To the surprise of Indigenous and local communities, a huge forest carbon conservation agreement was recently signed in the Malaysian state of Sabah on the island of Borneo.
Granting rights to foreign entities on more than two million hectares of the state’s tropical forests for the next 100-200 years, civil society groups have called for more transparency.
“Is history repeating itself? Are we not yet free or healed from our colonial and wartime histories?” wonders a Sabahan civil society leader who authored this opinion piece calling for more information, more time, and a say.

This was the headline Sabah woke up to on the morning of November 10th. Before the Mongabay story broke, I heard from Australian friends and allies as early as July that something was afoot. Forests, carbon, climate and communities are core to our collaborative work between civil society and government. I asked colleagues in government if they had any information but did not hear a clear response.
Over the weeks, I heard increasingly ominous whisperings. On 28 October, I received an email from international partners who had seen a Sabah deal – claimed to be signed in August – mentioned by external corporate entities in presentation materials. They were curious if I knew anything about it.
The materials were presented by Tierra Australia, Hoch Standard and Global Natural Capital (GNC) – seemingly Australian, Singaporean and Malaysian entities. Here are two slides from the 43 pages I received:
A month later, I’m still struggling to understand why and how this happened – and why we had to learn about it from outside Sabah.
Much has been revealed since then. We’ve now read numerous press articles, social media posts and reposts. We’ve seen online videos of the home offices of our new partners and footage of Hoch Standard’s Corporate Advisor Stan Golokin representing Sabah at COP26 in Glasgow, explaining carbon. We’ve read fact sheets and due diligence reports and realized that we don’t know who Sabah has signed this deal with. And some of us attended a briefing where Datuk Dr. Jeffrey Kitingan and team ‘mansplained‘ the deal to the public and civil society, after the deal was made.
But we have not heard the truth.

I identify as a community member of Sabah. I care about what happens to this tanahair (homeland) we belong to, over the next 100 years and then 100 years beyond that and onwards. I worry about whether our future communities can have food and water, and can be safe, self-determined, and sovereign. I aspire to be a good ancestor.
I, like many people in Sabah, yearn for true leadership that I can trust. I have zero tolerance for vague, unintelligible platitudes and half-truths disguised as leadership. It is an insult to our intelligence.
When will we finally stop with messiah/savior politics? With leaders who only have one tune in their repertoire – divide and rule with promises of wealth – and whose approach to fighting Federal Patriarchy, nationalism and ketuanan (patronage) involves using the exact same rhetoric? I urge us to get out of this delusional and dysfunctional trance before we lose everything and ourselves with it.
With the British North Borneo Chartered Company/Hoch Standard/Tierra Australia, is history repeating itself? Are we not yet free or healed from our colonial and wartime histories? Are we still riddled with illusions of inferiority and such self-doubt that we will step away from responsibility and sovereignty again? And hand our power, our rights, to those who have no idea who we are and what tanahair means?
Has patronage politics disempowered us and debilitated our agency? How can we stand back while discourse and democracy are replaced by silence and blind loyalty to the “lord” (Tuan, Datuk, Tan Sri, Bos, etc.)?
The more our doors are closed, the less transparent our processes become, and the wider the division between us. The more divided we are, the more future-altering decisions are made for the majority by a disconnected few. The more this is normalized, the smaller and less human we become, and more corruption breeds.
Two million hectares is more than a quarter of Sabah, two million hectares of forests is more than half our forests, 100 years is about four generations, 200 years is double that.
This is big. So big and so long that Sabahans deserve and need information and time – and a say. We do not want to be presented a gift of a done deal with bags of money (to perpetuate patronage politics); prior and open fact-sharing, communication and consultation is what we want and in fact demand from our leaders.
Many of us in the social and environmental justice and conservation fields have spent decades working on a range of issues with growing intersectionality. We have nurtured real and trusting relationships both on the ground in Sabah and out in the world. We sought and continue to seek political and societal will and ambition for an equitable, climate-resilient future for Sabah.
We collectively, and in collaboration with Sabah’s civil service, have the confidence, capacities, expertise and partnerships necessary to build a home-grown, bottom-up process: a Sabah process. We do not require the unknown services of a Tierra Australia or the benevolence of a Hoch Standard to tell us who we are, what we have and how we need to manage it.
Is it possible to salvage this moment for Sabah?
Clean up, repent, learn. Pick ourselves up and build a self-governing, sovereign carbon future for Sabah.

The Indigenous Environmental Network condemns the actions of Canada as it inflicts settler violence against the Wet’suwet’en peoples, hypocritically breaking both Wet’suwet’en and Canadian law to push TC Energy’s illegal Coastal Gaslink pipeline through unceded territories.
