But that’s not all it’s doing.

Anthropocene

The system – let’s define it: globalised, financialised monopoly-capitalism – is blind to everything except the balance sheet, the bottom line, the annual profit.

The lords of capital have turned the Earth – its lands, its waters, its minerals – into private property. They have commodified its ecosystems and appropriated its bounty. And in their wake they spew waste and pollution that become ‘externalities’ for which others must pay.

Where to start? The catalogue of devastation is so long. Forests are cut down, wetlands drained, soils eroded. Water extraction turns farmland into desert. Chemicals are dumped in oceans, lakes, and rivers. Toxins leak into groundwater. Fertilisers, herbicides, and pesticides contaminate food supplies.

Landfills overflow with synthetic waste. Nuclear power plants melt down and fill air, land, and sea with carcinogenic particles. A chemical smog fills urban streets and poisons children on the way to school. Plastic waste degrades into trillions of microscopic specks that infect every living organism.

Now, from deep within this mayhem, a second titan of destruction has emerged to stand alongside the mega-threat of climate change: pandemic disease.

Both titans are formed of trillions of tiny particles. Climate change is driven by atoms of carbon dioxide – tiny particles of dead organic matter pumped into the atmosphere when fossil fuels are burned. Pandemic disease is driven by microscopic parasites – tiny particles of living organic matter that breed, spread, and evolve by infecting the bodies of animals.

But that does not mean Covid-19 is a natural disaster, any more than carbon pollution. Nor is it an Act of God or a ‘Chinese’ conspiracy. Covid is a human-made catastrophe, as much an artefact of the Anthropocene as global warming.

I agree with colleagues who argue that the Holocene is over. This is the term we have used to describe the last 11,700 years of Earth history, since the end of the last Ice Age – until now. From around 1950, and at an accelerating rate since, the Earth system has been undergoing radical change as a result of human action. We have entered a new geological era in which Anthropos (the Greek word for human) is the primary agent of change. The primary form of change is metabolic rupture.

Covid-19 is a pandemic disease of the Anthropocene’s metabolic rupture.

Pandemic

Mainstream commentary on the pandemic is refracted through a neoliberal prism. Attention focuses on immediate problems and proximate causes. I am not talking about serial liars like Johnson and his third-rate cabinet of public-school toffs and corporate spivs. I am talking about more honest commentators keen to see through the spin and smoke-cloud that shields a corrupt and incompetent political class.

But it is not enough to expose the negligence, crony capitalism, and eugenicist experiments of the Tories – the failure of test-and-trace, the lack of PPE, the locking down too late and lifting too early, the discharging of the sick into care homes, the spreading of the virus in schools and universities, and so much more.

It is necessary, but not enough. The narcissistic charlatan who runs the government might eventually be thrown out. But so what? There is a much bigger issue: the metabolic rupture between corporate agribusiness and natural ecology that has created the multiple global incubators of new deadly diseases.

In 1950, a large proportion of the Earth’s people were peasant farmers, predominantly in the Global South. As recently as 1980, only 20 percent of China’s population was urban; the proportion today is 60 percent. A growing number of those who remain in the villages, moreover, have been transformed into wage-labourers.

The advance of corporate agribusiness is relentless. As I write, the Hindu-chauvinist regime of Narendra Modi is facing an uprising of small farmers whose livelihoods are threatened with destruction by neoliberal ‘reform’. So desperate is their plight that record numbers of India’s small farmers have been committing suicide.

As well as destroying traditional communities, agribusiness is expanding into the wilderness, uprooting forests, destroying the diversity and balance of natural ecologies, and replacing them with vast monocultures. Half the habitable surface of the Earth is now devoted to agriculture, with millions of acres added every year.

Much of the crop-land produces animal feed for the hundreds of millions of cattle, sheep, pigs, and poultry being fast-fattened for the global supply-chains that loop the world. The mega-complexes of Big Farm’s industrialised animal production are laced around and between the mega-slums of the Global South’s ever-growing urban proletariat.

This is what links a remote bat-cave in hinterland China with the morgues of New York and London. Big Farm batters down natural ecology, destroying diversity and firebreaks. Viruses that would have burnt themselves out in the forest for lack of carriers adapt to a new ecology of monoculture, animal factories, and slum cities; they mutate and evolve and then achieve fast-track transmission through mass concentrations of the same species.

