Editor’s note: Hydroelectric dams are not green energy, despite many claims that they are. Hydropower kills rivers, displaces millions of human beings, drives anadromous fish and other life dependent on free-flowing rivers extinct, and actually releases substantial greenhouse gasses. Dams are Not Green Energy

Once upon a time, dams were recognized for the environmental atrocities they are. Human beings understood that dams kill rivers, from source to sea. They understood that dams kill forests, marsh- lands, grasslands.
In the 12th century, Richard the Lionhearted (King Richard I of England) put in place a law forbidding dams from preventing salmon passage. In the 14th century, Robert the Bruce did some- thing similar for Scotland. His descendant Robert the III went even further, declaring that three convictions for killing salmon out of season would be a capital offense.
Fast-forward to today, when dams are claimed to provide “clean” and “green” energy.
Where’s Robert the III when you need him?
As recently as three decades ago, at least environmentalists still consistently opposed dams. But the coup that turned so much environmentalism away from protecting the real world and into a lobbying arm of favored sectors of the industrial economy has rhetorically turned dams into environmental saviors. And climate change activists are among the most relentless missionaries for the gospel of the green dam.
This issue is urgent. While here in the United States, no new large dams have been built in many years (although many shovel-ready proposals are waiting for public funding), large hydropower dams are being built around the world as quickly as (in)humanly possible.
Once again, environmental engineer Mark Jacobson is an exam- ple, as he always seems to be, of someone working hard to kill the planet in order to save it. His 100 percent “renewable” transition plans—and remember, bright greens and many mainstream environmentalists love this guy—call for building about 270 new large hydroelectric dams globally, each at least the size of the Hoover or Glen Canyon dams.6 He also calls for major expansions to existing dams by adding new turbines. His models rely heavily on hydro because solar and wind facilities are by their nature intermittent and unreliable.
In Bolivia, Indigenous groups fear the worst from dam project on Beni River
More than 5,000 Indigenous people would be impacted by flooding from the construction of two dams in Bolivia, according to Indigenous organizations and environmentalists.
Successive governments have mulled the Chepete-El Bala hydroelectric project for more than half a century, and the current administration of President Luis Acre has now revived it as a national priority.
While Indigenous groups have successfully rejected the plan in the past, this time a group of 10 Indigenous organizations have signed an agreement with the state energy company approving feasibility studies.
If completed, the reservoirs for the project would cover a combined area larger than Bolivia’s capital, La Paz, and inundate an area that’s home to thousands of plant and animal species.
The Bolivian government has revived a long-held plan to build a hydroelectric plant in a corner of the country’s western La Paz department, sparking concerns about the potential displacement of more than 5,000 Indigenous people from the area.
The affected communities live in two protected areas, Madidi National Park and Pilón Lajas Biosphere Reserve and Communal Lands, parts of which would be flooded for the twin dams of the Chepete-El Bala hydroelectric project.
President Luis Arce, who served as minister of the economy in the earlier administration of Evo Morales, is following the same road map as his predecessor, who in July 2007 announced the original plans for the hydroelectric dams as a national priority.

The idea to generate hydropower in the Beni River Basin, specifically in El Bala Gorge, has been around for more than 50 years and given up on numerous times due to its economic unfeasibility and high environmental cost. The last time it was rejected by Indigenous communities was during the Hugo Banzer government in the late 1990s, before being nearly resurrected under Morales, Bolivia’s first Indigenous president.
Since then, the issue had largely faded for the six Indigenous communities that live in the area: the Mosetén, Tsiman, Esse Ejja, Leco, Tacana and Uchupiamona. The groups are now speaking out against the hydropower project, saying it would “cut off” the three rivers vital to their existence: the Beni and two of its tributaries, the Tuichi and Quiquibey.
“This would mean forced displacement and that means taking away our territory. We would be forced to leave our space, our ancestral domain,” said Alex Villca, a member of the National Coordinator for the Defense of Indigenous Peasant Territories and Protected Areas (Contiocap) of Bolivia. “We would be giving up what is most important: without territory there are no Indigenous peoples. This would be accepting a silent death. Wherever they take us, it would never be the same.”
The Indigenous leader said the problem goes even further. He said that in the Chepete mountains, some Indigenous peoples live in voluntary isolation — believed to be Mosetén, although there aren’t many studies to confirm this — and that they would be “totally” affected if the dams were constructed in the area. “We know from our brothers that there exists, in the peaks of the Chepete, a community in voluntary isolation that must be unaware of all these plans. Imagine how that would affect them if this project comes to fruition,” Villca said.