By entering sovereign Wet’suwet’en territory with RCMP, dogs and assault rifles we are witnessing state-sanctioned violence on behalf of an Oil company, and such barbarous acts of violence inflicted upon Indigenous peoples cannot be defended. These attacks by RCMP are nothing less than Human Rights violations as defined by the United Nations, and acts of extreme detriment to the inherent sovereignty of the Wet’suwet’en. The Wet’suwet’en have asserted self-governance over their territories since time immemorial, and it is their inherent right to defend their lands, resources and bodies from foreign aggressors. They have signed no treaties nor have they relinquished title to their lands. They are not part of so-called Canada and have not consented to bearing the burden of the world’s dependence on an extractive industry such as oil.
We will continue to support the Wet’suwet’en in their struggle and call on others to join us in supporting our relatives. From disrupting business as usual to divesting from banks funding the theft of Indigenous lands, there are steps we can all take to stand with our relatives. These barbarous acts of violent aggression must cease and the inherent right to self determination must be upheld.

The Wet’suwet’en Hereditary Chiefs represent a governance system that predates colonization and the Indian Act which was created in an attempt to outlaw Indigenous peoples from their lands.
The Wet’suwet’en have continued to exercise their unbroken, unextinguished, and unceded right to govern and occupy their lands by continuing and empowering the clan-based governance system to this day. Under Wet’suwet’en law, clans have a responsibility and right to control access to their territories.
The validity of the Wet’suwet’en house and clan system was verified in the Delgamuukw and Red Top Decisions that uphold the authority of the hereditary system on Wet’suwet’en traditional territories.
At this very moment a standoff is unfolding, the outcome of which will determine the future of Northern “BC” for generations to come. Will the entire region be overtaken by the fracking industry, or will Indigenous people asserting their sovereignty be successful in repelling the assault on their homelands?
The future is unwritten. What comes next will be greatly influenced by actions taken in the coming days and weeks. This is a long-term struggle, but it is at a critical moment. That is why we say: The Time is Now. If you are a person of conscience and you understand the magnitude of what is at stake, ask yourself how you might best support the grassroots Wet’suwet’en.

ABSTRACT
This article describes the connections between resource extraction, prostitution, poverty, and climate change. Although resource extraction and prostitution have been viewed as separate phenomena, this article suggests that they are related harms that result in multiple violations of women’s human rights. The businesses of resource extraction and prostitution adversely impact women’s lives, especially those who are poor, ethnically or racially marginalised, and young. The article clarifies associations between prostitution and climate change on the one hand, and poverty, choicelessness, and the appearance of consent on the other. We discuss human rights conventions that are relevant to mitigation of the harms caused by extreme poverty, homelessness, resource extraction, climate change, and prostitution. These include anti-slavery conventions and women’s sex-based rights conventions.
Farley writes: “In this article we offer some conceptual and empirical connections between prostitution, resource extraction, poverty, and climate change.1 These associations are clarified by Seiya Morita’s visual diagram, in Figure 1.2 In the short term, resource extraction leads to a sudden increase in the sex trade, as shown by the arrow on the left side of the diagram. In the long term, resource extraction causes climate change as indicated by the right arrow. Climate change then leads to crises in peoples’ ability to survive extreme events such as drought, floods, or agricultural collapse. These climate change catastrophes result in poverty which then mediates and channels women into the sex trade. The arrow on the bottom of Figure 1 illustrates this process.
The initial phase of resource extraction launches and expands prostitution
“At first, colonists and their descendants subordinate indigenous people who live on lands rich in natural resources. Historically, extraction industries have exploited young, poor men who are paid well to perform jobs that no one else wants because the jobs are unplea- sant and dangerous. This initial phase of resource extraction temporarily results in a boom economy with cash-rich but lonely working-class men. In order to pacify the workers and enrich the pimps, women and girls who are under pimp control are delivered to workers in these boom/sacrifice zones such as the Bakken oil fields in USA and Canada, gold mines in South Africa, coltan mining regions in Colombia, and logging regions in Brazil.3 This movement of trafficked women increases prostitution both in the boom town and in neigh- bouring communities. Following is an example of this process.
