Biofuels rush causing hunger, land theft, habitat destruction, and massive release of carbon

Despite growing evidence that biofuel production is causing food insecurity around the world, the new European Union policy blueprint on renewable energy ignores the social effects of biofuels. Last week, Guatemalan victims of the food crisis came to Brussels to make European policy makers aware of the problem.

In a bid to reduce the of amount of carbon dioxide in the atmosphere, the European Union decided three years ago to increase biofuel use in transport. With the 2009 directive on renewable energy, the Union set a mandatory target of a ten percent share of agrofuels in transport petrol and diesel consumption by 2020.

But even before the directive had been approved, NGOs around the world had already pointed out a series of problems with agrofuels.

The British NGO ActionAid calculated that reaching Europe’s target would require converting up to 69,000 square kilometres of natural ecosystems into cropland, an area larger than Belgium and the Netherlands combined. Furthermore, because of the conversion of forests, grasslands and peat lands into crop fields for biofuel, total net greenhouse gas emissions would amount to 56 million tonnes of extra CO2 per year, the equivalent of an extra 12 to 26 million cars on Europe’s roads by 2020.

ActionAid estimated that the extra biofuels entering the EU market would be, on average, 81 to 167 percent worse for the climate than fossil fuels.

NGOs also found that the EU’s planned increase in biofuel use would push oilseed, maize and sugar prices up. According to a study by the Austrian International Institute for Applied Systems Analysis (IIASA), the 10 percent target would put an extra 140 million people at risk of hunger, with the poor urban populations, subsistence farmers and the landless in developing countries particularly vulnerable. Finally, the Rome-based International Land Coalition recently stated that the demand for biofuels is driving more than 50 percent of large-scale land acquisitions globally.

Earlier this month the European Commission published its post-2020 communication on renewable energy. Despite the relentless campaigning of several international NGOs to cancel out the 2020 target, the new communication remains completely silent on the effects of biofuels on food security in developing nations, leaving a similar target for 2030 open.

“The European Commission wants to decide on the 2030 policy without having considered the impacts of the 2020 policy first,” Marc-Olivier Herman, Oxfam’s EU biofuels expert, told IPS. “The new communication specifies hard criteria to measure environmental impact, but stays mute on the social impact of biofuels. The word ‘food’ is not even mentioned in the document, let alone food security.”

According to Herman, the Commission is moving too fast because of industry demands. “Investors in biofuel want security,” he added.

“Ever since the first target was set in 2009, the biofuel industry has been growing rapidly. This industry now wants to know what will happen after 2020. And it is an industry with lots of lobby power here in Brussels.”

In the meantime, the social effects of the growing demand for biofuels are aggravating. For instance, a large percentage of Guatemala’s indigenous population is facing a new hunger crisis because of land grabbing, forced evictions and water diversion to create large-scale monoculture plantations of palm oil trees and sugar cane for biofuel.

In one such case in March last year, Guatemalan police and soldiers evicted more than 3000 indigenous people from their homes in Guatemala’s Polochic valley to make room for a large-scale plantation. Banned from their land, these 700 families are now facing severe malnutrition and high child mortality as a consequence of diarrhoea or fever.

Land Grab Bill Passes U.S. House Threatening Wilderness Areas

Today the U.S. House of Representatives passed a package of anti-wilderness bills (H.R. 2578), including H.R. 1505, the “National Security and Federal Lands Protection Act.”

H.R. 1505 would hand over “operational control” of federal public lands within 100 miles of the Canadian and Mexican borders to the U.S. border patrol, and could open national parks, wildlife refuges, wilderness and other public lands to development, such as construction and road building. Rep. Raul Grijalva’s (D, AZ-7) amendment to strike H.R. 1505 from the package was unfortunately defeated. This package of bills now awaits movement in the Senate.

Prior to the House vote, a coalition of Hispanic and immigration reform advocates, Native American tribal organizations, sportsmen, businesses and conservation groups, sent a letter to members of Congress voicing their opposition and asking members to vote against the bill.

“H.R. 1505 is an overreach that would adversely affect everyone who enjoys America’s public lands,” said David Moulton, senior legislative director at The Wilderness Society. “The bill would allow road building, construction and development on lands that are loved for hunting, fishing, hiking and other recreational activities. This vote was not in the best interest of the people who enjoy the land for its natural beauty.”

