Inside the struggle for water sovereignty in Brazil

Brazil’s Movimento dos Atingidos por Barragens has been fighting for decades against the privatization of water and for popular control over natural resources.

A person can go a few weeks without food, years without proper shelter, but only a few days without water. Water is fundamental, yet we often forget how much we rely on it. Only 37 percent of the world’s rivers remain free-flowing and numerous hydro dams have destroyed freshwater systems on every continent, threatening food security for millions of people and contributing to the decimation of freshwater non-human life.

Dams and dam failures have catastrophic socio-environmental consequences. In the 20th century alone, large dam projects displaced 40 to 80 million people globally. At the same time, the communities most impacted by dams have been typically excluded from the political decision-making processes affecting their lives.

In Brazil there is an extensive network of mining companies, electric companies and other corporate powers that construct, own and operate dams throughout the country. But for the communities directly affected by hydro dam projects, water and energy are not commodities. Brazil’s Movement of People Affected by Dams (Movimento dos Atingidos por Barragens, or MAB — pronounced “mah-bee”) fights against the displacement and privatization of water, rivers and other natural resources in the belief that everyday people should have sovereignty and control over their own resources.

MAB is a member of La Via Campesina, a transnational social movement representing 300 million people across five continents with over 150 member organizations committed to food sovereignty and climate justice. MAB also works with social movements across Brazil, including the more widely-known Landless Workers Movement (MST), unions and human rights organizations. These alliances speak to the importance of peasant movements and Global South movements in constructing globalizations from below.

MAB focuses its fights on six interconnected areas: human rights, energy, water, dams, the Amazon and international solidarity. The movement organizes for tangible policy and system-level changes and actively creates an alternative to capitalist globalization.

DISASTER CAPITALISM

Just over two years ago, on January 25, 2019, the worst environmental crime in Brazil’s history resulted in the loss of 272 lives. In Córrego do Feijão in Brumadinho, in the state of Minas Gerais, a dam owned by the transnational mining company Vale collapsed. Originally a state-owned company, Vale was privatized in 1997 and since then has made untold billions of dollars mining iron ore and other minerals.

Brazil is the world’s second-largest producer of mineral ores and in 2018 iron ore accounted for 20 percent of all exports from Brazil to the United States. More than 45 percent of Vale’s shareholders are international, including some of the world’s largest investment management companies based in the US such as BlackRock and Capital Group.

The logic of profit has dispossessed people of their sovereignty, their wealth and their water, the very essence of life. The massive dams Vale uses in its mining operations privatize and pollute water used by thousands of people.

When you fly over the state of Minas Gerais, you can see the iron mines as large gaping holes in the ground. Vale and its subsidiaries own and control 175 dams in Brazil, of which 129 are iron ore dams and Minas Gerais accounts for the vast majority of these. Minas Gerais is a region where thousands of people depend upon the water for their livelihood and survival, but the mining leaves the water contaminated. Agriculture and fishing are disrupted or halted, and residents struggle to live without access to potable water.

Exacerbating the problems associated with the privatization and contamination of water for residents, local economy and ecosystems, the dams themselves are vulnerable: the types of dams Vale uses are relatively cheap to build, but also present higher security risks because of their poor structure. When the Brumadinho iron ore mine collapsed, it released a mudflow that swept through a worker cafeteria at lunchtime before wiping out homes, farms and infrastructure. The disaster killed 272 people and an additional 11 people were never found. What made it a crime was that Vale knew something like this could happen. In an earlier assessment, Vale had classified the dam as “two times more likely to fail than the maximum level of risk tolerated under internal guidelines.”

The Associação Estadual de Defesa Ambiental e Social (State Association of Environmental and Social Defense) conducted an assessment and released a report in collaboration with more than 7,000 residents in the regions impacted by the dam collapse. This report shows that depending on the town — the effects of the collapse vary from those communities buried in mud, to those impacted further downstream — 55 to 65 percent of people currently lack employment due to the dam disaster.

Brumadinho is considered one of the worst socio-environmental crimes in the history of Brazil, but it is far from the only one. Five years ago, a dam collapsed in Mariana, killing 20 people; the impacted communities still suffer the effects and are without reparations. On the second anniversary of the Brumadinho collapse, on January 24, 2021, another dam collapsed in Santa Catarina. On March 25, 2021, a dam in Maranhão state, owned by a subsidiary of the Canadian company Equinox Gold, collapsed, polluting the water reservoir of the city of Godofredo Viana, leaving 4,000 people without potable water.

On January 22, 2021, MAB held a virtual international press conference to commemorate two years since the Brumadinho collapse. Jôelisia Feitosa, an atingida (an “affected person”) from Juatuba, one of the communities affected by the dam collapse, described the fallout. People are suffering from skin diseases due to the contaminated water; small farmers cannot continue with their livelihood; people who relied on fishing can no longer do so. As a result, many people have been forced to leave. The lack of potable water has created an emergency. Feitosa said that presently, there are “not conditions for surviving here” anymore. The after-effects of the collapse, compounded by the pandemic, continue to take lives.

There are more than 100,000 atingidos in the region, but people do not know what is going to happen or when emergency aid will come. Further, government negotiations with Vale for “reparations” were conducted without the participation of atingidos. On February 4, 2021, the Brazilian government and Vale reached an accord. Nearly US$7 billion was awarded to the state of Minas Gerais, making it the largest settlement in Brazil’s history, along with murder charges for company officials.

To MAB, however, the accord is illegitimate. It was made under false pretenses, the affected population was not included in the process, and the money, which is not even going to those who are most impacted, does not begin to cover the irreparable and continuing damages. As José Geraldo Martins, a member of the MAB state coordination, said: “[Vale’s] crime destroyed ways of life, dreams, personal projects and the possibility of a future as planned. This leads to people becoming ill, emotionally, mentally, and physically. It aggravates existing health problems and creates new ones.”

