Converting trees to wood pellets latest “green energy” gold rush

Britain’s new generation of biomass power stations will have to source millions of tonnes of wood from thousands of miles away if they are to operate near to their full capacity, raising questions about the claims made for the sustainability of the new technology.

Ministers believe biomass technology could provide as much as 11% of the UK’s energy by 2020, something that would help it meet its carbon commitments. The Environment Agency estimates that biomass-fired electricity generation, most of which involves burning wood pellets, can cut greenhouse gas emissions by up to 90% compared with coal-fired power stations. Eight biomass power stations, including one in a unit in the giant Drax power station, are operating in the UK and a further seven are in the pipeline. None operates near capacity.

But now environmental groups are questioning where the new plants will source their wood if the technology takes off. A campaign group, Biofuelwatch, calculates in a new report that the UK could end up burning as much as 82m tonnes of biomass each year – more than eight times the UK’s annual wood production. If Drax were to operate at full capacity, it alone would get through 16m tonnes of wood a year, according to the report, which claims a Europe-wide demand for biomass is triggering a “gold rush” for wood pellets that could have implications for global land use.

The report highlights the example of Portugal, where 10% of the country is now covered by eucalyptus plantations much of which is used for biomass energy production. Two campaign groups, the Dogwood Alliance and the US Natural Resources Defence Council, have issued critical reports about the way that forests in the southern states of the US are being used for biomass production. There are also concerns that tracts of Brazil are being used to supply the wood pellets.

But the concerns have been fiercely rejected by the biomass industry. Enviva, which supplies Drax with wood pellets, said its biomass came mainly from offcuts from poor-quality trees that are left over from those grown for the construction and paper industries. It said it would be uneconomic to cut down forests purely for biomass and that the cost of shipping a tonne of wood pellets from the east coast of the US to the UK was similar to transporting the same amount some 225 miles within the UK. It said that even the most optimistic forecasts for global wood pellet demand suggested it would not exceed 40m tonnes – equivalent to 80m tonnes of wood – a year by 2020.

“Biomass is the only renewable energy source that can replace coal quickly and cost-effectively, providing the same operational benefits while dramatically improving the environmental profile of energy generation,” a company spokesman said.

Biofuel company charged with bulldozing Asian elephant habitat

A biofuel plantation near Yala National Park has landed Lanka Orex Leasing Company PLC (LOLC) in Sri Lanka’s highest court. Environmentalists say the company is illegally bulldozing Asian elephant habitat, including scrubland and tree stands, near the buffer zone of Yala National Park for gliricidia (Gliricidia sepium) biofuel plantation.

“This is going to be a permanent cultivation within the home range of few elephant herds,” Vimukthi Weeratunga, Environmental Foundation Limited (EFL)’s head of operations and environmental scientist, told mongabay.com. “When we take the elephant land by developing this area, elephants will move to nearby villages to raid crop as they cannot use this area for their normal activities. This is exactly the way that human-elephant conflict increased in the other parts of Sri Lanka.”

Located near the buffer zone of Yala National Park, Weetatunga states that company never conducted an environmental impact assessment (EIA), transgressing Sri Lankan law. In addition, the Sri Lanka’s Forest Department has repeatedly denied leasing the land to the company in local press, instead it gave 500 hectares (1,250 acres) to local dairy farmers for rearing cattle. Lanka Orex Leasing Company PLC was merely supposed to provide “technical assistance” to the farmers.

The site in question is currently used by smallscale farmers for cattle and farming, but Weetatunga says that this doesn’t mean the ecosystem is degraded. Instead, he says smallscale farming and livestock in the area are actually important for elephants as opposed to a monoculture plantation.

“Shifting cultivation is a traditional farming practice by clearing some scrubland and leave after the harvest for forest to re-grow. This practice is ideal for elephants to thrive as they get high quality fodder after people leave to regrow,” he explains. Between 2,000 and 4,500 Asian elephants (Elephas maximus) roam Sri Lanka’s forests. The species is currently listed as Endangered by the IUCN Red List.

The area in question is home to many other species as well, including leopards, fishing cats, sloth bears, pangolins, and a large variety of birds.

Many have noted in Sri Lankan press the irony of destroying elephant habitat, including forest lands, for so-called green energy made from biofuels. Gliricidia is a woody plant that can be burned in a biofuel power plant.

The Environmental Foundation Limited (EFL) is currently awaiting a court date next month with Lanka Orex Leasing Company over the habitat clearing.

“We are asking [for an] injunction of current activities,” Weetatunga says. “We are also seeking compensation for their action if we win the case.”

Last year, environmentalists in Sri Lanka caught U.S. food giant Dole clearing forest in Somawathiya National Park for a banana plantation. Dole denied it was inside the park for months, but finally abandoned the project after threat of lawsuit.

Like many Southeast Asian countries, Sri Lankan is currently undergoing a tension between large-scale industrial projects, such as monoculture plantations, and local farming and conservation efforts.

New report shows “green” biofuels made from palm oil accelerating climate change

Growing oil palm to make ‘green’ biofuels in the tropics could be accelerating the effects of climate change, say scientists.

Researchers from Bangor University found the creation of oil palm plantations are releasing prehistoric sources of carbon dioxide back into the atmosphere.

The findings throw into doubt hopes that biofuels grown in the tropics could help cut greenhouse gas emissions.

Working as part of an international team, the north Wales scientists looked at how the deforestation of peat-swamps in Malaysia, to make way for oil palm trees, is releasing carbon which has been locked away for thousands of years.

