United States government played active role in massacre of Miskito people in Honduras

On May 22 and 23 a delegation of human rights activists from the United States organized by Rights Action and Alliance for Global Justice visited the community of Ahuás in the Moskitia region of Honduras. The delegation witnessed an atmosphere of terror being generated amongst dire poverty in an area where the indigenous people are now losing control of natural resources which are key to the development of their economy.

The group inquired into the May 11, 2012 massacre of indigenous Miskito people by gunfire from U.S. State Department – titled helicopters that the US government confirms carried U.S. DEA agents and security contractors. The boat and its passengers had almost completed an eight hour trip to Ahuas from the town of Barra Patuca. Four were killed, including two pregnant women, a 14-year-old boy and a 21-year-old man, while at least four more were seriously injured.

Following the massacre at least one helicopter landed and at least ten, tall, light-skinned English speakers with limited Spanish proficiency wearing military type uniforms exited the helicopters to collect cocaine from a boat near the massacre site. They aimed guns at, threatened to kill, and handcuffed residents of the town who had come to assist the wounded. Victims lay on the banks of the river and in the damaged boat until after helicopters departed. In this way security forces delayed emergency medical assistance two to three hours.

Neither U.S. nor Honduran authorities have interviewed the eye witnesses or secured evidence at the crime scene, indicating that no serious investigation has been conducted into the massacre. Even without conducting a serious investigation U.S. and Honduran officials have accused the victims, the population in general and local authorities of participating in drug trafficking.

Since the massacre Ahuas has been occupied by several dozen Honduran troops, and it is reported that U.S. military presence in the vicinity of Ahuas is increasing. U.S. government authorities recognize that counterinsurgency tactics are being used while they identify the indigenous communities as drug traffickers. Indigenous communities in Central America have once again become the focus of U.S. counterinsurgency actions.

Many people the group spoke with noted that militarization and violence generated by the U.S. drug war is focused where there are significant natural resources, Ahuas is known to hold significant petroleum deposits and Texas-based Honduras Tejas Oil and Gas Company, a joint venture with concessions in the Moskitia, estimates there are six to eight billion barrels of oil reserves in the Moskitia.

The delegation is calling for a serious and credible investigation including a Congressional hearing that identifies criminal responsibility in the massacre, the withdrawal of U.S. security forces from Honduras, and suspension of U.S. military assistance to Central America.

Settlers waging campaign of sexual terror against indigenous people in Bangladesh

An eleven-year old girl from the Chakma tribe in Bangladesh has been raped and murdered by a settler.

Sujata Chakma and her younger brother were grazing cows near their village when she was attacked on 9 May.

A suspect has been arrested, but local indigenous people have little faith he will be brought to justice.

Between January and May this year, at least six Jumma girls and women have been raped. Rina Dewan of the Hill Women’s Federation says, ‘The setters continue to commit rape with impunity; not a single rapist has ever been brought to justice, and this is the single greatest factor contributing to the recurrence of this heinous crime.’

The government of Bangladesh has moved hundreds of thousands of settlers into the Chittagong Hill Tracts, home to eleven tribes, known collectively as Jummas.

The settlers have displaced many of the indigenous Jummas, who have also been subjected to violent repression by the army. Jumma women and young girls are especially vulnerable to violent sexual attacks.

Whilst this violence continues unabated and with seemingly little attempt by the authorities to prosecute the perpetrators, evidence has emerged of further attempts to undermine the rights of the indigenous Jumma people.

A confidential circular, from the political wing of Bangladesh’s Ministry of Home Affairs, has recently emerged. The document was distributed to government officials last year in the run up to the UN International Day of the World’s Indigenous Peoples on August 9th.

It warned government officials not to contradict the official government policy that there are no indigenous people in Bangladesh – only ‘tribal people’ and ‘small ethnic groups’.

It went on to recommend that no government support should be given during Indigenous Peoples’ Day and that steps should be taken to publicise that ‘there are no indigenous people in Bangladesh’.

