Anger grows against Obama after signing of Monsanto Protection Act

Anger is growing against President Barack Obama the day after he signed into law a spending bill that included a provision opponents have dubbed the “Monsanto Protection Act.”

That bill, the HR 933 continuing resolution, was mainly aimed at averting a government shutdown and ensuring that the federal government would continue to be able to pay its bills for the next six months.

But food and public safety advocates and independent farmers are furious that Obama signed it despite its inclusion of language that they consider to be a gift to Monsanto Company (NYSE:MON) and other firms that produce genetically modified organisms (GMOs) or genetically engineered (GE) seeds and crops.

And protesters have spent the past couple of days demonstrating in front of the White House, first calling on Obama to veto the bill, and now criticizing him for his failure to do so.

The protests come on the heels of a massive petition campaign organized by the advocacy group Food Democracy Now, which gathered the signatures of more than 200,000 people who wanted Obama to veto HR 933 in order to stop Section 735 — the so-called “Monsanto Protection Act” — from being codified into law.

But Obama ignored it, instead choosing to sign a bill that effectively bars federal courts from being able to halt the sale or planting of GMO or GE crops and seeds, no matter what health consequences from the consumption of these products may come to light in the future.

“This provision is simply an industry ploy to continue to sell genetically engineered seeds even when a court of law has found they were approved by USDA illegally,” the petition stated. “It is unnecessary and an unprecedented attack on U.S. judicial review. Congress should not be meddling with the judicial review process based solely on the special interest of a handful of companies.”

Many food safety advocates maintain that there have not been enough studies into the potential health risks of GMO and GE seeds and crops, and the judicial power to stop companies from selling or planting them was one key recourse they were relying on to stop them from being sold if health risks come to light.

But the “Monsanto Protection Act” — referred to as the “Farmer Assurance Provision” by its supporters — removes that course of action, and those who are angry at Obama for signing the bill are also incensed with Sen. Barbara Mikulski, D- Md., who is accused of failing to give the amendment that inserted the language a proper hearing.

“In this hidden backroom deal, Sen. Mikulski turned her back on consumer, environmental and farmer protection in favor of corporate welfare for biotech companies such as Monsanto,” Andrew Kimbrell, executive director of the Center for Food Safety, said in a statement. “This abuse of power is not the kind of leadership the public has come to expect from Sen. Mikulski or the Democrat Majority in the Senate.”

A number of the provision’s vocal opponents allege that it was quietly inserted while the bill was still in the Senate Appropriations Committee, which Mikulski chairs, and that her committee did not hold any hearings on its language. They say many Democratic members who voted for the bill were unaware.

Indigenous people in Mexico organizing resistance against corporate wind farms

More than five centuries after Colombus’ arrival in the Americas, the invasion of European powers continues to threaten traditional ways of life in indigenous communities in Mexico.  The conflict against the corporate takeover of the ancestral lands of the Huave, or Ikoots people, in the Isthmus of Tehuantepec in Oaxaca is just one of the struggles continuously being played out in the face of trans-national development policies such as Plan Puebla Panama (now known as Proyecto Mesoamerica).

The Ikoots people of Oaxaca have inhabited the Isthmus of Tehuantepec for more than 3000 years, pre-dating the better-known Zapotec culture in Oaxaca.  They are a fishing society that depends on the ocean for their livelihood; the Ikoots peoples’ history is so integrated with the sea that they are also known as Mareños (“Oceaners”). Now Ikoots communities are struggling to defend their ancestral lands from multinational corporations who want to build wind turbines in the water along the coast, in the very ocean that has supported their way of life for centuries.

In April of 2004, the United States Department of Energy (DOE) and the US Agency for International Development (USAID) sponsored a study to accelerate the development of wind projects in the state of Oaxaca, which found that the best area for wind project development was in the Isthmus of Tehuantepec, in the heart of the ancestral Ikoots territory. [1]

The proposed Parque Eolico San Dionisio (San Dionisio Wind Park), a wind farm to be constructed in the ocean along the coast, would consist of 102 wind turbines in the water outside the town of San Dionisio del Mar (and 30 more outside neighboring Santa Maria del Mar), two electric transformer substations, six access paths and additional support structures. [2] It would take up 27 kilometers of coastline.  The multinationals implementing the project have also informed the Mexican government that they will need to install 5 mooring docks in the Laguna Superior, a coastal lagoon that local communities heavily depend on for fishing. [3]

The construction of wind turbines would have a devastating effect on both Ikoots society and the environment.  The community fears that the vibration from the machines would destroy the aquatic life in the area, which is the economic basis of survival for Ikoots communities such as San Dionisio del Mar, San Mateo del Mar and San Francisco del Mar.