It is feared this carbon will be attacked by microbes and produce the greenhouse gas, carbon dioxide. The Bangor researchers say the ancient carbon comes from deep in the soil, which as the effects of deforestation take hold, breaks down and dissolves into the nearby watercourses.

When describing their work which appears in Nature, Prof Chris Freeman commented: “We first noticed that the ditches draining areas converted to palm oil plantations were loaded with unusually high levels of dissolved carbon back in 1995, but it was not until my researcher Dr Tim Jones took samples to measure the age of that carbon that we realised we were onto something important”. Dr Jones added “We were amazed to discover that the samples from Malaysian oil palm plantations contained the oldest soil-derived dissolved organic carbon ever recorded.”

The Bangor University researchers measured the water leaching from channels in palm oil plantations in the Malaysian peninsular which were originally Peatland Swamp Forest. There are approximately 28,000 km2 of industrial plantations in peninsular Malaysia, Sumatra and Borneo with even more planned, making them a major contributor to peatswamp deforestation in the region. Prof Freeman commented; “Our results are yet another reminder that when we disturb intact peatswamps and convert them to industrial biofuel plantations, we risk adding to the very problem that we are trying to solve”

Prof Freeman added: “We have known for some time that in South East Asia, oil palm plantations were a major threat to biodiversity, including the habitat for orang-utans, and that the drainage could release huge amounts of carbon dioxide during the fires seen there in recent years. But this discovery of a “hidden” new source of problems in the waters draining these peatlands is a reminder that these fragile ecosystems really are in need of conservation.”

New study: Biofuel production benefits industrial capitalists, not planet

Biofuels will serve the interests of large industrial groups rather than helping to cut carbon emissions and ward off climate change, according to research to be published in the International Journal of Environment and Health this month.

Simone Vieri of the University “La Sapienza” of Rome, Italy, explains that, in its policies to combat climate change, the European Union has planned to increase to 10% the share of fuel derived from biofuels on the market by 2020. It has focused attention on first-generation biofuels, made from the conversion of plant material which can be grown specifically for fuel production, such as corn, soy, sugarcane or palm oil. It has given only a secondary role to second-generation biofuels, made from agricultural and woody crop biomass, including waste and by-products.

Vieri suggests that, “In 2020 the EU won’t be able to keep to its 10% biofuels goal using only European agricultural production, but will have to continue importing the greatest part of raw materials, or biofuels.”

In this frame, Vieri explains that, “The EU’s decision to focus on the first-generation biofuels, raises many doubts.” In particular, the approach seems to favour several issues. For instance, it favours production systems that are in competition with traditional agriculture for use of resources and production factors, he says. Additionally, to encourage agro-industrials models, such as those on which the production of first generation biofuels is based, might compromise the possibility of developing models based on multifunctional agriculture and, then, on the production of energy from agriculture waste and by-products rather than from dedicated products.

The adoption of first-generation biofuels sometimes leads to exploitation of human and environmental resources of poorer countries, adds Vieri, as they are commonly the source of many of the agricultural raw materials used for production of biofuels. Moreover, agricultural production processes that change land use can lead to zero net benefit in terms of emissions reduction.

Other problems that arise when reliance is placed on first-generation biofuels lie with the economics. Financial market speculation strengthens the link between the price of oil and the price of the main agricultural raw materials, Vieri says. Furthermore, an increase, or instability of agricultural products’ prices, weighs heavily on poorer nations and their food security.

In this context “the choice to promote first generation biofuels is an example of how politics places the protection of the interests and profit strategies of a restricted number of subjects before the costs and benefits to be had on a wider scale,” adds Vieri.

Vieri adds that the “green economy” model might break new ground if it were to prove able to facilitate reduced emissions and allow economic growth and development with direct benefit to society itself rather than the profits of multinationals.

Villagers in Senegal vow to stop land-grabbing biofuels project

Villagers from northern Senegal vowed Thursday to fight a project by Senegalese and Italian investors to produce biofuels on their land, a venture already forced to relocate once by deadly protests.

“We will fight those who want to take our land. It is the land of our ancestors, an area of 26,000 hectares which houses villages, thousands of heads of cattle, mosques, cemeteries,” Oumar Ba, a representative of a collective of affected villages, told journalists.

“Whoever wants to take our land will first walk over our dead bodies,” said Ba, who lives in the village of Ndiael in the region of the same name.

The Senegalese-Italian company Senethanol/Senhuile had recently announced it was moving the project from the village of Fanaye, where violent protests in October 2011 left two people dead, leading government to suspend the venture.

Senethanol/Senhuile wants to grow sweet potatoes for the production of biofuels, a renewable energy source which has soared in popularity as oil prices rise and concerns grow over emissions from traditional fuels.

The United States and Brazil are the biggest producers, but investors have been criticised for buying up large swathes of land in Africa to produce fuel to be exported to their nations.

Senethanol/Senhuile has denied its project is an example of land-grabbing, and last year described it as “an unquestionable interest in the improvement of the economic and social situation of the villages concerned and all Senegalese.”

But the organisation is again encountering resistance at its new project site.

“The case of Fanaye must serve as a lesson to authorities,” said Marieme Sow of the NGO Enda Pronat, who denounced “land-grabbing in Senegal by multi-nationals.”

“We are making this appeal for government to realise that 60 percent of the population of this country is made up of farmers who need this land.”

Senegalese rap group “Bidew Bou Bess” (New Star in the Wolof language) presented a song called “Don’t Touch My Land” to journalists.

“Let’s block the road to those who want to plunder our land. Let’s stop those who tear up our land. They want our land for profit. They are colonising us, they are using us,” the song said.
