Once upon a time, dams were recognized for the environmental atrocities they are. Human beings understood that dams kill rivers, from source to sea. They understood that dams kill forests, marsh- lands, grasslands.
In the 12th century, Richard the Lionhearted (King Richard I of England) put in place a law forbidding dams from preventing salmon passage. In the 14th century, Robert the Bruce did some- thing similar for Scotland. His descendant Robert the III went even further, declaring that three convictions for killing salmon out of season would be a capital offense.
Fast-forward to today, when dams are claimed to provide “clean” and “green” energy.
Where’s Robert the III when you need him?
As recently as three decades ago, at least environmentalists still consistently opposed dams. But the coup that turned so much environmentalism away from protecting the real world and into a lobbying arm of favored sectors of the industrial economy has rhetorically turned dams into environmental saviors. And climate change activists are among the most relentless missionaries for the gospel of the green dam.
This issue is urgent. While here in the United States, no new large dams have been built in many years (although many shovel-ready proposals are waiting for public funding), large hydropower dams are being built around the world as quickly as (in)humanly possible.
Once again, environmental engineer Mark Jacobson is an exam- ple, as he always seems to be, of someone working hard to kill the planet in order to save it. His 100 percent “renewable” transition plans—and remember, bright greens and many mainstream environmentalists love this guy—call for building about 270 new large hydroelectric dams globally, each at least the size of the Hoover or Glen Canyon dams.6 He also calls for major expansions to existing dams by adding new turbines. His models rely heavily on hydro because solar and wind facilities are by their nature intermittent and unreliable.
In Bolivia, Indigenous groups fear the worst from dam project on Beni River
More than 5,000 Indigenous people would be impacted by flooding from the construction of two dams in Bolivia, according to Indigenous organizations and environmentalists.
Successive governments have mulled the Chepete-El Bala hydroelectric project for more than half a century, and the current administration of President Luis Acre has now revived it as a national priority.
While Indigenous groups have successfully rejected the plan in the past, this time a group of 10 Indigenous organizations have signed an agreement with the state energy company approving feasibility studies.
If completed, the reservoirs for the project would cover a combined area larger than Bolivia’s capital, La Paz, and inundate an area that’s home to thousands of plant and animal species.
The Bolivian government has revived a long-held plan to build a hydroelectric plant in a corner of the country’s western La Paz department, sparking concerns about the potential displacement of more than 5,000 Indigenous people from the area.
The affected communities live in two protected areas, Madidi National Park and Pilón Lajas Biosphere Reserve and Communal Lands, parts of which would be flooded for the twin dams of the Chepete-El Bala hydroelectric project.
President Luis Arce, who served as minister of the economy in the earlier administration of Evo Morales, is following the same road map as his predecessor, who in July 2007 announced the original plans for the hydroelectric dams as a national priority.

The idea to generate hydropower in the Beni River Basin, specifically in El Bala Gorge, has been around for more than 50 years and given up on numerous times due to its economic unfeasibility and high environmental cost. The last time it was rejected by Indigenous communities was during the Hugo Banzer government in the late 1990s, before being nearly resurrected under Morales, Bolivia’s first Indigenous president.
Since then, the issue had largely faded for the six Indigenous communities that live in the area: the Mosetén, Tsiman, Esse Ejja, Leco, Tacana and Uchupiamona. The groups are now speaking out against the hydropower project, saying it would “cut off” the three rivers vital to their existence: the Beni and two of its tributaries, the Tuichi and Quiquibey.
“This would mean forced displacement and that means taking away our territory. We would be forced to leave our space, our ancestral domain,” said Alex Villca, a member of the National Coordinator for the Defense of Indigenous Peasant Territories and Protected Areas (Contiocap) of Bolivia. “We would be giving up what is most important: without territory there are no Indigenous peoples. This would be accepting a silent death. Wherever they take us, it would never be the same.”
The Indigenous leader said the problem goes even further. He said that in the Chepete mountains, some Indigenous peoples live in voluntary isolation — believed to be Mosetén, although there aren’t many studies to confirm this — and that they would be “totally” affected if the dams were constructed in the area. “We know from our brothers that there exists, in the peaks of the Chepete, a community in voluntary isolation that must be unaware of all these plans. Imagine how that would affect them if this project comes to fruition,” Villca said.
Tenders resumed
In 2021, Bolivia’s National Electric Energy Company (Ende) resumed the commissioning of the Chepete-El Bala project, announcing tenders for geological and geotechnical studies. The state-owned company said that in the case of the Chepete plant, the planned reservoir area would flood 46 square kilometers (18 square miles) of the total area of 3,859 square kilometers (1,490 square miles) of the Pilón Lajas reserve. The reservoir at El Bala, meanwhile, would cover 94 km2 (36 mi2) of the 18,895-km2 (7,295-mi2) Madidi park.

In August, the Office of Indigenous Peoples of La Paz (Cpilap) signed an agreement with Ende authorizing the final design studies for the Chepete-El Bala project.
The agreement establishes that Cpilap must “allow the entry of Ende Corporation and its contracted companies to the areas of direct and indirect influence in order to carry out research, information gathering, socialization and data collection that allows studies, the creation of projects, to finalize the design to implement electric power generation, transmission and distribution.”
Villca spoke out against the signing of the agreement. “What worries us is that the tenor of the agreement is that it not only allows for complementary studies but also, in the future, allows Ende to start construction of the Chepete and El Bala hydroelectric plants. This is much more serious.”
Cpilap is a regional organization that brings together 10 Indigenous organizations in La Paz department: the Indigenous Council of the Tacana Peoples, the Office of the Indigenous Leco de Apolo, the Leco Indigenous People and Larecaja Native Communities, the Mosetén Indigenous Peoples Organization, the Indigenous Peoples of de San José de Uchupiamonas, the Esse Ejja of Eiyoquibo Indigenous Community, the Regional Council of T-simane Mosetén of Pilón Lajas, the Native Agroecological Community of Palos Blancos, the Tacana II Indigenous Communities of Rio Madre de Dios, and the Captaincy of the Araona Indigenous People. All of these organizations, according to Villca, are connected to Arce and Morales’s ruling party, the Movement for Socialism (MAS).
Gonzalo Oliver Terrazas, president of Cpilap, said five of the six affected Indigenous communities agreed with the hydropower project. The sixth community are the Mosetén, who didn’t sign the agreement. “This agreement doesn’t mean that the dam will be built,” he said. “The goal is to determine the feasibility or infeasibility of the project. Another important aspect that the agreement has is the social component, which we have included so that there can be electricity and housing projects.”