The global supply-chains of giant transnationals with operations in half a dozen countries and markets in a thousand cities do the rest.

Once a new variant is established, it replicates by the trillion at hyper-speed, throwing up chance mutations, testing new ways of spreading. The disease becomes endemic and chronic – embedded in human society – and continues to evolve, waging a relentless life-or-death struggle against lockdowns and vaccines by constant shape-sifting in its efforts to breach the defences.

Warning

This – the pandemic diseases created and spread by corporate agribusiness – is then layered over societies mired in poverty and stripped of public health-provision by neoliberal ‘structural adjustment programmes’, privatisation, and austerity cuts.

The epidemiologists have been warning of the dangers for a quarter of a century. There have been dozens of outbreaks of different viruses or variants, all involving a similar basic mechanism: the introduction of a wild-animal virus, its transmission and evolution through factory-farm complexes, a jump from animal to human, often in mutant form, and rapid global spread through transnational supply-chains.

The warning, endlessly repeated, was that, sooner or later, one of the new diseases created by neoliberal capitalism would take off. But there is no profit in pandemic precaution.

The improvised plague cemeteries; the body-bags in the morgues; the patients breathing through ventilators; the traumatised and exhausted health workers; the everyday folk left grieving; the jobs lost, businesses gone bust, homes lost to the bailiffs; the swelling toll of mental breakdowns; the loneliness, the shrivelled lives, the sense of desolation and despair: all this and more amount to so many ‘externalities’ for the profit machine.

The machine carries on. It is being recalibrated. Some businesses may be shutting down, but big capital is highly mobile. The money moves at click-key speed. It flows from a place where profits are down to another where they are up.

America’s 660 billionaires, for example, are doing just fine right now. Since March last year, their wealth has increased 39 percent, from just under $3 trillion to more than $4 trillion today. It is the rest of us, of course, who pay for the system’s ‘externalities’.

Those ‘externalities’ now take the form of a Dual Metabolic Rupture between humanity and the planet, as industrial pollution destroys our ecosystem, and agribusiness generates wave after wave of killer pathogen. We are the inhabitants of a new geological age – the Anthropocene – in which globalised, financialised monopoly-capitalism has become an existential threat to life on Earth.

What happens next depends on what we do. The imperative to get active has never been greater.

Brazil’s indigenous people are being decimated by a crippling second wave of Covid-19, at the same time as President Bolsonaro ramps up his campaign of persecution against them.

Indigenous organization APIB has confirmed that 962 indigenous people have died of the virus in Brazil, while 48,405 people have tested positive. Ten children died in January in just two Yanomami communities.

According to figures from COIAB, the Coordinating Body for Indigenous Organizations in the Brazilian Amazon, the mortality rate among indigenous people in the Amazon region is a staggering 58% higher than that of the general population, while the infection rate is 68% higher.

The Amazonian city of Manaus – home to around 30,000 indigenous people – has been seriously hit, and urgent assistance for areas further away from hospitals remains particularly precarious. Once the virus reaches indigenous communities in the forest, particularly recently contacted and uncontacted tribes’ territories, the results can be devastating, and many uncontacted tribes’ territories have already been invaded by loggers, miners and settlers.

Manaus is the only city in Amazonas state with an intensive care ward – and oxygen is already in short supply.

President Jair Bolsonaro’s handling of the pandemic in Brazil has drawn national and international condemnation, and his government has been accused of carrying out an “institutional strategy for the spread of coronavirus.”

Bolsonaro’s list of anti-indigenous policies is well documented and amounts to a genocide against Brazil’s first peoples. Having recently won control of both houses of Brazil’s Congress, Bolsonaro has laid out his priorities by attempting to push through a controversial mining bill, which would further the elimination of indigenous rights in Brazil.

While vaccination programmes have started to roll out across the country, as of December 2020, Brazil’s Indigenous Affairs Agency FUNAI had only spent 52% of its budget to tackle the pandemic, according to APIB.
Meanwhile, indigenous communities continue to take matters into their own hands to protect themselves from Covid-19. Antonio Guajajara, the leader of Maçaranduba community in Maranhão state, said:

“It’s no coincidence that many indigenous lands are being invaded, and this means the disease is spreading more and more. The last thing that should happen at a time like this is for the Brazilian government to give more support to these large-scale invasions… but they are, and this is making things worse… We’ve been taking measures around our territory… Thanks to our work to protect our village and our land, the disease has not entered our territory.”

