Protest must play a role in a larger strategic plan if it is to help effect change.
At Deep Green Resistance, we endorse raising political awareness of the destructive nature of civilization and organizing to stop the destruction of our planet. We also believe that aboveground activists need to push for acceptance and normalization of more militant and radical tactics, where appropriate.
This article presents one view on protest, which is not necessarily ours. Nonetheless, this is useful material. Protest marches are a common and accessible way of getting your voice heard and bringing attention to your cause.
In this guide, you will learn how to organise a protest or demonstration. This article for activists explains step by step how to organise an action to draw attention to your cause. Following are 10 suggested steps to organizing an effective protest and some suggestions for taking it to the next level. There are plenty of opinions about how to host a successful and inclusive protest so feel free to read critically and adapt these ideas freely to suit your goals.

In short
A successful demonstration – one that accomplishes its goals either immediately or over the long term, and that runs the way organizers envisioned – depends upon clarity of purpose, getting people there, getting the message to those who need to hear it, and leaving a sense of success and support for the issue with your target audience, your constituents, the public, and the media.
If you consider beforehand whether a demonstration is the right vehicle for you to get your point across, plan it carefully, carry it out well, and follow up diligently, then you should be able to stage a successful public demonstration.
If your demonstration is to go smoothly and to accomplish its purpose, you’ll need to organize it carefully. There are really four major bases to cover in putting together a public demonstration:

Prepare your protest
If there is a single most important piece to organizing a demonstration, it’s planning it completely beforehand. The demonstration must have a coordinator and a group of organizers who work together before, during, and after the event to plan and carry it out. They need to decide what the demonstration will be like, and to anticipate potential problems and plan for them as well.
1. Build a team of organisers
As you begin to organize your protest, the more like-minded friends and community members you have at your side, the better! Reach out and ask if they want to help you organize. If your protest issue does not directly impact you, be sure that you are intentionally building relationships with those in your community who are, centring their voices and experiences, and listening to their guidance. It is best if you can co-create your team and action together. Lastly, seek out local or regional organizations that work on your issue and invite them to organize with you. (You may also learn a thing or two from them!)
2. Define your strategy
In this section, we briefly discuss how to define your strategy. But we also have a full chapter about how to define your strategy.
Answer these questions:
Goals: What do you want to achieve?
Target: Who has the power to make that happen?
Action: What kind of action would make them listen to you (tactic)? When and where should you organise this action to make the most impact?
What is (are) the exact goal(s) of the demonstration? It’s important to decide whether you’re advocating for or supporting a position, protesting something, or planning a specific action. Your purpose will help to determine the tone and shape of the demonstration. If advocacy is your goal, the demonstration might be upbeat, singing the praises of whatever you’re advocating for. If your purpose is protest, or righting a wrong, then its tone will be different. Tone is important, because what you accomplish might depend on how the demonstration is viewed. If your demonstration leans too much toward entertainment and feel-good sentiment, it may not be taken seriously. If it’s frightening, people may not listen to its message.
Ask yourselves what you are trying to achieve through this advocacy lane. Are you trying to build awareness? Do you aim to build a larger coalition to continue work on your issue? Are you trying to be seen and heard by an elected official or influential figure? Be clear with yourself and others about the objectives behind your actions. This will help you develop the best strategy, and later reflect on elements that can be improved.
With your goals in mind, try to imagine the most effective protest to achieve those goals and focus on making that protest happen. Ask yourselves: when and where will you hold the protest and why? What type of protest is required to achieve your goal? The most common modes of protest are marches and rallies. But protests can take many forms: sit-ins, walk-outs, vigils, and more sophisticated efforts like encampments and choreographed or theatrical expressions.
Demonstrations may be meant to serve one or more different goals, depending upon the timing of the demonstration, the issues involved, who’s doing the organizing, and what else has gone before. Setting out your goal clearly is important, because it will often dictate what form the demonstration should take, at whom it should be directed, and other crucial elements. Common goals for demonstrations include…
Advocacy: To urge legislators or the public to look favorably on a bill, adopt a particular idea or policy or service, or pay attention to the needs of a particular group of people (welfare recipients or people with disabilities, for instance).
Support: To express agreement or solidarity with a person or group, with an idea or policy, or with a particular issue. For example, a group of organizations offering different services might hold a community demonstration to support the proposed establishment of more and better services for the homeless in the community.
Protest: To speak against some injustice, event, public figure, potential occurrence, etc. A group might demonstrate against the possible establishment of a hazardous waste treatment plant in their community, or to protest the treatment of community residents by police.
Counter-demonstration: To respond to a demonstration or other public event already scheduled by another, antagonistic organization. A civil rights group might organize a demonstration to balance one by the Ku Klux Klan, for instance; or a group of demonstrators might organize to counter a rally for a politician whose views they disagree with.
Public Relations: To advertise or put in a good light an event, issue, organization, segment of the population, etc.
Action: To actually accomplish a specific substantive purpose, prevent or change a particular event, or to influence the course of events. Such actions might include workers on a picket line blocking replacement workers’ access to a factory, or peace activists chaining themselves to the gates of a military base; it can also include demonstration participants breaking up into constituent groups to visit their legislators.
A combination of any or all of the above.
In reality, most demonstrations serve more than one purpose. Regardless of their other goals, most organizers seek media coverage for the demonstration, for instance, in order to draw attention to their cause. Most demonstrations either advocate for and support, or protest against, something. The difference is in the emphasis, which may have a great effect on the form and timing of the demonstration.
Decide who you’re trying to reach with the demonstration’s message, and who you want to attend. Contact other organizations, coalitions, etc. long before and get them to endorse (and attend) the demonstration. The time, place, and program should be geared to the desired audience.
Legislators or other elected officials: The demonstration should be where they are — City Hall, the State House–on a day when they’re in session. Elected officials pay attention to voters. This is a great situation for members of the target population, especially those from key legislators’ districts, to tell their stories, and for advocates to use their knowledge of statistics to underline the magnitude of the issue and the size of the constituency affected by it.
General public: If you’re aiming your message at the general public, then you might want a very large demonstration, or one that’s particularly unusual or interesting, staged in a public place at a busy time, so that it will attract both onlookers and media attention. It’s even better if there’s a draw, in the form of entertainment and/or celebrities. And the demonstration should be advertised publicly, through flyers and posters in neighborhoods, public service announcements on radio and TV, clubs and churches, etc.
Target population: If you’re trying to publicize an initiative with those you hope will take advantage of it, it should be in their neighborhood, and in their language as well. It might help if children and families are encouraged to come, and if familiar figures from the target group itself are part of the program. Presentations should be aimed at providing practical information and helping people understand the issue and how it relates to them.
Decide where the demonstration will be. Your decision will depend on timing, on how large a space you need (How many people do you expect or hope for?), on whether your demonstration is a reaction to something specific in a specific place, and on who you want to reach with your message. However, there are some important general questions you need to answer in choosing a place. Is it available for the time you need it? Do you need, and can you get, a permit to use it? Will it cost you anything, and can you afford it? Is it accessible to those with disabilities? The answers to these questions will help you determine where to hold the demonstration.
Decide on a specific day, date and time. Sometimes, the day, date, and time are determined for you: a counter-demonstration, for example, will happen at the same time as the demonstration it is meant to counter; a particular vote in the legislature will take place on a particular day. But in general, these elements are determined by three things:
The availability of the people you want to reach (A rally at the State House on Saturday won’t attract many legislators, nor will the ‘solidarity with Working Mothers’ demonstration attract many working mothers if it’s on Tuesday at 2:00 PM… when most of them are working.)
The weather (You might not want to hold an outdoor demonstration in Minnesota in January… or in Florida in July). Do you need a rain or snow date?
Conflicts with other events (You don’t want to compete with the free Rolling Stones concert in Central Park).

Plan your program
What you’re actually going to do at the demonstration also depends upon what you want to accomplish and who your audience is. There needs to be a clear structure for what will happen, and everything in the program should be geared directly to the desired results of the demonstration. Block out the schedule to the minute, and let participants know well beforehand how long they have in the program.
Some possibilities for programs or program elements:
Speeches may convince some people and bore others, although some speakers and speeches (Martin Luther King’s “I Have a Dream” comes immediately to mind) are so powerful that they electrify anyone hearing them. Celebrity speakers may draw people and attention to the demonstration and to your issue. Speeches may be meant to convey information, convert the unconvinced, or simply fire up the crowd and supporters. Members of a target population (people who’ve learned to read as adults, AIDS sufferers, etc.) may be the most eloquent spokespersons for their issue.