The Association of Indigenous Communities of the Beni, Tuichi and Quiquibey Rivers, an organization started in 2001 to defend the ancestral territories of the six Indigenous communities impacted by the project, has demanded that a prior consultation be carried out with the communities to approve or reject the project. The communities met over one weekend and decided to reject the government initiative, demonstrating that there are leaders for and against conducting feasibility studies for the project.

“We remind [the government] that in 2016 there was a 12-day vigil and the expulsion of the Geodata and Servicons companies that had started work and studies in the territory without fulfilling a free, prior and informed consent [FPIC] consultation in good faith so as to receive the consent of the communities,” said a document published by the association.
Terrazas said the signing of the agreement with Ende doesn’t mean there won’t be consultation with Indigenous communities. He said that if the feasibility of the project is approved, a consultation will be carried out with the communities to approve or reject the construction of the hydropower plants.
In January 2018, Ende returned the prefeasibility study to the Italian company Geodata Engineering for correction. Geodata recommended “to postpone the development of the El Bala 220 hydroelectric plant until the conditions in the Bolivian energy market and abroad indicate that it is convenient to start its implementation.”
City-size reservoir
The project, which would start after a public tender is launched, would flood at least 662 km2 (256 mi2) of land for the two dams, according to Indigenous groups. Combined, the two reservoirs would cover an area five times bigger than Bolivia’s capital, La Paz. And if the dried-out salt lake of Poopó, in the department of Oruro, doesn’t recover, Chepete-El Bala would be the second-biggest lake in Bolivia after Titicaca.
The project calls for building the first dam in the Beni River’s Chepete Gorge, 70 km (43 mi) upstream from the town of Rurrenabaque, in the department of Beni, and the second near El Bala Gorge, 13.5 km (8.3 mi) upstream of the same town.

The Chepete dam would raise the water level to 158 meters (518 feet), forming a lake that would be 400 m (1,312 ft) above sea level. The dam at El Bala would raise the water level by 20 m (65 ft) and its reservoir would be 220 m (721 ft) above sea level. Unlike the Chepete dam, which would be a concrete wall, the dam at El Bala would consist of gates and generators in the middle of the river.
Extinction and displacement
According to the Solón Foundation, an environmental NGO, a total of 5,164 people would be relocated for the project, the majority of them Indigenous. The area is also home to 424 plant species of plants, 201 land mammals, 652 birds, 483 amphibians and reptiles, and 515 fish species. It’s not clear which species are most likely to go locally extinct as a result of the flooding, or how many would be affected.
The main fear of the Indigenous communities in the area is that the construction of both dams would mean forcibly displacing more than 5,000 residents. The construction of the second reservoir at El Bala, according to the Solón Foundation and Indigenous organizations opposed to the project, would flood the entire community of San Miguel del Bala. There’s no official information on a displacement plan for the communities more than 1,000 residents.
And with the construction of the Chepete reservoir, a little more than 4,000 Indigenous people would be displaced. All the populated areas affected by the reservoir, according to Geodata, have collective titles belonging to the Tacanas, Lecos and Mosetén peoples. Additionally, development on the river could interfere with the livelihoods of many residents, who fish and farm and, in more recent years, oversee communal tourism activities.

Valentín Luna is an Indigenous Tacana leader and head of the San Miguel del Bala community. Currently, there are at least 20 eco-lodges that have been built in the Madidi and Pilón Lajas protected areas. Most of these initiatives are managed by the local communities. Four of these eco-lodges would be flooded by the dams, according to Luna: one in Chalalán overseen by the Uchupiamonas, one run by San Miguel del Bala residents, one in Villa Alcira, and one run by the Chimanes and Mosetén of Asunción del Quiquibey.
For the Indigenous people who don’t want the dams in their area, the main worry isn’t the end of tourism. They fear that the six Indigenous groups will disappear along with it.

Politics isn’t a dirty word. It simply means “how we make decisions about the direction of our society.” This process has become mired in corruption. Making political change (and therefore economic and social change) requires that we get organized.
Countless activists through history remind us to “Organize, organize, organize,” to “Join an organization.” In response to the question “what can one person do?” they answer: “don’t just be one person.”
But what does it actually mean to get started in political organizing? This article explains the basics of how to start a movement.
Step 1: Find like-minded people

If you want to achieve social change, it is advisable to think about how you are going to organize yourself in the long term. In many cases, you will not achieve your goal after a single protest. Sometimes movements grow very fast and lose focus. Setting up a proper organization will help you to work more effectively and prevent future problems.
The first step is to find like-minded people.
There are many ways to go about this. Most simply, reach out to your friends. Send messages and emails. Consider using online groups and discussion forums. Then invite people to meet face-to-face.
Step 2: Meet Up
Make sure to prepare beforehand and decide who is going to facilitate the event. Decide on a location and time at least two weeks before, so that you have some time to promote it.
Share your event with anyone you want to attend, and prepare for all meetings with an agenda. Open-brainstorming is good, but try to keep meetings and groups action-oriented. Don’t get too bogged down in debate.
Collect and exchange contact info: People who are interested in your initiative may not be able to join your meetings. Create a chat group or ask participants of the brainstorm to fill out a form with their email address and phone number. This way you can reach out to them later if you want to organize another meeting.
In the beginning, aim for two solid people. Then three, then four. Small groups can catalyze major changes, if they have sound strategy, dedication, skills, and can assemble resources to support the goal. Small groups that trust each other and collaborate well may be more effective than larger groups that cannot communicate well or work together smoothly, but large numbers of people create momentum of their own.
Step 3: Make a Plan
Groups and organizations thrive on action. Set a goal or a sequence of goals, even if it is small, and start working towards it. Try to ensure every person has a way to contribute, and re-evaluate and modify strategy as you go.
Step 4: Create Structure
Any organization should have a core set of widely agreed-upon rules and basic principles. Usually, these rules and basic principles are written down.
For example, together you could write down the demands of your organization. This way, it is clear to both your members and the outside world what your organization stands for.
Consider the following ideas: principles, goals, rules/code of conduct, demands, and organizational structure.
Step 5: Take action
In political organizing, action is the central goal. Everything should be organized to support action. But understand that action can look different, depending on the organization. Action does not refer to direct action alone. Deep Green Resistance, for example, engages in and supports various types of action, including outreach, pressure campaigns, lawsuits, community organizing, and direct action.

Much like the right to interracial marriage, woman’s suffrage, and freedom of speech, we didn’t always have the right to privacy. Generations before ours fought for our right to privacy. Privacy is a human right inherent to all of us, that we are entitled to without discrimination.