“The Bakken oil fields of Montana/North Dakota/Saskatchewan/Manitoba are located in lands where the Dakota Access Pipeline causes physical, psychological, and cultural damage to the community, and ecocidal harm to the land and the water.4 In 2008, large numbers of pipeline workers moved into the Bakken region’s barracks-style housing which were named man camps. Sexual assaults, domestic violence, and sex trafficking tripled in communities adjacent to the oilfield sacrifice zones,5 with especially high rates of sexual violence toward Native women.6 Adverse consequences of living near extractive projects include increased rates of sexually transmitted infections and still- births; general deterioration in health; ecological degradation and climate change; threats to food security; and political corruption – all of which severely impact women.7 When resource extraction is terminated, for example when coltan mining was halted in Congo because of environmental protests, the newly expanding sex trade remains in operation, an enduring legacy of colonisation. Belgium’s domination of Congo gradually shifted from state to corporate colonisation.8 The Belgian colonists’ commodification of the nation diminished the people’s social and political power, leaving them poorer, with fewer resources, and often desperate for a means of survival even before the later phase of climate change occurred. This sequence happens wherever resources are commodified. Initially, a boom economy based on resource extraction creates short-term job opportunities and wealth previously unknown. Prostitution is established both to pacify the workers and to generate money for pimps and traffickers. When the boom economy goes bust, men’s continued demand for paid sexual access, combined with women’s need for survival – drive the institution of prostitution, which remains even after the extraction industry has ended.”

Non-neutrality of technology & limits to conspiracy theory

“For, prior to all such, we have the things themselves for our masters. Now they are many; and it is through these that the men who control the things inevitably become our masters too.” Epictetus, Discourses, Book IV, Thomas Wentworth Higginson, Ed.
In an essay published in the fall of 1872, entitled “On Authority,” Friedrich Engels, Marx’s alter ego, railed against the “anti-authoritarians” (the anarchists) who imagined they could organize the production of “modern industry” without recourse to any authority:
“Let us take by way of example a cotton spinning mill. The cotton must pass through at least six successive operations before it is reduced to the state of thread, and these operations take place for the most part in different rooms. Furthermore, keeping the machines going requires an engineer to look after the steam engine, mechanics to make the current repairs, and many other labourers whose business it is to transfer the products from one room to another, and so forth. All these workers, men, women and children, are obliged to begin and finish their work at the hours fixed by the authority of the steam, which cares nothing for individual autonomy. The workers must, therefore, first come to an understanding on the hours of work; and these hours, once they are fixed, must be observed by all, without any exception. Thereafter particular questions arise in each room and at every moment concerning the mode of production, distribution of material, etc., which must be settled by decision of a delegate placed at the head of each branch of labour or, if possible, by a majority vote, the will of the single individual will always have to subordinate itself, which means that questions are settled in an authoritarian way.”
He mentioned another example,
“the railway. Here too the co-operation of an infinite number of individuals is absolutely necessary, and this co-operation must be practised during precisely fixed hours so that no accidents may happen. Here, too, the first condition of the job is a dominant will that settles all subordinate questions, whether this will is represented by a single delegate or a committee charged with the execution of the resolutions of the majority of persona interested. In either case there is a very pronounced authority. Moreover, what would happen to the first train dispatched if the authority of the railway employees over the Hon. passengers were abolished?”
What needs to be understood is that:
“The automatic machinery of the big factory is much more despotic than the small capitalists who employ workers ever have been. At least with regard to the hours of work one may write upon the portals of these factories: Lasciate ogni autonomia, voi che entrate! [Leave, ye that enter in, all autonomy behind!]
If man, by dint of his knowledge and inventive genius, has subdued the forces of nature, the latter avenge themselves upon him by subjecting him, in so far as he employs them, to a veritable despotism independent of all social organization. Wanting to abolish authority in large-scale industry is tantamount to wanting to abolish industry itself, to destroy the power loom in order to return to the spinning wheel.”
To put it another way, Engels points out that technical complexity is tied to organizational imperatives. Separate to any individual’s intention, each technology, each technical device, has its own ecological and social implications.
In a similar vein to Engels, George Orwell noted that:
“…one is driven to the conclusion that Anarchism implies a low standard of living. It need not imply a hungry or uncomfortable world, but it rules out the kind of air-conditioned, chromium-plated, gadget-ridden existence which is now considered desirable and enlightened. The processes involved in making, say, an aeroplane are so complex as to be only possible in a planned, centralized society, with all the repressive apparatus that that implies. Unless there is some unpredictable change in human nature, liberty and efficiency must pull in opposite directionsi.”
Consider another example. The fabrication of a wicker basket, like that of a nuclear power plant (or a solar photovoltaic power plant, or a smartphone, or a television set), has material (and therefore ecological) as well as social implications. In case of the former, these material implications are related to the collection of wicker. While in case of the second, they relate, among other things, to the procuring (mining, etc.) of the innumerable raw materials needed to build a nuclear power plant, and before that, to the construction of the tools needed to extract those raw materials, and so on – modern technologies are always embedded in a gigantic technological system made up of many different technologies with immense social and material implications.