Tenders resumed
In 2021, Bolivia’s National Electric Energy Company (Ende) resumed the commissioning of the Chepete-El Bala project, announcing tenders for geological and geotechnical studies. The state-owned company said that in the case of the Chepete plant, the planned reservoir area would flood 46 square kilometers (18 square miles) of the total area of 3,859 square kilometers (1,490 square miles) of the Pilón Lajas reserve. The reservoir at El Bala, meanwhile, would cover 94 km2 (36 mi2) of the 18,895-km2 (7,295-mi2) Madidi park.

In August, the Office of Indigenous Peoples of La Paz (Cpilap) signed an agreement with Ende authorizing the final design studies for the Chepete-El Bala project.
The agreement establishes that Cpilap must “allow the entry of Ende Corporation and its contracted companies to the areas of direct and indirect influence in order to carry out research, information gathering, socialization and data collection that allows studies, the creation of projects, to finalize the design to implement electric power generation, transmission and distribution.”
Villca spoke out against the signing of the agreement. “What worries us is that the tenor of the agreement is that it not only allows for complementary studies but also, in the future, allows Ende to start construction of the Chepete and El Bala hydroelectric plants. This is much more serious.”
Cpilap is a regional organization that brings together 10 Indigenous organizations in La Paz department: the Indigenous Council of the Tacana Peoples, the Office of the Indigenous Leco de Apolo, the Leco Indigenous People and Larecaja Native Communities, the Mosetén Indigenous Peoples Organization, the Indigenous Peoples of de San José de Uchupiamonas, the Esse Ejja of Eiyoquibo Indigenous Community, the Regional Council of T-simane Mosetén of Pilón Lajas, the Native Agroecological Community of Palos Blancos, the Tacana II Indigenous Communities of Rio Madre de Dios, and the Captaincy of the Araona Indigenous People. All of these organizations, according to Villca, are connected to Arce and Morales’s ruling party, the Movement for Socialism (MAS).
Gonzalo Oliver Terrazas, president of Cpilap, said five of the six affected Indigenous communities agreed with the hydropower project. The sixth community are the Mosetén, who didn’t sign the agreement. “This agreement doesn’t mean that the dam will be built,” he said. “The goal is to determine the feasibility or infeasibility of the project. Another important aspect that the agreement has is the social component, which we have included so that there can be electricity and housing projects.”
The Association of Indigenous Communities of the Beni, Tuichi and Quiquibey Rivers, an organization started in 2001 to defend the ancestral territories of the six Indigenous communities impacted by the project, has demanded that a prior consultation be carried out with the communities to approve or reject the project. The communities met over one weekend and decided to reject the government initiative, demonstrating that there are leaders for and against conducting feasibility studies for the project.

“We remind [the government] that in 2016 there was a 12-day vigil and the expulsion of the Geodata and Servicons companies that had started work and studies in the territory without fulfilling a free, prior and informed consent [FPIC] consultation in good faith so as to receive the consent of the communities,” said a document published by the association.
Terrazas said the signing of the agreement with Ende doesn’t mean there won’t be consultation with Indigenous communities. He said that if the feasibility of the project is approved, a consultation will be carried out with the communities to approve or reject the construction of the hydropower plants.
In January 2018, Ende returned the prefeasibility study to the Italian company Geodata Engineering for correction. Geodata recommended “to postpone the development of the El Bala 220 hydroelectric plant until the conditions in the Bolivian energy market and abroad indicate that it is convenient to start its implementation.”
City-size reservoir
The project, which would start after a public tender is launched, would flood at least 662 km2 (256 mi2) of land for the two dams, according to Indigenous groups. Combined, the two reservoirs would cover an area five times bigger than Bolivia’s capital, La Paz. And if the dried-out salt lake of Poopó, in the department of Oruro, doesn’t recover, Chepete-El Bala would be the second-biggest lake in Bolivia after Titicaca.
The project calls for building the first dam in the Beni River’s Chepete Gorge, 70 km (43 mi) upstream from the town of Rurrenabaque, in the department of Beni, and the second near El Bala Gorge, 13.5 km (8.3 mi) upstream of the same town.