“This is the life of the poor: we fish so we can eat and have something to sell, to have a bit of money.  They say that now that the wind project is here, they’ll give us money for our land and sea, but the money won’t last forever.  We don’t agree with this. How are we going to live?” says Laura Celaya Altamirano, a resident of Isla Pueblo Viejo and the wife of a fisherman. [4] The wind turbines also present a threat to migratory birds and would damage the ecosystems of the local mangrove swamps.  In addition, the proposed construction would desecrate Ikoots sacred territory, namely the Isla de San Dionisio and the Barra de Santa Teresa (known by the Ikoots communities as Tileme).

The proposed location for the aquatic wind farm is San Dionisio del Mar, a town of about 5000 residents.  The project in San Dionisio is being implemented by a consortium called Mareña Renovable, which consists of the global investment bank Macquarie, based in Australia; the Dutch investment group PGGM; and the Mitsubishi Corporation of Japan.  It includes turbines constructed by the Danish Company Vestas Wind Systems, and the involvement of two wind power companies:  Grupo Preneal of Spain, and DEMEX of Mexico.  The project also has funding from the Inter-American Development Bank. [5] The electricity from the farm would be used to power such corporate giants as FEMSA (based in Mexico, the largest beverage company in Latin America), Coca-Cola, Heineken, and other multinational corporations. [6]

A total disregard for the environment and the livelihoods of local people is par for the course when multinationals step in to take over communal lands for profit.  In the Isthmus of Tehuantepec, wind power companies have been exploiting local communities for years, pressuring farmers (most with little formal education) to sign contracts they often don’t understand in order to give up their rights to land that has been held communally for generations. “Oaxaca is the center of communal landownership. There is probably no worse place to make a land deal in Mexico,” says Ben Cokelet, founder of the Project on Organizing, Development, Education, and Research.[7]

Developers held meetings with locals in which model windmills the size of dinner platters were shown; they were led to believe they could continue farming around them. Later they were shocked to see 15-to-20-story turbines constructed, taking up acres of their land.  Developers pay the farmers a pittance in exchange for their land, often paying only 1/5th of what they would pay for similar land in the US, or 1/7thof what they would pay the Mexican government for the same land.

And, in a move that exacerbates tension in the community, local leaders are given better deals for their land in order to make the process more appealing to the rest of the population: “The first guy or two that bites gets [$8] per square meter. That’s a hundred times better contract than the other people,” says Cokelet. “But the 98 percent of farmers who sign afterwards sign on for rock-bottom prices. Those one or two people who bite – they don’t bite because they’re lucky. They bite because they know someone. And their job … is to sell it to all their neighbors.” [8]

There are currently 14 wind farms built on land in the Isthmus of Tehuantepec, with 4 under construction in 2012 and 3 more scheduled for 2013. [9]  According to the Declaración de San Dionisio del Mar, released on September 17 by the indigenous rights organization UCIZONI (La Unión de Comunidades de la Zona Norte del Istmo – The Union of Communities in the North Zone of the Isthmus), the communities affected by the 14 existing wind farms have not benefited from lower electricity rates; rather, the intention of the farms is clearly to serve the interests of transnational corporations such as Coca-Cola, Walmart, Nestle, Bimbo and others. [10]

The wind turbines in San Dionisio are the first proposed turbines to be built in the sea.  Ikoots communities would not even benefit from the jobs created by the wind turbines; the construction and maintenance of the wind turbines would most certainly be given to employees of the multinational corporations funding the project, not to local fishermen.

