Each year, mining companies dump more than 180 million tonnes of hazardous mine waste into rivers, lakes, and oceans worldwide, threatening vital bodies of water with toxic heavy metals and other chemicals poisonous to humans and wildlife, according to report released on Feb. 28 by two leading mining reform groups.
An investigation by Earthworks and MiningWatch Canada identifies the world’s waters that are suffering the greatest harm or at greatest risk from the dumping of mine waste. The report, Troubled Waters: How Mine Waste Dumping is Poisoning our Oceans, Rivers, and Lakes, also names the leading companies that continue to use this irresponsible method of disposal.
Mine processing wastes, or tailings, can contain as many as three dozen dangerous chemicals including arsenic, lead, mercury, and cyanide. The report found that the mining industry has left mountains of such waste from Alaska and Canada to Norway and Southeast Asia.
“Polluting the world’s waters with mine tailings is unconscionable, and damage it causes is largely irreversible,” said Payal Sampat, international program director for Washington, D.C.-based Earthworks. “Mining companies must stop using our oceans, rivers, and lakes as dumping grounds for their toxic waste.”
The report says some multinational mining companies are guilty of a double standard.
“Some companies dump their mining wastes into the oceans of other countries, even though their home countries have bans or restrictions against it,” said Catherine Coumans, research coordinator for Ottawa-based MiningWatch Canada. “We found that of the world’s largest mining companies, only one has policies against dumping in rivers and oceans, and none against dumping in lakes.”
There are safer methods of disposing of mine tailings, including returning the waste to the emptied mine. In other places, dumping of any kind is too risky. No feasible technology exists to remove and treat mine tailings from oceans; even partial cleanup of tailings dumped into rivers or lakes is prohibitively expensive.
“We are really suffering because of the millions of tons of mine waste that Barrick Gold dumps in and around our river system every year,” said Mark Ekepa, chairman of the Porgera Landowners’ Association. “Our rivers run red, our houses have become unstable, we have lost fresh drinking water and places to put our food gardens, and sometimes children get carried away by the waste.”
A number of nations, including the U.S., Canada, and Australia, have had restrictions on dumping mine tailings in natural bodies of water. Even these national regulations, however, are being eroded by amendments, exemptions, and loopholes that allow destructive dumping in lakes and streams. Even though U.S. law long banned lake dumping, in 2009 the U.S. Supreme Court allowed Coeur D’Alene Mines of Idaho to dump 7 million tonnes of tailings from the Kensington Gold Mine in Alaska into Lower Slate Lake, filling the lake and destroying all life in it.
In Canada, Taseko Mines Ltd. is proposing to reclassify Little Fish Lake and Fish Creek in British Columbia as a tailings impoundment for its proposed Prosperity Gold-Copper Mine. The watershed is home to grizzly bear and highly productive rainbow trout, and is an important cultural area for the Tsilhqot’in People. After being refused environmental approvals for the past 17 years, the company has re-applied with plans to build a tailings impoundment to dispose of 480 million tons of tailings and 240 million tons of waste rock in the basin of the creek and lake, burying the ecosystems under a hundred meters of waste.

A western Pennsylvania woman says state environmental officials refused to do follow-up tests after their lab reported her drinking water contained chemicals that could be from nearby gas drilling.
At least 10 households in the rural Woodlands community, about 30 miles north of Pittsburgh, have complained that recent drilling impacted their water in different ways.
The Department of Environmental Protection first suggested that Janet McIntyre’s well water contained low levels of only one chemical, toluene. But a review of the DEP tests by The Associated Press found four other volatile organic compounds in her water that can be associated with gas drilling.
DEP spokesman Kevin Sunday said on Friday that the low chemical concentrations were not a health risk, and suggested that the contamination may have come from the agency’s laboratory itself or from abandoned vehicles on or near the property. But Sunday didn’t answer why DEP failed to do follow-up tests if the DEP suspected that its own lab was contaminated.
One public health expert said the lack of follow-up tests by DEP doesn’t make sense.
“DEP cannot just simply walk away,” said Dr. Bernard Goldstein, professor emeritus at the University of Pittsburgh School of Public Health.
McIntyre and other residents say the water problems started about a year ago, after Rex Energy Corp. of State College, Pa., drilled two wells. But a map Rex provided also shows gas wells from other companies in the area.
Residents in the community have been complaining for nearly a year, but DEP never revealed the possible presence of chemicals to the general public.

The meat industry defends its reliance on routine antibiotic use by flatly denying the practice poses any public-health problem. The view is summed up by this 2010 National Pork Producers Council newsletter: “[T]here are no definitive studies linking the use of antibiotics in animal feed to changes in resistance in humans.” The claim, I guess, is that the drug-resistant bacteria that evolve on antibiotic-laden feedlots stay on those feedlots and don’t migrate out.
