Global Resistance to Extractive Industries

Editor’s note: This piece draws links between struggles against extraction projects and other land destruction related to fossil fuels, nuclear power, and renewable energy technologies alike. Around the world, people are struggling to protect the land and water in global resistance to extractive industries. People the world over are opposing fossil fuel extraction in an incalculable number of ways.  It is now clear that burning fossil fuels threatens millions of Life forms and could be laying the foundation for the extermination of Humanity.  But what about “alternative” energy?  As progressives stand shoulder-to-shoulder with those rejecting fossil fuels and nuclear power, should we despise, ignore, or commend those who challenge the menace to their homes and their communities from solar, wind and hydro-power (dams)?  The Green Party of St. Louis/Gateway Green Alliance gave its answer with unanimous approval of a version of the statement below in May, 2021.

Global Conflicts Over Fossil Fuels, Nuclear and Alternative Energy

The monumental increase in the use of energy is provoking conflicts across the Earth.  We express our solidarity with those struggling against extraction, including these examples.

Standing Rock, North Dakota

We stand in solidarity with the on-going Native American protests at Standing Rock in North Dakota protesting environmentally irresponsible and culturally damaging pipelines that transport crude oil extracted from tar sand, destroying their ancestral lands. So-called “clean” and “renewable” energies depend on the climate killer oil for their production.

Ogoni People vs. Shell

We stand in solidarity with the Movement for Survival of Ogoni People against Shell. The Niger-Delta was devastated and traditional culture weakened by soil, surface and groundwater contamination that makes farming and fishing impossible.  Local communities still seek to receive denied compensation, clean-up, a share of the profits and a say in decision-making.

Coal extraction in India

We stand in solidarity with the Centre for Policy Research in India as it opposes efforts by Prime Minister Narendra Modi to open 41 new coal mines because burning coal is a major factor in climate change, leads to asthma, premature births, and spreads toxins (including mercury) by air, water and land.

Fracking in Pennsylvania

We stand in solidarity with the Green Party of Pennsylvania which has opposed fracking since 2008 when it realized that use of volatile chemicals could harm local communities and waterways and contribute to climate instability. Local residents have become ill and major waterways and delicate ecosystems have been damaged.

Nuclear power and Olympic Games

Uranium Mining in Africa

We stand in solidarity with “Solidarity Action for the 21 Villages” in Faléa, Maliagainst the French multinational COGEMA/Orano. After years of struggle, this NGO defeated a uranium mine through community mobilizing.  Aware of the detrimental effects on health, environment, agricultural land, water sources and cultural heritage, they are still fighting to undo already done infrastructural damage.

Solar arrays in Washington State

We stand in solidarity with rural Klickitat County, WA residents who are being invaded by industrial solar facilities which would exceed 12,000 acres and undermine wildlife/habitat, ecosystems, ground/water, and food production because solar panels and lithium ion batteries contain carcinogens with no method of disposal or re-cycling and could contribute to wildfires from electrical shorts.

Wind turbines in Broome County NY

We stand in solidarity with the Broome Tioga Green Party’s fight against industrial wind turbine projects that would increase drilling and mining, dynamite 26 pristine mountain tops, and destroy 120,000 trees while requiring precious minerals and lithium for batteries and being dependent on fossil fuels for their manufacture, maintenance and operation.

Hydro-power in Honduras

We stand in solidarity with the indigenous Lenca people opposing the Agua Zarca dam on the Gualcarque River in Honduras whose leader Berta Cáceres was murdered for uniting different movements to expose how dams destroy farmland, leave forests bare, disturb ancestral burial sites, and deprive communities of water for crops and livestock.

Lithium mining in Thacker Pass

We stand in solidarity with activists aiming to stop Lithium Americas’ Thacker Pass open-pit mine (Nevada).  Essential for electronic devices including electric cars, the mine would destroy rare old-growth big sagebrush, harm wildlife including many endangered species and lower the water table. Its operation would require massive fossil fuel use and toxic waste ponds.