In his essay entitled “The Archaeology of the Development Idea,” Wolfgang Sachs takes the example of:
“an electric mixer. Whirring and slightly vibrating, it mixes ingredients in next to no time. A wonderful tool! So it seems. But a quick look at cord and wall-socket reveals that what we have before us is rather the domestic terminal of a national, indeed worldwide, system: the electricity arrives via a network of cables and overhead utility lines fed by power stations that depend on water pressures, pipelines or tanker consignments, which in turn require dams, offshore platforms or derricks in distant deserts. The whole chain guarantees an adequate and prompt delivery only if every one of its parts is overseen by armies of engineers, planners and financial experts, who themselves can fall back on administrations, universities, indeed entire industries (and sometimes even the military).”
Back to the wicker basket and the nuclear power plant. The social implications of the wicker basket are minimal. It relies on the transmission of a very simple skill that can be understood and applied by any person. The social implications of the nuclear power plant are immeasurable and far reaching. The construction of a nuclear power plant is based on a social organization capable of generating a massive division and specialization of work, highly qualified engineers, workers, managers of all kinds (i.e. on an organization with a system of schooling, a way of producing an obedient workforce, scientific elites, etc.), of transporting materials between distant points of the globe, etc. (and this was the case in the USSR as well as it is in the USA today).
Therefore, those who claim — often without having seriously thought about the matter — that technologies are “neutral” because one can use a knife to cut butter or slit one’s neighbor’s throat are seriously mistaken. Yes, you can use a knife to cut butter or slit your neighbor’s throat. But no, this certainly does not mean that this technology is “neutral”, it only testifies the existence of a certain versatility in the use of technological tools. They are seriously mistaken because they ignore the conditions under which the knife is obtained, made and produced. They overlook or ignore the way in which the technology they take as an example is manufactured. They assume that the technology already exists — as if technologies fell from the sky or grew naturally in trees, or as if they were simply tools floating in space-time, implying nothing, coming from nothing, just waiting to be used well or badly.
This is, obviously, not the case. No technology is “neutral”. Every technology has social and material requirements. The case of objects like the knife is special in that there exists very simple versions of them, corresponding to low technologies, soft technologies, whose social and material implications are minimal, as well as complex versions of them, which belong to the high-tech realm, whose social and material implications are innumerable. A knife does not have the same social and material implications depending on whether it is a (prehistoric) knife made of flint or obsidian or a knife bought at Ikea made of stainless steel (including chromium, molybdenum and vanadium) with a handle made of polypropylene. The manufacturing processes, the materials needed, the specialized knowledge involved are completely different.
In an essay called “Authoritarian and Democratic Technics”, dated 1964, American sociologist Lewis Mumford distinguished two main categories of technologies (techniques, in his vocabulary). Democratic technologies and authoritarian technologies. Democratic technologies are those that rely on a “small-scale method of production”, that promote “communal self-government, free communication as between equals, unimpeded access to the common store of knowledge, protection against arbitrary external controls, and a sense of individual moral responsibility for behavior that affects the whole community”. They favor “personal autonomy” and give “authority to the whole rather than the part”. Democratic technology has “modest demands” and “great powers of adaptation and recuperation”.
Authoritarian technologies, on the other hand, confer “authority only to those at the apex of the social hierarchy,” rely on the “new configuration of technical invention, scientific observation, and centralized political control that gave rise to the peculiar mode of life we may now identify, without eulogy, as civilization”, on “ruthless physical coercion, forced labor and slavery”, on “complex human machines composed of specialized, standardized, replaceable and interdependent parts — the work army, the military army, the bureaucracy”.
What does this have to do with conspiracy theory? One of the characteristics of a conspiracy theory is the blaming of nefarious individuals for most of the ills that plague the human condition in contemporary industrial civilization. As if all our problems were the result of malevolent intentions of wicked people. Most conspiracists — and this trait is not exclusive to them, it also characterizes most people on the left — imagine that without these bad people and their bad intentions, we could live in a just and good, egalitarian and sustainable technological civilization. It would simply be a matter of electing good rulers or reforming society in multifarious ways (as if systems and objects of themselves had no requirements, no implications).
However, as we have made clear, we should recognize that all things — including technologies — have requirements and implications independent of the will of any specific human being.
As Langdon Winner noticed in his book The Whale and The Reactor, each and every technology requires its environment
“to be structured in a particular way in much the same sense that an automobile requires wheels in order to move. The thing could not exist as an effective operating entity unless certain social as well as material conditions were met.”
This is why some technologies (certain types of technologies) are, by necessity, linked to authoritarianism. This is most notably the case, to state the obvious, of all “high technologies”, of all modern technologies in general. We should note that, historically, the more civilization became global (the more the economic system became global), the more powerful its technologies became, the more rigid and authoritarian. This process is still ongoing. And the more powerful and dangerous technologies become, like nuclear power or artificial intelligence, the more authoritarianism — a thorough control of people and processes and everyday life — becomes necessary in order to prevent any catastrophe, in other words, the more technocratic society becomes.