The Ikoots community of San Dionisio del Mar did not consent to this project, nor were they even informed that it was under consideration.  The International Labour Organization, a United Nations agency dealing with labor rights, specifically states in its Convention 169 (Convention on Indigenous and Tribal Peoples) that “special measures… be adopted to safeguard the persons, institutions, property, labour, cultures and environment of these [indigenous] peoples. In addition, the Convention stipulates that these special measures should not go against the free wishes of indigenous peoples.” Mexico ratified this convention in 1990. [11] In this case, there was no public forum or announcement regarding the construction of the wind farms.

“A common practice of foreign businesses is to ‘buy’ [via bribes] the local PRIista authorities,” says Carlos Beas Torres, a leader and co-founder of UCIZONI and a well-known activist for indigenous rights. In 2004, Alvaro Sosa, the then-president of the “comisariado de bienes comunales” (essentially, the commissary for the territory held in common by the community), signed a preliminary contract renting a section of land to the Spanish corporation Preneal without the knowledge of the town’s residents. The 30-year contract that gave the multinationals access to 1643 hectares of land; Sosa did not inform the community of this action and accepted bribes in exchange for his consent.[12]

The people of San Dionisio del Mar did not find out about the existence of this contract until late in 2011, when the municipal president, Miguel López Castellanos (a member of the Partido Revolucionario Institucional, or PRI), again without consulting the community gave his permission for the consortium Mareña Renovables to begin construction of wind turbines in exchange for a payment of between 14-20 million pesos (between $1-1.5 million USD). The multinationals claim to have given him 20 million pesos, but Lopez Castellanos only admits to receiving 14 million pesos. [13]

Upon this discovery, the residents of San Dionisio held a public assembly where they demanded that the municipal president revoke his consent for the wind farm, which he refused to do. In February, representatives from the community met with DEMEX in Mexico City to request that the contract process start over, but were turned down. [14] Thus the struggle for control of the Ikoots’ ancestral land began.

Not surprisingly, an intense resistance movement against the wind farm has surged in San Dionisio del Mar.  The townspeople have initiated a legal battle in the Tribunal Unitario Agrario (Agrarian Unitary Tribunal), the government agency in charge of settling agrarian disputes, in an attempt to nullify the contract.  However they are also taking direct action in an attempt to defend their land.

In late January 2012, community members took possession of the municipal palace in San Dionisio in protest, ejecting municipal president Miguel López Castellanos, creating the Asamblea General del Pueblo de San Dionisio (General Assembly of the People of San Dionisio), and declaring themselves in resistance.[15]  In April, the San Dionisio communal assembly prevented employees of the multinationals from laying out access roads in the Barra de Santa Teresa, and set up a permanent watch to make sure the contractors do not return. [16]

In September, community members organized a national encuentro (or gathering) in San Dionisio, with the participation of around 300 people from 25 different indigenous and activist organizations from 6 different states in Mexico.[17]  The intent of the encuentro was not only to raise awareness on what was happening on Ikoots land, but also to create a large-scale national plan of action to resist megaprojects such as the wind farms. “It’s practically a second Spanish Conquest; they’re coming again to snatch our land with a contract that is completely advantageous, draconian and in violation of our rights as indigenous people,” says Jesús García Sosa, a representative of the Asamblea General. [18]

The resistance movement continues to grow despite threats and intimidation, as well as actual physical attacks on community members committed by opposing political factions. The general consensus is that these factions are being paid by the multinationals involved to hamper resistance to the development project. On August 25, a representative of the Asamblea General named Moisés Juárez Muriel was brutally attacked while walking home in the evening by two men who beat him with stones.

He was taken by two compañeros in resistance to the IMSS-Complamar clinic, where he was refused treatment because the clinic was under control of the municipal president. [19] In mid-September, immediately after the conclusion of the encuentro in support of the Ikoots community members in resistance, a group of heavily armed individuals surrounded the municipal palace that the community members were occupying, pointing guns at and intimidating the people who were guarding the building. [20]

Resistance movement leaders have also received public death threats from political parties and anonymous sources. On October 6, a group of PRI agitators marched through San Dionisio, making specific death threats against Bettina Cruz Velazquez, a well-known human rights activist and founder of the Asamblea de los Pueblos Indígenas del Istmo de Tehuantepec en Defensa de la Tierra y el Territorio (Assembly of Indigenous Peoples of the Isthmus of Tehuantepec in Defense of Land and Territory).