Marches or other movement of demonstrators can serve to show the extent of support for your issue, and can dramatize–by the route chosen–where a problem is located, and who should be involved in a solution. They can also help to build group spirit, to expose large numbers of people to the existence of the issue, and to attract media attention.
Entertainment. Music may energize people, address their emotions, and help to develop group spirit. It’s usually geared to the subject of the rally, with songs written for the occasion, for instance. Theater can be used to ridicule ideas being protested, as was done very effectively for years by such groups as the San Francisco Mime Troupe. If the entertainment is particularly good or includes celebrity performers, it’s almost sure to attract media and bystanders.
A symbolic activity, such as each person lighting a candle, group song or chanting of slogans, the display of a picture or document, prayer, etc. can be a powerful way to communicate a message, solidify a group, and gain public attention. It can also be seen as nothing more than an attention-grabbing device. This kind of activity has to make sense for your particular issue and demonstration.
Picketing may be used simply to make a point, or to discourage people from entering or patronizing a particular building or space because of their sympathy with the picketers’ issue. In either case, it requires a high degree of organization, but it creates a vivid picture in people’s minds, and makes a strong point. It can also make your organization seem more militant than it is, or than you want it to be perceived.
Civil actions or civil disobedience can range from legal actions designed to accomplish a specific purpose (large numbers of people witnessing an event that the perpetrators would have preferred to keep quiet, such as the destruction of a neighborhood landmark) to a few people engaging in a symbolic action designed to get them arrested or otherwise challenged (chaining themselves to the gate of a government building, refusing publicly to pay taxes, etc.) to mass actions like civil rights marches or the blocking of troop movements in Tien An Men Square. Demonstrators taking part in civil disobedience must be willing to be arrested and face punishment, and organizers must train them beforehand to respond appropriately to the police and to the whole arrest procedure. Organizers must also be aware of the impact of these actions on how their issue is perceived by the public.
Work out the logistics. Logistics are the nuts and bolts of any event, the who and how and when of what gets done. Each demonstration presents its own logistical questions, but some important ones are:
Do you need, how will you pay for, who will be in charge of, and where will you get… A sound system that works? Toilets? Medical facilities and personnel in case of emergency? Parking? Trash disposal? Signs or banners? A way of getting speakers or performers to and from the demonstration and the platform?
How do people in general get to and from the demonstration, and in and out of the space?
How do they get home?
Is there a need for crowd control (i.e. a potential for violence, or for horrendous traffic problems), before during, and/or after the demonstration?
Is clean-up needed? Who cleans up, and how?
What are the plans for meeting with the media before, during and after the event?
Are there plans for post-demonstration activities (constituent meetings with legislators, on-site vaccination of young children, registration for literacy classes, etc.)? If so, how will all this be handled?
Try to think of every possible thing that can go wrong that you haven’t already addressed, and figure out what to do about it. Where are you going to get toilets if the ones you ordered aren’t delivered? What if there’s a counter-demonstration? What if only a few people show up? What if the media doesn’t show, or leaves too soon?
Anything you can anticipate and plan for is another crisis you don’t have to worry about: you’ll know what to do.
Be ready and have a contingency plan. If your local police tend toward clearing protests quickly or even violence, you will want to share tips about self-protection against, for example, tear gas or pepper spray. If you are expecting extreme hot or cold weather, provide suggestions for staying safe. During the protest, everyone’s safety should be your number one priority. Ask folks how they’re feeling.
Decide on what specific things you’d like to actually happen — and not happen — at the demonstration. How do people get to the space where the demonstration will be held? How easily can they leave? How do you want them to behave while they’re there? Will there be some sort of action, and will it possibly lead to arrest or other confrontation with the authorities? How will you handle that? A crowd can be kept happy with food and entertainment, or angered by aggressive speechmaking: it’s up to the organizers to think through what they want.
It’s important to confer with the authorities beforehand about use of space, to obtain the proper permits, and to work out with police and other officials how things will be handled, so that there are no misunderstandings. Make sure that those who are likely to attend the demonstration know what to expect and what you expect of them. If people understand that violence is unacceptable, or that it’s important that everyone follow a certain route, they’re more likely to behave accordingly.
5. Determine your timing
So, you’ve decided that you have some good reasons for using a public demonstration as part of your initiative. We’ve already seen that timing is important. Later, we’ll discuss how much time you might need to plan your demonstration: that’s a major concern. But assuming that that’s taken care of, when will a demonstration be most effective? If you can, it makes the most sense to schedule it to coincide with an event or time that will help draw attention to your cause, or that needs to be brought to public attention. Some possibilities include…
Just before or during a major event that the demonstration can influence. A local, state, or national vote on a bill affecting your issue, an election, or a campaign for the establishment of a local service might all provide appropriate times to stage a public demonstration.
The local visit of a political or controversial figure or group. The visitor might be seen as an ally, an antagonist, or as someone who could be influenced by a demonstration. The character of the demonstration itself would of course depend on how you view the person or group.
A demonstration by another group opposed to your cause or point of view. In this circumstance, you might plan your counter-demonstration to begin before the other group’s, thus drawing media attention away from their message and to yours. Scheduling your major speaker or event toward the middle of your demonstration may also serve to hold the media there during the start of the other demonstration.
A national day honoring or commemorating your issue. May 1st, Labor Day in every country but the United States, has traditionally been the occasion for marches of workers and speeches by labor advocates in much of the world. National Literacy Day, in September, often sees upbeat public demonstrations by literacy programs and advocates.
As part of a funding drive for your organization or issue. In the late 1980’s, when public human service budgets were being cut and money was scarce, a county human service coalition kicked off a local fundraising effort with a well-staged piece of street theater about some of the things that were actually being funded instead of human services. The cleverness and timeliness of the performance attracted statewide attention, and enhanced local fundraising efforts.
As part of a publicity campaign for your organization or issue. A group trying to immunize all toddlers in the area might hold a public demonstration emphasizing the importance of immunization, and trying to make the whole process look like non -threatening fun for kids. Such an event could include clowns, facepainting, people in hypodermic costumes, etc., as well as information for parents on where, when, and how to get shots for their children.
6. Legal matters
Learn what local authorities require for public demonstrations in your community. You can often find specific permit requirements and guidelines on your local government’s website or by calling your town hall. Do you need a permit and what are its requirements? Are there restrictions such as amplified sound restrictions or fines for littering? When talking to the authorities, don’t shy from being clear about your needs, for example, to clear a road of traffic or provide a portable toilet.
You be the judge if you should adhere to the terms of the local requirements; violating those terms could invite confrontation, which your invitees may not be interested in or prepared for at all. Make it clear to the authorities, and your supporters, that safety is a priority. Ask the authorities to maintain contact with your group during the protest, and tell them how to do so.
Decide on how you’ll get people to come. To some extent, this depends on how much time and money you have to publicize the event, and how many people you want to attract. You have to reach people through methods they’ll pay attention to, in language they’re comfortable with. If possible, it’s best to get the message out many times in different ways, and to reach as many people as possible personally. Methods might include flyers, posters, phone calls, mailings, ads in newspapers and local church and organizational newsletters, public service announcements on local radio and TV, announcements in churches, clubs, and agencies, etc.
Assuming your objective is to have the largest turnout possible, you will reach more people by diversifying your outreach. You may want a versatile graphic to draw people’s eyes to your invitations. Get the word out through every social media channel that will reach your intended audience. (One of the benefits of working with an established group is they can broaden your social media reach.) Put up posters where people can see them like public bulletin boards and lamp posts. Ask shops if you can put posters up in their windows. But nothing beats face-to-face outreach. Time permitting, visiting neighbors and personally inviting them with fliers in hand is a highly effective way of growing a protest.
Invite local television stations, newspapers, radio stations, and bloggers to your protest. Tell them what’s special about your protest and give them the most precise information about the protest you can. Encourage your invitees to post videos and photos to social media and give them a hashtag.
Every stage of protest planning is an opportunity to build solidarity and community. Keep an intentional lens on inclusion and intersection. Invite a wider circle of friends over for planning meetings. Sign-making parties are a great way to build relationships in advance of your protest.
9. Plan to keep it peaceful
You don’t want your invitees or spoilers to ruin your plans by damaging property or starting fights. Designate peace marshals within your team. A peace marshal’s job is to keep an eye out for anyone who is creating risks for your protests such as provoking police, vandalizing, etc. If tension rises, your peace marshals will step in and deescalate. You may also want to invite your local Lawyers Guild or other independent observers if you are concerned about keeping the peace or the police response.