As Feitosa put it: “Vale is manipulating the government, manipulating justice.” The accord was reached without the full participation of atingidos, and to make matters worse, Vale decided who qualifies as an atingido based on whether or not people have formal titles to ancestral lands. Vale’s actions create a dangerous precedent that allows corporations to extract, exploit and take human life with impunity. Nearly 300 people died from the 2019 dam collapse, and since then almost 400,000 people have died in Brazil from COVID-19. Yet, during this time, Vale has made a record profit. Neither the dam collapse nor the pandemic has stopped production or profits, even as workers are dying.

FIGHTING BACK: MAB’S STRUGGLE FOR WATER AND LIFE

MAB is committed to continued resistance and will bring the case to the Supreme Court. MAB organizes marches and direct actions and also partners with other movements in activities all across Brazil. They have recently occupied highways and blocked the entrance and exit of trucks to Vale’s facilities. MAB also uses powerful, embodied art and theater called mística that tells a real story and asks participants to put themselves into mindset that “we are all affected.”

MAB emphasizes popular education to understand how historical processes inform present-day struggles. Drawing heavily on Paulo Freire’s Pedagogy of the Oppressed, they focus on collaborative learning and literacy by making use, for example, of small break-out groups where people take turns reading and discussing short passages. In these projects, there is an intentional effort to fight against interlocking systems of oppression: classism, racism, heterosexism and patriarchy, which are viewed as interlinked with capitalism at the root.

MAB also has a skilled communication team that makes use of online media, including holding frequent talks and panels broadcast via Facebook Live. A recent MAP pamphlet entitled, “Our fight is for life, Enough with Impunity!” details four women important to MAB’s struggle: Dilma, Nicinha, Berta and Marielle. Dilma and Nichina are two women atingidas who were murdered in their fights against dam projects in their communities. Berta was a Honduran environmentalist who also engaged in dam struggles and was murdered. Marielle was a Black, lesbian, socialist city-councilwoman (with Brazil’s Socialism and Liberty Party) in Rio who was murdered in 2018.

For MAB, the struggles of those who have died in their fight for a better world serve as seeds of resistance, a theme further explored in their film “Women Embroidering Resistance.”

For the past two years, MAB has organized events to commemorate the anniversary of the crime committed by Vale in Brumadinho. In 2020, MAB organized a five-day march and international seminar, beginning in Belo Horizonte, Minas Gerais’ state capital, and ending in Córrego do Feijão with a memorial service. Hundreds of people from around Brazil as well as allies from 17 countries marched through Belo Horizonte, chanting, “Vale killed the people, killed the river, killed the fish!”

Famed liberation theologian Leonardo Boff is a supporter of MAB and spoke at the seminar, decrying that letting people starve is a sin and asserting that “everyone has the right to land; everyone has the right to education; everyone has the right to culture; we all need security and have the right to housing—these are common and basic rights.” He went on: “We don’t get this world by voting — we need participatory democracy.”

MAB commemorated the second anniversary of Brumadinho this past January with various symbolic actions. In one such event, people tossed 11 roses into the water to honor the 11 people who have still not been found, with additional petals to honor the river that has been killed by the mining company. They also organized various virtual actions since the pandemic precluded an in-person convergence like the one held the year before.

JUSTICE THROUGH STRUGGLE AND ORGANIZATION

Less than a month after commemorating Brumadinho in 2020, COVID-19 exploded and the world went into lockdown. Brazil is now one of the hardest-hit countries with the actions and inactions of right-wing president Jair Bolsonaro — from calling COVID-19 a “little flu” to encouraging people to take hydroxychloroquine as a remedy, to defunding the public health system, and cutting back social services — leading to a dire situation.

In April, Brazil recorded over 4,000 COVID-19 deaths in 24 hours, with a death toll second only to the United States. On May 30, the official death toll from COVID-19 was 461,931. Brazil will not soon realize vaccine distribution to the entire population, and people continue to die from lack of oxygen in some regions, prompting an investigation of Bolsonaro and the health minister for mismanagement.

On May 29, 2021, MAB participated in protests with other social movements, unions and the population in general that spanned across 213 cities in Brazil (and 14 cities around the world). The protesters called for Bolsonaro’s impeachment, demanded vaccines and emergency aid for all, and denounced cuts to public health care and education as well as efforts to privatize public services.

In the past five years, the number of Brazilians experiencing hunger has grown to nearly 37 percent. The COVID-19 crisis has only worsened this reality. In August 2020, Bolsonaro vetoed a bill that would have granted emergency assistance to family farmers.

But Brazil’s story is one of resistance, resilience and hope. Efforts bringing together many social movements, unions and other popular organizations have mounted critical mutual aid efforts. MAB is a leader in these efforts, putting together baskets with essential food, hand sanitizer and other essential goods for families in need. The pandemic presents significant challenges, but MAB has continued to resist Bolsonaro’s policies. For example, they are fighting against the defunding of the national public health care system and continuing to organize in communities impacted by dam projects or threatened by new ones.

The fight for the right to water and against the socio-environmental impacts of dams is global. MAB’s struggle is one of resistance against the capitalist system for a world where the rights of people come ahead of profit. As MAB has said: “In 2020, Brazil did not sow rights; on the contrary, the country took lives, especially the lives of women, Black and poor people, all with a lot of violence and impunity.”

MAB’s struggle extends beyond the fight against water privatization. It is part of a global effort to regain the commons of water and fight against the commodification and privatization of life. MAB’s insistence that all forms of oppression are interconnected is also a statement of hope and a catalyst for envisioning a different world. Imagining new possibilities is a prerequisite for creating them.