This circular comes in the wake of amendments to the constitution in June 2011, which controversially failed to recognize the estimated 50-60 indigenous peoples living in Bangladesh as ‘indigenous peoples’, in line with the United Nations understanding of the term.

Instead, it describes them as, ‘tribes, ethnic groups, ethnic sects and communities’. The government of Bangladesh has since announced that it will remove all references to ‘indigenous’ and ‘Adivasi’ from government documents, laws and even school textbooks.

The government’s attack on the term ‘indigenous’ and on the celebration of Indigenous Peoples’ Day is even more surprising given that in previous years the Prime Minister herself sent messages of support to the country’s indigenous peoples on Indigenous Peoples’ Day. Her party’s election manifesto also contained the term indigenous (Adivasi) several times.

Survival’s Director, Stephen Corry said today, ‘Instead of worrying about whether ministers might accidently use the term ‘indigenous’, the government of Bangladesh should be ensuring that Jumma women and young girls are safe from rape and murder. The record of prosecuting those responsible for these atrocities is scandalous – it’s high time that the government put its priorities in order and respected the rights of the Jummas’.

Chris Hedges: Welcome to the Asylum

When civilizations start to die they go insane. Let the ice sheets in the Arctic melt. Let the temperatures rise. Let the air, soil and water be poisoned. Let the forests die. Let the seas be emptied of life. Let one useless war after another be waged. Let the masses be thrust into extreme poverty and left without jobs while the elites, drunk on hedonism, accumulate vast fortunes through exploitation, speculation, fraud and theft. Reality, at the end, gets unplugged. We live in an age when news consists of Snooki’s pregnancy, Hulk Hogan’s sex tape and Kim Kardashian’s denial that she is the naked woman cooking eggs in a photo circulating on the Internet. Politicians, including presidents, appear on late night comedy shows to do gags and they campaign on issues such as creating a moon colony. “[A]t times when the page is turning,” Louis-Ferdinand Celine wrote in “Castle to Castle,” “when History brings all the nuts together, opens its Epic Dance Halls! hats and heads in the whirlwind! Panties overboard!”

The quest by a bankrupt elite in the final days of empire to accumulate greater and greater wealth, as Karl Marx observed, is modern society’s version of primitive fetishism. This quest, as there is less and less to exploit, leads to mounting repression, increased human suffering, a collapse of infrastructure and, finally, collective death. It is the self-deluded, those on Wall Street or among the political elite, those who entertain and inform us, those who lack the capacity to question the lusts that will ensure our self-annihilation, who are held up as exemplars of intelligence, success and progress. The World Health Organization calculates that one in four people in the United States suffers from chronic anxiety, a mood disorder or depression—which seems to me to be a normal reaction to our march toward collective suicide. Welcome to the asylum.

When the most basic elements that sustain life are reduced to a cash product, life has no intrinsic value. The extinguishing of “primitive” societies, those that were defined by animism and mysticism, those that celebrated ambiguity and mystery, those that respected the centrality of the human imagination, removed the only ideological counterweight to a self-devouring capitalist ideology. Those who held on to pre-modern beliefs, such as Native Americans, who structured themselves around a communal life and self-sacrifice rather than hoarding and wage exploitation, could not be accommodated within the ethic of capitalist exploitation, the cult of the self and the lust for imperial expansion. The prosaic was pitted against the allegorical. And as we race toward the collapse of the planet’s ecosystem we must restore this older vision of life if we are to survive.

The war on the Native Americans, like the wars waged by colonialists around the globe, was waged to eradicate not only a people but a competing ethic. The older form of human community was antithetical and hostile to capitalism, the primacy of the technological state and the demands of empire. This struggle between belief systems was not lost on Marx. “The Ethnological Notebooks of Karl Marx” is a series of observations derived from Marx’s reading of works by historians and anthropologists. He took notes about the traditions, practices, social structure, economic systems and beliefs of numerous indigenous cultures targeted for destruction. Marx noted arcane details about the formation of Native American society, but also that “lands [were] owned by the tribes in common, while tenement-houses [were] owned jointly by their occupants.” He wrote of the Aztecs, “Commune tenure of lands; Life in large households composed of a number of related families.” He went on, “… reasons for believing they practiced communism in living in the household.” Native Americans, especially the Iroquois, provided the governing model for the union of the American colonies, and also proved vital to Marx and Engel’s vision of communism.