But despite this, governments and corporations around the world regularly abuse our right to privacy for profit and power.
What should I do?
First, you need to make a plan.
Trying to protect all your data from everyone all the time is impractical, expensive, and exhausting. But, don’t worry! Security is a process, and by thinking ahead you can put together a plan that’s right for you. Security isn’t just about the tools you use or the software you download. Rather, it begins with understanding the unique threats you face, and how you can counter them.
Your Security Plan
Trying to protect all your data from everyone all the time is impractical and exhausting. But, have no fear! Security is a process, and through thoughtful planning, you can put together a plan that’s right for you. Security isn’t just about the tools you use or the software you download. It begins with understanding the unique threats you face and how you can counter those threats.
In computer security, a threat is a potential event that could undermine your efforts to defend your data. You can counter the threats you face by determining what you need to protect and from whom you need to protect it. This is the process of security planning, often referred to as “threat modeling.”
This guide will teach you how to make a security plan for your digital information and how to determine what solutions are best for you.
What does a security plan look like? Let’s say you want to keep your house and possessions safe. Here are a few questions you might ask:
What do I have inside my home that is worth protecting?
Assets could include: jewelry, electronics, financial documents, passports, or photos
Who do I want to protect it from?
Adversaries could include: burglars, roommates, or guests — as well as government or corporate agents.
How likely is it that I will need to protect it?
Does my neighborhood have a history of burglaries? How trustworthy are my roommates/guests? Am I involved in risky political activity? What are the capabilities of my adversaries? What are the risks I should consider?
How bad are the consequences if I fail?
Do I have anything in my house that I cannot replace? Do I have the time or money to replace these things? Do I have insurance that covers goods stolen from my home? Will our movement be harmed if the information or digital files I have are seized?
How much trouble am I willing to go through to prevent these consequences?
Am I willing to buy a safe for sensitive documents? Can I afford to buy a high-quality lock? Do I have time to open a security box at my local bank and keep my valuables there? Can I use encryption to protect my files?
Once you have asked yourself these questions, you are in a position to assess what measures to take. If your possessions are valuable, but the probability of a break-in is low, then you may not want to invest too much money in a lock. But, if the probability of a break-in is high, you’ll want to get the best lock on the market, and consider adding a security system.
The risk that something bad might happen, and the potential level of harm should it happen, should both be taken into account.
Making a security plan will help you to understand the threats that are unique to you and to evaluate your assets, your adversaries, and your adversaries’ capabilities, along with the likelihood of risks you face.
How do I make my own security plan? Where do I start?
Security planning helps you to identify what could happen to the things you value and determine from whom you need to protect them. When building a security plan, answer these five questions:
What do I want to protect?
Who do I want to protect it from?
How bad are the consequences if I fail?
How likely is it that I will need to protect it?
How much trouble am I willing to go through to try to prevent potential consequences?
Let’s take a closer look at each of these questions.
What do I want to protect?
An “asset” is something you value and want to protect. In the context of digital security, an asset is usually some kind of information. For example, your emails, contact lists, passwords and access to websites, instant messages, discussion forums, notes, plans, location, and files are all possible assets. Your devices may also be assets.
Make a list of your assets: data that you keep, where it’s kept, who has access to it, and what stops others from accessing it.
Who do I want to protect it from?
To answer this question, it’s important to identify who might want to target you or your information. A person or entity that poses a threat to your assets is an “adversary.” Examples of potential adversaries are your boss, your former partner, your business competition, your government, or a hacker on a public network.
Make a list of your adversaries, or those who might want to get ahold of your assets. Your list may include individuals, a government agency, or corporations.
Depending on who your adversaries are, under some circumstances this list might be something you want to destroy after you’re done security planning.
How bad are the consequences if I fail?
There are many ways that an adversary could gain access to your data. For example, an adversary can read your private communications as they pass through the network, or they can delete or corrupt your data.
The motives of adversaries differ widely, as do their tactics. A government trying to prevent the spread of a video showing police violence may be content to simply delete or reduce the availability of that video. In contrast, a political opponent may wish to gain access to secret content and publish that content without you knowing.
Security planning involves understanding how bad the consequences could be if an adversary successfully gains access to one of your assets. To determine this, you should consider the capability of your adversary. For example, your mobile phone provider has access to all your phone records. A hacker on an open Wi-Fi network can access your unencrypted communications. Your government might have stronger capabilities.
Write down what your adversary might want to do with your private data.
How likely is it that I will need to protect it?
Risk is the likelihood that a particular threat against a particular asset will actually occur. It goes hand-in-hand with capability. While your mobile phone provider has the capability to access all of your data, the risk of them posting your private data online to harm your reputation is low.
It is important to distinguish between what might happen and the probability it may happen. For instance, there is a threat that your building might collapse, but the risk of this happening is far greater in San Francisco (where earthquakes are common) than in Stockholm (where they are not).
Assessing risks is both a personal and a subjective process. Many people find certain threats unacceptable no matter the likelihood they will occur because the mere presence of the threat at any likelihood is not worth the cost. In other cases, people disregard high risks because they don’t view the threat as a problem.
Write down which threats you are going to take seriously, and which may be too rare or too harmless (or too difficult to combat) to worry about.
How much trouble am I willing to go through to try to prevent potential consequences?
There is no perfect option for security. Not everyone has the same priorities, concerns, or access to resources. Your risk assessment will allow you to plan the right strategy for you, balancing convenience, cost, and privacy.
For example, an attorney representing a client in a national security case may be willing to go to greater lengths to protect communications about that case, such as using encrypted email, than a family member who regularly emails funny cat videos.
Write down what options you have available to you to help mitigate your unique threats. Note if you have any financial constraints, technical constraints, or social constraints.
Security planning as a regular practice
Keep in mind your security plan can change as your situation changes. Thus, revisiting your security plan frequently is good practice.
Create your own security plan based on your own unique situation. Then mark your calendar for a date in the future. This will prompt you to review your plan and check back in to determine whether it’s still relevant to your situation.
Specific online privacy tools, methods, and apps
From here, you can start to consider and put in place specific protective measures. These might include things like:
Shredding or burning old notes and files.
Using a password manager and ensuring that your passwords are unique and strong.
Enabling encryption on your phone, tablet, computer, and any other devices you own.
Removing unused apps from your phone, tablet, or computer, and checking which apps have permission to access which features.
Using a privacy-oriented web browser, such as Firefox, rather than Google Chrome.
Use more-secure communication tools such as Signal, Wire, Protonmail, Tutanota, etc. rather than regular email, text messages, and phone calls.