Cruz Velazquez is deeply involved in the resistance movement against the wind project. Human rights groups in Mexico have formally asked the governor of Oaxaca, Gabino Cué Monteagudo, to guarantee her safety.  [21] Carlos Beas Torres of UCIZONI has received threatening phone calls for his public stance in opposition of the project. [22]

In some cases, attempts to stop resistance support have led to clashes. In mid-October, two organizations, El Frente por la Defensa de la Tierra (The Front for the Defense of the Earth) and UCIZONI sent a caravan of support attempting to bring food and supplies to the community in resistance in San Dionisio. A blockade was set up by armed PRIista sympathizers of the municipal president, Miguel López Castellanos, to keep the caravan from passing. [23] A violent confrontation ensued.

“The store owners in San Dionisio belong to the PRI and refuse to sell food to the people resisting the wind project,” says Carlos Alberto Ocaña, whose father (a native of San Dionisio) was the driver of the first truck in the supply caravan. “When the caravan approached the town, it was stopped by a blockade of about 70 people. They had guns, machetes, and gasoline for setting the cars on fire.  My father was in the first truck with five other people. They PRIistas in the blockade pulled them out of the truck and started beating them.”

The police eventually arrived, but the caravan was unable to pass the barricade to reach San Dionisio and eventually it was forced to turn back without delivering the supplies.

On October 17 and 18, members of the Asamblea General of San Dionisio, UCIZONI, la Asamblea de Pueblos Indígenas del Istmo en Defensa de la Tierra y el Territorio, la Alianza Mexicana por la Autodeterminación de los Pueblos (Mexican Allaince for the Self-Determination of the People, AMAP), and a half dozen other groups held protests in Mexico City. They held rallies in front of the Interamerican Development Bank, Mitsubishi, Coca-Cola, Vestas, and the Danish embassy. Their goal was twofold: to impede the construction of the wind park in San Dionisio, but also to publicly denounce the environmental and cultural damage that threatens the Ikoots communities of the Isthmus.

They were received and allowed to present written complaints at the Interamerican Development Bank, Vestas, and the Danish embassy.  oca-Cola-FEMSA refused to meet with them. [24] As of this writing, the Ikoots communities’ struggle against corporate takeover continues; in November representatives of the community will travel to the Netherlands, with the support of Dutch unions, to present a letter of protest in person to the Dutch investment company PGGM.

In the words of Asamblea General representative Jesús García Sosa, “We will not allow that business and government to yet again displace us from our territory, which symbolizes our very life, our mother, our father; we can’t sell it to them or put a price on it, much less in exchange for projects of death and plunder.” [25]

On October 30th, President Felipe Calderon Hinojosa, who was in Oaxaca to inaugurate a new highway, also travelled to inaugurate the Piedra Larga Wind Park. Calderon saluted the project, citing it as a solution to poverty and climate change, and mentioning the “additional income” the residents of the town Unión Hidalgo would receive for allowing the turbines to be installed on their communal land.

Meanwhile, 300 meters outside the park, theirn entrance blocked by national police, nearly 200 people from different communities in the region including San Mateo del Mar, San Dionisio del Mar, San Francisco del Mar, Unión Hidalgo, Juchitán, Santa María Xadani and the UCIZONI, protested the park’s opening. [26]

“While each project proposed in Cambodia comes with a different set of impacts, large dams are likely to widen the gap between the rich and the poor, increase malnourishment levels and lead to an environmentally unsustainable future,” Ame Trandem, South East Asia programme director for International Rivers, told IPS.

Four dam projects have been approved so far in Cambodia, with one already operational. All are being developed by Chinese companies on build-operate-transfer agreements, according to Trandem.

The Mekong River runs through six countries, including China and Vietnam, most of which are planning the construction of hydroelectric dams.

“The plans to build a cascade of 11 Mekong mainstream dams is one of the greatest threats currently facing Cambodia,” said Trandem.

The mandate on planning and development of hydropower in Cambodia lies within the ministry of industry, mines and energy, which did not respond to requests for comment.

Another danger of damming the Mekong is the threat to the Mekong delta, an extremely fertile area of land which is responsible for much of the region’s rice supply.