H.R. 1505 is part of an anti-wilderness package that includes, among other destructive bills:

• The Sealaska bill would give away tens of thousands of acres of high-value public land from the Tongass National Forest to the Sealaska Corporation. This would allow the corporation to clear-cut valuable forest land and take ownership of the best recreation sites at the heads of bays or mouths of salmon streams. This land giveaway would effectively prevent a long-planned transition out of old growth logging on the national forest, and privatize prime recreation spots that are currently open to the American public for fishing, hunting, and recreation and are relied upon by many small tourism, outfitter and fisheries businesses.

• Title XI, the “Grazing Improvement Act,” is a virtual giveaway of over 247 million acres of Bureau of Land Management (BLM) and National Forest rangelands to the approximately 27,000 livestock producers who have grazing privileges on the lands managed by these two agencies. The bill would change the term of federal livestock grazing leases from the current ten years to 20 years.  No other government entity in the U.S. issues 20-year livestock grazing permits.   In addition, Title XI reduces the level of environmental scrutiny of livestock grazing practices on BLM and National Forest lands by allowing these agencies to exempt the issuance of grazing permits from National Environmental Policy Act review.

• The Quincy Library Group bill would take an unsuccessful and outmoded forest management pilot program and expand it across much of northern California, while simultaneously authorizing logging in roadless areas, spotted owl habitat, salmon habitat and other areas of critical environmental importance and mandating minimum annual timber cuts.

Opposed by the Department of Homeland Security (DHS), H.R. 1505 could endanger personal freedoms by closing without notice our lands to hunting, fishing, tourism and recreation, all multi-million dollar industries that support small businesses.  DHS Secretary Napolitano testified before Congress in opposition to H.R. 1505, saying it “is unnecessary, and it’s bad policy.” DHS benefits from their close collaboration with law enforcement counterparts in the land management agencies. In addition to threatening lands, the bill threatens this collaboration.

H.R. 1505 is an extreme and radical measure that would put at risk 49 million acres of public lands in 17 states, sweeping away 16 bedrock environmental and land management laws in Joshua Tree National Park, Boundary Waters Canoe Area Wilderness, Acadia National Park and any other protected land that sits within 100 miles of the border.

The Wilderness Society recently updated the report, “Wilderness Under Siege,” to reflect the movement of these and other bills and what they would mean to America’s lands, waters and natural legacy. Also mentioned in the report is H.R. 4089 — a Trojan horse bill that includes a sneak attack on wilderness. H.R. 4089 recently passed the House, and awaits passage in the Senate.

Palm oil industry rapidly destroying Indonesian forests

Surging demand for palm oil in India for cooking and everyday grocery items is driving tropical forest destruction in Indonesia, Greenpeace said Tuesday.

In its report “Frying the Forest” the group called on Indians to boycott products by brands Britannia, ITC, Parle and Godrej, such as biscuits and soap, until the companies commit to sustainable palm oil supply chains.

“Palm oil plantations in Indonesia are expanding rapidly every year to meet India’s demands,” Greenpeace forest campaigner Mohammed Iqbal Abisaputra said in Jakarta.

“We are asking Indian consumers now to stop buying products made from unsustainable Indonesian palm oil.”

Booming India is the world’s hungriest nation for palm oil, consuming almost 7.4 million tonnes last year, or 15 percent of global production, almost all of it imported, US Foreign Agricultural Service data show.

Of that amount, 5.8 million tonnes is imported from Indonesian companies, many of which Greenpeace claims are illegally clearing carbon-rich peatland.

One company targeted by the group is Duta Palma, which owns 155,000 hectares of palm oil plantations in Indonesia, the report says.

The company is deforesting peatland up to eight metres deep on the islands of Sumatra and Borneo, the report says, despite a law banning the clearance of peatland more than three metres deep.

Greenpeace also claims fires continue to burn on peatland within the company’s concession, even though the slash-and-burn technique for forest clearance is illegal.

The report comes after a string of successful consumer-targeted Greenpeace campaigns, in which brands like Barbie-maker Mattel and food-maker Kraft dropped paper packaging contracts with Asia Pulp & Paper, who were accused of logging outside their concession area.

The focus on India marks a shift in Greenpeace’s strategy to consumers in developing countries.

“Asian countries will be among the first to feel the effects of climate change, so we can no longer act as if it’s Europe or America’s problem,” Abisaputra said.

