Greenwashing the Blue Economy

Editor’s Note: After exploiting almost every land on Earth, the industrial economy has now moved on to exploit the sea. Exploiters do not view the sea as many of us do: a deep body of water that is home to unimaginably large number of creatures. They see the sea as they view any other place on Earth: a huge reservoir of resources that might profit them. These profits come in many forms: greater wealth, which in turn is control over even more resources, and an ability to surround oneself with and have power over more people to do their bidding. It is for this that they are destroying life on Earth.

But, of course, that is not something they could publicly acknowledge. They have to create a more “righteous” justification for their not-so-righteous action. This is why they, in a cruel twist of words, claim to exploit the sea to protect the environment. In the following piece, Julia Barnes explains how the blue economy is just another form of greenwashing. The Blue Economy and Greenwashing

The term “blue economy” was first introduced in 2012, at the United Nations climate change conference in Qatar, COP18.

It has become a buzzword used by ocean conservationists and industry alike. But what does this term actually mean? And more importantly, what are the implications for the ocean?

Definitions vary. For some, the term simply describes economic activities taking place at sea. However, most interpretations include language around sustainability, conservation, or better stewardship.

According to Google/Oxford Languages, the blue economy is defined as:

an economic system or sector that seeks to conserve marine and freshwater environments while using them in a sustainable way to develop economic growth and produce resources such as energy and food.

Embedded in this definition are the values and assumptions of the dominant culture: the idea that economic growth is desirable, that the ocean consists of resources to be exploited, and that these resources can be “developed” in a sustainable way.

Sustainable has become perhaps the most meaningless word in the English language. It has been pasted in front of nearly every destructive activity imaginable; used as a rhetorical shield to deflect criticism. We now have sustainable mining, sustainable forestry, sustainable fisheries, and sustainable energy. Yet, the real world effects of these activities remain the same: they are destroying the planet.

Some examples of sectors within the blue economy include: industrial fishing, aquaculture, shipping, coastal and marine tourism, energy (wind, waves, tidal, biofuel, offshore oil and gas), ocean-based carbon credits, mineral resources (deep sea mining, dredging, sand mining), and biotechnology (marine genetic resources, industrial enzymes) – all of which the ocean would be better off without.

The problem isn’t that these industries are being done in an unsustainable way and can somehow be tweaked to become sustainable; unsustainability is inherent to what they are, and to the economic model under which they operate – a model that demands infinite extractive growth despite the fact that our planet is finite and has already been largely denuded of life, a model that objectifies the ocean and values it only for the profit humans can extract from it.

The notion of a sustainable blue economy provides the illusion of protection. Meanwhile, industry and corporations are doubling down on their efforts to exploit the sea, extracting living organisms faster than the rate at which they can reproduce, destroying habitat, wiping out vulnerable species, and pushing new frontiers of extraction. Carbon capture schemes are popping up, abusing the sea in a shell game that legitimises continued emissions through supposed carbon “offsets”. Genetic prospecting threatens to privatize and commodify the very DNA of our nonhuman kin. Deep sea mining threatens to disrupt the ocean on a scale not previously seen. Offshore energy projects (for fossil fuels and so-called renewables) impose damage on the sea while providing power to the system that is at the root of the problem.

At a time when we should be pulling back, reducing our impact, and allowing the ocean to regenerate, the blue economy offers instead to continue business as usual, only rebranded.

As with so many of the things that have been marketed to us as “green”, the blue economy is primarily about sustaining a gluttonous way of life at the expense of life on the planet.

What if instead of defining the ocean as a resource, we valued it for what it really is? A living community vital to the functioning of our planet. The foundation of life on Earth. An entity with volition of its own. A force much older, larger, and wiser than we are. Something so powerful, beautiful, and magical, it cannot be described in words but can certainly be felt. Something sacred and deserving of respect.

The ocean is already collapsing under the many assaults of the global industrial economy. Further commodifying it under a vague claim of sustainability will not solve the problem.

In Germany the buzz word is energy shift (Energiewende), which means we allegedly shift from a “bad energy” to a “good one”. But in reality it’s just a shift of our addiction from one “drug” to another, that is similarly contaminating. As Boris highlights in his article, only through a transition to a de-industrialized society will we live in a truly sustainable relationship with Mother Earth.

The word for world is forest. Long before humans existed, in the geological eras we now refer to as the Carboniferous and Permian, vast, dense swamp forests of ancient ferns, calamites, and the now extinct species of Sigillariaceae, Diaphorodendraceae, and Lepidodendraceae dominated the landmass of our planet. The high concentration of carbon dioxide in the atmosphere provided ideal growing conditions for plants and led to an overproduction of biomass that accumulated in the swampy soils of the primeval forests.

Over millions of years, parts of these swamps were regularly flooded by rivers and thus covered by sediments of clay and sand. These cyclical sedimentation conditions compressed and drained the swamp soils. Particularly in the Upper Carboniferous period, the organic source material was air sealed and compacted under high pressure and heat and thus finally converted into hard coal.

The other word for world is water. Alongside the primeval forests, nutrient-rich shelf and inland seas shaped the primeval landscape. Water is literally the source of all life, and even those of us who eventually left the seas in the course of evolution and learned to live on land still carry it in our blood. Our blood plasma contains salt and ions in a ratio remarkably similar to that of the oceans.

Our sacred Mother Earth, in her infinite love for all life, gave birth to an almost infinite variety of it. The primeval shelf seas were rich in life, with marine microorganisms such as algae forming by far the largest proportion of marine biomass. In the deeper zones, the dead algae were deposited on the sea floor together with clay particles. The low-oxygen conditions prevented the complete decomposition of the algal biomass and led to the formation of fouling sludge (Sapropel). The formations of thick sediment sequences with a high proportion of organic material, slowly accumulating and concentrating over millions of years, eventually became the energy source that made the industrialization of civilization possible: crude oil.

Ultimately, our planet has only one source of energy, namely the sun. All fossil fuels consist of millions of years of solar energy stored in fossil biomass. In the meantime, our holy Mother Earth, in her infinite love, created a further, almost infinite variety of life. The dinosaurs were followed by birds, mammals and finally the species that today quite immodestly calls itself Homo sapiens sapiens, the wisest of the wise. How wise it is to destroy the planet on which we live, however, must be questioned.