Marx, though he placed a naive faith in the power of the state to create his workers’ utopia and discounted important social and cultural forces outside of economics, was acutely aware that something essential to human dignity and independence had been lost with the destruction of pre-modern societies. The Iroquois Council of the Gens, where Indians came together to be heard as ancient Athenians did, was, Marx noted, a “democratic assembly where every adult male and female member had a voice upon all questions brought before it.” Marx lauded the active participation of women in tribal affairs, writing, “The women [were] allowed to express their wishes and opinions through an orator of their own election. Decision given by the Council. Unanimity was a fundamental law of its action among the Iroquois.” European women on the Continent and in the colonies had no equivalent power.

Rebuilding this older vision of community, one based on cooperation rather than exploitation, will be as important to our survival as changing our patterns of consumption, growing food locally and ending our dependence on fossil fuels. The pre-modern societies of Sitting Bull and Crazy Horse—although they were not always idyllic and performed acts of cruelty including the mutilation, torture and execution of captives—did not subordinate the sacred to the technical. The deities they worshipped were not outside of or separate from nature.

Seventeenth century European philosophy and the Enlightenment, meanwhile, exalted the separation of human beings from the natural world, a belief also embraced by the Bible. The natural world, along with those pre-modern cultures that lived in harmony with it, was seen by the industrial society of the Enlightenment as worthy only of exploitation. Descartes argued, for example, that the fullest exploitation of matter to any use was the duty of humankind. The wilderness became, in the religious language of the Puritans, satanic. It had to be Christianized and subdued. The implantation of the technical order resulted, as Richard Slotkin writes in “Regeneration Through Violence,” in the primacy of “the western man-on-the-make, the speculator, and the wildcat banker.” Davy Crockett and, later, George Armstrong Custer, Slotkin notes, became “national heroes by defining national aspiration in terms of so many bears destroyed, so much land preempted, so many trees hacked down, so many Indians and Mexicans dead in the dust.”

The demented project of endless capitalist expansion, profligate consumption, senseless exploitation and industrial growth is now imploding. Corporate hustlers are as blind to the ramifications of their self-destructive fury as were Custer, the gold speculators and the railroad magnates. They seized Indian land, killed off its inhabitants, slaughtered the buffalo herds and cut down the forests. Their heirs wage war throughout the Middle East, pollute the seas and water systems, foul the air and soil and gamble with commodities as half the globe sinks into abject poverty and misery. The Book of Revelation defines this single-minded drive for profit as handing over authority to the “beast.”

The conflation of technological advancement with human progress leads to self-worship. Reason makes possible the calculations, science and technological advances of industrial civilization, but reason does not connect us with the forces of life. A society that loses the capacity for the sacred, that lacks the power of human imagination, that cannot practice empathy, ultimately ensures its own destruction. The Native Americans understood there are powers and forces we can never control and must honor. They knew, as did the ancient Greeks, that hubris is the deadliest curse of the human race. This is a lesson that we will probably have to learn for ourselves at the cost of tremendous suffering.

In William Shakespeare’s “The Tempest,” Prospero is stranded on an island where he becomes the undisputed lord and master. He enslaves the primitive “monster” Caliban. He employs the magical sources of power embodied in the spirit Ariel, who is of fire and air. The forces unleashed in the island’s wilderness, Shakespeare knew, could prompt us to good if we had the capacity for self-control and reverence. But it also could push us toward monstrous evil since there are few constraints to thwart plunder, rape, murder, greed and power. Later, Joseph Conrad, in his portraits of the outposts of empire, also would expose the same intoxication with barbarity.