This year, MAB celebrates 30 years of fighting to guarantee rights and their message is that the only way is to fight and organize: “Justice only with struggle and organization.” In doing so, they are sending a strong message to Vale: they cannot commit a crime like Brumadinho again and profit will not be valued over life.

The beef with Animal Rebellion and the synthetic meat revolution

Editor’s note: It’s sad and ironic how easily contemporary youth movements like Extinction Rebellion/Animal Rebellion are being coopted by neoliberal capitalism and how easily they are made to believe that big business, big tech and big agriculture can save the world. As Kim Hill points out in this article, they obviously completely lost connection to any physical and biological reality.

On May 22, activist group Animal Rebellion blockaded four McDonalds distribution centres in the UK, demanding the chain transition to a fully plant-based menu by 2025.

Bill Gates thinks “all rich countries should move to 100% synthetic beef.”

Bill Gates invests in Beyond Meat, a manufacturer of synthetic meat products. Beyond Meat uses a DNA coding sequence from soybeans or peas to create a substance that looks and tastes like real beef.

Gates also owns 242,000 acres of farmland in the US, making him the largest private owner of farmland in the country. He uses the land to develop genetically modified crops (in partnership with Monsanto) and biofuels.

In February, Beyond Meat announced a strategic agreement with McDonalds, to supply the patty for McPlant, a plant-based synthetic meat burger, and explore other plant-based menu items, to replicate chicken, pork, and egg.

The Animal Rebellion protests were designed for media attention, using theatrical staging, colourful banners and elaborate costumes, prominently displaying McDonalds branding. Several protestors were dressed as the character Ronald McDonald.

The police showed little interest in the blockades, arresting very few people, and at one site, barely engaging with the protest at all. It seems McDonalds has no objection to the action, and likely sees it as good advertising for the total corporate takeover of the global food system, and transition to synthetic food for the entire population.

This action appears to have the effect of introducing synthetic meat and other genetically engineered foods to the broader population, to normalise these foods, and make them acceptable to the public. People are seen to be taking to the streets to demand the introduction of these foods, and the corporations are giving them what they want.

The protests were widely reported in local and international media, despite involving only 100 people, causing minimal disruption, and being of limited public interest. The media portrayal was overwhelmingly positive, even in the conservative press. This is in stark contrast to almost non-existent reporting of anti-lockdown protests a few weeks earlier, which attracted many thousands of people, had strong public support, and related to an issue that affects everyone.

Animal Rebellion spokesperson James Ozden said “The only sustainable and realistic way to feed ten billion people is with a plant-based food system. Organic, free-range and ‘sustainable’ animal-based options simply aren’t good enough.” But genetically engineered, additive-laden, lab-grown, pesticide-infused food-like substances produced in ways that cause pollution, soil degradation, extinction, exploitation of workers, plastic waste, chronic illness and corporate profits is absolutely good enough for these rebels, and is apparently sustainable and realistic.

While Animal Rebellion concerns itself with the wellbeing of animals, nowhere on its website is there any mention of:

    • Corporate control of the food system
    • The necessity of machinery, and synthetic pesticides, herbicides and fertilisers to maintain a completely plant-based food system
    • The harm caused to animals, humans, plants, soil and water by these chemicals and machines
    • The unsustainability of chemical and industrial farming
    • The fossil-fuel dependence of monocrop farming
    • The environmental harm of tilling and monocropping: soil degradation, salinity, desertification, water pollution, destruction of habitat for native animals, birds, and insects
    • The necessity of animals in natural and cultivated ecologies, to cycle nutrients
    • The takeover of farmland in many places around the world to supply McDonalds, to the detriment of local farmers, and traditional farming methods
    • The UK government’s net-zero emissions plan to convert farmland to biofuel production
    • Exploitation and under-payment of farmers and suppliers of McDonalds products
    • Destruction of local food cultures and local economies by fast food giants
    • Drive-thru takeout culture
    • The poor nutritional value of fast food and fake meat, and the many health problems that result
    • The nutritional limitations of a vegan diet, which would leave the majority of people with multiple chronic illnesses
    • Disposable packaging and litter
    • The possibility of humans, animals and plants all living together in (relative) peace and harmony, in a world without fast-food outlets, genetic engineering, multi-national corporations, global trade, and plastic packaging
    • The need for animals to regenerate soil that has been damaged by cropping

McDonalds is committed to ‘reducing emissions’, another favourite term used by corporations to greenwash their operations by investing in carbon offsets to make themselves sound like they are part of the solution, while continuing to exploit, profit, and destroy the planet. The corporate approach of emissions trading/net-zero/climate action is enthusiastically embraced by climate rebels.

On the same day as the McDonalds protests, a short film featuring Greta Thunberg was released, calling for a global transition to a plant-based food system. The film’s website calls on viewers to “urge some of the world’s largest restaurant chains, including McDonald’s, Domino’s, Subway, and Popeyes, to expand their global plant-based options.”

Yes, the proposed solution is to expand the business operations of multi-national corporations. The film is produced by an organisation called Mercy for Animals, which “works to eliminate the worst animal abuse and grow market share of plant- and cell-based foods.”

Mercy for Animals states: “Cell-based meat, which is animal meat grown by farming cells rather than by rearing and slaughtering animals, is fast-approaching the market and will transform the meat industry. These strides in the plant- and cell-based economy are too large to be ignored. The meat industry will adapt or perish and knows it. Meat industry giants Tyson and Cargill have both invested in cell-based meat technology, while Maple Leaf Foods has acquired plant-based food companies Lightlife and Field Roast.”