Cobalt Extraction in DR Congo

We stand in solidarity with the child laborers slaving and dying in Democratic Republic of Congo cobalt mines.  Cobalt is an essential ingredient for some of the world’s fastest-growing industries—electric cars and electronic devices. It co-occurs with copper mining, used in construction, machinery, transportation and war technology worldwide.

Most of all, we stand in solidarity with thousands upon thousands of communities across the Earth opposing every form of extraction or transmission for energy which seeks to cover up human health and environmental dangers.

How extractive industries manage to carry on harming the planet

Around the globe, concern is mounting about the unfolding climate and ecological catastrophe. Yet the extraction of natural resources through mining and energy projects continues on a large scale, with disastrous environmental consequences.

To understand how this is possible, one place to start is recognising that extraction is not just a physical engineering process. It requires social engineering as well. To be able to function smoothly, extractive corporations and their governmental allies sculpt social conditions. They “manufacture” consent and “manage” dissent towards their ventures.

These industries depend on shaping the perceptions and behaviour of governments, shareholders, consumers, and people living in the areas where large-scale resource extraction occurs.

Usually, the media and academics pay attention when people resist such projects. A well known case is the struggle of the Ogoni people in southeast Nigeria to hold the oil company Shell to account for massive pollution. But it’s also important to notice the way corporations, governments and other elites try to pre-empt opposition.

This means looking beyond obvious conflict and repression, to the less visible and long-term efforts to shape people’s opinions and behaviour. In a recent article in Political Geography, we analyse some of these corporate attempts at social engineering.

The counterinsurgency toolbox

Many of the corporate strategies and tactics to address opposition come from the toolbox of counterinsurgency. There are “hard” techniques, such as direct and indirect coercion, and “soft” tools aimed at “pacifying target populations”.

The “softer” forms often relate to “community relations” work, such as sponsoring local events, medical clinics and other social development programmes. Social investments foster sympathy for extractive projects and dissipate criticism. How can one fight a corporation that provides so many life-affirming opportunities?

The “soft tools” of social engineering also include bureaucratic procedures and practices. One example is legislation acknowledging indigenous people’s right to consent to or reject extractive projects on their land. A growing body of research shows how this legislation eases the way for projects to expand into community territories.

Another way that extraction is made acceptable is through seemingly neutral speech. A case in point is speaking of “lessons learned” in relation to involuntary resettlement for extractive projects. In Mozambique, representatives of the government and extractive multinationals use the language of “learning lessons” from previous forced displacement efforts. This is to prevent opposition to renewed resettlement plans for liquid natural gas extraction in the north of the country.

Directing attention to the technical procedures of displacement and how they can be “improved” takes attention away from displacement itself. And local NGOs become concerned with the resettlement initiatives, instead of critically monitoring the new projects.

Bureaucratic procedures can make it look as if the people affected by resource extraction are participating, influencing decisions and sharing in the benefits. But the procedures actually channel and control dissent. They make it seem as if individuals themselves are responsible for gaining or losing from extractive operations, instead of directing attention to structural power inequalities.

The chimera of ‘green mining’

Another set of social engineering strategies is “green mining”.

Since the 1990s, large-scale extractive companies have started to profile themselves as part of a global transition to sustainability. They engage in biodiversity offsets or draw on and invest in wind and solar power. More recently, corporations have attempted to depict deep-sea mining as sustainable. They claim it has limited impact on deep-sea ecosystems, in particular when compared to the dynamic and volcanic nature of the seabed.

But it’s debatable how much “green extractivism” reduces the ecological harm of large-scale resource extraction.

Offsets are based on the idea that mining corporations can make up for damage in one place by investing in biodiversity protection elsewhere. Research shows that the net benefits of these investments are very limited. Also, it’s difficult to compare the value of what is lost and what is protected.

Biodiversity offsets can be part of political pacification, as shown by the case of Rio Tinto in Madagascar. Through a vast programme of offsetting and restoration, this corporation has managed to counter criticism of its operations. Yet offsets have created conflicts and insecurities for locals. They have also allowed the corporation to extend control over land, people and resources to multiple sites.