For the longest time of their existence, Stone Age people, who were primitive only in the imagination of the civilized, lived in harmony with ecological principles, until some cultures made a functional mistake: They cultivated annual grasses with nutritious seeds in large-scale monocultures. The surplus of easily storable and tradeable carbohydrates from grain monocultures led to unprecedented population growth, the construction of city-states with standing armies, patriarchal ruling cults, monotheistic religions, slavery and an endless wave of violence, war, colonialism and environmental destruction, in short, the form of culture we call civilization. Climate change is not a recent phenomenon.

The deforestation of primeval forests, the draining of swamps etc. for agriculture, mining, the construction of warships and other war machinery already had measurable effects on the global climate in ancient times, as we know from atmospheric data from gases stored in the no longer perpetual ice of Antarctica and Greenland.

In essence – and the essence is our relationship with the planet and our fellow creatures – there were and are only two human cultures: indigenous and civilized. While indigenous peoples live in harmony with biological principles, endless expansion, colonialism and overexploitation are the hallmarks of any civilization that eventually lead to its collapse. Civilizations have always displaced or destroyed indigenous peoples.

After the dominant Western civilization expanded throughout Europe and, after 1492, continued expanding to the Americas where it committed the greatest genocide on indigenous peoples in human history, in its endless hunger for resources it made a second, functional and fundamental mistake: it began to make use of the fossil fuels coal and oil, thereby increasing its destructive power to the extreme. Industrial civilization is civilization on steroids, and its steroids are fossil fuels.

Rachel Carson’s 1962 book “Silent Spring” marked the beginning of the modern environmental movement. While indigenous peoples had always fought for the preservation of nature and thus their livelihoods, people in the Western world were now also beginning to gather and try to protect wild places and wild creatures from destruction by our civilization. Climate change only came to public attention in the 1990s, as scientists like James Hansen only began to understand in the late 1980s that the burning of millions of years of stored fossil solar energy within a single century, and the release of the carbon dioxide trapped in it, would wreak havoc on our planet’s climate.

Due to the unprecedented overuse of our planet on an industrial scale, we Westerners today have more resources and energy at our disposal than any previous human generation. Western affluence and the arrogance that comes with it have seduced the environmental movement into a very narrow public discourse that focuses solely on global warming and unrealistic technocratic utopias, and in which the most extensive, dramatic and rapid extinction of species of all time, which we are currently witnessing, no longer plays a role.

Global warming is only just beginning to have a serious impact on us. The destruction of the environment, the extinction of all non-human life, in short the fact that civilizations, and especially industrial civilization, are inherently destructive and overexploiting their resources. This by definition can never be sustainable and will inevitably collapse. Although the resulting fact that we should actually radically change our way of life, are a taboo subject in public discourse.

The functional error in the belief system surrounding so-called renewable energy is that the fossil fuels coal and oil are literally storage devices for millions of years of fossil solar energy. These “natural batteries” have a higher energy density than any energy storage system developed by humans. Diesel stores 46 times more energy per kilogram than the most modern lithium-ion battery. Fossil fuels are therefore incredibly practical because they are easy to transport, can be stored indefinitely and can be burned whenever needed.

The entire electricity grid infrastructure is built on these characteristics, although the term “grid” is inaccurate in more ways than one. Firstly, it is more of a network than a grid. Second, it is not a single grid, but hundreds of grids around the world, each supplying power to a specific region. The entire network essentially works like one big circuit that starts and ends at the power plants. Sub-circuits lead to individual households, companies, factories, server farms, hospitals, etc. Electricity still flows between the regions, but it is carefully regulated.

The wind turbines, solar panels and hydroelectric power plants that we summarize under the vague term “renewable energies” are not energies or energy sources in the true sense of the word, but technologies that can convert sunlight or the kinetic energy of wind and water into electricity. The terms used in public discourse, such as “energy transition”, “renewable energy” or “green energy”, suggest that we want to switch from one form of energy to another. This is where the error in thinking lies, because what we are actually trying to do is to replace fossil energy storage with modern technologies for generating electricity.

One of the many problems with this is that this additionally generated electrical energy fluctuates greatly, depending on the sunlight, the prevailing wind or the current. According to estimates, the modern electricity grid can only cope with up to 35% electricity from wind power and 12% electricity from photovoltaic, i.e. a total of around 47%, or just under half of so-called renewable energy, as these fluctuations can still be balanced out by conventional coal and gas-fired power plants.

High power fluctuations are not compatible with a functioning industrial power grid. Most household appliances can cope well with a voltage fluctuation of 5 to 10 percent, but modern factories, server farms and hospitals with their highly complex equipment and machines require precise, stable currents.

It is very difficult, if not impossible, to combine the intermittent, highly fluctuating power flows from thousands of wind turbines and solar power plants into a reliable grid voltage because there is no buffer storage on a grid scale (currently, conventional coal and gas-fired power plants serve as a kind of buffer, as power generation can be ramped up or down quickly depending on demand). The fact remains that the grid was not built for so-called renewable energies, but for fossil fuels.

But quite apart from that, even if ingenious scientists and engineers managed to convert the electricity grid completely to solar, wind and hydroelectric power, there is still the small problem that our civilization is destroying the planet. The hope of saving our civilization through modern technologies, which in reality do not help the planet but are themselves destructive in many ways, is just a Bright Green Lie. We cannot live on a destroyed planet, and it is long past time for a serious and radical discourse that addresses in necessary depth the highly dysfunctional relationship between our culture and our sacred Mother Earth, who brought us all forth in her infinite love, and who is our only home.

We Are Deep Green Environmentalists

In recent years the media has noticed that the incessant calls of “climate emergency” followed by no action that is making any material difference to the climate change crisis has lead to people feeling depressed about the future. Of course, being the media, they report on this as if it’s a simple story of a world split into three categories of people: climate activists, climate deniers, and climate doomers. But this is too simple a story, as we will see.

This essay was prompted by a March 24, 2023 Washington Post article about “climate doomers”. The article describes these doomers as a group of people who “believe that the climate problem cannot, or will not, be solved in time to prevent all-out societal collapse.”