Animal Rebellion is just one more protest movement that has been captured by corporate interests, and used to market neoliberal reforms and greenwashed new products which cause more harm than good.

A movement that aims to be effective needs to see the big picture, address the root causes of climate change and animal exploitation, and have the goal to completely dismantle the corporate-controlled economic system. Another world is possible.

The American West is having a drought. So, what else is new? And, that’s just the point. The American West has been in an extended drought since 2000, so far the second worst in the last 1200 years. Here is the key quote from the National Geographic article cited above:

In the face of continued climate change, some scientists and others have suggested that using the word “drought” for what’s happening now might no longer be appropriate, because it implies that the water shortages may end. Instead, we might be seeing a fundamental, long-term shift in water availability all over the West.

That is what climate scientists have been warning about all along. The problems we are now experiencing are not just cycles or fluctuations—although those continue to be important—but rather, permanent changes in the climate (that is, on any timeline that matters to humans).

I wrote about this drought when it was only 10 years old. (For a sense of how bad it is now, see the U.S. Drought Monitor.) Back then it did not seem that residents and businesses were taking it seriously, even if some water officials were. There have been ups and downs in the intervening years, but mostly downs.

There is a reason that most major cities are located near water and not in arid regions. Water is heavy, fluid and not easily transported—though vast and expensive water projects do just that. Water cannot be easily created from its constituents elements, oxygen and hydrogen. Oxygen is abundant everywhere on Earth. But hydrogen in its elemental state is not readily available and must be extracted from other sources such as natural gas. The cost of manufacturing water is prohibative or we’d likely be doing it already.

That leaves society with two paths: Bring ever greater amounts of water to arid regions which continue to grow in population and water-intensive activities such as farming OR conserve dramatically in order to live within the available water supply.

The second choice appears imminent as water authorities across several states are preparing to activate a drought response plan this summer when Lake Mead (the lake behind Hoover Dam) is expected to reach a level that triggers the plan. All those receiving water from the Colorado River and its tributaries are likely to be affected. Again, a look at the U.S. Drought Monitor demonstrates that the drought extends far beyond the Colorado River basin, west to much of California, east into New Mexico and West Texas and north into parts of Oregon.

There is a third path which I haven’t mentioned because in polite company and official circles it is unmentionable: People could leave. And, they may do so as the costs and consequences of living with less water mount—especially for those in water-intensive pursuits such as agriculture. Those in the cities may leave, too, as the cost of provisioning water for urban areas rises and supplies are curtailed. That would, of course, hit water-intensive businesses and their employees the hardest.

All of this was prophesied long ago by Marc Reisner, author of Cadillac Desert, the acknowledged classic treatment of water in the American West. The subtitle of the book is “The American West and Its Disappearing Water.”

Of course, the boosters of growth in the West will tell us that these things are cyclical and that soon the rains will return. But, the West has been waiting for over 20 years. Unfortunately, a positive mental attitude does not trump the physics of climate change—which, in this case, has been combined with a return to what the historical and geological record show is far closer to the norm in the West.

That does not bode well for a people and a culture used to getting its way with nature—something, it turns out, that was really just luck, the luck of having populated and reconfigured the West in a period that was particularly wet in relation to the millennium that preceded it.

THE FISHING REVOLUTION

Centuries before the industrial revolution, the first factories transformed seafood production

Marxist historians have been debating the origin of capitalism since the 1940s. It is true, as Eric Hobsbawm once commented, that “nobody has seriously maintained that capitalism prevailed before the 16th century, or that feudalism prevailed after the late 18th,”[1] but despite years of vigorous discussion in many excellent books and articles, there is still no consensus on when, where and how the new system formed and became dominant.[2]

This article does not try to resolve the debate or propose a new grand narrative. My goal, rather, is to draw attention to an important aspect of early capitalism that has been almost entirely ignored by all of the participants: the development and growth of intensive fishing in the North Sea and northwestern Atlantic Ocean in the fifteenth and sixteenth centuries.

‘An immense fishing enterprise’

As we will see, transatlantic fishing in the 1500s was one of the world’s first capitalist industries. But even if that were not true, recent research into its size and scope demonstrates its extraordinary importance to the economic history of that period.

Part Two of this article discussed the work of Selma Barkham, whose archival research documented the previously unknown large-scale Basque whaling operations in the Strait of Belle Isle.

Similarly, Laurier Turgeon of Laval University has shown that the transatlantic cod fishing industry was much larger than previously thought. His work, based on archival records in French port cities, documents “an immense fishing enterprise that has been largely overlooked in the maritime history of the North Atlantic.” In the second half of the sixteenth century, “the French Newfoundland vessels represented one of the largest fleets in the Atlantic. These 500 or so ships had a combined loading capacity of some 40,000 tons burden [56,000 cubic meters], and they mobilized 12,000 fishermen-sailors each year.”

To those must be added annual crossings by some 200 Spanish, Portuguese and English ships.

“The Newfoundland fleet surpassed by far the prestigious Spanish fleet that trafficked with the Americas, which had only half the loading capacity and half as many crew members….  The Gulf of the Saint Lawrence represented a site of European activity fully comparable to the Gulf of Mexico or the Caribbean. Far from being a marginal space visited by a few isolated fishermen, Newfoundland was one of the first great Atlantic routes and one of the first territories colonized in North America.”[3]

Historian Peter E. Pope reaches a similar conclusion in his award-winning study of early English settlements in Newfoundland:

“By the later sixteenth century, European commercial activity in Atlantic Canada exceeded, in volume and value, European  trade with the Gulf of Mexico, which is usually treated as the American center of gravity of early transatlantic commerce … The early modern fishery at Newfoundland was an enormous industry for its time, and even for our own.[4]

In the same period, close to 1,000 ships sailed annually to the North Sea from Holland, Zeeland and Flanders. The Netherlands-based fishing industry was so important that Philip II used part of his American gold and silver to finance warships that protected the Dutch herring fleet from attacks by French and Scottish privateers.