10. Leave no trace
Leaving a mess is not a good look for your team or your cause. Make sure people know your expectations up front about discarding signs and literature. Set an example by picking up litter from your group. When you see someone littering, point them to the nearest garbage can. You want to learn from your experiences so you do an even better job organizing your next protest. After your team has had some time to reflect (but not too long after your protest) get your organizing team together to discuss how the protest went. Review how you did with each of the ten steps. Document the conversation for the next time you plan a protest. And finally, be proud of what you have accomplished; you organized your first protest.

Time needed to organise protest
If possible, it is best to allow more than enough time in planning a demonstration to handle all the details and pull everything together. Celebrities or public figures of any kind generally are booked far ahead, and unless (or even if) this is their pet project, they’re not going to show up without adequate advance knowledge (at least several months, not several weeks). Sometimes acquiring, or even finding, a space to use can take longer than you’d think possible. Planning how to handle large numbers of people is difficult, and carrying out your planning is even more so (the sound system you need may not be available from the first or second company you talk to; and what do you do when it doesn’t appear on the agreed-upon day?)
It’s vital to build extra time into your planning if you can. More than enough lead time is usually measured in months, and there’s no such thing as too much.
Sometimes, however, a demonstration has to be planned in days, or even hours. The key to planning something successful under any circumstances is to be honest with yourself. What can you really do effectively in the time you have? Don’t overreach, and there’s a good chance you’ll end up with a demonstration that may be modest, but accomplishes your goals. Aim for the moon without adequate time to get there, and you’re likely to miss entirely.

Design an effective general communication system. The most important thing you can do when you begin planning a demonstration is, if you don’t already have one, to set up an efficient and usable communication system. This system should be available not only for demonstrations and emergencies, but for general use as well among people directly involved in and connected to your issue.
Systems like this prove their worth when there is a need to quickly sway the opinion of legislators. One person, emailing or calling a number of organizations, can, in a matter of hours, generate hundreds, or even thousands, of phone calls and letters to government offices. Fifty letters or calls on an issue is generally considered a large number by legislative staffs. If they get hundreds, that’s a groundswell; a thousand or more is a landslide.
The ideal communication system has an individual or small committee as a central coordinator. In the best of all possible worlds, the coordinator would use email, which can reach large numbers of people with a single transmission, for fast and efficient communication. If email isn’t available to everyone in the loop, the next best possibility is a phone tree that the coordinator can activate by calling a small number of reliable individuals who then call a number of others who then call others, until everyone on the list has gotten the message. These systems aren’t perfect, but they greatly increase the chances that you’ll be able to quickly reach everyone you need to. The coordinator should also maintain an up-to-date, computer -based if possible, mailing list from which to do mailings of general interest or importance.
Develop a plan for publicizing the demonstration
The coordinator would be the point person in informing supporters, the desired audience, and the public about the demonstration. Depending upon whom you were trying to reach, the coordinator could make up and assign the distribution of flyers; send out one or more large mailings from the computer list of supporters and relevant organizations; prepare and distribute press releases, news stories, and/or print, radio, and TV ads; post to an email list; activate the phone tree; and facilitate anything else necessary to get the word out. The coordinator doesn’t have to do everything himself; but it’s important that there be one place where the publicity and communication buck stops.
Orchestrate media coverage of the event
Again, one person–probably either the communications coordinator or an organizer of the demonstration–should oversee media coverage. One good way to guarantee accurate coverage before the event is to write your own stories about it, either as press releases, or, if you have a good relationship with media representatives, in some other form.
If you haven’t already done so, you should begin to cultivate a long-term relationship with the media, so that when you need them–as you do now–they’ll respond. Be generous with your time and information when they ask for it, and volunteer information when you can. Position yourself as the “expert” on your particular issue, so that you’re the person they’ll turn to when they want information about it. Try to establish personal relationships with reporters from different media; they’re more likely to be sympathetic to your cause if they know your organization and have some direct contact with the issue.
Make sure that reporters and media outlets know exactly when and where the demonstration will be, and what they’re likely to find there. Make organizers, speakers, celebrities, members of the target population, etc. available for comment before, during, and after the event. Think about photo and TV opportunities: if you want pictures or TV coverage, the demonstration has to provide the visual images. Try to make it as easy as possible for media representatives to do their jobs: find them places from which they can see, hear, film, etc. easily; assign a person (perhaps the same person who has coordinated media coverage) to take care of their needs; introduce them to the appropriate people; help them get around. If you want good coverage, then it’s up to you to make the event as media-friendly as possible.
Ensure good communication before, during, and after the demonstration
It is vital that organizers be able to communicate with one another, with program participants, and with the crowd while the event is forming, going on, and winding down, especially if it’s being held in a large outdoor area. Explaining changes in program, relaying instructions about traffic flow or trash pickup, and contacting individuals in emergencies are only some of the reasons why good communication is essential. Organizers and other key individuals should have cell phones, pagers, or some other means of quick communication with them. It might also make sense, depending on the situation, to appoint a group of “runners,” people who can carry messages and run errands while the event is going on. Good communication could mean the difference between a successful demonstration and a disaster.
Follow up
Immediate follow-up
Your job isn’t done when the demonstration is over.
There’s making sure the demonstration breaks up in an orderly way, that everything’s cleaned up, that people are able to get home. There may be other events scheduled right after the demonstration (visiting legislators, signing up for immunizations, etc.) It might be important to make sure that media representatives get to talk to celebrity participants, members of the target population, and/or demonstration organizers. And there may be organizational or legal issues — paying suppliers or government permit offices, for instance — that have to be taken care of before you can call it a day.
Long-term follow-up
The demonstration itself is only a first step toward something. If you don’t continue the work you’ve started, you might as well not have bothered. First, it’s important to go over the demonstration with organizers and others who were involved, to assess how things went, and to evaluate the event as a whole. Questions that need to be answered include…
Was the demonstration successful (i.e. did it come off the way you intended, and did it accomplish what you wanted it to)?
It’s important to remember that a demonstration is usually only one piece of a larger effort to publicize and/or affect policy on your issue. The law might not change right away; the service might not become available instantly. A successful demonstration may not immediately show obvious results, but it may help to build a foundation for what will happen later.
If it runs smoothly and seems to have strong public support, then your organization might be seen as a force that the powers that be need to deal with. You might find yourself invited to meetings you couldn’t get into before, and asked for advice by policy makers who formerly ignored you. That’s success, too. You may need to wait a while before you can determine exactly how successful your demonstration was.
What went well, and what didn’t? How could you do things better in the future?
Who did their jobs well, or particularly well? (You might want to give them more responsibility next time.)
Was a demonstration the right way to get your point across? Should you have used some other method instead?
Would you do it again, and what would you change?
The next step in long-term follow-up is to build on the success and momentum of the demonstration. There are a number of possible ways to do this:
Follow up with the intended audience of the demonstration (legislators, for example) by continuing to bring up the issue, and referring to the demonstration as evidence of support for it.
Follow up with your own constituents (target population, supporters, etc.), using the energy generated by the demonstration to get them involved in keeping the issue before the public.
Publicize your success. Use your contacts with the media to publicize how big and powerful your demonstration was.
Try to get the media to do a series of stories on the issue. If there are celebrities who are willing, they might also be involved in this effort.
Organize other events to address the issue.
Institutionalize the demonstration. Many cities have walks to raise money for hunger, AIDS, or other causes that started out as demonstrations. Now they happen every year, attract thousands of walkers and tens of thousands of sponsors, raise huge amounts of money, and bring the issue to the public in an unavoidable way.
Other Good Practices
Keep up the Momentum
Your protest is likely to draw many new folks who want to get further involved in the cause. Use the protest to make sure they know what the next action is. Hand out flyers for your next general meeting or for another protest. If you don’t have an immediate next step for them, get your clipboards out and collect email addresses with the promise of further action.
Get Creative
Find a time or location that helps bolster your message. For example, a marijuana decriminalization march could be held at 4:20pm or a rally against police militarization could be held with armored vehicles behind the speakers. Be theatrical if you want; great photos spread faster and help get your message out. Puppets, themed costumes, or other artistic expressions help draw attention. Some organizations, like PETA, are known for their powerful protest theater, soaking themselves in fake animal blood. Even with a small attendance, their protests garner international attention.
Go Deep on Your Strategy
You may be trying to influence a politician or other influential figure. If this figure has not responded to protest in the past, consider another approach. Everyone with power draws that power from someone else (donors, for example). You may want to consider protesting the origin of their power, for example, protesting a politician’s top donor or a university president’s allies on the board of directors.