Stop using non-private services such as Google Drive and Dropbox with end-to-end encrypted alternatives such as Skiff, Tresorit, Sync, and Cryptpad.

Any of you who know me will be aware that I’m a recovering mainstream environmentalist and left wing political candidate, for any of you who are active in either sphere I’m sure you have shared many of the same frustrations and demoralisations as I have done. I became an activist in my teens but despite being involved in the movement since then I had been pretty much politically homeless for my entire life.
Then fortunately one day I happened upon this:
“Men as a class are waging a war against women, rape, battering, incest, prostitution, pornography, poverty, and gynocide are both the main weapons in this war and the conditions that create the sex class women. Gender is not natural, not a choice, and not a feeling. It is the structure of women’s oppression. Attempts to create more “choices” within the sex caste system only serve to reinforce the brutal realities of male power. As radicals, we intend to dismantle gender and the entire system of patriarchy which it embodies. The freedom of women as a class cannot be separated from the resistance to the dominant culture as a whole”
This is an excerpt from the Deep Green Resistance statement of principles, and reading this affirmed to me that it was the lack of this understanding that limited my alignment with the mainstream environmental and political groups in which I was immersed.
This recognition of the interrelation of the struggles of women and the living world is one of the aspects of our analysis that people often seem to find the hardest to understand, so I’m going to speak a little about that, share some thoughts regarding obstacles facing female activists, and the importance of sisterhood in the work that we do.
Firstly, as radicals, we seek out the root of the problems facing us. These “problems” consist of material institutions of oppression and ideologies which sustain the narrative of the powerful.
The corrupt and brutal power arrangement of patriarchy needs an ideology and we call it gender. The parallels between the ideology of racism, necessary for white supremacy, may seem obvious, yet there appears to be endless resistance to applying a class analysis to the struggle of women. Even in the most “progressive” circles, there is a silent understanding that when push comes to shove women can always be used as collateral damage. Women are viewed in the same way as the living world, simply a natural resource to be used by the ruling male class as he sees fit.
On the left we see this in the cheerleading for the full decriminalisation of the sex trade, the cheerleading of gender recognition legislation stripping our sex based protections, the minimization of the continuum of male violence which every woman and girl is forced to navigate, and the perpetual dismissal of the value of our domestic labour which enables the family and society to function at all.
Ecofeminism challenges this commodification of women’s bodies, labour and knowledge, while also challenging the patriarchal reconceptualisation of nature as a machine, as a resource, and as an “other”.
So why do we need to challenge this? Let’s talk for a moment about where the capitalist patriarchy has brought us.
Current atmospheric C02 – 411.40ppm – for anyone who isn’t aware of the figures, anything above 350ppm is considered unsafe.
According to the 6th climate assessment by the intergovernmental Panel on Climate Change we have already warmed the planet by 1.2(Global temps Jan – Oct 2020) degrees above pre industrial levels. In 2019 the concentration of carbon in the atmosphere was higher than at any period in the last two million years, concentrations of methane and nitrous oxide – both more potent than C02, were higher than at any period in the last 800,000 years.
On our current trajectory we are expected to achieve a 1.5 degree temperature rise within 20 years from now. The IPCC authors worst case scenario emissions double by 2050 we would achieve a 2.4 degree rise by between 2041 and 2060. Then almost double by 2100
For anyone who’s unsure what that means, its game over.
For every half degree of warming the frequency and intensity of natural disasters increases. More wildfires, more flooding, more drought, more food scarcity, and increasingly violent resource wars
More than 90% of the heat trapped by humanity’s greenhouse gas emissions has been absorbed by the seas. Anthropogenic global warming has heated the oceans by the equivalent of one atomic bomb explosion per second for the past 150 years.
This means more acidification of our oceans, further devastation of marine life, and severe disruption of currents critical to seasonal weather patterns.
The emergence of new strains of zoonotic disease, and the expansion of vector borne diseases due to habitat destruction and warming climate.
Intensified neo-colonialism of global north companies which continue pillaging communities in the global south.
Last October we formed a coalition called Shale Must Fall which targets the fracking industry, connecting communities at extraction points and communities at the point of consumption. We attempt to bridge these communities and incorporate the testimonies of front line activists into global actions, targeting the headquarters/operations of these climate criminals.
Our members in Chihuahua gave us a stark insight into the reality of water shortage. Last September National Guard troops clashed with hundreds of farmers protesting the government decision to ship scarce water supplies from their drought stricken region to Texas. Due to the 1944 Water Treaty, the water was “owed” to the US.
One woman was shot dead during the standoff and others injured. It is strongly suspected that the Mexican water was bound for the fracking industry in Texas, while the people of Chihuahua were denied water to drink, wash and farm.
Similar horrors are playing out in the Okavango Delta, where a Canadian company – ReconAfrica plan to frack one of the great delta’s of the world and the wealth of life that she sustains. Our activists in the region are fighting this company, some are mothers, carrying young children on their hips while facing threats of violence and death.
As resources dwindle, this is the future we face. The merciless destruction of non human and human communities as industry, protected by government, continues to devour what’s left in a desperate attempt to maintain their malignant infinite growth model on our finite and fragile home.
And what does all this mean for women?
Climate collapse compounds and magnifies existing inequalities, dangers and the risk and occurrence of male violence, so let’s talk a little about what women are facing currently:
UN figures indicate that 80% of people displaced by climate change are women. Roles as primary care givers and food providers making us more vulnerable.
As we all know women are more likely to experience poverty and to have less socioeconomic power than men making it more difficult to recover from disasters which affect infrastructure, jobs and housing.
An example of this is after Hurricane Katrina more than half the poor families in New Orleans were single mothers dependent on community networks for resources and survival. The disaster eroded those support networks placing women and children at far greater risk.
An Oxfam report into the 2004 tsunami found that surviving men outnumbered women by almost 3:1 in Sri Lanka, Indonesia and India. It appears that women lost precious evacuation time trying to save children and other relatives.
Another study spanning 20 years noted that catastrophic events lowered women’s life expectancy more than men; more women were being killed, or being killed younger. The difference reduced in countries where they had greater socioeconomic power.
As for male violence
According to UNIFEM in South Africa a woman is killed every 6 hours by an intimate partner.
A woman is reported beaten every 18 seconds in the US.
A 2007 study found that 22 women in India were killed each day due to dowry related murders.
In Guatemala, two women are murdered on average every day.
In India a woman is reported raped every 20 minutes.
More than 60 million girls worldwide are child brides
In Sao Paulo, Brazil a woman is assaulted every 5 seconds.
UNITE estimates that up to 70% of women experience violence in their lifetime.