The green economy has not only become a way to legitimise large-scale resource extraction. It has also become a new source of profit as corporations invest in market-driven nature conservation, ecotourism, and the production of biofuels and low-carbon energy.

Going forward

Without further economic transformation, the demand for so called “clean energy” will lead resource extraction to soar. For example, the production of minerals such as lithium and cobalt is expected to increase from 2018 by as much as 500% by 2050.

“Green growth” is a false narrative that industries push to continue business as usual. Academics and social movements should expose this narrative to avoid it becoming the cornerstone of climate policy.

To address the ecological and climate crisis, policies fostering degrowth and redistribution are needed. This is the only way to acknowledge the historical responsibility of rich countries and ensure climate justice on a global scale.

Greenland’s government bans oil drilling, leads indigenous resistance to extractive capitalism

The young indigenous leadership of Múte Bourup Egede is battling for green sovereignty in a time of climate collapse.

In 2016, Greenland’s then minister responsible for economic development, Vittus Qujaukitsoq, welcomed the appointment of Rex Tillerson, the former CEO of Exxon Mobil, as US secretary of state. Despite representing the centre-Left party Siumut (Forward) and being surrounded by some of the most visible consequences of the warming world, Qujaukitsoq and his colleagues saw the growing potential for mining and drilling brought by the melting glaciers on the world’s biggest island as an opportunity to bring in the cash which would allow the long-desired independence from Denmark.

They aren’t alone. While the melting of Arctic ice is causing the world’s oceans to overflow and disrupting its weather systems, it has also unleashed a whole new geopolitical race. Earlier this year, the US Geological Survey estimated that the region’s rocks contain 13% of the world’s undiscovered oil, and 30% of undiscovered gas – carbon sinks which have been greedily eyed up by states and oil companies alike. And many of these reserves lie in the seas west of Greenland – where there are an estimated 17.5 billion undiscovered barrels of oil, enough to supply the whole planet for six months, at current usage rates.

And because the Arctic is the fastest warming part of the planet, the ice shielding these prehistoric deposits from prying drills is thinning, and disappearing, at an alarming rate.

But if some see this as an opportunity, others understand the absurdity of using climate change as a means to extract more fossil fuels and further change the climate. And this, alongside broader questions about mining, have shaped politics in the country this year.

In the spring, the governing Siumut party split, and its liberal coalition partners, the Democrats, resigned from the government, triggering a snap election in May.

The winner was the eco-socialist party Inuit Ataqatigiit. And in June, the new government banned all future oil and gas exploration from Greenland’s territory.

“The price of oil extraction is too high. This is based upon economic calculations, but considerations of the impact on climate and the environment also play a central role in the decision,” the government stated in July.

It’s not just oil and gas drilling that are contentious. When Donald Trump notoriously inquired about purchasing the island in 2019, he’d just had a briefing on its deposits of a number of minerals, many of which are likely to play a crucial role in the geopolitics of the coming decades. Among these are large quantities of uranium, and what are thought to be the world’s second biggest reserves of rare earth minerals – demand for which has soared in recent years because of their use in batteries for electric cars, computer chips and other tools of the high tech, low carbon economy.

Seen that way, Trump’s statement was probably less a random outburst and more a crude expression of the reality of Greenland’s role in the future of global geopolitics.

Biden, as ever, works in more subtle ways. In February, in discussion with tech giants like Alphabet (Google) and Facebook, he signed an executive order instigating a review of the supply chain of rare earth metals due to a global shortage and China’s dominance of the market. It seems implausible that the review won’t have produced significant discussion in US intelligence circles about the world’s largest deposits outside China, just a few hundred miles from Maine.

In March, the Polar Research and Policy Initiative expressed concerns about “the security implications of China’s near monopoly of rare earths and other minerals for the UK and its North American, European and Pacific allies”, especially given their significance to “strategically important sectors such as defence and security, green energy and technology”. The think tank called on the ‘five eyes’ intelligence alliance between the US, UK, Australia, New Zealand and Canada to team up with Greenland as part of a strategic resources partnership.