Let us take another thing as an example: the size of human societies. In his “Project of Constitution for Corsica”, written in 1765, Jean-Jacques Rousseau noted:
“A purely democratic government is more suitable for a small town than for a nation. One cannot assemble the whole people of a country like that of a city, and when the supreme authority is entrusted to deputies the government changes and becomes aristocratic.”
In his book The Myth of The Machine (1967), Lewis Mumford similarly noted:
“Democracy, in the sense I here use the term, is necessarily most active in small communities and groups, whose members meet face to face, interact freely as equals, and are known to each other as persons: it is in every respect the precise opposite of the anonymous, de-personalized, mainly invisible forms of mass association, mass communication, mass organization. But as soon as large numbers are involved, democracy must either succumb to external control and centralized direction, or embark on the difficult task of delegating authority to a cooperative organization.”
The size of a human society has, quite logically, implications, meaning that it determines — at least in part — how its members are able to organize themselves politically, independent of human preferences. One can wish with all one’s heart to establish a real democracy (i.e. a direct democracy) with 300 million people, but in practice it is (very) complicated.
All things have their requirements.
We could take another example, related to the previous one: Human density. Since its advent, civilization has been synonymous with the emergence of infectious diseases, epidemics and pandemics (the Athens plague, the Antonine plague, etc.), because one of its intrinsic characteristics is a high concentration of domesticated animals, where pathogens can mutate and reproduce, near a high concentration of — also domesticated — human beings (assembled in cities), who can thus be contaminated by the pathogens of their domesticated animals, and then infect each other all the more quickly and extensively as the available means of transportation are rapid and global. In addition to all this, because of its needs, every civilization has a systemic imperative to degrade existing ecosystems, to disturb nature’s dynamic equilibriums, which increases the risk of new epidemics or pandemics.
In order to alleviate these problems, industrial civilization has developed various remedies, including vaccination.
Just as industrially raised pigs would probably not survive in their environment without medication (antibiotics and others), urban existence and civilized life (the life of industrially raised human beings) would be difficult without vaccines [or some other form of palliative], with even more numerous and devastating epidemics and pandemics.
Here we see again that things have their requirements. The list of possible examples goes on and on. This means, among other things, that life in cities, with running water, electricity and high technology in general has many social and material implications, among which, in all probability, a hierarchical, authoritarian and unequal social system. (It is certainly the case that the requirements of things are not always extremely precise, offering relative latitude: the sanitary pass in France was probably not an absolute necessity, since many countries didn’t implement it, at least not yet; on the other hand, all of the nation-states worldwide are constituted in a similar way since one finds police forces, a president etc. everywhere).
Yes, some individuals already own and seek to monopolize more and more power and wealth. But if we live in authoritarian societies today, it is certainly not — not onlyii — because of greedy individuals, lusting for control, power and wealth. The authoritarian and unequal character of industrial civilization is not — not only — the result of the intentions and deeds of a few ultra-rich people like Klaus Schwab or Bill Gates. It is, in great part, the result of the requirements of the things that constitute it — technical systems, specific technologies, economic systems, etc.
If we want to get rid of authoritarianism, inequality, and found true democracies, we have to give up all those things whose requirements prevent us from doing so — in particular, we have to give up modern technologies.

ii“Not only” because initially, if we came to live in authoritarian societies, in industrial civilization, it is largely because of the intentions of a few groups of individuals, who gradually (and by means of force, violence) imposed this new socio-technical organization on the populations. And because the rich and powerful, the elite, sometimes conspire (history is full of examples of conspiracies that are now officially acknowledged) to make people accept new technical systems, which come with certain requirements. Once these systems have been accepted and adopted by people, they have no other choice, if they wish to keep them, than to comply with their requirements.

The U.S. military is famous for being the single largest consumer of petroleum products in the world and the largest emitter of greenhouse gases. Its carbon emissions exceed those released by “more than 100 countries combined.”
Now, with the Biden administration’s mandate to slash carbon emissions “at least in half by the end of the decade,” the Pentagon has committed to using all-electric vehicles and transitioning to biofuels for all its trucks, ships and aircraft. But is only addressing emissions enough to mitigate the current climate crisis?
What does not figure into the climate calculus of the new emission-halving plan is that the Pentagon can still continue to destroy Earth’s natural systems that help sequester carbon and generate oxygen. For example, the plan ignores the Pentagon’s continuing role in the annihilation of whales, in spite of the miraculous role that large cetaceans have played in delaying climate catastrophe and “maintaining healthy marine ecosystems,” according to a report by Whale and Dolphin Conservation. This fact has mostly gone unnoticed until only recently.