Don’t Be Afraid of Disruption
While many people equate disruption with violence or beyond the scope of constitutionality, disrupting the daily rhythms of life—especially for corporate or government officials—is precisely what the founding fathers had in mind: colonial-era riots, the burning of effigies, and dumping crates of tea in the bay. Disruption gets people talking about your protest and draws more media attention. Disruptive protest is more likely to lead to arrests. Be sure all of your invitees know what they are signing up for and that you research best practices incivil disobedience and disseminate that information to all participants.
Be Spontaneous
If a protest is not pre-planned or expected by authorities, it can draw urgency to your cause and, as it grows, can give a feeling of momentum. Of course, to draw a crowd and the press to a spontaneous protest, more work will have to be done in a shorter amount of time. An inspirational (and effective) example of spontaneous protests were the large, widespread airport protests after President Trump announced his “muslim ban”. Many municipalities waive permit requirements if a protest forms in response to a recent or ongoing event but it’s worth checking with your local officials so you don’t put your invitees at risk of arrest.
Potential Impact
Reach
Whether or not your protest march will be covered in local/national/international news media depends on the number of people participating and the novelty of the cause that you are advocating. If it is something for which there already have been a lot of protests, you will need to step up your game to make the march interesting enough to cover.

Since a march is a moving protest, a lot of bystanders may see your action, but it is harder to start one-on-one conversations with them. Take pictures, record videos and livestream during the march, so you can reach additional people via social media.
Engagement
A protest march is a relatively accessible action format, so it is a good way to get people who have never protested before involved. Make sure you have clear follow up actions though, so that participants of the march will take up more active roles within your movement after the march.
People who see your action as bystanders or hear about in in news media might also get involved. Note this is a very small percentage of the total number of people reached. You can improve this by handing out leaflets during the march and making it easy for people to find your website and get involved.
Disruptiveness
A protest march is usually not very disruptive. You are usually only taking up some space for a few hours. And because it is a moving protest, traffic will be able to continue their travels as you move away, though with a large number of participants this may take a while.
You are temporarily taking up a certain physical space, depending on the number of people participating and duration of the march and you are creating disturbance with noise. These are some ways to make it more disruptive: march on a frequent basis, march a longer distance, make more noise (for example, by asking people to bring pots and pans), or engage in cultural disruption (for example, march naked).
Because a protest march is not very disruptive generally speaking, it is unlikely that decision makers will feel forced to respond to your demands based on the disruption alone (though they may feel forced through public pressure as the result of your reach in news media). Being a relatively undisruptive tactic, this also means that the authorities are less likely to try to stop you by means of police force.
Creativity
The tactic of marching to draw attention to a certain cause is very commonly used. Unless you add something special, a protest march is not very creative. This means that news media will be less interested, because it misses the aspect of novelty. These are some ways to use creativity to make a march more interesting: wear special clothing, bring art objects (for example a brightly painted boat or paper mâché skeletons) or have a group of people play theatre.

We’ve covered Vince Emanuele’s work before, and this piece is a useful call to realistic organizing. Effective resistance will not emerge because we wish it to be so. It will only emerge as the result of hard, disciplined work and political organizing to take us from where we are now (A) to where we need to be (Z) via a series of intermediate steps. Emanuele calls for us to learn the difference between organizing vs. mobilizing, and apply those lessons.
We must also note that this piece contains elements we disagree with. This includes a critique of anti-civilization politics. The point is well taken, but if the ecologically necessary is politically infeasible, we must change what is politically possible. The other way around is impossible. We also find Emanuele’s critique of Chris Hedges to be unnecessary; again, his point is well taken, but Hedges has done a great deal to raise awareness of and to support movements for change. This piece will be controversial in other ways as well, as it was meant to be, but it is worth reading. Diversity of thought will produce more effective outcomes than ideological conformity.
In 2006, I attended a sizeable antiwar protest in Washington D.C. Tens of thousands of activists filled the streets as far as the eye could see. Office buildings and monuments became our only reliable geographical coordinates. At the time, large protests were the norm: millions of Americans were in the streets opposing Bush’s illegal and immoral war in Iraq (but we couldn’t get many people to speak out about Afghanistan).
A couple of years later, I testified at the Winter Soldier Hearings in Silver Springs, Maryland, where dozens of veterans shared stories about war crimes committed in Iraq and Afghanistan. When I arrived at the venue, an older Vietnam veteran came up to me and said, “Vinny! We’re gonna end this war! Those fuckers in the White House will have to respond to us now. No way they [the media and politicians] can ignore the vets!” He believed in the power of narrative and symbolic protest, a victim of the post-1968 left political culture.
Unfortunately yet predictably, in hindsight, the powers that be did ignore the Winter Soldier Hearings — as did 99% of Americans who never even knew the event happened. Tens of thousands of dollars spent (perhaps hundreds of thousands). Leftwing media abound. The results? Some new donors and members. The strategy? There was none. The whole event was a performative and symbolic spectacle meant to “shift the narrative” — typical NGO babble.
Years later, Occupy kicked off, and the same dynamics played out. Tens of thousands of Americans took the streets and engaged in prefigurative politics. In those days, consensus decision-making and participatory everything was all the rage. Of course, we accomplished very little during Occupy’s heyday. We remained stuck in Mobilizing Mode, speaking only with like-minded people who already self-identified as progressives and radicals. We never expanded our base. Yes, the narrative shifted from austerity to inequality, but actual political power (the state, capital, the courts) moved to the right.
The Tea Party took the house in 2010. Republican governors across the U.S. passed anti-union ‘Right to Work’ legislation and stripped public unions of their ability to bargain collectively. The Supreme Court became dominated by right-wing conservatives. The same in the lower courts and state legislatures. Voter rights were turned back, with hundreds of thousands of black voters disenfranchised. Whistle-blowers were attacked and jailed. NSA surveillance programs expanded. ICE became more powerful, as did the CIA. The drone program expanded, as did the never-ending wars. Fracking, off-shore drilling, and tar sands became the norm. Republicans took back the U.S. Senate in 2014, and Donald Trump was elected POTUS in 2016 — hardly a good period for the left, though some leftists disagree.
Indeed, some of my friends argue that the post-9/11 era has seen a resurgent left. To some degree, that’s true: more organizations, movements, and leftwing electoral campaigns exist today than did in the 1980s or 1990s, and the Democratic Party is surely less neoliberal than it was ten years ago, but that’s a pretty low bar. Many of these efforts are hollow (lacking large numbers of ordinary people) and incapable of wielding substantial power. Unions are on the ropes. Black Lives Matter (BLM) remains amorphous, at best. And groups like DSA, OurRevolution, the Greens, the People’s Party, and various other progressive-left NGOs face the problem every self-selected political group, small or large, faces: namely, the question of how to build and employ power in a non-structure.
In this strategic and methodological vacuum, many leftists opt for a fictional approach to politics. Here, I’m thinking of the anarcho-syndicalists, anti-civilization activists, online leftists, and various others whose politics bear no resemblance to our political and social composition and material conditions. It’s as if people have spent so much time socially alienated that they’ve forgotten that we do, in fact, live in a society (contrary to Margaret Thatcher’s absurd sentiments), one that’s shaped by existing systems and institutions, networks, and relationships.
Many leftists treat politics no different than a role-playing game (RPG). In RPGs, players control a fictional character who navigates a fantasy world defined by specific regulations, settings, norms, and rules. As Andrew Rollings and Ernest Adams write in their book, On Game Design, “The [RPG] game world is often a speculative fiction (i.e., fantasy or science fiction) one, which allows players to do things they cannot do in real life.”
Leftists who advocate for revolution, insurrection, or massive uprisings (all common suggestions from left commentators who have virtually no experience organizing actual working-class people) are not only irresponsible and unserious, engaging in a political form of RPG— they’re dangerous and counter-productive.
At its core, politics is about power. And power is wielded through force, coercion, or social control. Since the existing left can’t implement any of those approaches, it makes little sense to suggest that working-class Americans “take to the streets.” Again, calls for people to engage in “mass resistance” usually come from commentators who have little connection to actual working-class political organizations. For example, in a recent article, Chris Hedges writes:
Yet, to fail to act, and this means carrying out mass, sustained acts of nonviolent civil disobedience in an attempt to smash the megamachine, is spiritual death . . . The capacity to exercise moral autonomy, to refuse to cooperate, to wreck the megamachine, offers us the only possibility left to personal freedom and a life of meaning. Rebellion is its own justification. It erodes, however imperceptibly, the structures of oppression. It sustains the embers of empathy and compassion, as well as justice. These embers are not insignificant. They keep alive the capacity to be human. They keep alive the possibility, however dim, that the forces that are orchestrating our social murder can be stopped. Rebellion must be embraced, finally, not only for what it will achieve, but for what it will allow us to become. In that becoming we find hope.