“As the Mekong River feeds and employs millions of people in the region for free, it would be irresponsible to proceed with the Xayaburi and other mainstream dams,” said Trandem.

The Mekong is one of the only rivers in the world to reverse its flow in the dry season. This natural mechanism buffers the intrusion of salt water from the South China Sea into the delta, and could be upset by upstream development.

Dams also block fish migration routes, alter flows, and change aquatic habitats, so these projects are also likely to have an adverse effect on Cambodia’s fisheries.

“The Mekong River Commission’s Strategic Environmental Assessment warned that more than one million fisheries-dependent people in Cambodia would lose their livelihoods and even more would suffer from food insecurity,” said Trandem.

“The loss of even a small percentage of the Mekong’s fisheries can represent in a loss of tens of millions of dollars.”

Partnerships have been established between the countries through which the Mekong runs in order to prevent overharvesting of the river’s resources. However, China is not a signatory to the 1995 Mekong Agreement, and can effectively build these projects independently from downstream countries. The dams in Cambodia are being financed by Chinese investors.

“The impacts of these projects are already being felt downstream,” said Trandem.

Hydroelectricity, even if a successful venture, will not solve the country’s electrification problems, other analysts say.

“Right now it is relatively catastrophic, the power situation in the country,” Alexander Ochs, the director of climate and energy at the Washington-based Worldwatch Institute, told IPS.

Cambodia has one of the lowest electrification rates in Southeast Asia, estimated at only 24 percent, according to the Asian Development Bank (ADB).

The government aims to raise the national electrification rate to 70 percent by 2020, according to the ADB, by expanding the grid and sourcing more than half of the needed electricity from the Mekong River.

A large complication is transmitting the electricity, with only the major cities and surrounding areas having access to power lines, meaning people in rural areas will not benefit from the hydro.

“The number of people that are really connected to a grid as we know it, a modern power service or energy line, in rural areas is as little as seven percent of the population. Overall, nationwide, it’s about 15 percent,” said Ochs.

Ethiopian government trying to starve indigenous off land by destroying crops

Survival has received disturbing reports from members of several tribes in Ethiopia’s Lower Omo Valley, which describe how the government is destroying their crops to force them to move off their land into designated resettlement areas.

Those most affected by the land grabs are Suri, Bodi and Mursi pastoralists, and the Kwegu hunter-gatherer people.

Many families are now desperate as they have no sorghum, and their cattle grazing land is also being rapidly destroyed as the government continues to lease out their land for sugar cane and oil palm plantations.

Some Bodi communities are already being moved in to camps against their will. A Bodi man said, ‘They are taking our land by force. The bulldozer even cleared the gardens where our crops were growing. They went right through where our sorghum was growing.’

The Mursi have been told they must sell their cattle, and will be moved to the resettlement camps by the end of this year. One Mursi woman said, ‘The other day I went to the Omo River.  I went to my grain stores to get the grain and it was gone. My grain stores had been thrown away (by bulldozers). I don’t like what they are doing. When I went I just cried. Our grain stores were gone. Now we will have big problems.  We don’t know what to do. Maybe we will die.’

Access to the Omo River is being blocked as the government continues to clear land and build roads to the sugar cane plantations, which are part of the state run Kuraz Sugar Project.

The government is also leasing large tracts of tribal land to national and foreign investors. To the west of the Omo National Park, the Suri are protesting against a Malaysian company which is planting oil palm on some of their best cattle grazing land.

According to one Suri man, ‘The government went with soldiers and for two weeks tried to prevent the Suri from planting crops. This was to force the people to be hungry and accept moving into the resettlement site. Most of the Suri are afraid to go to the place where they plant crops. Only a few went. In one village near the Malaysian plantation, three houses were burned down, with grain stores inside. This was done by the plantation workers.’

Human Rights Watch recently launched a damning new report ‘What Will Happen if Hunger Comes?’ which documents how government security forces are driving communities to relocate from their lands through violence and intimidation, threatening their entire way of life with no compensation or choice of alternative livelihoods.

Max Wilbert: What Would A Real Transition To A Sustainable Society Look Like?