There are countless ways in which the Pentagon hobbles Earth’s inherent abilities to regenerate itself. Yet, it has been the decimation of populations of whales and dolphins over the last decade—resulting from the year-round, full-spectrum military practices carried out in the oceans—that has fast-tracked us toward a cataclysmic environmental tipping point.
The other imminent danger that whales and dolphins face is from the installation of space-war infrastructure, which is taking place currently. This new infrastructure comprises the development of the so-called “smart ocean,” rocket launchpads, missile tracking stations and other components of satellite-based battle. If the billions of dollars being plowed into the 2022 defense budget for space-war technology are any indication of what’s in store, the destruction to marine life caused by the use of these technologies will only accelerate in the future, hurtling Earth’s creatures to an even quicker demise than already forecast.
Whale Health: The Easiest and Most Effective Way to Sequester Carbon
It’s first important to understand how whales are indispensable to mitigating climate catastrophe, and why reviving their numbers is crucial to slowing down damage and even repairing the marine ecosystem. The importance of whales in fighting the climate crisis has also been highlighted in an article that appeared in the International Monetary Fund’s Finance and Development magazine, which calls for the restoration of global whale populations. “Protecting whales could add significantly to carbon capture,” states the article, showing how the global financial institution also recognizes whale health to be one of the most economical and effective solutions to the climate crisis.
Throughout their lives, whales enable the oceans to sequester a whopping 2 billion metric tons of carbon dioxide per year. That astonishing amount in a single year is nearly double the 1.2 billion metric tons of carbon that was emitted by the U.S. military in the entire 16-year span between 2001 and 2017, according to an article in Grist, which relied on a paper from the Costs of War Project at Brown University’s Watson Institute.
The profound role of whales in keeping the world alive is generally unrecognized. Much of how whales sequester carbon is due to their symbiotic relationship with phytoplankton, the organisms that are the base of all marine food chains.
The way the sequestering of carbon by whales works is through the piston-like movements of the marine mammals as they dive to the depths to feed and then come up to the surface to breathe. This “whale pump” propels their own feces in giant plumes up to the surface of the water. This helps bring essential nutrients from the ocean depths to the surface areas where sunlight enables phytoplankton to flourish and reproduce, and where photosynthesis promotes the sequestration of carbon and the generation of oxygen. More than half the oxygen in the atmosphere comes from phytoplankton. Because of these infinitesimal marine organisms, our oceans truly are the lungs of the planet.
More whales mean more phytoplankton, which means more oxygen and more carbon capture. According to the authors of the article in the IMF’s Finance and Development magazine—Ralph Chami and Sena Oztosun, from the IMF’s Institute for Capacity Development, and two professors, Thomas Cosimano from the University of Notre Dame and Connel Fullenkamp from Duke University—if the world could increase “phytoplankton productivity” via “whale activity” by only 1 percent, it “would capture hundreds of millions of tons of additional CO2 a year, equivalent to the sudden appearance of 2 billion mature trees.”
Even after death, whale carcasses function as carbon sinks. Every year, it is estimated that whale carcasses transport 190,000 tons of carbon, locked within their bodies, to the bottom of the sea. That’s the same amount of carbon produced by 80,000 cars per year, according to Sri Lankan marine biologist Asha de Vos, who appeared on TED Radio Hour on NPR. On the seafloor, this carbon supports deep-sea ecosystems and is integrated into marine sediments.
Vacuuming CO2 From the Sky—a False Solution
Meanwhile, giant concrete-and-metal “direct air carbon capture” plants are being planned by the private sector for construction in natural landscapes all over the world. The largest one began operation in 2021 in Iceland. The plant is named “Orca,” which not only happens to be a type of cetacean but is also derived from the Icelandic word for “energy” (orka).
Orca captures a mere 10 metric tons of CO2 per day—compared to about 5.5 million metric tons per day of that currently sequestered by our oceans, due, in large part, to whales. And yet, the minuscule comparative success by Orca is being celebrated, while the effectiveness of whales goes largely unnoticed. In fact, President Joe Biden’s $1 trillion infrastructure bill contains $3.5 billion for building four gigantic direct air capture facilities around the country. Nothing was allocated to protect and regenerate the real orcas of the sea.
If ever there were “superheroes” who could save us from the climate crisis, they would be the whales and the phytoplankton, not the direct air capture plants, and certainly not the U.S. military. Clearly, a key path forward toward a livable planet is to make whale and ocean conservation a top priority.
‘We Have to Destroy the Village in Order to Save It’
Unfortunately, the U.S. budget priorities never fail to put the Pentagon above all else—even a breathable atmosphere. At a December 2021 hearing on “How Operational Energy Can Help Us Address Logistics Challenges” by the Readiness Subcommittee of the U.S. House Armed Services Committee, Representative Austin Scott (R-GA) said, “I know we’re concerned about emissions and other things, and we should be. We can and should do a better job of taking care of the environment. But ultimately, when we’re in a fight, we have to win that fight.”