World Bank data indicates that amongst women ages 15 – 44 acts of male violence cause more death and disability than from cancer, car accidents, war and malaria combined.
The pathology of masculinity is ravaging women and life on this planet, and its structures will not have a spontaneous change of heart. The capitalist patriarchy will continue to destroy until it is stopped by force, and we as women are the only ones who can lead this.
Patriarchy
Rosemary Radford Ruether said; “Women must see that there can be no liberation for them and no solution to the ecological crisis within a society whose fundamental model of relationships continues to be one of domination.”
In this age of science and development we are funneled into a productivist mode of interaction, rather than a relational mode of interaction, with nature, women and children suffering most within this sterile framework. Capitalism, individualism and masculinity have created a perfect storm, destroying the balance of organic communication and connection.
Central to masculinity is the male violation imperative.
Lierre Kieth writes;
“Masculinity requires what psychologists call a negative reference group, which is the group of people “that an individual … uses as a standard representing, opinions, attitudes or behavioral patterns to avoid”. Boys in patriarchal cultures create negative reference groups as a matter of course. Boys first despised other is, of course, girls. No insult is worse than some version of “girl”, usually a part of the female anatomy warped into hate speech. But once the psychological process is in place, the category ”female” can easily be filled with any group that a hierarchical society needs dominated or eradicated.
A personality with an endless drive to prove itself against another, any other, combined with the entitlement that power brings, creates a violation imperative. Men become ‘real men’ by breaking boundaries, whether it’s the sexual boundaries of women, the cultural boundaries of other peoples, the political boundaries of other nations, thegenetic boundaries of species, the biological boundaries of living communities, or the physical boundaries of the atom itself
The real brilliance of patriarchy is that it doesn’t just naturalize oppression. It sexualizes acts of oppression. It eroticizes domination and subordination, and then it takes that eroticized dominationand subordination, and institutionalizes that into masculinity and femininity. So it naturalizes, it eroticizes, and then it institutionalizes.
The brilliance of feminism is that we figured that out.”
We are living within overlapping systems of oppression. He would like us to think that it’s inevitable, that it’s human nature, but its not.
According to indigenous wisdom the world is made up of live, sentient beings to be in relationship with, individual obligations to fulfill to allow the entire web of life to function.
To the mind of the dominant culture the world is made up dead resources, objects to sell and orifices to fuck. Neoliberalism and identity politics have ensured a myopic culture of individualism. The aim is to disconnect us from the land, from each other, and even from our own bodies, which this culture teaches us to despise and contort from early childhood.
This lie of disconnection is embedded into our religions, laws and economics. These systems have all been designed to maintain an unnatural social order for his benefit, and here he has brought us to the brink of extinction, bloodied, brutalised but still resisting, because as women we know it doesn’t have to be this way, in our bones we can remember another world, and every one of us still carries it with us.
The Matriarchy
Renowned matriarchal historian Heide Göttner-Abendroth writes;
“Therefore, from the political point of view, I call matriarchies egalitarian societies of consensus. These political patterns do not allow the accumulation of political power. In exactly this sense, they are free of domination: They have no class of rulers and no class of suppressed people, and they need no ’enforcement bodies’ such as warriors, police, or controlling and punishing institutions that are necessary to establish domination of a majority of people”
We know this was a reality for thousands of years, and if there is to be any hope for women or for the Earth it must become reality again.
Taking power back – Organising as women
To organise effectively as women we need, above all else, true sisterhood and solidarity. How do we take the learnings from matriarchal organising and apply them to our own organisations and campaigns?
As in any other area of life, there can be enormous pressure to replicate the dominant culture within our group dynamics. Like mothers we need ferocious gentleness, protectiveness and loyalty. Sometimes it is difficult to maintain focus, but it’s vital that we refuse to loose sight of our common cause and that we employ a great deal of forgiveness and understanding for the women we work alongside.
Moving through politics and activism as a working class single parent I’ve witnessed a stark lack of recognition of class privilege. The reality of working class women and mothers is unique, as is their perspective. To be inclusive of those voices, and other women facing constraints, the hierarchies of time, money and education need to be taken into account and adapted for. if we want to be in solidarity with women who are often the most vulnerable in our communities we need to organise with them in mind. We need to practice what we preach so all women are empowered to become part of the movement.
Obstacles
Controlled opposition– as activists we need to constantly assess the efficacy of our actions, the possible repercussions and the impact on our targets. We need to be aware of how the media and the state will use our movements to suit their own ends. We need to be well educated and aware of how government forces infiltrate, co-opt, and neutralize activist networks.
False solutions – The false belief that technology can save us, that more extractivism, more industry, more destruction of habitat will somehow make our way of life sustainable. The environmental movements role should be to protect the living world, not to protect our way of life or to reinforce the culture of empire.
The false belief that we can somehow negotiate with those in power – Electoral politics and NGO’s have proven themselves untrustworthy time and time again, resistance must come from the grassroots. There is a dangerous belief that within the dominant culture there is a willingness to change but power never ceded power voluntarily. We are at war, at war for the survival of the living world and at war for our right to exist as women.
Disconnection – From ’Demon Lover – On the Sexuality of Terrorism’ by Robin Morgans:
“If I had to name one quality as the genius of patriarchy it would be compartmentalisation, the capacity for institutionalising disconnection. Intellect severed from emotion. Thought separated from action… the personal isolated from the political, Sex divorced from love. The material ruptured from the spiritual
If I had to name one quality as the genius of feminist thought, culture, and action. It would be connectivity.”
This connection allows us to be fully aware of our sisters.
Awareness of our socialisation, unpacking our need to always be kind and accommodate. Being fully aware of each other enables us to genuinely support other women when they are setting boundaries for themselves and for others.
Awareness of our persistence – in the face of poverty, oppression, responsibility, isolation … persistence in the face of drudgery… behind every event, every action, every protest, there are a million emails, phone calls, conversations … women in the background swimming in a sea of administrative boredom and stress. Recognition and gratitude couldn’t be more important.
Despair – Despair can be debilitating – images that feel like a punch to your stomach – clear cuts, oceans of plastic, emaciated polar bears, orangutans clinging to burned and broken branches, their babies clinging to their dead mothers, scorched kangaroos hanging on barbed wire fences.
I think of the stealth of the silence all around me. Less birds, less bees, less insects.
I think of all the girls living under patriarchy, we all have some that haunt us, replay in our minds over and over.
I think of Ana Kriegel, a lonely 14 year old girl. Lured from her home by the schoolboy she had a crush on. He took her and his friend to an abandoned building where he sexually assaulted her then beat her to death as the other looked on, ignoring her screams for help. They were 13 years old, reenacting his favourite porn scene.