Engaging in “mass, sustained acts of nonviolent disobedience” is a tactic, not a strategy. And “smashing the megamachine” isn’t a vision. Such appeals might invoke the spirit of resistance and sound nice on paper, but they mean very little without a clear vision of the society we hope to build, the strategy needed to successfully achieve our vision, or the organizations and structures required to carry out such a strategy. This, again, is the problem with commentators making suggestions about how people should respond to our cascading and multi-layered crises. Punditry is not the same as organizing. Commentating is not the same as strategizing.
Likewise, the religious left’s over-moralizing provides no path forward. What, exactly, does it mean to have the “capacity to exercise moral autonomy?” Yes, we should encourage strikes, or what Hedges calls “refusing cooperation,” but those acts require highly disciplined and organized bases of supporters (ask the CTU), ordinary people, who are engaged, empowered, and sophisticated enough to develop a collective identity. That doesn’t simply happen through people “taking to the streets.” Millions of Americans took to the streets in 2020. The results? Joe Biden barely won the White House; Democrats took a beating in down-ballot races; right-wing protesters attempted a coup; and there’s no evidence to suggest that long-lasting political organizations with a clear, serious, and sophisticated vision have developed as a result of the George Floyd uprisings.
Americans have long been obsessed with the concepts of “personal freedom” and “meaning.” We need a serious discussion about what “personal freedom” looks like in the 21st century. In the context of a rapidly growing global population and runaway climate change and ecological devastation, it’s not entirely clear. In addition, I’m skeptical of any pursuit of “meaning” and agree with Avital Ronnel: the pursuit of meaning has many fascist undertones. Here, the religious left and the fascist right share a common ideological orientation — whereas some of us can function perfectly well operating under the assumption that our existence, our life, our being, carries no inherent meaning, others relentlessly pursue a life of meaning, often accompanied by a dogmatic sense of moral righteousness. “It’s our duty to do the right thing!” No, it’s not. Human beings have no inherent “moral duty,” and surely no collectively decided upon “moral duty” (unless I missed the meeting).
If all the left can offer ordinary working-class people is a set of lofty moral sentiments, vague and non-strategic calls for rebellion, and silly calls for hope, it makes more sense for ordinary people to remain on the sidelines and enjoy themselves until the whole damn system collapses. Without a serious plan, that’s the only rational response to the system we endure and the context in which we live. Rebellion is not its own justification, unless, of course, one believes human beings have a purpose on this planet. I don’t. Rebellion without a serious, viable, and strategic plan is an act of political suicide or fantastical role-playing. Extinction Rebellion is a perfect example of this sort of childish and non-strategic approach to political activism/mobilizing.
The inability to articulate a vision that has a serious connection to material reality or the forces that currently dominate and comprise our political, economic, cultural, and social institutions is a problem the anarcho and religious left has faced for at least as long as I’ve been engaged in political activism and organizing (fifteen years), if not for decades. Appeals to “erode structures of oppression,” which sound pretty on paper, mean utterly nothing to organizers and working-class people who are strategizing on the ground. Further, calls to “erode structures of power” fall into the same failed category of “anti-politics” that the anarcho-left has peddled for years: constantly calling for “dismantling” this, or “abolishing” that, or “resisting,” but never articulating a viable vision for the 7.8 billion people who live on this planet, never building, never winning — always on the defensive; hence, always focused on destruction.
The only way to “keep alive the possibility” that capitalists/bosses and right-wing zealots/fascists (we should name our enemies and targets) can be stopped is by actually stopping them. And the only way to stop them is by engaging in deep-organizing. The left’s current approach to politics isn’t working. Simply repeating the cycle will only engender more apathy and cynicism. Moralizing won’t cut it. And left-wing virtue-signaling is embarrassing. Leftists with a platform have a responsibility to change course.
Hedges should know better. He’s not intellectually lazy. Does he not speak with organizers? Does he not understand the difference between Mobilizing and Organizing? Does he not believe that vision and strategy are essential components to victory? Does he not think about what victory would look like? Does he enjoy writing the same essay over and over again? Wolin. Camus. Conrad. Freud. Arendt. Horrors of society; Nazi reference, followed by small glimmers of hope and vague calls for resistance. Rinse. Repeat.
It feels like I’ve been reading the same Chris Hedges essay for ten fucking years. When I was 25 years old, reading Hedges was provocative, challenging, and interesting. Today, it’s boring, predictable, and unproductive.
I also find it very interesting that a guy who supposedly loathes electoral politics decided to run for U.S. Congress as a member of the Green Party. Why not help develop a serious independent left media entity? You know, instead of a bunch of assholes on YouTube operating as individuals, pushing their individual brands. Why not organize with working-class people with the aim of conducting “massive acts of civil-disobedience?” Turns out, that work is difficult. Turns out, Hedges’ ideology and assumptions about the working-class would quickly evaporate if he had to actually put them to the test.
Talking about politics is easy. Actually doing politics is difficult. Instead of participating in the hard part, Hedges regurgitates decade-old lines about resistance and throws his hat in the ring for elected office, yet has the audacity to talk shit about groups (DSA) and politicians (Sanders) who actually win reforms in the real world. That garbage might impress someone sitting at home, but it doesn’t impress those of us who are actually organizing.
In the end, I don’t believe in hope or moral duty. And I’m very skeptical of the concept of justice, which I think lends itself to a form of punitive politics, often aimed at the wrong people. I believe in the power of ordinary people and their ability to wield it at their workplaces, in their communities, and through the state. I believe in using state power. I believe in material results in the material world. I don’t care about spirituality. I believe in plans, discipline, and individual and collective accountability. I believe in winning. I believe in living.
Everything else, for me, is leftwing Pokémon and I don’t have time for it, nor do any of the organizers I know who spend their days and nights strategizing as opposed to moralizing and sloganeering. We’re in a life or death battle and we need all hands on deck. That means fewer cartographers of the apocalypse and more strategists for the revolution.
On June 28, the federal court in Des Moines, Iowa was silent and filled to capacity. Fifty people were there to witness the sentencing of 40-year old Jessica Reznicek, charged with “conspiracy to damage an energy production facility” and “malicious use of fire.” The prosecution, asking for an extended sentence, argued that Reznicek’s acts could be classified as domestic terrorism.
This was not the first time Reznicek had been on trial, but this time she was facing a prison sentence of up to 20 years.
Sitting across from her was U.S. District Court Judge Rebecca Goodgame Ebinger, the prosecutor and an FBI agent. Numerous police officers in bulletproof vests stood around the courtroom. The defendant was called upon to give her closing speech.
In her loud, clear voice, Reznicek told them about her strong connection to the water. In her childhood she regularly went to the river to swim and play. But that’s no longer possible, she said, because the two rivers that run through Des Moines — Iowa’s capital — are now poisoned by agrobusiness pesticides and waste.
It was for these very personal reasons that she decided to fight the construction of the Dakota Access Pipeline, Reznicek told those in attendance. At least eight leaks, she explained, had already occurred in 2017, with 20,983 gallons of crude oil leeching into soils and the waterways. “I was acting out of desperation,” she said, describing her motivations for sabotage.
“Indigenous tradition teaches us that water is life. Scripture teaches that in the beginning, God created the waters and the earth and that it was good.” With these words, she ended her closing argument. The prison sentence followed shortly thereafter: eight years in federal prison, three years of probation, and a restitution of $3,198,512.70 to the corporation Energy Transfer.
The Des Moines River (Cristina Yurena Zerr)
On July 24, 2017 — two years before sentencing — Jessica Reznicek can be seen in a shaky video with her activist partner Ruby Montoya, a former elementary school teacher who was 27 at the time. They stand in front of a group of journalists next to a busy street. The speech they give would drastically change their lives.
After several months of secretly sabotaging one of the country’s most controversial construction projects, the two women, whose paths would later part, went public. “We acted for our children because the world they inherit does not meet their needs. There are over five major bodies of water here in Iowa, and none of them are clean. After having explored and exhausted all avenues of process, including attending public hearings, gathering signatures for valid requests for environmental impact statements, participating in civil disobedience, hunger strikes, marches and rallies, boycotts and encampments, we saw the clear refusal of our government to hear the people’s demands.”
That’s why Reznicek and Montoya burned five machines at a pipeline construction site in Iowa on election night in November 2016. They would later change their methods, using a welding torch to dismantle the pipeline’s surface-mounted steel valves, delaying construction by weeks. “After the success of this peaceful action, we began to use this tactic up and down the pipeline, throughout Iowa,” the two women say.