Greenland, says the website Mining Technology, “could be vital for tipping the scales in a trade war between global superpowers”.

In the midst of this global gallop for Greenland, with the world’s major powers, billionaire investors and intelligence agencies getting in on the act, the country has had some coverage in the global media of late.

What is often left out of the conversation, however, is the fascinating domestic dynamics among this Arctic island’s 57,000 people. Greenlanders’ struggle for sovereignty in the context of global capitalism, extractivism and climate collapse is an inspiring example of 21st-century indigenous resistance.

A young socialist indigenous climate leader

“There are two issues that have been important in this election campaign: people’s living conditions is one. And then there is our health and the environment,” Inuit Ataqatigiit leader Múte Bourup Egede told the Greenlandic public broadcaster KNR following his election victory in April.

Egede, 34, is the youngest prime minister Greenland’s had since it achieved a degree of home rule in the 1970s, and has led the democratic socialist and pro-independence party since 2018.

In the recent election, the party, known as IA, centred its campaign on its opposition to an international mining project by Greenland Minerals, an Australian-based and Chinese-owned company that is seeking to extract uranium and neodymium from the Kvanefjeld mine in the south of the country. Neodymium is a crucial component of a broad range of technologies, from some kinds of wind turbine to electric cars, because it can be used to make small, lightweight, but powerful and permanent magnets, while uranium is used for both nuclear power and nuclear weapons.

“We must listen to the voters who are worried. We say no to uranium mining,” Egede told the KNR. His party also promised to ban all explorations of radioactive deposits, and, while it does not oppose the mining of rare earth minerals in principle, it insists it must be better regulated.

Egede and the IA won 37% of the vote, ending the tenure of Siumut, the party which had been in power for most of the time since 1979. Siumut was supportive of the Kvanefjeld mining project, assisting Greenland Minerals to gain preliminary approval and ending a previous zero tolerance policy for uranium mining.

There is now a bill being debated in the Greenland parliament to ban the uranium mining project and all mining that contains radioactive by-products.

According to Mark Nuttall, an anthropologist at the University of Alberta and the head of the Climate and Society research programme at the Greenland Climate Research Centre: “This [election] has sent shivers down the spine of many mining executives as to what kind of future mining would take place in Greenland.”

Under the direction of Egede, the IA-led government has also taken several significant steps in recent months to curb fossil fuel production.

Last week in Glasgow, Egede announced that Greenland will be joining the Paris Agreement. In 2016, under the leadership of Siumut, Greenland had invoked a territorial exemption to the climate agreement when Denmark joined.

Greenland, which is technically a self-governing territory of Denmark, claimed at the time that the country was dependent on its oil, gas and natural mineral reserves for its economy.

“The Arctic region is one of the areas on our planet where the effects of global warming are felt the most, and we believe that we must take responsibility collectively. That means that we, too, must contribute our share,” Egede said last week.

Egede’s government also pledged to develop its renewable energy capability, especially hydropower: “Greenland has hydropower resources that exceed our country’s needs. These large hydropower resources can be utilised in collaboration with national and international investors who need large amounts of cheap and renewable energy.”

The Northwest Passage

The rush for the rare earth minerals vital to so many low carbon technologies isn’t the only way that climate change is moving the country from the periphery of global geopolitics to its core. When the huge container ship the Ever Given blocked the Suez Canal in March, the world was reminded how much of its trade passes through its two major transcontinental waterways – Suez and Panama.

As much of the Arctic Ocean becomes ice-free for greater parts of the year, new potential trade routes open up, most significantly, the Northwest Passage across the top of North America, and the Northern Sea Route, above Eurasia.

The vast majority of Greenland’s settlements – including the capital, Nuuk – lie on the west coast of the country, along the Labrador Sea and Baffin Bay. When travelling from Asia or western North America to Europe or the east coast of North America through the Northwest Passage, this is the final stretch, positioning Nuuk as a potential hub on a future major shipping route.