I think of the little 5 year old girl in India who’s name I don’t even know, she was taken from her sleeping mothers arms in a train station and murdered by two men.
Despair can be overwhelming, and that’s exactly what he wants – for us to be overwhelmed and contracted in fear, and sometimes it’s almost impossible to resist. But we do have an antidote to the despair, all we need is to look to the courageous examples of other women. Women who against all the odds are fighting back, resisting, creating beauty – I think of the women of Rojava, the women marching against the Taliban in the streets of Kabul, The Gulabi gang.
All the women who I know struggling on the frontlines of Earth defense.
I think of weeds creeping through concrete.
60% of our bodies are on loan from the seas and rivers, our menstrual cycles are intimately connected to the moons and the tides. We are so intertwined with each other that our bleeding can synchronize in time with our sisters. All of life moves through us, and all of life is fighting back and willing us to resist.
Rachel Carson wrote; “Those who contemplate the beauty of the Earth find reserves of strength that will endure as long as life lasts. There is something infinitely healing in the repeated refrains of nature – the assurance that dawn comes after night, and Spring afterWinter.”
And dawn will come, and Spring after, because we really can do this, but only if we are unified in our struggles. We have all experienced the feeling of genuine female solidarity, working together for a common purpose. The power and potential is undeniable. We know this in our bones and so do the patriarchs, that’s why they have spent the last 6,000 years trying to stamp it out.
To be female under patriarchy is to be brutalised, to be nature under capitalism is to be devoured, he demands our submission while making a hellscape of our paradise and commodities of our sisters.
There are only two forces on this planet with the beauty and ferocity to stop him.
Wild nature and wild woman.

The Fitzroy River in the Kimberley region of Western Australia, one of the country’s most ecologically and culturally significant waterways, is facing proposals of further agriculture and mining development, including irrigation and fracking.
In response, First Nations communities in the region have developed different methods to promote the conservation of the river, including curating cultural festivals, funding awareness campaigns, and working with digital technologies.
First Nations land rights are held along the length of the Fitzroy River, the first time this has occurred across an entire catchment area in Australia.
The catchment is the last stronghold of the world’s most “evolutionarily distinct and globally endangered” species, the freshwater sawfish (Pristis pristis) and is home to the threatened northern river shark (Glyphis garricki).
WEST KIMBERLEY, Australia — November marks the end of the dry season in the Kimberley, the northernmost region of Western Australia, the country’s largest state. As the monsoonal rains start to fall, the country comes alive with the cries of red winged parrots (Aprosmictus erythropterus) and the Fitzroy River begins to run.
Stretching more than 700 kilometers (435 miles), the Fitzroy River is one of Australia’s most powerful waterways, a free-flowing system that passes through range, savanna and desert country to empty into the Indian Ocean each year.
Anne Poelina, a Nyikina Warrwa traditional Indigenous custodian of the river, said it’s her duty to care for the Martuwarra, the river’s original and enduring name.
“Martuwarra is a living, ancestral being,” she said. “It has a right to life, to live and to flow. We live by an obligatory law to protect the River of Life. It is the essence of our spirituality, identity, culture and law.”
The river was granted National Heritage Listing in 2011 due to its spiritual, cultural and environmental values. Native title, a federally recognized titling to traditional Indigenous lands and waters, is now held along the entire length of the river, the first time land rights have been held across an entire catchment area in Australia.
The Fitzroy is also the last stronghold of the world’s most “evolutionarily distinct and globally endangered” species, the freshwater sawfish (Pristis pristis). According to a 2019 study, its continued existence in the waters is due to the low level of human disturbance — namely mining and agriculture — compared to other rivers around the world. The authors recommended that any “further anthropogenic disturbance [to the Fitzroy River] should be minimized to maintain what is still a relatively pristine habitat.”
However, on the world’s driest inhabited continent, these life-giving waters are now a source of contention. Currently, agricultural and mining development proposals are being assessed to develop the Fitzroy catchment and the greater Kimberley region.
Such is the cultural significance of the river, that proposals have been met with scrutiny by traditional owners, and have led some to implement methods to preserve the river’s cultural and ecological significance.
Agriculture debate continues as fracking proposals arise
Chief among the industrial proposals earmarked for the Fitzroy are those linked to agriculture. Pastoral opportunities have long been debated in the Fitzroy catchment, with dams unsuccessfully planned along the river since the 1990s. In 2018, however, the incumbent state government pledged that there would be no future dams along the Fitzroy or its tributaries.
Despite this, the future of the Fitzroy remains uncertain. First announced in November 2020, the WA state government is currently assessing the feasibility of allowing up to 300 billion liters (79 billion gallons) of surface water to be taken out of the river each year through irrigation development to grow fodder for livestock. Conservationists say this will affect the flow of the river and, consequently, the diverse and unique ecosystem it supports, with threatened species including the northern river shark (Glyphis garricki), one of the world’s rarest fish.
While the debate rages on over pastoral activities in the catchment, there are other questions being raised about opening up the catchment to hydrofracturing stimulation.
Commonly known as fracking, hydrofracturing stimulation is an extractive process that involves injecting a high-pressure fluid made of sand, water and chemical additives into a drilled well to crack the rock and free natural gas from deep underground.
As much of the Fitzroy catchment sits on the Canning Basin, the largest shale gas reserve in Australia, the region has become a central focus of the federal government to boost the country’s post-COVID-19 economic recovery and strengthen the local energy market.
As Mongabay previously reported, a 2016 moratorium on fracking in WA state was lifted three years ago, allowing fracking in just 2% of the state. Much of that area falls in the western Kimberley, including parts of the Fitzroy catchment. In October 2021, the state government further backtracked on this minor concession and granted an exemption to the policy for an oil and gas company, Bennett Resources.
A subsidiary of Texas mining company Black Mountain Metals, the company has proposed drilling 20 exploratory wells, one of which lies just a kilometer (0.6 miles) from a tributary of the Fitzroy.
Bennett Resources did not respond to requests for comment from Mongabay. However, the company announced that it is seeking to extract up to 900 terajoules (953 million cubic feet) of gas a day once the gas fields peak.
In Australia, companies are able to secure mining leases that incorporate land recognized as native title. Rather than grant First Nations complete autonomy over their land, native title legislation mandates that communities enter into negotiations with mining companies regardless of whether they welcome industry on their land or not. Consequently, mining leases can incorporate the lands of multiple groups divided over development. As such, while the wells proposed by Bennett Resources are located in the territory of one community that has entered into fracking agreements, other groups on the lease either remain opposed to the process or are still undecided.