In the 1400s, the Dutch fleet in the North Sea caught and processed huge volumes of fish, making herring the most-widely consumed fish in northern Europe. In the 1500s, the North Sea herring catch remained stable while the Newfoundland fishery transformed the market — in 1580, Newfoundland fishers brought back 200,000 tonnes of cod, more than double the North Sea herring catch in its best year. By the end of the century, cod had replaced herring as the most important commodity fish in Europe, by a large margin. It is clear that in the 1500s intensive fishing became a major industry, an important component of the revolutionary social and economic changes then underway across Europe.

The first capitalist factories

In 1776, in the first chapter of The Wealth of Nations, Adam Smith famously attributed the “greatest improvements in the productive powers of labor” to “the effects of the division of labor,” in what he called manufactories. In some pin-making establishments, for example, “about eighteen distinct operations … are all performed by distinct hands,” By dividing up the tasks, pin factories produced many times more pins than would have been possible if each worker made them individually.[5]

Less famous, perhaps, is the particular emphasis that Karl Marx placed on the importance of division of labor in manufacture, his term for “combining together different handicrafts under the command of a single capitalist” [6] before the introduction of machinery in the industrial revolution. “The division of labor in the workshop, as practiced by manufacture, is an entirely specific creation of the capitalist mode of production.”[7]

A recent book claims that production by division of labor was invented in the 1470s, on Portuguese sugar plantations on the island of Madeira. The assignment of different activities to different groups of slaves shows, the authors say, that “the plantation was the original factory.”[8]

While that was an important development, it was not the first case of factory food production. Over half a century earlier, as we saw in Part One, Dutch merchants, shipbuilders, and fishworkers introduced a sophisticated division of labor to produce food in much greater volume — not a luxury product like sugar, but a mass commodity, seafood. The large, broad-bottomed herring busses, in which teams of workers captured, processed and preserved fish in the North Sea, have a strong claim to being the first capitalist factories.

French fishers used similar vessels, called bankers or bank ships, on Newfoundland’s Grand Banks in the 1500s. Laurier Turgeon describes a typical division of labor in “the precursor of our factory ships,” as the cod were hooked and hauled up:

“All eviscerating or dressing operations were carried out on deck where activity had turned well and truly into assembly-line production. The ship’s boys grabbed the fish [from one of the fishers] and threw it onto the splitting-table. The ‘header’ severed the head, gutted it, and in the very same movement, pushed it towards the ‘splitter’ at the opposite end of the table. Two or three deft strokes of the knife sufficed to remove the backbone, after which the ‘dressed’ filet dropped down the hatch into the ship’s hold. There, the salter laid it out between two thick layers of salt.”

Work continued apace from dawn to dark, even overnight when the catch was particularly good. Every bank ship was “a workshop for the preparation and curing of fish” and the workers’ activity “resembled 19th-century factory labor in many respects.”[9]

The inland cod fishery also involved an assembly-line division of labor, in facilities built each year on Newfoundland’s stony beaches. A journal kept by ship’s surgeon James Yonge in the 1600s, summarized here by historian Peter Pope, describes the factory-like operation of Newfoundland fishing stations, called fishing rooms by English fishworkers.

“If fishing was good, the crews would head for their fishing rooms in late afternoon, each boat with as many as one thousand or twelve hundred fish, weighing altogether several tonnes. … The shore crews began the task of making fish right on the stage head, the combination wharf and processing plant where the fish was unloaded. A boy would lay the fish on a table for the header, who gutted and then decapitated the fish…. The cod livers were set aside and dumped into a train vat, where the oil rendered in the sun. The header pushed the gutted fish across the table to the splitter, who opened the fish and removed the spine…. Untrained boys moved the split fish in handbarrows and piled it up for an initial wet-salting. This salting required experience and judgment, as Yonge stressed: ‘A salter is a skillful officer, for too much salt burns the fish and makes it break, and wet, too little makes it redshanks, that is, look red when dried, and so is not merchantable.’ …

“After a few days in salt, the shore crews would rinse the fish in seawater and pile it on a platform of beach stones, called a horse, for a day or two before spreading it out to dry on a cobble beach or on flakes, rough wooden platforms covered with fir boughs or birch bark….. At night and in wet weather, the fish being processed had to be turned skin side up or collected in protected heaps. After four or five days of good weather, it was ready to be stored in carefully layered larger piles containing about fifteen hundred fish.”[10]

On long beaches, there could be multiple fishing rooms with workers from many ships in close proximity. As Pope writes, “This sophisticated division of labor, the large size of the production unit, together with the time discipline imposed by a limited fishing season gave the dry fishery some of the qualities of later manufacturing industries.”[11]

The sixteenth century fishing rooms and bank ships were factories, long before the industrial revolution.