That contention is looking increasingly flimsy. My colleague Julia Whitty recently pointed to a new study showing that a particular antibiotic-resistant pathogen “likely originated as a harmless bacterium living in humans, which acquired antibiotic resistance only after it migrated into livestock.” In its new, harmful form, Julia reports, the bacterial strain “now causes skin infections and sepsis, mostly in farm workers.”
And humans aren’t the only creatures paying the price of routine antibiotic use. A research team from the Pacific Northwest has found that terrestrial pathogens, including strains if E. coli resistant to multiple antibiotics, are now infecting sea mammals. The researchers collected and performed autopsies on more than 1600 stranded seals and otters over 10 years. They found that infectious diseases accounted for 30 percent of 40 percent of the deaths. “Comparing the diseases found in marine mammals with terrestrial mammals has identified similar, and in many cases genetically identical disease agents,” the researchers report.
They recently presesnted their findings at a science conference in Vancouver, and the title they chose says it all: “Swimming in Sick Seas.”
Not all of the pathogens are related to factory farms—some are associated with cats and possums. But livestock play a role. “We’re finding similar pathology or abnormalities in marine mammals to what we’re seeing in our livestock cases,” one of the researchers told The Vancouver Sun. Some of the seals carried strains of E. coli and Enterococcus that are “resistant to eight different antibiotics used in livestock,” the Sun reports. The pathway from factory farm to sea is likely manure that runs off into streams and ends up in the ocean.
The gross part is that the E. coli-infected seals were found in coastal areas where people sometimes take the water. “These harbour seals are in similar areas to where humans would be,” one of the study’s resarchers told the Sun. “If clinical disease were to develop, it may be more difficult to treat with conventional antibiotics.”
He added: “Marine mammals recognize no borders, and neither do pathogens and parasites.” That’s not a message to comfort the meat industry, which wants us to believe that its antibiotic-resistant pathogens stay penned up on factory farms.

In a match that some would say was made in hell, the nation’s two leading producers of agrochemicals have joined forces in a partnership to reintroduce the use of the herbicide 2,4-D, one half of the infamous defoliant Agent Orange, which was used by American forces to clear jungle during the Vietnam War. These two biotech giants have developed a weed management program that, if successful, would go a long way toward a predicted doubling of harmful herbicide use in America’s corn belt during the next decade.
The problem for corn farmers is that “superweeds” have been developing resistance to America’s best-selling herbicide Roundup, which is being sprayed on millions of acres in the Midwest and elsewhere. Dow Agrosciences has developed a strain of corn that it says will solve the problem. The new genetically modified variety can tolerate 2,4-D, which will kill off the Roundup-resistant weeds, but leave the corn standing. Farmers who opt into this system will be required to double-dose their fields with a deadly cocktail of Roundup plus 2,4-D, both of which are manufactured by Monsanto.
But this plan has alarmed environmentalists and also many farmers, who are reluctant to reintroduce a chemical whose toxicity has been well established. The use of 2,4-D is banned in several European countries and provinces of Canada. The substance is a suspected carcinogen, which has been shown to double the incidence of birth defects in the children of pesticide applicators in a study conducted by University of Minnesota pathologist Vincent Garry.
Researchers say that the effect of 2,4-D on human health is still not fully understood. But it may be a risk factor for conditions like Hodgkin’s lymphoma, non-Hodgkin’s lymphoma and certain leukemias, which were often found in Vietnam veterans exposed to Agent Orange. The Environmental Protection Agency (EPA) has stated that the chemical could have “endocrine disruption potential” and interfere with the human hormonal system. It may prove toxic to honeybees, birds and fish, according to research conducted by the US Forest Service and others. In 2004, a coalition of groups spearheaded by the Natural Resources Defense Council and the Pesticide Action Network, wrote a letter to the EPA taking it to task for underestimating the health and environmental impacts of 2,4-D.
Large-scale industrial farming has grown dependent on ever-increasing applications of agrochemicals. Some have compared this to a drug addict who requires larger and larger fixes to stay high. Herbicide use has increased steadily over time as weeds develop resistance and need to be doused with more and deadlier chemicals to kill them. This, in turn. requires more aggressive genetic engineering of crops that can withstand the escalating chemical assault.
Many agricultural scientists warn that this growing addiction to agrochemicals is unsustainable in the long run. The fertility of the soil decreases as earthworms and vital microorganisms are killed off by pesticides and herbicides. They also pollute the groundwater and compromise the health of farm animals that are fed with the chemical-infused grain.