This logic that “we have to destroy the village in order to save it” prevails at the Pentagon. For example, hundreds of naval exercises conducted year-round in the Indo-Pacific region damage and kill tens of thousands of whales annually. And every year, the number of war games, encouraged by the U.S. Department of Defense, increases.
They’re called “war games,” but for creatures of the sea, it’s not a game at all.
Pentagon documents estimate that 13,744 whales and dolphins are legally allowed to be killed as “incidental takes” during any given year due to military exercises in the Gulf of Alaska.
In waters surrounding the Mariana Islands in the Pacific Ocean alone, the violence is more dire. More than 400,000 cetaceans comprising 26 species were allowed to have been sacrificed as “takes” during military practice between 2015 and 2020.
These are only two examples of a myriad of routine naval exercises. Needless to say, these ecocidal activities dramatically decrease the ocean’s abilities to mitigate climate catastrophe.
The Perils of Sonar
The most lethal component to whales is sonar, used to detect submarines. Whales will go to great lengths to get away from the deadly rolls of sonar waves. They “will swim hundreds of miles… and even beach themselves” in groups in order to escape sonar, according to an article in Scientific American. Necropsies have revealed bleeding from the eyes and ears, caused by too-rapid changes in depths as whales try to flee the sonar, revealed the article.
Low levels of sonar that may not directly damage whales could still harm them by triggering behavioral changes. According to an article in Nature, a 2006 UK military study used an array of hydrophones to listen for whale sounds during marine maneuvers. Over the period of the exercise, “the number of whale recordings dropped from over 200 to less than 50,” Nature reported.
“Beaked whale species… appear to cease vocalising and foraging for food in the area around active sonar transmissions,” concluded a 2007 unpublished UK report, which referred to the study.
The report further noted, “Since these animals feed at depth, this could have the effect of preventing a beaked whale from feeding over the course of the trial and could lead to second or third order effects on the animal and population as a whole.”
The report extrapolated that these second- and third-order effects could include starvation and then death.
The ‘Smart Ocean’ and the JADC2
Until now, sonar in the oceans has been exclusively used for military purposes. This is about to change. There is a “subsea data network” being developed that would use sonar as a component of undersea Wi-Fi for mixed civilian and military use. Scientists from member nations of the Institute of Electrical and Electronics Engineers (IEEE), including, but not limited to Australia, China, the UK, South Korea and Saudi Arabia, are creating what is called the “Internet of Underwater Things,” or IoUT. They are busy at the drawing board, designing data networks consisting of sonar and laser transmitters to be installed across vast undersea expanses. These transmitters would send sonar signals to a network of transponders on the ocean surface, which would then send 5G signals to satellites.
Utilized by both industry and military, the data network would saturate the ocean with sonar waves. This does not bode well for whale wellness or the climate. And yet, promoters are calling this development the “smart ocean.”
The military is orchestrating a similar overhaul on land and in space. Known as the Joint All-Domain Command and Control (JADC2), it would interface with the subsea sonar data network. It would require a grid of satellites that could control every coordinate on the planet and in the atmosphere, rendering a real-life, 3D chessboard, ready for high-tech battle.
In service to the JADC2, thousands more satellites are being launched into space. Reefs are being dredged and forests are being razed throughout Asia and the Pacific as an ambitious system of “mini-bases” is being erected on as many islands as possible—missile deployment stations, satellite launch pads, radar tracking stations, aircraft carrier ports, live-fire training areas and other facilities—all for satellite-controlled war. The system of mini-bases, in communication with the satellites, and with aircraft, ships and undersea submarines (via sonar), will be replacing the bulky brick-and-mortar bases of the 20th century.
Its data-storage cloud, called JEDI (Joint Enterprise Defense Infrastructure), will be co-developed at a cost of tens of billions of dollars. The Pentagon has requested bids on the herculean project from companies like Microsoft, Amazon, Oracle and Google.
Save the Whales, Save Ourselves
Viewed from a climate perspective, the Department of Defense is flagrantly barreling away from its stated mission, to “ensure our nation’s security.” The ongoing atrocities of the U.S. military against whales and marine ecosystems make a mockery of any of its climate initiatives.
While the slogan “Save the Whales” has been bandied about for decades, they’re the ones actually saving us. In destroying them, we destroy ourselves.
Workers’ rights activists around the globe rejoiced on Friday after Indian Prime Minister Narendra Modi announced that his government will repeal three corporate-friendly agricultural laws that the nation’s farmers have steadfastly resisted for more than a year.