The Chepete dam would raise the water level to 158 meters (518 feet), forming a lake that would be 400 m (1,312 ft) above sea level. The dam at El Bala would raise the water level by 20 m (65 ft) and its reservoir would be 220 m (721 ft) above sea level. Unlike the Chepete dam, which would be a concrete wall, the dam at El Bala would consist of gates and generators in the middle of the river.
Extinction and displacement
According to the Solón Foundation, an environmental NGO, a total of 5,164 people would be relocated for the project, the majority of them Indigenous. The area is also home to 424 plant species of plants, 201 land mammals, 652 birds, 483 amphibians and reptiles, and 515 fish species. It’s not clear which species are most likely to go locally extinct as a result of the flooding, or how many would be affected.
The main fear of the Indigenous communities in the area is that the construction of both dams would mean forcibly displacing more than 5,000 residents. The construction of the second reservoir at El Bala, according to the Solón Foundation and Indigenous organizations opposed to the project, would flood the entire community of San Miguel del Bala. There’s no official information on a displacement plan for the communities more than 1,000 residents.
And with the construction of the Chepete reservoir, a little more than 4,000 Indigenous people would be displaced. All the populated areas affected by the reservoir, according to Geodata, have collective titles belonging to the Tacanas, Lecos and Mosetén peoples. Additionally, development on the river could interfere with the livelihoods of many residents, who fish and farm and, in more recent years, oversee communal tourism activities.

Valentín Luna is an Indigenous Tacana leader and head of the San Miguel del Bala community. Currently, there are at least 20 eco-lodges that have been built in the Madidi and Pilón Lajas protected areas. Most of these initiatives are managed by the local communities. Four of these eco-lodges would be flooded by the dams, according to Luna: one in Chalalán overseen by the Uchupiamonas, one run by San Miguel del Bala residents, one in Villa Alcira, and one run by the Chimanes and Mosetén of Asunción del Quiquibey.
For the Indigenous people who don’t want the dams in their area, the main worry isn’t the end of tourism. They fear that the six Indigenous groups will disappear along with it.

Editor’s note: Already threatened by overfishing, acidification, overheating, the collapse of coral reefs, declining plankton populations, plastic pollution, and deep sea oil drilling, the world’s oceans now face a new threat: mining, disguised as “green.”
“To build a green future, in the next couple of decades the world will need to mine more metal than we’ve mined in our entire history” says Gerard Barron, CEO of The Metals Company.
There’s some truth to that statement – if we wish to meet the rising demand for new technologies, we’d need to see a sharp increase in metal extraction. After all, electric vehicles require 4x the amount of metals found in standard cars, and a single wind turbine requires 340 tonnes of metal.
Here’s the problem: the ‘green future’ he’s selling us is a lie, because what Barron fails to divulge in his upbeat sales pitch, is the ecological upheaval that his company’s plans would surely wreak.
The Metals Company plans to mine the seabed for polymetallic nodules; potato-sized objects containing metals like nickel, copper, and cobalt; essential in the production of the lithium-ion batteries being used for electric cars and (so-called) renewable energy storage.
They’re located (among other places) in the Clarion-Clipperton zone, an area of the Pacific Ocean equivalent in size to the entire Indian Subcontinent. The seabed here (despite the claims of company officials) isn’t simply a ‘vast marine desert’, it’s home to a wide variety of species whose existence depends upon the presence of these nodules.
So, what would the mining process actually look like?
They’re building house-sized machines which would indiscriminately vacuum-up the contents of the seabed and send it to a ship on the surface. This includes an estimated 2 to 6 million cubic feet of marine sediment (granulated rock) per day for every machine in operation, only then to be subsequently dumped right back into the ocean.
It’s been stated that the sediment will be returned to a depth below 1200m. That’s called the Bathypelagic zone (Midnight Zone) – and some animals who live there include viperfish, anglerfish, frill sharks, eels, and sperm whales. These would be among the first creatures to acquire a gill-full of gravel.
But furthermore, the floating particles could be carried throughout the entire water column by powerful currents in a natural process called ‘downwelling’ & ‘upwelling’ – damaging (perhaps fatally) the respiratory systems of billions of fish.
This, plus the impact that light & sound disturbances from mining equipment would have on creatures adapted to conditions of silence & darkness, raises the likelihood of ecosystem collapse. Ocean ecosystems are already threatened by multiple stressors like overfishing, ocean acidification, & plastic pollution – do we really want to add anything else to the list?