‘A distinctly capitalist institution’

In Capital, Marx argues that merchant activity as such — buying cheap in one place and selling dear in another — did not undermine the feudal mode of production, nor did craftsmen who made and sold their own products. It was the integration of manufacture and trade that laid the basis for a new social order: “the production and circulation of commodities are the general prerequisites of the capitalist mode of production.”[12] The actual transition to capitalism, he wrote, occurred in three ways: some merchants shifted into manufacturing; some merchants contracted with multiple independent craftsmen; and some craftsmen expanded their operations to produce for the market themselves.[13]

But, as Maurice Dobb comments in Studies in the Development of Capitalism, the problem with schematic transition schemas, including Marx’s, is that the actual process was “a complex of various strands, and the pace and nature of the development differ widely in different countries.”[14]

For example, Selma Barkham found that Basque whaling expeditions to Labrador were organized and financed by what she calls money-men: “men with a solid financial background, and a good deal of experience, both in money-raising and in the insurance industry.”[15]

In England, on the other hand, as Gillian Cell shows, the Newfoundland fishery was “run by men of limited capital … [It] was primarily the preserve of the west-countrymen,” not London’s merchant grandees, and certainly not money-men. The largest capital expense, the ship itself, was typically shared among several investors. “Most commonly a ship would be divided into thirty-two parts, any number of which might be owned by the same merchant, but on occasion there might be as many as sixty-four.” In other cases, investors reduced their cost and risk by leasing ships, with no payment due until they returned.[16]

The investors hired a captain who hired the sailors and fishers, and contracted with a victualler who provided fishing gear, boats, barrels, salt, and other essentials, including food and drink for a long voyage. One person might play multiple roles — the captain and victualler might also be investors, for example.

A capitalist enterprise requires capital; it also requires workers. The very existence of intensive fishing in the fifteenth and sixteenth centuries shows that there were thousands of men and boys in England and western Europe whose livelihood depended on working in the distant fishing factories.

It was arduous and dangerous work that took them away from home for most of the year. Just travelling to and from the fishing grounds took a month or more each way, in crowded wooden ships that might sink at any time. Maritime historian Samuel Elliot Morrison described the sixteenth century Newfoundland fishery as “a graveyard of ships” — more merchant ships were lost at sea in the years 1530-1600 than in all of World War II.[17]

And yet captains apparently had no difficulty in recruiting full crews of skilled and unskilled workers every year.

Little research has been done on the social origins of these workers, but it is surely significant that the rapid expansion of long-distance fishing in England in the 1500s coincided with a wave of rural enclosures and consolidation, in which “the traditional peasant community was undermined as layers of better-off peasants became wealthy yeoman farmers, some entering the ranks of the gentry, while others were pauperized and proletarianized — and on a massive scale.”[18] In the long sixteenth century (roughly 1450 to 1640), “great masses of men [were] suddenly and forcibly torn from their means of subsistence, and hurled onto the labor-market as free, unprotected and rightless proletarians.”[19]

In the Netherlands in the mid-1500s, about five percent of the male population worked in the herring industry.[20] There, and in England, France and Spain, a growing number of men who had formerly supplemented their diet and income with occasional fishing now had to work for others — having lost their land, they turned to the sea full time. Some may still have owned small plots of land and others probably worked as agricultural laborers between voyages, but all were part of a new maritime working class whose labor enriched a rising class of merchant-industrialists.

As we saw in Part One, workers on Dutch herring busses were often paid fixed wages. That was rare on English and French ships: usually, the gross proceeds from selling the catch were divided in three — one-third for the investors, one-third for the victualler, and one-third for the captain and crew. The captain took the largest part of the crew’s share, while workers received different amounts depending on their skill and experience, with laborers and boys receiving the least. Share payment reduced the investors’ losses when the catch was small or lost. It was also a form of labor discipline: as an English merchant wrote, because the fisherworkers’ income depended on the size of the catch, there was “lesse feare of negligence on their part.”[21]

From a purely legal standpoint, the merchants, shipowners, victuallers and fishworkers on each expedition were part of a joint venture, but as Daniel Vickers writes, that formality did not change the fundamental class relationship.

“Relations between merchants and their men remained in substance those of capital and labor. Merchants still garnered the lion’s share of the profits (and bore most of the losses); they retained complete ownership of the vessel, provisions, and gear throughout the voyage; and they could do with their capital what they wished once the fish had been sold. By early modern standards of economic organization, this transatlantic fishery was a distinctively capitalist institution.”[22]

Ecological Impact

Beginning in the early 1600s, a few English mariners sailed an additional 900 miles or so from Newfoundland to the area now known as New England. All were astonished by the abundance of fish — and especially by their size.

  • John Brereton, 1602: “Fish, namely Cods, which as we encline more unto the South, are more large and vendible for England and France than the Newland fish.”
  • James Rosier, 1605: Compared to Newfoundland cod, New England cod were “so much greater, better fed, and abundant with traine [oil]” and “all were generally very great, some they measured to be five foot long, and three foot about.”
  • Robert Davies, 1607: “Hear wee fysht three howers & tooke near to hundred of Codes very great & large fyshe bigger & larger fyshe then that which coms from the bancke of the new Foundland.”[23]

Newfoundland and New England cod are separated by geography, but they are the same species. The difference in size and abundance wasn’t caused by genetics, but by a century of intensive fishing. Marine biologist Callum Roberts explains:

“By the time of these voyages, Newfoundland cod had been intensively exploited for a hundred years, and fishing there had evidently already had an impact on fish numbers and size. Catching fish reduces their average life span. Since fish like cod continue growing throughout their life span, fishing therefore reduces the average size of individuals in a population. The Newfoundland fishery had driven down the average size of cod, and the relatively unexploited stocks in New England became a reminder of the past.”[24]

A recent study estimates that until the late 1800s the annual catch was less than 10% of the total cod population[25], far below the level deemed sustainable in the twentieth century. That, together with the fact that the catch increased, year after year, seems to imply that in the early modern fishing had little or no impact, but that is misleading, because the total cod population was composed of distinct local populations. Since fishing operations tended to stay in areas where fish congregated, local cod populations could be, and were, diminished by intensive fishing.