Climate scientists are clear that modern human societies are changing the atmosphere of the planet, mainly by clearing forests, grasslands, wetlands, and other natural ecosystems for the purposes of development and logging and by burning fossil fuels such as coal, oil, and natural gas. These activities are releasing greenhouse gases and destroying natural greenhouse gas reservoirs. The result of all this activity is that the Earth is growing steadily warmer, year after year, and this is causing problems all over the world.

That additional heat is powering up weather systems and altering global flows of energy. Storms are more powerful and frequent than in the past. Drought, wildfires, tornadoes, floods, and other weather patterns are becoming increasingly unpredictable and dangerous. “Freak” events like the disastrous heat wave in Russia in 2011 are becoming more common. Annual deaths ascribed to climate change were estimated in a 2002 study to be 150,000 per year at that time, using what the authors called an “extremely conservative” methodology.

Every year representatives from governments around the world gather to discuss the problem of global warming as part of the United Nations Framework Convention on Climate Change, a 1994 treaty which has been signed by 194 nations. In 2012, the 17th annual meeting was held in Durban, South Africa. The stated goal of these meetings has been to limit global warming to 2° Celsius – about 3.5° Fahrenheit over average pre-industrial temperature. This is the maximum level of warming that has been labeled as safe by the Intergovernmental Panel on Climate Change (IPCC) – the United Nations scientific advising body on the matter.

Warming beyond this level is not safe because it threatens to accelerate due to “tipping points” in the global climate. These tipping points refer to a specific time at which a natural system, after being stressed by global warming, “flips” into a different state and begins to release greenhouse gases in a self-sustaining reaction instead of being a carbon dioxide ‘sink’. James Hansen and other climate scientists have issued dire warnings about this possibility. In fact, Hansen and other scientists have recently revised their assertions that limiting warming to 2°C will prevent climate tipping points. They, and many other climate scientists, believe now that warming must be limited to 1°C to avoid these catastrophic feedbacks, which are already beginning to take effect.

“With the current global warming of ~0.8°C evidence of slow feedbacks is beginning to appear,” Hansen wrote in 2011.

These “slow feedbacks” include processes like ice sheet melt and the release of methane from thawing Arctic permafrost and warming shallow oceans, and threaten to rapidly increase the effects of global warming if climate tipping points are exceeded. Their effects are rarely included in climate models and policy, and are a major reason why some scientists are concerned that estimates and forecasts have been underestimating the speed and severity of climate change.

“There’s evidence that climate sensitivity [to greenhouse gases] may be quite a bit higher than what the models are suggesting,” said Ken Caldeira, senior scientist at the Carnegie Institute for Science at Stanford University.

That is why many scientists and policy analysts are calling for greater emissions cuts than what has been proposed in international negotiations. So what is necessary to avoid runaway global warming?

According to the climate-modeling group of the School of Earth and Ocean Sciences at the University of Victoria, we need 100% cuts by 2050 to avert 2°C warming. Their calculations show that even this rate of reduction would leave a 1 in 3 chance of rise over 2°C.  James Hansen, in the same 2011 paper referenced above, notes that if emissions cuts don’t begin until 2020, the atmospheric levels of carbon dioxide, currently around 395ppm, will not decline to 350ppm (considered the highest safe level for greenhouse gases in the atmosphere) for almost 300 years.

George Monbiot, the noted climate journalist and researcher, has called for a 90% cut in greenhouse gas emissions by 2030. Lester Brown of the Earth Policy Institute calls for at least 80% cuts by 2020. Hansen notes that 6% cuts per year beginning in 2012 would prevent substantial warming beyond 1°C – this is equivalent to a 100% emissions cut by 2030. To be successful, Hansen also notes that these cuts would have to be combined with a massive campaign to restore forests and other natural carbon sinks.

As we can see, the consensus among the most informed individuals is that emissions need to be near zero by 2030 and more likely by 2020. To achieve this by systemic means, emissions need to peak between 2012 and 2015 and begin to decline rapidly, but the trend has been moving in the opposite direction. Between 2000 and 2010, emissions rose about 3% per year, and projections from the Organization for Economic Cooperation and Development assert that greenhouse gas concentrations in the atmosphere will be 50% higher than current levels by 2050.