Indonesia has implemented a two-year moratorium on issuing new logging concessions on peatland and other high-conservation forest. But unsustainable logging continues within companies’ existing concessions.

Before the moratorium, 80 percent of Indonesia’s greenhouse gas emissions came from deforestation, UN data show, making it the world’s third-biggest emitter.

Oceans suffering from dead zones and massive patches of garbage

A drumbeat of recent scientific studies emphasises an increasingly alarming convergence of crises for Earth’s oceans.

The amount of plastic floating in the Pacific Gyre – a massive swirling vortex of rubbish – has increased 100-fold in the past four decades, phytoplankton counts are dropping, over-fishing is causing dramatic decreases in fish populations, decreasing ocean salinity is intensifying weather extremes, and warming oceans are speeding up Antarctic melting.

One warning of humanity’s increasingly deleterious impact on the oceans came from prominent marine biologist Jeremy Jackson of the Scripps Institute of Oceanography.

In a 2008 article published in Proceedings of the National Academy of Sciences, Jackson warned that, without profound and prompt changes in human behaviour, we will cause a “mass extinction in the oceans with unknown ecological and evolutionary consequences”.

The statement might sound extreme, until one considers what science journalist Alanna Mitchell has written about the oceans: “Every tear you cry … ends up back in the ocean system. Every third molecule of carbon dioxide you exhale is absorbed into the ocean. Every second breath you take comes from the oxygen produced by plankton.”

These and other issues will be discussed at the Rio 20 United Nations Conference on Sustainability, which will be held between June 20 and 22 in Rio de Janeiro, Brazil.

But marine biologists, oceanographers, and others who study the seas are telling Al Jazeera of the deepening impact humans are having on the oceans, and, from what they are saying, now is the time to listen.

Plastic, plastic everywhere…

The most obvious impact humans are having on the world’s oceans is pollution. Though it can take myriad forms, pollution is now most shockingly evident in the seas in the form of giant, swirling gyres of plastic.

Scientists recently investigated the North Pacific Subtropical Gyre, known as the “Great Pacific Garbage Patch”, and found an “alarming amount” of refuse, much of it comprising individual pieces of very small size. The eastern section of the spiralling mass, between Hawaii and California, is estimated to be around twice the size of Texas, and is having ecosystem-wide impacts, according to their study released May 8.

Miriam Goldstein, a graduate student researcher at Scripps Institution of Oceanography at University of California San Diego, and the lead author of the study, told Al Jazeera that by adding this amount of plastic to the oceans, humans could be causing large-scale change to the ocean’s ecological system.

“We found eggs on the pieces of plastic, and these were sea-skater [insect] eggs,” Goldstein said. “Sea skaters naturally occur in the gyre and are known to lay their eggs on floating objects. So we found that the amount of eggs being laid had increased with the amount of plastic.”

Goldstein is also concerned by the findings because, “Our work shows there could be potential effects to the ocean ecosystem that we can’t expect or predict. There are five subtropical gyres, one in each ocean basin, and they are natural currents. They are vast areas of the oceans; together they comprise the majority of the area of the oceans. So altering them on a large scale could have unexpected results on all kinds of things.”

The study shows how an increase in pollution, in this case an immense amount of plastic, may have dire consequences for animals across the entire marine food web.

This Scripps study follows another report by colleagues at the institution that showed nine per cent of the fish collected during the trip to study the gyre had plastic waste in their stomachs.

Published in Marine Ecology Progress Series, that study estimated that fish at intermediate ocean depths in the North Pacific Ocean could be ingesting plastic at the staggering  rate of 12,000 to 24,000 tonnes per year.

Dr Wallace J Nichols, a research associate at the California Academy of Sciences, told Al Jazeera he finds plastic on every beach he visits across the globe, and added, “Probably every sea turtle on the planet interacts with plastic at some point in its life.”

Jo Royle, a trans-ocean skipper and ocean advocate, has seen the same.

“For 13 years I’ve been crossing oceans,” she told Al Jazeera. “I’ve seen plastic on the coastline of Antarctica, and over the years we’ve noticed plastic becoming more of an issue on remote islands. Over the last seven years we’ve seen it increase dramatically. I can’t remember the last time I’ve been on a beach and not seen plastic.”

Biological oceanographer Dr Debora Iglesias-Rodriguez, with the National Oceanography Centre at Britain’s University of Southampton, is also concerned.