Even with the Covid-19-related small dip in global carbon emissions due to limited travel and other activities, the ocean temperatures continued a trend of breaking records in 2020. A new study by 20 scientists from 13 institutes around the world, reported the highest ocean temperatures since 1955 from surface level to a depth of 2,000 meters.The study was published in Advances in Atmospheric Sciences on January 13. It concluded with a plea to the policymakers and others to consider the lasting damage warmer oceans that can be caused as they attempt to mitigate the effects of climate change.

“Over 90% of the excess heat due to global warming is absorbed by the oceans, so ocean warming is a direct indicator of global warming — the warming we have measured paints a picture of long-term global warming,” said Dr. Cheng Lijing, lead author of the study and associate professor with the International Center for Climate and Environmental Sciences at the Institute of Atmospheric Physics (IAP) of the Chinese Academy of Sciences (CAS).

“However, due to the ocean’s delayed response to global warming, the trends of ocean change will persist at least for several decades, so societies need to adapt to the now unavoidable consequences of our unabated warming. But there is still time to take action and reduce our emissions of greenhouse gases.”

Using a method developed by IAP, the researchers calculated the ocean temperatures and salinity of the oceans down to 2,000 meters with data taking from all available observations from various measurement devices from the World Ocean Database. They found that in 2020 the upper 2,000 meters of the world’s oceans absorbed 20 more Zettajoules than in 2019. By comparison, all human activities use about one-half of a zettajoule each year.

“Why is the ocean not boiling? Because the ocean is vast. We can imagine how much energy the ocean can absorb and contain, and, when it’s released slowly, how big the impact is.”

The researchers reported other effects, such as ocean salinity pattern amplification and more stratification due to the upper layer warming quicker than the deeper sections. Both changes could cause harm to ocean ecosystems.

“The fresh gets fresher; the salty gets saltier. The ocean takes a large amount of global warming heat, buffering global warming. However, the associated ocean changes also pose a severe risk to human and nature systems.”

Cheng noted the 2020 wildfires that ravaged Australia, parts of the Amazon region, and the west coast of the United States.

“Warmer oceans and a warmer atmosphere also promote more intense rainfalls in all storms, especially hurricanes, increasing the risk of flooding. Extreme fires like those witnessed in 2020 will become even more common in the future. Warmer oceans also make storms more powerful, particularly typhoons and hurricanes.”

The researchers will continue to monitor the ocean temperatures and the impacts of warming on other oceanic characteristics, such as salinity and stratification.

“As more countries pledge to achieve ‘carbon neutrality’ or ‘zero carbon’ in the coming decades, special attention should be paid to the ocean. Any activities or agreements to address global warming must be coupled with the understanding that the ocean has already absorbed an immense amount of heat and will continue to absorb excess energy in the Earth’s system until atmospheric carbon levels are significantly lowered.”

Indigenous Peoples in the Age of COVID-19

The CoViD-19 pandemic is impacting Indigenous peoples across the Americas who are already living under ongoing colonization, have poor access to health care, and suffer disproportionately from pre-existing conditions that compromise the immune system.

Coronavirus now has spread throughout the Indigenous Americas. The Navajo nation reported over 1,600 cases of COVID-19 and 59 deaths on the largest US reservation, which expands through Arizona, New Mexico, and Utah. Nineteen members of the Afro-indigenous Garifuna people living in New York City have died. The Garifuna are migrants from the Caribbean coast of Central America, hailing from Belize, Guatemala, Honduras, and Nicaragua.

South of the U.S. border, iconic groups like the Kakchikel Maya in Guatemala, the Kuna in Panama, and the Yanomami of the Brazilian Amazon all have reported COVID-19 cases. Hugo Tacuri, President of CONAIP (Confederation of Indigenous Nationalities of Peru), said: “Deaths are not recorded in Latin American cities by ethnicity and minorities are being mixed in with the greater population.” Tacuri said about 10% of the cases in Lima, Peru’s capital, were Quechua people, and a few were from the Amazon.