The struggle for sovereignty

Nearly 90% of the population of Greenland are indigenous Inuit people, who have inhabited the island for thousands of years. Although they’ve been colonised for the last thousand years by Nordic powers, they have maintained their own language and culture.

Norsemen first settled on the island in the tenth century, and in 1261 Greenland formally became part of Norway. In 1814 Greenland became a Danish territory – and in 1953 the island became fully integrated into the Danish state. (During World War II, when Denmark was conquered by the Nazis, Greenland was de facto under US control.)

“The official Danish view was that Greenland was actually a dependency; it wasn’t a colony in the sense of its colonies in the West Indies and other places,” Nuttall explained. This, he said, was “because of this historic view that Greenland had long been part of this Nordic Commonwealth from the Norse settlements of the tenth century onwards”.

But the Inuit people don’t always see it that way. During the Black Lives Matter global movement in 2020, younger Greenlanders, including the 21-year-old hip hop artist Josef Tarrak-Petrussen, called for the removal of Danish colonial statues in Nuuk.

Denmark finally granted home rule in 1979. And in 2008 Greenland voted in favour of the Self-Government Act, which transferred more power to the island’s government – and effectively marked the beginning of state formation.

This self rule act recognises Greenland as a nation with the right to independence if it chooses it. Currently Greenland has nearly full sovereignty, with the exception of the areas of foreign policy and defence. The Arctic island currently receives an annual grant of around $585m from Denmark.

In recent years, questions around sovereignty have in many ways defined the political and environmental policies of the island. Many of the political parties support independence.

However, this financial dependence on Denmark makes the prospect of full independence quite difficult: the grant accounts for nearly 20% of the island’s income, while fishing makes up around 90% of its exports.

In order to gain full autonomy from Denmark, Greenland needs to develop a self-sufficient economy. However, this likely requires the development of lucrative extractive industries which will deepen the island’s dependence on (foreign) international capital.

“If we go back ten years, mining was seen as the major way to [become politically independent], and there was great excitement,” said Nuttall.

However in recent years this attitude towards mining has changed considerably due to a host of factors including a downturn in global commodity markets, a greater emphasis on renewable energy and attention given to the climate crisis.

“Mining is going to be one pillar of an economic development strategy that will include other things such as the development of tourism, expansion of the fishing industry… and expanding renewables,” Nuttall explained.

The current government is now focusing on investments in the island’s enormous hydropower potential, which has the potential to grow as glaciers melt and which will allow a reduction in petrol imports, one of the country’s main expenses. Kalistat Lund, the minister for agriculture, self-sufficiency, energy and environment, stated that the government is “working to attract new investments for the large hydropower potential that we cannot exploit ourselves”.

The island is also currently expanding its airports and promoting tourism. Currently the only flights available to Greenland are from Reykjavik or Copenhagen.

Greenland often appears in discussions about climate change – usually in the context of films of starving polar bears, adorable Arctic foxes and rutting muskox; or melting glaciers diverting the Gulf Stream and raising global sea levels, flooding cities across the planet. Ice cores from Greenland, like those of Antarctica, help us understand historic variations in the composition of our atmosphere and in our climate, and have been vital for scientists’ understanding of the science of climate change.

These things are all true, and each Arctic species being pushed to extinction by the warming of the world is a tragedy. But what’s also true is that Greenland is home to tens of thousands of people, with their own history and culture, politics and organisations; a people who, after a thousand years of colonisation, are starting to assert both their independence from Denmark and their sovereignty in the face of the global market. And, who, along with other indigenous communities around the world, are starting to lead a fightback against the industrial, extractive capitalism that’s killing the planet.

This guide is intended for leaders and organizers who can work with communities to carry out local actions, and who can also work at the regional, national, and international levels. It describes aspects of the mining process and the dangers your community faces when mining companies seek to operate in your community (Sect. 1), the many strategies you can use to fight back (Sect. 2 and Appendices A and B), examples of successful resistance by communities who fought back (Appendix C), and helpful resources in a companion volume (Supplement). Our hope is that with this guide, you too can succeed in protecting your community against these dangers.