These impacts are poised to grow. US Department of Agriculture (USDA) figures reveal that herbicide use rose by 383 million pounds from 1996 to 2008. Significantly, nearly half of this increase (46 percent) took place between 2007 and 2008 as a result of the hawking of new herbicide-resistant crops like the new corn hybrid developed by Dow.
Nobody knows what effect introducing this hybrid would have on the health of American consumers. Corn laced with high levels of 2,4-D could taint everything from breakfast cereals to the beef of cattle, which concentrate the toxin in their flesh. Given that corn and high-fructose corn syrup are key elements in so many processed foods, some public health experts warn that all Americans will soon be guinea pigs in an ill-conceived mass experiment with one of the staples of our food supply. America’s agriculture department, the USDA is considering deregulating Monsanto’s new genetically modified corn variety (the one which will be used in conjunction with the 2,4-D) and is accepting final public comments on the matter until the 27th of this month.
Until recently, herbicide-resistant crops were popular with farmers who benefited from higher yields and nearly effortless management of weeds. But now that the weed problem is coming back with a vengeance, some are reconsidering the wisdom of this chemical-intensive mode of farming. Dow biotech corn costs nearly three times more than conventional seed. And the projected doubling of pesticide use in the years ahead will be expensive, as well as destructive to farmland and ecosystems.
There are viable alternatives to chemical-intensive farming, time-tested methods like crop rotation, use of cover crops, and other practices which allow farmers to compete naturally with weeds. The time has come for farmers to revive the knowledge of their ancestors in this regard.
Some agricultural scientists advocate developing a system of integrated weed management to replace the unsustainable use of chemicals. But the big agrochemical companies have no interest in supporting the sustainable agriculture that would put them out of business. So long as there are billions of dollars to be made in selling herbicide and herbicide-resistant genetically modified seed, there won’t be much research money available to explore the natural alternatives to the destruction of our nation’s heartland.

Speculation has long abounded that overuse of antibiotics by factory farmers has been a major contributing factor in the development of so-called “superbugs” like MRSA or Methicillin-resistant Staphylococcus aureus. Now, according to a report from Mother Jones, there is scientific proof.
According to a paper in the American Society of Microbiology’s newsletter mBio, researchers have sequenced the genomes of 88 closely-related strains of Staphylococcus aureus. They have concluded that one “particularly nasty” strain, CC398, began as a fairly harmless human bacterium known as MSSA, but evolved after colonizing the systems of pigs, chickens and other livestock.
Inside the animals, the bacterial strain was bombarded by an array of broad-spectrum antibiotics, drugs commonly used by factory farmers to reduce infections and disease in animals kept in close quarters. According to mBio, this allowed the germs to become resistant to antibiotics like tetracycline and methicillin, as well as allowing the microorganisms to become “bidirectional,” meaning that they can freely be transmitted between humans and livestock.
The resistant CC398 strain first appeared in livestock in 2003, but is now widespread among U.S. farm animals and has been causing sepsis and skin infections, mostly in farm workers. So far, the infection has not been able to transmit from human to human.
The Food and Drug Administration announced in January that it is placing new restrictions on the wholesale use of some antibiotics in farm animals. Mother Jones reports, however, that according to the journal New Science, these regulations cover a paltry .02 percent of the drugs commonly used on animals.

Members of the Mapuche community say the Argentine government’s aggressive push to increase energy supplies by allowing oil companies to explore in their lands will cause irreversible environmental and social damage.
According to Argentina´s Energy Secretariat, close to 87 percent of Argentina’s energy is generated from fossil fuels. The government agency said that in 1988 Argentina had enough gas supplies for 36 years. But by 2009, this outlook was slashed to seven years. Oil supplies fell from 14 to nine in the same period.
Additionally, starting in 2003, when the economy was stabilizing after its financial collapse two years earlier, consumption of fossil fuels increased sharply. A report of the US Energy Information Administration said that the use of oil and oil products increased more than 37 percent between 2003 and 2010 in Argentina, while gas consumption increased 23 percent in the same period. To cover its energy needs, Argentina’s fuel imports, mainly of liquefied natural gas, gasoil and fuel oil, increased more than seven times, from US$549 million to US$4.5 billion, according to Argentina’s Economy Ministry.
In December 2010, Yacimientos Petrolíferos Fiscales, or YPF, owned by the Spanish firm Repsol, announced it found a large shale gas reserve, in Loma de la Lata in the southern Neuquen province, and then it found an even bigger one in the same site.
Now other oil companies, including the US-based Chevron, Exxon and Apache, and the France´s Total, are exploring in Neuquen.
According to the US Department of Energy, Argentina is home to the world’s third-largest potential reserves of unconventional gas, with a potential 774 trillion cubic feet, behind only to China with 1.28 trillion cubic feet and the United States with 862 trillion cubic feet.