The Metals Company claims that seabed extraction is a more ‘sustainable’ method of sourcing metal than land-based mining. Whenever anyone pulls-out the ‘sustainability’ buzzword, two premises need to be addressed:
#1: what are they sustaining? – clearly not biodiversity.
#2: how long do they wish to sustain it for?
The answer to the first question: an industrial way of life. The way of life which propels us to greedily squander nature’s bounty.
The answer to the second question: for as long as there’s anything left of the living world to convert into commodities.
This isn’t about saving the planet. It’s about creating new technologies which will prolong & exacerbate the destruction of the planet, and a false narrative that this is all somehow morally justifiable. Here’s a basic rule: if we consume the Earth at a rate faster than it can regenerate – eventually there won’t be anything left to take. Even Gregory Stone (chief scientist at The Metals Company) acknowledges this:
“On-land commodities are being exhausted…and [the deep sea] is the natural next place to look…these are some of the last resources that the Earth has to give us”.
Are we really prepared to blow-through everything that’s left? To leave no stone (or nodule) left unturned, just so that we can continue driving around in cars & tooting our horns?
The ends don’t really justify the means. Any right-minded, white westerner can reflect upon the cruelty of the transatlantic slave trade and conclude: “Yikes, my ancestors should’ve left the people of West Africa alone”.
Jazz music probably wouldn’t have existed without the transatlantic slave trade. Do I like jazz music? Sure, but you know what I like better? Thriving communities living in environments to which they’re socially and biologically adapted.
Communities like the ocean-dwelling phytoplankton who generate 80% of the Earth’s oxygen, who play a crucial role in atmospheric carbon regulation, and whose future hangs in the balance should deep-sea mining go ahead.
So, what can we do to stop this from happening?
The country of Nauru, which (having signed a contract with The Metals Company) would stand to benefit financially from deep sea mining, have declared that operations will go ahead in 2024, within waters assigned to them by the ISA (International Seabed Authority) – that means we have about two years to stop this.
So far, campaigners such as Greenpeace, WWF, and the government of Fiji have collaborated on a proposed 10-year moratorium (temporary ban) on deep sea mining until more is known about its effects on deep sea ecosystems.
Going a step further, organisations like Blue Planet Society and Pacific Blue Line are calling for an outright ban.
You (the reader) can help by educating yourself more on the subject, by spreading awareness, by signing online petitions, and by joining or organizing demonstrations against deep sea mining…but before you go and do those things, let me finish with a final appeal:
As environmentalists, we might not instinctively care quite as much about the deep sea as we do about other landscapes like rainforests or prairies. We’re land mammals after all; we don’t belong down there, and neither should we strive to assimilate. However, it’s important that we look beyond our human bias, because the deep sea comprises 60% of Earth’s surface. This means that the wellbeing of the ocean is crucial for the wellbeing of the planet as a whole.
Industrialists can’t understand this. They look upon the deep sea as a challenge, as another frontier just waiting to be conquered, and none of the native beings who live there will stand in their way.
We can stand in their way.

In 2016, Greenland’s then minister responsible for economic development, Vittus Qujaukitsoq, welcomed the appointment of Rex Tillerson, the former CEO of Exxon Mobil, as US secretary of state. Despite representing the centre-Left party Siumut (Forward) and being surrounded by some of the most visible consequences of the warming world, Qujaukitsoq and his colleagues saw the growing potential for mining and drilling brought by the melting glaciers on the world’s biggest island as an opportunity to bring in the cash which would allow the long-desired independence from Denmark.
They aren’t alone. While the melting of Arctic ice is causing the world’s oceans to overflow and disrupting its weather systems, it has also unleashed a whole new geopolitical race. Earlier this year, the US Geological Survey estimated that the region’s rocks contain 13% of the world’s undiscovered oil, and 30% of undiscovered gas – carbon sinks which have been greedily eyed up by states and oil companies alike. And many of these reserves lie in the seas west of Greenland – where there are an estimated 17.5 billion undiscovered barrels of oil, enough to supply the whole planet for six months, at current usage rates.
And because the Arctic is the fastest warming part of the planet, the ice shielding these prehistoric deposits from prying drills is thinning, and disappearing, at an alarming rate.
But if some see this as an opportunity, others understand the absurdity of using climate change as a means to extract more fossil fuels and further change the climate. And this, alongside broader questions about mining, have shaped politics in the country this year.