This guide is not only for mining.

Most of the tactics and countermeasures described herein apply equally well to other extractive and exploitative activities: oil, gas, logging, various polluting industries, and large hydroelectric dams. Most activities proposed by large corporations, although they promise benefits, ultimately devastate local communities and their surroundings. If your community is targeted, it is essential to organize and resist. Over nearly 30 years, Carlos Zorrilla and the organizations he co-founded helped stop six companies from developing open-pit copper mining operations in the Intag Valley in Ecuador. As a leader and public figure, Zorrilla is often for advice from communities facing similar struggles, so in 2009 he published a guide on how to protect one’s community from mining and other extractive operations. The 60-page guide shares wisdom and resources, including mines’ environmental and health risks, key early warning signs a company is moving in, and advice on mitigating damage if a mine does go ahead. The most important point, Zorrilla says in an interview with Mongabay, is to stop mining before it starts. Carlos Zorrilla is a leader in what locals say is the longest continuous resistance movement against mining in Latin America.

Zorrilla’s family fled from Cuba to the U.S. in 1962 when he was 11 years old. He moved to the Intag Valley in Ecuador in the 1970s, citing his love for the cloud forest ecosystem there. Soon after he arrived, so did the first of the mining companies.

Over the following decades, Zorrilla and the organizations he co-founded, including DECOIN (Defensa y Conservación Ecológica de Intag), helped block five transnational mining companies and a national company from developing operations in one of the planet’s most biodiverse ecosystems.

In the process, Zorrilla and community members say they faced personal threats, smear campaigns, arrests and violence. But the movement also notched historic wins, including a constitutional case upholding the rights of nature against Chilean state-owned miner Codelco and the Ecuadorian national mining company in 2023.

As a leader and public figure, Zorrilla is often sought out for advice by people facing similar threats. In response, he and two co-authors published Protecting Your Community From Mining and Other Extractive Operations: A Guide for Resistance in 2009 and an updated version in 2016. (The guide is also available in Spanish, French and Bahasa Indonesian).

“After getting rid of two mining companies, I was constantly being asked how the hell we did it,” Zorrilla tells Mongabay. “Rather than keep answering individuals, I wrote the manual. It’s much easier to just say, ‘Read the manual!’”

The 60-page guide shares experiences and resources, including the environmental and health risks of mines, strategies to prevent mining before it starts, key early warning signs a company is moving in, and advice on mitigating damage if a mine goes ahead.

Zorrilla says the most important point is to stop mining before it starts. To emphasize this point, he also published Elements for Protecting Your Community from Mining and Other Extractive Industries, which focuses on preventing mining from gaining a foothold.

“Stop the companies before they corrupt your communities and before they discover economically viable mineral deposits,” he says. “Once they start investing in exploratory activities it becomes progressively harder to get rid of them.”

Mining is a divisive issue within Indigenous and local communities. Some see economic benefits to address poverty, own their own mining projects, and highlight the need to negotiate better benefit-sharing agreements or collaborations with mining projects as a form of self-determination.

“But these memorandums only work with ethical mining companies and they are as rare as chicken teeth,” Zorrilla says.

Zorrilla’s opinions on mining are contentious. After the publication of the resistance guide, Ecuador’s president at the time, Rafael Correa, denounced it on public television as “destabilizing” and a foreign-led interference, in a move that Zorrilla says was “great publicity for the manual.”

As the world transitions away from fossil fuels, the demand for critical minerals to feed “clean” energy technologies such as electric cars is rising. Thus, mining is also increasing.

However, many experts say mining in Ecuador, especially in the Intag Valley, is just a bad idea. Aside from the earthquakes, rainfall, steep slopes and lack of infrastructure, it’s a country with a wealth of other options for development, such as ecotourism potential or sustainable agriculture.

“It’s really a poor choice to develop large-scale mining in such a rich country,” says William Sacher, professor and researcher at Simón Bolívar Andean University in Quito, who studies large-scale mining and its impacts. “If you actually do the math just in terms of cost and benefit, if you take into account the costs of large-scale mining, they outweigh the benefits.”