“Marine pollution is a big issue,” she told Al Jazeera. “There is this idea that oceans have unlimited inertia, but nano-particles of plastic getting into marine animals and the food chain are affecting fish fertility rates, and this affects food security and coastal populations. Pollution is having a huge impact on the oceans, and is urgent and needs to be dealt with.”

Dead zones

Another phenomenon afflicting Earth’s oceans are “dead zones”.

While these can be formed by natural causes, climate change, along with human activities and industrial waste, have greatly aggravated the situation.

The US National Oceanographic and Atmospheric Administration released a study showing that rising global temperatures cause oceans to warm, which translates into a decreased capacity to hold oxygen.

The excessive use by industrial agriculture of chemical fertilisers containing phosphorus and nitrogen is the other key factor, since these chemicals encourage the increased development of algae – starving other marine life of oxygen.

The world’s second-largest and most heavily studied human-caused coastal dead zone is in the Gulf of Mexico, a zone caused by massive amounts of the aforementioned chemicals, along with other sources of nitrogen from animal feed, sewage treatment plants, and urban runoff from the Mississippi River flowing into the Gulf.

“All this pollution flows down and in the summer causes huge algae blooms,” Matt Rota, Science and Water Policy Director for the Gulf Restoration Network, told Al Jazeera. “These algae then die and sink to the bottom, where bacteria eat them and deplete the water of oxygen. And the water can’t mix to get more oxygen into it, so sea life suffocates and dies if it’s unable to swim away.”

The Gulf of Mexico dead zone varies in size and shape, but has been steadily increasing in size since it was first measured at 9,774 sq km in 1985. It forms annually at the mouth of the Mississippi River, and spans an area that encompasses the entire coast of Louisiana, and over to Texas.

Fish downstream from tar sands industrial project suffering deformities

Chief Allan Adam, the head of the Fort Chipewyan community in the far north of Alberta, has been fishing in Lake Athabasca for all of his life. His father, now 76 years old, has been fishing there even longer. And neither of them has seen anything like what they pulled from the lake on May 30: two grotesquely deformed, lesion-covered fish.

When they caught the sickly fish, each taken from a different part of the lake, the two Indigenous men immediately figured that it had something to do with the massive tar sands oil mines that lie about 300 kilometers upstream along the Athabasca River. “We have been putting two and two together, and raising concerns about the fast pace of [tar sands] development,” Chief Adam told me in a phone interview this week. “The tailing ponds are leaking and leaching into the rivers, and then going downstream to Lake Athabasca.”Here in the United States, public opposition to the tar sands has centered on the proposed Keystone XL pipeline: how it could jeopardize the fresh water supplies of the Ogallala Aquifer and how it would increase greenhouse gas emissions by keeping us locked into the petroleum infrastructure. For now, those worries remain hypotheticals. But for the people of Ft. Chipewyan — a community of about 1,200 that is only accessible by plane most of the year — the environmental impacts of the tar sands are already a lived reality. According to a 2009 study by the Alberta Cancer Board, the cancer rate in Ft. Chipewyan is higher than normal. Many of the residents there blame the industrial development south of them for the disproportionate cancer rates.

The deformed fish caught two weeks ago included a northern pike that had lesions along its back and belly and a sucker that was missing many of its scales. Chief Adam says the strange fish are so worrisome because the majority of Ft. Chipewyan residents still rely on traditional foods, including fish from the lake, to eat.

Chief Adam sent the two fish to the labs of the Canadian Cooperative Wildlife Health Centre in Alberta for testing. It will take biologists there several weeks to determine the cause of the deformities.

This isn’t the first time that sickly fish have been pulled from Lake Athabasca. In September 2010, the Ft. Chipewyan band released photos of fish that were also lesion-covered.

The Athabasca Chipewyan First Nation are one of the most active and outspoken critics of the tar sands development. In 2011 the tribe filed a suit against Shell Oil Canada for failing to uphold agreements it had made for two of its open pit mine projects. Chief Adam has said that his tribe may follow the example of the Beaver Lake Cree and challenge proposed tar sands projects on the grounds that increased mining could violate the tribe’s treaty rights to practice hunting and fishing.

“They keep building and building, and something has to give,” Chief Adam says. “And it’s the environment down here in Lake Athabasca. We want answers before we want further development. If they won’t give us answers, we will give them further resistance.”