In the spring, the governing Siumut party split, and its liberal coalition partners, the Democrats, resigned from the government, triggering a snap election in May.
The winner was the eco-socialist party Inuit Ataqatigiit. And in June, the new government banned all future oil and gas exploration from Greenland’s territory.
“The price of oil extraction is too high. This is based upon economic calculations, but considerations of the impact on climate and the environment also play a central role in the decision,” the government stated in July.
It’s not just oil and gas drilling that are contentious. When Donald Trump notoriously inquired about purchasing the island in 2019, he’d just had a briefing on its deposits of a number of minerals, many of which are likely to play a crucial role in the geopolitics of the coming decades. Among these are large quantities of uranium, and what are thought to be the world’s second biggest reserves of rare earth minerals – demand for which has soared in recent years because of their use in batteries for electric cars, computer chips and other tools of the high tech, low carbon economy.
Seen that way, Trump’s statement was probably less a random outburst and more a crude expression of the reality of Greenland’s role in the future of global geopolitics.
Biden, as ever, works in more subtle ways. In February, in discussion with tech giants like Alphabet (Google) and Facebook, he signed an executive order instigating a review of the supply chain of rare earth metals due to a global shortage and China’s dominance of the market. It seems implausible that the review won’t have produced significant discussion in US intelligence circles about the world’s largest deposits outside China, just a few hundred miles from Maine.
In March, the Polar Research and Policy Initiative expressed concerns about “the security implications of China’s near monopoly of rare earths and other minerals for the UK and its North American, European and Pacific allies”, especially given their significance to “strategically important sectors such as defence and security, green energy and technology”. The think tank called on the ‘five eyes’ intelligence alliance between the US, UK, Australia, New Zealand and Canada to team up with Greenland as part of a strategic resources partnership.
Greenland, says the website Mining Technology, “could be vital for tipping the scales in a trade war between global superpowers”.
In the midst of this global gallop for Greenland, with the world’s major powers, billionaire investors and intelligence agencies getting in on the act, the country has had some coverage in the global media of late.
What is often left out of the conversation, however, is the fascinating domestic dynamics among this Arctic island’s 57,000 people. Greenlanders’ struggle for sovereignty in the context of global capitalism, extractivism and climate collapse is an inspiring example of 21st-century indigenous resistance.
A young socialist indigenous climate leader
“There are two issues that have been important in this election campaign: people’s living conditions is one. And then there is our health and the environment,” Inuit Ataqatigiit leader Múte Bourup Egede told the Greenlandic public broadcaster KNR following his election victory in April.
Egede, 34, is the youngest prime minister Greenland’s had since it achieved a degree of home rule in the 1970s, and has led the democratic socialist and pro-independence party since 2018.
In the recent election, the party, known as IA, centred its campaign on its opposition to an international mining project by Greenland Minerals, an Australian-based and Chinese-owned company that is seeking to extract uranium and neodymium from the Kvanefjeld mine in the south of the country. Neodymium is a crucial component of a broad range of technologies, from some kinds of wind turbine to electric cars, because it can be used to make small, lightweight, but powerful and permanent magnets, while uranium is used for both nuclear power and nuclear weapons.
“We must listen to the voters who are worried. We say no to uranium mining,” Egede told the KNR. His party also promised to ban all explorations of radioactive deposits, and, while it does not oppose the mining of rare earth minerals in principle, it insists it must be better regulated.
Egede and the IA won 37% of the vote, ending the tenure of Siumut, the party which had been in power for most of the time since 1979. Siumut was supportive of the Kvanefjeld mining project, assisting Greenland Minerals to gain preliminary approval and ending a previous zero tolerance policy for uranium mining.
There is now a bill being debated in the Greenland parliament to ban the uranium mining project and all mining that contains radioactive by-products.
According to Mark Nuttall, an anthropologist at the University of Alberta and the head of the Climate and Society research programme at the Greenland Climate Research Centre: “This [election] has sent shivers down the spine of many mining executives as to what kind of future mining would take place in Greenland.”
Under the direction of Egede, the IA-led government has also taken several significant steps in recent months to curb fossil fuel production.
Last week in Glasgow, Egede announced that Greenland will be joining the Paris Agreement. In 2016, under the leadership of Siumut, Greenland had invoked a territorial exemption to the climate agreement when Denmark joined.
Greenland, which is technically a self-governing territory of Denmark, claimed at the time that the country was dependent on its oil, gas and natural mineral reserves for its economy.