Zorrilla’s work with DECOIN resisting mining as well as restoring forests and watersheds has been internationally recognized with awards, including the United Nations Development Programme’s Equator Prize in 2017. This year, Zorrilla won the Global Alliance for the Rights of Nature’s award for defending nature’s rights.

It’s his connection to nature, he says, that keeps him motivated. “It is hard to put into words the connection I feel with the land and people, with the biological community I am part of,” he says. “What else could someone do that feels to be an integral part of a community? How could one not defend it against forces that would destroy it?”

In an interview with Mongabay’s Liz Kimbrough, Zorrilla discusses the guide and his experiences.

Mongabay: What inspired you to write this guide?

Carlos Zorrilla: I think two main reasons motivated me to write the guide. The first and most important was that we had gone through a lot in confronting a Japanese and a Canadian mining company in the 1990s and the early 2000s and had to do so without any idea of how to go about it. I kept wishing there was some concrete information on the best ways for communities to confront the presence of these companies. Much as I looked around, I was unable to find anything.

I thought other communities could benefit from our experience in successfully standing up to two transnational mining corporations and blocking mining development in our area (as of early 2024, civil society in Intag has been able to block five transnational mining companies and a national one from opening a mine).

The second reason is much more practical. After getting rid of two mining companies, I was constantly being asked how the hell we did it. Rather than keep answering individuals, I wrote the manual. It’s much easier to just say, “Read the manual!”

Mongabay: You mention that preventing a project in the exploration phase is much easier than stopping it once mining has started. What are some early warning signs that communities should look out for?

Carlos Zorrilla: First, it helps to clarify why it’s so much more difficult to stop a mine once it has opened. A large mining company can incur hundreds of millions of dollars in exploration costs — costs that, in most cases, the country issuing the licenses could be held liable for if the mining company is unable to develop the mining site. This is a result of a country signing bilateral investment treaties with other countries to protect the investments of private companies.

So, in essence, the more a company invests in a project, the more expensive it is for a signatory country to pay off the mining company to go home.

The other reason is that the longer a mining company is a territory, the more likely they are to learn how to co-opt people and institutions, and they waste no time doing so. It’s similar to contracting cancer or other similar diseases: you’ve got to treat its soon as possible, otherwise it becomes deadly or ravages your body so badly that it becomes unable to defend itself.

Another reason it is imperative to stop a company in its initial stage or before is that the longer a mining company explores, the greater the possibility of finding an economically viable ore deposit. If they are successful, companies are much more likely to convince governments to allow all permits and look the other way in cases of illegal activities. It is also much easier for the company to find investors if they can show they have a viable mine to develop.

Mongabay: What are the first signs a company is interested in exploring territory?

Carlos Zorrilla: You may find strange people wandering around the community asking questions. Another is if you suddenly find that private individuals start to buy large tracts of land. Your community could be subjected to social and economic surveys carried out by a government agency under the guise of social or economic development or identifying health needs.

Keep in mind that it’s essential for the companies to find out as much as they can about the communities and the inhabitants they will be dealing with. This also goes for local government needs. For example, they may identify basic needs, such as the lack of basic health services, road and school infrastructure that needs repairing, lack of safe drinking water, etc. Once these needs are mapped out, they will offer the community and/or subnational governments financial help to address them. They often even offer to create so-called development groups or organizations, such as farming co-ops or women’s groups, and provide initial funding to address some of the needs. Companies may sign financial agreements with local or state governments to help cover the costs of supplying communities with basic necessities.

Needless to say, the funding always has strings attached to it, the least of which is that the subnational governments and community groups support the mining company’s presence and, later, the development of the mine.

The most important thing to remember is that the main objective of the companies is to create complete dependency on what they provide, whether it is jobs, road maintenance, drinking water, or basic health services. The inhabitants become so accustomed to having the services provided by the companies that they forget that they have lived without these things all their lives or that it is the state or national government’s responsibility to provide them. The dependency can become so instituted that the locals stop petitioning the local or national governments to provide the services and rely solely on the companies. This can also apply to subnational governments, especially when the national governments purposely reduce their funding as a strategy for the mining projects to gain support from the local populace.