By 1600, for example, in the area known as the English shore, “fishers made, on average, only about 60 percent of the catch per boat that they had come to expect.”[26] The total catch remained high because some fishers worked harder, using more boats or staying at sea longer, while others shifted geographically, targeting less depleted populations as far away as the aptly named Cape Cod in Massachusetts.

“As human fishing removed larger, more mature fish from each substock, the chances of abrupt swings in the reproductive rate increased. In short, even at the seemingly ‘moderate’ levels of the 1600s and 1700s, fishing altered the age (and perhaps gender) structures, size, weight, and spawning and feeding habits, and the overall size of codfish stocks in the North Atlantic.”[27]

Cod are among the most prolific vertebrates on earth. Mature females release 3 to 9 million eggs a year: someone once calculated that if they all grew to maturity, in three years it would be possible to walk across the ocean in their backs. In reality, only a few hatch and few of those avoided being eaten as larvae, but under normal conditions (i.e. before intensive fishing) enough survived to maintain a stable population in the trillions. Intensive fishing disrupted that metabolic and reproductive cycle, but the total number of cod was so great that it took nearly five centuries for the world’s largest fishery to collapse.

A Fishing Revolution

In 2018, a team of environmental historians led by Poul Holm proposed that the birth and rapid growth of intensive fishing in Newfoundland should be called the Fish Revolution. A careful study of the fishery’s size, its impact on European markets and diets, and its environmental effects led them to conclude that historians “have grossly underestimated the historical economic significance of the fish trade, which may have been equal to the much more famed rush to exploit the silver mines of the Incas.” The Fish Revolution was “a major event in the history of resource extraction and consumption. … [that] permanently changed human and animal life in the North Atlantic region.”

“The wider seafood market was transformed in the process, and the marine expansion of humans across the North Atlantic was conditioned by significant climatic and environmental parameters. The Fish Revolution is one of the clearest early examples of how humans can affect marine life on our planet and of how marine life can in return influence and become, in essence, a part of a globalizing human world.”[28]

That conclusion synthesizes a large body of recent research. It is, I think, absolutely correct as far as it goes, but it needs to be supported a deeper understanding of the social and economic drivers of change. In brief, the Fish Revolution was caused by a Fishing Revolution.

The success of the North Sea and Newfoundland fisheries depended on merchants who had capital to invest in ships and other means of production, fishworkers who had to sell their labor power in order to live, and a production system based on a planned division of labor. It would not have been possible in the Middle Ages, because none of those elements existed. The long-distance fishing operations of the fifteenth and sixteenth centuries were among the first examples, and very likely the largest examples, of what Marx called manufacture — “a specifically capitalist form of the process of social production.”[29]

In the Fishing Revolution, capital in pursuit of profit organized human labor to turn living creatures into an immense accumulation of commodities. From 1600 on, up to 250,000 metric tonnes of cod a year were caught, processed, and preserved in Newfoundland and transported across the ocean for sale. That increased production supported a qualitative increase in the volume of fish consumed in Europe — and it began the long-term depletion of ocean life that in our time has pushed cod and many other ocean species to the brink of extinction.

Many questions remain. How did the huge increase in fish from Newfoundland affect coastal and regional fisheries in Europe? Who were the workers who joined long distance fishing fleets? Did the same men return year after year, or was it a temporary expedient for some? How did the merchants who financed the expeditions invest their profits? We know that merchants who invested in American colonies tended to support Parliament when Civil War broke out in England the 1640s, but what about the West Country capitalists who organized transatlantic fishing? How were North Atlantic ecosystems affected by the large-scale removal of top predators?

More research is needed, but the existence of a large fishing industry during what Marx called the age of manufacture is beyond doubt. Despite that, historians debating the origin of capitalism have rarely mentioned the industry that employed more working people than any field other than farming. I hope this article contributes to a more rounded picture, and shows that no account of capitalism’s origins is complete if it omits the development and growth of intensive fishing in the centuries when capitalism was born.

Many questions, few answers, as conflict deepens between Israelis and Palestinians

Editor’s note: Politicians in the US and Europe, like German Minister of Foreign Affairs Heiko Maas, keep repeating that “Israel has the right of self-defense”. Indeed we see that the horrible violence currently happening in Israel and Gaza tend to be framed by western mainstream as “Israel defending itself from terrorism” at worst, or “clashes between two sides” at best. Hardly do we see stories showing just how combative Israeli actions have been, how painful and traumatic these experiences are for Palestinians, and the historical and root causes of the current violence. We believe that the right of self-defense doesn’t include the right to brutally suppress a group of people for decades, to occupy and steal their land and to dispel and humiliate them. As Noam Chomsky wrote: An old man in Gaza held a placard that read: “You take my water, burn my olive trees, destroy my house, take my job, steal my land, imprison my father, kill my mother, bombard my country, starve us all, humiliate us all, but I am to blame: I shot a rocket back.”
We stand in strong solidarity with oppressed peoples worldwide and condemn the violence of settler-colonialism.

What’s next in the latest Middle East convulsion? Will a ceasefire between the Hamas militant group in Gaza and Israel be brokered by Arab mediators in coordination with western powers, or will the situation continue to deteriorate?

Are we witnessing the beginning of an intensifying conflict in which Israelis find themselves enveloped in a bloody confrontation with Palestinians across the occupied territories and, more threateningly, inside Israel itself?

Will Israel become enmeshed in widespread communal unrest on its own territory in Arab towns and villages?

In short, are we witnessing the early stages of a third intifada, in which casualties mount on both sides until the participants exhaust themselves?

We’ve seen all this before – in 1987 and 2000. Then, as now, violence spread from territories occupied in the 1967 war into Israel itself.

There are no simple answers to these questions as the crisis enters its second week, with casualties mounting.