But no media reported on their activities; the corporation cited other — false — reasons for the delay. When the activists noticed during an action that oil was already flowing in the pipes, they decided to go public, as they had to admit a kind of defeat.
The two women appear clear and determined on this day in the summer of 2017 as they take turns reciting their pre-written text. “If there are any regrets, it is that we did not act enough.” They end their speeches and are led away in handcuffs by three police officers.
Using the slogan “Mni wiconi,” meaning “Water is Life,” in the Lakota (Sioux) language, a broad movement was organized in 2016 against the construction of the Dakota Access Pipeline. The protest of the Standing Rock Sioux tribe garnered national and international attention.
The tribe sees the construction of the pipeline as a threat to their water supply because the pipeline runs under Lake Oahe, which is near the reservation. Other bodies of water are also at risk because the pipeline crosses under rivers and lakes in many places, which could contaminate the drinking water of many people in the event of an accident. In addition, ancient burial sites and sacred places of great cultural value would be threatened by the construction. Opponents of the pipeline speak of ecological racism — not only because Indigenous rights to self-government would be curtailed, but also because the construction of so-called Man Camps (temporary container cities for construction workers who move from other states) would lead to prostitution and an increase in violence against Indigenous women.
Their government — the Sioux Tribe is a sovereign nation — issued a resolution back in 2015 saying the pipeline “poses a serious risk to the very survival of our tribe and […] would destroy valuable cultural resources.” Construction would also break the Fort Laramie Treaty, which guarantees them the “undisturbed use and occupation” of reservation land. But their arguments went unheard by both the company and the government.
The operating company said the pipeline would not harm the environment, would not affect Indigenous rights and would not pose a threat to drinking water supplies. But the protest, which stretches across several states along the pipeline, has developed into one of the largest environmental movements in the United States. Native Americans from different nations and reservations are joining, along with landowners, environmental organizations and left-wing autonomous movements.
Reznicek first heard about the pipeline when she was released from prison six years ago, after serving a two-month stint for her protest against a U.S. military weapons contractor in Omaha, Nebraska. An organizer from Standing Rock had come to Des Moines to mobilize people for the protest. “I decided that I wanted to learn more about Indigenous ceremony, understanding that I am a white person, I cannot just go in and express my demands. And I also wanted to focus on stopping the Dakota Access Pipeline Project. So I drove up to Standing Rock.”
Where it all began
On a road on the outskirts of Des Moines — a city home to numerous insurance companies — large trees tower above the wooden row houses, providing shade on a hot July day.
Above the porch of one of the houses hangs a small sign that reads “Catholic Worker House.” In front of the back part of the building are tables and benches with people sitting on them. Music is playing, people are singing, someone is asleep on a bench.
In the kitchen of the house, Jessica Reznicek stands in front of the stove and slices five chicken breasts, freeing the meat from the bones. Next to them is a large pot of mashed potatoes, into which she generously spreads butter. “Our guests love butter,” Reznicek laughs. The kitchen looks as if many meals have been cooked there. Posters with anti-war messages and protest slogans are hung around the small room. On the windowsill in front of Reznicek is a statue of a bishop with a rosary around his neck.
Twice a week, Jessica Reznicek cooks for the homeless guests who come here. Usually they eat together in the living room, but since the outbreak of the coronavirus pandemic, the food is distributed through the window.
“I like the days when I’m in charge of the kitchen. It takes my mind off all the things that are going on in my head,” Reznicek says as she begins washing a mountain of dishes.
Two years have passed since her protests were made public. A year ago, Jessica Reznicek moved back into the community, spending time there on house arrest. Here, where it all began, her long journey ends. She has one week left before needing to report to prison.
Just before the food is served, the kitchen and living room fill up. Two of Reznicek’s friends are there, residents of the house and volunteers from outside — together they begin to serve food to the guests.
Reznicek has been in and out of the house for 10 years. Most people know her story: “The one who blew up the pipeline?” asks Jimmy — one of the homeless guests — laughing as he tastes the still-warm mashed potatoes. The fact that she will soon be gone saddens many of the residents. For the majority of them, prison is a familiar place. But no one here has been incarcerated as long as Jessica Reznicek will be.
The Dingman House, named after a late bishop in Des Moines, is one of four side-by-side buildings of the Catholic Worker community. Christianity and anarchism meet here. In these self-organized “houses of hospitality,” which function independently of the church, people live and work among the poor in the spirit of the Sermon on the Mount. The Christian message of social justice and solidarity with the marginalized becomes everyday practice. There is not much overlap with the institutional Catholic Church. In the bathroom, where homeless guests can shower, there are free condoms; trans people find shelter here and women sometimes lead church services.
Preparations for prison
The Berrigan House across the street — named after two priests who became known for their actions of civil disobedience against the Vietnam War — has always been a place of resistance, where protest actions are planned and activists find shelter. This is where Reznicek prepared her actions against the pipeline.
As in the house next door, the walls are covered with posters calling for resistance against war, racism and injustice. It is a colorful, chaotic and untidy atmosphere. Reznicek and her friends Alex and Monty sit at the table in the living room. The two are among her closest supporters. They just had a video conversation with Reznicek’s lawyer to discuss the final steps before she goes to jail.
A month after Reznicek is sentenced to eight years in prison, they launched a campaign called “Water Defenders Are Never Terrorists.” Within a few weeks, they were able to collect thousands of signatures. Their goal: a petition to President Joe Biden and Congress demanding the terrorism charges be dropped.
The list of things to do before Reznicek goes to prison is long: return the electronic ankle bracelet, pick up the copy of her high school transcript she needs so she won’t have to attend classes in jail. T-shirts demanding her release are to be printed. Reznicek also wants to develop photos that Alex will later send to her in prison so she can decorate her cell with them. But they also want to see her favorite musical Rent, go dancing one more time, invite friends and celebrate. There is a lot of laughter when the three get together.

After the meeting, Jessica Reznicek packs a vacuum cleaner and cleaning supplies and heads out. With permission from her probation officer, she started cleaning private homes a year ago. She also worked at a pizzeria from time to time.
Why is Jessica Reznicek willing to spend eight years of her life in prison because of her commitment to clean water? She was studying political science in Des Moines and married when she learned about the Occupy Wall Street movement in 2011. Shortly after, she decided to go to New York for the protests. This meant the end of her marriage. From the East Coast, she began a new life of sorts, always on the move, searching for a way to make her contribution to a more just world.
Reznicek traveled twice to Palestine and Israel, where she was deported for protesting in solidarity with the Palestinian people. She visited the Zapatistas in Mexico and spent time in Central America with the Indigenous people of Guatemala. In South Korea, she protested the construction of a U.S. Navy base. “So I feel like all of these experiences culminated at this point in my life when I heard about the Dakota Access Pipeline.”
The Catholic Worker community in Des Moines was central to her politicization. She stumbled upon the organization after returning to Iowa from New York. There begins what she later calls a conversion: a return to the Christian faith and her Catholic roots. At the same time, this means a radicalization in the struggle against injustice: Jesus Christ is seen Catholic Workers as a revolutionary who stood up for the disenfranchised, for the weak and the poor. He wanted to drive the kings from their thrones and bring justice. And he died on the cross without resisting his judgement.
Three months after Jessica Reznicek made her actions public in 2017, the Berrigan home was surrounded by the FBI. “It was like 4:30 in the morning when they were pounding on the door. The house was actually shaking. I ran downstairs and could see around 50 agents through the window with big guns and vests.”
When she opened the door, the house was stormed by about 50 uniforms. She was thrown to the ground and held at gunpoint, she said.
She then spent a year in hiding, calling it her wanderings. “I wasn’t necessarily underground. I think that I was running and I was hiding, but it was not exclusively from the federal government. I was not hiding from prison. I was hiding from everything.”
When she broke down after 10 months in Colorado, she finally realized she needed help. It won’t come from people or places, Reznicek says, but from her relationship with God. After this experience, she realized she wanted to live in a place where she could encounter God, so she decided to enter a Benedictine convent as a novice. But no sooner does she arrive than Reznicek is again picked up by the FBI and charged. They send her back to Des Moines — to the Berrigan home — to await the verdict under house arrest.
For the last four days before she goes to prison, Jessica Reznicek was given permission to visit the sisters at the convent community in Duluth. After her incarceration, she would like to move there or — if that’s not possible — live as close to the convent as she can.
On August 11th, Benedictine sisters drove Jessica Reznicek to the women’s prison in Wascea, Minnesota, four hours away. There, 714 women currently live behind the walls and fences.