This article comes shortly after the IPCC’s AR6 Synthesis report Summary for Policymakers was published mid-March. The report states that global warming has reached 1.1C above the 1850–1900 baseline, that greenhouse gas emissions have continued to increase despite thirty-plus years of warnings about climate change and global conferences to address the issue, and that global warming has contributed to “widespread adverse impacts and related losses and damages to nature and people.” It goes on to say that despite these thirty years of meetings and reports and hand-wringing, it is “likely that warming will exceed 1.5C” and that “every increment of global warming will intensify multiple and concurrent hazards.”

Is it any wonder that many reading this report and the news stories about it might believe climate change will not be solved? We can see with our own eyes that at 1.1C warming, already extreme weather events linked to climate change are connected with conflict, food and water shortages, natural disasters, and even war. Is it any wonder that we might think “likely” warming of 1.5C — 2.0C might cause societal collapse? Especially when one looks at the graph of primary energy consumption, which shows a relentless upward climb of the world’s consumption of coal, oil, and gas (with recent minor dips correlating only with the massive recession in 2008 and with a global shutdown for Covid in 2020).

It is obvious to anyone who has eyes that energy use increases with economic growth. It is obvious to anyone who understands the rudimentary basics of how the global economy works that the only time energy use dips is when recession or pandemics hit and cause a whole lot of economic pain for people without sustained government bailouts. While the energy share of so-called renewables increases in minuscule amounts each year, its share is tiny in comparison to that of fossil fuels, and with the timelines outlined in recent IPCC reports, it’s obvious to most observers that, even if renewables worked as promised, there is no way fossil fuels will be replaced anytime soon. Thus, the conclusion that “the climate problem cannot, or will not, be solved in time to prevent all-out societal collapse” starts to look a bit like a realistic outlook. Do these realists deserve to be called “doomers”?

The Washington Post article goes on to talk about the worry that “doom” can cause paralysis, and admonishes us that we must maintain hope if we are to be effective climate change activists. The main protagonist of the story is a young activist worried about human extinction. The story ends on a hopeful note with the same young activist focused instead on engaging in his community by “showing there is support for the solutions.” Unfortunately, the article doesn’t discuss what those solutions are.

The world the mainstream media seems to see when it’s reporting on climate change is one focused almost entirely on carbon: burning too much of it, the people who deny that burning it is bad, the people who are trying to get the world to burn less of it, and the people who are categorized as doomers because they realistically assess the situation and begin to lose hope.

A climate change-centric view of the world

However, this perspective is missing the bigger picture. Occasionally, the media will report on other crises — the pollution crisis (plastic pollution is popular in the media, and “forever chemicals” have recently made the news a few times) and the biodiversity crisis (although the UN meetings about biodiversity bring far fewer participants, and far less press coverage) have made the mainstream news a few times in the past year.

How often do you hear about “ecological overshoot” in the mainstream media? If you say “never” then you’d be right. How often do you see any mainstream media articles about a serious plan for reducing human consumption, for changing the global economic system, or (shudder) addressing overpopulation? If you think that any journalist attempting to write about these topics might be fired, I’d agree.

Most people have never heard of “The Great Acceleration” or the “Planetary Boundaries Project” outside certain activist circles. These projects aim to show how human impact is increasing exponentially across many domains, and that the planet has thresholds beyond which the Earth systems that support us begin to fail.

Fewer still have engaged with the idea of “ecological overshoot”, a concept familiar to ecologists studying species, but not so to the general public. One of my favorite resources for understanding ecological overshoot is a 1977 video of Donnella Meadows explaining overshoot and collapse at Dartmouth College. Meadows is one of the authors of the 1972 report Limits to Growth, which used a computer simulation to illustrate the consequences of unchecked human growth (population, consumption, pollution) on the ecosystems that support us, and the loss of carrying capacity that overshoot creates. Another excellent resource about ecological overshoot is William Catton’s 1980 book, Overshoot: The Ecological Basis of Revolutionary Change. Needless to say, if the world had more seriously contemplated the concept of ecological overshoot back when Meadow’s Limits to Growth and Catton’s Overshoot were published, we might not be in the predicament we find ourselves in today.

The 80’s almost entirely erased whatever concern these books might have created. The decade of “greed is good” accelerated economic growth around the world, and cemented society’s trajectory of hyper consumption and its attendant destruction of the natural world.

Just because most people ignored ecological overshoot doesn’t mean it went away; in fact the overshoot worsened considerably and exponentially in the subsequent decades, and continues to do so today. Indeed, due to 3% average growth (as measured by GWP, gross world product), we’ve burned half of all the fossil fuels ever burned by humans and used as many extracted materials in the past 35 years as we did in the prior 10,000 years. This is the power of exponential growth. Along with exponential growth and destruction comes accelerating loss of carrying capacity, as outlined by Limits to Growth in 1972.

Ecological overshoot of the carrying capacity of one’s environment can have many causes. In her 1977 video, Donnella Meadows describes how removing the predators of a deer population causes a huge spike in deer numbers, which causes the larger numbers of deer to eat all the food available to them, which creates a loss of carrying capacity as the ecosystem is over-grazed and degraded, which then causes a collapse in the deer population below its original level. This is standard behavior for a species in ecological overshoot.

We humans are a species in ecological overshoot. That means we are currently consuming more than the ecosystems we rely on for life can support, and polluting our environment with more waste and toxics than it can absorb. Why hasn’t human population collapsed yet? Because we are still on the upside of the spike.

Where the human species is in overshoot

This spike can’t last for long; as with all species in overshoot, our population will collapse too. Just as the deer ate too much food and lowered the carrying capacity of their environment, we are consuming too much and polluting too much, and as a result we too are lowering the carrying capacity of our environment — which in our case, is most of the planet.

The big picture that mainstream media, like the Washington Post, is missing is that climate change is just one of many symptoms of our species in ecological overshoot. When you step back and look at the big picture, what you see is this:

As a species, we rely on flourishing ecosystems all over the globe to support us and provide the basics for human life on planet Earth: food, water, shelter, and community.