There is also hydrocarbon exploration in Rio Negro province. The provincial governments of Mendoza and Chubut are evaluating whether to allow for exploration there, too. The Entre Rios province, which has no history of gas exploration, signed an agreement with Repsol-YPF in 2009 for unconventional hydrocarbon exploration, and established an agreement with Uruguay for cross-border exploration with the state oil company Ancap.
New conflicts emerge
But there are consequences for the indigenous groups who live in the path of the expansion.
“There is no doubt that all of the official announcements about these mega-fields are a direct and clear threat to the life and culture of the affected Mapuche communities,” said Jorge Nahuel, a member of the Xawvnko Area Council of the Neuquen Mapuche Confederation.
Last November, members of the Gelay Ko community in Neuquen blocked work on a gas well on their land that US oil company Apache had been drilling, saying that they were not previously consulted of the project. They demanded that the provincial government create two commissions, one to evaluate the social, cultural and environmental impact, and the other for control and monitoring.
Fracking uses millions of gallons of water mixed with chemicals and sand at high pressure, to break through rock like shale to free natural gas and oil.
“There is no policy in place to measure the impact of this new technology,” said Nahuel. “That is what the communities are reacting to, in Loma de la Lata and in the central part of the province.”
Oil and gas exploration began 60 years ago, and indigenous residents estimate that there are 200 wells there and they have been demanding an end to the activity in the area for the last decade.
Mapuche community authority Cristina Lincopán of the village, said the government brings water each month in trucks to the area from Zapala, a city 60 kilometers (38 miles), because the water is so contaminated from the oil industry.
She said that community members are suffering from blindness, skin diseases and diarrhea.
“The truth is the company Apache is killing us day after day,” she said.
In September 2001, German consultancy Umweltshutz provided the Kaxipayiñ and Paynemil communities an environmental impact study that found 630,000 cubic meters of soil contaminated with chromium, lead, arsenic, naphtaline and pyrene, as well as other heavy metals in the water above legally accepted levels.
Gabriel Cherqui, a werken, or spokesman from the Kaxipayíñ community, said that since early 2011, they blocked YFP from exploring in the region because local government officials failed to clean up the current environmental damage. In 2002, his community, along with the neighboring Paynemil village filed a lawsuit against Repsol-YPF for social-environmental and cultural damage. Back then the cleanup cost was estimated at US$445 million, and is now at US$1.6 billion, according to Cherqui.
Even though Argentina ratified Convention 169 of the International Labor Organization on indigenous peoples, one of whose main points is the previous consultation of indigenous groups, the state has not ensured this.
Now it is an issue local courts are evaluating. In February, Judge Mario Tommasi in Cutral Có town in Neuquen rejected an injunction request by Petrolera Piedra del Águila to do seismic testing in the Huenctru Trawel Leufú Mapuche community. Meanwhile, in March, the provincial Supreme Court approved an injunction against Chinese company Emprendimientos Mineros for copper exploration in the Mellao Morales community.
James Anaya, the United Nations Special Rapporteur for Indigenous Peoples, who visited Argentina in late 2011, said the country’s institutions need to do more to defend indigenous peoples’ human rights.
In a press conference, he said the government needs to regulate the consultation process before extractive industry projects can receive a green light.
Other encroachments on indigenous lands
According to figures from the Neuquen Observatory on Indigenous Peoples’ Indigenous Rights, there are 59 Mapuche communities in the region, 19 of them affected by the oil industry or on the radar of companies looking to expand exploration.
Five of them – Logko Purrán, Gelay Ko, Antipan, Kaxipayiñ and Paynemil – are home to gas exploitation. Oil is being extracted from Wiñoy Folil, Maliqueo and Marifil; and in 11 others, there are concessions for exploration of either.
Salta, in northern Argentina, is also the scene of conflicts over extractive industry in or near the lands of indigenous peoples. In October and November of 2011, the Wichí Lewetes Kalehi and Lote 6 communities in the municipality of Rivadavia Banda Norte tried to stop seismic testing on their lands and reported being harassed by the company Wicap, which was contracted by the Unión Transitoria de Empresas Maxipetrol, as well as by police.
In the Chubut province, in Patagonia, an exploration/exploitation concession in Ñirihuau Sur, in June 2011, put Mapuche Tehuelche communities on alert. In mid-October, they held a trawun, or parliament, to evaluate the impacts of the industry, in which Neuquen Mapuche also participated.
It was a similar story in Chaco, where the province was divided into 12 blocks, some of them including Wichi, Qom and Moquit lands. In mid-2011, the Servicios Energéticos del Chaco-Empresa del Estado Provincial and Argentina Energy Service, a state-owned company, started exploring for hydrocarbons.