Business As Usual Is A Dead End…

Obviously, the rate of emissions cuts being promoted by governments around the world are not sufficient to avoid 1°C of warming (or even 2°C warming), regardless of new technologies brought into play. And what is the foundation of the cuts that are proposed? What are the technologies being relied on to reduce emissions?

Most of the proposed solutions to global warming focus on a revolution in transportation that leaves fossil fuels behind and transitions to electric transportation, and a conversion from fossil fuel electricity generation to “renewable” energy generation. Among policymakers, governments, and environmentalists, “green energy” is often considered the Holy Grail of the new green economy. Excitement and investment has focused on solar energy, wind power, and biofuels as the technologies that will herald the new ecotopian future.

But do these new technologies actually represent real solutions? Serious concerns have been raised about the true sustainability of these and other “green” technologies. Author and activist Lierre Keith writes:

“Windmills, PV panels, the grid itself are all manufactured using that cheap energy [from fossil fuels]. When fossil fuel costs begin to rise such highly manufactured items will simply cease to be feasible: sic transit gloria renewables… The basic ingredients for renewables are the same materials that are ubiquitous in industrial products, like cement and aluminum. No one is going to make cement in any quantity without using the energy of fossil fuels… And aluminum? The mining itself is a destructive and toxic nightmare from which riparian communities will not awaken in anything but geologic time.”

Biofuels are similarly plagued by criticism. Many biofuels simply take more energy to produce than can be extracted from them. Those that do produce energy produce an exceedingly small amount. These fuels are often created by clearing natural ecosystems such as tropical rain forests or prairies for agricultural production, a process which releases even more greenhouse gases, reduces biodiversity, and reduces local food availability. Biofuel production is considered a major factor in rising food prices around the world in recent years. These rising food prices have led to widespread starvation, unrest, and violence.

Digging Out of a Very Deep Hole

Some governments, corporations, and advocacy groups are calling for emergency efforts to stop global warming using techniques collectively referred to as geo-engineering. Proposals include injecting sulfur dioxide into the stratosphere to reflect incoming solar radiation, dumping huge loads of iron into the ocean to stimulate phytoplankton growth, or even putting massive reflectors in space to redirect solar rays before they hit the earth. But many worry that these solutions could cause more problems than they solve.

“Einstein warned us and told us that you can’t solve problems with the same mindset that created them,” says physicist and sustainable agriculture activist Vandana Shiva. “The sun is not the problem. The problem is the mass of pollution we are creating.”

Injecting sulfur dioxide into the atmosphere would certainly reduce global warming, but only as long as these injections are continued. This would mean that if, in the future, society was unable to maintain atmospheric levels of sulfur dioxide, these levels would rapidly fall and warming would commence once again. It is a false solution based on offloading the effects of global warming onto future generations.

Ocean fertilization would also be effective at reducing atmospheric greenhouse gas levels by stimulating the growth of phytoplankton who absorb greenhouse gases. However, the side effects of modifying oceanic food chains and energy flows on the scale that would be required for this to be effective are unknown, and could be catastrophic for oceans already reeling from decades of overfishing and industrial pollution.

Reflectors in space are a logistical nightmare. The massive amount of energy that would be required to manufacture and deploy such technology would greatly exacerbate warming. These reflectors would also have unknown effects on plant growth, vitamin D synthesis in humans, weather patterns written by solar energy, and other global systems. It is possible that this “solution” could devastate the planet.

Beyond these issues, none of the geo-engineering proposals address some of the fundamental issues of climate change that go beyond global warming. For example, rising levels of carbon dioxide in the atmosphere are dissolving into the oceans where they become carboxylic acid. This acid is lowering the pH of the entire ocean and interfering with fish and shellfish reproduction, coral reef growth, and numerous other living systems that, aside from their intrinsic value, provide a good deal of human nutrition around the world.

Geo-engineering also fails to deal with the issue of rising seas – we are already committed to several feet of sea level rise, which is likely to displace tens of millions of people around the world and inundate ecosystems. While reducing warming through these techniques would slow the melt of mountain glaciers and ice sheets, it would do nothing to address the natural systems already in dire straits because of warming up to this point.

What about simple living?