If the ice melts in the Arctic, that affects weather systems the world over. If the Amazon rainforest is cut down, that, too, affects weather systems the world over. More extreme weather impacts our ability to grow food; it causes floods in some areas and droughts in others, affects the availability of clean water, and damages ecosystems.

If we degrade the soil with industrial agriculture, we cause top soil loss, which means we can grow less food, and we have to use a lot more fertilizer (which is made from fossil fuels and causes pollution) to get the same food output.

If we pollute the land with toxic chemicals, we pollute our own food, either directly by polluting crops, or by polluting the animals we eat for food.

If we pollute the fresh water, we reduce the availability of water to drink and contaminate and harm the other species we depend on for life. If we pollute the oceans, we contaminate and harm marine life, contaminate and harm ourselves when eat marine animals, and degrade the carrying capacity of the oceans.

Like the deer in Donnella Meadows’ lecture, our numbers have grown too large; we are consuming too much of everything in our ecosystems (food, trees, soil, wildlife, metals, minerals, fossil fuels, etc.) and degrading the carrying capacity of the Earth’s ecosystems to support us. Our population will crash, and badly. Whatever number of humans was sustainable before the invention of agriculture, before the industrial revolution — before we began degrading topsoils, before we began using fossil fuels to exponentially speed up extraction from and destruction of the natural world — that number will no longer be possible because the carrying capacity of the Earth will be much lower.

This is true not just for humans. Our species’ loss of carrying capacity affects other species too. There are the many species we are driving extinct (at 1000 times the natural extinction rate). We have caused almost total pollution and degradation of natural habitats, meaning far fewer and less healthy and diverse flora and fauna can live in what’s left of these habitats. We are destroying the carrying capacity of the planet for everyone, not just ourselves.

The relentless focus on climate change in the past few years — by governments, by the media, and now by corporations that take advantage of our climate concerns to sell us a whole new assortment of products — has blinded many of us to the bigger picture of ecological overshoot.

Why the focus on climate change, out of all the possible symptoms of ecological overshoot? Because corporations could see how to monetize climate change, and they’ve done so, quite effectively. Of the many symptoms of ecological overshoot, climate change is the only one that can be solved (or so we are told) by new technologies. “Innovations” as corporate PR firms, the World Economic Forum, and government policy makers like to call them. Technologies that will generate “carbon free” electricity (if you ignore all the fossil fuels used to mine the materials to make these technologies, and manufacture the components, and the carbon released from the ground when it’s destroyed to install these technologies); technologies that provide the illusion we can keep living like we’re living, with electric cars, hydrogen fueled planes, and plastic made with carbon from plants instead of carbon from fossil fuels (never mind the thousands of toxic chemicals required to mix with the carbon to actually make the plastic).

For fifty years, corporations have been perfecting their public relations and greenwashing savvy. They’ve stolen from us an environmental movement that cared about life on planet Earth, and replaced it with an environmental movement that cares only about carbon and technology. Young people marching for “climate justice” demand solar panels and wind turbines; calls to protect the rainforest are nowhere to be heard these days.

Mainstream media and certain climate scientists refer to those of us who prefer to see the whole picture of ecological overshoot as “doomers” too. They lump us in with those concerned about climate change who really have given up hope, whether by realistic assessment of the situation we’re in or because they get sucked in by charismatic people who peddle conspiracy theories, as the Washington Post article describes.

Why do we get lumped in with the “climate doomers”? Because we don’t believe that so-called renewable technologies are a solution to climate change, and because we don’t agree with the now-mainstream view that continued extraction of non-renewable materials to keep this hyper consuming, hyper polluting way of life going is a good idea.

If the media was willing to delve deeper, and understand the bigger picture, they might see the climate-centric view of the world is too simplistic a view. There are many of us out here who do not fall into the “climate doomer” category, despite our push back on the relentless drive for renewables in the media. There are many of us out here who are concerned with the health and flourishing of Earth’s ecosystems, who are desperately concerned with all the symptoms of ecological overshoot, who see more extraction in the name of “technology” as worsening the situation, not improving it, and most importantly, who are working hard to protect the natural world.

The bigger picture — an ecology-centric view

We are the deep green environmentalists — the ones who understand that the natural world is primary, for without it, human animals will not have food, water, shelter, and community. We are the ones who don’t want to live in a world paved over with concrete and poisoned with chemicals and with no old growth forests left and no tall grass prairies left, with no Northern Right whales in the oceans, and no sage-grouse booming in the sagebrush steppe.

We see climate change as just one of many problems we face, and see solutions in understanding that we are human animals, rather than in more technology. We see ourselves not at the top of some imagined hierarchy but as part of a web of life; not as separate from or more important than the connected natural communities of the world, but completely dependent on these communities and their flourishing.

Remember the title of William Catton’s book? Overshoot: The Ecological Basis of Revolutionary Change. “Revolutionary” means “involving or causing a complete or dramatic change.” We deep greens are the ones who are fighting for revolutionary change. We are fighting to save the planet — really save it, not just pretend we can save it with technology to reduce carbon. Does that sound “doomer” to you? Granted there are some who likely have given up, and I included a circle for them too — the “deep green doomers”. But I’ve never met one. Never. Every deep green environmentalist I know is an activist working for revolutionary change. Every single one.

The mainstream media never talks about us deep green environmentalists. With corporate masters to serve, thousands of young people marching in the streets demanding solar panels and wind turbines is what writes the headlines. Extremes sell, so reporting on “climate doomers” grabs the eyeballs.

What doesn’t work is reporting on the slow, painstaking work of saving a species of tiny frog from a geothermal development, or the tedious late nights it takes to file lawsuits to protect sage-grouse habitat and organize people to prevent timber sales or stand in front of bulldozers. But this is what it takes to actually save the planet. Not greenwash it, not replace overconsumption of one non-renewable material extracted from the Earth with overconsumption of another in a desperate attempt to keep this way of life going when it’s obvious to anyone who is paying attention that’s impossible.

What really doesn’t work is suggesting, even the tiniest little bit, that the dominant paradigm of infinite economic growth on a finite planet is a recipe for failure, as illustrated in the graph of ecological overshoot. The editors at mainstream media outlets in the pockets of corporate masters and government policy makers would never let an article like that get published, would they?