“The Arctic region is one of the areas on our planet where the effects of global warming are felt the most, and we believe that we must take responsibility collectively. That means that we, too, must contribute our share,” Egede said last week.
Egede’s government also pledged to develop its renewable energy capability, especially hydropower: “Greenland has hydropower resources that exceed our country’s needs. These large hydropower resources can be utilised in collaboration with national and international investors who need large amounts of cheap and renewable energy.”
The Northwest Passage
The rush for the rare earth minerals vital to so many low carbon technologies isn’t the only way that climate change is moving the country from the periphery of global geopolitics to its core. When the huge container ship the Ever Given blocked the Suez Canal in March, the world was reminded how much of its trade passes through its two major transcontinental waterways – Suez and Panama.
As much of the Arctic Ocean becomes ice-free for greater parts of the year, new potential trade routes open up, most significantly, the Northwest Passage across the top of North America, and the Northern Sea Route, above Eurasia.
The vast majority of Greenland’s settlements – including the capital, Nuuk – lie on the west coast of the country, along the Labrador Sea and Baffin Bay. When travelling from Asia or western North America to Europe or the east coast of North America through the Northwest Passage, this is the final stretch, positioning Nuuk as a potential hub on a future major shipping route.
The struggle for sovereignty
Nearly 90% of the population of Greenland are indigenous Inuit people, who have inhabited the island for thousands of years. Although they’ve been colonised for the last thousand years by Nordic powers, they have maintained their own language and culture.
Norsemen first settled on the island in the tenth century, and in 1261 Greenland formally became part of Norway. In 1814 Greenland became a Danish territory – and in 1953 the island became fully integrated into the Danish state. (During World War II, when Denmark was conquered by the Nazis, Greenland was de facto under US control.)
“The official Danish view was that Greenland was actually a dependency; it wasn’t a colony in the sense of its colonies in the West Indies and other places,” Nuttall explained. This, he said, was “because of this historic view that Greenland had long been part of this Nordic Commonwealth from the Norse settlements of the tenth century onwards”.
But the Inuit people don’t always see it that way. During the Black Lives Matter global movement in 2020, younger Greenlanders, including the 21-year-old hip hop artist Josef Tarrak-Petrussen, called for the removal of Danish colonial statues in Nuuk.
Denmark finally granted home rule in 1979. And in 2008 Greenland voted in favour of the Self-Government Act, which transferred more power to the island’s government – and effectively marked the beginning of state formation.
This self rule act recognises Greenland as a nation with the right to independence if it chooses it. Currently Greenland has nearly full sovereignty, with the exception of the areas of foreign policy and defence. The Arctic island currently receives an annual grant of around $585m from Denmark.
In recent years, questions around sovereignty have in many ways defined the political and environmental policies of the island. Many of the political parties support independence.
However, this financial dependence on Denmark makes the prospect of full independence quite difficult: the grant accounts for nearly 20% of the island’s income, while fishing makes up around 90% of its exports.
In order to gain full autonomy from Denmark, Greenland needs to develop a self-sufficient economy. However, this likely requires the development of lucrative extractive industries which will deepen the island’s dependence on (foreign) international capital.
“If we go back ten years, mining was seen as the major way to [become politically independent], and there was great excitement,” said Nuttall.
However in recent years this attitude towards mining has changed considerably due to a host of factors including a downturn in global commodity markets, a greater emphasis on renewable energy and attention given to the climate crisis.
“Mining is going to be one pillar of an economic development strategy that will include other things such as the development of tourism, expansion of the fishing industry… and expanding renewables,” Nuttall explained.
The current government is now focusing on investments in the island’s enormous hydropower potential, which has the potential to grow as glaciers melt and which will allow a reduction in petrol imports, one of the country’s main expenses. Kalistat Lund, the minister for agriculture, self-sufficiency, energy and environment, stated that the government is “working to attract new investments for the large hydropower potential that we cannot exploit ourselves”.
The island is also currently expanding its airports and promoting tourism. Currently the only flights available to Greenland are from Reykjavik or Copenhagen.
Greenland often appears in discussions about climate change – usually in the context of films of starving polar bears, adorable Arctic foxes and rutting muskox; or melting glaciers diverting the Gulf Stream and raising global sea levels, flooding cities across the planet. Ice cores from Greenland, like those of Antarctica, help us understand historic variations in the composition of our atmosphere and in our climate, and have been vital for scientists’ understanding of the science of climate change.