Roger Cook, the WA minister for state development and deputy premier, did not respond to requests by Mongabay for comment on industrial development in the Fitzroy catchment. However, in October, Cook told national broadcaster ABC that the exemption for Bennett Resources was granted because the project would help build gas pipelines to connect the area to the broader WA energy network.
Just how significant the resulting pipeline will be or whether it will cross native title land or the river itself remains to be seen.
Bennett Resources’ proposal says potential impacts could include contamination of surface aquifers due to well integrity failure. WA’s Environmental Protection Authority is currently assessing the proposal to ascertain whether the catchment will be compromised and the effects on species.
A festival to protect the river
For Joe Ross, director of the Bunuba Dawangirri Aboriginal Corporation, his connections to the river are ancient. An Indigenous Bunuba man whose ancestors come from the area, Ross is a seasoned advocate for the protection of the Fitzroy River catchment. In the late 1990s, he was influential in stopping the damming of the river for irrigation proposals.
In July this year, Ross organized a festival on his ancestral territory of Danggu, also known by its colonial name, Geikie Gorge. Named Yajilarra, meaning “let us dream” in the Bunuba language, the three-day festival included traditional stories told through stage performance. According to Ross, this enabled Bunuba children to interact with their elders and explore their identity.
“The aim of the festival was to celebrate our culture and revitalize our language,” Ross told Mongabay. “In doing so, we were promoting local industry, leadership for our younger people and our connection to country and the river itself.”
Following this, the festival featured a night of music and discussion about the river’s cultural and ecological values, bringing together some of the most influential and powerful individuals and corporations in Australia, including Australia’s richest man, mining mogul Andrew Forrest.
Significantly, Forrest’s investments in the Kimberley in recent years relate to the industrial proposals the Fitzroy catchment now faces. In 2019, Forrest’s privately owned energy company, Squadron Energy, bought into fracking interests in the western Kimberley. And in December 2020, he finalized a deal that saw the purchase of two pastoral stations bordering the Fitzroy River, giving livestock access to the water.
“We are passionate about the unique environment of the Kimberley, and the precious waterway and lifeforce that is the Fitzroy River,” Forrest said in a media statement last year.
“We strongly believe in the principle of balancing the need for sustainable agriculture and job creation for local communities, with the need to preserve culture and heritage sites, while restoring the land and its original fauna to its natural habitat.”
However, shortly after the Yajilarra festival, Squadron Energy abandoned its fracking interests in the Kimberley, calling the move a strategic decision given that the process is at odds with the organization’s climate policy.
For Ross, the festival achieved what it set out to.
“The feedback we have received is that the Yajilarra festival was as good as could be,” he said. “What this shows is that we have the capacity to continue these events, to promote our culture and to build ongoing dialogue about the future of the Kimberley.”
A campaign to encourage public engagement
The Kimberley Land Council (KLC), one of Australia’s most prominent First Nations land rights organizations, has also backed proposals to protect the Fitzroy catchment. Though the KLC is tasked chiefly with advocating for its member communities, taking a stand against disputes is rare given the organization is constantly entering into negotiations with government and industry. However, the KLC’s stance became unequivocable in regards to the future of the river.
Declaring that traditional owners “have never consented to the extraction of water and oppose development of the river and its floodplain,” the KLC encouraged the general public to support the protection of the river. This was done by making submissions to the state government’s call for public consultation titled the “Fitzroy River Water Discussion Paper.”
The KLC followed this through with an awareness campaign that involved running an advertisement in WA’s highest-selling daily newspaper. This resulted in more than 43,000 submissions to the discussion paper, one of the largest results in public feedback for an environmental issue in state history.
According to a media statement by the KLC, the river should be preserved in its current state as a cultural and linguistic landscape.
“The cultural management of the Fitzroy River catchment is a responsibility that traditional owners have had since creation and take very seriously,” said the organization’s CEO. “Traditional owners have not consented to large-scale irrigation extraction processes and want to see the river protected as a healthy and thriving ecosystem.”
New media and digital technologies
When the proposals began, Anne Poelina, an adjunct senior research fellow with the University of Notre Dame, Australia, who focuses on Indigenous environmental policy, was driven to act, given the risks she felt were posed to the river system and beyond.
“The first element that needs to be acknowledged is that we believe these living water systems are already fully allocated,” she said. “Any alteration to the river, the taking of water or the compromising of the catchment, will impact our lifeways, our culture, our conservation and our values.”
Concerned at the potential for industry to hinder the flow of the river and its consequential effects on culture and ecology, Poelina, as executive chair, helped unite six native title nations along the river together to form the Martuwarra Fitzroy River Council (MFRC).
Formed in 2018, the MFRC brought nations from across the river’s reaches into a united body through which to engage with government and industry. Under Poelina, the council used digital technologies to promote the cultural and ecological values of the river, producing multiple films to encourage traditional owners throughout the catchment to promote the multiple values of the river.

“Digital storytelling has had a remarkable impact,” Poelina said. “We have a global platform from which to discuss our relationship with the river and the response to our work has been overwhelming. We have been asked to address global forums and be a part of multiple film festivals around the world.”
These resources have also helped in the preservation of Indigenous and scientific knowledge. By engaging with scientists and geographers, Poelina has been able to orchestrate studies that have confirmed the ecological, cultural and legal significance of the river country, one of which has included Martuwarra itself as a co-author. This has advanced the argument for legal recognition of the river as a living ancestral being and granting it certain rights.
“We have also used technology to create a whole database of maps, like the water and vegetation types of the river,” Poelina said. “This has helped map and conserve our cultural heritage, our songs and our ongoing, ancestral connection to the Martuwarra.”
Questions for the future
Anthony Ingraffea, the Dwight C. Baum professor of engineering emeritus at Cornell University, told Mongabay there’s no straightforward way to answer how many fracking wells would be needed to produce Bennett Resources’ goal of extracting up to 900 terajoules of gas a day.
Drawing on examples from the United States, Ingraffea said that at a certain rate and with advanced technology, “it would take a few hundred wells to produce 850 million cubic feet a day over a sustained period of time.”
However, he said that in any case, three factors are at play: the length of time for a certain production rate, how quickly the operator can put wells into production, and the quality of the shale gas produced.
“All shale gas wells experience what is called a decline curve of production, that is, the rate of production rapidly decreases over time,” he said.
Ingraffea highlighted a case in Texas in which approximately 2,000 wells were drilled over a cumulative period of six years to produce 850 million cubic feet a day, the same output that Bennet Resources is aiming for.