A Transition to “Clean” Energy Is Hurting Indigenous Communities

Editor’s note: The FPIC (Free, prior and informed consent) and UNDRIP (UN Declaration of the Rights of Indigenous Peoples) are international standards, that some companies have adopted into their policies. The FPIC is an international human rights principle that protect peoples’ rights to self-determination. UNDRIP delineates and defines the individual and collective rights of indigenous peoples. Both of these are important principles that improve the sovereignty of indigenous peoples. However, neither of these are legally binding, which has disastrous outcomes.

Companies and countries alike are bypassing these principles in favor of profitable ventures, most recent of which are clean energy projects.

Right now, companies that advance the “clean” energy transition are threatening the land and the livelihoods of indigenous peoples and peasants. Demand for minerals like copper and lithium is skyrocketing, as every economic sector is being transitioned towards the fourth industrial revolution. But indigenous peoples need to have their right to a say in decisions affecting to their land. Ecosystems and people living with the land are being victimized to serve an economy that is desperately trying to save itself from collapsing.

When Francisco Calí Tzay, the United Nations special rapporteur on the rights of Indigenous peoples, spoke at the 22nd United Nations Permanent Forum on Indigenous Issues, or UNPFII, last week, he listed clean energy projects as some of the most concerning threats to their rights.

“I constantly receive information that Indigenous Peoples fear a new wave of green investments without recognition of their land tenure, management, and knowledge,” said Calí Tzay.

His statements — and those made by other delegates — at what is the world’s largest gathering of Indigenous peoples, made clear that without the free, prior, and informed consent of Indigenous people, these “green” projects have the capacity to seriously impede on Indigenous rights.

Free, prior and informed consent — known as FPIC — has always been an important topic at the UNPFII, but this year it’s taken on a renewed urgency.

Mining projects and carbon offsets put pressure on indigenous groups

“The strong push is because more and more of climate action and targets for sustainable development are impacting us,” said Joan Carling, executive director of Indigenous Peoples Rights International, an Indigenous nonprofit that works to protect Indigenous peoples’ rights worldwide.

Indigenous peoples around the world are experiencing the compounding pressures of clean energy mining projects, carbon offsets, new protected areas and large infrastructure projects on their lands as part of economic recovery efforts in the wake of Covid-19, according to The International Work Group for Indigenous Affairs 2023 report.

Green colonialism threatens ecosystems

As states around the world trend towards transitioning to “clean” energy to meet their national and international climate goals, the demand for minerals like lithium, copper, and nickel needed for batteries that power the energy revolution are projected to skyrocket. The demand could swell fourfold by 2040, and by conservative estimates could pull in $1.7 trillion in mining investments.

Although Indigenous delegates say they support “clean” energy projects, one of the issues is their land rights: more than half of the projects extracting these minerals currently are on or near lands where Indigenous peoples or peasants live, according to an analysis published in Nature.

This can lead to their eviction from territories, loss of livelihoods, or the deforestation and degradation of surrounding ecosystems.

“And yet […] we are not part of the discussion,” said Carling. “That’s why I call it green colonialism — the [energy] transition without the respect of Indigenous rights is another form of colonialism.”

However, standing at the doorway of a just “clean” energy transition is FPIC, say Indigenous delegates. FPIC is the cornerstone of international human rights standards like the U.N. Declaration on the Rights of Indigenous Peoples, known as UNDRIP. Though more than 100 countries have adopted UNDRIP, this standard is not legally binding.

Companies and governments don’t abide by communities

Because of this, delegates are calling on countries and companies to create binding policy and guidelines that require FPIC for all projects that affect Indigenous peoples and their lands, as well as financial, territorial and material remedies for when companies and countries fail to do so.

However, there is some push back. The free prior, informed consent process can lead to a wide variety of outcomes including the right for communities to decline a highly profitable project, which can often be difficult for countries, companies and investors to abide by, explains Mary Beth Gallagher, the director of engagement of investment at Domini Impact Investments, who spoke at a side event on shareholder advocacy.

Indigenous Sámi delegates from Norway drew attention to their need for legally enforceable FPIC protection as they continue to protest the Fosen Vind Project, an onshore wind energy complex on Sámi territory, that the country’s Supreme Court ruled violated their rights.

“We have come to learn the hard way that sustainability doesn’t end colonialism,” said a Sámi delegate during the main panel on Tuesday.

Across the globe indigenous peoples face eviction

In the United States, the Reno-Sparks Indian Colony, the People of Red Mountain and members of the Fort McDermitt Tribe filed lawsuits against the federal Bureau of Land Management for approving the permits for an open-pit lithium mine without proper consultation with the tribes. In the Colombian Amazon, the Inga Indigenous community presented a successful appeal for lack of prior consultation from a Canadian company that plans to mine copper, molybdenum and other metals in their highly biodiverse territory.

Consternation over governments and multinational companies setting aside FPIC has long extended over other sectors, like conservation and monoculture plantations for key cash crops. In Peru, the Shipibo-Konibo Indigenous peoples are resisting several large protected areas that overlap with their territory and were put in place without prior consultation.  In Tanzania and Kenya, the Maasai are being actively evicted from their lands for a trophy hunting and safari reserve. Indigenous Ryukyuan delegates condemn the ongoing use of their traditional lands and territories by the Japanese and U.S. governments for military bases without their free, prior, and informed consent.

Implementing the FPIC is truly sustainable

While delegates put a lot of emphasis on the lack of FPIC, they put equal emphasis on FPIC as a crucial part of the long-term sustainability of energy projects.

“FPIC is more than just a checklist for companies looking to develop projects on Indigenous lands,” said Carling. “It is a framework for partnership, including options for equitable benefit sharing agreements or memorandum of understanding, collaboration or conservation.”

The focus at this year’s conference has emphasized the growing role of FPIC in the private sector. Investors and developers are increasingly considering the inclusion of FPIC into their human rights due diligence standards. Select countries such as Canada have implemented UNDRIP in full, although First Nation groups have pointed out irregularities in how it is being implemented. The European Union is proposing including specific mandatory rights to FPIC in its corporate sustainability due diligence regulation. Side events at the UNPFII focused on topics like transmitting FPIC Priorities to the private sector and using shareholder advocacy to increase awareness of FPIC.