At the same time, the companies are gathering basic information about the community, they are also identifying key players within the community. These are persons who have influence or could be groomed to hold a position of authority. They are the first ones co-opted. It could be someone successful in business or a well-respected community leader. They, in turn, will do a lot of the work for the company, such as convincing their neighbors that mining is the best way for the community and families to get out of poverty. Or it’s really silly not to accept the company’s support to build that road everyone always wanted. That propaganda is infinitely more effective when espoused by individuals you know and respect.

Mongabay: What do you believe are some of the best ways to stop a mine before it starts?

Carlos Zorrilla: The best way to know what you’re up against is to find out all that you can about the company: things like who the owners are, the company’s history, main sources of funding, and where the company’s stocks are traded (if it is a publicly traded company).

Once you know all that you can about the company, your main objective is to stop it before it starts gathering information, hiring community members, or buying land — certainly before it holds meetings in your community.

As soon as you suspect a company is interested in your territory, hold public meetings or assemblies where, hopefully, most of the community’s adult population can participate in deciding whether to meet with the company. It can help to invite knowledgeable people to discuss some of the problems the community will have to face if they open the door to mining.

It is absolutely essential that no one accepts meetings with company officials or government employees promoting mining development unless it’s in a public setting with everyone from the community invited.

It is strongly recommended that the bylaws of the community include provisions for any approval of activities affecting the natural environment or social peace of the community be approved by two-thirds majority of the community members. It is dangerous to let the board members of the community (president, vice president, secretary, etc.) represent the community when it comes to allowing activities that could have such terrible and long-lasting social and environmental impacts.

Mongabay: The guide says mining companies use many tactics to divide communities and quell opposition. What’s the most difficult company tactic to counter that you’ve encountered? What should communities be aware of?

Carlos Zorrilla: The companies can use multiple tactics to neutralize the opposition. We’ve experienced just about all. Anywhere from making up criminal lawsuits to try to imprison effective opposition leaders and hiring paramilitaries to violently access the mining site, to death threats, outright buying community leaders, to terrible smear campaigns aimed at discrediting resistance leaders and/or the organizations that support the communities.

Then there are soft tactics. One of the hardest to counter is the easy money that the companies offer to the leaders and, eventually, community members when they start working for the company. This is especially effective in areas where making a living off the land is difficult.

Needless to say, this will lure people away from the fields and the normally hard work that is agriculture. Remember, the company offers steady paychecks, often accompanied by social security and health coverage. One of the things we must do is point out that these jobs will not last more than a few years or until the mine opens. Only qualified personnel are required once a mine opens, with few exceptions. But the company will never admit to it.

Communities have to know what the sacrifices are of accepting the jobs the companies offer. These include very often permanent, ongoing social conflicts; it could also lead to the relocation of whole communities to make room for the mine and its infrastructure, possibly contamination of water sources, desecrating sacred lands, and direct impacts on sustainable activities like ecotourism or agroecological farming.

It’s also been documented that there is more delinquency and violence surrounding mining projects, among many other negative impacts. The impacts are especially hard on women. Most mining jobs go to men, worsening economic inequality within households. Women often have to replace men’s work in the fields, adding even more stress to their daily lives. There also tends to be more health problems from STDs, plus more interfamily violence in mining sites.

So, when mining companies come offering jobs, communities have to consider all the impacts, not just look at the positive aspects.

That is why it is so important not to let the company get this far. Communities have to know that mining companies and government officials lie when it comes to convincing communities about mining. That is one of the most important messages. They have to lie because if they were to tell the truth about the social and environmental impacts of mining, not a single person in the community would support them.

In this light, it’s important to invite knowledgeable persons and community members from other communities that have suffered at the hands of mining companies to share with the communities what really goes on when mining companies roll into your community.