These things are all true, and each Arctic species being pushed to extinction by the warming of the world is a tragedy. But what’s also true is that Greenland is home to tens of thousands of people, with their own history and culture, politics and organisations; a people who, after a thousand years of colonisation, are starting to assert both their independence from Denmark and their sovereignty in the face of the global market. And, who, along with other indigenous communities around the world, are starting to lead a fightback against the industrial, extractive capitalism that’s killing the planet.
The Volta Grande region of the Amazon is a lush, fertile zone supplied by the Xingu River, whose biodiverse lagoons and islands have earned its designation as a priority conservation area by Brazil’s Ministry of the Environment.
But a recent decision by the Federal Regional Court in the state of Pará, Brazil, allows the continuing diversion of water from the Xingu River to the Belo Monte hydroelectric dam complex – rather than to local indigenous fishing communities. This is a disaster for the ecosystems and people of the Volta Grande.

The ruling, which reversed a temporary order for river diversion to be suspended, means that 80% of Xingu River flow will continue to be diverted away from the communities of Volta Grande. This impedes the main transport route for many indigenous people who live along the river and reduces fish diversity, compromising food security and livelihoods.
The decision also alters the river’s flood and ebb cycles. In addition to their importance for species’ reproduction and agriculture, these cycles guide local social, cultural and economic activity.

According to the Federal Public Ministry, which is appealing the decision, this marks the seventh time the superior court has overturned previous legal decisions in favour of the construction and energy corporation Norte Energia, which owns Belo Monte.
Our team carried out research on the dam complex’s impacts in 2017 with the Brazilian Society for the Advancement of Science. We found persistent violations of the rights of traditional communities linked to Belo Monte, especially regarding their forced displacement from areas destined to form the dam’s reservoir.
In response, a spokesperson for Norte Energia said that the company has always operated in compliance with the environmental licensing for Belo Monte, and that all actions undertaken by Norte Energia were evaluated and approved by the environmental licensing agency IBAMA.
Belo Monte
Belo Monte is a hydroelectric complex formed by two dams. The first dam ensures sufficient water flow through the second one for electricity generation.
Marketed as supplying “clean energy”, the complex meets the industrial demands of the southern and north-eastern regions of Brazil. However, this appears to only refer to reductions in emissions, which themselves have been countered by evidence of increased greenhouse gas emissions from dams.
In response to these claims, the Norte Energia spokesperson said that hydroelectric power plants are expected to emit greenhouse gases. These emissions have been considered in Belo Monte’s Environmental Impact Assessment and are being compensated through initiatives including restoring local native vegetation and investments in conservation.

What’s more, the complex only generates 40% (4,571 megawatts) of its 11,233 megawatt capacity due to the large seasonal changes in flow rate of the Xingu River. A 2009 analysis predicted that the variability of the river’s flow – that reaches up up to 23 million litres per second under natural conditions – would result in unreliable energy generation and conflict over water use.
Although IBAMA judged in 2019 that efforts to mitigate the dam’s impact were insufficient to prevent marked ecological disruption, it permitted continuing diversion of water in February 2021.
As a result, the annual river cycles that sustained communities for generations have been destroyed along more than 120km of the Volta Grande.
A fisherman we interviewed warned, “These children of ours … won’t have the privileges that we had, and can learn nothing, I guarantee that. There’s nowhere for them now.”
The transformation of the region has resulted in the flooding of areas above the dam and droughts to areas below, as well as significantly decreased fish populations and destruction of fish nurseries.

A survey carried out by a team from the Federal University of Para in two areas shortly after the river’s flow was reduced also found the first signs of disappearance of organisms like “sarobal”: a type of vegetation that grows on rocks in the Xingu river bed, fundamental for the reproduction of many fish species.
A fisherwoman explained that sarobal “are resistant plants that when the river is flooded, they are submerged, but they do not die … sarobal has a lot of fruit and fish consume the fruit … I think almost every fish depends on it.”
Research found that these plants can withstand direct solar radiation, extremely high temperatures and cycles of severe drought, making their dwindling presence even more alarming.
The exploitation of this stretch of the Xingu River has been exacerbated by a second threat to the Amazonian ecosystem. The planned construction of Brazil’s largest open-pit gold mine within the Belo Monte dam area by Canadian company Belo Sun has been criticised for providing environmental impact assessments that allegedly ignore serious environmental contamination and violations of indigenous rights.