Gallagher of Domini Impact Investments said companies have a responsibility to respect human rights, which includes FPIC: “If they have a human rights commitment or they have a commitment in their policies not to do land grabs, we have to hold them to account for that.”

Indigenous leadership at the center of negotiations

In 2021, the world’s largest asset manager, BlackRock, published an expectation that companies “obtain (and maintain) the free, prior, and informed consent of Indigenous peoples for business decisions that affect their rights.” Large banks like Credit Agricole have included FPIC in their corporate social responsibility policy. But in most cases, even when companies have a FPIC policy it doesn’t conform to the standard outlined in UNDRIP and is not legally binding.

“It doesn’t do the work it’s supposed to do to protect self-determination,” said Kate Finn, director at First Peoples Worldwide. “It becomes a check-the-box procedure that’s solely consultations and stakeholder consultation instead of protection of rights and self-determination.”

“If communities aren’t giving their consent, a company has to respect that,” said Gallagher, who added “There’s obviously points of tension where investors have different agendas and priorities but ultimately, it’s about centering Indigenous leadership and working through that.”

Not properly abiding by FPIC can be costly to companies in countries that operate where it is a legal instrument. It comes with risks of losing their social operation to license, and financial damages. According to a study by First Peoples Worldwide, Energy Transfer and the banks that financed the now-completed Dakota Access Pipeline, lost billions due to construction delays, account closures, and contract losses after they failed to obtain consent from the Standing Rock Sioux Tribe in the United States.

Ultimately, Indigenous people need to be part of decision-making from the beginning of any project, especially “clean” energy projects mining for transition minerals on their territories, said Carling. “For us, land is life, and we have a right to decide over what happens on our land.”

Green Deceit: Forest Management, EVs, and Manufactured Consent

Editor’s Note: Taking the context of Maryland’s forests, the following piece analyses how the mainstream environmental movement and pro-industry management actors have used deliberately misinterpreting to outright creation of information to justify commercial activities at the expense of forests. Industrial deforestation is harmful for the forests and the planet. The fact that this obvious piece of information should even be stated to educated adults affirms the successful (and deceitful) framing of biomass as an environmentally friendly way out of climate crisis. The same goes for deep sea mining.

Most would agree that we live in an age of multiple compounding catastrophes, planetary in scale. There is controversy, however, regarding their interrelationships as well as their causes. That controversy is largely manufactured. In the following pages I will describe the state of “forestry” in the state of Maryland, USA, and connect that to regional, national, and international stirrings of which we should all be aware. I will continue to examine connections between international conservation organizations, the co-optation of the environmental movement, the youth climate movement, and the financialization of nature. Full disclosure. I am writing this to human beings on behalf of all the non-human beings and those yet unborn who are recognized as objects to be converted to capital or otherwise used by the dominant culture. I am not a capitalist. I am a human being. I occupy unceded land of unrecognized peoples which is characterized by poisoned air, water and soil, devastated forest ecosystems, decapitated mountains, and collapsing biodiversity. I am of this earth. It is to the land, water and all of life that I direct my affection and gratitude as well as my loyalty.

Last winter, amid deep concerns about the present mass extinction and an unshakeable feeling of helplessness, I began to search for answers and ecological allies. I compiled a running list of local, regional, national, and international organizations that seemed to have at least some interest in the environment. The list quickly swelled to hundreds of entries. I attempted to assess the organizations based upon their mission, values, goals, publications and other such things. I hoped that the best of the best of these groups could be brought together around ecological restoration and the long-term benefits of clean air, water, healthy soil supporting vigorous growth of food and medicine, and rebounding biodiversity throughout our Appalachian homeland. Progress was and continues to be slow. Along the way, I encountered an open stakeholder consultation (survey) regarding a risk assessment of Maryland’s forests. As an ethnobotanist with special interests in forest ecology and stewardship, Indigenous societies and their traditional ecological knowledge, symbiotic relationships, and intergenerational sustainability, I realize that my unique perspectives could be helpful to the team conducting the assessment. I proceeded to submit thought provoking responses to each question. Because the consultation period was exceedingly brief and outreach to stakeholders was weak at best, and because the wording of the questions felt out of alignment with the purported purpose of the survey, I sensed that something was awry. So I saved my answers and resolved to stay abreast of developments.

Summer came around, I became busy, and the risk assessment survey faded from my mind until a friend recently emailed me a draft of the document along with notice of a second stakeholder consultation and the question: should we respond? This friend happens to own land registered in the Maryland Tree Farm Program. The selective outreach to forest landowners with large acreage was an indication as to who is and who is not considered a “stakeholder” by the committee.

After reviewing the Consultation Draft: A Sustainability Risk Assessment of Maryland’s Forests I felt sick. Low to Negligible was the risk assignment for every single criteria. I re-read the document – section by section – noting the ambiguity, legalese and industry jargon, lack of definitions, contradictory statements, false claims, poorly referenced and questionable sources, and more. Have you heard of greenwashing? Every tactic was represented in the 82 page document. Naturally, then, I tracked down and reviewed many of the referenced materials and I then investigated the contributors and funders of the report.

To understand the Sustainability Risk Assessment of Maryland’s Forests, one must also review the <a href=”https://ago-item-storage.s3.us-east-1.amazonaws.com/90fbcb6e1acd4f019ad608f77ac2f19c/Final_Forestry_EAS_FullReport_10-2021.pdfMaryland Forestry Economic Adjustment Strategy, part one and two of Maryland Department of Natural Resources Forest Action Plan, and Seneca Creek Associates, LLC’s Assessment of Lawful Sourcing and Sustainability: US Hardwood Exports, and of course American Forests Foundation’s Final Report to the Dutch Biomass Certification Foundation (DBC) for Implementation of the AFF’s 2018 DBC Stimulation Program in Alabama, Arkansas, Florida, and Louisiana. Additionally, it is helpful to note that the project development lead and essential supporters each operate independent consultancies that: offer “technical and strategic support in navigating complex forest sustainability and climate issues,” “provide(s) services in natural resource economics and international trade,” and “produced a comprehensive data research study for the Dutch Biomass Certification Foundation on the North American forest sector,” according to their websites.