The anthropologist Lewis Henry Morgan, who in 1846 was “adopted” by the Seneca, one of the tribes belonging to the Iroquois confederation, wrote in “Ancient Society” about social evolution among American Indians. Marx noted approvingly, in his “Ethnological Notebooks,” Morgan’s insistence on the historical and social importance of “imagination, that great faculty so largely contributing to the elevation of mankind.” Imagination, as the Shakespearean scholar Harold C. Goddard pointed out, “is neither the language of nature nor the language of man, but both at once, the medium of communion between the two. … Imagination is the elemental speech in all senses, the first and the last, of primitive man and of the poets.”

All that concerns itself with beauty and truth, with those forces that have the power to transform us, are being steadily extinguished by our corporate state. Art. Education. Literature. Music. Theater. Dance. Poetry. Philosophy. Religion. Journalism. None of these disciplines are worthy in the corporate state of support or compensation. These are pursuits that, even in our universities, are condemned as impractical. But it is only through the impractical, through that which can empower our imagination, that we will be rescued as a species. The prosaic world of news events, the collection of scientific and factual data, stock market statistics and the sterile recording of deeds as history do not permit us to understand the elemental speech of imagination. We will never penetrate the mystery of creation, or the meaning of existence, if we do not recover this older language. Poetry shows a man his soul, Goddard wrote, “as a looking glass does his face.” And it is our souls that the culture of imperialism, business and technology seeks to crush. Walter Benjamin argued that capitalism is not only a formation “conditioned by religion,” but is an “essentially religious phenomenon,” albeit one that no longer seeks to connect humans with the mysterious forces of life. Capitalism, as Benjamin observed, called on human societies to embark on a ceaseless and futile quest for money and goods. This quest, he warned, perpetuates a culture dominated by guilt, a sense of inadequacy and self-loathing. It enslaves nearly all its adherents through wages, subservience to the commodity culture and debt peonage. The suffering visited on Native Americans, once Western expansion was complete, was soon endured by others, in Cuba, the Philippines, Nicaragua, the Dominican Republic, Vietnam, Iraq and Afghanistan. The final chapter of this sad experiment in human history will see us sacrificed as those on the outer reaches of empire were sacrificed. There is a kind of justice to this. We profited as a nation from this demented vision, we remained passive and silent when we should have denounced the crimes committed in our name, and now that the game is up we all go down together.

Awá people of Brazil under threat of annihilation by illegal logging and massacres

Logging companies keen to exploit Brazil’s rainforest have been accused by human rights organisations of using gunmen to wipe out the Awá, a tribe of just 355. Survival International, with backing from Colin Firth, is campaigning to stop what a judge referred to as ‘genocide’.

Trundling along the dirt roads of the Amazon, the giant logging lorry dwarfed the vehicle of the investigators following it. The trunks of nine huge trees were piled high on the back – incontrovertible proof of the continuing destruction of the world’s greatest rainforest and its most endangered tribe, the Awá.

Yet as they travelled through the jungle early this year, the small team from Funai – Brazil’s National Indian Foundation – did not dare try to stop the loggers; the vehicle was too large and the loggers were almost certainly armed. All they could do was video the lorry and add the film to the growing mountain of evidence showing how the Awá – with only 355 surviving members, more than 100 of whom have had no contact with the outside world – are teetering on the edge of extinction.

It is a scene played out throughout the Amazon as the authorities struggle to tackle the powerful illegal logging industry. But it is not just the loss of the trees that has created a situation so serious that it led a Brazilian judge, José Carlos do Vale Madeira, to describe it as “a real genocide”. People are pouring on to the Awá’s land, building illegal settlements, running cattle ranches. Hired gunmen – known as pistoleros – are reported to be hunting Awá who have stood in the way of land-grabbers. Members of the tribe describe seeing their families wiped out. Human rights campaigners say the tribe has reached a tipping point and only immediate action by the Brazilian government to prevent logging can save the tribe.