In part, the next stage depends on the level of violence Israel is prepared to inflict on Hamas. It is also conditional on Hamas’s tolerance of Israeli airstrikes and artillery fire.

It will also rely on the extent to which Israel feels its interests continue to be served by courting widespread international opprobrium for its offensive against Hamas, as the militant group’s leadership is embedded in a densely packed civilian population in Gaza.

This is far from a cost-free exercise for Israel, despite the bravado from its leadership, embroiled in a lingering internal crisis over the country’s inability to elect majority government.

Political paralysis is not the least of Israel’s problems.

As always, the issue is not whether Israel has a right to defend itself against rocket attacks on its own territory. The question is whether its response is disproportionate, and whether its chronic failure to propagate a genuine peace process is fuelling Palestinian resentment.

The short answer is “yes”, whatever legitimate criticisms might be made of a feckless Palestinian leadership divided between its two wings: the Fatah mainstream in Ramallah and Hamas in Gaza.

Israel’s continued provocative construction of settlements in the West Bank, and the daily humiliations it inflicts on a disenfranchised Palestinian population in Arab East Jerusalem, contribute to enormous frustration and anger among people living under occupation.

If nothing else, the latest upsurge of violence between Israelis and Palestinians should persuade the international community that occupation and subjugation of one population by another is a dead-end street.

Further complicating things for the Israeli leadership are the circumstances that led to the latest conflagration. This has lessened international sympathy for the extreme measures Israel is using, aiming to bomb the Hamas leadership into submission.

Israeli authorities’ attempts to evict Palestinian families in East Jerusalem from homes they had occupied for 70 years, accompanied by highly provocative demonstrations by extremist Jewish settlers chanting “death to Arabs”, has contributed to a sharp deterioration in relations.

This was followed by a heavy-handed Israeli police response to Palestinian demonstrations in and around Al-Aqsa mosque, Islam’s third-holiest shrine. In turn, this prompted Hamas rocket strikes into Israel itself from Gaza.

The International Crisis Group has identified the issue that should be most concerning to Israel and its supporters:

This occasion is the first since the September 2000 intifada where Palestinians have responded simultaneously and on such a massive scale throughout much of the combined territory of Israel-Palestine to the cumulative impact of military occupation, repression, dispossession and systemic discrimination.

In a global propaganda war over Israel’s continued occupation of five million Palestinians in the West Bank and Gaza Strip, the issue of who started this latest convulsion is relevant.

So, too, are questions surrounding Israeli Prime Minister Benjamin Netanyahu’s attempts to cling to power as a corruption trial wends its way through the Israeli court system.

Collateral damage to Israel’s reputation is an unavoidable consequence of the use of a heavy bombardment against Hamas targets in one of the world’s most densely populated areas.

There are two million Palestinians in Gaza, a narrow strip of land between Israeli territory and the Mediterranean Sea. Many are living in refugee camps their families have occupied since they fled Israel in 1948, in what Palestinians refer to as the nakba, or catastrophe.

The deaths of an extended Palestinian family at the weekend whose three-storey home was demolished by an Israeli airstrike is a grating reminder of fallout from the use of weapons of war in civilian areas.

This is the reality of a population held hostage to an unresolved – and possibly unresolvable – conflict involving Palestinians living under occupation.

So far, international reaction has been muted. The United States and its allies have gone through the motions in condemning the violence.

US President Joe Biden, in a phone call with Netanyahu, seemed to endorse Israel’s heavy hand. Biden’s conciliatory tone has drawn widespread criticism in view of the shocking images emanating from Gaza. These include live footage of a building housing foreign media being destroyed by an Israeli airstrike.

Belatedy, the US has sent an envoy to the region.

In Australia, politicians from both sides have called for a de-escalation.

Regionally, Arab states have expressed their support for the Palestinian cause, but remarks by their leaders have been restrained.

However, circumstances leading to the outbreak of violence, notably Israeli policing of demonstrations in places sacred to Muslims, have left Arab leaderships no choice but to condemn Israel’s actions.

A hitherto limp US response reflects the Biden administration’s hope that the Israel-Palestine issue would not be allowed to intrude on Washington’s wider Middle East foreign policy efforts. Biden is trying to entice Iran back to the negotiating table to re-energise the nuclear peace deal ripped up by former President Donald Trump.

Part of this strategy has been to calm Israel’s concerns about renewed US efforts to re-engage Iran. Those efforts have been complicated by the violence of recent days.

Washington has been reminded, if that was necessary, that the toxic Palestinian issue could not simply be shoved aside, however much the US and its moderate Arab allies would like it to go away. This was always an unrealistic expectation.

Israeli violence against Palestinians in retaliation for rocket attacks on its territory is an embarrassment for Arab states that had established diplomatic relations with Israel under pressure from the Trump administration.

The so-called Abraham Accords, involving an exchange of ambassadors between Israel and the United Arab Emirates, is at risk of being discredited in the eyes of the Arab world by the latest conflagration.

Other Arab states that established diplomatic relations with Israel, brokered by Trump officials, include Bahrain, Sudan and Morocco. Sporadic demonstrations in support of the Palestinians have occurred in the latter two countries.

Finally, this latest conflict between Israelis and Palestinians exposes the failure of various parties to advance a peace agreement based on a two-state solution.

That prospect appears further away than ever, and may even be dead given Israel’s declared intention to annex territory in the West Bank. Such action would end any possibility of compromise based on land swaps to accommodate Israeli settlements in areas contiguous with Israel itself.

These are bleak moments for those who might have believed at the time of the Oslo Declaration in 1993, and subsequent establishment of relations between Israel and the leadership of the Palestinian national movement, that peace might be possible at last.