Noting, furthemore, that on the Advisory Committee sits a member of the Maryland Forests Association (MFA). On their website they state: “We are proud to represent forest product businesses, forest landowners, loggers and anyone with an interest in Maryland’s forests…” They also state: “Currently, Maryland’s Renewable Energy Portfolio Standard uses a limiting definition of qualifying biomass that makes it difficult for wood to compete against other forms of renewable energy,” oh yes, and this extraordinarily deceptive bit from a recent publication, There’s More to our Forests than Trees:

When the tree dies, it decays and releases carbon dioxide and methane back into the atmosphere. However, we can postpone this process and extend the duration of carbon storage. If we harvest the tree and build a house or even make a chair with the wood, the carbon remains stored in these products for far longer than the life of the tree itself! This has tremendous implications for addressing the growing levels of carbon dioxide, which lead to increased warming of the earth’s atmosphere. It means harvesting trees for long-term uses helps mitigate climate change. We can even take advantage of the fact that trees sequester carbon at different rates throughout their lifespan to maximize the carbon storage potential. Trees are more active in sequestering carbon when they are younger. As forests age, growth slows down and so does their ability to store carbon. At some point, a stand of trees reaches an equilibrium where the growth and carbon-storing ability equals the trees that die and release carbon each year. Thus, a younger, more vigorous stand of trees stores carbon at a much higher rate than an older one.

Just in case you were convinced by that last bit, my studies in botany and forest ecology support the following finding:

“In 2014, a study published in Nature by an international team of researchers led by Nathan Stephenson, a forest ecologist with the United States Geographical Survey, found that a typical tree’s growth continues to accelerate (emphasis mine) throughout its lifetime, which in the coastal temperate rainforest can be 800 years or more.

Stephenson and his team compiled growth measurements of 673,046 trees belonging to 403 tree species from tropical, subtropical and temperate regions across six continents. They found that the growth rate for most species “increased continuously” as they aged.

“This finding contradicts the usual assumption that tree growth eventually declines as trees get older and bigger,” Stephenson says. “It also means that big, old trees are better at absorbing carbon from the atmosphere than has been commonly assumed.” (Tall and old or dense and young: Which kind of forest is better for the climate?).

Al Goertzl, president of Seneca Creek (a shadowy corporation with a benign name that has no website and pumps out reports justifying the exploitation of forests) who is featured in MFA’s Faces of Forestry, wouldn’t know the difference, he identifies as a forest economist. In another publication marketing North American Forests he is credited with the statements: “There exists a low risk that U.S. hardwoods are produced from controversial sources as defined in the Chain of Custody standard of the Program for the Endorsement of Forest Certification (PEFC).” and “The U.S. hardwood-producing region can be considered low risk for illegal and non-sustainable hardwood sourcing as a result of public and private regulatory and non-regulatory programs.” The report then closes with this shocker: “SUSTAINABILITY MEANS USING NORTH AMERICAN HARDWOODS.”

Why are forest-pimps conducting the risk assessment upon which future decisions critical to the long-term survival of our native ecosystem will be based? What is really going on here?

A noteworthy find from Forest2Market helps to clarify things:

“Europe’s largest single source of renewable energy is sustainable biomass, which is a cornerstone of the EU’s low-carbon energy transition […] For the last decade, forest resources in the US South have helped to meet these goals—as they will in the future. This heavily forested region exported over <7 million metric tons of sustainable wood pellets in 2021­ – primarily to the EU and UK – and is on pace to exceed that number in 2022 (emphasis mine) due to the ongoing war in Ukraine, which has pinched trade flows of industrial wood pellets from Russia, Belarus and Ukraine.”

Sustainability means using North American hardwoods.

If it has not yet become clear, the stakeholder consultation for the forest sustainability risk assessment document which inspired this piece was but a small, local, component of an elaborate sham enabling the world to burn and otherwise consume the forests of entire continents – in comfort and with the guilt-neutralizing reassurance that: carbon is captured, rivers are purified, forests are healthy and expanding, biodiversity is thriving and protected, and “the rights of Indigenous and Traditional Peoples are upheld” as a result of our consumption. (FSC-NRA-USA, p71) That is the first phase of the plan – manufacturing / feigning consent. Next the regulatory hurdles must be eliminated or circumvented. Cue the Landscape Management Plan (LMP).

“Taken together, the actions taken by AFF [American Forest Foundation] over the implementation period have effectively set the stage for the implementation of a future DBC project to promote and expand SDE+1 qualifying certification systems for family landowners in the Southeast US and North America, generally.”

“As outlined in our proposal, research by AFF and others has demonstrated that the chief barrier for most landowners to participating in forest certification is the requirement to have a forest management plan. To address this significant challenge, AFF has developed an innovative tool, the Landscape Management Plan (LMP). An LMP is a document produced through a multi-stakeholder process that identifies, based on an analysis of geospatial data and existing regional conservation plans, forest conservation priorities at a landscape scale and management actions that can be applied at a parcel scale. This approach also utilizes publicly available datasets on a range of forest resources, including forest types, soils, threatened and endangered species, cultural resources and others, as well as social data regarding landowner motivations and practices. As a document, it meets all of the requirements for ATFS certification and is fully supported by PEFC and could be used in support of other programs such as other certification systems, alongside ATFS. Once an LMP has been developed for a region, and once foresters are trained in its use, the LMP allows landowners to use the landscape plan and derive a customized set of conservation practices to implement on their properties. This eliminates the need for a forester to write a complete individualized plan, saving the forester time and the landowner money. The forester is able to devote the time he or she would have spent writing the plan interacting with the landowner and making specific management recommendations, and / or visiting additional landowners.

With DBC support, AFF sought to leverage two existing LMPs in Alabama and Florida and successfully expanded certification in those states. In addition, AFF combined DBC funds with pre-existing commitments to contract with forestry consultants to design new LMPs in Arkansas and Louisiana. DBC grant funds were used to cover LMP activities between July 1, 2018 and December 31, 2018 for these states, namely stakeholder engagement, two stakeholder workshops (one in each state Arkansas and Louisiana) and staffing.” (American Forest Foundation, 2, 7).