This week Survival International will launch a new campaign to highlight the plight of the Awá, backed by Oscar-winning actor Colin Firth. In a video to be launched on Wednesday, Firth will ask the Brazilian government to take urgent action to protect the tribe. The 51-year-old, who starred in last year’s hit movie The King’s Speech, and came to prominence playing Mr Darcy in the 1995 BBC adaptation of Pride and Prejudice, delivers an appeal to camera calling on Brazil’s minister of justice to send in police to drive out the loggers.

The Awá are one of only two nomadic hunter-gathering tribes left in the Amazon. According to Survival, they are now the world’s most threatened tribe, assailed by gunmen, loggers and hostile settler farmers.

Their troubles began in earnest in 1982 with the inauguration of a European Economic Community (EEC) and World Bank-funded programme to extract massive iron ore deposits found in the Carajás mountains. The EEC gave Brazil $600m to build a railway from the mines to the coast, on condition that Europe received a third of the output, a minimum of 13.6m tons a year for 15 years. The railway cut directly through the Awá’s land and with the railway came settlers. A road-building programme quickly followed, opening up the Awá’s jungle home to loggers, who moved in from the east.

It was, according to Survival’s research director, Fiona Watson, a recipe for disaster. A third of the rainforest in the Awá territory in Maranhão state in north-east Brazil has since been destroyed and outsiders have exposed the Awá to diseases against which they have no natural immunity.

“The Awá and the uncontacted Awá are really on the brink,” she said. “It is an extremely small population and the forces against them are massive. They are being invaded by loggers, settlers and cattle ranchers. They rely entirely on the forest. They have said to me: ‘If we have no forest, we can’t feed our children and we will die’.”

But it appears that the Awá also face a more direct threat. Earlier this year an investigation into reports that an Awá child had been killed by loggers found that their tractors had destroyed the Awá camp.

“It is not just the destruction of the land; it is the violence,” said Watson. “I have talked to Awá people who have survived massacres. I have interviewed Awá who have seen their families shot in front of them. There are immensely powerful people against them. The land-grabbers use pistoleros to clear the land. If this is not stopped now, these people could be wiped out. This is extinction taking place before our eyes.”

Wounaan people of Panama attacked, two killed, while defending endangered Cocobolo trees

Two people have died and three others are injured following a confrontation between indigenous peoples and loggers of an endangered tree in Panama.

The conflict began began on March 30, when a group of Wounaan attempted to burn logging equipment that was being used by a group of loggers working for Maderera company to cut Cocobolo timber, a type of rosewood that’s prized around the world.

The endangered hardwood is often used to make gun grips, knife handles, police batons, high-end billiard cues, marine equipment, chess pieces and various musical instruments (marimbas, clarinets, xylophones, acoustic guitars). It is also sought after in China for use in furniture.

Details of the attack are still limited, but according to recent testimony, one of the loggers began firing a weapon at the Wounaan leader Aquilino Opúa was gravely injured during the attack.

The injured leader, it was said, walked through the mountains for at least an hour before making it back to his community, where he soon passed on. The enraged community quickly mobilized to confront the loggers. Upon their arrival, a second melee followed, which resulted in the death of Ezequiel Batista, one of the tractor drivers.

At least three other Wounaan were injured during the two confrontations.

Prior to these events, Wounaan leaders had issued a statement and ultimatum, giving the Panamanian government until April 19 to issue collective titles to their lands as guaranteed by Law 72 of 2008. They also demanded the complete removal of all settlers in the Chiman zone (who had already clashed with the Wounaan on two other occasions this year) and the end of all indiscriminate logging in the area.

“We demand the government to remove the settlers of our land and take responsibility for what happens, because we are willing to defend our land with blood,” said Edilberto Dogirama, president of the Embera-Wounaan General Congress.

Panama’s National Environmental Authority (ANAM) had then suspended all logging permits for two weeks to avoid any conflicts in the region. It had also ordered an eviction of all persons involved in the timber industry.

At least one logging group–that is, company–did not comply with the official order.

Javier Tejeira, Deputy Minister of Government, yesterday said that Police carried out a weekend raid to evict the remaining loggers.

An inquiry into these events is currently ongoing. So far, no arrests have been made.