Given the significance of the Fitzroy River’s aquatic and mineral resources, the future of the catchment will be discussed at all levels of government as the feedback from the Fitzroy River Water Discussion Paper is released and future fracking development is proposed.
Ross and Poelina say they would like to ensure that the ecological and cultural significance of the river to First Nations communities is taken into account in that conversation.
“The Kimberley is one of the last places in the world that has not been taken over by mass industrialization,” Poelina said. “Our people have walked this country since the dawn of time, we know it better than anyone. We want to continue to care for the land as she looks after us.”

Oil has been spilling from a wellhead in Nigeria’s Bayelsa state for a month now, with the local company responsible unable to contain it.
Experts say the scale and duration of the spill is so severe that it’s imperative that local communities be relocated for their safety.
Oil spills and other forms of pollution caused by the industry are common in Bayelsa, the heart of the oil-rich Niger Delta.
Companies, including foreign oil majors, are largely left to self-declare the spills that frequently occur, but face only token fines for failing to respond quickly.
Crude oil from a blowout has been pouring into creeks in the Niger Delta since Nov. 5, with the well’s owner, Nigerian energy firm Aiteo, unable to contain the spill and specialists called in to help.
The blowout, at a non-producing well in the Santa Barbara field in Bayelsa state, has caused extensive pollution of rivers and farmland in the Nembe local government area, according to the state governor, Douye Diri. According to the News Agency of Nigeria, he said Aiteo should not think that “this criminal neglect of its facilities and disregard for human life and the environment, as demonstrated by its conduct, will not be accounted for.”
In a statement released Nov. 22, the company blamed the incident on sabotage. “Aiteo remains committed to ascertaining, immediately the well head is secure, the immediate and remote causes of the leak which will be driven by a [joint investigative visit] that will follow,” it said.
The oil industry in Nigeria attributes many oil spills to sabotage by people trying to steal crude. Nigeria’s National Oil Spill Detection and Response Agency (NOSDRA), which relies almost entirely on the industry itself for access to on- and offshore oil facilities, reports that around 75%of spills are caused by sabotage and theft.
The joint team initially despatched to the Nembe spill was unable to determine the cause of the spill, as the wellhead could not be accessed “due to hydrocarbon fumes that saturated the atmosphere in the area.” A video of the spill site, captured Nov. 29, showed a high-pressure stream of brownish liquid spraying through the creeks from a wellhead as technicians worked on the site.
The scale of the spill has overwhelmed local disaster response capabilities, and U.S.-headquartered oil-well control specialist Halliburton Boots and Coots has been drafted in to “kill the well,” a process that involves injecting cement into the well to plug it.
“Work is still ongoing at the site to stop the spill,” NOSDRA director-general Idris Musa told Mongabay last week, but all activities around the well were temporarily suspended Nov. 29 to allow the well-kill operation to proceed.
Decades of destruction
The Niger Delta is rich in biological diversity and natural resources. Its creeks, swamps and mangrove forests are home to fishing and farming communities as well as threatened species including manatees (Trichechus senegalensis), chimpanzees (Pan troglodytes ellioti), and the Niger Delta red colobus (Piliocolobus epieni).
But decades of oil production have made the region one of the most polluted places on Earth. NOSDRA recorded 639 oil spills in just the past two years, resulting in 28,003 barrels spewed into the environment, according to the agency’s data.
Bayelsa is where oil was first discovered in Nigeria, in 1956. In the decades since, oil spills from wells and pipelines have contaminated farmland and water bodies, and exposed residents to toxic chemicals. Flaring of gas has led to acid rain falling on the area, while contributing to making Nigeria the 17th largest producer of greenhouse gas emissions in the world.
This environmental destruction has been caused by oil majors including Shell, Chevron and Eni. The Nembe well was bought from Shell by Lagos-based Aiteo in 2015.
“It is extremely disturbing because the trend we are seeing now is that international oil companies know that their equipment are dilapidated, and to avoid responsibility, they move offshore and sell to gullible local companies who think they can make profit and are not ready or equipped to [deal with] this kind of emergencies,” said Nnimmo Bassey, an environmentalist and founder of the Health of Mother Earth Foundation (HOMEF), a prominent green NGO in Nigeria.

Consequences — just not for oil companies
The impact of the Nembe spill on local communities and the environment is still to be determined, but Samuel Oburo, an environmental activist affiliated with Friends of the Earth, who lives about 50 kilometers (30 miles) from Nembe, says villagers in the area have been badly impacted.
“I can tell you that the people there face great danger. They have started crying out. They have started experiencing strange illnesses due to the unfriendly atmosphere this spill has exposed the community to,” he told Mongabay over the phone.
But getting oil firms to clean up or pay for environmental crimes in Nigeria is difficult. Legal claims for compensation can take years, even decades, and companies are expected to pay relatively little in fines when they err.
NOSDRA’S regulations say oil companies have 24 hours to respond to the discovery of a spill. A joint visit by government agencies, company officials and community representatives should take place as soon as possible. But a 2018 study by Amnesty International found frequent delays, with some spills continuing for months after they were reported.
Shell, one of the largest operators in the country, visited spill sites within 24 hours on just 26% of occasions, Amnesty said. The slowest response time recorded was when Eni took 430 days to respond to a spill in Bayelsa state. “These delays point to serious negligence. Shell and Eni are wealthy, powerful multinationals: why can’t they act faster? Why can’t they do more?,” the report said.
But the penalties for noncompliance are negligible: 1 million naira ($2,400) for an initial default, and an additional 500,000 naira for every day after that.
“How much is N500,000 to an oil company?” NOSDRA’s Idris Musa said. An amendment increasing the fines is in progress.
Speaking to the ongoing spill at Nembe, HOMEF’s Bassey said that considering the apparent scale and duration of the latest spill, the safest option for residents of the area is to be relocated. “This area does not have pipe-borne water, and when the river is covered with crude oil, it means they have to depend on imported water,” he said. “Some may drink from that river because these areas are permanently polluted and they have no option. Children will swim in that river and people will drink from that river.”
“Crude oil contains very toxic heavy metals like lead; you know, lead affects a lot things concerning people, the nervous system, causes cancer. You have mercury in oil, you have cadmium, you have arsenic and benzene and many others,” he told Mongabay.
“So anybody eating fish from that river is in trouble already. So the relief that they are giving, I believe they should actually evacuate people from that territory at this time.”
Oburo agreed: “So long as the spill continues, there is nothing that can be done to restore the air quality. The only solution is to evacuate those people from there because their lives are precious.”
Bayelsa government spokesperson Dan Alabrah said the state is providing relief materials to communities, but had no plans to relocate them.