Now, groups campaigning against this project say they are subject to violent threats, although it has not been established who is behind this. A local resident explained to researchers: “Here we feel intimidated. The guys are really well armed, while we work just with our machete and our hoe.”
These claims appear to illustrate the stark power inequities in this region of Pará – the region with the highest number of attacks on indigenous leaders in Brazil in recent years – as well as the broader social consequences of energy creation schemes.
At the time of publication, Belo Sun had not responded to a request for comment on points raised in this article.
On June 23, a coalition of Sámi and environmentalist activists erected a protest camp in Nussir, the projected site of a gigantic copper mine in Sápmi, the traditional homeland of the Sámi people, northern Europe’s indigenous inhabitants. Today, Sápmi is divided by the borders of four nation states: Norway, Sweden, Finland, and Russia. None of these countries have censuses for the Sámi population, and reliable numbers are hard to come by. The use of the Sámi language, the electoral roll of the Sámi parliaments (there is one in each country), and self-identification are important criteria. Roughly, we can speak of about 70,000 Sámi in Norway, 20,000 in Sweden, 10,000 in Finland, and about 2,000 in Russia. For historical reasons, the Russian community is the most isolated.
Nussir lies on the “Norwegian side” of Sápmi, as it is called, near the town of Hammerfest. Mining has been a controversial issue in Sápmi for years. In Sweden, a strong protest movement emerged in 2013, objecting to the plans of opening an iron ore mine in Gállok. While the project is not off the table yet, the protests have caused the Swedish government to put a halt on it and promise a new investigation. This was a partial victory. The same can be said about the Nussir protests. Due to the protest camp and activists chaining themselves to machinery, work on the site has so far been impossible. More importantly, the company that was supposed to purchase the mine’s output, Aurubis, the world’s second-largest copper producer, terminated the “memorandum of understanding” with Nussir ASA in August 2020 due to concerns about “social corporate responsibility”. Whether Nussir ASA can find new investors after this prominent withdrawal remains to be seen.
Mining is not the only issue that threatens the Sámi’s control over their traditional lands and their livelihoods, most importantly reindeer herding and fishing. Wind farms are placed in what many still perceive as “uninhabited territory”, with the turbines making reindeer herding impossible for a radius of many miles. Hydropower plants are already scattered around Sápmi. The allegedly “uninhabited territory” is also used for military exercises, automotive testing, and, increasingly, geoengineering trials. In Finland, a proposed “Arctic Railway” would cut through traditional reindeer pastures. Along the Deatnu River, which marks the border between Norway and Finland over a stretch of more than 250 kilometers, fishing legislation favors the interests of non-Sámi cabin owners over those of traditional Sámi salmon fishers. In Sweden, clear cuts by the state-owned lumber company Sveaskog threaten the existence of the Forest Sámi and their reindeer herds. All over Sápmi, the crucial question of land ownership remains unresolved, with the governments of Sweden and Finland still refusing to sign the International Labour Organization’ Indigenous and Tribal Peoples Convention (commonly known as ILO 169), while the Norwegian government does not deliver on the promises of the 2005 Finnmark Act that, formally, transferred land ownership in the province of Finnmark to the majority Sámi population.
It is interesting to note that many of the named development projects are justified by citing “green energy” and “sustainability”. The planned mine in Nussir has been hailed as “the world’s first fully electrified mine with zero CO2 emissions”. Hydropower and wind power are praised as sustainable alternatives to fossil fuels. Railways as environmentally friendly means of transport. Even geoengineering shall, according to its proponents, help secure the future of our planet. The irony that, in Sápmi, a culture that has proven sustainable for thousands of years is threatened in the process seems to pass by these advocates of corporate environmentalism.
In Sápmi, people increasingly speak of a “green colonialism”. In a speech protesting mining projects, Marie Persson Njajta declared in April 2019: “We have to stop flirting with polluting industries and look at their consequences and their costs. We don’t want green colonialism. Sámi land shall not be exploited yet again, neither for wind power nor for metals to produce electric cars.”
It is ludicrous that, in 2021, there exists such an enormous gap between material justice for indigenous peoples and their symbolic integration into nation-states, which often implies cultural exploitation. At the same time, it is inspiring to see a generation of Sámi activists unwilling to accept this cynicism. Without recognizing the needs, knowledge, and guidance of indigenous peoples, social and climate justice movements will meet serious limitations.