Native peoples in the early colonial period were decimated by diseases such as smallpox and measles. They lacked immunity to fight disease from outside and from European populations. As if through genetic memory, native peoples began extreme measures of social distancing soon after the coronavirus pandemic was reported in the Americas.

US and Canadian reservations went into lockdown and denied entrance to outsiders. Clément Chartier, leader of the Metís nation in Canada, commented, “we created check points along the road and established curfews.” Amazonian tribes in Brazil, Colombia, Ecuador, and Peru retreated deeper into the forest. A Brazilian tribe stopped missionaries aboard a helicopter, from entering their rainforest homeland.

Indigenous elders, valued for their knowledge and transmission of cultural ways, language, and traditions, are especially at risk from coronavirus. They pass on stories of past epidemics and the remedies to heal fever and respiratory illness. Indigenous peoples refuse to discard their grandparents and elders. Indeed, they are following their elders’ advice to self-isolate.

A recent New York Times article cited Nicaragua as being one of three Latin American nations, along with Mexico and Brazil, to have ignored the pandemic and minimized its seriousness. Nicaragua, however, is one of the poorest nations in the Americas, and cannot afford to shut down its economy. Most Nicaraguans work in the informal economy–if they don’t work, they can’t eat. Nicaragua also has the lowest number of infections and deaths in Latin America: the Nicaraguan Ministry of Health (MINSA) only reports three deaths due to Covid-19.

Nicaragua’s ruling Sandinista regime recently sprang into action, blocking international flights into the Managua Airport, but their borders, businesses, and schools remain open. The Sandinista government now considers mandating rest in place and social distancing, as recommended by the World Health Organization (WHO) to mitigate the spread of COVID-19. The WHO also recognized the difficulty of populations living in poverty to quarantine.

Nicaragua’s most impoverished region, the pluri-ethnic Caribbean coast, is home to the Indigenous Miskitu, Mayangna, Ulwa, and Rama peoples, along with the Afro-descendant Kriols and Afro-indigenous Garifuna. The Caribbean coast ethnic groups are organizing to protect themselves from the virus, partially self-isolating and creating resources shared on social media in their own languages. In the Indigenous capital of Bilwi (pop. 185,000), many people live crowded together in households without running water, plumbing, or electricity. Those dwelling in remote forest communities are unable to reach hospitals.

Afro-descendant populations, like the Kriol and Garifuna in Nicaragua, have the pre-existing medical conditions of diabetes, obesity, and high blood pressure. José Coleman, of the Indigenous Youth Organization of Moskitia—Mark Rivas (MOJIMM), stated that Nicaraguan Indigenous peoples “most commonly suffer from anemia, asthma, and cardiovascular illness.”

Anemia is brought on by malnutrition resulting from their poor diet, high in of carbohydrates and sugar. Amidst settler-colonization, food Insecurity also causes malnutrition within the Nicaraguan forest-dwelling populations. The Miskitu and Mayangna are afraid to leave their homes to go to their fields for subsistence activities. So far in 2020, armed colonists’ attacks have left nine Mayangna leaders and land-defenders dead in Las Minas, the mining region, and the UNESCO-designated Bosawas biosphere reserve.

Nicaragua’s health system is weak on the Caribbean coast. Despite excellent doctors, the Bilwi hospital suffers from a lack of infrastructure and investment–medical technology is antiquated and hospital rooms are hot with no fans or ventilation. The patients’ family members bring them food plates three times a day, similar to the Bilwi prisons.

Overcrowded hospitals, prisons, and markets are particularly concerning for the transmission of coronavirus on the Caribbean coast. The Miskitu and other coastal peoples in Nicaragua brace themselves for the impending epidemic.

Health Disparities and Indigenous Peoples Rights

Indigenous peoples have comparatively poor access to national health care systems, and suffer disproportionately from comorbidities, that is, pre-existing conditions or health-related complications that compromise the immune system.

In Canada, First Nations communities have a lower life expectancy and much higher mortality rates due to infant deaths and physical injuries. Indigenous youth are far more likely to experience psychological and emotional health complications, including chronic depression, all factors that are contributing to a suicide rate that is far higher among First Nation communities than the general population.