Three hundred miles to the north is the town of Bemidji, home of Energy Transfer, the energy company to which Reznicek will be in debt for the rest of her life. A new pipeline called Line 3 has been under construction at this location for several years. As with the Dakota Access Pipeline, the region’s Indigenous inhabitants — the Anishinaabe and Ojibwe tribes — will be most affected by the project.
“Today I feel sad to be saying my final goodbyes to loved ones,” Reznicek said. “I am strengthened, however, knowing that I’m still standing with integrity during this very important moment in history, as there truly is no other place to be standing at a time like this.”
With these words she takes leave of her friends and turns to face the prison gates.

The Tanintharyi Region in southern Myanmar contains an expanse of rainforest, ocean, and mangroves where a range of wildlife – from tigers and elephants to tapirs – roam, and the Indigenous Karen people consider themselves stewards of this richness.
In 2012, the Karen and the Myanmar military signed a ceasefire to end 70 years of war in their territory, allowing the Indigenous communities an opportunity to develop new institutions, campaigns, and programs to conserve their resources and forests from destruction by outside interests.
That ended with the military coup of 2021: “Attacks by the military on Indigenous peoples and environmental defenders means that the forests are at risk – and for this reason we want to say to the world ‘this coup doesn’t just affect our country, but the future of the globe.’”

The Tanintharyi Region in southern Myanmar is a beautiful and rich expanse of rainforest, ocean, and mangroves where we still have wild tigers and elephants, and where the forest provides all that we need in life. It is my home land. Our Indigenous communities depend on the forest for food, water, medicine, and our forests depend on Indigenous communities, who manage, conserve and protect them with great care.
The Myanmar military coup risks all our recent progress after 10 years of rebuilding our lives, following 70 years of civil war. Our people plan to fight to protect our lands and win back our lives. We want the rest of the world to understand why.
Our Territory and Our Struggle
Though it is a rich, green land, our territory and our communities have also been terrorized and traumatized by decades of armed conflict at the hands of the Myanmar military. In 1948, our Karen people began our fight for greater autonomy, for self-determination, and for our basic rights against fascist oppression by the Myanmar military. The resulting civil war saw villages burned, people were killed, raped and tortured, and over 80,000 were displaced into the forest and along the Thai-Myanmar border. Relentless oppression of our people and our Karen identity meant that we never had a chance to develop, to forge our own destiny, to manage and protect our territory.

In 2012, the Karen National Liberation Army (KNLA) and the Myanmar military signed a ceasefire agreement, bringing to a halt 70 years of brutal civil war in our territory. During this time of relative peace, communities were able to re-establish their livelihoods, manage and protect their lands and forests, participate in political processes, and finally live and breathe without the fear of being shot, abducted, and tortured. We were able to mobilize our communities, develop new institutions, and create new ideas for a collective and peaceful future.
While the ceasefire stopped the bullets flying and the soldiers destroying our villages, we experienced a barrage of new challenges. Suddenly new laws, concessions, development projects, and national parks threatened to confiscate our lands – the lands that we had already been displaced from so many times before. 1.7 million acres of land were handed to crony companies for oil palm concessions, 3.5 million acres were earmarked for the Ridge to Reef project, a large-scale conservation program funded by the GEF, and other parts of our region were taken for special economic zones, infrastructure development, and mining operations. For us, it felt like the rug was being pulled from under our feet, just when we could finally stand.
In response to these new challenges, Indigenous communities and civil society organizations started to create their own conservation areas – proving their ability to conserve their own resources and protect their lands and forests from those who wished to destroy them. Communities across the region mobilized, strengthened their customary tenure systems, and documented their boundaries and land use systems. We showed policy makers how we govern our territories, and sought to have our rights recognized, and respected. We built networks with Indigenous communities throughout the country, creating new spaces of inter-ethnic solidarity, and started to join international platforms with other Indigenous activists from across the globe. We campaigned against mega projects with great success – our campaigns halted mining operations, suspended palm oil concessions and cancelled conservation projects. We knew that united, we could win.
Together with my community, we developed new visions for what our territory should look like, and how conservation and development should be carried out. We developed a grassroots alternative to the Ridge to Reef Project, a Landscape of Life that proved that communities were best placed to protect and conserve our territory, and that a peaceful future would include harmony between our Karen people and their forests and biodiversity.
Our futures are again uncertain
On February 1st 2021, however, the military staged a coup, arrested members of the elected NLD government, and brutally cracked down on resistance. According to the Assistance Association for Political Prisoners (Burma) site, over 1,000 people have been killed and nearly 7,000 have been detained or arrested, and the military has started brutal campaigns in ethnic areas once more, dropping bombs on our forests and burning down our villages.
Under the military regime, we cannot protect our land, forest and biodiversity – those who attempt to defend their territories will be detained, tortured, or killed – and we cannot protect ourselves. Environmental defenders have been targeted by the military for the work that they have done protecting their lands from theft and destruction by military companies and their cronies. Recently, Kyaw Min Htut, a forest defender from Sagaing region was arrested and beaten, along with his family, because of his leading role in organizing his community and protecting surrounding natural resources.
Further, in Tanintharyi Region the offices of many environmental civil society groups have been raided and many environmental defenders have had to flee, hiding from arrest or murder at the hands of the junta. Defending forests and the environment in Myanmar in 2021 is a crime punishable by death.
Despite attacks by the military and decades of destructive development, we still have a lot of forest in our Indigenous territories in Myanmar. Without forests, we cannot survive, and without us, our forests cannot survive. We contribute a lot to climate change mitigation internationally, and our efforts to protect our forests are clear. Attacks by the military on Indigenous peoples and environmental defenders means that the forests are at risk – and for this reason we want to say to the world ‘this coup doesn’t just affect our country, but the future of the globe.’
Since the coup, our divided nation has become united. We have united in revolution against the military who has stolen our futures from us. We stand together to change the path of history, and until the end of the world we will not give up our efforts. Over 400,000 workers have joined the civil disobedience movement – going on permanent strike, youth from across the country have joined the armed resistance, and ethnic armed groups are continuing the struggle to defend their territories – together we cannot and must not lose. Our fight is for the future of our people, our nation, our forests, our world.
While our struggle has disappeared from international headlines, we call upon international governments, global social movements, international Indigenous organizations and the international community to stand in solidarity with us and help us to raise our voice – the world depends upon it.
If we do not speak out, our futures will be lost, and our forests will be destroyed. Until the end of the world, we will not let it happen.

In response to the completion of the contested Line 3 pipeline, which is now reportedly operational, thousands of Indigenous leaders and climate justice advocates are kicking off the “People vs. Fossil Fuels’’ mobilization, an Indigenous-led five-day action of civil disobedience at the White House to demand President Biden declare a climate emergency, divest from fossil fuels and launch a “just renewable energy revolution.” “This pipeline doesn’t respect treaty rights,” says Winona LaDuke, longtime Indigenous activist and founder of Honor the Earth, a platform to raise awareness of and money for Indigenous struggles for environmental justice. “They’re just trying to continue their egregious behavior. It’s so tragic that, on the one hand, the Biden administration is like, ’We’re going to have Indigenous Peoples’ Day, but we’re still going to smash you in northern Minnesota and smash the rest of the country.’” LaDuke faces criminal charges linked to her protest of pipelines in three different counties.

AMY GOODMAN: This is Democracy Now!, as we continue to talk about Indigenous action to save our Earth. This week, thousands of Indigenous leaders and climate justice advocates are expected to participate in a historic five-day massive action of civil disobedience at the White House to continue to pressure President Biden to declare a climate emergency, divest from fossil fuels and launch a, quote, “just renewable energy revolution.”
The “People vs. Fossil Fuels” mobilization, led by the Indigenous Environmental Network, 350.org, Sunrise Movement, the Center for Biological Diversity and others, comes as Canadian pipeline company Enbridge has completed the construction of its contested Line 3 crude oil pipeline in northern Minnesota. The pipeline is reportedly now operational, violating the treaty rights of local Indigenous communities. Line 3 is set to carry over half a million barrels of tar sands oil every day from Alberta, Canada, through Minnesota to the tip of Lake Superior in Wisconsin, threatening sacred wild rice watersheds in Minnesota, local waters and lands, and doubling Minnesota’s greenhouse gas emissions.
Indigenous leaders and land and water defenders, who have been resisting Line 3 for years, often putting their own bodies on the line, vowed to continue the fight against the pipeline. Last week, a small group of water protectors confronted Minnesota Senator Amy Klobuchar at a fundraising event, where advocates say plates cost $1,000 a person, demanding her to take action against Line 3.