Faced with these problems, many people are addressing some of the fundamental issues at hand, such as the culture of consumerism that is fueling the industrial machine. Millions of people are embracing the need for voluntary simplicity and taking steps to reduce their waste, use less energy, support local economies over corporate globalization, and become self-sufficient wherever possible.

This is an excellent first step. However, it is important to recognize that the vast majority of energy consumption and waste production comes from the commercial and industrial sectors – that is to say, business. So even if all of the 350 million people in the United States reduce their energy consumption and personal waste production drastically, it would have marginal effects on the global situation. It bears repeating often and loudly that the US military is the largest consumer of fossil fuel on the planet. So while simple living is certainly a moral necessity, it does not fundamentally challenge the globalized industrial economy that is based on colonization and extraction of resources.

So what could work?

But plants can be grown for food in ways that are in accord with the needs and desires of a particular landscape, as has been demonstrated by thousands of cultures throughout history. These cultures practiced gardening, tending wild plants, and horticulture – practices which revolve around closed loop systems of perennial polycultures, communities of plants that supplement and support each other. The modern idea of permaculture evolved from these roots. Permaculture uses thousands of techniques, precisely adapted to the region, climate, soils, and microclimate to create edible ecosystems which provide food as well as quality wildlife habitat.

Annual grain monocrop agriculture is certainly no solution: it is based on drawdown of finite soil reserves and enables the population growth that is currently stretching the carrying capacity of the planet to its limits. In fact, the history of agricultural civilizations is precisely the history of environmental devastation, from the deforestation of Babylon-era Mesopotamia, to the felling of great forests of North Africa to construct the Roman fleets, to the great dust bowl of the 1930s and onwards.

Permaculture, as well as other traditional subsistence methods such as hunting, animal husbandry, fishing, and gathering, must be the foundations of any future sustainable culture; otherwise any claims to being “green” will be falsehoods. Perennial polycultures, both cultivated and wild, can also supply the other basics necessities of life: clean water, clean air, material for clothing and shelter, and inspiration spiritual nourishment.

Addressing the population bubble…

The skyrocketing world population will need to be addressed if climate change is to be averted. This is technically possible, but socially and politically very difficult. About half of all children born are unplanned, which means that by simply reducing or limiting unwanted pregnancies, we would solve the population problem. The most effective means of reducing unwanted pregnancies is by empowering women, making birth control easily available and culturally appropriate, and by combating the effects of patriarchal, male-focused culture.

It is also critical that we note that population is a secondary issue; consumption has a more direct effect on climate change and population. What I mean by this is that a single person in the United States is likely to have a massive climate impact compared to a dozen or more people living in poor nations. So while population must be addressed, we must also address the issue of overconsumption and industrialization.

A human-rights issue

Global warming is a human rights issue, so perhaps it will be useful for us to look at past struggles for human rights. It is important for us to recognize that global warming is also a value-laden issue. It is inherently political and partisan. There is a clear dividing line between those who are making fortunes off industries and lifestyles of flagrant consumption, and those who are bearing the brunt of the effects of global warming.

What does this mean for our strategy?  For one, it may mean that legislative change will be too slow to stop catastrophic global warming: powerful interests are so entrenched within our political system that booting them out is a long-term process. For another, it means that in addition to allies, we must concern ourselves with enemies. There are specific corporations, governments, and individuals who will consistently side with profit and with business rather than with human health, dignity, and good relationship with this land underneath our feet and this air flowing in and out of our lungs.

We should learn from past struggles, like the civil rights movement, where people used a variety of strategies and techniques to make social change. We should learn from independence movements like the Indian resistance to British colonization, and from the successes and failures of the environmental movement in the past.

Above all, we should be prepared to escalate. Powerful entrenched forces seldom concede their position willingly, and the history of social movements is a short history in escalation of tactics. We must never forget that there are lives on the line, both human and non-human, lives numbered in the billions. There is a continuum of tactics that we must consider, beginning with raising awareness, lobbying for legislative change, and mainstream political engagement, moving through legal challenges and court battles to mass protest and civil disobedience, and, at the last, ending with direct action against polluting industries.

Regardless of the strategies and tactics that are used (which are likely to be a broad combination of these and many more), averting catastrophic global warming is a daunting task. It will require courage, commitment, creativity, and groups of people working together in concert to achieve their goals.