It is clear that global interests / morally bankrupt humans have been busy ignoring the advice of scientists, altering definitions, removing barriers to standardization / certification, and manufacturing consent; thus enabling the widespread burning of wood / biomass (read: earth’s remaining forests) to be recognized as renewable, clean, green-energy. Imagine: mining forests as the solution to deforestation, biodiversity loss, pollution, climate change, and economic stagnation. Meanwhile, mountains are scalped, rivers are poisoned, forests are gutted, biological diversity is annihilated, and the future of all life on earth is sold under the guise of sustainability.

Sustainability means USING North American hardwoods!

The perpetual mining of forests is merely one “natural climate solution” promising diminishing returns for Life on earth. While the rush is on to secure the necessary public consent (but not of the free, prior, and informed variety) to convert the forests of the world into clean energy (sawdust pellets) and novel materials, halfway around the planet and 5 kilometers below the surface of the Pacific another “nature based solution” that will utterly devastate marine ecosystems and further endanger life on earth – deep sea mining (DSM) – is employing the same strategy. Like the numerous other institutions that are formally entrusted with the protection of forests, water, air, biodiversity, and human rights, deep sea mining is overseen by an institution which has contradictory directives – to protect and to exploit. The International Seabed Authority (ISA) has already issued 17 exploration contracts and will begin issuing 30-year exploitation contracts across the 1.7 million square mile Clarion-Clipperton zone by 2024 – despite widespread calls for a ban / moratorium and fears of apocalyptic planetary repercussions. After decades of environmental protection measures enacted by thousands of agencies and institutions throwing countless billions at the “problems,” every indicator of planetary health that I am aware of has declined. It follows, then, that these institutions are incapable of exercising caution, acting ethically, protecting ecosystems, biodiversity or indigenous peoples, holding thieves, murderers and polluters accountable, or even respecting their own regulatory processes. Haeckel sums up industry regulation nicely in a recent nature article regarding the nascent DSM industry:

“…Amid this dearth of data, the ISA is pushing to finish its regulations next year. Its council met this month in Kingston, Jamaica, to work through a draft of the mining code, which covers all aspects — environmental, administrative and financial — of how the industry will operate. The ISA says that it is listening to scientists and incorporating their advice as it develops the regulations. “This is the most preparation that we’ve ever done for any industrial activity,” says Michael Lodge, the ISA’s secretary-general, who sees the mining code as giving general guidance, with room to develop more progressive standards over time.

And many scientists agree. “This is much better than we have acted in the past on oil and gas production, deforestation or disposal of nuclear waste,” says Matthias Haeckel, a biogeochemist at the GEOMAR Helmholtz Centre for Ocean Research Kiel in Germany.” (Seabed Mining Is Coming — Bringing Mineral Riches and Fears of Epic Extinctions).

Of course, this “New Deal for Nature” requires “decarbonization” while producing billions of new electric cars, solar panels, wind mills, and hydroelectric dams. The metals for all the new batteries and techno-solutions have to come from somewhere, right? According to Global Sea Mineral Resources:

“Sustainable development, the growth of urban infrastructure and clean energy transition are combining to put enormous pressure on metal supplies.

Over the next 30 years the global population is set to expand by two billion people. That’s double the current populations of North, Central and South America combined. By 2050, 66 percent of us will live in cities. To support this swelling urban population, a city the size of Dubai will need to be built every month until the end of the century. This is a staggering statistic. At the same time, there is the urgent need to decarbonise the planet’s energy and transport systems. To achieve this, the world needs millions more wind turbines, solar panels and electric vehicle batteries.

Urban infrastructure and clean energy technologies are extremely metal intensive and extracting metal from our planet comes at a cost. Often rainforests have to be cleared, mountains flattened, communities displaced and huge amounts of waste – much of it toxic – generated.

That is why we are looking at the deep sea as a potential alternative source of metals.”

Did you notice how there is scarcely room to imagine other possibilities (such as reducing our material and energy consumption, reorganizing our societies within the context of our ecosystems, voluntarily decreasing our reproductive rate, and sharing resources) within that narrative?

Do you still wonder why the processes of approving seabed mining in international waters and certifying an entire continent’s forests industry to be sustainable seem so similar? They are elements of the same scheme: a strategy to accumulate record profits through the valuation and exploitation of nature – aided and abetted by the non-profit industrial complex.

“The non-profit industrial complex (or the NPIC) is a system of relationships between: the State (or local and federal governments), the owning classes, foundations, and non-profit/NGO social service & social justice organizations that results in the surveillance, control, derailment, and everyday management of political movements.

The state uses non-profits to: monitor and control social justice movements; divert public monies into private hands through foundations; manage and control dissent in order to make the world safe for capitalism; redirect activist energies into career-based modes of organizing instead of mass-based organizing capable of actually transforming society; allow corporations to mask their exploitative and colonial work practices through “philanthropic” work; and encourage social movements to model themselves after capitalist structures rather than to challenge them.” (Beyond the Non-Profit Industrial Complex | INCITE!).

The emergence of the NPIC has profoundly influenced the trajectory of global capitalism largely by inventing new conservation and the youth climate movement –

The “movement” that evades all systemic drivers of climate change and ecological devastation (militarism, capitalism, imperialism, colonialism, patriarchy, etc.). An important point must never get lost amongst the swirling jargon, human-supremacy and unbridled greed: If we do not drastically reduce our material and energy consumption – rapidly – then We (that is, all living beings on the planet including humans) have no future.

In summary, decades of social engineering have set the stage for the blitzkrieg underway against our life-giving and sustaining mother planet in the name of sustainability industrial civilization. The success of the present assault requires the systematic division, distraction, discouragement, detention, and demonization (reinforced by powerful disinformation) and ultimately the destruction of all those who would resist. Remember also: capital, religion, race, gender, class, ideology, occupation, private property, and so forth, these are weapons of oppression wielded against us by the dominant patriarchal, colonizing, ecocidal, empire. That is not who We are. Our causes, our struggles, and our futures are one. Unless we refuse to play by their rules and coordinate our efforts, We will soon lose all that can be lost.