Central American Indigenous territories are subject to increasing encroachment from mestizo settlers and multinational industries causing water pollution and land degradation. In Honduras, food and water insecurity are sighted as the leading social determinants of health disparities, as illegal operations and mestizo settlers continue to invade Indigenous territories, carrying the risk of infecting them.

The Honduran Indigenous communities are also suffering disproportionately during the statewide shutdowns and COVID-19 confinement measures enforced by state authorities. The Tolupán and Maya Ch’orti’, among other Indigenous nations, have already reported severe food shortages and a chronic lack of access to basic goods. Since most Honduran Indigenous communities are made up of subsistence farmers, the unilateral restrictions imposed in public spaces mean that many families are unable to meet their daily nutrition needs. Furthermore, the widespread police brutality cases reported as part of the enforcement of those restrictive measures have created an atmosphere of increasing state-sponsored oppression of Indigenous communities, further eroding Indigenous peoples’ rights to self-determination and consultation.

It is no secret that, in many places around the world, governments have taken unfair advantage of the coronavirus pandemic to advance policies that are harmful to Indigenous peoples. In the Canadian province of British Columbia, for instance, the Coastal GasLink Pipeline is forging ahead through Wet’suwet’en “unceded territory” without First Nations consent and in spite of widespread public outcry. The oil sands industry is not only threatening to pose a major ecological threat, but it also presents a major risk for the spread of COVID-19. First Nations peoples have collectively put pressure on Ottawa to stop the construction of the pipelines immediately, but whether or not the government will heed their urgent request remains to be seen.

Human Rights, which include Indigenous Peoples Rights, must not be overlooked, particularly during current health crisis, and when Indigenous peoples are at a great economic and social disadvantage as a result of longstanding systematic discrimination by state institutions. States have a responsibility to ensure equal access to public services to all their citizens, free from discrimination.

Because Indigenous peoples are disproportionately vulnerable to the pandemic, the International Fund for the Development of Indigenous Peoples in Latin America and Caribbean (FILAC) recently stated that countries should have a plan to support ethnic groups in dealing with COVID-19. The Food and Agricultural Organization of the United Nations (FAO) also published a list of recommendations to defend Indigenous rights during the pandemic.

Governments must consult Indigenous leadership and community members in good faith regarding any intervention and decision liable to impact their communities. This is precisely why the right to consultation and the right to participation are the two fundamental pillars of international standards for the Rights of Indigenous Peoples as highlighted by United Nations Declaration on the Rights of Indigenous Peoples and required under Articles 6 and 7 of the ILO Convention 169. Consultation is needed to achieve Free, Prior, and Informed Consent (FPIC). Governments are held to international law regarding any intervention and decision-making that may impact Indigenous territories. This necessity does not change with the current crisis.

Many Indigenous nations, for instance, have long had their own methods of preventative health care based on a variety of native plant medicines. In northwestern Honduras, the Maya Ch’orti’ peoples and other groups regularly rely on locally grown plant medicine to boost their immune systems against common diseases. Medicinal plants, in many cases, have been proven to have tremendous health benefits. The Food and Agriculture Organization of the United Nations (FAO), for one, recommends an intercultural approach to working with Indigenous peoples, meaning that medical interventions in Indigenous communities should respect and incorporate traditional knowledge and medicine as a viable form of healthcare.

During a two-part conference organized by the International Indian Treaty Council (IITC), titled Human Rights and Indigenous Peoples in the Time of COVID-19, Navaho elder Chili Yazzie and other leaders called on the human family to come together and correct our destructive tendencies. Socially and morally irresponsible overexploitation of the environment makes the world population susceptible to natural disasters like pandemics. As elders like Chili Yazzie postulate, COVID-19 teaches us that we should balance our needs with the sustainability of the ecosystem and live in union with our planet.

Indigenous nations around the world provide us with examples of sustainable living. Their ways of life provide us with a vivid alternative to the current corporate-centric world order. Indigenous peoples also are custodians of some the world’s last remaining biospheres. Now is the time for international communities to act, to promote environmental sustainability worldwide in conjunction with Human Rights.

The world that we have taken for granted for too long will either be one, or not at all.