The Samyukta Kisan Morcha (SKM), a coalition of over 40 farmers’ unions that led the protests, called the development a “historic victory” for those “who struggled resolutely, unitedly, continuously, and peacefully for one year so far in the historic farmers’ struggle,” India Today reported, citing a statement from SKM.
“Prime Minister Narendra Modi’s announcement to repeal three farm laws is a welcome step in the right direction,” said SKM, though the organized labor coalition did not commit to ending its mobilization. “SKM hopes that the government of India will go the full length to fulfill all the legitimate demands of protesting farmers, including statutory legislation to guarantee a remunerative MSP [Minimum Support Price].”
Rakesh Tikait, a leader of the Bharatiya Kisan Union, welcomed Modi’s announcement but said that “we will wait for the day when the farm laws are repealed in Parliament,” where the winter session starts on November 29. He added that in addition to the MSP demand, “the government should talk to farmers on other issues.”
Modi’s announcement—and the sustained resistance of India’s farmers—were celebrated by progressives worldwide.

Al Jazeerareported that Modi’s “sudden concession comes ahead of elections early next year in Uttar Pradesh, India’s most populous state, and two other northern states with large rural populations.” Opposition parties attributed the prime minister’s move to sinking poll numbers, characterizing it as part of an effort to appeal to voters who support or sympathize with the nation’s struggling farmers.
According toCNN, “Farmers are the biggest voting bloc in the country, and the agricultural sector sustains about 58% of India’s 1.3 billion citizens. Angering farmers could see Modi lose a sizable number of votes.”
As India Today noted, “Hundreds of farmers have been camping at three places on the Delhi border since November 2020, demanding the repeal of the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; Farmers’ (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020; and the Essential Commodities (Amendment) Act, 2020.”
For over a year, CNN reported, “Indian farmers have fought the three laws, which they said leave them open to exploitation by large corporations and could destroy their livelihoods.”
Al Jazeeraexplained that “the legislation the farmers object to,” passed last September, “deregulates the sector, allowing farmers to sell produce to buyers beyond government-regulated wholesale markets, where growers are assured of a minimum price.”
Modi’s cabinet said the laws are “aimed at giving farmers the freedom to sell directly to institutional buyers such as big trading houses, large retailers, and food processors,” Reutersreported. While Modi claimed the legislation “will ‘unshackle’ millions of farmers and help them get better prices,” opposition parties said that “farmers’ bargaining power will be diminished.”
Small farmers expressed alarm about the legislation, saying that “the changes make them vulnerable to competition from big business, and that they could eventually lose price support for staples such as wheat and rice,” Al Jazeerareported.
Beginning last September, farmers from regions of India that are major producers of wheat and rice blocked railway tracks, which was followed by larger, nationwide protests, including some that used trucks, tractors, and combine harvesters to block highways leading to New Dehli, the nation’s capital.
By last December, “protests spread across India, as farm organizations call[ed] for a nationwide strike after inconclusive talks with the government,” Reuters reported, adding that demonstrations also took place throughout the Sikh diaspora.
In January, “India’s Supreme Court order[ed] an indefinite stay on the implementation of the new agricultural laws, saying it wanted to protect farmers and would hear their objections,” the news outlet noted.
Over the course of several months, which included a brutal winter and a devastating Covid-19 surge, farmers continued to agitate for full repeal of the three laws. Repression from Modi’s right-wing Hindu nationalist Bharatiya Janata Party resulted in hundreds of deaths.
At the largest rally to date, more than half a million farmers gathered in Uttar Pradesh on September 5, roughly 10 weeks before Modi announced that he will repeal the laws.
In response to Modi’s decision on Friday, “farmers at [the] protest sites of Ghazipur, Tikri, and Singhu borders celebrated by bursting crackers, distributing sweets, and welcoming the [government’s] move,” India Today reported.
The Transnational Institute praised “the resilience, courage, and determination of India’s farmers who succeeded in overturning the pernicious farm laws,” calling it “the power of movements.”

That sentiment was shared by numerous other observers.
“The repeal of the three farm laws—unconstitutional, with no demonstrable benefits, and aimed to expand corporate control over agriculture—is a major political victory for India’s peasant movement,” said R. Ramakumar, an economics professor in the School of Development Studies at the Tata Institute of Social Sciences in Mumbai. “Their resolute struggle has shown and amplified the power of dissent in our democracy.”
Priyamvada Gopal, a professor of postcolonial studies at the University of Cambridge, placed the overturning of Modi’s unpopular reforms in a broader context, arguing that “the victory of farmers in North India is not a local matter.”
“This is a victory of global significance,” she added. “Immense class and oppressed caste solidarity, fierce determination, [and] deep courage defeated the combine of chauvinist authoritarianism and corporate greed—our common enemy.”