WATER PROTECTOR: We’re asking you to call on President Biden to stop Line 3. It has a higher carbon footprint than the entire state of Minnesota. And this climate crisis — I mean, you saw Hurricane Ida. You saw how many people died. And we just really need you to call on him and ask him to stop it.
AIDE: Excuse us.
SEN. AMY KLOBUCHAR: Thank you. Yes, I know about the concern.
WATER PROTECTOR: Because you have so much power. You have so much power.
SEN. AMY KLOBUCHAR: I’ve brought those concerns to him. Thank you.
WATER PROTECTOR: And as a young person, the climate crisis is a thing that really concerns me, and stopping Line 3. We can’t have climate justice without you stopping Line 3 and asking President Biden.
SEN. AMY KLOBUCHAR: Thank you.
WATER PROTECTOR: I know that you don’t have a vote, and I know that you can’t vote in the Senate to stop Line 3. But President Biden has that power. And you have the power.
AMY GOODMAN: “You have the power.” More than 900 water protectors have been arrested over their resistance to Line 3, with some protesters facing felony charges as they were brutalized by police. Some water protectors also reported being denied medical care and being placed in solitary confinement after their arrests. Well, The Guardian newspaper revealed last week that Enbridge paid Minnesota police $2.4 million in reimbursements, all costs tied to the arrests and surveillance of hundreds of water protectors, including officer training, wages, overtime, meals, hotels and equipment for the local police, paid for by an international corporation.
For more, we’re joined in Ponsford, Minnesota, by Winona LaDuke, longtime Indigenous activist, who’s been organizing for years to block Enbridge Line 3. She lives and works on the White Earth Reservation in northern Minnesota, is executive director of Honor the Earth. Her piece for the Minneapolis Star Tribune is headlined “Line 3 opponents can savor this defeat.” Her latest book, To Be a Water Protector.
Winona, welcome back to Democracy Now! So, if you can talk about these latest revelations of this Canadian company paying the local police to arrest you all, and also what it means that Enbridge says Line 3 is operational?
WINONA LADUKE: [inaudible] Enbridge’s Line 3 is operational will say that they’ve been hurrying really fast because the federal court has yet to rule on whether Enbridge has any ability to move forward. There’s no federal environmental impact statement on this project, which is why we want Joe Biden to stop it. I mean, they stole 5 billion gallons of water, fracked 28 rivers out, and then they have this broken aquifer losing 100,000 gallons a day of water. They have no idea how to fix this stuff, since January. You know, it’s really horrible up here. So, you know, Enbridge has been trying to rush to get this online before the court will rule against them, because, generally, courts have not ruled in favor of pipelines. That’s the status that we have seen, you know, in the federal court ruling on the DAPL, where the federal court ordered them to close down. This is the same company. Enbridge was 28% of DAPL. And when the federal court ordered them to close down the pipe, they said no. When the state of Michigan ordered them to close down a pipe this last May, they said no. So they’re just trying to continue their egregious behavior.
It’s so tragic that, you know, on one hand, the Biden administration is like, “We are going to have Indigenous Peoples’ Day, but we’re still going to smash you in northern Minnesota and smash the rest of the country.” Same thing, you know, Klobuchar and Smith, the two Minnesota senators, shameful their lack of courage, not only for Indigenous people but for the planet, you know?
So Enbridge is trying to get that oil out. In the meantime, it’s a disaster up here. I’m still up here monitoring the line and monitoring what’s going on, because it’s crazy. And just to say, they don’t have Indigenous Peoples’ Day apparently in Becker County, because have a court date today. So, you know, no break for Indigenous people. You could still go to court. You know, it’s just insane up here.
AMY GOODMAN: So, how does your activism change now that it’s supposedly operational, the pipeline? And what exactly does it mean? For people who aren’t familiar with Line 3, talk about its course, from Canada through the United States, and why you’re so concerned about this particular pipeline.
WINONA LADUKE: OK. Well, first of all, the pipeline is 915,000 barrels a day of oil. That’s a lot of oil that’s going to move through it, if they get their way. And that oil, like, this is the last tar sands pipeline. Now, how we know this is the last tar sands pipeline is that our alma mater — remember, Amy, when we were at Harvard trying to get them to divest in South Africa? No, but they just are divesting in fossil fuels. Everybody is fleeing the tar sands. And it’s an industry that’s at its end. Like, Canada needs to quit trying to breathe life into the tar sands and breathe life into boarding schools and residential schools. They need to just stop being the criminals that they are.
You know, so, forcing them — they’re four years behind schedule, if they get to oil. And in that four years behind schedule, the industry is falling apart. There’s no new investment in tar sands infrastructure. And it’s the dirtiest oil in the world. Then add to that the fact that the company can’t even get insurance for its pipeline. Like, I’m just trying to understand what kind of fiscal responsibility exists in the state of Minnesota, that Enbridge divulged a couple of weeks ago that they can’t get insurance for their pipeline. And so, you have an accident, it’s going to be just like Bhopal and Union Carbide. These guys are going to pack up and go back to Canada. You know, I mean, it is a really horrific situation. And, you know, the impact of it is so wrong. You know, I mean, it’s not only the equivalent of 50 new coal-fired power plants, but right now our rivers are dry. They took 5 billion gallons of water from the north. Enbridge and the Walz administration are climate criminals.
And the Biden administration needs to stand up. You know, on one hand, I’m looking at Joe Biden, and I’m so grateful. Like, Bears Ears, that was the right thing to do, you know, to get back and to be the people that are supporting Indigenous people and Land Back. Let’s go, Joe. Let’s go. Let’s go, Joe. You know, 80 million acres of national parks stolen from Indian people, let’s start returning those, too, along with creating new national parks. We could just start returning land that was stolen. That would be a great step.
And then, actually, when you have Indigenous people in your administration, Joe, like Deb Haaland or maybe Jaime Pinkham at the Army Corps of Engineers, let them do their job, instead of having politics, oily politics, intervene. You know, I know that Deb Haaland does not support this pipeline. No sane person supports this pipeline. Only people who want to take oil money from Canadian multinationals support this pipeline. And I know that Jaime Pinkham, assistant in the Army Corps of Engineers, came up here, came up and visited, and saw what was going on and the disaster.
Our tribes have sued, you know, trying to stop this, sued in federal court. That federal court hearing is yet. And our tribes also have a tribal court hearing, where the federal courts have ordered Enbridge to come to our court, because we say that they’re climate criminals and they’re destroying the rights of wild rice. Actually, the state DNR has been ordered into tribal court.
You know, so, Joe, if you appoint Indian people, don’t just make them pretty Indian people that sit in your administration. Let them do their job. Indigenous thinking is what we need in the colonial administration. That’s when change happens.
AMY GOODMAN: As we wrap up, Winona, in August, you met with the U.N. special rapporteur on human rights defenders to share the police violence suffered by water protectors protesting the Line 3 construction site. And now we are learning just how much money the Canadian corporation gave to the local police to do the arrests, to do the training, etc. What happened with the U.N. rapporteur?
WINONA LADUKE: The U.N. rapporteur has asked the United States a bunch of questions and is expecting a response on what exactly the United States is planning to do to protect the human rights of Indigenous peoples, because this pipeline does not respect not only treaty rights, but, you know, when you get 900 people arrested and they’re brutalized with all kinds of — you know, I mean, it is torture. Some of what was done to these people is classified as it’s excessive force. So, the United Nations has called to task the United States on the Enbridge pipeline. And so, on Indigenous Peoples’ Day, that’s part of what we are saying, too, is it’s a time to account.
And I just want to say that this isn’t just like our problem, because the Enbridge model — like, first of all, Canadian multinationals kill people in Third World countries. That’s what they do. You know, that is known. Seventy-five percent of the world’s mining corporations are Canadian, and all through Latin America there’s human rights violations. This is no different. This is a Canadian multinational and Indigenous people. And two years ago, we told Attorney General from Minnesota Keith Ellison that this was going to be a problem. You know, we have had no action. And instead what we have is our rights continue to be violated. And, you know, I’ve got charges in three counties, more probably coming soon. I mean, this is like —
AMY GOODMAN: What do you face?
WINONA LADUKE: And this is a national problem, because the Minnesota model is being considered nationally, that corporations should finance your police. And that is — you know, in any way you look at it, that’s definitely a violation of the public trust, to have corporations financed by the police. And the Minnesota —
AMY GOODMAN: What charges do you face, Winona?
WINONA LADUKE: I’ve got trespassing, obstruction. I think I’ve got some public safety, you know, causing public safety problems because cops could have been doing something else instead of monitoring people on the pipeline. A lot of trespassing charges — Aitkin, Hubbard, Wadena County. I’ve got charges in three counties so far.
